A stakeholder meeting was held on July 11, 2025, under the auspices of MeitY to discuss this migration. The meeting addressed electronic products currently regulated under IS 13252 (Part 1): 2020 and IS 616: 2017. The new standard, IS/IEC 62368-1: 2023 (Ed. 4), will replace both of these existing standards and is expected to impact approximately 42 product categories, including 27 from IS 13252 and 15 from IS 616.
Key Highlights of the Meeting:
•Product Standards Migration: MeitY will migrate 42 product categories notified in CRO 2021 (27 complying with IS 13252 and 15 complying with IS 616) to IS/IEC 62368-1: 2023.
•Transition Period: The implementation timeline for migrating all products to IS 62368 will be three years from the date of notification. For AR/VR devices, a new product category will be created with an implementation timeline of six months. However, the industry requested extending the implementation timeline for AR/VR devices to one year, subject to further justification.
•New Product Category: AR/VR devices (Augmented Reality/Virtual Reality), which are currently classified as ADPM or VDU based on their technical specifications, will have a new product category created to ensure compliance with IS 62368.
•Treatment of Existing Products: For already registered products with valid R-numbers, the industry raised the need for product replacement during warranty or maintenance periods. The Chair stated that all products shall migrate after the date of implementation of the Order; however, MeitY may consider exemptions in special cases.
•Implementation Approach: The industry had suggested a phased migration approach, but MeitY decided to migrate all 42 product categories to IS 62368 together.
•Retention of R-numbers: The industry inquired whether products could retain their R-numbers during migration to IS 62368. BIS stated that, as the standards are being migrated, modifications to the series guidelines and implementation modalities might be required.
•Series and Implementation Guidelines: The industry should submit suggestions on series guidelines for the 42 product categories to MeitY and implementation guidelines directly to BIS by the end of July 2025.
•Laboratory Accreditation: Regarding laboratory accreditation for IS 62368, it was discussed that few laboratories are already accredited, and BIS will expedite the accreditation process. It was agreed that three years is sufficient for additional lab accreditation and implementation of the Order.
•Standard Marking: The industry suggested revisiting the standard marking on certified products, proposing to display only the R-number instead of the IS number. The Chair noted that marking guidelines fall under BIS, and industry may submit suggestions to BIS for further consideration.
•Product Category Consolidation: The industry requested consolidating certain product categories during migration, such as combining “Wireless Keyboards” and “Keyboards” into one category. The Chair agreed and stated that, during migration to IS 62368, product categories like TVs, VDUs, and Keyboards will be consolidate

3. 提供卫星直连服务的终端设备以及在境内使用的终端设备,只能接入境内合法运作的卫星通讯系统。
4. 本规定自2025年6月1日起施行。

MTCTE针对特定电信设备发布专门测试认证标准

India Telecommunication Engineering Centre (TEC) released new certification criteria for telecom equipment with specialized test requirements under the MTCTE scheme. The affected equipment types include:
Important Requirements:
•The applicant is required to submit test reports from ILAC accredited labs (other than from border sharing nations) for EMI/EMC and Safety parameters.
•Technical parameters may be submitted via SDOC (Self-Declaration of Conformity). If SDOC is used in place of test reports, the parameters will be treated as exempted, and a 2-year provisional certificate will be granted
•The test reports issued by ILAC accredited labs should not be older than two years on the date of submission on MTCTE Portal.
•The applicant is required to mention the specifications in terms of voltage, current & power requirements for such products in the Bill of Material (BoM) file submitted along-with MTCTE application.
•When ITSARs are notified for relevant products, applicants must convert the provisional certificate into a full MTCTE certificate and perform the necessary security testing.

The Department of Telecommunications (DoT) of India published the Draft Use of Low Power and Very Low Power Wireless Access System including Radio Local Area Network in Lower 6 GHz band Rules, 2025 on May 19, 2025. These Rules apply to the 5925-6425 MHz frequency band and will come into effect once published in the Official Gazette. Low Power Indoor (LPI) devices will have a max EIRP of 1 W, and Very Low Power (VLP) Outdoor will have a max EIRP of 25 mW.

These test reports should be issued within two years from the date of submission to the MTCTE portal. Related products include:

– SIM card;

The updates include extending the protocol test exemption period for any PON interface from June 30, 2025 to December 31, 2025, and extending the acceptance period for applicant/original equipment manufacturer (OEM) self-declaration of conformity for Automatic Laser Shutdown (ALS) or Automatic Power Shutdown (APSD) from June 30, 2025 to December 31, 2025.

BIS发布IS 18112修订指南
BIS于2025年6月23日公布《Revised Guidelines for Implementation of IS 18112 ‘Digital Television Receiver for Satellite Broadcast Transmission Specification’》。
所有TV set都须符合IS 18112 规定的接收数字卫星免费电视 (FTA) 和广播讯号的数字电视 (DTV) 接收机的标准,且须于2025年10月26日前完成标准更新。
2025年9月26日起 (强制前一个月) 可开始受理申请,2025年10月26日之后, 仅符合IS 616 的型号皆须自证书上移除。2025年10月26日之后所有贩卖至印度的TV 都必须同时符合IS 616和IS 18112。
BIS has released revised guidelines for the applicants of all television sets to incorporate the requirements of ‘Digital Television Receiver for Satellite Broadcast Transmission’ as per IS 18112:2022, along with the safety requirements as per IS 616:2017/IEC 60065 : 2014.
1.All existing licensees must apply for an inclusion as per IS 18112:2022, along with the safety requirements of IS 616:2017/IEC 60065 : 2014, as per the ‘Guidelines for Change in Scope of Licence (CSoL)’ following the series guidelines for Plasma/ LCD/ LED/ Televisions incorporating Digital Television Receiver for compliance.
2.After the last date of implementation i.e. 26 Oct 2025 , models complying only with IS 616: 2017/IEC 60065: 2014 will be deleted from the scope of the licence.
3.Applications received as per IS 616:2017/IEC 60065 : 2014 may be processed one month before the last date for the implementation of IS 18112:2022 i.e. 26 Oct 2025.
4.The applicants are also required to submit an undertaking confirming their compliance with IS 18112:2022 .
5.Any new applications to get licence for Plasma/ LCD/ LED/ Televisions as per IS 616 : 2017/IEC 60065 : 2014 and IS 18112 : 2022 have to submit a new applications under Grant or Inclusion as per the case applicable.
6.All applications received for Plasma/ LCD/ LED/ Televisions as per IS 616:2017/IEC 60065 : 2014, pending after the last date of implementation, will be automatically rejected.
7.Licences after getting necessary approvals from BIS shall display the Indian Standard no.s IS 616/IEC 60065 as well as IS 18112. There shall be only one single licence number for both the above specifications which shall be displayed below the Standard Mark.

On July 7, 2025, the Indonesian Ministry of Communications and Digital Affairs (KOMDIGI) issued a draft ministerial decree listing telecommunications tools and other equipment with telecommunication capabilities that must comply with Indonesian technical standards and be certified. This move aims to implement the provisions of Article 33 of the Ministry of Communications and Information Regulation No. 3 of 2024 on the certification of telecommunications equipment.
The draft covers the following:
– Identification of a list of telecommunications equipment and/or telecommunications equipment that must comply with technical standards, including other tools and/or equipment with telecommunications functions;
– The list of telecommunications equipment and/or telecommunication devices and other tools and/or equipment with telecommunication functions shall be compiled on the basis of the customs HS code in accordance with the provisions of laws and regulations;
– The introduction of the customs HS code in the Ministerial Decree is only used as a means of administrative supervision, and is not used as a reference for determining the HS code of the type of goods in the customs settlement process.
– If telecommunications equipment and/or telecommunications installations and other tools and/or equipment with telecommunications functions are not already listed in the annex to this Ministerial Decree, they are still required to comply with the technical standards;
– This draft Ministerial Decree shall enter into force within 30 (thirty) calendar days from the date of its determination.

This Draft Decree aims to improve Decree No. 352 of 2024, and includes updates such as adding working frequencies in the 2.6 GHz band for LTE and IMT-2020 technology; adding repeater technical standards based on IMT-2020 technology standards; and including working frequency, output power, output RF spectrum, ACLR, OBUE, spurious emission, and blocking characteristics in the parameters of technical standard requirements.

•Specific absorption rate (SAR) measurements will be based on the national standard KS C3350 (paragraph 1 of Article 3 of the draft);
•The implementation date of the announcement is April 1, 2026, and the announcement provides transitional measures (Articles 1 and 2 of the Supplementary Provisions of the Draft) to ensure that products before the implementation date are subsequently found to be compliant;
•Clarify the numbers of specific clauses in the administrative provisions (standards for electromagnetic wave human protection) related to the scope of application of the announcement, and revise the relevant terms (Article 2 of the Draft);
•editorial revisions to the provisions, including the deletion of unnecessary abbreviations and article numbers, the removal of repetitive terms, and the addition of Korean indications to the names of standardization bodies (Articles 1, 2, 3.1 and 2 of the draft)

•is made to cool or heat indoor spaces for comfort
•has a refrigerant charge of 2.6 kg or less
•uses an HFC with a GWP higher than 750 (even if it is not charged when imported).
There are some exemptions and more bans may be introduced later.

This information notice applies to household front loading washing machines within the scope of AS/NZS 60335.2.7. AS/NZS 60335.2.7:2024 was published 29 November 2024 with three years transition period from the date of publication. Amendment 1 to AS/NZS 60335.2.7:2020 was published on 28 June 2024 with parts of the amendment applicable on publication and a 2 year transition period from the date of publication for the requirements of clause 20.106. The transition periods are to allow for existing equipment designs to be able to be modified to comply with the new requirements.
From the date of this information notice, any new or renewed certificates issued for equipment, where clause 20.106 would apply and that equipment does not have evidence of assessment and compliance to clause 20.106 of Amendment 1 of AS/NZS 60335.2.7:2020, will have a certification date limited to 29 November 2027.
Note: if certified to AS/NZS 60335.2.7:2024 then clause 20.106 of that standard will have to be complied with.
If the equipment has a compliant test report to AS/NZS 60335.2.7:2024, or AS/NZS 60335.2.7:2020 including Amendment 1:2024, the certification date will be for the full 5 years.
This does not allow for certification to AS/NZS 60335.2.7:2020 Amendment 1 after 28 June 2026 without assessment of clause 20.106 as amended and applicable from that date.

Once this Mexican Official Standard enters into force, it will cancel and replace NOM-011-ENER-2006.

On July 30, 2025, the Ministry of Trade, Industry and Energy of Korea issued the Supplementary Provisions (No. 2025-000), dated November 1, 2025:

Regarding the amendments related to electric washing machines, electric air conditioners, electric heating and cooling units, and multi-functional electric heat pump systems, the effective dates are as follows:

The Council of the Eurasian Economic Commission, at the suggestion of Russia, postponed the entry into force of the technical regulation of the Eurasian Economic Union “On requirements for the energy efficiency of energy-consuming devices” to September 1, 2028.
This will make it possible to update a number of document requirements within the framework of amendments that are being prepared in accordance with the plan for developing technical regulations of the EAEU and amending them, and to complete the development and adoption of second-level acts necessary for the implementation of the technical regulations – a list of standards and energy efficiency labels for energy-consuming devices.
The same decision of the EEC Council postponed the entry into force of the decision of the Commission Council establishing the forms of labels for energy-consuming devices of various types and the rules for their design to 1 March 2028. The entry into force of certain requirements established in a number of appendices to the technical regulations was also postponed by three years.

To support the global transition to net-zero emissions and align with national energy policies promoting
the use of renewable energy and energy storage appliances, the BSMI has included stationary lithium battery storage appliances with a capacity of up to 20 kWh in the mandatory inspection scope to ensure safety. As these appliances can be expanded based on user needs, the BSMI has proposed broadening the inspection scope to 100 kWh and require communications security inspections for power conversion system (PCS) with a capacity exceeding 20 kW to reduce potential threats to grid security. Conformity Assessment Procedures will remain unchanged.
For battery capacity up to 20 kWh: 1 July 2026.
For battery capacity over 20 kWh and not exceeding 100 kWh: 1 July 2027.

MIEM Resolution S/N of 21/1/2025 established the Technical Regulation for Lamps, which incorporates LED and incandescent lamps (conventional and halogen) into the National Energy Efficiency Labeling System. This implies that the lamps must be certified under the UNIT 1218:2020 (LED) or UNIT 1159:2024 (incandescent) standard by a national Product Certification Body (OCP) registered for such purposes with Ursea and have the corresponding labeling. There are different phases for follow the regulation.
Ursea Resolution 225/025 of June 4, 2025, established a maximum period of 12 months from the mandatory entry into each phase for the retail sale of existing inventories of lamps imported into the country prior to the phase and that do not meet the requirements established in the Lamp Regulations. At the same time, it establishes that Ursea will subsequently require mandatory registration for the use of the energy efficiency label for lamps. This will apply to domestic importers or manufacturers.

This means that these products need to comply with the prescribed mandatory safety standards before they can be sold in NSW.
From 1 February 2025, lithium-ion e-micromobility devices, such as e-bikes and e-scooters, sold in NSW must comply with the prescribed safety standards. These requirements have been introduced to ensure that only safe and compliant products are available in the market, reducing the risk of fires.
Testing and certification requirements under the Gas and Electricity (Consumer Safety) Act 2017 have been postponed from 1 August 2025 until 1 February 2026, in response to industry feedback. NSW Fair Trading will continue to conduct educational inspections to ensure businesses understand their legal obligations with regard to the product safety requirements.
From 1 February 2026, e-micromobility devices and their associated lithium-ion batteries must be tested, certified and marked prior to sale in NSW. From 1 February 2026, NSW Fair Trading may take enforcement action against non-compliance and penalties may apply for breach of the Product Safety Standards.

关于《电器及消费品安全管理指南》修订草案的行政通知 [法规草案] 2025年7月16日依据《行政程序法》国家技术标准局公告 第2025-0187号第46条,针对《电气用品与生活用品安全管理法实施指南》部分条文拟进行修正,现公告草案,征求公众意见。
On July 16, 2025, in accordance with Article 46 of the Administrative Procedures Act, the Korean Agency for Technology and Standards (KATS) issued Announcement No. 2025-0187 to propose partial amendments to the Guidelines for the Electrical Appliances and Household Goods Safety Control Act. A draft of the amendments is hereby published to solicit public comments.
Background and Purpose of the Amendment:
To improve the efficiency of safety management for electrical appliances and to align with current systems and practical needs, certain parts of the Guidelines for the Electrical Appliances and Household Goods Safety Control Act are proposed to be supplemented and revised. The key changes focus on clarifying the scope of application, product classifications, applicable testing standards, and alignment with related standards. Summary of Key Amendments:
1.Addition of detailed product classifications and examples:
To help the industry determine whether products fall under safety management, examples and classification guidelines are provided.
2.Update of applicable standard versions:
Where outdated safety standards are referenced in the original guidelines, they will be updated to the most recent versions.
3.Adjustment of testing and verification procedures:
Specifies what types of tests are required for each product and under what conditions foreign certifications may be accepted.
4.Clarification and consistency of wording:
Ambiguous or inconsistent expressions will be revised for clarity and consistency in legal interpretation.
Important Note: This announcement includes a comprehensive plan to revise the entire product certification numbering system.
Public Comment Period: Within 20 days from the date of the announcement.

经济部标准检验局预告「应施检验电力转换系统商品之相关检验规定」修正草案 [法规草案] 经济部标准检验局预告「应施检验电力转换系统商品之相关检验规定」修正草案,自2026年7月1日生效。将检验范围从20 kW以下扩大至100 kW以下,分两阶段实施强制检验。第一阶段自2026年7月1日起,容量20 kW以下系统开始强制检验;第二阶段自2027年7月1日起,容量20-100 kW系统纳入检验范围。检验方式采用型式认可逐批检验或验证登录双轨制,证书有效期3年。
To achieve net-zero carbon emissions by 2050, it is expected that renewable energy power generation equipment and energy storage systems will gradually be installed not only at outdoor sites but also in indoor households and factories. Considering that the Power Conversion System (PCS) is a critical component of energy storage systems, the BSMI proposes to expand PCS not exceeding 100 kW in the mandatory inspection scope to ensure consumer safety. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI).
1 July 2026 – inspection scope: no more than 20 kW
1 July 2027 – inspection scope: over 20 kW and not exceeding 100 kW

玩具商品依危害风险性分为两类:低危害风险玩具采符合性声明,包括认知学习玩具、纸制美劳玩具、存钱筒、贴纸、拼图积木 (500片以下)、桌游、文具玩具及填充玩偶等九大类;中危害风险玩具采监视查验或验证登录双轨制。
BSMI amended toy inspection regulations effective August 1, 2025, establishing risk-based inspection. Low-risk toys (educational toys, paper crafts, piggy banks, stickers, puzzles under 500 pieces, board games, stationery toys, stuffed dolls) use conformity declaration with “D” marking, while medium-risk toys require surveillance inspection (“C”/”M” marking) or verification registration (“R” marking). This streamlines procedures for low-risk products while maintaining strict controls for high-risk items.
