On September 9, 2022, the Ministerio de Obras Públicas, Servicios, y Vivienda (MOPSV) in Bolivia published “Resolución Ministerial No. 174.” This order is to modify the National Frequency Plan and designate 3.3 – 3.6 GHz frequency band for Mobile service applications.

Mobile Equipment operating in this band must obtain type approval.

 

Brazil

ANATEL published last month Resolution 757. This Regulation establishes the conditions for the use of radiofrequency bands intended for telecommunications services in Brazil.
It revokes Resolutions 169, 224, 395, 453, 454, 455, 544, 558, 562, 625, 657, 672, 733, and 736 in order to update the conditions of use for bands 400, 700, 800, 900, 1500, 1700, 1800, 1900, 2100, 2500 MHz and 22 GHz, 26 GHz, 31 GHz, and 38 GHz to provide the Multimedia Communication Service through systems using stations on high altitude platforms (HAPS).

The Agencia Nacional del Espectro (ANE) of Colombia published Resolución No. 737 on November 18, 2022, which allows the 5925-7125 MHz frequency band for unlicensed use indoors. This allocation enables the use of Wireless Access Networks (WAS) applications such as Wi-Fi 6E.

On November 1, 2022, the Indian Telecommunication Engineering Centre (TEC) published notification F. No.1-5/2022-TC/TEC(Pt.I). This in order to shift some of the products that are now covered by “General Certification Scheme” GCS to the “Simplified Certification Scheme” SCS under MTCTE.

Starting January 1, 2023, the following product will be handled through the Simplified Certification Scheme:

BIS发布自愿性的《平行测试实施指南》, 以支持 BIS 强制注册计划 (CRS) 涵盖的电子产品进行平行测试。 制造商仍然可以选择按照现有程序依次向 BIS 提交注册申请。

(i) BIS 认可实验室可以对启动没有 R-number的电芯 (cell) 的电池 (battery) 进行测试。 实验室会于电池的测试报告中提及电芯测试报告编号与实验室名称 (代替R-number of cell)。

(ii) 同样，实验室可以启动没有电芯, 电池, 和电源供应器R-number的手机测试。 实验室将在手机的最终测试报告中提及这些零组件的测试报告编号和实验室名称。

(iii) 实验室对电芯测试报告进行评估，出具电池组测试报告。 同样，实验室在出手机测试报告之前，也要对电池和适配器的测试报告进行评估。

(iv) 制造商可同时提交零部件注册申请。 但是，只有在完成最终产品 (即手机) 制造中涉及的所有组件的注册后，BIS 才会处理终端产品的证书。

BIS released 《Guidelines for implementation of Parallel Testing》.  It will enable parallel testing of electronic products covered under the Compulsory Registration Scheme (CRS) of BIS. These guidelines are voluntary in nature and the manufacturers will still have option for submitting application sequentially to BIS for registration as per the existing procedure.

All the components which require Registration under CRS can be sent for testing in parallel at any of BIS labs /BIS recognized labs. Under parallel testing, the lab will test the first component & issue test report. This test report no. along-with name of lab will be mentioned in the test report of second component. This procedure will be followed for subsequent components & final product also.

A pilot project for parallel testing of MOBILE PHONE has been allowed for six (06) months, i.e. 01 Jan 2023 to 30 June 2023. An example of procedure to be followed is given below:

(i) BIS lab/BIS recognized labs can initiate testing of battery without R-number of cell. The lab will mention the test report no. along-with the name of lab (in place of R-Number of cell) in the final test report of the battery;

(ii) Similarly, the lab can initiate the testing of Mobile Phone without R-number of cell, battery & adaptor. The lab will mention the test report number(s) & name(s) of the lab for these components in the final test report of the mobile phone.

(iii) The lab shall evaluate the test report of the cell and issue the test report of the battery. Similarly, lab shall evaluate the test report of battery and adaptor before issuing the test report of Mobile phone.

(iv) The manufacturer can submit the applications in parallel for getting the components registered. However, the licence will be processed by BIS only after getting registration of all the components involved in the manufacturing of the final product (i.e. in this case mobile phones).

The Communications and Information Technology Commission (CITC) of Saudi Arabia has changed its name to the Communications, Space & Technology Commission (CST). On November 10, 2022, Decree No. 235 was published which transferred the space regulatory sectors to the Commission, and the name change reflects the integration of the space sectors into communications and technology.

 

Vietnam 越南

On 29 November 2022, the Vietnamese Ministry of Information and Communications published a Circular that approves a proposed Technical Regulation on Electromagnetic Compatibility for Wireless Audio Equipment in the Frequency Range 25 MHz to 2000 MHz.

This regulation, together with QCVN 18:2022/BTTTT, stipulates electromagnetic compatibility (EMC) requirements for wireless audio equipment and related ancillary equipment operating in the frequency range from 25 MHz to 2000 MHz.

This Regulation specifies EMC tests, test methods, limits, and performance criteria for wireless audio equipment and related ancillary equipment. The devices can use analog or digital modulation techniques.

This Circular will enter into force on 1 July 2023.

 

Vietnam 越南

2022年11月30日，越南信息和通信部 (MIC) 正式发布了第24/2022/TT-BTTTT号通告以及随附的标准QCVN 132:2022/BTTTT – 《国家电信和信息技术终端设备电气安全要求技术规范》。是基于IEC 62368-1: 2018标准，自2024年1月1日起生效；其强制范围涵盖以下产品类别：DECT电话、台式电脑PC、有线数字机顶盒、IPTV机顶盒、DVB-T2 TiVi (iDTV)、有线电视网络放大器、无线电话用户分机类型 (不包括DECT电话)、Laptop PC、笔记本电脑、平板电脑等。

The Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC) has issued a new QCVN 132: 2022/BTTTT National technical regulation on electrical safety requirements for telecommunications and information terminal equipment.

The QCVN 132: 2022/BTTTT standard is composed based on IEC 62368-1: 2018 – Audio/video, information and communication technology equipment – ​​Part 1: Safety requirements. Product categories included under mandatory scope include DECT phone, Desktop Computer, Laptop PC, Notebook, TV, Set-top-box. The new Regulation shall enter into force on January 1, 2024.

​BIS released the amendment order of  “Air Conditioner and its related Parts, Hermetic Compressors and Temperature Sensing Controls (Quality Control) Amendment Order, 2022” and “Refrigerating Appliances (Quality Control) Amendment Order, 2022.” to postpone the implenent date to October 1, 2023 and January 1, 2024.​

印度电力部发布固定式储水式电热水器的能效标准的修正案。升级表 3.4 星级计划有效期 (2023 年 1 月 1 日至 2025 年 12 月 31 日)。 从 2023 年 1 月 1 日起，不得允许显示表 3.4 中的 1 星，额定容量不超过 200 升的储水式电热水器，仅2到5星可以注册 ，以提高此类储水式电热水器的最低能源性能水平。

On 9 December 2022, the Indian Ministry of Power, published an amendment to the Energy Performance Standards for Star Labeled Stationary Storage Type Electric Water Heaters, Notification No. S.O. 2902(E), 2016.

This amendment inserts Table 3.4 on Star Rating Plan Validity (from 1st January 2023 to 31st December 2025).

The permission for display of particulars on storage type electric water heater up to the rated capacity of 200 litres for 1 Star specified in Table 3.4 shall not be permitted from 1 January 2023 with a view to upgrade the minimum energy performance level of such storage type of electric water heater.

On 23 November 2022, the Israeli Minister of Economy and Industry issued a notice providing for a new version of the National Mandatory Standard SI 20 Part 2.1 Luminaries: Fixed General Purpose Luminaries.

The previous version of SI 20 part 2.1 dated July 1997 will be replaced by the new version.

The new version will enter into force on 06 February 2023, 60 days after announcement in the Gazette.

Belarus 白俄罗斯

Belarus 能效认证从2023年1月1日起暂停强制申请，暂停期限目前尚未知，可能会直接停到2025年EAEU的能效法规 (EAEU TR 048/2019) 启动。在暂停期间，客户可以申请自愿性的Belarus 能效认证证书。

On December 29, 2022 Resolution of the Council of Ministers of the Republic of Belarus № 916 dated 27.12.2022 «On suspension of the norms of the Resolution of the Council of Ministers of the Republic of Belarus dated October 21, 2016 No. 849» came into force.

According to this Resolution № 916 Belarus mandatory requirements for energy efficiency (clause 3 of Resolution of the Council of Ministers of the Republic of Belarus No. 849 dated October 21, 2016) are suspended from January 01, 2023. The Resolution No. 849 has been suspended for an indefinite period and is valid until a special decision of the Council of Ministers of the Republic of Belarus (probably until the moment when the EAEU Energy Efficiency technical regulation (EAEU TR 048/2019) comes into force).

As a result, from January 01, 2023 products to be imported to the Belarus market should comply only with requirements of the Eurasian Economic Union Technical Regulation (EAEU) and Belarus national regulation for Radio/Telecom requirements.

The Resolution № 916 dated 27.12.2022 is valid from December 29, 2022.

 

智利电气与易燃物监督委员会SEC于2022年11月4日通过了冰箱、冰柜和冷藏冷冻箱的能效法规PE N°1/17/2:2022。测试标准参考IEC62552-1-2-3:2015+AMD1:2020。此能效法规将替代PE N°1/17/2:2015,并于2024年6月30日生效。

Chile SEC(Superintendencia de Electricidady Combustibles) published the new energy protocol PE N°1/17/2:2022 for refrigerators, refrigerator- freezers and freezers on November 4, 2022. The test standards refer to IEC62552-1-2-3:2015+AMD1:2020.This new protocol will replaces PE N°1/17/2:2015 and takes effect on June 30, 2024.

BEE informed that Deep Freezers, Chillers, Air Compressor and Tyres were expected to be moved from Voluntary to Mandatory certification requirement under BEE Standard and Labelling (S&L) Scheme from Jan 1st, 2023.

The Taiwan Bureau of Energy, Ministry of Economic Affairs published an announcement on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection of Water Chilling Packages Using the Vapor Compression Cycle.

1. Specify the test conditions, values and actual measured values and delete the remarks in Schedule 1 and Schedule 5 (the second point of the amendment, the attached schedule 1 and schedule 5).

2. Add the declaration obligor who handles the login account number and password. (Third point of the amendment)

3. Add the qualifications of laboratories of energy efficiency test reports. (The fourth point of the amendment)

The Taiwan Bureau of Energy, Ministry of Economic Affairs published an announcement on Minimum Energy Performance Standard and Energy Efficiency Rating Labelling and Inspection for Electric Pots.  The revised standard establishes testing and calculation requirements as well as a labelling scheme, and requires the Energy Efficiency Rating Label be affixed to the front of the product.

The Central Competent Authority can conduct random inspection annually including inspection of the Energy Efficiency Rating Labelling.

[法规草案] 2022 年 11 月 16 日，乌克兰能源和环境保护部发布了批准《制冷设备能源标签技术法规》的法令草案。 该命令草案旨在根据第 2019/2016 号 (EU) 法规调整现有的制冷设备能源标签系统。技术法规草案的要求与欧盟法律规定的要求相同，如果获得批准，草案将在乌克兰戒严令终止后六个月生效，但不得早于 2023 年 8 月 1 日。 本令生效前已投放市场的制冷器具，可在本令生效后一年内继续投放市场。

On 16 November 2022, the Ukrainian Ministry of Energy and Environmental Protection published a draft Order approving the Technical Regulations on Energy Labelling for Refrigerating Appliances. The Draft Order aims to adapt the existing energy labelling system for refrigerating appliances with Regulation (EU) No. 2019/2016.

In line with the EU Regulation, the draft Technical Regulations establish requirements for the labelling of, and the provision of supplementary product information on, electric mains-operated refrigerating appliances with a volume of more than 10 litres and of less than or equal to 1 500 litres. The requirements of the draft Technical Regulation are identical to those specified under EU law.

If approved, the Draft Order and draft Technical Regulations will enter into force six months after the termination of the martial law in Ukraine, but not earlier than 1st August 2023.

Refrigerating appliances that are placed on the market before the entry into force of this Order may remain on the market within one year after its entry into force.

The Australian Communications and Media Authority (ACMA) published the Telecommunications Legislation Amendment and Repeal (2022 Measures No. 1) Instrument 2022 on December 8, 2022. This amendment allows for the use of QR codes as an alternative form of a compliance label if the QR code links to a website prominently displaying the regulatory compliance mark. The amendment also repeals 3 technical standards related to Integrated Services Digital Network (ISDN) technology and Surge Protectors.

​Labelling Criteria for Electrical and Electronic Products, on adding foreign language names to labels for imported commodities and others.

This Announcement, published on 12 August 2022 by Taiwan’s Ministry of Economic Affairs, proposes to require that the foreign language name of the foreign manufacturer or foreign contractor of imported goods is marked on electrical appliances and electronic goods, including components.

The Announcement also empowers the central competent authority to introduce other items that should be marked on components.The announcement entry into force date of 18 May 2023.

On 26 November 2022, the Ukrainian Cabinet of Ministers adopted a Resolution amending various Resolutions in order to exempt certain products from the requirement of conformity for the duration of martial law and 90 day after its termination or cancellation.

The products covered by the amendments can be placed on the market and/or put into operation without a declaration of conformity and without marking with a mark of conformity with applicable technical regulations or additional metrological marking. The products in scope include medical devices, medical equipment and other products necessary for the implementation of measures aimed at preventing the occurrence and spread of Covid-19, namely:

  • uninterrupted power supply system;
  • electric generator installations;
  • equipment and devices for filtering or purifying water;
  • electric batteries;
  • Transformers;
  • Electrical apparatus for switching or protecting electrical circuits or for connection to or in electrical circuits (e.g. switches, disconnectors, fuses, lightning arresters, voltage limiters, surge suppressors, plugs and sockets and other connectors, junction boxes), for voltages exceeding 1000 V
  • Electrical apparatus for switching or protecting electric circuits or for connecting to or in electric circuits (e.g. switches, disconnectors, relays, fuses, plugs and sockets) for a voltage not exceeding 1000 V;
  • connectors for optical fibers;
  • remotes, panels, switchboards,

The Resolution entered into force upon publication, on 17 November 2022.
