The Radio Administration Bureau of the Ministry of Industry and Information Technology (MIIT) has published draft regulations for 900 MHz RFID as well as for UWB equipment.

俄罗斯电信设备认证 (FAC) 法规“第 214 号法令”将于2023年3月1日起被“第 1387号法令”正式取代，1387号法令有效期为六年；自该日期起新签发的证书 (CoC/DoC) 将会注明其根据1387号法令发出。

The Decree of Telecom approval’s (as known as FAC approval) rules and procedure No. 214 will be officially replaced by No. 1387 from 1 March 2023, valid for next six years; new issued CoC/DoC from this date will be issued according to No. 1387.

South Korea 韩国

[法规草案] 2023 年 2 月 6 日，韩国无线电研究机构 (RRA) 发布了广播和电信设备合格评定通知的修订草案。草案完善了合格评定变更程序适用的无线设备范围，以及合格评定对象设备的标识方法。

具体来说，在现行规定下，已经通过合格评定的无线设备，如果增加新的无线功能，必须重新申请合格评定。 但是，该草案建议此类设备通过变更报告流程而不是合格评定。

目前该草案正在搜集意见中。

On 6 February 2023, the South Korean Radio Research Agency (RRA) issued a draft amendment to the Notice on Conformity Assessment of Broadcasting and Telecommunications Equipment.

The draft improves the scope of wireless equipment to which conformity assessment change procedures apply, as well as the marking methods for equipment subject to conformity assessment.

Specifically, under the current regulations, if new wireless functions are added to wireless devices that have undergone conformity assessment, they must apply again for conformity assessment. However, the draft proposes that such devices go through a change reporting process instead of conformity assessment.

The draft also improves the marking methods of manufacturing dates for equipment subject to conformity assessment. The products may be marked with a LOT number consisting of a combination of year/month of manufacture or an indication proving the year/month of manufacture, in addition to the year/month of manufacture. However, if consumers cannot identify the year/month of manufacture even after checking this information, it must be separately indicated or information proving it must be provided through user manuals, packaging, internet homepage, etc.

Proposal for Legal Inspection Requirements for Drones (less than 2 kilograms in weight). By the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs. Nowadays, drones are frequently used for multiple purposes, for examples, photography and light shows. In order to enhance consumer safety, the BSMI proposes to add drones (less than 2 kilograms in weight) into the scope of legal inspection. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI).

UAE 阿联酋

2023年TDRA开始签发新的label样式(QR code链接至网页显示认证信息)，之前的项目签发的label依然有效。

TDRA released new Compliance Label format taking effect on Jan 1st of 2023,that information on the label should correspond to the information that is displayed after scanning the relevant QR code. Moreover, the QR code should lead to the actual landing page, where users can receive both information on the product and a copy of its valid certificate.

 

Vietnam 越南

[法规草案] 2023 年 2 月 9 日，越南信息和通信部发布了一份通告草案，规定了短程无线电设备的国家技术法规 (QCVN 55:2023/BTTTT)，强制日期将会是2024年8月1日。

On 09 February 2023, the Vietnamese Ministry of Information and Communications published a Draft Circular providing for the National Technical Regulation on Short-Range Radio Equipment(QCVN 55:2023/BTTTT). Based on the draft circular promulgating regulations, it is expected that QCVN 55:2023/BTTTT will take effect from March 1, 2024 and be mandatory from August 1, 2024.

This Draft applies to the following types of short-range radio equipment (SRD):

1. a) Short range general purpose radio equipment operating in the frequency range 9 kHz to 30 MHz; and
2. b) Magnetic ring equipment operating in the frequency range 9 kHz to 30 MHz, including radio identification equipment (RFID), nearfield communication (NFC) technology, and equipment used in secure magnetic gate (EAS) systems operating in the LF and HF frequency bands.

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) released the “Legal Inspection Requirements for Water Filters (Purifiers)”. Water Filters (Purifiers) has to comply Technical Specification for Water Quality Testing of Drinking Water from Water Filter (Purifier) of 2022 version. The product with power supply also should comply with CNS60335-1 and CNS13783-1. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC) (Modules II+III) or Type-Approved Batch Inspection (TABI).

[法规草案] 阿联酋工业和先进技术部 (MoIAT)在2023年2月6日提交了UAE.S 5010-3:2023-电器的能源效率-第3部分:家用制冷器具标准草案，该标准批准和生效日期待定。

UAE Ministry of Industry & Advanced Technology(MOIAT) submitted Draft UAE.S 5010-3:2023-Energy Efficiency for Electrical Appliances-Part 3: Household Refrigerating Appliances on February 6, 2023, The 2023 edition cancels and replaces the 2020 edition published in 2020. This edition constitutes a technical revision. The approval and effective date of the standard are pending.

Self-Certification scheme of BIS Scheme for SPV Inverters has been extended by six months i.e., 30th June 2023. The step has been taken due to limitation of test facilities. South Korea 韩国

2023 年 2 月 3 日，韩国无线电研究机构 (RRA) 发布了对广播和电信设备合格评定通知的修订。

此次修订扩大了合格评定豁免对象，科学和信息通信技术部长认可数量的工业设备将免于合格评定，这些设备必须在特定环境内使用而制造或进口。 它们也是管理流通记录的设备，若带有无线设备仍必须根据《无线电波法》第 58-2 条进行合格注册或能够遵循合格注册程序。关于以上所提的工业设备豁免合格评定范围，可参见RRA于2023年2月9日发布的FAQ补充；

另外，强制产品列表中的照明设备第四项 4) 其他照明灯具（圣诞树照明器具、可充电便携式灯、调光器）新增豁免范围，该品目不包括仅使用直流电源运行的设备。

本通知自 2023 年 2 月 3 日起生效。

On 3 February 2023, the South Korean Radio Research Agency (RRA) issued an amendment to the Notice on Conformity Assessment of Broadcasting and Telecommunications Equipment.

The amendment expands target products subject to exemption from conformity assessment to reduce the burden with regard to testing and certification on companies.

According to the document, industrial equipment in quantities recognised by the Minister of Science and ICT would be exempted from conformity assessment. These equipment must be manufactured or imported for use in limited spaces with access control. They are also equipment for which distribution records are managed, and must be subject to conformity registration under Article 58-2 of the Radio Waves Act or wireless equipment capable of following procedures for conformity registration. 

In this case, limited spaces where access control is performed must be able to manage entry and exit records, and only authorised personnel should be allowed to enter. For equipment exempted from conformity assessment, the following records/data must be tracked even after receiving the exemption: 

• Exemption approval number;
• Product name;
• Model name;
• Manufacturing number;
• Manufacturing/import status;
• Sales/delivery status, etc.

More details about Exemption from Conformity Assessment of Industrial Equipment can be referenced to FAQ which RRA issued on 9th Feb 2023.

In addition to the above, equipment operating using only DC power, among products classified as other lighting equipment, such as lighting fixtures for Christmas trees, rechargeable portable lights, and dimmers, have also been excluded from the conformity assessment.

Lastly, the amendment expands the targets for change reporting in relation to equipment subject to conformity assessment to include certified wireless transmission/reception components. Accordingly, it would also be possible to report changes for certified wireless transmission and reception components. In other words, any changes made to wireless transmission or reception parts in the frequency or technology used according to the frequency allocation specified under Articles 11 and 12 of the Radio Waves Act may also be reported provided that the alteration does not involve hardware modifications. Under the previous regulations, only changes to finished products were subject to reporting requirements.

This Notice entered into force on 3 February 2023.

Saudi Arabia: Requirements for Standby and Off Mode Electric Power Consumption of Certain Specified Electrical and Electronic Equipment, Draft Technical Regulation, January 2023

This draft Technical Regulation, which was notified to the WTO on 5 January 2023, sets outs energy consumption requirements relating to the standby and off mode of certain specified electrical and electronic equipment.

The draft applies to the electrical and electronic devices listed in Appendix 1-a, the types and customs classification codes of which are as follows:

• Air Conditioners
• Clothes dryers
• Dishwashers
• Washing machines
• Microwave
• Electric ovens
• Televisions and electronic screens

The draft is expected to be adopted on 6 April 2023 with a proposed entry into force date of 1 July 2024.

Plugs and socket outlets for fixed wiring are having more and more diversified functions, e.g., wireless control, timing control, and induction control. Household switches for fixed wiring are gradually being replaced by electronic switches. As a result of risk assessment, BSMI proposes to add 8 products for fixed wiring with wireless control, wired network control, timing control, voice control, motion sensing, light sensing, and electricity calculation functions into the scope of legal inspection.  The amendments will take effect from 1 January 2025. ANATEL published the new Act 17087. This Act will replace the Act 950 updating the electrical safety standard for telecom devices. It will become in force in 1 year (Dec 27th, 2023). The main changes are related to new marking requirements, small adjustment in the acoustic shock testing level, updated definitions and updated reference standards.

In general, the testing levels keeps the same, only Protection against Acoustic Shock had its level reduced.

On 17 October 2022, the Certification and Accreditation Administration of China (CNCA), China National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) published a revised version of the Rules of Energy Efficiency Labelling of Electric Fans (CEL 017-2022) which replace the existing Rules dated 2016 (CEL 017-2016).

These Rules apply to the use, filing and announcement of energy efficiency labels for desk fans, rotary fans, wall fans, table fans, floor fans and ceiling fans driven by AC or DC motors with a single-phase rated voltage not exceeding 250 V and other rated voltages not exceeding 480 V. These Rules do not apply to battery powered mini fans.

The revised Rules entered into force on 1 November 2022 and will be valid for 5 years. For products manufactured or imported before 1 November 2022 the use of energy efficiency labels according to the revised implementation Rules can be delayed until 1 November 2024.

2022年12月29日，中国标准化管理局和中国国家能源管理局发布了关于荧光灯的能效和能源效率等级的最低允许值的强制性标准GB 19044-2022。 该标准是GB 19044-2013的修订版，将替换以下标准：GB 19043-2013，GB 19044-2013, GB 19415-2013，GB 29142-2012和GB 29144-2012。

On 29 December 2022, the China Standardization Administration (SAC) and China’s National Energy Administration published a mandatory standard on minimum allowable values of energy efficiency and energy efficiency grades for fluorescent lamps GB 19044-2022. This standard is the revised version of the GB 19044-2013. It will also replace the following standards: GB 19043-2013, GB 19044-2013, GB 19415-2013, GB 29142-2012 and GB 29144-2012.

This standard aims to establish energy efficiency limit values ​​and energy efficiency grades for self-ballasted fluorescent lamps for general lighting. 

This Standard comes into force on 1 January 2024.

On 17 October 2022, the Certification and Accreditation Administration of China (CNCA), China National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) published a revised version of the Rules of Energy Efficiency Labelling of Multi-connected Air Conditioning (Heat Pump) Units (CEL 011-2022) which replace the existing Rules dated 2016 (CEL 011-2016).

These Rules apply to the use, filing and announcement of energy efficiency labels for multi-connected air-conditioning (heat pump) units using air-cooled or water-cooled condensers, low ambient temperature air source multi-connected heat pump (air-conditioning) units.

The revised Rules entered into force on 1 November 2022 and will be valid for 5 years. For products manufactured or imported before 1 November 2022 the use of energy efficiency labels according to the revised implementation Rules can be delayed until 1 November 2024.

The National Environment Agency (NEA) of Singapore is seeking feedback on the proposed amendments to the Energy Conservation (Regulated Goods and Registered Suppliers) Regulations (“EC(RG&RS)R”). The EC(RG&RS)R governs the requirements on regulated goods covered under the Mandatory Energy Labelling Scheme (MELS) and Minimum Energy Performance Standards (MEPS). 

The key amendments are as follows:

1. Raise MEPS for regulated split type air-conditioners, refrigerators and lamps

2. Revise MELS for regulated lamps

3. Include portable air-conditioners and more lamp types as regulated goods 

4. Set MEPS and standby power limits for televisions

The consultation exercise will start on 04 January 2023 and end on 03 February 2023.

On 5 January 2023, Saudi Arabia notified WTO a draft Technical Regulation, setting out energy consumption requirements relating to the standby and off mode of certain specified electrical and electronic equipment.

The draft applies to the electrical and electronic devices listed in Appendix 1-a, the types and customs classification codes of which are as follows:

• Air Conditioners 8415
• Clothes dryers 8421
• Dishwashers 8422
• Washing machines 8450
• Microwave 8516
• Electric ovens 8516
• Televisions and electronic screens 8528

The following devices listed in Appendix 1-b are excluded from scope:

• Battery operated clothes dryers, dishwashers, clothes washers and those devices that can be connected to the mains through the AC adapter/ DC to be purchased separately.
• Televisions and electronic screens that have the following characteristics:
• Screens whose area is less than or equal to 100 cm2
• Projectors
• Presentation systems for meetings and conferences
• Medical displays
• Virtual reality systems
• Control panels screens

The draft is expected to be adopted on 6 April 2023 with a proposed entry into force date of 1 July 2024.

On 29 December 2022, the China’s Standardization Administration (SAC) and China’s Ministry of Industry and Information Technology (MIIT) published a mandatory national standard laying out electrical safety requirements for electric bicycles.

This standard specifies electrical safety requirements and test methods for marking, wiring, connections, voltage, insulation resistance, electrical strength, heat, protection, temperature and humidity resistance, vibration, and impact of electric bicycles.

This standard applies to electric bicycles or electrical power-assisted bicycles (EPACs) whose maximum output voltage of the battery system is less than or equal to 60V.

Electric bicycles should meet all the technical requirements of GB 17761-2018 and this document. Lead-acid battery packs for bicycles must meet the requirements of 4.3, 4.4, 4.6, 4.7, 4.12 in GB/T 32504-2017 and 4.15 in GB/T 22199.1-2017. Lithium-ion battery packs should meet the requirements of 5.3 in GB/T 36972-2018.

The standard comes into force on 1 January 2024.

On the 29 December 2022, the China’s China’s Ministry of Industry and Information Technology (China MIIT) and China Standardization Administration (SAC) published an announcement no.19 approving and issuing mandatory standard GB 42296-2022.  This mandatory national standard outlines the final version of the safety technical requirements for chargers of electric bicycles.

This new version of the standard comes into force on 1 July 2023.

 

EAEU 欧亚经济联盟

2022年12月20日，欧亚经济委员会通过了第200号决定，修改了第41号决定，关于产品符合欧亚经济联盟技术法规的注册、暂停、更新和终止声明程序，其中包括扩展了符合性声明所附的文件和信息清单、申请注册申报时需注明产品的储存条件和期限及其使用寿命 (保质期)等。

第 200 号决定将于 2022 年 1 月 22 日生效。

On 20 December 2022, the Eurasian Economic Commission adopted Decision No. 200 amending Decision No. 41 on the procedure for registration, suspension, renewal and termination of declarations of product conformity with technical regulations of the Eurasian Economic Union.

The Decision established the following changes:

• the list of documents and information attached to the declaration of conformity has been expanded;
• the terms for consideration and registration were reduced from 5 to 3 working days;
• added the possibility to submit the declaration and the necessary documents to the authorized body (certification body) by courier service;
• in the application for registration of the declaration it is necessary to indicate the conditions and period of storage of product and its service life (shelf life) or product resource (in cases provided for by technical regulations, regulatory documents, standardization documents and technical documentation of the manufacturer).

Decision No. 200 will enter into force on 22 January 2022 with the exception of paragraphs 2 and 4 of the amendments (Annex to this decision), which will enter into force following a decision of the Board of the Eurasian Economic Commission on amendments to the procedure for the formation and maintenance of a unified register of issued certificates of conformity and registered declarations of conformity.

 

EAEU 欧亚经济联盟

On December 20th 2022, the Eurasian Economic Commission issued this decision approving the amendments to the Decision of the Commission of the Customs Union dated June 18, 2010 No. 319. The amendments contained in this decision relate to certificates and declarations of conformity for products included in the Unified List of Products subject to mandatory Conformity Assessment. 

In the application for certificate of conformity and Declaration of Conformity it is necessary to indicate the conditions and period of storage of product and its service life (shelf life) or product resource (in cases provided for by technical regulations, regulatory documents, standardization documents and technical documentation of the manufacturer).

This Decision enters into force on January 22nd, 2023.

 

EAEU 欧亚经济联盟

On 23 December 2022, the the Eurasian Economic Commission published Decision No. 198 with the aim of amending Decision No. 293 of 2012 on unified forms of conformity certificates and declarations of conformity.

The Decision establised the following:

• An electronic record of a certificate or declaration in the unified register of issued certificates and registered declarations is an electronic form of a conformity assessment document;
• The replacement of the certificate or declaration will be carried out according to the standard schemes specified in the Decision No. 44 dated April 18, 2018;
• In case of replacement of a certificate or declaration an appropriate entry must be made in the electronic record and the registration number and date of registration of the certificate or declaration must be mentioned;
• During the replacement period the validity of previously issued conformity assessment documents is not suspended;
• Conformity assessment documents issued and registered prior to the entry into force of this decision are valid until their expiration date;
• Documents on conformity assessment on paper are mandatory;
• The “QR-code” field as well as other technical changes, have been introduced into the unified forms of the certificate and declaration;
• In the rules for filling out the certificate a new requirement is highlighted that it is mandatory to indicate the last name, first name, patronymic (if any) of the expert (expert-auditor) of the certification body who signed the act of analyzing the state of production.

The Decision comes into force on 22 January 2023.

 

China Taiwan 中国台湾

2023 年 1 月 9 日，BSMI宣布配电设备检验相关法规的修正案。 该修正案修改了八种配电设备的检验要求。 更新后的检验标准将于2025年1月1日起由BSMI执行。

已提交旧版检验标准证书的申请人，有效期至有效期届满。关于证书有效期延长，按照旧版检验标准的申请人，应在2024年12月31日或之前提出申请。对于2025年1月1日及以后提出申请的，申请人必须遵循新版检验标准。 两种情况下证书的有效期均为三年。

Plugs and socket outlets for fixed wiring are having more and more diversified functions, e.g., wireless control, timing control, and induction control. Household switches for fixed wiring are gradually being replaced by electronic switches. As a result of risk assessment, BSMI proposes to add 8 products for fixed wiring with wireless control, wired network control, timing control, voice control, motion sensing, light sensing, and electricity calculation functions into the scope of legal inspection.  The amendments will take effect from 1 January 2025.

Mobile Equipment operating in this band must obtain type approval.

BIS发布自愿性的《平行测试实施指南》, 以支持 BIS 强制注册计划 (CRS) 涵盖的电子产品进行平行测试。 制造商仍然可以选择按照现有程序依次向 BIS 提交注册申请。

所有需要CRS 注册的组件, 都可以发送到任何 BIS认可的实验室进行并行测试, 实验室将可平行测试零件和终端产品。终端产品报告发出前, 要对零部件进行评估。测试报告中要载明测试报告号码, 与实验室名称于后续零组件和终端产品的报告上。 只有在完成最终产品 (即手机) 制造中涉及的所有组件的注册后，BIS 才会处理终端产品的证书。

移动电话是平行测试的试点项目, 于 2023 年 1 月 1 日至 2023 年 6 月 30 日进行6个月试行。遵循的程序示例如下：

(i) BIS 认可实验室可以对启动没有 R-number的电芯 (cell) 的电池 (battery) 进行测试。 实验室会于电池的测试报告中提及电芯测试报告编号与实验室名称 (代替R-number of cell)。

(ii) 同样，实验室可以启动没有电芯, 电池, 和电源供应器R-number的手机测试。 实验室将在手机的最终测试报告中提及这些零组件的测试报告编号和实验室名称。

BIS released 《Guidelines for implementation of Parallel Testing》.  It will enable parallel testing of electronic products covered under the Compulsory Registration Scheme (CRS) of BIS. These guidelines are voluntary in nature and the manufacturers will still have option for submitting application sequentially to BIS for registration as per the existing procedure.

All the components which require Registration under CRS can be sent for testing in parallel at any of BIS labs /BIS recognized labs. Under parallel testing, the lab will test the first component & issue test report. This test report no. along-with name of lab will be mentioned in the test report of second component. This procedure will be followed for subsequent components & final product also.

A pilot project for parallel testing of MOBILE PHONE has been allowed for six (06) months, i.e. 01 Jan 2023 to 30 June 2023. An example of procedure to be followed is given below:

(i) BIS lab/BIS recognized labs can initiate testing of battery without R-number of cell. The lab will mention the test report no. along-with the name of lab (in place of R-Number of cell) in the final test report of the battery;

(ii) Similarly, the lab can initiate the testing of Mobile Phone without R-number of cell, battery & adaptor. The lab will mention the test report number(s) & name(s) of the lab for these components in the final test report of the mobile phone.

(iii) The lab shall evaluate the test report of the cell and issue the test report of the battery. Similarly, lab shall evaluate the test report of battery and adaptor before issuing the test report of Mobile phone.

(iv) The manufacturer can submit the applications in parallel for getting the components registered. However, the licence will be processed by BIS only after getting registration of all the components involved in the manufacturing of the final product (i.e. in this case mobile phones).

On 29 November 2022, the Vietnamese Ministry of Information and Communications published a Circular that approves a proposed Technical Regulation on Electromagnetic Compatibility for Wireless Audio Equipment in the Frequency Range 25 MHz to 2000 MHz.

This regulation, together with QCVN 18:2022/BTTTT, stipulates electromagnetic compatibility (EMC) requirements for wireless audio equipment and related ancillary equipment operating in the frequency range from 25 MHz to 2000 MHz.

This Regulation specifies EMC tests, test methods, limits, and performance criteria for wireless audio equipment and related ancillary equipment. The devices can use analog or digital modulation techniques.

This Circular will enter into force on 1 July 2023.

2022年11月30日，越南信息和通信部 (MIC) 正式发布了第24/2022/TT-BTTTT号通告以及随附的标准QCVN 132:2022/BTTTT – 《国家电信和信息技术终端设备电气安全要求技术规范》。是基于IEC 62368-1: 2018标准，自2024年1月1日起生效；其强制范围涵盖以下产品类别：DECT电话、台式电脑PC、有线数字机顶盒、IPTV机顶盒、DVB-T2 TiVi (iDTV)、有线电视网络放大器、无线电话用户分机类型 (不包括DECT电话)、Laptop PC、笔记本电脑、平板电脑等。

The Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) has issued a new QCVN 132: 2022/BTTTT National technical regulation on electrical safety requirements for telecommunications and information terminal equipment.

The QCVN 132: 2022/BTTTT standard is composed based on IEC 62368-1: 2018 – Audio/video, information and communication technology equipment – ​​Part 1: Safety requirements. Product categories included under mandatory scope include DECT phone, Desktop Computer, Laptop PC, Notebook, TV, Set-top-box. The new Regulation shall enter into force on January 1, 2024.

On 9 December 2022, the Indian Ministry of Power, published an amendment to the Energy Performance Standards for Star Labeled Stationary Storage Type Electric Water Heaters, Notification No. S.O. 2902(E), 2016.

This amendment inserts Table 3.4 on Star Rating Plan Validity (from 1st January 2023 to 31st December 2025).

The permission for display of particulars on storage type electric water heater up to the rated capacity of 200 litres for 1 Star specified in Table 3.4 shall not be permitted from 1 January 2023 with a view to upgrade the minimum energy performance level of such storage type of electric water heater.

On 23 November 2022, the Israeli Minister of Economy and Industry issued a notice providing for a new version of the National Mandatory Standard SI 20 Part 2.1 Luminaries: Fixed General Purpose Luminaries.

The previous version of SI 20 part 2.1 dated July 1997 will be replaced by the new version.

The new version will enter into force on 06 February 2023, 60 days after announcement in the Gazette.

Belarus 白俄罗斯

Belarus 能效认证从2023年1月1日起暂停强制申请，暂停期限目前尚未知，可能会直接停到2025年EAEU的能效法规 (EAEU TR 048/2019) 启动。在暂停期间，客户可以申请自愿性的Belarus 能效认证证书。

On December 29, 2022 Resolution of the Council of Ministers of the Republic of Belarus № 916 dated 27.12.2022 «On suspension of the norms of the Resolution of the Council of Ministers of the Republic of Belarus dated October 21, 2016 No. 849» came into force.

According to this Resolution № 916 Belarus mandatory requirements for energy efficiency (clause 3 of Resolution of the Council of Ministers of the Republic of Belarus No. 849 dated October 21, 2016) are suspended from January 01, 2023. The Resolution No. 849 has been suspended for an indefinite period and is valid until a special decision of the Council of Ministers of the Republic of Belarus (probably until the moment when the EAEU Energy Efficiency technical regulation (EAEU TR 048/2019) comes into force).

As a result, from January 01, 2023 products to be imported to the Belarus market should comply only with requirements of the Eurasian Economic Union Technical Regulation (EAEU) and Belarus national regulation for Radio/Telecom requirements.

The Resolution № 916 dated 27.12.2022 is valid from December 29, 2022.

 

智利电气与易燃物监督委员会SEC于2022年11月4日通过了冰箱、冰柜和冷藏冷冻箱的能效法规PE N°1/17/2:2022。测试标准参考IEC62552-1-2-3:2015+AMD1:2020。此能效法规将替代PE N°1/17/2:2015,并于2024年6月30日生效。

Chile SEC(Superintendencia de Electricidady Combustibles) published the new energy protocol PE N°1/17/2:2022 for refrigerators, refrigerator- freezers and freezers on November 4, 2022. The test standards refer to IEC62552-1-2-3:2015+AMD1:2020.This new protocol will replaces PE N°1/17/2:2015 and takes effect on June 30, 2024.

​BEE informed the validity of the existing voluntary regime of star labelling for Light Commercial Air Conditioners (LCAC) has been extended till 30 June 2023 and the mandatory regime of star labelling would be effective from 1 July 2023.

BEE informed that Deep Freezers, Chillers, Air Compressor and Tyres were expected to be moved from Voluntary to Mandatory certification requirement under BEE Standard and Labelling (S&L) Scheme from Jan 1st, 2023.

However, BEE has issued the notification for an extension of these products under the voluntary scheme. The new star rating table validity and deadline for completing model continuation of already registered models (in order to keep the status of registered models active) is as below: ​

The Taiwan Bureau of Energy, Ministry of Economic Affairs published an announcement on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Water Chilling Packages Using the Vapor Compression Cycle.

1. Specify the test conditions, values and actual measured values and delete the remarks in Schedule 1 and Schedule 5 (the second point of the amendment, the attached schedule 1 and schedule 5).

2. Add the declaration obligor who handles the login account number and password. (Third point of the amendment)

3. Add the qualifications of laboratories of energy efficiency test reports. (The fourth point of the amendment)

The Taiwan Bureau of Energy, Ministry of Economic Affairs published an announcement on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Pots.  The revised standard establishes testing and calculation requirements as well as a labelling scheme, and requires the Energy Efficiency Rating Label be affixed to the front of the product.

The Central Competent Authority can conduct random inspection annually including inspection of the Energy Efficiency Rating Labelling.

[法规草案] 2022 年 11 月 16 日，乌克兰能源和环境保护部发布了批准《制冷设备能源标签技术法规》的法令草案。 该命令草案旨在根据第 2019/2016 号 (EU) 法规调整现有的制冷设备能源标签系统。技术法规草案的要求与欧盟法律规定的要求相同，如果获得批准，草案将在乌克兰戒严令终止后六个月生效，但不得早于 2023 年 8 月 1 日。 本令生效前已投放市场的制冷器具，可在本令生效后一年内继续投放市场。

On 16 November 2022, the Ukrainian Ministry of Energy and Environmental Protection published a draft Order approving the Technical Regulations on Energy Labelling for Refrigerating Appliances. The Draft Order aims to adapt the existing energy labelling system for refrigerating appliances with Regulation (EU) No. 2019/2016.

In line with the EU Regulation, the draft Technical Regulations establish requirements for the labelling of, and the provision of supplementary product information on, electric mains-operated refrigerating appliances with a volume of more than 10 litres and of less than or equal to 1 500 litres. The requirements of the draft Technical Regulation are identical to those specified under EU law.

If approved, the Draft Order and draft Technical Regulations will enter into force six months after the termination of the martial law in Ukraine, but not earlier than 1st August 2023.

Refrigerating appliances that are placed on the market before the entry into force of this Order may remain on the market within one year after its entry into force.

The Australian Communications and Media Authority (ACMA) published the Telecommunications Legislation Amendment and Repeal (2022 Measures No. 1) Instrument 2022 on December 8, 2022. This amendment allows for the use of QR codes as an alternative form of a compliance label if the QR code links to a website prominently displaying the regulatory compliance mark. The amendment also repeals 3 technical standards related to Integrated Services Digital Network (ISDN) technology and Surge Protectors.

​Labelling Criteria for Electrical and Electronic Products, on adding foreign language names to labels for imported commodities and others.

This Announcement, published on 12 August 2022 by Taiwan’s Ministry of Economic Affairs, proposes to require that the foreign language name of the foreign manufacturer or foreign contractor of imported goods is marked on electrical appliances and electronic goods, including components.

The Announcement also empowers the central competent authority to introduce other items that should be marked on components.The announcement entry into force date of 18 May 2023.

2022 年 11 月 26 日，乌克兰内阁修订了多项决议，免除某些产品在戒严令期间和戒严令终止或取消后 90 天内的合规性要求。 修正案涵盖的产品可以投放市场和/或投入运行，无需声明符合性，也无需标记符合适用技术法规的标志或额外的计量标志。

On 26 November 2022, the Ukrainian Cabinet of Ministers adopted a Resolution amending various Resolutions in order to exempt certain products from the requirement of conformity for the duration of martial law and 90 day after its termination or cancellation.

The products covered by the amendments can be placed on the market and/or put into operation without a declaration of conformity and without marking with a mark of conformity with applicable technical regulations or additional metrological marking. The products in scope include medical devices, medical equipment and other products necessary for the implementation of measures aimed at preventing the occurrence and spread of Covid-19, namely:

• uninterrupted power supply system;
• electric generator installations;
• equipment and devices for filtering or purifying water;
• electric batteries;
• Transformers;
• Electrical apparatus for switching or protecting electrical circuits or for connection to or in electrical circuits (e.g. switches, disconnectors, fuses, lightning arresters, voltage limiters, surge suppressors, plugs and sockets and other connectors, junction boxes), for voltages exceeding 1000 V
• Electrical apparatus for switching or protecting electric circuits or for connecting to or in electric circuits (e.g. switches, disconnectors, relays, fuses, plugs and sockets) for a voltage not exceeding 1000 V;
• connectors for optical fibers;
• remotes, panels, switchboards,

The Resolution entered into force upon publication, on 17 November 2022.

Brazil 巴西

2022 年 10 月 14 日，巴西国家电信局 (ANATEL) 公布了第13423号法规，旨在推迟原定于2022 年 10 月 26 日生效的第5159号法规。即在 2023 年 10 月 21 日之前，手机和车载充电器制造商能自由选择符合第 3481/2019 号法规 (旧) 或第 5159/2022 号法规 (新)。

Last April ANATEL released the Act 5159 with new Mobile Phone charger requirements and it will become in force as for October 26 2022. This act revokes the previous Act 3481, including some changes in the EMC testing for vehicle chargers, new mechanical testing for Wall Chargers’ Plugs and some others.

However recently, in October 14, 2022, the Agência Nacional de Telecomunicações (ANATEL) of Brazil published the extension validity of Act 3481 until October 21, 2023.

Therefore, from October 26, 2022 to October 21, 2023, manufacturers of mobile phones and vehicle chargers will be able to choose between the requirements approved by Act 3481/2019 (the previous law) or by Act 5159/2022 (the new Law).

On 10 October 2022, the Brazil National Telecommunications Agency (ANATEL) published Act No. 14010 to approve the Security Label for Cell Phone Lithium Batteries and Chargers.

This Act established the procedure on the technical specifications for the security label in conjunction with Anatel label, to be used in lithium batteries and chargers used in mobile phones, and the necessary requirements for the qualification of suppliers of the label.

It applies in the commercialization of lithium batteries and chargers for mobile phones and to printing companies duly authorized to supply the security label in the exercise of their functions as agents of the process of conformity evaluation of products for telecommunications.

This Act repeals Act No. 3482/2019 and will enter into force on 09.12.2022.

 

Chile 智利

2022 年 9 月 30 日，智利电力和燃料监管局 (SEC) 发布了第 14224  号决议，批准了适用于家用和类似用途的外置式电池充电器的安全认证程序和协议PE Nº1/38:2022。相关产品需满足以下标准测试，本协议将于2024年3月31日起实施。

On 30 Sep 2022, the Chilean Superintendence of Electricity and Fuels (SEC) published Resolution No. 14224 to approve Protocol Nº1/38:2022 to establish the safety certification procedure for external battery chargers for household and similar purposes.  Products in scope must be tested for compliance with below standard: 

IEC 60335-2-29:2019-03 Ed. 5.1 Part 2-29 Particular requirements for battery chargers and IEC 60335-1:2016-05 Ed.5.2 (IEC 60335-1:2010+AMD1:2013+AMD2:2016) Household and similar electrical appliances – Safety – Part 1: General requirements. 

The Protocol Nº1/38:2022 will be implemented from March 31st 2024.

The Chinese Ministry of Industry and Information Technology released a draft regulation regarding the CMIIT ID that is issued for approved Radio equipment. This ID is planned to have 12 digits that will contain the following five information: Year code, equipment category, territory code, manufacturer code and autonomous code for the equipment.

2022 年 11 月 1 日，BSMI和经济部发布了针对 18 种音像产品的修订法定检验要求。 自发布之日起，CNS 15598-1:2020 Audio/video, information and communication technology equipment – Part 1: Safety requirements 以及 CNS 15936:2016 Electromagnetic compatibility of multimedia equipment – Emission requirements are adopeded作为音视频设备的检验标准以确保消费者的安全，先前适用的标准自 2025 年 1 月 1 日起不再适用。 列名商品检验方式、合格评定方式注册、认证期限、检验期限等规定不变。根据修订后的检验标准，必须在 2024 年 12 月 31 日之前重新签署符合性声明。否则，如果未在截止日期前完成，则符合性声明自 2025 年 1 月 1 日起无效。

On 1 November 2022, Taiwan’s Bureau of Metrology and Inspection (BSMI) and Ministry of Economic Affairs published revised legal inspection requirements for 18 audiovisual products.

From the publication date, CNS 15598-1:2020 Audio/video, information and communication technology equipment − Part 1: Safety requirements and CNS 15936:2016 Electromagnetic compatibility of multimedia equipment – Emission requirements are adopted as the inspection standards for audio and video equipment to ensure the safety of consumers. Standards which were previously applicable shall cease to apply from 1 January 2025.

The regulations on the inspection method of listed commodities, the registration of conformity evaluation mode, the period of certification and the inspection period remain unchanged. The declaration of conformity must be re-signed before 31 December 2024 in accordance with the revised inspection standards. Otherwise, the declaration of conformity shall be invalid as of 1 January 2025 if the deadline is not met.

This revised version became effective on 1 November 2022, the date of publication.

[法规草案] 2022 年 11 月 3 日，乌拉圭财政和经济部向 WTO 通报了一项法规草案，该法规草案规定了在该国销售的低压电气产品的基本安全要求，适用于交流电标称电压大于 50 伏至 1000 伏或直流电标称电压大于 75 伏至 1500 伏的电气和电子材料和设备。

On 3 November 2022, the Uruguayan Ministry of Finance and Economy notified the WTO of a draft regulation which regulates the essential safety requirements of low-voltage electrical products that are marketed in the country. It applies to electrical and electronic materials and equipment of nominal voltage greater than 50 volts and up to 1000 volts in alternating current or greater than 75 volts and up to 1500 volts in direct current, with certain exceptions.

Low Voltage Electrical Products which are marketed in the country must comply with the essential safety requirements defined in the RTM, which is listed in Annex I as well as all Low Voltage Electrical Products requiring minimum mandatory marking, in accordance with the provisions of the RTM.

The holder of authorization issued by the URSEA holds the technical, civil and criminal responsibility for the Low Voltage Electrical Products manufactured, imported or marketed by him, and cannot be transferred.

The reduced tests must be carried out under the respective technical standard, in order to demonstrate that the characteristics of a Low Voltage Electrical Product satisfactorily comply with the essential safety requirements.

On 4 November 2022, the Japanese Ministry of Economy, Trade and Industry (METI) proposed an amendment to the document: Interpretation of Ordinance on Technical Requirements for Electrical Appliances and Materials (No. 3, 2013).

The amendment aims to revise technical standards on lithium ion secondary batteries in Annex 9 of the Interpretation of Ordinance on Technical Requirements for Electrical Appliances and Materials.

The technical standards for lithium ion secondary batteries shall be the harmonised standards as listed in Appendix 12 hereafter. A transition period of two years will apply from the date of enforcement.

Interested parties may submit their comments online until 3 December 2022.

 

Saudi Arabia 沙特阿拉伯

2022 年 11 月，沙特阿拉伯标准、计量和质量组织 (SASO) 发布 2018 年电池技术法规修正案。

In November 2022, the Saudi Arabian Standards, Metrology and Quality Organisation (SASO) issued an amendment to the Electric Batteries Technical Regulation of 2018.

The amendment changes Article 11(1) on transitional provisions to provide suppliers with a grace period of 180 days (the period was stated as 6 months) from the date of publication in the Official Gazette to comply with the requirements of this Technical Regulation. A one-year transitional period is also introduced in Article 11(2) in order to continue the trade of non compliant products which were lawfully placed on the market prior to the date of publication of this Technical Regulation.

The Regulation also updates the list of electric batteries’ products subject to this Regulation, and the relevant standards indicating the applicable technical requirements for batteries, which are set out in Annex (1).

The “Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating

Labelling and Inspection for Electric Storage Tank Water Heaters (Amendment Draft),” proposed by the Bureau of Energy (BOE), Ministry of Economic Affairs, was notified on 2

September 2022 as per G/TBT/N/TPKM/407/Rev.1. As the requirements on the capacity of inner tank are included in the notified amendment draft, the BSMI proposes to remove the requirement of Section 8.11“Capacity of inner tank” of CNS 11010:2013 from BSMI’s testing items to avoid overlapping jurisdiction with the BOE.

Bahrain notify WTO regarding Draft Technical Regulation on Energy Labelling and Minimum Energy Performance Requirements for Air-Conditioners

On 4 November 2022, the WTO published Notification G/TBT/N/BHR/643 regarding a draft technical regulation on energy labelling and minimum energy performance requirements for Air Conditioners.

Interested parties may submit their comments until 3 January 2023.

 

Belarus 白俄罗斯

2022 年 8 月，白俄罗斯国家标准化委员会发布了洗衣机能效标准第 2457-2020 号修正案。 修正案主要引入了一个新的附录G，增加了以下内容：

– 对能效和耗水量有影响的洗衣机设计要素的要求 (G.4)

– 控制方法 (G.5)

In August of 2022, the Belarusian State Committee for Standardization published an amendment to Standard No. 2457-2020 on the Energy Efficiency of Washing Machines.

The amendment mainly introduces a new Annex G that adds the following:

– requirements for design elements of washing machines that have an impact on energy efficiency and water consumption (G.4)

– control methods (G.5)

– label of energy efficiency of washing machines (G.6)

– technical documentation for washing machines (G.7)

– permissible deviations of energy efficiency parameters of washing machines during tests (measurements) after their release into circulation (G.8)

Furthermore, the design of the mandatory energy efficiency label has been updated.

The amendment entered into force on 25 October 2022.

The new regulation will be applicable from 1st April, 2023​.

These rules shall apply to every manufacturer, producer, refurbisher, dismantler and recycler involved in manufacturing, sales, transfer, purchase, refurbishing, dismantling, recycling and processing of e-waste or electrical and electronic equipment listed in Schedule-I (as per the gazette), including their components, consumables, parts and spares which make the product operational but shall not apply to –

• Waste batteries as covered under the Battery Waste Management Rules, 2022;
• Packaging plastics as covered under the Plastic Waste Management Rules, 2016;
• Micro enterprise as defined in the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006); and

Radio-active wastes as covered under the provisions of the Atomic Energy Act, 1962 (33 of 1962) and rules made there under.

The SABS ILAC EMC CoC certification process was officially implemented as from 01 November 2022 – and the following application conditions will be applicable:

1. For the SABS ILAC EMC CoC Certification Process – the turnaround period or lead-time for this certification service will be ninety (90) days, to allow for adequate time to process applications from EMC testing Laboratories that have not been assessed by the SABS through the SABS A-Lab Program Scheme. Note that the SABS might also require samples to be provided as an additional requirement to aid the formulation of an outcome for non-A-Lab affiliates.
2. For the SABS A-Lab EMC CoC Certification Process – the turnaround period or lead-time for this certification service will be thirty (30) days taking into account that the applications will be from EMC testing Laboratories that would have already been assessed by the SABS through the SABS A-Lab Program Scheme.

In 11 November of 2022, the Korea Agency for Technology and Standards (KATS) published an amendment No. 2022-0513.

The amendment mainly introduces following:

英国政府将立法允许制造商在 2024 年 12 月 31 日之前取得由欧盟认可的合格评定机构 (CAB) 的CE 认证合格评定活动，可声明现有产品类型符合 UKCA 要求。产品仍须带有 UKCA 标识，并且需要在证书到期时或 2027 年 12 月 31 日之后 (以较早者为准) 接受英国认可机构的合格评定。

在 2024 年 12 月 31 日前取得欧盟认可的 CAB 完成适用产品的合格评定活动，即允许制造商申请 UKCA 标识，无需任何英国认可机构的参与，并根据现有的 CE 认证继续将其产品投放市场，直至颁发证书的有效期，或直到 2027 年 12 月 31 日 (以较早者为准)。

The UK government will be introducing legislation to allow conformity assessment activities undertaken by EU-recognised Conformity Assessment Bodies (CABs), for CE certification before 11pm on 31 December 2024, to be used by manufacturers to declare existing product types as compliant with UKCA requirements. Products must still bear the UKCA marking and will need to undergo conformity assessment with a UK Approved Body at the expiry of the certificate or after 31 December 2027, whichever is sooner.

Before 11pm on 31 December 2024, if an EU-recognised CAB has completed the relevant conformity assessment activities applying to a product, this would allow manufacturers to apply the UKCA mark without the need for any UK Approved Body involvement. They could continue to place their goods on the market on the basis of their existing CE certification following the end of this year, for the lifetime of the certificate issued, or until 31 December 2027 (whichever is sooner).

Where manufacturers are using conformity assessment under existing CE certification before 11pm on 31 December 2024 as the basis to ensure compliance with UKCA requirements for their products, we recommend that they include in the UK Declaration of Conformity the list of relevant UK designated standards and equivalent EU harmonised standards that apply to their product, as well as details of the EU-recognised CAB (or CAB recognised under an EU Mutual Recognition Agreement with a third country) which carried out the conformity assessment procedures.

2022年10月11日，国家认监委 (CNCA) 宣布，不再对安全风险较低、技术相对成熟的九类电子电气产品实施强制性产品认证 (CCC) 。指定的认证机构和实验室将停止相关产品CCC认证和相应的检测活动，并按规定取消已颁发的CCC认证。

On 11 October 2022 the Certification and Accreditation Administration of China (CNCA) announced that it will no longer implement mandatory product certification (CCC) for nine types of electronic and electrical products with low safety risk and relatively mature technology.

As such, these products are deleted from the “Compulsory Product Certification Implementation Rules for Audio and Video Equipment” (CNCA-C08-01: 2014) and “Compulsory Product Certification Implementation Rules for Telecommunications Terminal Equipment (CNCA-C16-01: 2014), with the “Compulsory Product Certification Implementation Rules for Burglar Alarm Products” (CNCA-C19-01:2014) cancelled.

Designated certification bodies and laboratories will stop relevant product CCC certification and corresponding testing activities and cancel the issued CCC certification according to regulations.

The following products that are no longer subject to mandatory product certification management are listed in the Appendix:

• Single-speaker and multi-speaker active speakers with total output power below 500W (RMS)
• Audio power amplifiers
• Audio and video recording, playback and processing equipment in various carrier forms (including various types of CD-ROMs, tapes, hard disks and other carrier forms)

National Centre for Communication Security (NCCS) is designated for implementation of Communication Security Certification Scheme (ComSec) Scheme which aims at testing of Telecom Products for security requirements. Security testing is an essential part of the MTCTE Essential Requirements (ER) for all telecom products. ComSec is expected to be mandatory from July 1st 2023 and NCCS will start accepting the applications for Wi-Fi CPE, UICC, and IP router testing from Jan 1st, 2023.

The Indian Standard for ‘Mobile Phone Handsets Part 3 Indian Language Support for Mobile Phone Handsets – Specific Requirements (First Revision)’ IS 16333 (Part 3): 2017 has been revised and published as IS 16333 (Part 3): 2022. The last date for concurrent running for both the Indian Standards has been extended to 17 December 2022 after which the existing IS 16333 (Part 3): 2017 shall stand withdrawn. 

Guidelines for Existing license under IS 16333 (Part 3): 2017

(i) All existing licencees shall switchover to the IS 16333(Part 3): 2022 by 17 December 2022. Beyond 17 December 2022, no license shall be operative where compliance to IS 16333 (Part 3): 2022 has not been ensured by the Registered User.

(ii) Existing  licencee shall submit conformance to IS 16333(Part 3) : 2022 through Test Report(s)  issued by BIS recognized laboratory for any one of the model(s) from existing scope of license which had been previously tested as per IS 16333 (Part 3) : 2017.

(iii) Further, the licencees shall provide an undertaking stating that requirements of IS 16333 (Part 3):2022 have been implemented in all other existing models which are in the scope of the license.

(iv) If the licensee fails to complete all actions by 17 December 2022, cancellation of the licence/ deletion of model from scope of the licence to be initiated.​

Guidelines for New Applicants:

(i)  New applications are to be accepted as per existing IS 16333 (Part 3): 2017 after 17 November 2022, i.e. one month before the last date of implementation of IS 16333 (Part 3): 2022.

(ii)  The existing applications which are under process without IS 16333 (Part 3): 2022 shall be processed as per existing guidelines provided that the applicants submit an undertaking that they shall changeover to the revised Standard before the last date of implementation, i.e. 17 December 2022. 

(iii) If any Licensee/ Applicant fails to complete all actions by 17 December 2022, the Licence

/ Application may be processed for cancellation/ deletion of model from scope of the licence.​

On 20 September 2022, the Kazakhstan Ministry of Industry and Infrastructure Development issued Draft Order approving the list of goods, works, services subject to energy efficiency requirements in public procurement and procurement of goods, works, services.

The list of products, their corresponding UNS TRU codes and related dates of entry into force of energy efficiency requirements, can be found in the Annex of the Draft.

Applicable energy efficiency requirements for the listed products are established in a separate Draft Order, issued on 16 September 2022.

Once enacted, the Order should enter into force 10 days after its publication.

The New Zealand Government issued some gazette notices on medium and high risk articles. These gazette notices impose conditions on acceptance of EESS certificates which were previously accepted in Australia, from 01 Jan 2023.

On 10 October 2022, the Thai Office of the National Broadcasting and Telecommunications Commission (NBTC) published a Draft Notification to establish mandatory technical requirements for telecommunication equipment used in the frequency bands 5.925 – 6.425 GHz. The proposed technical standard (NBTC TS 103X – 256X) would apply to telecommunication equipment of both types: base unit/access point and mobile/portable unit.

The deadline for comments regarding this Draft Notification is 9 December 2022.

On 3 October 2022, the WTO published Notification G/TBT/N/SAU/1256 relating to a SASO draft on Electrical Dishwashers – Energy and Water performance requirements and labelling. It applies to built-in household dishwashers and electric mains-operated household dishwashers that can also be powered by batteries with a capacity up to 20 place settings. The WTO Notification deadline is 2 December 2022, 60 days from notification.

Nowadays, the UV disinfection appliance is popular with consumers for fighting with the pandemic. The radiation emitted from UV disinfection appliance may pose hazards to consumers and the radiation can not be easily detected by consumers. Improper use of UV disinfection appliance may impair vision and cause damage to the skin of consumers. In order to ensure consumer safety, the BSMI plans to regulate UV disinfection appliances. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI). On 20 September 2022, the Thai Ministry of Industry announced the establishment of industrial standard TIS 2624 Part 2(1)-2565 on Luminaire Performance Part 2(1) LED Luminaire – Performance Requirements under the Industrial Product Standards Act.

The Standard specifies the performance requirements for LED luminaires, together with the test methods and conditions, required to show compliance with this standard. It applies to LED luminaires for general lighting purposes. At this time, this standard is not mandatory in Thailand.

This Announcement will enter into force on 18 January 2023.

对该提案提供意见的截止日期为 2022 年 11 月 29 日。

The draft standard ‘Minimum allowable values of energy efficiency and energy efficiency grades for displays’ was published by China State Administration for Market Regulation (SAMR) on 28 September 2022. It proposes to repeal the existing standard GB 21520-2015: Energy Efficiency of Computer Monitors.

This draft standard specifies the energy efficiency limit value, energy efficiency grade, energy efficiency calculation and test method of the display.

Compared to existing GB 21520-2015, this draft standard specifies the following points:

• It is applicable to flat and curved displays powered by alternating current or direct current with the main function of displaying video, image or text information, including general-purpose displays and commercial displays using liquid crystal (LCD) and organic light-emitting diode (OLED) as display methods monitor (article 5.1 and 5.2)
• It also applies to LED display terminals powered by AC mode, using light-emitting diodes (LEDs) as display methods, with pixel pitch ≤ 2.5 mm, and maximum brightness < 3000 cd/㎡
• It excludes: the display devices with a screen size <11.6 inches; professional monitors for image evaluation in the shooting, production and broadcasting of TV programs; dual monitor; virtual reality (AR /VR/MR); industrial equipment, medical equipment and LCD consoles (KVM/KMM) and other professional use monitors; microcomputers, mobile phones and tablets; TV products with radio frequency interface or monitors with broadcast TV display as the main function; battery-powered display.

The deadline for providing comments on the proposal is 29 November 2022.

BEE released the notification that every household and similar refrigerating appliances cooled by internal natural convection or forced air circulation, and establishes test methods for checking these characteristics as specified in IS 17550 (Part 3) : 2021 and direct that any such appliances or class of appliances being manufactured or sold or purchased or imported for sale shall display such particulars on labels in such manner as specified in the Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Refrigerators) Regulations, 2022.

The Household and Similar Refrigerating Appliances will list in BEE mandatory scheme. IS 17550 covers all types of Refrigerators which include Frost Free Refrigerator (FFR) and Direct Cool Refrigerator (DCR) shall come into force with effect from 1st day of January, 2023.

On 28 September 2022 the Serbian Ministry of Energy and Mining approved a Pravilnik determining ecodesign requirements for electronic displays, bringing Serbian law into line with the provisions of Regulation (EU) 2019/2021 and Regulation (EU) 2021/341.

This Pravilnik regulates ecodesign requirements for electronic displays, including televisions, monitors, digital signage displays that are placed on the market or put into use, the method of conformity assessment and the procedure for checking the conformity of products for the purpose of market surveillance.

This Pravilnik enters into force on 15 October 2022 and the provisions listed shall apply from 1 March 2024 onwards.

On 28 September 2022 the Serbian Ministry of Energy and Mining approved a Pravilnik determining Ecodesign Requirements for Refrigerating Appliances, bringing into national law the provisions of Regulation (EU) 2019/2019 and Regulation (EU) 2021/341.

This Pravilnik establishes ecodesign requirements for the placing on the market of or the putting into service of electric mains-operated refrigerating appliances with a total volume of more than 10 litres and less than or equal to 1 500 litres, methods of assessing conformity and the procedure for checking the conformity of products with the requirements for the purpose of market surveillance.

This Pravilnik enters into force on 15 October 2022 and the provisions listed shall apply from 1 March 2024 onwards.

The Draft Amendment on “Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Storage Tank Water Heaters” was published on 22 September 2022 by Taiwan Bureau of Energy, Ministry of Economic Affairs.

With a view to enhancing the efficiency of energy use, the Bureau of Energy proposes to amend the minimum energy performance standards and energy efficiency rating labelling requirements for electric storage tank water heaters.

According to the draft, it proposes that when a manufacturer manufactures or imports an electric storage tank water heater, the energy efficiency grading chart shall be attached to the instruction manual or the smallest sales package of the product, or affixed to an obvious place on the front of the body. When exhibiting or selling electric storage tank water heaters, manufacturers should stick, hang or otherwise disclose the energy efficiency grading map on the front in an obvious place.

This proposal is currently subject to public consultation until 21 November 2022.

根据以色列法律的第四个附录，以下设备必须具有能源等级标签：

The Ministry of Economy and Industry of Israel introduced an import reform at the end of August 2022. According to this reform, the methods of regulating imports to Israel are changing. Now most of the products will require only declaration-based tracks instead of inspections. The first stage of the reform has already been implemented by moving the majority of consumer goods from the Group 1 that required inspection to the Groups 2 and 3 that require only declaration-based tracks. Moreover, a declaration of compliance can show the compliance of a product with an international standard but should be provided together with a certificate of inspection from a certified laboratory attesting the compliance with the international standard.

However, note that a product portfolio including a technical file is still mandatory.

As a part of the reform, it was also determined that electrical products that are subject to energy requirements must show the compliance of the European directive with regard to energy efficiency requirements, standby mode, and energy label requirements to get access to the market of Israel.

The following devices are required to have an energy rating label in accordance with the fourth addendum to the Israeli law:

• air conditioners
• refrigerators
• washing machines
• dryers
• dishwashers
• ovens
• light bulbs
• TVs
• computer monitors

Please note that the energy label requirements are mostly the same as in the EU, but with the following exceptions:

• instead of the flag of the European Union, the flag of Israel must be displayed, in the same dimensions as determined in the EU legislation (see picture on the right)

On 26 September 2022, the Ministry of Economy published in the Federal Official Gazette, the Draft Official Mexican Standard PROY-NOM-024-SE-2022, Commercial Information for Packaging, Instructions and Guarantees for Electronic, Electrical and Home Appliance Products. This draft is intended to replace NOM-024-SCFI-2013, published on 12 August 2013.

The purpose of this Draft Official Mexican Standard is to establish the commercial information requirements for the packaging, instructions or manuals and guarantees that are mandatory for electronic, electrical and household appliance products, as well as their accessories and consumables, that are intended for the consumer, when they are marketed in the territory of the United Mexican States.

This NOM would apply to new, rebuilt, reconditioned, used or second-hand, discontinued and out-of-specification electronic, electrical and electrical products, as well as spare parts, accessories and consumables.

Subsecretaría de Telecomunicaciones (SUBTEL) in Chile has published Resolución 2844 Exenta on September 6, 2022, updating Resolución 1985 Exenta, the Fixed Technical Standard for Short Range Devices. While awaiting the decision international harmonization at the next World Radiocommunication Conference (WRC-23), SUBTEL found it necessary to adjust the frequency bands of Wi-Fi 6 technology in the regulations. Updates to Resolución 1985 Exenta include:

• Article 1 – Item H – 2.4 GHz has been removed for Medical Appliances, which are now covered by Item J.1 (Max EIRP 1 W)
• Article 1 – Item I – “Conducted power of 10 mW, and antennas with maximum gain of 40 dB” is replaced by “Max EIRP limit 50 dBm”
• Article 1 – Item J.1 – Where it previously said “that operates in the frequency band of 5925-7125 MHz” it now says “that operates in the frequency band of 5925-6425 MHz”

• 改革完善电子电器产品强制性认证制度。将安全风险较高的锂离子电池、电源适配器/充电器纳入强制性认证管理，对安全风险较低、技术较为成熟的数据终端、多媒体终端等9种产品不再实行强制性认证管理。
• 改革完善电信设备进网许可制度。动态调整实行进网许可制度的电信设备目录。将卫星互联网设备、功能虚拟化设备纳入进网许可管理，对与电信安全关联较小、技术较为成熟的固定电话终端、传真机等11种电信设备不再实行进网许可管理。精简优化进网许可检测项目，相应降低检测收费标准。将进网许可的审批承诺时限压减至15个工作日。将进网试用批文的有效期由1年延长至2年。
• 优化无线电发射设备型号核准制度。将无线电发射设备型号核准的审批承诺时限压减至15个工作日。除受限于无线电频率规划调整和频率使用许可期限要求外，将《无线电发射设备型号核准证》有效期限短于2年的延长至2年以上。优化无线电发射设备型号核准代码编码模式，工业和信息化部制定发布编码规则，由企业自主按照编码规则编制核准代码，便利企业安排生产计划，但产品取得型号核准前不得销售或者使用。
• 推动电子电器产品准入自检自证。2022年底前确定一批条件完备、具有良好质量管理水平和信用的电信设备、无线电发射设备、信息技术设备和家用电器生产企业开展自检自证试点。试点企业申请办理电信设备进网许可、无线电发射设备型号核准、强制性认证时，除网络安全等特殊检测项目外，可以采用本企业检测报告替代第三方检测报告。根据试点效果，逐步推广电子电器产品准入自检自证制度。

On September 23, 2022, The General Office of The State Council issued the “Opinions of The General Office of The State Council on Deepen Institutional Reform on Electrical and Electronics Industry” to optimize the access management mechanism for electrical and electronics products.

• CCC: As a way to improve the compulsory certification mechanism, the list of electrical and electronics for compulsory certification will be subject to dynamic adjustment, and nine types of products, including data terminal equipment with low safety risks and mature technology will be removed from the compulsory certification management. Li-ion batteries and power adapters/chargers with higher safety risks are included in CCC approval.
• NAL: The network access license mechanism of telecommunication equipment will be improved, satellite internet equipment and function virtualization devices will be included under a dynamic device list, the circular said, and 11 types of telecommunications equipment such as fixed telephone terminals are no longer included. The time frame for network access approval is set to be reduced to 15 working days and the validity period of the approval document will be extended from 1 year to 2 years, according to the circular.
• SRRC: Optimize the type approval mechanism for radio transmission equipment. The time frame for approving radio transmission equipment models will be reduced to 15 working days and the validity period of the approval document will be extended to more than 2 years. To optimize the coding mode of radio transmission equipment type approval codes, the Ministry of Industry an Information Technology shall formulate and issue coding rules, the enterprises shall independently complie the approval codes according to the coding rules, so as to facilitate enterprises to arrange production plans, but products shall not be sold or used before obtaining type approval.
• Promote self-inspection and self-certification of electronic and electrical products. Promote self-inspection and self-certification of electronic and electrical products.Electrical and electronics appliances manufacturing enterprises are encouraged to carry out self-inspection and self-certification on their products, the circular said. Before the end of 2022, a group of telecommunications equipment, radio transmission equipment, information technology equipemnt and household appliance manufacturers with complete conditions and good quality management level and credit will be identified to carry out self-inspecion and self-certification pilot projects. When pilot enterprises apply for NAL, SRRC and CCC, in addition to special testing items such as network security, they can use their own testing reports.

Mobile phone manufacturers , distributors and dealers shall provide directions to their mobile phone users on how to block texts from mobile numbers not in their contact lists and how to create a spam folder in their inboxes, These directions shall be disseminated through the manufacturer’s websites and social media accounts (ie, Facebook and Instagram and etc )

Mobile phone manufacturers , distributors and dealers shall put up posters in their physical stores to educate their mobile phone buyers on how to use, enable or activate the text blocking, spam folder and other similar features in their phones 

Mobile phone manufacturers , distributors and dealers shall include in each new mobile phone package an insert or leaflet containing directions on how to use , enable or activate the text blocking , spam folder and other similar features in their phones 

The above measures shall be implement within 15 days from issuance of the memorandum and shall form part of the mandatory requirements for type approval/acceptance and related permits to file to NTC.

On 16 September 2022, the Korea Agency for Technology and Standards (KATS) issued a draft amendment to the Enforcement Regulation of the Electrical Appliances and Consumer Products Safety Control Act. This draft was issued to change the scope and level of safety management for certain electrical and electronic products.

Specifically, the draft expands the scope of application of electric vehicle chargers subject to safety verification, from “products with rated output of 200kVA or less” to “those with 500kVA or less”.

The draft also relaxes the safety management level of electric steamers and foot warmers with DC 42V or less, from “safety verification targets” to “supplier’s conformity verification targets”.

Lastly, in order to clarify the scope of safety control of transformers, electric vehicle chargers, power converters, and information and communication office equipment, the document further changes a term “rated capacity” specified in the scope of these products to “rated output”.

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI)
changed the conformity assessment procedure of digital cameras due to the high rate of non-compliant market surveillance results. The new conformity assessment procedure will be Registration of Products Certification (Modules II+III) or Type-approved Batch Inspection (TABI). The amendments will take effect from 1 January 2025.

泰国工业部于 2022 年 9 月 20 日发布新的工业标准 TIS 2238-2565“电磁兼容性 – 家用电器、电动工具和类似电器的要求，第 1 部分：噪声排放”。

TIS 2238-2565 的范围扩展到：

• 家用电器，如各种清洁用具；
• 电动工具，例如电动工具和园林和草坪机械；
• 类似的电器，其中一些例子包括电动医疗设备、电动和电子玩具、个人和美容护理电器、自动售货机、娱乐设备、电池充电器和外部电源等。

本公告自2023年1月18日起实施。

Announcement No. 6706 was adopted on 24 May 2022 by the Thai Ministry of Industry and was published on 20 September 2022. It cancels the industrial standard “Household appliances, power tools and similar appliances: Radio Interference Limits” dated 24 March 2006 and establishes a new industrial standard TIS 2238-2565 “Electromagnetic Compatibility – Requirements for Household Electrical Appliances, Electric Tools and Similar Appliances, Part 1: Noise Emissions”. 

The scope of TIS 2238-2565 extends to:

• household electrical appliances, such as various cleaning appliances;
• electrical tools, such as motor-operated power tools and garden and lawn machinery;
• similar appliances, some examples of which include electrical medical equipment, electric and electronic toys, personal and beauty care appliances, vending machines, entertainment equipment, battery chargers and external power supplies, etc.

The Announcement enters into force on 18 January 2023.

[法规草案] 越南工业和贸易部与相关机构和单位发布了关于电子电气产品中危险化学品允许含量的国家技术法规 (QCVN) 的通知草案，正在征求公众意见。该部是第一次在越南制定强制性应用的国家RoHS技术法规。 该草案将控制与欧盟 RoHS 指令相同限制值的 10 种物质。该提案的咨询计划于 2022 年 10 月 17 日结束，通函预计自 2026 年 1 月 1 日起生效。

Vietnam’s Ministry of Industry and Trade, having coordinated with relevant agencies and units, has released a draft Circular promulgating national technical regulations (QCVN) on the permissible levels of hazardous chemicals in electrical and electronic products for public comment.

Interested parties are advised that in choosing QCVN as the instrument type, the Ministry is for the first time creating a national RoHS technical regulation of mandatory application in Vietnam.

The draft would control the same 10 substances at the same concentrations as recast EU RoHS Directive 2011/65/EU (as amended by Directive (EU) 2015/863): 

lead (0.1%), 

mercury (0.1%), 

cadmium (0.01%), 

hexavalent chromium (0.1%), 

polybrominated biphenyls (PBB) (0.1%)  

polybrominated diphenyl ethers (PBDE) (0.1%), 

bis (2-ethylhexyl) phthalate (0.1%),

butyl benzyl phthalate (0.1%),

dibutylphthalate (0.1%) 

diisobutyl phthalate (0.1%).

Consultation on the proposal is scheduled to end on 17 October 2022, with the Circular taking effect from 1 January 2026.

2020年起草的《Battery Waste Management Rules》 已于2022/08/22公布后即日起正式生效：生产者应对其投放市场的电池承担生产者延伸责任 (EPR)，以确保履行回收或翻新的义务。 所有电池类产品都涵盖，除了安全性使用(军事相关)/太空发展相关。FY 2022-23须于本规范公告3个月内完成递交EPR计划; 之后每年6/30前完成上一财政年度计划。

《Battery Waste Management Rules,2022》come into force on August 22,2022 as the official Gazette pubished. 

It shall apply to Producer, dealer, consumer, entities involved in collection, segregation, transportation, re-furbishment and recycling of Waste Battery.  All types of batteries regardless of chemistry, shape, volume, weight, material composition and use.

These rules do not apply to Battery used in, – (i) equipment connected with the protection of the essential security interests including arms, ammunitions, war material and those intended specifically for military purposes; (ii) equipment designed to be sent into space.”

Producer shall submit an EPR plan to CPCB for FY 2022-23 within three months of the publication of these rules.  And EPR plan should be provided by 30th June of every year for the Battery manufactured in the preceding financial year. It shall contain information on the quantity, weight of Battery along with the dry weight of Battery materials through the centralised portal.

South Korea 韩国 

[法规草案] 2022年9月16日韩国科技标准局KATS发布《电器及家用电器安全管理操作指南》及《电器安全标准》修订（草案）管理通知，草案内容重点如下:

1. a) 使用于固定式储能系统(ESS)的电池按照ESS系统进行安全管理(cell: 安全验证, battery system: 安全确认)
2. b) 未来将计画扩大管控移动式储能系统中的电池，扩大项目仍在讨论中
3. c) 依据最新IEC 62619国际标准版本修订KC 62619标准版本(Ed 1.0 to Ed 2.0)
4. d) 根据电池容量调整测试项目: 调整小型电池(5kWh以下)的功能安全评估项目(ex: FEMA, etc…)以减轻测试成本负担

对此修正案草案感兴趣的各方可在2022 年 11 月16 日之前提供意见。

On 16 September 2022, the Korea Agency for Technology and Standards (KATS) issued a draft amendment to the Operation Guide for Safety Management of Electrical Appliances and Household Appliances and Electrical Appliances safety standard. This draft was issued to change the stanadard version and expansion ESS batteries scope, please following details as below:

1. a) Batteries use for fixed type ESS (Energy Storage System) still under KC scope

    (Cell: KC safety certification, Battery Pack: Safety confirmation) 

1. b) The scope of ESS will be expanded to moveable equipment in the future.
2. c) According latest IEC 62619 standard version for KC 62619 standard revision (Ed 1.0 to Ed 2.0)
3. d) Some testing items will be reduced (ex:FEMA, etc…) of small batteries(under 5kWh).

2022 年 8 月 17 日，以色列经济和工业部发布了对《标准法》第三附件的修订，增加标准 SI 994 第 1 部分空调到符合国际标准进口的产品的标准清单中。

On August 17, 2022, the Israeli Ministry of Economy and Industry published this amendment to the third annex of the Standards Law by adding a standard SI 994 Part 1 Air Conditioners, to the list of standards according to which products can be imported based on a declaration of conformity to international standards.

Standard SI 994 Part 1 Air Conditioners: Requirements Safety and Operational Requirements, Can be one of those below:

1) type 0 and type 01 devices;

2) Devices that do not stand in the regulations on energy sources (efficiency). Energetic, energetic marking and rating Energetic in air conditioners 2004; 

3) Devices in which the cooling gases are not A1 types according to the ISO 817 standard;

4) Devices that comply with all of these:

(a) devices without a molded plug;

(b) devices in which the fuses do not comply with the Standards SI 60277 SI 60245.

[法规草案] 2022 年 8 月 12 日，BSMI公布修订家用电器法定检验要求的修正案。 本公告提及三种家用电器：饮料器、饮水机和储水式电热水器。评论截止日期为 2022 年 10 月 11 日。

On 12 August 2022, Taiwan’s Bureau of Metrology and Inspection (BSMI) published an amendment to revise legal inspection requirements for household electrical appliances.

Three household electrical appliances are mentioned in this announcement: drink machines, drinking water dispensers and storage type electric water heaters.

A key point of this announcement is that it requires those products with filter materials to comply with the “Technical Specifications for Water Quality Testing of Drinking Water for Filters (purifiers)” for these three household electrical appliances. 

In accordance with Article 13 and 14, the products should contain the product label, instructions, RoHS label and other labels required.

The deadline for comment is 11 October 2022.

 

Thailand 泰国

[法规草案] 2022 年 8 月 23 日，泰国工业部发布关于冷热水饮水机和冷水饮水机强制性安全要求的部级法规草案。 该草案主要要求所有冷热水分配器和冷水分配器符合工业标准 TIS 2461-25XX 冷热水分配器和冷水分配器安全要求。各方可在 2022 年 10 月 17 日之前对该草案提供意见。

On 23 August 2022, the Thai Ministry of Industry issued a draft Ministerial Regulation on Mandatory Safety Requirements for Hot and Cool Water Dispensers and Cool Water Dispensers.

The draft primarily requires that all hot and cool water dispensers and cool water dispensers comply with Industrial Standard TIS 2461- 25XX Hot and Cool Water Dispenser and Cool Water Dispenser Safety Requirements.

Draft standard TIS 2461, setting out safety and labelling requirements, as well as test conditions, etc. has also been issued along with this draft Regulation.

Opinions on this draft may be submitted until 17 October 2022.

2022 年 8 月 19 日，泰国工业部发布了关于按摩器具强制性安全要求的部级法规。 该法规主要要求按摩器具符合泰国工业标准 TIS 60335-Part 2(32): 2564(2021) 家用和类似电器 – 安全 – 第 2-32 部分：按摩器具的特殊要求。 该标准与 IEC 60335-2-32 第 5.0 版相同：2019 家用和类似用途电器 – 安全 – 第 2-32 部分：按摩设备的特殊要求。 本标准不适用于专门用于工业用途的器具。 本条例将于 2023 年 5 月 17 日生效。

On 19 August 2022, the Thai Ministry of Industry issued a Ministerial Regulation on Mandatory Safety Requirements for Massage Appliances.

The Regulation primarily mandates massage appliances to conform with the Thai Industrial Standard TIS 60335-Part 2(32): 2564(2021) Household and similar electrical appliances – Safety – Part 2-32: Particular requirements for massage appliances. The Standard is identical to IEC 60335-2-32 Edition 5.0: 2019 Household and similar electric appliances – Safety – Part 2-32: Particular requirements for massage appliances.  The Standard does not apply to appliances intended exclusively for industrial purposes.

This Regulation will enter into force on 17 May 2023.

 

Ukraine 乌克兰

2022 年 9 月 13 日，乌克兰内阁颁布第 1023 号决议，批准了关于空间加热器、冷却器、高温工业冷却器和风机盘管装置生态设计要求的技术法规。

该决议和技术法规的生效日最近从 2022 年 8 月 23 日第三次延长至 2022 年 11 月 21 日，并且可能会通过总统令进一步延长。

在本技术法规生效后 4 年的过渡期后，其附件 2 的生态设计要求将成为完全强制性的。

On 13 September 2022, the Ukrainian Cabinet of Ministers enacted Resolution No. 1023 approving the Technical Regulation on ecodesign requirements for space heaters, coolers, high-temperature industrial coolers and fan coil units. 

The main purpose of the Resolution is to improve the energy and environmental performance for these products. The Resolution harmonises Ukrainian requirements with Commission Regulation (EC) No 2016/2281, on ecodesign requirements for air heating products, cooling products, high temperature process chillers and fan coil units.

In addition, the Resolution adds air heating products, cooling products, high-temperature chillers and fan coil units to the list of products for which the state market surveillance body carries out state market surveillance pursuant to Resolution No. 1069 of December 28, 2016.

Products covered include:

• Air heating products with rated heating capacity not exceeding 1MW;
• Cooling products and high-temperature process chillers with rated cooling capacity not exceeding 2MW;
• Fan coil units.

The Resolution and the Technical Regulation shall enter into force six month after the termination of martial law in Ukraine. The martial law was first introduced in connection with the invasion of Ukraine by the Russian Federation. It was recently extended for the third time from 23 August 2022 to 21 November 2022. The martial law may be further extended by Presidential Decree.

The ecodesign requirements of Annex 2 will become fully mandatory after a transition period of 4 years after the entry into force of this Technical Regulation.

2022 年 8 月 19 日，泰国工业部发布了关于荧光灯辉光启动器强制性安全要求的部级法规。 该法规主要要求荧光灯的辉光启动器符合泰国工业标准 TIS 183-2562 荧光灯辉光启动器，该标准适用于预热使用的辉光启动器型荧光灯，并涵盖上述产品的安全和性能要求等。 本条例将于 2023 年 2 月 16 日生效。

On 19 August 2022, the Thai Ministry of Industry issued a Ministerial Regulation on Mandatory Safety Requirements for Glow Starters for Fluorescent Lamps.

The Regulation primarily mandates glow starters for fluorescent lamps to conform with the Thai Industrial Standard TIS 183-2562 Glow Starters for Fluorescent Lamps, issued under the Announcement No. 6166 on 5 May 2021. The Standard applies to glow-starters used with pre-heat type fluorescent lamps, and covers safety and performance requirements, etc. for the said products.

This Regulation will enter into force on 16 February 2023.

The DRAFT regulations named “Bureau of Energy Efficiency Particulars and Manner of their Display on Labels of Ultra-High Definition (UHD) Televisions Regulation 2022” is pre-published on 1st August, 2022 in the official gazette of India.

It is requested to provide comments, if any, within a period of 30 days from its publication i.e. till 30th August, 2022.  

The draft regulations shall be taken into consideration on or after the expiry of a period of thirty days from the date of their publication in the Gazette of India.

Particulars to be displayed on label-
(1) On every light commercial air conditioner, the following

particulars shall be displayed on its label, namely:-

(a) Star level;

(b) Indian Seasonal Energy Efficiency Ratio;

(c) Label validity period;

(d) Appliance/type of air conditioner;

(e) the name of manufacturer or importer and brand;

(f) Model/year of manufacturing or import;

(g) cooling capacity (hundred per cent.) in Watts;

(h) cooling capacity (fifty per cent.) in Watts;

(i) Electricity Consumption in units per year;

(j) Compressor Type;

(k) logo of the Bureau of Energy Efficiency;

(l) name of appliance;

(m) unique series code;

(2) The design, colour, size and content of label shall be as specified in the Schedule annexed to these

regulations.

Transition from Voluntary to Mandatory Regime- A label containing all the particulars specified in regulation 3 shall be displayed on every light commercial air conditioner within a period of six months from the date of coming into force of these regulations.

2022 年 9 月 1 日，日本经济产业省 (METI) 根据评估标准的修订，发布了《关于能源消耗设备零售商应采取的措施的通知》(2006 年第 258 号) 的修订: 空调能耗性能标准 (2022年第128号)。 此次修订旨在修订空调统一节能标识设计，建立迷你标签，修订空调多级评价体系评价方法。 标签上标注的节能性能等级为1.0~5.0，以0.1为增量，常规为五级。 本次修订自 2022 年 10 月 1 日起生效，原标签设计有效期至 2023 年 9 月 30 日。

On 1 September 2022, the Japanese Ministry of Economy, Trade and Industry (METI) issued an amendment of the Notice on Measures to be Taken by Retailers of Energy Consuming Equipment (No. 258, 2006), in accordance with the amendment of Evaluation Criteria for Energy Consumption Performance of Air Conditioners (Notice No. 128, 2022).

The amendment aims to revise the design of the unified energy-saving label for air conditioners, establish mini-labels, and revise the evaluation method of the multi-level evaluation system for air conditioners.

The energy-saving performance rating, that are indicated on the label, shall be rated from 1.0 to 5.0 in increments of 0.1,  while it was rated in five-level conventionally.

This amendment shall enter into force on 1 October 2022. The design of previous label can be used until 30 September 2023.

 

Panama 巴拿马

2022 年 8 月 30 日由巴拿马贸易和工业部批准，将采用“ 标准 NOM-015-ENER-2018: 冰箱和冰柜的能源效率、限值、测试方法和标签“的测试方法，作为技术标准 DGNTI COPANIT 511-2017 (家用冰箱和冰柜的能效。限制和测试方法) 的一部分。该决议于 2022 年 8 月 30 日生效。

This Resolution, approved on 30 August 2022 by the Panamanian Ministry of Trade and Industry, adopts, as part of Technical Standard DGNTI COPANIT 511- 2017 (Energy Efficiency of Domestic Refrigerators and Freezers. Limits and Methods of Testing), the test methods contained in the following standard: 

• Standard NOM-015-ENER-2018: Energy Efficiency of Refrigerators and Freezers. Limits, Test Methods and Labelling. 

For the purposes of this standard, manufacturers shall use the design of the label provided in Technical Regulation DGNTI-COPANIT 105: 2017 Energy Efficiency of Domestic Refrigerators and Freezers. Labelling, regardless of the test method used.

This Resolution came into force on 30 August 2022. It will remain in force until the Republic of Panama adopts the Central American Technical Regulation (RTCA) on Electrical Products – Refrigerators and Freezers. Energy Efficiency Specifications (RTCA 97.01.81:22).

PELP 涵盖的能源消耗产品 (ECP)，无论是否有规定的产品最低能源性能 (MEPP) 要求，都应贴有能源标签，该标签将指定产品型号的能效等级，如 PELP 实施指南所述。 如果颁布，这些要求将在至少两种普遍发行的报纸上发表后 15 天生效。

In August 2022, the Philippine Department of Energy issued this Draft Circular proposing to amend some sections of the Philippine Energy Labeling Program (PELP) Guidelines (DC2020-06-0015) and to also cover more energy consuming products under the program. 

Per this Draft Circular, the PELP would cover the following Energy Consuming Products (ECPs):

• space cooling appliances;
• refrigerating appliances;
• multimedia appliances;
• lighting products;
• laundry appliances;
• ironing appliances;
• cooking and food processing appliances;
• water heating appliances;
• ICT Equipment; and
• small appliances.

The aforementioned additions shall be included within the coverage of the PELP upon the recommendation of the Energy Utilization Management Bureau (EUMB).

PELP-covered ECPs, with or without a prescribed Minimum Energy Performance for Products (MEPP) requirement, shall bear the energy label which would specify the energy efficiency rating of the product model, as prescribed under the PELP Implementing Guidelines.

If enacted, these requirements would take effect 15 days following publication in at least two newspapers that are of general circulation.

​Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Pots – Proposed Amendment – (on Energy Efficiency Standard, Rating, and Labelling) Announcement, 2022

The Taiwan Bureau of Energy, Ministry of Economic Affairs published an announcement on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Pots.  The revised standard establishes testing and calculation requirements as well as a labelling scheme, and requires the Energy Efficiency Rating Label be affixed to the front of the product.

The Central Competent Authority can conduct random inspection annually including inspection of the Energy Efficiency Rating Labelling.

The WTO Notification deadline is 9 October 2022, 60 days from Notification.

On 14 September 2022, the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs (MOEA) of Taiwan announced the publication of a draft amendment to the Regulation related to the Inspection of Power Distribution Equipment. The draft amendment proposes to revise inspection requirements for eight power distribution equipment.  The updated inspection standards will be implemented by BSMI.

The equipment in scope include among others:

• Extension leads (limited to test AC rated voltage below 250V)
• Domestic switches
• Cable reels
• No-detachable Power Cord Set

德国莱茵TÜV认证 TÜV Rheinland Accreditation

Oman 阿曼

德国莱茵TÜV香港公司已被阿曼苏丹国标准与计量总局 (DGSM) 指定为新阿曼符合性计划的首个公告机构，TÜV莱茵可以向受管制产品的制造商和进口商提供阿曼型式检验证书。

DGSM 作为阿曼苏丹国商业、工业和投资促进部 (MoCIIP) 的下属机构，正在实施新的阿曼符合性计划的技术法规，该法规生效日为2022 年 6 月 5 日。受管制的产品需要从 DGSM 指定的公告机构获得认证。 合格证书有效期为一年，需要每年进行更新。

第 1 阶段的受管制产品包括洗碗机、洗衣机和真空吸尘器。制造商必须向公告机构申请阿曼型式检验证书。这些产品必须通过安全和EMC测试，制造商需要提交产品技术和风险评估证明文件。

TÜV Rheinland Hong Kong has been designated by Oman DGSM as the 1st Notified Body for the new Omani Conformity Scheme.  TÜV Rheinland Hong Kong can provide Omani Type Examination certificates to manufacturers and importers of regulated products.

The regulation for the new Omani Conformity Scheme is effective from June 5, 2022. Regulated products in Stage 1 cover dishwashers, washing machines, and vacuum cleaners. Stage2 and 3 are expected in 2023 and 2024.

The list of regulated products in Stage 1 of the Omani Conformity Scheme covers Low Voltage Equipment and Appliances in the following categories:

On July 26, the National Telecommunications Agency in Brazil (ANATEL) through the Official letter nº 265/2022 extended the simplified renewal process until October 31, 2022.

It is suggested to start the simplified renewal processes no later than Oct. 11.

​There is a new tab updated in BIS portal named ‘Revised Letter’. Manufacturer can apply to revise  the released certificate with respect to a typo or glitch from BIS’s end.
Applicant/manufacturer has to apply in 30 days from the issuance of certificate, failing to which the window of revising the certificate will get closed.

Labelling Criteria for Electrical and Electronic Products, Announcement No. 10602403410, 2017 – Draft Amendment – (on adding foreign language names to labels for imported commodities and others) Draft Announcement No. 11102421760, August 2022

This Announcement, published on 12 August 2022 by Taiwan’s Ministry of Economic Affairs, proposes to require that the foreign language name of the foreign manufacturer or foreign contractor of imported goods is marked on electrical appliances and electronic goods, including components.

The Announcement also empowers the central competent authority to introduce other items that should be marked on components.

The draft announcement is open for comments until 14 October 2022 and has an expected entry into force date of 18 May 2023.

 

New Zealand 新西兰

RSM更新SRD法规，并开放WiFi 6E频段5945–6425 MHz。

Radio Spectrum Management (RSM) of New Zealand has newly updated the General User Radio Licence for Short Range Devices. Details in this link. About some changes in:

1. DFS/TPC can be only applied to the frequency band of 5250–5350 MHz within 5150–5350 MHz range.
2. Additional frequency range for WLAN in the 5925–6425 MHz band(WiFi 6E).
3. 60 GHz devices can currently operate with permitted power 25dBW EIRP.

Saudi Arabia 沙特

沙特阿拉伯标准、计量和质量组织 (SASO) 发布了修订现有沙特 RoHS 技术法规的第 121 号决定。主要修改如下:

On 29 July 2022 the Saudi Arabian Standards, Metrology and Quality Organisation (SASO) issued Decision No. 121 amending the existing Saudi RoHS Technical Regulation.

The following are the clauses has been revised:

• Clause 5/2: The Manufacturer or its authorized representative shall prepare Declaration of Conformity for the products supplied to KSA.
• Clause 5/3: The product shall be accompanied by a technical file that includes the following:
• Supplier (Manufacturer/Importer) Declaration of Conformity in accordance with the form attached in Annex (4).
• Risk Assessment Document.
• The necessary warnings, cautions and manuals for the safe and proper use of the product.

In case the products are supplied to KSA by the Manufacturer or its authorized representative, DoC will be sufficient.  

• Annex (1-C):New exempted products has been added.

It will be recalled that Saudi Arabia’s RoHS technical regulation has been in force since July 2021, with phased implementation commencing on 4 July 2022 for small household appliances.

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) released the Drafting “Legal Inspection Requirements for Water Filters (Purifiers)”. Water Filters (Purifiers) has to comply Technical Specification for Water Quality Testing of Drinking Water from Water Filter (Purifier) of 2022 version. The product with power supply also should comply with CNS60335-1 and CNS13783-1. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC)(Modules II+III) or Type-Approved Batch Inspection (TABI). Thailand 泰国

2022 年 8 月 8 日，泰国工业部批准空气净化设备的强制性安全要求 –《空气净化设备强制性安全要求条例》。 该法规要求空气净化设备符合泰国工业标准 TIS 60335-2(65) 关于家用和类似用途电气设备 – 安全，第 2-65 部分: 空气净化设备的特殊要求，本条例将于 2023 年 5 月 6 日生效。

On 8 August 2022, the Thai Ministry of Industry approved a Regulation on Mandatory Safety Requirements for Air-Cleaning Appliances in accordance with the Industrial Product Standards Act.

The Regulation mandates air-cleaning appliances to conform with Thai industrial standard TIS 60335-2(65) on Household and Similar Electrical Appliances – Safety, Part 2-65: Particular Requirements for Air-Cleaning Appliances, issued under the Announcement No. 6389 of 2022.

TIS 60335-2(65) is identical to IEC 60335-2-65 Edition 2.2: 2015 Household and similar electrical appliances – Safety – Part 2-65: Particular requirements for air-cleaning appliances.

This Regulation will enter into force on 6 May 2023.

延续2022/03/31公告, 冰箱的星级标示BEE star labelling program的QR code已于2022/7/1起的批准函中提供, QR code功能已上线并提供验证。

​​​With an intent to authenticate the technical specifications of star rating issued to any model under BEE star labelling program for refrigerators, the online portal for seeking QR code has been made live we.f. 1st July, 2022

in this regard, a step by step workflow for implementation of QR code at the production lines of each manufacturing facility has already been shared by BEE. a COPY OF THE SAME WAS ALSO WHARED ON THE EMAIL ID of each manufacturer registered under BEE’s refrigerator labelling program.
Additionally, please note that w.e.f. July 1,202 a new feature of QR code has been made available on approval letters.  The QR code feature on approval letter has been made live with the purpose of validating of the approval letter issued by BEE.

 

Montenegro 黑山共和国

黑山共和国于 2022 年 7 月 21发布关于专业制冷器具能效标签的第 1095 号法规。 此法规适用于市电供电的专业制冷器具，包括用于储藏食品和动物饲料的产品。 该法规将于其在黑山官方公报上公布后的第 8 天即 2022 年 7 月 29 日起生效，并将于 2023 年 6 月 1 日起实施。

On 21 July 2022, the Montenegrin Ministry of Capital Investments issued Pravilnik No. 1095 regarding the energy efficiency labeling of professional refrigerator cabinets.

This Pravilnik applies to mains-powered professional refrigeration cabinets, including those sold for refrigeration of food products and animal feed.

This Pravilnik will enter into force on the eighth day after its publication in the Official Gazette of Montenegro, specifically on 29 July 2022 and will be applied from June 1, 2023.

 

Montenegro 黑山共和国

Pravilnik No. 1096 was adopted on 24 June 2022 by the Montenegrin Ministry of Capital Investments. It sets forth requirements for energy efficiency labelling and for the provision of supplementary product information regarding household washing machines and dryers. The Pravilnik is modelled on EU Regulation 2019/2014 on energy labelling of household washing machines and household washer-dryers.

The Pravilnik applies to electric mains-operated household washing machines and electric mains-operated household washer-dryers including those which can also be powered by batteries, and including built-in household washing machines and built-in household washer-dryers.

Suppliers and distributors shall ensure that by 1 June 2023 household washing machines and household washer-dryers are marked in accordance with this Pravilnik.

The Pravilnik enters into force on 29 July 2022.

 

Montenegro 黑山共和国

黑山共和国于 2022 年 6 月 24 日发布第1097号法规，规定了标称热输出不超过50 kW空间加热器的能效标签要求。从 2023 年 1 月 1 日起，投放市场或投入使用的空间加热器(此阶段不包含固体燃料的无烟道或使用固体燃料的烟囱式加热器)将被要求遵守此要求。 从 2024 年 1 月 1 日起，投放市场或投入使用的使用固体燃料的无烟道加热器或对使用固体燃料的烟囱加热器将被要求遵守此要求。 该法规于 2022 年 7 月 29 日生效。

Montenegro: Energy Efficiency Labelling of Local Space Heaters (LSH), Pravilnik No. 1097, 2022

Adopted on 24 June 2022 by the Montenegrin Ministry of Capital Investments, this Pravilnik establishes requirements for energy efficiency labelling of local space heaters with a nominal heat output of 50 kW or less. The Plavilnik is modelled on the EU Regulation 2015/1186 on Energy Labelling of Local Space Heaters.

From 1 January 2023 suppliers who place on the market or put into service local space heaters (except flueless heaters using solid fuels or open to chimney heaters using solid fuels) will be required follow the requirements.

From 1 January 2024 the above requirements apply to those suppliers who place on the market or put into service flueless heaters using solid fuels or open to chimney heaters using solid fuels.

The Pravilnik enters into force on 29 July 2022.

 

China Taiwan 中国台湾

于 2022 年 7 月 22 日发布第 11104603050 号公告，对《非风管空调最低能效、能效等级标识及检验》中的以下几点进行了修改：

• 调整允许的能耗标准。明确冷却季节性能系数 (CSPF) 实际测量值将通过四舍五入计算

Published on 22 July 2022, this Announcement amends the following points in “Minimum Energy Performance, Energy Efficiency Rating Labelling and Inspection of Non-ducted Air Conditioners”:

• adjusts the allowable energy consumption standard (section 2 and annex 1). It clarifies that cooling seasonal performance factor (CSPF) actual measurements will be calculated by rounding;
• when the test models listed in the energy efficiency test report are different from those that apply for energy efficiency labelling and if these models are registered under the same commodity certificate or accreditation; certificate, manufacturers shall submit the declaration of conformity of energy efficiency listed in Annex 4, ensure that products registered under the energy efficiency labelling are manufactured in accordance with the test models; specified in the energy efficiency test report, and take responsibilities for what they declare (section 4);
• when manufacturers display or sell non-ducted air conditioners in a store, manufacturers are allowed to expose the energy efficiency rating chart in other ways, such as setting up a board (section 6).
• revised energy efficiency grading table (annex 5).

It will come into force on 1 January 2025.  

 

Thailand 泰国

[法规草案] 2022 年 8 月 16 日，世界贸易组织 (WTO) 发布通知，泰国工业部提议强制要求室内空调符合以下标准: 房间空调能效 (TIS 2134 – 25XX)。该标准包括能效，以及相关的测试和标签要求。 该法规草案意见反馈截至 2022 年 10 月 15 日。该草案拟在通过之日起 365 天后生效。

On 16 August 2022, a World Trade Organization (WTO) Notification was published to announce that the Thai Ministry of Industry is proposing to mandate room air conditioners conform with the following standard: Air Conditioners for Rooms in Terms of Energy Efficiency. (TIS 2134 – 25XX).

This standard applies to the following products:

• room air conditioners with net total cooling capacity not exceeding 18000 W with rated voltage of 250 V for single phase air conditioners and rated voltage 600 V for multiphase air conditioners, including ducted air conditioners with net total cooling capacity less than 8000 W, intended to operate at external static pressure less than 25 Pa;
• condensing unit and fan coil unit.

This standard includes requirements for energy efficiency, as well as related testing and labelling requirements.

Comments on this Draft Ministerial Regulation are accepted until 15 October 2022. This Regulation is proposed to enter into force 365 days after the date of adoption.

 

Ukraine 乌克兰

乌克兰能源部批准第 164 号令–能源消耗设备能源标签技术法规。本命令将于 2023 年 8 月 1 日生效，到 2025 年 1 月 1 日，供货商必须按照本技术法规和产品类型能源标签相关技术法规的规定引入标签。

对于根据乌克兰内阁 2013 年 8 月 7 日第 702 号决议批准的能源消耗设备能源标签技术法规，直到 2023 年8 月 1 日 ，其产品已投入流通或运行的型号，供货商必须在最后一台生产后的五年内，自收到国家市场监督管理部门的要求之日起 10 日内，将技术文件的电子版提供备查。

On 27 April 2022 the Ukrainian Ministry of Energy approved Order No. 164 approving Technical Regulation on Energy Labelling of Energy-consuming Devices. This Technical Regulation is modeled on Regulation (EC) No 2017/1369 of the European Parliament and of the Council of 4 July 2017 setting a framework for energy labelling.

This Order establishes labelling requirements for energy-related products in accordance with EU law. It provides for the labelling of those products and the provision of standard product information regarding energy efficiency, the consumption of energy and of other resources by products during use and supplementary information concerning products, thereby enabling customers to choose more efficient products to reduce their energy consumption.

For models whose units have been put into circulation or operation in accordance with the Technical Regulation of energy labelling of energy consumer products, approved by Resolution No. 702 of 7 August 2013, until 1 August 2023, the supplier must for a period ending in five years after the production of the last unit, make the electronic version of the technical documentation available for inspection within 10 days of receiving the request from the state market surveillance authorities.

By 1 January 2025, suppliers must introduce a label in accordance with the provisions of this technical regulation and the relevant technical regulations for energy labelling by product type.

This Order enters into force on 1 August 2023.

[法规草案] 2022 年 8 月 15 日，乌克兰内阁提出了一项关于批准关于制冷设备生态设计要求的技术法规的草案。至2022 年 10 月14 日正在征求意见中。

On 15 August 2022 the Ukrainian Cabinet of Ministers proposed a Draft Regulation on Approval of Technical Regulations on the Requirements for Eco-Design of Refrigeration Appliances.

This Draft Technical Regulation proposes to transpose into national legislation the provisions of Regulation (EU) 2019/2019. It establishes ecodesign requirements for introducing into circulation and/or operation of mains-powered refrigerating appliances with a total volume of more than 10 liters and less than or equal to 1500 liters. The  aim of this draft is to ensure improved energy and environmental performance for refrigerating appliances, to reduce the energy consumption by energy-consuming products and the consumption of resources when designing, manufacturing, using and disposing of refrigerating appliances according to the updated EU legislation.

The WTO Notification deadline is 14 October 2022, 60 days from notification.

Thailand issued draft notification for designating products containing lasers as Label-Controlled Products.

Products containing Lasers, which means products or equipment containing lasers that can be clearly visible and invisible, shall be prescribed as label-controlled products (excluding medical devices, arms control, and equipment used in the manufacturing and construction industries).

The label of label-controlled products shall specify the statement, figure, artificial mark, or image as appropriate which shall not cause misunderstandings about the essence of the products and shall be displayed clearly visible and legible in Thai language or a foreign language accompanied by Thai language.

The details of label-controlled products must be specified such as: name of category or type of product, name or trademark, name of the manufacturing country, usage, price, date of manufacture, and warnings.

About Label-Controlled Products，on 23 May 2022, the Thai Chairman of the Board on Labelling issued an Announcement on Category of Labelling Controlled Products, in accordance with the Notice on Characteristics of the Label on Label-Controlled Goods (B.E. 2541, 1998).

In order to protect consumers by allowing them to obtain accurate and complete information about the product, some goods are assigned as label-controlled goods in Thailand.

This Announcement provides the aforementioned list, and includes, but is not limited to, the following categories:

• Household products
• Personal products
• Paper products and stationary
• Electrical appliances and components (electric kettle, coffee machine, blender, food mixer, image screen, computer equipment, radio receivers, audio equipment, microphones, speakers, lamps (not including medical lamps), freezers (excluding medical freezers), electric stove, microwave ovens, electric iron, LED lamps)
• Vehicles and equipment
• Agricultural equipment
• Construction materials
• Other (e.g. sewing machines, mobile phones, watches, batteries used for watches, calculators or cameras).

英国政府于2022年6月20日公布变更部分UKCA产品符合性标示规范，以简化销售到英格兰、苏格兰及威尔士的产品认证与符合性要求，主要变更内容如下：

• 2022年底之前制造并进口到英国且符合CE评定的库存商品，无需重新进行UKCA测试及认证
• 用于维修、替换或保养产品或系统而进口的零部件仍然采用最初向英国市场进口产品或系统时所适用的法规要求，这将有助于解决对零部件可用性的担忧，并确保企业和组织免于营运困扰。
• 英国政府立法计划延长当前UKCA标志位置，在2025年12月31日前，英国接受将UKCA标志放于产品标签或随附文件上。
• 制造商在2022年12月31日前取得欧盟合格评定机构颁发CE证书的产品，可以直接作为UKCA标志的基础，不需要重新测试及认证，此规定有效期至CE证书到期或2027年12月31日，以两者较早到期日为准。有效期过后若产品希望继续在英国贩售，需按照官方程序取得英国合格评定机构的认可报告或证书，才能再宣告符合并放上UKCA标志。

国家市场监管总局/国家标准化管理委员会2022年7月19日发布了GB4943.1-2022《音视频、信息技术和通信技术设备 第1部分：安全要求》。新标准将取代GB4943.1-2011和GB8898-2011。本标准修改采用IEC国际标准：IEC 62368-1:2018。新标准将于2023年8月1日起强制实施。

CCC认证的换版实施规则尚未发布。该标准涉及CCC认证的产品是音视频设备、信息技术设备和电信设备，对应CCC认证代码为08, 09和16类。

State Administration for Market Regulation (SAMR)/Standardization Administration of China (SAC) had released the national standard GB4943.1-2022 Audio/video,information and communication technology equipment—Part 1: Safety requirements on July 19, 2022 which will replace the old national standards GB4943.1-2011 and GB8898-2011. The revision of this standard adopts the internationl standard IEC62368-1:2018. This new standard will come to force on August 1, 2023.

The implemetion requirements of standard upgrade under CCC (China Compulsary Certification) scheme will be released soon and we will update accordingly. This standard involves AV, IT and telecom products which CCC category code is 08, 09 and 16.

The New EMC Standard GB/T 9254.1-2021 electromagnetic compatibility of information technology equipment, multimedia equipment and receivers Part 1: transmission requirements was issued on December 31, 2021 which replaced GB/T 9254-2008 and GB/T 13837-2012 from July 1, 2022. The CCC application for standard upgrade had been accepted starting from June, 2022.

 

Costa Rica 哥斯达黎加

哥斯达黎加电信监管局 ((SUTEL) 发布RCS-141-2022 (部分修改移动通信终端审批程序)。此次新规对移动通信终端的认证要求进行了修改，主要有以下几点：

• 移动电话产品的新申请认证需要盖章的纸质档的海牙认证；
• DGC注册需每4年更新一次(需有经过公证的声明信)，注册公司也需要每4年更新。

此项新规定已于2022年6月16日起生效。

Superintendencia de Telecomunicaciones (SUTEL) in Costa Rica has published RCS-141-2022 “Modificación parcial del procedimiento de homologación de terminales de telecomunicaciones móviles.” This new regulation modifies the requirements for homologation of mobile telecommunication terminals. Cellular product applications for new applicants will now require hard copies with apostille stamps, and the apostille exemption for cellular applications is no longer in effect. Registration with the Dirección General de Calidad (DGC) will need to be updated every 4 years through a notarized declaration letter, and companies with current registration will need to perform this update every 4 years as well. This regulation came into effect on June 16, 2022.

马来西亚SIRIM再次延长部分IPv6蜂窝设备的临时型式认证 (1年)。

Malaysia SIRIM Extends Interim Type Approval Period for IPv6 Cellular Equipment.

The Standard and Industrial Research Institute of Malaysia (SIRIM) published an announcement on July 10, 2022 informing that the implementation of the interim Type Approval period for IPv6 Cellular Equipment without Wi-Fi interface has been extended for 1 year. As such, all new applications and renewal of Certificate of Conformity (CoC) are allowed with a maximum validity of one (1) year. For IPv6 equipment over other medium (e.g: Fiber Optic etc. except Ethernet LAN), interim approval will also be issued with a validity period of one (1) year.

2022年6月，越南信息和通信部批准了第2361/BTTTT-KHCN号通知，是关于指导应用和实施第02/2022/TT-BTTTT号通知的说明。涉及5G移动通信基站设备、对于集成了DVB-T2接收功能的电视接收机、锂电池等产品。《通知》自2022年7月1日起实施。

In June 2022, the Vietnamese Ministry of Information and Communications approved Circular No. 2361/BTTTT-KHCN on the Instructions on Guiding the Application and Implementation of Circular No. 02/2022/TT-BTTTT.

It established the following:

• For the requirements of testing/testing under extreme conditions in the relevant technical regulations, organizations and individuals may use appropriate declarations in the technical documents of products, goods or results. test/test results of designated and recognized testing organizations (laboratory); or accredited domestic and foreign testing laboratories in accordance with ISO/IEC 17025;
• For 5G mobile communication base station equipment, organizations and individuals are allowed to use test/test results of domestic and foreign laboratories recognized in accordance with ISO/IEC 17025 or ISO/IEC 17025 of the manufacturer for certification and announcement of conformity according to national technical regulations QCVN 128:2021/BTTTT;
• For independent 5G mobile communication network terminal equipment, organizations and individuals are allowed to use test/test results of domestic and foreign laboratories recognized in accordance with ISO/standards;
• For hybrid 5G mobile communication network terminals, organizations and individuals are allowed to use test/test results of domestic and foreign laboratories recognized in accordance with ISO/standards;
• For the publication of regulation conformity according to national technical regulations QCVN 22:2021/BTTTT organizations and individuals are allowed to use measurement/test results of recognized domestic and foreign laboratories in accordance with ISO/IEC 17025 or the manufacturer’s standards;
• For television receivers with integrated DVB-T2 terrestrial digital television (iDTV) signal reception function, organizations and individuals may use the test results of the chassis (chassis/ platform) according to the standards;
• For lithium battery products subject to mandatory declaration of conformity, organizations and individuals are only allowed to use use test/test results of designated or accredited testing laboratories or registered testing laboratories signed with the Ministry of Information and Communications to make declaration of conformity according to national technical regulations QCVN 101:2020/BTTTT. In case an organization or individual imports a small quantity and cannot provide a sufficient number of samples for testing/testing, the organization or individual should contact the quality inspection agency (the Department of Telecommunications) and provide documentation to consider the acceptance of the results issued by an overseas testing organization accredited in accordance with ISO/IEC 17025 for products with the same symbol and manufacturer to complete the registration procedure for quality inspection, regulation conformity announcement; and organizations and individuals importing must be responsible for the safety of imported products.

The Circular entered into force on 1 July 2022.

On 28 June 2022, Taiwan Ministry of Economic Affairs published a proposal to abolish the “Requirements on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Self-Ballasted Fluorescent Lamps”.

Comments should be submitted by 29 August 2022 via phone or email.

 

Tajikistan 塔吉克斯坦

自 2022 年 6 月 1 日起，禁止向塔吉克斯坦境内进口、生产和销售代码为 8539322001 的汞灯。

On 28 Ma y 2022, the Tajikistan Government approved Resolution No. 264, in accordance with Article 18 of the Constitutional Law of the Republic of Tajikistan on the Government of the Republic of Tajikistan” and Article 5 of Law No. 44, 2002 on Waste Production and Consumption.

From 1 June 2022, this Resolution prohibits the import, production, and sale of mercury lamps with the code 8539322001 into the territory of Tajikistan.

机电工程署 (机电署) 就强制性能源效益标签计划第四阶段《产品能源标签实务守则》的修订展开为期两个月的业界咨询，至2022年8月14日结束。

第四阶段的涵盖范围新增三类产品，包括发光二极管 (LED) 灯、燃气灶及即热式燃气热水器。

Revision of the Code of Practice on Energy Labelling of Products for the Fourth Phase of the Mandatory Energy Efficiency Labelling Scheme.

The Electrical and Mechanical Services Department (EMSD) launched a two-month trade consultation on the revision of the Code of Practice on Energy Labelling of Products for the fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS). The consultation period will end on 14 August 2022.

The fourth phase of the MEELS include three additional types of products, namely Light Emitting Diode (LED) lamps, gas cookers and gas instantaneous water heaters.

 

Jamaica 牙买加

[法规草案] 2022 年 6 月 24 日，乌拉圭工业、能源和矿业部向 WTO 通报一项法令草案，该法令草案提议修改电气设备和电器的能源效率标签: 法令 116/2011。

通知的法令草案涉及使用能源运行的设备、电器和车辆的进口和营销要求，并包含在国内能效标识制度的规定中。

On 24 June 2022, the Uruguayan Ministry of Industry, Energy and Mining notified the WTO of a Draft Decree which proposes to amend the Energy Efficiency Labelling of Electrical Equipment and Appliances, Decree 116/2011.

The notified Draft Decree concerns requirements for the import and marketing of equipment, appliances and vehicles that use energy to operate and are included in the regulations of the domestic energy efficiency labelling system.

The URSEA will define the specific procedures for the controls and inspection of the equipment included in the national system of energy efficiency labelling. Also they will establish deadlines for mandatory conformity assessment established for each equipment.

2022年7月19日，韩国无线电研究机构 (RRA) 批准了对《电磁兼容性标准通知》的修订。

主要更新内容如下：

– 手消毒机等电动喷雾器不做为RRA认证对象

– 跟电梯、Power Supply有关的产品中，“升压电缆”，1 to 1 cable, 1 to 1 cable accessories不用申请RRA认证

– Country of Origin有多个的情况下，证书只能标注最终制造产品的国家

– 如果证书上的型号名称，销售并推销时的型号名称相同的话，产品本体可以仅仅标注KC Logo和型号名称。但是型号名称必须要放在KC Logo下面。另外，使用手册必须要标注认证号码、持证人、制造商、生产国、制造年月等KC认证信息。

这个法规，从2022年 07月 29日起生效。

On 19 July 2022, the South Korean Radio Research Agency (RRA) approved an amendment to the Notice on Criteria for Electromagnetic Compatibility.

– Several products deleted from the mandatory list.

– The certificate can only mention the Country of Origin in which the final product was manufactured.

– Marking rules is revised for manual and label.

On 14 June 2022, the Eurasian Economic Commission published a Decision No. 90 on Amendments to Decision No. 768 on Technical Regulations on Safety of Low Voltage Equipment (LVE).

The Decision introduced a new edition of Article 1(2), extending the list of equipment to which the Technical Regulations does not apply, adding:

• second-hand low-voltage equipment;
• low-voltage equipment included in the scope and subject to confirmation of compliance with the requirements of the technical regulations of the Customs Union “On the safety of machinery and equipment” (TR CU 010/2011), “Safety of elevators” (TR CU 011/2011) and “On the safety of equipment for operation in explosive environments” (TR TS 012/2011), except for cables, wires, cords;
• low-voltage equipment manufactured by legal entities and individuals registered as individual entrepreneurs, not intended for circulation in the customs territory of the Union, transfer free of charge, rental, hire or lease;
• defence products to ensure the interests of defence and security, including those supplied under the state defence order;
• low-voltage equipment components (assemblies, components and components) supplied by the manufacturer of this low-voltage equipment on a contractual basis, provided that these components cannot be available to the consumer (user) except as built-in low-voltage equipment for which they are intended;
• components of low-voltage equipment (assemblies, components and components), the safety of which is partially or completely determined by how these components are built into other electrical equipment, and cannot be assessed (tested) otherwise than as part of this equipment (for example, connectors, winding wires, printed circuit boards, microswitches, relays, integrated circuits, discrete semiconductor devices, capacitors, inductors, resistors, filters and other components for mounting on printed circuit boards or otherwise inside housings or protective shells.

The Decision also adds new definitions to Article 2 and establishes marking and operational documentation requirements is also amended in Article 5.

The Decision will enter into force 180 calendar days from the date of official publication, on 11 December 2022.

On 14 June 2022, the Eurasian Economic Commission published a Decision No. 91 amending Technical Regulations on Electromagnetic Compatibility.

The Decision introduced the following changes:

• New edition of Article 2 adding technical means to which this technical regulation does not apply: specially designed to ensure safety in the field of the use of atomic energy; used technical means (exploited); medical devices; defense products which ensure the interests of defense and security, including those supplied under the state defense order;
• Adding new definitions;
• Letter trademarks, proper names, names of settlements and other names and details in operational documents may be given in other languages;
• Units of measurement may be given using their international designation;
• If the amount of information provided for in paragraph 4 of the Article 5 allows, then it is allowed not to draw up operational documents, but to indicate the information on the technical tool itself or on its packaging;
• Adding system blocks and cash registers, including those operating in conjunction with a computer to the list of technical means subject to confirmation of conformity in the form of certification (Annex 3, Part 3);
• Adding copiers (including multifunction devices) to the list of technical means subject to confirmation of conformity in the form of certification (Annex 3, Part 4).

2022 年 4 月，通讯事务管理局 (OFCA) 发布了新的类别牌照、新的技术标准 HKCA1081 并更新了标签指引 HKCA3211。随着新法规的通过，通讯办现在允许 WLAN 设备部分使用 6 GHz 频谱。

In April 2022, the Office of the Communications Authority (OFCA) in Hong Kong published a new Class Licence, new Technical Standard HKCA1081 and update the labeling guideline HKCA3211.

With the adopted new regulations the OFCA allows now WLAN devices to utilize the 6 GHz spectrum partially:

• “Client devices” are exempted from mandatory type approval processes, while “6 GHz Access Points” are expected to be subject to obligatory conformity assessment and labelling requirements.
• Allowed Frequency band: 5.925 – 6.425 GHz
• The maximum output power shall not exceed the limits indicated below:

Location of Use	Output Power (EIRP)
Indoor	24 dBm
Outdoor	14 dBm

• All radiocommunications apparatus operating in the 6 GHz band shall meet the technical requirements in the ETSI EN 303 687 harmonised standard.
• However, indoor devices are allowed to diverge from the mentioned EU requirements, namely:
• Power Output Limit has been increased to 24 dBm EIRP;
• PSD has been increased from 10 dBm/MHz to 11 dBm/MHz.

National Centre for Communication Security body has issued a new notification on ITSAR requirements for telecom products under MTCTE (Mandatory Testing and certification of Telecommunication Equipment) Scheme on 20/06/2022

The highlights are:

• Start of Voluntary Security Certification of IP Router, Wi-Fi CPE and UICC (SIM) Equipment in Q3/Q4 of Financial Year 2022-23.
• Mandating the security certification as part of MTCTE from 01-Apr-2023.

The validity of Regular Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) certificate has been enhanced from 5 years to 10 years with immediate effect with a view to reduce the compliance burden on industries and businesses.

 

South Korea 韩国

On 31 May 2022, the South Korean Radio Research Agency (RRA) approved an amendment to the Notice on Criteria for Electromagnetic Compatibility.

The amendment aims to align certain national EMC standards with international standards.

The document adds 3m tolerance limits to radiation disturbance limits of certain electromagnetic compatibility standards so that either 10m or 3m limit can be applied selectively. The improved electromagnetic compatibility standards include:

• EMC standards for household electrical devices and electric devices;
• EMC standards for lighting equipment;
• EMC Standards for wireless equipment;
• EMC standards for multimedia devices, etc.

The document also amends EMC standards for low voltage switchgear and control gear, by expanding frequency range for radiated immunity test for circuit-breakers, relay, contactors and motor-starters, etc.

Lastly, the amendment introduces editorial changes, such as KN test methods referenced in Annexes to KS standards.

This Notice will enter into force on 1 January 2023.

In response to the concerns raised about high non-compliance rate of wireless chargers, which are allowed to complete the conformity assessment procedure (Registration of Product Certification, RPC) before they are placed on the market, the Bureau of Standards, Metrology and Inspection (BSMI) is revising the time of completing the conformity assessment procedure to before the products are imported or transported out of the production premises. The procedure of Type-Approved Batch Inspection (TABI) will also be provided as an alternative to RPC. Business operators may choose the appropriate procedure depending on their needs. A specific Commodity Classification Code (C.C.C. Code) is assigned to wireless chargers for customs clearance for this purpose.

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) proposes to change the conformity assessment procedure of digital cameras due to the high rate of noncompliant market surveillance results. The new conformity assessment procedure will be Registration of Products Certification (Modules II+III) or Type-approved Batch Inspection (TABI). The amendments will take effect from 1 January 2025. The import regulation code of the commodity is assigned as C02.

德国莱茵TÜV台湾公司已完成BSMI安规与EMC新标准资质认证，可以开始受理CNS 15598-1与CNS 15936当地测试案件，以及CB IEC 62368-1: 2018转CNS 15598-1案件。若要使用IEC 62368-1:2014，则需要另外评估或者补差异，才可接受转CNS 15598-1。

TÜV Rheinland Taiwan has completed to extend scope accreditation of BSMI Safety and EMC.

It is now possible to apply local testing for CNS 15598-1 (or base on standard IEC 62368-1: 2018) and CNS 15936 through TÜV Rheinland Taiwan. However, if the clients use the CB test report with second edition (IEC 62368-1:2014), there is a need to do pre-evaluation or addition difference.

​泰国工业标准协会( Thai Industrial Standards Institute, TISI)于2022年6月24日正式宣布20种音视频、信息和通信技术设备应符合最新标准TIS 62368 Part 1-2563。旧标准的证书将于2022年12月21日自动失效。

新标准强制实施日:

(B) 2023年10月17日：以下管制产品 (20)

注意: 所有列出旧标准TIS 1195-2536的证书将会在2022年12月21日自动失效。

Australia 澳大利亚

The four mandatory standards for button batteries and products containing button batteries are due to come into effect on 22 June 2022 at retail level.

Under the mandatory safety and information standards, products must have secure battery compartments to prevent children from gaining access to the batteries. Manufacturers must undertake compliance testing, supply batteries in child-resistant packaging, and place additional warnings and emergency advice on packaging and instructions.

The National Retail Association urges businesses who supply button batteries, or products that are powered by them, to review their product lines and ensure compliance with the standards ahead of the 22 June deadline.

Panama 巴拿马

2022 年 5 月 18 日，巴拿马贸易和工业部发布第 49 号决议，废除了 DGNTI COPANIT 104-2017 技术法规和 DGNTI COPANIT 509-2017 技术标准，并承认经巴拿马 2022 年第 23 号决议批准的中美洲技术法规 RTCA 23.01.78.20 (关于具有可变制冷剂流量的无管分体式空调)，该新技术法规将于 2022 年 12 月 17 日生效。

该决议确认巴拿马标准和工业技术总指导 (DGNTI) 在 2022 年 3 月 1 日之前根据技术法规 DGNTI COPANIT 104:2017 颁发的证书将在其到期日之前有效。

On 18 May 2022, the Panamanian Ministry of Trade and Industry published Resolution No. 49 setting out the transitional periods that will apply as Panama transitions from Technical Regulation DGNTI COPANIT 104-2017 and Technical Standard DGNTI COPANIT 509-2017 to the application of Central American Technical Regulation RTCA 23.01.78.20 on Ductless Split Type Air Conditioners with Variable Refrigerant Flow.

This Resolution repeals Technical Regulation DGNTI COPANIT 104-2017 and Technical Standard DGNTI COPANIT 509-2017 and recognises the ratification of Central American Technical Regulation RTCA 23.01.78.20 as approved by Panama Resolution No. 23, 2022 (published in the Official Gazette 29473 dated 9 February 2022) which will come into force on 17 December 2022.

It confirms that certificates issued by the Panama General Direction of Standards and Industrial Technology (DGNTI) prior to 1 March 2022 in accordance with Technical Regulation DGNTI COPANIT 104:2017 will be valid until their expiry date.

It provides that certificates issued after 1 March 2022 will be valid for 1 year from their date of issue.

Certificates issued with an expiry date of 17 December 2022 will be extended for a period of 1 year from their date of issue.

Finally, it confirms that the labelling of existing stock in the national market in accordance the Technical Regulation DGNTI COPANIT 104:2017 will be accepted until 31 December 2024.

This Resolution entered into force on 18 May 2022.

 

Phillippines 菲律宾

6月1号，菲律宾DTI发布了补充指引DAO 22-01。

以冰箱为例 (产品安全更新了范围，能效/性能更新与PELP计划一致)，容积超过567L (到600L) 冰箱应该在2023年9月5号前申请强制性安全认证；当地库存能效产品应在2023年9月5号到2024年3月5号之间向BPS申请认证。

2024年3月5号开始进行市场监督，只有带有PS标识、IC贴纸及BPS认证标识的能效产品才能在市场上进行流通/销售。

On June 1, the DTI of the Philippines issued supplementary guidance DAO 22-01.

Take refrigerators as an example (the scope of product safety has been updated, and the energy efficiency/performance updates are consistent with the PELP plan), refrigerators with a volume exceeding 567L (to 600L) should apply for mandatory safety certification before September 5, 2023; locally stocked energy efficiency products should apply to BPS for certification between September 5, 2023 and March 5, 2024.

Market supervision will begin on March 5, 2024. Only energy-efficient products with PS logo, IC sticker and BPS certification logo can be circulated/sold in the market.

 

South Korea 韩国

2022 年 6 月 10 日，韩国技术与标准局 (KATS) 宣布修订 3 KC 电器安全标准:

这些标准主要将针对UV-C辐射的非金属材料和内部布线的耐候性测试项目从强制性规定改为参考。 该通知自2022年6月10日起生效。

On 10 June 2022, the South Korean Agency for Technology and Standards (KATS) announced the revision of 3 KC safety standards for electrical appliances in order to mitigate the burden on electronic manufacturers.

The revised safety standards are as follows:

KC 60335-1 Household and similar electrical appliances – Safety Part 1: General requirements;

KC 60335-2-40 Household and similar electrical appliances – Safety Part 2-40: Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers;

KC 60335-2-65 Household and similar electrical appliances – Safety Part 2-65: Particular requirements for air-cleaning appliances.

These standards primarily change the weather resistance test items for non-metallic materials and internal wiring against UV-C radiation, from mandatory regulations to references.

The Notice enters into force on 10 June 2022.

Brazil 巴西

2022 年 6 月 3 日，巴西国家计量、标准化和工业质量研究所 (INMETRO/CONMETRO) 发布第 230号协议，以修订2021第 269号协议，关于空调合格评定和能源标签的技术要求。

第 230号协议部分空调期限推迟了12个月，该协议已于 2022 年 7 月 1 日生效。

On 03 June 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 230 to amend Portaria No. 269, 2021 on Technical Requirements for Conformity Assessment and Energy Labelling of Air Conditioners.

This Portaria adds Article 13-A to Portaria No. 269/2021 in order to determine that for cassette-type conditioners of any cooling capacity and other devices with a capacity equal to or greater than 36 thousand Btu/h, the deadlines mentioned in Article 12 and its sole paragraph, as well as in Article 13, are postponed by 12 months, as follows:

Article 12: extension of compliance deadline to 31 December 2023;

Article 12 single paragraph: extension of compliance deadline to 30 June 2024;

Article 13: extension of compliance deadline to 30 June 2025.

The dates are adjusted owing to the impossibility of determining the energy consumption and the Seasonal Performance Index (IDRS) of cassette devices and split-types above 36 thousand Btu/h per ISO 16358-1:2013 due to the absence of a third-party accredited laboratory.

This Portaria will come into force on 1 July 2022.

 

Central America 中美洲

中美洲技术法规 RTCA 23.01.80:21 规定了某些无管分体式空调设备的能效要求，范围包括压缩机系统配备空气冷凝机且制冷量不超过 19050 Wt (65 000 BTU)的空调。

This Central American Technical Regulation RTCA 23.01.80: 21 establishes energy efficiency requirements for certain ductless split-type air conditioning equipment.

This Regulation establishes the minimum energy efficiency ratio (SEER) level, test method, conformity assessment procedure and labelling requirements for ductless split type air conditioners with variable refrigerant flow which are imported or marketed in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The type of air conditioners in scope are those using electrical air-cooled condensers with a nominal cooling capacity of up to 19050 Wt (65 000 BTU) and operating by mechanical compression.

The Technical Regulation recognizes the validity of the following test methods for determining the performance of air conditioners:

• ANSI/ASHARE 37-2009 Methods of testing for rating Unitary air conditioning and heat pump equipment. The American Society of Heating, Refrigerating, and Air-Conditioning Engineers, Inc. 2.
• ARI 210/240- (2017) Performance Rating of Unitary Air-conditioning & Air-source Heat Pump Equipment;
• NOM-026-ENER-2015 Energy efficiency in split type air conditioners (Inverter) with variable refrigerant flow, free discharge and ductless air conditioners (Mexican Standard).

In relation to labelling, all equipment shall bear the energy efficiency label set out in Annex B. The energy label shall:

• be attached to the device or affixed by means of a sticker;
• be affixed in a visible manner on the surface of the product;
• contain, in legible and indelible form, in “Arial” font, the minimum information listed in section 11.3 of this Regulation;
• comply with the dimension requirements as specified under section 11.4.

This Resolution will enter into force on 17 August 2022 for El Salvador, Honduras e Nicaragua and on 17 December 2022 for Panama, Costa Rica and Guatemala.

 

Chile 智利

On 28 May 2021, the Chilean Superintendence of Electricity and Fuels (SEC) published Resolution No. 34635 to approve Energy Efficiency Testing Protocol PE No. 1/18/2:2021 for microwave ovens.

This Protocol establishes the procedure for the performance of tests for the certification of energy efficiency of microwave cooking ovens for domestic use. This includes ovens with digital control and mechanical control. Microwave ovens which cannot accept loads with diameters ≥ 200 mm or with a height ≥ 120 mm. a height ≥ 120 mm are excluded from the scope of this Protocol.

Microwave ovens must be certified in accordance with this protocol to be placed on the market and have an Energy Efficiency Approval Certificate issued by a certification body and an energy efficiency label placed on the product.

This testing protocol is based on:

1. Standards IEC 60705:2014 Microwave ovens for domestic use – Methods for performance measurement
2. IEC 62301:2011 Electrical appliances for domestic use – Standby power measurement, and
3. Resolution No. 20, 2021 on technical specifications for the design of the energy efficiency label.

This Resolution determines the date of application for this Protocol PE No. 1/18/2:21 is 31 January 2022.

Manufacturers, importers and traders of household microwave ovens must have their products certified in accordance with this protocol and ensure that they all carry the energy efficiency label from 31 January 2022.

 

Japan 日本

2022 年 5 月 31 日，日本经济产业省 (METI) 发布了对《空调能耗性能评估标准通知》（1999 年第 190 号）的修订。自2027年4月1日起适用于制冷量为4.0kW及以下的直吹式壁挂式家用空调。 自 2029 年 4 月 1 日起，其他家用空调以及将两台或多台室内机连接到一台室外机并单独控制室内机运行的所有多联机家用空调也适用。

On 31 May 2022, the Japanese Ministry of Economy, Trade and Industry (METI) issued an amendment to Notice of Evaluation Criteria for Energy Consumption Performance of Air Conditioners (No.190, 1999). The amendment aims to add new numerical standards for household air conditioners.

The amendment deletes Table 1 and makes changes to the numerical order of the tables. It further adds Table 4 which provides the required energy performance for household air conditioners.

This standard shall apply from 1 April 2027 to household air conditioners that are direct-blown and wall-mounted and have a cooling capacity of 4.0 kW or less.

It also shall apply from 1 April 2029 to the other household air conditioners, and all multi-type household air conditioners that connects two or more indoor units to one outdoor unit and controls the operation of the indoor units individually.

Section 1-2 provides the exceptions to the criteria, that even if the standard energy consumption efficiency of air conditioner has not been achieved, it is considered to have been achieved if certain standards are met.

​BEE公布现行自愿制度下的吊扇能耗标准有效期至2022年6月30日。 在强制性制度下，标签有效期为2022年7月1日至2024年12月31日。

BEE decided the existing energy consumption standards of Ceiling Fan under voluntary regime is valid till 30 June,2022.  Under the mandatory regime,the label validity period will be from 1 July,2022 to 31 December,2024.

It covers every electric ceiling type fan operated by induction motors and Brushless Electric Motors of all the standard sweep sizes that work on single phase alternating current supply up to and including 250V, 50Hz.  For the purpose of determining the star level, the ceiling-type fans shall be tested as per the standards IS 374:2019 with all amendments.

BEE 将推新logo纳入标准和标签 (S&L) 计划。BEE 自愿标签计划下的器具/设备样本标签中的 BEE 新标识已被纳入; 但强制性器具中的标识将分别在修订通知发布时纳入。

BEE is in process of incorporating its new logo in the sample label of all the appliances covered under Standards & labelling (S&L) program. The new logo of BEE in the sample label of appliances/equipment under BEE’s Voluntary labelling program have been incorporated. However, the logo in mandatory appliances will be incorporated as and when the amendment notification is published respectively.

新要求的生效日期如下：

• 从2024 年 6 月 1 日起 – 用于受控商品的新注册
• 从2025 年 6 月 1 日起 – 续展注册

值得注意的是，从2024.6.1起，不再接受安全标准IEC62368-1:2014，而只接受IEC60950-1:2005+A1+A2 /IEC60065:2014和IEC62368-1:2018。

Singapore CPSO (Consumer Product Safety Office) wishes to state that, for the purpose of testing and certification for registration under the Consumer Protection (Safety Requirements) Regulations (CPSR), the required safety standards for medium risk Controlled Goods will be updated.

The new requirements will have the following effective dates:

• From 1st June 2024 – for new registrations of Controlled Goods
• From 1st June 2025 – for renewal of registration

It is worthwhile to pay attention that from 2024.6.1, safety standard IEC62368-1:2014 will no longer be accepted, while only IEC60950-1:2005+A1+A2 /IEC60065:2014 and IEC62368-1:2018 are accepted.

On 23 May 2022, the Thai Chairman of the Board on Labelling issued an Announcement on Category of Labelling Controlled Products, in accordance with the Notice on Characteristics of the Label on Label-Controlled Goods (B.E. 2541, 1998).

In order to protect consumers by allowing them to obtain accurate and complete information about the product, some goods are assigned as label-controlled goods in Thailand.

This Announcement include following categories:

This Announcement will come into force on 21 August 2022, 90 days after its publication.

 

Uzbekistan 乌兹别克斯坦

乌兹别克斯坦发布《家用电器强制性数字标识制度介绍》

2022年4 月2日，乌兹别克斯坦共和国内阁公布了关于引入家用电器强制性数字标记系统以防止家用电器非法进口、生产和销告的第 148 号决议以确保家用电器的合法流通。识别条形码需要放罝在产品上，并将用于跟踪目的。

家用电器和电子产品的标签分阶段进行：

a) 第一组: 吸尘器，洗衣机，冰箱和冰柜，电视和显示器- 从2022年4月15日开始强制标记;

b) 第二组: 家用燃气灶，抽油烟机，烤箱和炉灶，微波炉，熨斗，热水器- 从2022年8月1日开始强制标签;

In order to radically improve the mechanisms of accounting for the production, import and turnover of home appliances, to prevent illegal import, production and sale of home appliances, as well as to ensure the legal circulation of home appliances, the Cabinet of Ministers of Uzbekistan published Resolution of the Cabinet of Ministers “On the introduction of a system of mandatory digital marking of certain types of products” dated November 20, 2020 No 737 National information system for marking and tracking of products “Original mark” ”MAT) and designation of“ CRPT TURON ”LLC as the operator of this system.

Development of mechanisms for digital marking of household appliances in accordance with the Resolution of the Cabinet of Ministers No. 322 of May 20, 2021 “On measures to implement pilot projects to expand the list of products subject to mandatory digital marking” for information on the implementation of the pilot project.

To approve the proposal of the State Tax Committee and the Ministry of Finance of the Republic of Uzbekistan on the gradual introduction of a system of mandatory digital marking by means of identification, taking into account the division of household appliances into groups.

a) the first group – vacuum cleaner, washing machine, refrigerator and freezer, TV and monitor – from April 15, 2022;

b) the second group – household gas stove, kitchen hood, oven and stove, microwave, iron, water heater – from August 1, 2022;

c) the third group – water heaters, air conditioners, built-in electric home appliances (juicer, blender, mixer, coffee grinder, meat grinder), all types of lamps – from November 1, 2022.
