Australia 澳大利亚

澳大利亚通信和媒体管理局 (ACMA) 发布新的 LIPD 分类许可证汇编，其中包括 Wifi 6E (5925–6425 MHz)。

新的类别许可证已经生效，现在可以根据针对 AS/NZS 4268 的测试报告为 Wifi 6E 设备颁发 SDoC。现阶段新西兰尚未批准使用 Wifi 6E。

The Australian Communications and Media Authority (ACMA) has issued a new compilation of their LIPD Class Licence that includes Wifi 6E (5925–6425 MHz).

The new Class License is already inforce, and we can now issue SDoC’s for Wifi 6E equipment based on test reports against AS/NZS 4268. Please note at this stage New Zealand has not approved the use of Wifi 6E.

Australia 澳大利亚

澳大利亚通信联盟发布了 AS/CA S042 标准系列的新部分:

• AS/CA S042-1: 更新紧急呼叫服务(ECS) 要求以支持 5G 客户设备 (CE)
• AS/CA S042-5: 设定5G设备要求

虽然尚未确定执行日期，但建议任何 5G 产品都根据 S042-5 和 S042-4 的要求进行评估，以便在 ACMA 发布更新的标签通知时，可以立即更新 SDoC。

The Communications Alliance in Australia published new parts to the AS/CA S042 standard series:

• AS/CA S042-1  Which updates the Emergency Call Service (ECS) requirements to support 5G Customer Equipment (CE).
• AS/CA S042-5: To set the requirements for 5G equipment.

Although the enforcement date is not confirmed yet, it is suggested that any 5G product is assessed against the requirements of S042-5 as well as S042-4 so that when the ACMA publishes the updated labelling notice the SDoC can be updated without delay.

 

Brazil 巴西

On 29 April 2022, the Brazil National Telecommunications Agency (ANATEL) published Act No. 5159 to approve Technical Requirements and Test Procedures for Conformity Assessment of Mobile Phone Chargers.

This Act establishes the minimum requirements for conformity assessment and homologation of chargers used in mobile phones before Anatel.

The requirements set forth in this Act are applicable to the following chargers for mobile phones:

– portable chargers whose power source is the electric power network with alternating current (AC)

– portable chargers powered from a direct current source

– specific-purpose USB interfaces (ports) for electric power supply of electronic devices, without data transmission functionality, regardless of the type of power supply source

– inductive chargers, regardless of the type of electric power supply

The USB interfaces that integrate the electric/electronic design of equipment are not covered by these requirements.

The Act will come into force on 26.10.2022

 

EAEU 欧亚经济联盟

[法规草案] 2022 年 4 月 26 日，欧亚经济委员会发布了修订关于低压设备安全技术法规 (LVE) 的第 768 号决定的决定草案。 决定草案提出了扩大技术法规不适用的设备清单。

如果颁布，修订决定将在正式发布之日起的 180 个自然日内生效。

On 26 April 2022, the Eurasian Economic Commission issued a Draft Decision on Amendments to Decision No. 768 on Technical Regulations on Safety of Low Voltage Equipment (LVE).

The Draft Decision proposes a new edition of Article 1(2), extending the list of equipment to which the Technical Regulations does not apply, adding:

• second-hand low-voltage equipment;
• low-voltage equipment included in the scope and subject to confirmation of compliance with the requirements of the technical regulations of the Customs Union “On the safety of machinery and equipment” (TR CU 010/2011), “Safety of elevators” (TR CU 011/2011) and “On the safety of equipment for operation in explosive environments” (TR TS 012/2011), except for cables, wires, cords;
• low-voltage equipment manufactured by legal entities and individuals registered as individual entrepreneurs, not intended for circulation in the customs territory of the Union, transfer free of charge, rental, hire or lease;
• defence products to ensure the interests of defence and security, including those supplied under the state defence order;
• low-voltage equipment components (assemblies, components and components) supplied by the manufacturer of this low-voltage equipment on a contractual basis, provided that these components cannot be available to the consumer (user) except as built-in low-voltage equipment for which they are intended;
• components of low-voltage equipment (assemblies, components and components), the safety of which is partially or completely determined by how these components are built into other electrical equipment, and cannot be assessed (tested) otherwise than as part of this equipment (for example, connectors, winding wires, printed circuit boards, microswitches, relays, integrated circuits, discrete semiconductor devices, capacitors, inductors, resistors, filters and other components for mounting on printed circuit boards or otherwise inside housings or protective shells.

If enacted, the amending Decision will enter into force180 calendar days from the date of official publication.

In line with the vision of Hon’ble Prime Minister to have a clear and simplified regulatory regime and promote Ease of Doing Business, DoT in consultation with MeitY has decided to exempt the below listed products from the ambit of MTCTE scheme:

1. Mobile User Equipment / Mobile handset (Mobile phone)
2. Server
3. Smart watch
4. Smart camera
5. PoS Machine (Point of Sale Devices)

Kindly be noted that these products are already covered under BIS-CRS scheme.

 

印度 India

考虑到测试基础设施不可用以及该行业在使其产品符合某些测试参数方面面临的挑战，TEC 发布了一项通用豁免,  豁免有效期至 2022 年 11 月 5 日，或直至进一步的通知。

Considering the unavailable testing infrastructure and challenges the industry is facing in getting their product complied with some of the testing parameters, TEC has issued a generic exemption from getting the products tested against:

1. Tunneling (as per RFC 4213)- Exempted from all the ERs
2. Radio Conformance Requirement- Exempted from Non-Cellular Radio Equipment i.e. MRTS, and PTM PMP Microwave fixed radio systems
3. Technical and protocol requirements- Exempted from MPLS TP CEN Switch and Private Automatic Branch Exchange

The exemption will be valid till November 5th, 2022, or till further orders, whichever will be earlier.

TEC 发布了关于汽车行业无线电广播接收器和跟踪设备的通知，前装或作为维修配件单独出口的车用无线广播接收器以及追踪设备等产品豁免TEC。

TEC has issued a notification which is with respect to Radio broadcast receiver and Tracking devices in automotive industry.

RBR and tracking device which are integral part of completely build units i.e complete vehicles whether comes fitted with imported vehicles or imported / sourced locally for fitment in locally manufactured vehicles, shall not be covered under MTCTE. Genuine service parts sourced locally or imported as replacement are also not part of MTCTE.

RBR and tracking devices which will be sold separate and standalone unit ( neither integral part of the vehicle nor as genuine service part for replacement) will be covered under MTCTE program.

New Gazette G.S.R. 347(E) has been released by WPC dated 9th May 2022.

This Gazette supersedes the existing GSR 680E dated 12.09.2012 for “Use of low power devices or equipment  for indoor applications  for frequency band 433 to 434 MHz and GSR 698(E) dated 16.09.2015 for “Use of Very Low Power Radio frequency devices or equipment  including  Radio Frequency Identification Devices for frequency band 433 to 434.79MHz.

G.S.R. 347(E)  is for “Use of Low Power Radio Frequency Devices in the frequency band  433.05 to 434.79MHz which will come into effect from the date of publication of this official Gazette.

Highlights:

• Frequency band limit has been reduced by 0.05MHz
• Occupied bandwidth limit not specified
• ERP limit remains the same as 10mW
• Duty cycle limit remains the same as 10%

 

Qatar 卡塔尔

On April 26, 2022, the Communications Regulatory Authority of Qatar (CRA) announced that, with immediate effect, the lower part of the 6 GHz band (5925-6425 MHz) is available.

Following are the technical requirements:

In addition, the CRA will continue supporting the allocation of the entire 6 GHz band (5925-7125 MHz), commercially known as Wi-Fi 6E, for the use of RLAN devices, but the final policy statement will be pending the outcomes of the World Radiocommunication Conference 2023 (WRC-23).

 

Senegal 塞内加尔

Senegal ARTP issued a new regulation for Short Range Devices Regulations. The new ARTP SRD Table in force in Senegal opens new bands for applications below:

• Inductive applications like Wireless Chargers
• RTTT (24.05-24.5GHZ and 77-81GHz)
• Non specific applications including radars (57-64GHz)
• radiodetermination, TLPR, TLP
• Non Specific including VWB (6000-8500MHz)

 

South Korea 韩国

[法规草案] 2022 年 4 月 18 日，韩国无线电研究机构 (RRA) 发布了关于符合性评估的电磁兼容性 (EMC) 测试方法通知的修订草案，反映修订后的 KS 国家标准与电磁兼容性相关的变化。 具体而言，草案将用 2022 版 KS 标准取代某些设备 (如电气设备和测量仪器) 的电磁兼容性测试方法，影响的相关产品例如无线充电器，之前测试标准为KN17，计划纳入KS C 9814-1:2022及KS C 9814-2:2022测试标准。

根据该文件，适用于家用电气和电气设备的标准如下：

• 防干扰测试方法- KS C 9814-1:2022
• 抗扰度测试方法- KS C 9814-2:2022。

On 18 April 2022, the South Korean Radio Research Agency (RRA) issued a draft amendment to the Notice on Electromagnetic Compatibility (EMC) Test Methods for Conformity Assessment.

The draft was issued to reflect changes in the revised KS national standards related to electromagnetic compatibility. Specifically, the draft would replace the electromagnetic compatibility test methods for certain devices, such as electrical equipment and measuring instruments, including wireless chargers which previous test standard is KN17, plans to be included in the KS C 9814-1:2022 and KS C 9814-2:2022 test standards.

Per the document, the standards applied to household electrical and electric equipment are as follows:

• interference prevention test method- KS C 9814-1:2022,
• immunity test method – KS C 9814-2:2022.

 

Vietnam 越南

[法规草案] 2022 年 4 月 21 日，越南信息和通信部发布了批准《无线电通信设备电磁兼容性国家技术法规》的通知草案。 该标准与相关产品规范一起规定了 EMC 测试测量、测试方法、限值和性能标准的要求。该草案征求意见截止日期为 2022 年 6 月 21 日；拟定实施日期为 2023 年 7 月 1 日生效，届时将废止第 21/2014/TT-BTTTT 号通知。

Approving National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment, Draft Circular, April 2022.

On 21 April 2022, the Vietnamese Ministry of Information and Communications published a Draft Circular that approves the National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment.

Together with related product specifications, this Standard specifies the requirements for EMC test measurements, test methods, limits and performance criteria. In the event of a discrepancy (e.g. special conditions, definitions, abbreviations) between this Standard and the provisions of Standard EN 301 489 series, Standard EN 301 489 would be relevant.

EMC test arrangements and individual test results suitable for each type of radio equipment are specified in the relevant sections of the EN 301 489 series of standards.

In the absence of specific conditions for a particular radio service/ equipment, for example in the case of a new radio service, this Standard may be used in conjunction with the information provided by the equipment manufacturer to verify the EMC requirements as outlined in this Regulation.

The deadline for comments on this Draft is 21 June 2022.

This Draft Circular is proposed to enter into force on 1 July 2023 upon which it will repeal Circular No. 21/2014/TT-BTTTT.

China 中国

2021年4月30日，国家标准化管理委员会 (SAC) 和中国国家市场监督管理总局 (SAMR) 联合批准了《固定电子设备用锂离子电池和电池组安全技术规范》国家标准。本标准自2022年5月1日起实施。

On 30 April 2021, China’s Standardization Administration (SAC) and the China State Administration for Market Regulation (SAMR) jointly approved a national standard on the safety technical specification for lithium-ion cells and batteries used in stationary electronic equipment.

This standard only considers the most basic safety requirements for lithium-ion batteries and battery packs and does not incorporate performance and functional characteristics. For the purposes of the Standard, hazards caused by lithium-ion batteries and battery packs refers to leaking liquid, fire, explosion, overheating and electric shock. Safety of lithium-ion batteries and battery packs is related to their material selection, design, production process, transportation and use conditions. The use conditions include normal use conditions, foreseeable misuse conditions and foreseeable failure conditions, as well as environmental conditions that affect safety, such as temperature, altitude and other factors.

The Standard applies to lithium-ion batteries and battery packs for stationary electronic equipment. Stationary electronic equipment within the scope of this standard includes, but is not limited to:

• Stationary information technology equipment (IT equipment);
• Stationary audio and video equipment (AV equipment) and similar equipment;
• Stationary communication technology equipment (CT equipment);
• Stationary measurement control and laboratory electronic equipment and similar equipment.

Uninterruptible power supply (UPS), emergency power supply (EPS), and other lithium-ion batteries and battery packs are also applicable to this standard.

This standard will enter into force on 1 May 2022.

 

China Taiwan 中国台湾

BSMI颁布「储能系统之单电池及电池系统实施自愿性产品验证相关规定」，自2022年5月16日生效。

表列产品之电池系统(组)须包含电池管理系统(battery management system, BMS)，产品符合性评鉴程序之模式依据「自愿性产品验证实施办法」第4条规定实施。

BSMI released the stipulation of “Requirements of Implementing Voluntary Product Certification for Cells and Battery Systems of Energy Storage System”

For energy storage system of the batteries, cell and battery for small household use, the testing standard is CNS 62619 and CNS 63056.

The conformity assessment procedures – Product testing with Declaration of Conformity / Product testing with factory inspection.

The listed product should include battery management system (BMS).

The regulations shall be taking into effective from 16th, May 2022.

 

 

家用电器 House Appliances

Thailand 泰国

[法规草案] 2022 年 5 月 2 日，泰国工业部发布了关于微波炉强制性安全要求的部级法规草案。

该草案主要要求所有微波炉，包括组合微波炉，符合工业标准 TIS 60335 第 2(25) 部分 – 2565 家用和类似用途电器 – 安全 – 第 2-25 部分：微波炉的特殊要求，包括组合微波炉。

在 2022 年 6 月 24 日之前，可以通过在线方式提交对该草案的意见。

On 2 May 2022, the Thai Ministry of Industry issued a draft Ministerial Regulation on Mandatory Safety Requirements for Microwave Ovens.

The draft primarily requires that all microwave ovens, including combination microwave ovens, comply with Industrial Standard TIS 60335 Part 2(25) – 2565 Household and Similar Electrical Appliances – Safety – Part 2-25: Particular Requirements for Microwave Ovens, Including Combination Microwave Ovens.

Draft standard TIS 60335 Part 2(25), setting out safety and labelling requirements, as well as test conditions, etc. has also been issued along with this draft Regulation. The draft standard is identical to IEC 60335-2-25:2020.

灯具 / LED Luminaiaries / LED

China 中国

照明电器 (10照明设备) 产品CCC强制性认证依据标准GB/T 17743-2021《电气照明和类似设备的无线电骚扰特性的限值和测量方法》(以下简称“新版标准”)，已于2021年12月31日发布，将于2022年7月1日起实施，替代GB/T17743-2017 (以下简称“旧版标准”)。

自2022年7月1日起，新申请认证应按照GB/T 17743-2021标准实施认证并出具新版标准认证证书。对于已按旧版标准获证的产品，旧版标准认证证书持有人应及时提交转换新版标准认证证书的申请，并于标准实施日期后、第一次跟踪检查结束前，依据TC10相关决议完成按新版标准的产品确认和证书换发工作。所有旧版标准认证证书转换工作最迟应于2023年7月1日前完成。对于2022年7月1日前已经出厂、投放市场并且不再生产的获证产品，无需进行证书转换。

The standard GB/T 17743-2021 “Limit and Methods of Measurement of Radio Disturbance Characteristics of Electrical Lighting and Similar Equipment” (hereinafter referred to as “the new version of the standard”) which is applicable to the CCC certification of lighting appliances (10 lighting equipment) was released on December 31, 2021. This standard will come to force from July 1st, 2022, replacing GB/T17743-2017 (hereinafter referred to as the “old version of the standard”).

From July 1, 2022, new applications for certification shall be certified according to the GB/T 17743-2021 standard and issue a new version of the certificate. For products that have been certified according to the old version of the standard, the license holder should submit the application for the conversion of the new version of the standard in time, and complete the certification conversion according to the relevant resolutions of TC10 after the implementation date of the standard and before the end of the first follow-up inspection. All the certificate conversion of the old version of the standard should be completed by July 1, 2023 at the latest. For certified products that have been shipped from the factory, put on the market and are no longer in production before July 1, 2022, no certificate conversion is required.

 

 

能源效率要求 Energy Efficiency Requirements

Brazil 巴西

2022 年 4 月 20 日，巴西国家计量、标准化和工业质量研究所 (INMETRO/CONMETRO) 发布第 179 号协议，对关于空调合格评定和能源标签技术要求的第 269 号 协议进行修订。该协议于 2022 年 5 月 2 日生效。

On 20 April 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 179 to amend Portaria No. 269 on Technical Requirements for Conformity Assessment and Energy Labelling of Air Conditioners.

This Portaria amends the Conformity Assessment Requirements of Ordinance No. 269 to establish the criteria for the use of the optional test point in the calculation of the Seasonal Cooling Performance Index (IDRS) and for the acceptance of the results of maintenance tests.

This Portaria will enter into force on 02 May 2022.

 

Brazil 巴西

2022 年 5 月 3 日，巴西矿业和能源部发布了第 1 号决议，批准本决议附件所载形式的空调新目标计划。该决议于 2022 年 5 月 3 日发布之日生效。

On 3 May 2022, the Brazilian Ministry of Mines and Energy published Resolution No. 1 approving the new targets program for air conditioners in the form contained in the Annex to this Resolution.

Equipment in scope are those referenced in Ordinance MME/MCT/MDIC No. 02, of 31 July 2018, Annex I, Article 2: monoblock air conditioners, window or wall, single-body or split system hi-wall type, floor-ceiling and cassette, from a single evaporating unit to a single condensing unit, of national manufacture or imported, for commercialisation and use in Brazil.

The equipment indicated above is intended for operation in alternating current of 60 Hz and rated voltages of 127V, 220V, 380V and 440V, or voltage ranges that encompass the rated voltages mentioned, in single-phase and three-phase systems.

Air Conditioners with water-cooled condensers are excluded from scope. Air conditioners that include, in addition to cooling, the capacity for heating the environment, are within scope.

The Energy Efficiency Index to be used is the Seasonal Cooling Performance Index (IDRS), which must be calculated considering the Technical Standard ISO 16358-1.

The Resolution entered into force on the date of its publication, 3 May 2022.

 

韩国

2022 年 4 月 27 日，韩国贸易、工业和能源部 (MOTIE) 发布了《能源效率管理设备条例》修正案，修订增加了部分效率管理设备的能效标准，并为这些产品设定了中长期目标消耗效率。

修正案包含的主要产品包括：

• 泡菜冰箱
• 洗衣机
• 电动空调

此外，该文件将显示器指定为效率管理对象，并为这些产品增加了标签/消费效率要求以及测试方法等。

本通知自 2022 年 4 月 27 日起实施。但洗衣机和电动加热以及制冷设备的效率标准变更将于 2022 年 11 月 1 日起实施，泡菜冰箱和显示器的要求将于 2023 年 5 月 1 日起实施。

On 27 April 2022, the South Korean Ministry of Trade, Industry and Energy (MOTIE) issued an amendment to the Regulation on Energy Efficiency Management Equipment.

The amendment increased the energy efficiency standards of certain equipment subject to efficiency management and established mid-long term target consumption efficiency for those products.

The key changes of the amendment include:

• Kimchi refrigerators:
• increase in efficiency grade and MEPS;
• addition of energy efficiency target for years of 2026 and 2029 by products type;
• Washing machines:
• improvement of efficiency grade and MEPS;
• addition of energy efficiency target for years of 2025 and 2028 by general washing machines and drum washing machines;
• changes items to be indicated on the energy grade label from “power consumption per kg” to “power consumption for one washing”, and from “water consumption per 1 kg of washing” to “water consumption per washing”;
• Electric air conditioners:
• increase in efficiency grade and MEPS;
• addition of energy efficiency target for years of 2025 and 2028 by products type;
• separate indication of cooling and heating efficiency on energy grade label etc.

The amendment relaxes existing labelling requirements to allow certain items such as electric refrigerators and kimchi refrigerators to bear the efficiency rating label on the side of the product (and not on the front of the apparatus as previously required).

Additionally, the document designates monitors as Subject to Efficiency Management and adds labelling/consumption efficiency requirements as well as testing methods, etc. for those products. Applicable products are monitors with a diagonal screen length of 153 cm or less for the visible screen and are provided in Annex 1.

This Notice entered into force on 27 April 2022. However, changed efficiency standards for washing machines and electric heating and cooling equipment will come into effect on 1 November 2022, and requirements for kimchi refrigerators and monitors will become effective on 1 May 2023.

 

Switzerland 瑞士

[法规草稿] 2022 年 4 月 22 日，瑞士联邦能源办公室 (SFOE) 向 WTO 通报了能源效率条例草案。

通知的条例草案将制定更严格的 (1-6) 或新颖的 (7-8) 最低能源绩效标准 (MEPS)。

所涉及到的产品:

1.家用冰箱

2.家用滚筒式干衣机

3.家用洗碗机

4.专业冷藏柜

5.电热水器

6.集中式和分布式电加热器

7.专业洗碗机

8.专业炊具

不符合这些要求的产品将不允许投放瑞士市场。 一年的过渡期将允许销售在生效日期之前投放市场的不合规电器。

征求意见的最后日期是 2022 年 6 月 21 日，即通知后 60 天。

建议通过日期：2022 年 10 月 3 日。

建议生效日期：2023 年 1 月 1 日。

On April 22, 2022, Swiss Federal Office of Energy (SFOE) notified to WTO a draft Energy Efficiency Ordinance.

The notified draft ordinance will set out stricter (1-6) or novel (7-8) minimum energy performance standards (MEPS) for
1. household refrigerators;

2. household tumble driers;

3. household dishwashers;

4. professional refrigerated storage cabinets;

5. electric hot water storage heaters;

6. centralized and decentralized electric heaters;

7.professional dishwashers;

8.professional cooking appliances;

Products not meeting these requirements will not be allowed to be placed on the Swiss market. A one-year transition period will allow the selling of non-compliant appliances that have been placed on the market before the date of entry in force.

Final date for comments is June 21, 2022, 60 days from notification.

Proposed date of adoption: October 3, 2022

Proposed date of entry into force: January 1, 2023

2. 增加家电织物蒸汽机(CNS 60335-2-85)为应施检验商品

3. 原列检商品微波炉新增能效要求, 将CNS 60705与CNS 62301纳入检验标准，已取得BSMI证书者须更新

News collection and reminder – Starting from 2023.01.01, BSMI has the following requirements:

1. Seven household appliances with secondary cells/batteries are required to be inspected, and the secondary cells/batteries are required to provide BSMI certificates (CNS 15364：2013& CNS CNS 62133-2：2018) or CB certificates and reports (IEC 62133 series)

– fans

– vacuum cleaners & water-suction cleaners

– electric food grinders

– electric food mixers

– electric juice extractors/ fruit squeezers

– electric hair setting curlers

– electric massage appliances

For the submitted products that should be inspected and have secondary cells/batteries inside, the new application or applying for renewal (expire after 3 years) must provide the certificate or report of the secondary cells/batteries.

2. Newly added home appliance product Fabric Steamers with CNS 60335-2-85 is a commodity subject to inspection

3. New energy efficiency requirements for microwave ovens (CNS 60705 & CNS 62301) were added to the original inspection products, and those who have obtained BSMI certificates must update

4. Newly added energy efficiency requirements (CNS 16098:2019) for the original commercial air purifiers, those who have obtained the BSMI certificate must update.

On 31 March 2022, the Brazil National Institute of Metrology, Standardisation and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 148 to approve Technical Requirements for Conformity Assessment of Household Electrical Appliances.

This Portaria approves the safety and labelling rules for household and similar appliances, in the form of the Conformity Assessment Requirements and the Specifications for the Conformity Identification Mark, contained in Annexes I and II.

Families of household and similar appliances that are already certified on 2 May 2022 must adopt, by 2 May 2027, the Compliance Identification Seal, affixed on the product, according to the applicable conditions and layout established in Annex II.

Manufacturers and importers of families of household appliances that are already certified must adapt, by 2 May 2025, the certification processes in order to meet, on the packaging, the label conditions and layout established in Annex II.

This Portaria will enter into force on 02 May 2022.

Note: until 31 December 2024, ABNT NBR NM 60335-1:2010 – Safety of Home Appliances and Similar, Part 1: General Requirements – and their respective particular rules; and IEC 60335-1:2006 (Ed. 4.2) – Household and similar electrical appliances – Safety – Part 1: General Requirements, and their respective particular standards, may be followed. After 31 December 2024, only IEC 60335-1:2016 (Ed. 5.2) and its corresponding particular standards, listed in sub-item 3.1, will be accepted.

On 19 January 2022, Brazil’s National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 9 to approve the requirements for Conformity Assessment of Adapter Plugs and Sockets.

The Portaria applies to plug and socket adapters, or any equipment that performs the function of a plug and socket adapter including the so-called “Benjamin” or “T”, for household and similar use, for voltages up to 250V and current up to 20A, with or without shutters, with or without fuses, and for exclusive use in alternating current.

Manufacturers and importers of plug and socket adapters families that have already been certified shall have 36 months, counted from the abovementioned date, to adapt the certification processes in order to meet, on the packaging, the applicable conditions and layout of the Conformity Identification Seal.

In addition, the Regulation establishes criteria and conformity assessment procedures for plug and socket adapters, through the certification mechanism, certification steps, identification mark and other details focused on safety, aiming at the prevention of accidents in its use.

This Portaria will come into force on 1 February 2022 and will repeal Portarias No. 324/2007, No. 82/2008 and No. 251/2009.

 

Malaysia 马来西亚

2022 年 3 月，SIRIM/MCMC 公布所有IMT-2020 (第五代) – 蜂窝助推器设备和全球移动通信和长期演进系统的新申请和续订申请程序。

SIRIM and Malaysian Communications and Multimedia Commission (MCMC) has approved and published Technical Codes for IMT-2020 (FIFTH GENERATION) – CELLULAR BOOSTER EQUIPMENT and GLOBAL SYSTEM FOR MOBILE COMMUNICATIONS AND LONG-TERM EVOLUTION – CELLULAR BOOSTER EQUIPMENT last year August.

On March 2022 , SIRIM/MCMC had announce the procedure for the new application and Renewal application for all related product. Below are the information:

New Application

Pursuant to that, all GSM, LTE and 5G CBE that are to be imported, distributed, and/or used in Malaysia shall be certified in accordance with these Technical Codes. Thus, all new applications which fulfill the Technical Code and Certification Requirements for Compliance Approval (Type Approval) on Communication, Multimedia and Hybrid Equipment, eTAC/DOC/01-1.1 (“Certification Requirements”) will be granted full approval and are allowed for a maximum validity period of five (5) years.

Renewal Application

Renewal application for existing approval of GSM, LTE and 5G Booster Equipment are no longer allowed. These existing applications will be expired effective immediately. A new application (Normal Application) is required, and it shall meet the new technical code requirements for Cellular Booster Equipment.

 

Malaysia 马来西亚

自 2022 年 2 月 1 日起，马来西亚能源委员会受监管的电气和天然气产品实施新的 SIRIM-ST 标签和二维码。申请人可以完成现有 SIRIM-ST 标签的库存，直到收到带有 QR 码的新 SIRIM-ST 标签。 贴在产品上的没有二维码的 SIRIM-ST 标签仍然有效。

Effective 1 Feb 2022, SIRIM QAS International has implemented new SIRIM-ST labels with QR code for regulated electrical and gas products under the Energy Commission (Suruhanjaya Tenaga or ST) of Malaysia.

SIRIM and ST have introduced this type of label to assist consumer in accessing information of the products through SIRIM Mobile Apps easily and conveniently. It is also one of the methods to confirm authenticity of certification status of the products.

With this implementation, applicants are allowed to finish up stock of existing SIRIM-ST labels until receipt of new SIRIM-ST labels with QR Code. SIRIM-ST labels without QR code which were affixed of the products remain valid.

Note: The new label with QR Code applied to both Consignment and PCS.

 

Mexico 墨西哥

On June 25, 2022, the IFT will make effective some modifications in the Conformity Assessment Procedure (PEC).

Among the changes it should be noted that:

1. The CoC becomes transferable. This allows local Mexican importers to use CoCs from other local companies.
2. The validity period of the test report is extended from 60 days to 120 days, this to prevent its validity from expiring during the homologation process.
3. The number of samples required during the tests changes.

 

Paraguay 巴拉圭

On 29 December 2021 Resolution No. 931 which establishes a compliance regime for certain articles of Resolution No. 410/2017 was approved by the Paraguayan Ministry of Industry and Commerce.

The Resolution:

1. Changes point 5.8 of article 5 of Resolution No. 410/2017 to determine the digital presentation for each application for import license for mobile cellular telephone devices of:

1) Certificate of Approval for Cell Phone Devices granted by CONATEL; or

2) Proof of submission of the approval certificate application to CONATEL.

2. Suspends item 9 of article 5 and item 4 of article 7 of Resolution No. 410/2017 on CONATEL’s proof of the IMEI listing record and prior license for the importation of mobile phone devices and non-integrated mother boards of mobile phones, respectively.

This Resolution will enter into force from 1 April 2022 and expire on 30 September 2022.

Published on 4 April 2022 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 62368/3-2564 on Audio/Video, Information and Communication Technology Equipment – Part 3: Safety Aspects for DC Power Transfer Through Communication Cables and Ports, in accordance with the Industrial Product Standards Act.

The Standard covers equipment intended to supply and receive operating power through communication cables or ports. It provides safety requirements for circuits designed to transfer DC power from the power sourcing equipment (PSE) to the powered device (PD).

This Announcement is effective from 4 April 2022, the date of publication in the Government Gazette.

 

UAE 阿联酋

自 2022 年 1 月起，阿联酋电信和数字政府监管局 (TDRA) 向注册的电信设备制造商或进口商提供的型式批准制度符合性标志已更改。

The Type Approval Regime Conformity Mark that is provided by The Telecommunications and Digital Government Regulatory Authority (TDRA) of the United Arab Emirates to a registered manufacturer or importer of telecommunications equipment has been changed from January 2022.

The United Arab Emirates TDRA notifies that information on the label should correspond to the information that is displayed after scanning the relevant QR code. Moreover, the QR code should lead to the actual landing page, where users can receive both information on the product and a copy of its valid certificate.

The Type Approval Regime Conformity Mark must be affixed on the equipment box and under the display platform of telecommunications equipment in retail stores. It should be clear, readable, and non-removable. If the product is to be sold over the internet, the mark should be available on the website as well.

也门 MTIT (电信和信息技术部) 在过去几个月暂停颁发证书后终于又开始颁发型式批准。即日起颁发的型式认证有效期为 2 年，当局已撤销有效期为 3 年的初步决定。

Yemen MTIT (Ministry of Telecom & Information Technology) finally started to issue and release type approvals after suspension of issuance for the last few months.

Here is a summary of the changes:

Type approvals will be issued from now on with a validity of 2 years. (The initial decision from the authority with a validity of 3 years has been revoked.

Vietnam MIC has released draft Circular xx/2022/TT-BTTTT to replace the Circular 11/2020/TT-BTTTT and Circular 01/2021/TT-BTTTT stipulating the new list of products under MIC Type Approval and Self-assessment DoC scope which shall take effect from July 01, 2022.

New Changes of the draft Circular xx/2022/TT-BTTTT of Vietnam MIC is as per below :

On 30 March 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 121 to approve the conformity assessment requirements for household washing machines.

The conformity assessment requirements and the specifications for the Conformity Identification Seal, in the form of the National Energy Conservation Label (ENCE), are established, respectively, in Annexes I and II.

This Regulation applies to household washing machines of the following types:

• automatic household washing machines with a top opening (top load);
• automatic domestic washing machines with front load;
• automatic domestic washing machines and tumble dryers with top load;
• semi-automatic domestic washing machines;
• automatic washer-dryers with front load;

Industrial or commercial washing machines are excluded from this Regulation.

According to Article 12, manufacturers and importers are accorded a period of 12 months from the effective date of this Portaria to adapt to the provisions of Article 7, as well as to the layout of the Compliance Identification Seal, as established in Annex II.

This Portaria will enter into force on 2 May 2022.

Published on 4 April 2022 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 60335/2(90)-2564 on Household and Similar Electrical Appliances – Safety – Part 2-90: Particular Requirements for Commercial Microwave, in accordance with the Industrial Product Standards Act.

The Standard, based on IEC 60335-1, provides safety requirements for microwave ovens intended for commercial use that have a cavity door and a rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances.

On 8 April 2022, the South Korean Agency for Technology and Standards (KATS) approved an amendment to the Operation Bulletin of Electrical Appliances and Consumer Products Safety Control Act.

Electrical Supply Track Systems for Luminaires are added to the list of electrical appliances subject to safety assurance, and as a result the amendment brought changes to the Annexes as follows:

• Adding the said products to the detailed items of lighting equipment subject to safety assurance in Annex 2 (supplements existing list of chain lighting fixtures, rechargeable portable lights, floodlight luminaires and halogen luminaires);
• Adding the model classification and its detailed criteria of the said products to Annex 10;
• Adding a list of parts subject to safety control of the said products to Annex 20;
• Adding safety standard KC 60570 for the products to Annex 25.

The Notice enters into force on 1 October 2022.

New mandatory standards and labelling requirements for swimming pool pumps

GEMS recently announced: All swimming pool pumps sold or supplied from 1 October 2022 will need to display an energy rating label and meet testing requirements. This will help consumers to save money by reducing the amount of electricity used by their swimming pools and to reduce greenhouse gas emissions.

Suppliers and retailers of swimming pool pumps may register their products prior to 1 October 2022. Products not registered with the GEMS Regulator after this date may no longer be sold or supplied within Australia. We will be working with the industry, pump suppliers, retailers, pool builders and other professionals to communicate the changes and requirements.

 

EAEU 欧亚经济联盟

TR EAEU 048/2019《关于耗能设备能效要求的技术法规》，生效日期将延迟三年至2025年9月1日。

The EEC Council, at the suggestion of the Russian side, decided to postpone the entry into force of the EAEU technical regulation “On requirements for the energy efficiency of energy-consuming devices” to September 1, 2025.

The decision was made as part of the implementation of the list of measures to increase the stability of the economies of the member states of the Eurasian Economic Union, including ensuring macroeconomic stability, approved by Order of the Council of the Commission dated March 17, 2022 No. development and adoption of acts of the second level necessary for the implementation of technical regulations – a list of standards and labels for the energy efficiency of energy-consuming devices.

By the same decision of the EEC Council, the date of entry into force of the decision of the Council of the Commission establishing the forms of labels for energy-consuming devices of various types and the rules for their design was postponed to March 1, 2025. And also the deadline for the entry into force of certain requirements established in Annexes No. 3, 5, 6, 9, 12, 13 and 14 to the technical regulations has been postponed for three years.

 

India 印度

BEE发布通知, 调整现行房间空调 (定速和变速) 能耗标准的有效期至2022年6月30日。

依据修订后的能耗标准，自 2022 年 7 月 1 日起适用，有效期至 2024 年 12 月 31 日。

因此，新标签上显示的有效期应为 2022 年 7 月 1 日至 2024 年 12 月 31 日。

请注意，所有现有型号仅在 2022 年 6 月 30 日之前有效，有效期届满后自动失效。

BEE release the notice regarding the validity of the existing energy consumption standards of Room Air Conditioners (Fixed speed and Variable speed) is valid till 30 June 2022.

In accordance with the provisions of the amendment notification of Room Air Conditioners vide S.O. 4634 (E) dated 10 November 2021, the revised energy consumption standards would be applicable from 1 July 2022 and would be valid till 31 December 2024.

Therefore, the revised validity period to be displayed on the new label shall be from 1 July 2022 to 31 December 2024.

Please note that all the existing models are valid only till 30 June 2022 and will be expired automatically after the expiry of the validity period.

​BEE 要求 BEE 强制性标准和标签计划涵盖的所有冰箱 (现有无霜冰箱、直冷冰箱类别和即将推出的对开门冰箱类别) 的所有许可证持有者，从2023年1月1日起，在印度生产、进口或销售的每台冰箱都必须贴上二维码和BEE星级标签。

​BEE request all permittees of Refrigerators (existing Frost free refrigerators, Direct Cool refrigerators categories and upcoming side-by-side refrigerator category) covered under BEE’s mandatory Standard & Labelling program are hereby informed that it will be obligatory to affix QR code along with BEE star label on each unit of refrigerator being manufactured, import or sold in India w.e.f. 1st January, 2023.

On 25 March 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 102 to approve Technical Regulation on Quality and Conformity Assessment Requirements for Water Consumption Equipment.

The Regulation for Water Consumption Equipment was approved in the form of Technical Regulation on Quality, Conformity Assessment Requirements and Specifications for the Conformity Identification Mark, contained in Annexes I, II and III.

This Regulation applies to water consumption equipment of the following types, regardless of the technology applied:

electrical equipment with water cooling and without water quality improvement;

electrical appliances without water cooling and with water quality improvement;

electric equipment with water cooling and water quality improvement;

all non-electrical equipment that has the characteristic of improving the quality of water for human consumption.

The following products are excluded from the application of this Regulation:

equipment that supplies water without cooling and without performing water quality improvement;

filtering elements or water quality improvement devices, which are replacement components;

products intended to improve water quality through a suction process, such as squeeze bottles, straws, among others;

products intended for the treatment of non-potable water;

equipment for the production of ice;

coolers containing a container and/or hydraulic systems for supplying water and ice;

equipment exclusively intended to supply water for the production of tea, coffee, soups, juices and soft drinks.

The equipment is also under a non-automatic import licensing system, and the importer must obtain consent from Inmetro.

This Portaria entered into force on April 1, 2022.

 

Malaysia 马来西亚

2022 年电子烟设备的商品说明 (认证和标记) 令已于 2022 年 4 月 5 日在宪报刊登。本地制造或进口的电子烟装置应在 2022 年 8 月 3 日之前符合商品说明。所有电子烟设备都必须根据 MS 2716:2019 进行测试和认证，其中包括电气、机械、化学、无线连接 (如适用)、EMC 和功能测试。经认证的电子烟装置必须贴上 SIRIM MS 标志，方可销售和提供给市场。

According to The Ministry of Domestic Trade and Consumer Affair (KPDNHEP) of Malaysia, the Trade Description (Certification and Marking) of Electronic Cigarette Devices (vape device) Order 2022 was gazetted on April 5, 2022 under the Trade Description Act 2011.

Locally manufactured or imported e-cigarette device shall comply with the Trade Descriptions by August 3, 2022.

All e-cigarette devices must be tested and certified according to MS 2716:2019 which includes tests of electrical, mechanical, chemical, wireless connectivity (if applicable), EMC and functional.

The certified e-cigarette device shall be labelled with SIRIM MS mark before it can be sold and offered to the market.

On March 8th, 2022 ENACOM has published Synthesized Resolution 280/2022 to introduce an updated version of the Testing Standard for Low Power Devices (SRD).

The keypoints for this update are as follows:

• New Testing Standard for Low Power Devices (SRD): ENACOM-Q2-60.14 V21.1
  • It has already become effective since March 8th, 2022
  • Replaced former ENACOM-Q2-60.14 V20.1 standard
  • New SRD low frequency bands have been included:
    • 490 – 1.705 MHz
    • 705 – 30 MHz
  • ENACOM has granted a grace period of 90 calendar days to allow new and ongoing applications to be still accepted having reports issued under ENACOM-Q2-60.14 V20.1 former standard.
  • For renewals, based on former Res. 552/2021, no retesting would be required, as long as the original test report shows compliance with the limits established in this new regulations.
  • New Testing Standard for Low Power Devices (SRD): ENACOM-Q2-60.14 V21.1

On February 9, 2022, the Agência Nacional de Telecomunicações (ANATEL) in Brazil has published Act 2271, with the objective to establish technical requirements for the conformity assessment of “Signal Boosters” for Personal Mobile Service (SMP).

Compliance with these technical requirements will be mandatory from August 8, 2022.

Highlight:

• The maximum transmission power of the Internal Signal Booster in the uplink must comply with the limit established for each channel and radio frequency band used. Although if the regulations do not establish an emission limit then, in uplink, the internal signal amplifier must not exceed the maximum conducted power of 30 dBm.
• At downlink the maximum conducted power output must not exceed the value of 17 dBm. Power spectral density is limited to 10 dBm/5 MHz.

Under the MTCTE Scheme, TEC has issued a notification, mandating Energy Consumption Rating (ECR) test report submission from January 1st, 2023 for all Essential Requirements (ERs).  The parameter name and the standard to be tested shall be added to the ERs and made available for the OEMs and labs in preparation.

PTA 更新了SRD和IoT产品的法规要求，还包括4月开始接受LPWAN产品的申请。

On 16th February 2022, Pakistan Telecommunication Authority (PTA) has issued a Regulatory Framework for Short Range Devices (SRD) & Terrestrial Internet of Things (IoT) Services. The framework is created and introduced as a regulatory tool that facilitates IoT service operations. PTA shall start accepting Class Low-Power Wide-Area Network (LPWAN) Licensing applications from 31st March 2022.

The framework provides a regulatory mechanism for the industry, to enable the development of IoT eco-system in Pakistan. This framework aims to accelerate the growth of IoT services to facilitate digital transformation creating IoT-enabled systems in different sectors to automate operations and render electronic services to citizens.

IoT is one of the major technologies of the Fourth Industrial Revolution (Industry 4.0); it is used to run smart city systems and digital services such as smart homes, smart meters, transportation etc., thereby, supporting Government’s vision of Digital Pakistan.

This regulatory frame work had include all allowed spectrum bands and output power ranges. With notification of this regulatory framework, all such devices operating in these frequency bands shall now require a mandatory type approval certification.

Philippines Revised the Mandatory Standard for Television Receivers and Video Monitors.

The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) recently published  PNS 378:2021 – Television Receivers and Video Monitors – Viewing Screen Dimensions – Method of Measurement as Philippine National Standard (PNS).

This standard which cancels and replaces PNS 378:2000, specifies procedures in measuring the dimensions of the viewing screen of television receiver and video monitor products. The main change with respect to the previous edition is the deletion of cathode ray tube technology.

 

Rwanda 卢旺达

In the Official Gazette Special of February 16, 2022, RURA (Rwanda Utilities Regulatory Authority) has recently announced a suspension of regulation No. 011/R/STDICT/RURA/2020 governing importation, supply and type approval for electronic communications equipment.

The key change in the new provisional law is the introduction of processing fees. Please be advised that due to the ongoing implementation of the platform, processing might take some time.

It is also to be mentioned that RURA introduces two options for type approval applications: either a simplified procedure or a standard one.

On 16 February 2022, the Mexican Secretariat of Economics issued a Notice on the recognition of certificates issued under NOM-015-ENER-2012 on Energy Efficiency Requirements for Refrigerators and Freezers.

The Notice aims to advise the Customs Authority that the import of products with certificates of compliance issued in accordance with NOM-015-ENER-2012 which are still valid must be accepted.

 

China Taiwan 中国台湾

经济部标准检验局于2022 年 3 月 18 日宣布，自 2022 年 10 月 1 日起，用于显示即热式热水器商检标志的指定代码应包括二维 (QR) 条形码。 在颁发证书之前或申请符合性声明注册时，应向 BSMI 申请二维码。 2022年10月1日前已取得产品注册证的，应在产品进口或运出生产场所前申请二维码。

On 18 March 2022 Taiwan’s Bureau of Standards and Inspection of the Ministry of Economic Affairs announced that the designated code for the purpose of revealing the commodity inspection mark on instantaneous water heaters should include a two-dimensional (QR) barcode, with effect from 1 October 2022.

An application for the QR code should be made to BSMI before a certificate is issued or when applying a registration of declaration of conformity. For those who have been granted product registration certificates prior to 1 October 2022, the application for the QR code should be made before the products are imported or transported out of the manufacturing sites.

泰国工业部于 2021 年 1 月 26 日发布制定关于家用洗衣机的工业标准 TIS 1462-2562 – 能效要求。该标准涵盖家用和类似用途的洗衣机，额定电压不超过 250 V 的单相交流电源，带或不带加热装置以及热水和/或冷水供应，标准洗涤容量不超过 30 公斤。 

该标准于 2022 年 2 月 27 日起强制执行。

Issued on 26 January 2021 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 1462−2562 on Washing Machines for Household Use – Energy Efficiency Requirements in accordance with the Industrial Product Standards Act.

The standard covers clothes washing machines for household and similar purposes, with rated voltage not exceeding 250 V for single-phase AC supply, with or without heating devices and for hot and/or cold water supply, having standard washing capacity not exceeding 30 kg. It also deals with appliances for water extraction by centrifugal force and is applicable to appliances for both washing and drying textile.  Excluded from the scope are washing machines for industrial use and washing machines used in special or unusual conditions such as environmental conditions that are corrosive or potentially explosive.

The standard will be mandatory with effect from 27 February 2022.

 

UAE 阿联酋

​UAE推迟家用空调能效新要求，从 2023 年 1 月开始适用家用空调的新 EER 限值。

The Ministry of Industry and Advanced Technology (MoIAT) informs the new implementation dates for the enforcement of the 2019 version of the UAE.S 5010-1:2019 “Labeling – Energy efficiency label for electrical appliances – Part 1: Household Air Conditioners” with regard to EER limits for the equipment.

The MoIAT notes that it gives a one-year transitional period for implementation of more rigorous limits for air conditioners that are subject to UAE.S 5010-1:2019. Thus, the following new EER limits for household air-conditions must be applicable starting from January 2023:

Please pay attention that current ECAS/EQM certificates of conformity will be valid until their expiry date or until December 31, 2022, whichever comes first. On 25 February 2022, Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 69 to approve the Technical Regulation on Quality and Conformity Assessment Requirements for LED Lamps with Integrated Control Gear.

The Technical Regulation, attached in the Annex to this Portaria, establishes mandatory requirements related to the performance, electrical safety and electromagnetic compatibility of LED Lamps with control gear integrated into the base. This new decree Replaces decrees 389/2014, 143/2015, 144/2015, 76/2016, 221/2016 and 167/2018, and is inforce since March 03rd, 2022.

On 24 February 2022, Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 62 to approve the Technical Regulation on Quality and Conformity Assessment Requirements for luminaires for public street lighting. This new decree replaces decrees 20/2017, 404/2018, 239/2019 and 308/2019, and is inforce since March 03rd, 2022.

 

Egypt 埃及

2022 年 2 月 24 日，埃及贸易和工业部发布第 85/2022 号决定，修订了第 171/2020 号决定，以符合家用和类似用途电器、鞋类及其零件、玩具和其他产品的标准。 该修正案专门针对埃及标准 ES 7823 对光源和灯具的能效要求。 它将该标准的合规期限延长一年，或直到该标准的当前版本被修改，以先到者为准。 该标准的 2014 版在此之前有效。 本决定于 2022 年 2 月 25 日生效。

On 24 February 2022, the Egyptian Ministry for Trade and Industry issued Decision No. 85/2022 amending Decision No. 171/2020 on compliance with standards on household and similar electrical appliances, footwear and its parts, toys, and others.

This amendment is specific to Egyptian Standard ES 7823 Energy efficiency requirements for electrical lamps and luminaries. It extends the compliance deadline for this standard by a year, or until the current version of the standard is amended – whichever comes first. The 2014 version of the standard is valid until that time.

This Decision entered into force on 25 February 2022.

 

Mexico 墨西哥

On 17 March 2022, the Mexican Secretariat of Economics published a Declaration of validity of Standard NMX-I-J-324-NYCE-ANCE-2022 on Lighting – Integrated Light Emitting Diode (LED) Lamps for General Lighting – Safety requirements and Test Methods.

The Standard establishes the safety and interchangeability requirements, test methods and conditions that are required to show compliance of integrated LED lamps, which are intended for residential applications and for similar general lighting purposes, with:

1. a) A nominal power of up to 150 W;
2. b) A nominal voltage greater than 50 V and up to 277 V; and
3. c) Caps according to Table 1.

The Standard is modelled on IEC 62560, except for the modifications set out in the table of this Declaration.

This Standard will enter into force on 13 September 2022 (180 calendar days after the publication of this Declaration of Validity in the Official Gazette).

EAEU 欧亚经济联盟

2022 年 2 月 11 日，EAEC 发布第 23 号决定，关于批准进口到 EAEU 并需符合TR EAEU 048/2019的能源消耗设备清单。

第 23 号决定于 2022 年 3 月 13 日生效。该清单包括 18 组产品，每组都标明了 EAEU HS code。有些产品强制申请CoC；有些产品可申请DoC，详细请参考以下连结:

EAEU TR 048/2019 原定于 2022 年 9 月 1 日生效，但考虑到完成技术法规实施所需文件的协调和批准需要大量时间，并且缺乏实施 TR EAEU 048/2019 要求的基础设施基础 (测试实验室、参考样品等)，EAEU TR 048/2019有可能再度延期到2023 年 9 月 1 日。目前该延期的草案正在收集意见中。

On Feb. 11th, 2022, the EAEC Decision No. 23 (dated Feb. 8th, 2022) on approval of the list of energy-consuming devices, the import of which to the EAEU is under compliance with TRs, was published.

Decision No. 23 comes into force on Mar. 13th, 2022.

The list includes 18 items, the EAEU HS code is indicated for each group.

There are two types of conformity assessment: mandatory certification of conformity and mandatory declaration of conformity, according to the norms of the EAEU TR 048/2019 “On requirements

for energy efficiency of energy-consuming devices”.

EAEU TR 048/2019 is planned to come into force on Sep. 1st, 2022. However, considering the significant time required to complete the coordination and approval of the requisite documentation for implementation of the technical regulation, and lack of lack of infrastructure base (testing laboratories, reference samples, etc.), the coming-into-force date for EAEU TR 048/2019 may be postponed from 1 September 2022 to 1 September 2023. Currently the draft decision is collecting public comments.

BEE issued an alert for the submission of Production Data and Labeling Fees for the Periods of FY 2017-18, FY 2018-19, FY 2019-20, FY 2020-21.

A final opportunity is being given to all such non-compliant permittees to submit the production data and labelling fees with a 10% penalty per year on the BEE Star label portal.

The portal shall remain open for a period of 60 days from the date of this alert till 15 May 2022.

On 11 March 2022, the Saudi Arabian Standards, Metrology and Quality Organisation (SASO) issued a list of adopted standards related to various sectors. The list was approved in the SASO board of directors’ meeting 183, and the standards are largely derived from international (ISO, IEC and ASTM) standards.

A 是的，进口商地址也应在产品上注明。对于在产品上注明进口商详细资料不可行的情况，针对贵方产品的法规可能会将其考虑在内，允许在它处注明。

 

符合性评估 英国/欧盟的符合性文件

Q 对于2021年的CE标志，符合性文件中列出的欧盟代表可以位于英国吗？还是必须位于其它27个国家？目前我们的欧盟代表位于英国。

A 欧盟代表必须位于欧盟境内，2020年12月31日后，位于英国的代表将不再被承认为欧盟代表。

Q 是否有这种可能，即“批准检验机构”将不能及时获得所有（UKCA符合性评定）相关法规领域的授权？英国是否有或将会有其它批准检验机构？

A 位于英国境内的所有欧盟授权检验机构将在2021年1月1日自动成为英国批准检验机构，因此我们可以确信，批准检验机构将覆盖总范围内的绝大多数产品。尽管如此，对于少数产品来说，在过渡期结束前，没有任何一家英国批准检验机构会将它们纳入其认证范围之内，出现这种情况时应联系相关政府部门征求意见。

Q 在进行产品符合UKCA标准的认证时，英国是否接受在欧盟范围内出具的检测报告？

A 如果适用法规要求进行第三方符合性评估，英国批准检验机构在认证时可酌情接受在英国境外出具的检测报告。这只有在检测实验室拥有适当的认证授权并应用了正确的检测标准时才有可能。CE和UKCA属于自我认证。

A 许多指令/法规并不要求授权检验机构/批准检验机构参与检验，但有些指令/法规的确要求授权检验机构参与检验。UKCA的要求与CE的要求非常接近，因此，如果您的产品不被CE认证要求授权检验机构参与认证，那么您的产品也不需要英国批准检验机构参与UKCA认证。

阿根廷ENACOM要求WWAN产品当地测试。

​ENACOM in Argentina has accredited another lab, LENOR S.R.L. Laboratory, to test cellular interfaces on January 3, 2022. Since there are now three accredited laboratories in Argentina to test 2G/3G, and two laboratories in Argentina to locally test LTE, all Wireless Wide Area Network (WWAN) devices must be tested locally starting February 23, 2022.

​Department of Telecommunication , MTCTE ( Mandatory Testing and certification of Telecommunication Equipment has issued a new notification on  amended rules for phase 3 and phase 4 products on 31/01/2022.

The main highlights are:

• Mandatory dates of certification – Phase products 3 remains same for phase 4 products the date has been extended to 1/7/2022.
• ILAC report acceptance date – 30/6/2022 (but it comes with some conditions)
• Phase 3  product list –

ILAC reports accepted with exception to safety and EMC. Need to check the annexure II of the document, as the product categories mentioned there, the technical parameters can have ILAC reports only if they are not border sharing countries with India.

Saudi Arabia 沙特阿拉伯

2022年1月1日，沙特阿拉伯通信和信息技术委员会 (CITC) 发布了《无线局域网条例》。该文件现已生效，取代“无线局域网 (WLAN/Wi-Fi) 使用规定”。无线局域网设备应在进口到沙特阿拉伯之前获得CITC的型式认证，并且需要符合相应的技术条件: 其中5925-7125 MHz作为Wi-Fi 6E频段。

The Communications and Information Technology Commission (CITC) of Saudi Arabia has published “WLAN Regulations” on January 1, 2022. This document is now in effect and replaces the document “Wireless Local Area Networks (WLAN/Wi-Fi) Usage Regulations.”  5925-7125 MHz (6 GHz) frequency band is opened for license-exempt use – WiFi 6E.

 

South Korea 韩国

2022 年 2 月 15 日，韩国贸易、工业和能源部 (MOTIE) 发布了 E-Standby 计划申请条例修正案。 该修正案主要从需要降低待机功率的产品中删除电脑和显示器，这两项产品将被指定为效率管理(MEPS)对象产品并进行管理。 该通知于 2022 年 2 月 15 日生效。当MEPS法规包括电脑、显示器的规则前，仍先按照之前的E-Standby法规进行评估，Korea Energy Agency预计会在3月份发布公文。

On 15 February 2022, the South Korean Ministry of Trade, Industry and Energy (MOTIE) issued an amendment to the E-Standby Program Application Regulation. The amendment primarily removes computers and monitors from Products Subject to Reduction of Standby Power. The said products would be designated and managed as Products Subject to Efficiency Management(MEPS). Relevant efficiency standards and labeling items etc would be provided in the MOTIE Notice on Energy Efficiency Labeling and Standards.

The Notice entered into force on 15 February 2022. However, the previous provisions may apply before the effective date of the MOTIE Notice on Energy Efficiency Labeling and Standards which reflects changes on computers and monitors. Korea Energy Agency estimate announce related official document at March.

 

South Korea 韩国

On 8 February 2021, the South Korean Radio Research Agency (RRA) issued an amendment to the Criteria for Electromagnetic Compatibility.

As the number of smart appliances combining multimedia and communication functions increases, this amendment is related to KS C 9814-1, KS C 9814-2 which are household electrical appliances, reclassifies the range of electronic products covered by electromagnetic wave immunity tests prescribed in Annex 5 as follows to reflect the recent technological trends:

• Devices without electrical control circuit,
• Equipments with an internal clock frequency of 15 MHz or less,
• Battery devices which are not included in the range of product 1,
• Products with internal clock frequency exceeding 15MHz and below 200MHz,
• Devices with internal clock frequency exceeding 200MHz.

The amendment also expands electromagnetic interference (EMI) measurement frequency bands from 30 MHz ~ 1 GHz to 30 MHz ~ 6 GHz, and further expands electromagnetic radiation immunity (EMS) test frequency bands by newly establishing the testing frequencies for the product range 3 to 5.

The Notice will enter into force on 7 February 2022.

On February 22, 2022, The Bureau of Standards, Metrology and Inspection (BSMI) announced the

amendments to the legal requirements for “printing or copying machines and 30 other commodities “&“Electric Pencil Sharpeners and 21 Other Commodities“ with immediate effect. The revised inspection standards are the latest version of the electrical safety specifications, electromagnetic compatibility and related inspection standards: CNS15598-1: 2020 and CNS15936: 2016, to bring our regulations into line with the international standards to ensure consumers’ safety.

Brazil 巴西

2022 年 1 月 20 日，巴西国家计量、标准化和工业质量研究所 (INMETRO/CONMETRO) 发布了第 8 号协议，以批准南方共同市场关于燃气器具最低安全和能效要求的技术法规以及家用燃气灶和烤箱的合格评定要求。本协议于 2022 年 2 月 1 日生效，并废除第 400/2012 号和第 496/2013 号协议。

On 20 January 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 8 to approve Mercosur Technical Regulation on Minimum Safety and Energy Efficiency Requirements for Gas Appliances along with requirements for conformity assessment of domestic gas stoves and ovens.

The Portaria applies to gas cookers and ovens for domestic use, including those with electric grills, electric grills and induction hobs as accessories, of the following types:

• gas cookers for domestic use;
• household gas ovens;
• household gas cooktops;
• any combination of the three products above.

This Portaria will enter into force on 01 February 2022 and will repeal Portarias No. 400/2012 and No. 496/2013.

 

Chile 智利

2021 年 12 月 2 日，智利电力和燃料监管局 (SEC) 发布了第 9708 号决议，批准第 1/19:2021 号议定书。本议定书根据标准 IEC60335-2-30: 2009 + AMD1: 2016 + AMD2: 2021 的适用范围和领域，更新了家用取暖器的认证程序，并将于 2022 年 11 月 30 日起开始实施，原依据第 1/19:2015 号决议取得认证的批次产品或在该国售完即止；第 9708 号决议于 2021 年 12 月 2 日生效。

On December 2, 2021, the Chilean Superintendency of Electricity and Fuels (SEC)  published Resolution No. 9708  approving Protocol PE No. 1/19:2021. This Protocol establishes the procedure for certification of domestic space heaters, in accordance with the scope and field of application of Standard IEC60335-2-30: 2009 + AMD1: 2016 + AMD2: 2021.

Per Article 2 Resolution No. 9708, manufacturers and importers shall have their products certified in accordance with PE No. 1/19:2021 from 30 November 2022. Batches of products that were certified in accordance with Protocol EP No 1/19:2015 before the date of application of Protocol PE No. 1/19:2021 may be marketed in the country while supplies last.  Manufacturers are producers, however, are encouraged to use the new protocol immediately.

The Certification Body will reject the product in the event that these instructions are not followed.

Resolution No.  9708  came into force on December 2, 2021.

Protocol PE No. 1/19: 2021 will be applicable from 30 November 2022.

 

Chile 智利

2021 年 12 月 2 日，智利电力和燃料监管局 (SEC) 发布了第 9709 号决议，批准第 1/11:2021 号议定书。 本议定书根据 IEC 60335-2-14:2016+AMD1:2019 CSV 的适用范围和领域，更新了家用和类似用途厨房机器的认证程序。并将于 2023 年 3 月 30 日起开始实施，原依据第 1/11:2012号决议取得认证的批次产品或在该国售完即止；第 9709 号决议于 2021 年 12 月 2 日生效。

On December 2, 2021, the Chilean Superintendency of Electricity and Fuels (SEC)  published Resolution No. 9709 approving Protocol PE No. 1/11:2021. This Protocol establishes the certification procedure (Chapter III, incl. testing) for kitchen machines for domestic use and similar purposes in accordance with the scope and field of application of IEC 60335-2-14:2016+AMD1:2019 CSV.

Manufacturers and importers shall have their products certified in accordance with PE No. 1/11:2021 from 30 March 2023. Batches of products that were certified in accordance with Protocol PE No. 1/11:2012 before the date of application of PE No. 1/11:2021 may be marketed in the country while supplies last.

The Resolution came into force on December 2, 2021.

The date of application of Protocol PE No.  1/11:2021 is 30 March 2023.

 

Chile 智利

智利电力和燃料监管局 (SEC) 于 2021 年 12 月 2 日颁布了 2021 年第 9710 号决议，批准关于某些家用液体加热设备的安全测试和认证的第 1/12:2021 号协议。该协议描述了获得认证的要求和方法，并规定范围内的产品必须根据 IEC 60335-2:2018-11 进行认证。协议PE No. 1/12:2021 自 2022 年 11 月 30 日起适用，并废除协议 PE No. 1/12:2014。

The Chilean Superintendency of Electricity and Fuels (SEC) enacted Resolution No. 9710 of 2021 approving Protocol PE No. 1/12:2021 on 2 December 2021, about safety testing and certification of certain household liquid heating appliances.

The followings are examples of products in scope:

• Coffee machines;
• Espresso coffee makers;
• Saucepans;
• Bottle heaters;
• Milk heaters;
• Livestock water/feed heaters;
• Sterilisers;
• Egg boilers;
• Laundry boilers;
• Electric Kettles and other appliances for boiling water with a rated capacity not exceeding 10 litres;
• Tea urns;
• Pressure cookers;
• Cooking pots (rice cookers, slow cookers);
• Yoghurt makers;
• Bain-marie glue heaters.

The Protocol describes the requirements and methodology for achieving certification and provides that products in scope must be certified in accordance with IEC 60335-2:2018-11.

Manufacturers and importers shall have their products certified in accordance with Protocol PE No. 1/12:2021 from 30 November 2022. Batches of products that were certified in accordance with Protocol PE No. 1/12:2014 before the date of application of PE No. 1/12:2021 may be marketed in the country while supplies last.

Protocol PE No. 1/12:2021 applies from 30 November 2022 and repeals Protocol PE No. 1/12:2014.

 

Singapore 新加坡

新加坡企业发展局 (ESG) 于2月7日发布公告：消费品安全办公室 (CPSO) 将对《消费者保护 (安全要求) 条例》(CPSR) 中饮水机的检测与认证要求进行澄清。其中，

(1)饮水机检测与认证要求：

• 可在1个大气压下将水加热到100℃的热水饮水机，应按照IEC 60335-2-15进行检测；
• 不可在1个大气压下将水加热到100℃的热水饮水机，应按照IEC 60335-2-21和/或IEC 60335-2-35进行检测；
• 如果饮水机配有用于分配冷水的压缩机，则须按照IEC 60335-2-24进行检测。

(2) 饮水机的注册：

• 现有已注册的饮水机：
  • 对于使用不适用的IEC标准进行注册的热水饮水机，宽限期推迟至2023年3月1日。
  • 自2023年3月1日起，所有已注册热水饮水机只能使用相应的IEC标准进行更新，其中：可在1个大气压下将水加热到100℃的热水饮水机，仅在提供有效的IEC 60335-2-15检测报告后方可更新；不可在1个大气压下将水加热到100℃的热水饮水机，仅在提供有效的IEC 60335-2-21和/或IEC 60335-2-35检测报告后方可更新。
• 新注册的饮水机：
  • 可在1个大气压下将水加热到100℃的热水饮水机，应按照IEC 60335-2-15进行检测；

This circular is to provide clarification regarding the testing and certification requirements for water dispensers under the Consumer Protection (Safety Requirements) Regulations (CPSR).

1. Existing requirements in the CPSR information booklet
2. The requirements for testing and certification of water dispensers under the CPSR as stated in our information booklet are as follows: a. Hot water dispenser which has below boiling temperature shall be tested to either IEC 60335-2-21 (storage type) or IEC 60335-2-35 (instantaneous type).
3. Testing to IEC 60335-2-24 shall be required if the water dispenser is incorporated with compressor for dispensing cold water.

 

1. Clarifications regarding the existing requirements
2. The Consumer Product Safety Office (CPSO) is aware that there are misinterpretations regarding these requirements, and would like to clarify on the interpretations, in line with decisions laid down by the International Electrotechnical Commission (IEC).
3. IEC’s Committee of Testing Laboratories (CTL) decision sheet DSH 579 provides the following clarification on the use of IEC standards for testing and certification of water dispensers: a. IEC 60335-2-15 shall apply if hot water boils
4. IEC 60335-2-21 shall apply if hot water does not boil
5. IEC 60335-2-35 shall apply if the water heater is instantaneous, and the water does not boil

III. IEC Technical Committee 61 (TC 61) has clarified in July 2021 that ‘water boiling’ as mentioned in DSH 579 refers to water reaching 100 °C at 1 atmosphere

Protocol No. 5/19:2021, approved by Resolution No. 9874 on 10 December 2021, sets out the requirements for the safety certification procedure applicable to floodlights.

The Protocol applies to floodlights on supply voltages not exceeding 1 000 V to be used for projection lighting, when the light is directed by reflection and/or refraction, to be used with electrical light sources such as incandescent, fluorescent, discharge lamps, LED, Induction or other technologies, according to the scope and field of application of the Standards IEC 60598-2-5: 2015-08.

Protocol No. 5/19:2021 does not apply to the following products:

• luminaires only for mining use;
• luminaires only for indoor use;
• LED projector luminaires of 12, 24, 36 or 48 direct current voltage, which work with solar energy through autonomous photovoltaic panels and batteries, without being connected to the distribution network of the electric company;
• projector luminaires to be used exclusively in explosion-proof areas.

Resolution No. 9874 was published on 10 December 2021, approving an application date for Protocol No. 5/19:2021 of 28 February 2023.

Note: consignments of products whose monitoring was carried out per Protocol PE No. 5/19 of 2013, before the date of application of protocol PE No. 5/19: 2021, may be marketed in the country while supplies last. Manufacturers and importers interested in using protocol PE No. 5/19:2021 before its entry into application may do so when there are Certification Bodies authorized for such purposes.

Issued on 26 January 2021 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 344-2562 on Lampholders for Tubular Fluorescent Lamps and Starterholders, in accordance with the Industrial Product Standards Act.

The Standard sets out the technical and dimensional requirements for lampholders for tubular fluorescent lamps and for starterholders, and the testing methods to be used in determining the safety and the fit of the lamps in the lampholders and the starters in the starterholders.

The standard consists of scope, definitions, general requirements, testing, marking, dust resistance, moisture and insulation resistance, electrical strength, resistance to heat and fire, etc.

The standard will be of mandatory application with effect from 28 January 2022.

From 1 October 2022, registrants who supply or import air conditioners covered by the new Determination must register all models of their products with the GEMS Regulator through the Energy Rating Product Registration System.

On 11 February 2022, the Eurasian Economic Commission published Decision No. 23 to approve a list of products in respect of which the customs declaration is accompanied by the conformity assessment document.

Annexed to the Decision is a list of products in respect of which the submission of a customs declaration must be accompanied by a document attesting conformity assessment with the requirements of the technical regulations of the Eurasian Economic Union on energy efficiency for electrical and electronic equipment (EAEU TR 048/2019).

The list includes 18 items, the EAEU HS code is indicated for each group.

Two types of conformity assessment are possible for the products in the list: mandatory certification and mandatory declaration of conformity, depending on the products groups and the HS code.

The Decision shall enter into force on 13 March 2022. EAEU TR 048/2019 comes into force on Sep. 1st, 2022.

The Government of the Russian Federation has approved new lists: the Unified List of Products Subject to Mandatory EAC Certification and to EAC Declaration.

The new list of products subject to EAC certification includes 26 product groups, including oil products, pipes and fittings, cement, radiators, civilian and service arms and cartridges, and mining equipment. In turn, 67 product groups are subject to EAC declaration, including in particular crockery, mineral and phosphate fertilizers, household chemicals and paints and varnishes, batteries and rechargeable batteries and disinfectants.

Information is added to the lists of products contained in Resolution No. 2425, specifying requirements for these products, rules and methods of tests, as well as the necessary rules for selecting samples. In addition, the products contained in these lists are identified by the customs tariff number.

Resolution No. 2425 will come into force on September 1, 2022, except for the requirements for objects of mandatory conformity assessment, which were included in the lists for the first time, for which the effective date is set for September 1, 2023. This gives product manufacturers and suppliers the opportunity to prepare for the implementation of binding requirements, and certification bodies and testing laboratories to receive appropriate accreditation for working with new items of conformity assessment. Resolution No. 2425 is valid until September 1, 2028.

The Resolution of the Government of the Russian Federation of December 1, 2009 No. 982 “On approval of a single list of products subject to mandatory EAC certification and a single list of products whose Conformity is confirmed in the form of an EAC declaration” is valid until September 1st, 2022. Previously issued certificates of conformity and declarations of conformity for products are valid until the expiry date specified therein, but no longer than September 1st, 2025.

On 13 January 2022, the Serbian government issued this Regulation concerning the conditions, appearance, and manner of affixing the Serbian conformity mark to products. The Regulation was issued pursuant to Article 14(5) of the Law on Technical Requirements for Products and Conformity Assessment.

Article 3 of the Regulation states that the Serbian mark of conformity is the only mark that confirms the compliance of a product with the specific technical requirements applicable to it. This provision will however cease to be valid on the date of entry into force of the ACAA (Agreement on Conformity Assessment and Acceptance of industrial products) with the EU or, if this agreement is not concluded, from the date of entry into force on the accession of the Republic of Serbia to the European Union. Thereafter, the CE mark will be the only mark that confirms a product is compliant with the relevant EU regulation, upon which Serbia’s requirements are based.

Article 6 stipulates that the mark of conformity must be affixed in a way that is visible, legible and indelible, and to a place that is easily accessible for inspection. If it is not possible to place the mark on the product itself, then it can be printed on the packaging or, failing that, printed on the product documents.

Per Article 11 the Serbian mark of conformity can be placed on imported products based on a decision from the competent authority, or on the basis of a certificate of conformity that is issued by an approved body.

This Regulation entered into force on 14 January 2021, and applies from 1 May 2022.

On 21 December 2021, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 497 approving the Technical Regulation for Low Voltage Electrical Devices.

This Technical Regulation establishes the requirements regarding safety and conformity of the product’s markings and inscriptions.

It applies to electrical devices used in electrical installations of voltage up to 1 kV with nominal current up to 63A.

The Regulation sets out the marking and instructions requirements. Low voltage electrical devices must contain the mandatory information set out in Table 1, in Portuguese, on the body of the product.

In addition, the packaging must contain, besides the mandatory information required for each product, in an easily visible place, and in a clear, indelible and permanent way, the company name, address, National Register of Legal Entities – CNPJ or  Individual Register – CPF of the supplier or assembler.

This Portaria will enter into force on 3 January 2022 and will repeal Portarias No. 335/2011 and 107/2012.

 

EAEU 欧亚经济联盟

On 28 December 2021, the Eurasian Economic Commission adopted Decision No. 197 to amend the list of products requiring customs declarations to be accompanied by documents certifying conformity with the requirements of Customs Union’s Technical Regulations on Low Voltage Equipment (TR CU 004/2011) and Electromagnetic Compatibility (TR 020/2011).

The Decision adds new TN VED EAEU codes (Nomenclature of Foreign Economic Activity) to the EAEU list of products, and replaces some existing codes for a number of products including:

• general purpose lamps
• incandescent, compact fluorescent lamps
• LED
• spotlights
• luminaires recessed into the ground
• circuit breakers

Decision No. 197 shall enter into force on 29 January 2022. It applies to legal relations arising from January 1, 2022.

Sub GHz frequency range has been increased from 865-867MHz to 865-868MHz with effect from 13th Dec 2021 by Wireless Planning and Coordination (WPC), India.   Short Range Devices such as metering devices,  Sensors Data acquisition devices; Wireless monitoring and communication devices operating in frequency band 865-868MHz are exempted from licence requirements.  These devices can be placed in Indian market by obtaining Equipment Type Approval based on ETSI EN 300 220.

Devices operating in frequency band 9KHz to 30MHz are exempted from license requirements for inductive applications with effect from 21^st Dec 2021 by Wireless Planning and Coordination (WPC), India.   Devices such as NFC, RFID, car immobilisers, wireless chargers can be placed in Indian market by obtaining Equipment Type Approval based on ETSI EN 300 330.

IFETEL published new Homologation Guidelines on December 29, 2021.

Under these new Guidelines are the following Types of Homologation Approval Processes:

• Type A – This process considers testing and results in a Certificate of Conformity (CoC) issued by a local Certification Body (CB) (such as NYCE, TUV Rheinland, etc.) and a CoH issuedby IFETEL.
• Type B – This process is made through Technical Opinion by an authorized “perito” and results in a CoH issued by IFETEL.
• Type C – This process is applicable to products that are subject to both Type A and Type B. It considers testing, CoC, and a Technical Opinion from an authorized “perito” and results in a CoC issued by a local CB (such as NYCE, ANCE, etc.) and a CoH issued by IFETEL.

 

CoCs and CoHs will be issued:

• with indefinite validity for Type A, Type B, and Type C Approvals. In order for Type B and Type C Approvals to receive indefinite validity, the holder of Type B and/or Type C CoHs must present a Technical Opinion from an authorized “perito” within ninety (90) calendar days prior to the end of two (2) years from the date the CoH was issued, which demonstrates that the Products are operating satisfactorily in their modalities and design applications.
• in a digital format. They may also be re-issued in a digital format with the same technical characteristics and terms originally given. The purpose of re-issuing in a digital format would allow for:

Singapore Enterprise had announce in change of registered suppliers information: UEN number is replacing RS code from December 1, 2021 for Singapore Consumer Protection (Safety Requirements) Registration Scheme or CPS Scheme.

Consumer Protection Safety Office (CPSO) has updated the existing CPSA system, which is the online system for registration of Controlled Goods (CGs), and hosting of information on registered CGs, including the following databases:

Register of Registered Suppliers (RS)

Register of Registered Controlled Goods.

The new/ updated system is known as CPSA+, and there is one major change for RS information in CPSA+ system: Removal of unique three-character RS code

RSes will no longer be identified by their unique three-character RS code and will instead be identified by company UEN, which is likewise unique to each RS. Certain processes will be affected by this change:

The three-character RS code can no longer be used as the username to log into your RS account

As the three-character RS code will no longer used to identify RS in the new system, CABs may instead require RSes to provide their UEN number during registration/renewal of Controlled Goods.

It is no longer mandatory to display the three-character RS code on the CoC. Displaying the RS code will be up to the CAB’s discretion.

UEN number needs to be provided instead of RS code for application from December 1, 2021.

On 23 December 2021, the South Korean Radio Research Agency issued an amendment to the Notice on Conformity Assessment of Broadcasting and Telecommunications Equipment. The amendment was issued to simplify the exemption procedure of conformity assessment for certain equipment and the process of interim certification.

The amendment provides that equipment which are identical to those previously certified under the interim conformity assessment procedure shall be exempt from review by the provisional examination committee. The period for processing applications for interim certification is shortened from 60 days to 30 days. Also, the Radio Research Agency may extend the review period to a maximum of 15 days (as opposed to 30 days) if professional technical review is necessary during the interim certification process.

The amendment further prescribes that identical components which are manufactured or imported for the maintenance and repair of certified equipment shall be cleared without additional exemption procedure at the time of customs clearance. It must be established in advance that the components are intended for the maintenance and repair of a certified equipment.

The Notice entered into force on 23 December 2021.

On 29 November 2021, the South Korean Radio Research Agency (RRA) issued an amendment to the Notice on Measurement Method for Electromagnetic Field Intensity.

The amendment was issued to improve measurement standards of electromagnetic wave intensity to meet the actual operation, operating environment and measuring equipment conditions of radio stations and domestic appliances.

Specifically, the amendment adds the cooking vessel and operating conditions for measuring the electromagnetic wave intensity for inductive kitchen heating appliances in Annex 2 on magnetic field measurement methods for home appliances and similar devices.

The document also amends the measurement method of electromagnetic wave intensity of radio stations by improving the measurement interval and time as well as measurement methods and conversion factor, according to the environment and conditions of the actual installed and operated base station in Annex 1.

Furthermore, the amendment corrects some phrases and relaxes certain regulatory conditions, in Annex 3 on measurement methods of electromagnetic wave intensity of radio station with RF pulse type signal, Annex 4 on power density measurement methods for portable (transmission) wireless equipment used over 6GHz, and related forms of the Annexes.

The Notice entered into force on 1 January 2022.

Establishment of NBTC TS 1024-2564 for Radiocommunication Equipment Used in Land Mobile Service in VHF/UHF Bands for Speech and/or Data Communication (Digital), Notification, B.E. 2564, 2021

Issued on 20 December 2021 by the Thailand Office of the National Broadcasting and Telecommunications Commission (NBTC), this Notification establishes new NBTC Technical Standards 1024-2021(B.E.2564) on Radiocommunication Equipment Used in Land Mobile Service in VHF/UHF Bands for Speech and/or Data Communication (Digital).

The Standard provides technical characteristics for radio communication equipment used in the land mobile service for for data and/or digitised speech communications in 30-960 MHz with channel spacing of 6.25 kHz and/or 12.5 kHz. These equipment may be used for base station, mobile station and hand portable station.

The said devices must comply with one of the following standards regarding electrical safety:

• IEC 60950-1 Information technology equipment – Safety – Part 1: General requirements;
• TIS 1561-2013 Information Technology Equipment – Safety: General Requirements;
• IEC 62368-1 Audio/video, information and communication technology equipment – Part 1: Safety requirements;
• TIS 62368 Part 1-2563 Audio/Video, Information and Communication Technology Equipment – Part 1: Safety Requirements.

Applicable equipment also must demonstrate compliance with requirements of the standard.

This Notice entered into force on 21 December 2021, and repeals the NBTC Technical Standard 1024-2561 dated 6 December 2018.

On 24 December 2021, the State Service of Special Communications and Information Protection of Ukraine issued Order No. 769 approving the methodology for calculating the electromagnetic compatibility of radio equipment in the frequency Bands 703 – 733 and 758 – 788 MHz.

The methodology applies to radio equipment for special users and mobile communication equipment in the 703-733 and 758-788 MHz Radio Frequency Bands.

This Order came into force on 29 December 2021.

On 21 December 2021, the Eurasian Economic Commission adopted Decision No. 180 to amend list of products in respect of which a customs declaration must be accompanied by a RoHS conformity assessment document.

The aim is to add new TN VED EAEU codes (Nomenclature of Foreign Economic Activity) to the EAEU list of products, and the replacement of some existing codes.

The updated lists of products relates to EAEU TR 037/2016 on restriction of the use of hazardous substances in electrical and electronic equipment.

Decision No. 180 enters into force on 23 January 2022.

On 10 December 2021, the Chilean SEC issued Resolution No. 9876 approving Protocol PE: 1/18:2021 on the safety protocol for testing and certification of electric microwave ovens.  According to the Resolution, for the purpose of certification, electric ovens must conform to the following international standard;

• IEC 60335-2-25:2020

National manufacturers, importers and marketers of electric microwave ovens must have the respective certificates of approval starting from 30 November 2022. Batches of products that were certified in accordance with PE No. 1/18:2007 before the date of application of protocol PE No. 1/18: 2021, may be marketed in the country while supplies last.

Manufacturers and importers interested in using protocol PE No. 1/18:2021, before its entry into force, may do so when there are Certification Bodies authorised for such purposes.

Protocol PE: 1/18:2021 will apply from 30 November 2022.

Mandatory Implementation of Indonesian National Standards for Household Kitchen Machinery and Appliances for Heating Liquids, Regulation No. 58/2020

This decree states that all of Kitchen Machines and Appliances for Heating Liquids for Utilization of Household Electricity produced within the country or imported, distributed and marketed in the country shall fulfil the SNI requirements. The producers which produced these products therefore shall comply with those requirements proven by having Product Certificate for Using SNI Mark.

The product certificate on SNI marking shall be issued by a Product Certification Body which has been accredited by KAN and appointed by the Minister of Industry through testing of the conformity of the products quality against SNI requirements.

Products which are distributed in domestic market that originated domestically and imported shall meet the requirements consisted in:

• SNI 7859-2013, Household and similar electrical appliances – Safety – Part 1: General requirements; and SNI IEC 60335-2-14-2011, Household and similar electrical appliances – Safety – Part 2-14: Particular requirements for kitchen machines; for Electrical Blender, Electrical Juicer, Electrical Mixer and Electrical Food Chopper

On 6 January 2022, the South Korean Agency for Technology and Standards (KATS) announced the revision of three KC safety standards for electrical appliances in order to comply with international conventions on the safety management of electrical appliances (WTO/TBT, IECEE).

The revised safety standards and major changes are as follows:

1. KC 60335-2-7 Household and similar electrical appliances – Safety Part 2-7: Particular requirements for washing machines:

• Specification of test items such as temperature rise, abnormal operation, and structure –
  • addition of temperature rise standards by surface material and location during normal operation;
  • addition of condition for overload operation test;
  • relaxation of standards for internal opening force of doors;
  • addition of requirements for steam generators.

2. KC 60335-2-23 Household and similar electrical appliances – Safety Part 2-23: Particular requirements for skin or hair care:

• Specification of labeling and test items for mechanical hazard and structure, etc –
  • correction of errors and addition of requirements for specific products;
  • addition of safety tests for equipment used on the floor/table;
  • addition of structural requirements for device surface to prevent burns to users.

3. KC 60335-2-80 Household and similar electrical appliances – Safety Part 2-80: Particular requirements for fans:

• Specification of labeling and test items for mechanical hazard, etc –
  • addition of labeling items for specific products;
  • addition of test items related to pinching or injury risk.

The Notice entered into force on 6 January 2022.

The previous KC version can be applied with the above safety standard until 2022.12.31.

Proposed Central American Technical Regulation RTCA 23.01.80: 21 would establish energy efficiency requirements for certain ductless split-type air conditioning equipment.

This Regulation establishes the minimum energy efficiency ratio (SEER) level, test method, conformity assessment procedure and labelling requirements for ductless split type air conditioners with variable refrigerant flow which are imported or marketed in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The type of air conditioners in scope are those using electrical air-cooled condensers with a nominal cooling capacity of up to 19050 Wt (65 000 BTU) and operating by mechanical compression.

The Technical Regulation recognizes the validity of the following test methods for determining the performance of air conditioners:

• ANSI/ASHARE 37-2009 Methods of testing for rating Unitary air conditioning and heat pump equipment. The American Society of Heating, Refrigerating, and Air-Conditioning Engineers, Inc. 2.
• ARI 210/240- (2017) Performance Rating of Unitary Air-conditioning & Air-source Heat Pump Equipment;
• NOM-023-ENER-2018  Energy efficiency in split air conditioners, free discharge and without air ducts (Mexican standard).

In relation to labelling, all equipment shall bear the energy efficiency label set out in Annex B. The energy label shall:

• be attached to the device or affixed by means of a sticker;
• be affixed in a visible manner on the surface of the product;
• contain, in legible and indelible form, in “Arial” font, the minimum information listed in section 11.3 of this Regulation;
• comply with the dimension requirements as specified under section 11.4.

 

Colombia 哥伦比亚

On 29 December 2021, the Colombian Ministry of Mines and Energy published Resolution No. 40420 amending the Technical Regulation for Energy Efficiency Labeling of End-Use Electrical and Fuel Gas Equipment (RETIQ).

This Resolution suspends the entry into force of the new  energy efficiency values for air conditioning equipment subject to RETIQ. These new values were established under Article 2(8) of Resolution 40247/2020 amending RETIQ. Their date of entry into force was initially set on January 1, 2022.  As such, the Resolution extends the effective date of the current energy performance ranges for air conditioning equipment until 31 December 2023.

Finally, the Resolution provides that the Ministry of Mines and Energy have until 31 December 2023 to set out energy performance ranges for commercial chillers, refrigerators and/or freezers and high-power cooking equipment.

This Resolution came into force on 29 December 2021.

On 16 December 2021, the Singapore National Environment Agency (NEA) approved an amendment of the Energy Conservation (Regulated Goods and Registered Suppliers) Regulations.

With effect from 1 January 2022, the Minimum Energy Performance Standards (MEPS) for refrigerators, clothes dryers and air-conditioners are raised as part of Singapore’s efforts to improve household energy efficiency and reduce greenhouse gas emissions. New standby power requirements are also be introduced for split type air-conditioners.

As such this amendment sets out the Minimum Energy Performance Standards (MEPS) and the Mandatory Energy Labeling Scheme (MELS) for

• casement and window type air-conditioners,
• split type (non-inverter) air-conditioners with one indoor unit ,
• split type (non-inverter) air-conditioners with more than one indoor unit,
• split type (inverter) air-conditioners with one indoor unit,
• split type (inverter) air-conditioners with more than one indoor unit,
• refrigerators without freezers, with freezers and with through the door ice dispenser,
• clothes dryers.

A transitional period of 1 year, from 1 January 2022 to 31 December 2022, is provided to allow existing MEPS requirements to continue to apply to goods which are imported into or manufactured in Singapore before 1 January 2022 or imported into or manufactured in Singapore on or after 1 January 2022 and supplied under an agreement entered into before 1 January 2022.

The Ukrainian Ministry of Energy adopted Order No. 676 approving the energy labelling requirements for local space heaters.

The Technical Regulations are modelled on the criteria contained in EU Regulation No. 1186/2015. This Order establishes the requirements for the energy labelling of local heaters with a nominal heat output ≤ 50 kW.

This Order enters into force on 28 December 2021.

Registered Suppliers (RS) are to note that from 13^th July 2022 (inclusive) onwards, the above Controlled Goods which are tested to editions of their applicable Safety Standards that are older than what is listed above, will not be accepted for new registrations or renewal of existing registrations.

本次修订规定，二维码无需贴在产品检验标志的基本标签旁边，可在包装上单独展示。 本次修订明确二维码应在产品安全检验证书签发前应用，于本次修订生效前已取得证书的产品，应在出厂或进口前申请二维码。

基于降低成本的考虑，根据第九条的规定，对于应当加贴二维码的产品，可以根据产品的类型、形状或尺寸的不同，选择不同的标记方式。

Taiwan’s Ministry of Economic Affairs approved an amendment to Articles 3 and 9 of the Regulations on the Use of Commodity Inspection Mark in order to clarify and make the labelling requirements of the QR code more flexible on Janyary 11,2022.

This amendment sets out that the QR code does not need to be placed next to the basic label of the product inspection mark, and it can be presented separately on the package.  In order to manage the QR code better, this amendment clarifies that the QR code should be applied before the product safety inspection certificate is issued. Products that have obtained the certificate before the entry into force of this amendment should apply for QR code before leaving the factory or importing.

Based on the consideration of reducing the cost, in accordance with Article 9, for the products that should bear a QR code, different methods of marking can be chosen based on the different types, shapes, or sizes of the products.

On 27 December 2021, the Vietnamese Ministry of Science and Technology published the Draft Circular No. 2824//TT-BKHCN seeking to regulate the display of compulsory label contents by means of electric means in a hope to implement Decree No. 111/2021/ND-CP which revises the rules for the labelling of goods under Decree No. 43/2017/ND-CP.

The scope of the Draft Circular per the Annex applies to the following products;

Due to the standards update as shown above, now there are new combinations of 4G and 5G dual connectivity (EN-DC combinations). Due to it, ANATEL defined 6 months counting from Nov 29^th for all manufacturers to present the testing report for the new EN-DC combinations from devices approved before this act.

由于新冠疫情的影响，ANATEL将简化的续签流程推迟至2022年7月31日。凡是在2020年3月6日至2022年7月31日之间到期的证书，只要设备未进行任何修改，并提供新的外部与内部照片，就可以免于进行更新测试。

ANATEL has published the Official letter nº 233/2021. Due to the remaining impact of COVID-19, ANATEL decided to extend the simplified renewal process once more and now all certificates with expiration date between March 6, 2020 and July 31, 2022 are exempt of doing renewal testing and providing new external/internal photos as long as the device had not suffered any modification.

This exemption is not valid for products that failed during the tests in the last conformity assessment.

​《汽车雷达无线电管理暂行规定》工信部无 (2021) 181号

主要内容如下:

一是规定了汽车雷达使用频率 (76-79GHz频段)、主要使用场景，明确了发射功率及功率谱密度限值、通用杂散发射限值、特殊频段保护限值、接收机阻塞特性等射频技术要求，并强调除国家无线电管理机构另有规定外，76-79GHz频段不能用于其他类型陆基雷达，也不能用于在航空器 (含无人机、气球、飞艇等) 上装载使用的雷达。

二是明确了汽车雷达无线电管理方式，即在76-79GHz频段内设置、使用汽车雷达，无需申请取得无线电台执照，但生产、进口在国内销售、使用的汽车雷达设备应当向国家无线电管理机构申请无线电发射设备型号核准。

三是明确了汽车雷达使用和干扰协调要求，即不得对同频段或相邻频段内依法开展的固定、移动、卫星固定、业余、射电天文等无线电业务或无线电台 (站) 产生有害干扰，并在附件2中规定了不同射电天文台台址及与汽车雷达之间的干扰保护距离。

Since March 1^st of 2022, SRRC approval will be opened to Vehicle Radar. Working frequency is 76-79GHz; 24GHz is not allowed for such product any more.

2021年11月25日，SIRIM QAS International发布公告编号 SQASI/CMCS/1/21/0020，重申产品营销名称是马来西亚通信和多媒体委员会 (MCMC) 要求在型式批准申请中声明的必要信息之一。所有型式认证申请人应确保在提交申请时声明产品营销名称信息，并在上市产品上提供。

On November 25, 2021, SIRIM QAS International issued Announcement Ref. No. SQASI/CMCS/1/21/0020.The announcement reiterates that the product marketing name is one of the requisite information to be declared in the Type Approval application, as requested by the Malaysian Communications and Multimedia Commission (MCMC). This information will be used to facilitate the consumer and regulator’s enforcement team in verifying the product certification status via CYL mobile application.

As such, all Type Approval applicants shall ensure the product marketing name information is declared upon application submission and is available on the marketed product. Nonetheless, if the product is marketed without a specific marketing name, applicant shall input the marketing name information field in e-ComM with the specific model name.

The marketing name information shall be traceable from one or more of the following objective evidence:

1.Product Specification

2.User Manual

3.Product Brochure

4.Product Marking

5.Product Packaging

Certificate Holders who had their product certified without marketing name information may request that the information be added to the approved Certificate of Conformity (CoC). The addition of a marketing name to an approved CoC will incur a fee for evidence verification.

In case that a product is marketed under more than one (1) marketing name, applicant shall submit the Multiple Marketing Name Declaration Form. Please note that a product that carries multiple marketing names shall meet the specific variation criteria as defined by SIRIM QAS International in the declaration letter. Otherwise, applicant shall apply for separate Type Approval application.

On November 26, 2021, the Malaysian authority SIRIM QAS International announced that:

“The potential use of the 6 GHz frequency band (5925-7125 MHz) for Wi-Fi is currently being reviewed by the Malaysian Communications and Multimedia Commission (“MCMC”). Therefore, as of now, certification of 6 GHz frequency band for Wi-Fi is not permitted.

Type Approval applicant shall ensure the 6 GHz frequency is disabled from Devices that support the said frequency prior to application submission. For verification of 6 GHz frequency inaccessibility, such Devices are subjected to Verification Testing at SIRIM RF&EMCT laboratory.”

Tanzania Minimum Technical Specifications for Internet of Thing Devices, Specification Version V 1.0, November 2021

This Specification defines the minimum technical requirements for Internet of Things (IoT) devices that use Low Power Wide Area Network (LPWAN) technologies to operate in one of the authorised frequency bands or frequencies stated in this specification.

The IoT devices covered in this Specification are User Equipment (UE) and Base Station (BS) which employ the Narrowband-IoT (NBIoT) and/or Category M1 technologies defined in 3GPP Release 13 onwards. Technical requirements related to IoT devices which uses other technologies are not included in the present document.

TCRA may from time to time, review, and update or modify this document to ensure its continued service and to meet the international and/or national performance requirements as necessary.

Portaria No. 465 of 2021 approves the Regulation on conformity assessment requirements for ceiling fans marketed within Brazil.

The adopted Regulation applies to ceiling fans for residential use and establishes minimum energy efficiency and safety requirements. It also establishes a compulsory energy labelling scheme in the form of the National Energy Conservation Label (ENCE).

After the supplier’s declaration, ceiling fans, manufactured, imported, distributed and marketed in national territory must be registered with Inmetro, in accordance with Portaria No. 258, 2020. Obtaining registration is a condition for authorising the use of the Label on products.

Imported products are subject to non-automatic import licensing regime, therefore importers must obtain permit from Inmetro.

This Portaria enters into force on 1 December 2021. The existing Portaria No. 113  of 2008 will cease to have effect from 31 December 2023.

This Notice, issued by the Israeli Minister of Economy and Industry on 4 November 2021, announces the mandatory application from 2 March 2022 of the following:

• SI 62552 Part 1 Household refrigerating appliances – Characteristics and test methods: General requirements
• SI 62552 Part 2 Household refrigerating appliances – Characteristics and test methods: Performance requirements
• SI 62552 Part 3 Household refrigerating appliances – Characteristics and test methods: Energy consumption and volume

These standards will replace SI 62552 Parts 1 and 2, as last revised in March 2014.

Both the old standard and this new revised standard are applicable until 24 February 2023. During this time, products may be tested according to the old or the new revised standards.

​2021年11月17日，标准检验局公布修正「应施检验微波炉商品之相关检验规定」并自即日起生效。 为落实能源效率，将CNS 60705与CNS 62301纳入检验标准，自2023年1月1日起强制。

BSMI published a notice on newly updated Legal Inspection Requirements for Microwave ovens on 17 November, 2021.

These inspection requirements apply to the Microwave ovens limited to be tested for rated voltages below 250V.

The new version incorporates CNS 60705 and CNS 62301 into the inspection standard. The measured values such as energy efficiency and standby power tested in accordance with the standard must comply with the “Energy Efficiency Criteria and Labeling Method for Energy Label Qualified Microwave Ovens”.

In accordance with Article 8, the products should contain the product inspection label, identification number, RoHS label and other labels required.

This notice entered into force: 17 November 2021

The Date of implement : 1 January, 2023

On 4 November 2021, the Israeli Minister of Economy and Industry approved a Notice of National Mandatory Standard on Luminaires for Stage Lighting, Television and Film Studios.

This Notice provides for a new version of the national mandatory standard SI 20 Part 2.17 – Luminaires: Particular requirements – Luminaires for Stage Lighting, Television and Film Studios (outdoor and indoor).

The previous version of September 1998 will be replaced by the new version which will come into force 90 days from the date of its publication, namely on 15 March 2022.

2) BEE has extend the validity of the of existing star rating table for UHD TV under voluntary regime. The updated validity period for UHD TV will be from January 1st, 2021 to December 31st, 2022.

All the permittees registered with BEE have to follow Model Continuation process in order to continue their sales of UHD TV in India.

 

Indonesia 印度尼西亚

On 20 September 2021, the Indonesian Ministry of Energy and Mineral Resources published a Decision on Minimum Energy Performance Standards and Energy Efficiency Labels for Rice Cookers.

The Decision applies to rice cookers (HS code 8516.60.10), which are defined as containers or appliances for cooking rice with a capacity not greater than 3 litres and a voltage not greater than 250 V AC.  Rice cookers which use the pressure working principle are excluded from scope.

The Decision sets out the minimum energy performance standard and the criteria for rating the energy performance on the energy efficiency label. It also establishes the labelling requirements (such as size, colour of the label etc.) and the testing requirements.

Manufacturers and importers are required to submit a report to the Directorate General of New and Renewable Energy and Energy Conservation (EBTKE) every three months, containing the following information:

1. Brand name
2. Type, class, or model
3. Power
4. Quantity

This Decision will enter into force on 20 September 2022.

On 20 September 2021, the Indonesian Ministry of Energy and Mineral Resources issued Decision No. 114 on Minimum Energy Performance Standards and Energy Efficiency Labels for Fans.

The Decision establishes the products in scope, exemptions, test methods, MEPS and energy efficiency label, etc. Products in scope are fans with HS code 8414.51.00 that have blades of 150 mm (6 inches) to 600 mm (24 inches) in diameter. Exhaust fans, ceiling fans and ventilation fans are excluded from scope.

Manufacturers and importers of applicable products must comply with the provided MEPS and labelling requirements.

The Decision will enter into force on 20 September 2022.

On 20 September 2021, the Indonesian Ministry of Energy and Mineral Resources issued a Decision on Minimum Energy Performance Standards and Energy Efficiency Labels for Refrigerators.

The Decision provides the scope of applied products, exemptions, test methods, MEPS and energy-efficiency label, etc. Applicable products of this document are refrigerators with a capacity up to 300 liters, a voltage of 250 V or less, and equipment corresponding to the following HS codes:

• HS 8418.10.19
• HS 8418.21.10

• HS 8418.29.00

Domestic Manufacturers and importers of applicable products must comply with the MEPS and labelling requirements.

The Decision enters into force on 20 September 2022.

On 16 August 2021, the Indonesian Ministry of Energy and Mineral Resources issued Decision No. 103 on Minimum Energy Performance Standards and Energy Efficiency Labels for Air Conditioners.

The Decision establishes the products in scope, exemptions, test methods, MEPS and energy-efficiency label, etc. Products in scope are air conditioners with HS Code 8415.10.10 or amendments thereto: single-split wall-mounted air conditioners of inverter or non-inverter type with a maximum cooling capacity of 27,000 BTU/h.

Israel: Energy Sources Law, 1989 – Amendment – (on import of energy efficient electrical appliances compliant with EU Declaration of Conformity), Law, November 2021

The purpose of this amendment to the Israeli Energy Law is to facilitate the easier and faster import of energy efficient equipment to Israel that have met EU energy efficiency requirements .

This is a follow-on amendment to the 2020 Amendment of the Energy Law which introduced a simpler import regime procedure.

This amendment aims to ease requirements on importing consumer goods to Israel to allow a fast-track method to issue an importer declaration of conformity for energy efficient equipment that have already met European Union requirements.

This Amendment specifically applies to products in Appendices 3 & 4.

• Appendix 3 – Electrical Equipment required to meet the energy consumption limit (standby of off-mode)

These products are regulated under Energy Sources (Maximum Electric Power in Standby Mode for Home and Office Electrical Appliances), Regulations 2011. The product scope includes the following:

– Household appliances with electronic displays: washing machine, dryer, dishwashers, ovens, microwaves;

– Information technology equipment: computers, computer monitors and printers;

– Audio equipment: radios, amplifiers and wireless telephones;

– Television receivers, digital decoders to receive cable and satellite broadcasts (excluding digital decoders operated by broadcast centers or coded broadcasting)

These products must comply with Standard SI 62301: Household Electrical Appliances – Measurement of Standby Power.

• Appendix 4 – Electrical appliances that must be accompanied by an energy rating label as listed below:

1. Air-conditioners
2. Refrigerators
3. Washing machines
4. Laundry dryers
5. Dishwashers
6. Baking ovens
7. Bulbs
8. TVs
9. Computer screens.

The labelling must be translated to Hebrew.

Article 102 (a) provides that this law will enter into force on 1 September 2022. However please note that in accordance with Article 102 (b) The Minister of Energy is granted the power (with the approval of the Knesset’s Economics Committee) to postpone the date by one period not exceeding nine months.

BSMI published a notice on newly updated Legal Inspection Requirements for Air-cleaning Appliances on ​November 16, 2021.

These inspection requirements apply to the air cleaners with filters, electrostatic dust collection, negative ions, ozone, ultraviolet rays or photocatalysts limited to be tested for rated voltages below 250V, and are not installed in air ducts and used for outdoor air cleaning or medical equipment.

The new version incorporates CNS 16098 into the inspection standard. The measured values such as energy efficiency and standby power tested in accordance with the standard must comply with the “Standard for Allowable Energy Consumption of Air Purifiers”.

In accordance with Article 8, the products should contain the product inspection label, identification number, RoHS label and other labels required.

This notice entered into force: 16 November 2021

On 10 December 2021, the Ukrainian Ministry of Energy proposed a revised draft Order approving Technical Regulation on Energy Labelling of Energy-consuming Devices. This Technical Regulation is modelled on Regulation (EC) No 2017/1369 of the European Parliament and of the Council of 4 July 2017 setting a framework for energy labelling.

The attached revised Technical Regulation is identical to the initial proposal. However, an extended deadline for comments has been set on 10 January 2022.

Similar to the initial proposal, the Draft Order lays down labelling requirements for energy-related products in accordance with EU law. More specifically, it provides for the labelling of those products and the provision of standard product information regarding energy efficiency, the consumption of energy and of other resources by products during use and supplementary information concerning products, thereby enabling customers to choose more efficient products in order to reduce their energy consumption.

Once approved, the Order will enter into force on 1 August 2023.

On 8 November 2021, the Peruvian technical standards body INACAL through Resolution No. 027-2021-INACAL/DN approved a list of revised technical standards on, among others, rotating electrical machines, electric washer-dryers, monitoring of CO emissions, ergonomics, and plastics.

The Resolution entered into force the day following publication, 16 November 2021, according to the rule of Peruvian law.

On 26 October 2021, the South Korean Agency for Technology and Standards (KATS) announced the establishment of safety standards for electronic masks. The Standard was established to facilitate the market launch of electronic masks that utilize innovative technologies.

The Standard applies to mask products that are used in daily life and have a built-in electronic filtering device operated by a fan. However, it does not apply to products separately managed by other laws such as the Occupational Health and Safety Act, Pharmaceutical Affairs Act, and Medical Devices Act.

This Notice enters into force on 22 December 2021.

Estonia 爱沙尼亚

On 16 October 2021, the Estonian Ministry for Enterprise and Information Technology published a Regulation amending Regulation No. 118, 2009 on Technical Requirements for Radio Equipment used on the Basis of a Frequency Authorisation.

The amendment lays down the conditions for radio equipment used under a frequency authorisation for which no requirements are mentioned in the current Regulation.

The amendments are largely reflected in Annexes 1-8. Annexes 1 to 8 set out the specific requirements for radio equipment, which are divided into normative and informative parts. The conditions and technical requirements for the use of radio equipment (usable radio frequency band, bandwidth, radiation standards, modulation) and prerequisites for radio frequency planning are set out in the normative part. The informative part sets out the relevant harmonized standards that are recommended for use in assessing and attesting the conformity of radio equipment and indicates the notification number that will be received when the European Commission is notified.

Annex 1 of the amendment, compared to Annex 1 of the current Regulation has been supplemented with the new harmonized standards of the European Telecommunication Standards Institute (hereinafter ETSI).

This amendment will bring the Regulation in line with:

Establishing the European Economic Communications Code (Recast), Directive (EU) 2018/1972;

Use of the 470-790 MHz Frequency Band in the Union, Decision (EU) 2017/899;

Annex 2 revises descriptions of radiocommunication services, bringing them in line with ITU Radio Regulations.

This amendment will bring the Regulation in line with:

Decision (EU) 2020/636 on the update of technical conditions;

Harmonisation of the 24,25-27,5 GHz Frequency Band for Terrestrial Systems Capable of Providing Wireless Broadband Electronic Communications Services, Decision (EU) 2019/784;

Decision 2020/590 on power limits.

Annex 3 revision relates to aviation terminology.

Annex 4 revision relates to fixed radio lines.

Annex 5 revision relates to GNSS repeaters.

Annex 6 has been supplemented with ETSI standard EN 62368-1 compared to Annex 6 of the current regulation.

Annex 7 sets out requirements for marine communication equipment.

Annex 8 sets out requirements for International Satellite System for Search and Rescue.

Annex 9 contains a list of abbreviations.

This Regulation entered into force on 19 October 2021.

On 1 November 2021, the Japanese Ministry of Economy, Trade and Industry (METI) issued an amendment to the Interpretation of the Ordinance on Technical Requirements for Electrical Appliances and Materials.

The amendment was issued to change the standards applicable under technical requirements for electrical appliances and materials in order to reflect the latest international technology trends. Specifically, the amendment replaces 4 JIS standards in Annex 12 with the latest version which conforms to the newer version of IEC standards, covering products such as edison screw lampholders, electric blankets, pads, clothing and other flexible appliances, as well as cables.

The changes became effective on 1 November 2021, and a transitional period of 3 years will apply for replacing JIS standards already in use with a newer version.

2021年10月13日，中国工信部发布2400MHz、5100MHz、5800MHz频段相关条例第129号，将于2023年10月15日生效，届时相关无线电发射设备将需要满足新的技术要求。

On October 13, 2021, the Ministry of Industry and Information Technology (MIIT) issued Regulation No.129 related to the 2400MHz, 5100MHz and 5800MHz frequency bands.

It will become effective on October 15, 2023, then the relevant radio transmitting equipment will need to meet the new technical requirements.

Main changes of the Regulation include:

• WLAN equipment with public network IP address allocation function shall support IPv6 protocol and enable IPv6 address allocation function by default.
• Additional technical requirements for multiple antennas.
• Calculation method of synthetic gain and shaping gain is added.
• Addition of various interference avoidance technical requirements for radio transmitting equipment such as monitoring and avoidance, pre-launch search and equivalent occupancy rate.

Serbia 塞尔维亚

On 1 September 2021, Serbia’s Minister of Energy and Mining issued this Pravilnik on the energy efficiency labelling of electronic screens. The Pravilnik covers the obligations of suppliers and sellers of electronic screens, the procedure for verifying compliance, determining the energy efficiency class, the appearance and design of energy labels, the contents of technical documentation of the products, and information that needs to be provided during distance and online selling.

The Pravilnik is modelled on regulations (EU) 2019/2013 on energy labelling of electronic displays, as amended, and as such aligns with EU law.

Article 2 contains a list of exempted products, and they include, among others:

• electronic screens with a screen area of ​​100 cm2 or less,
• projectors,
• integrated video conferencing systems,
• medical devices screens,
• virtual reality glasses,
• digital photo frames,
• control panels,
• large stationary industrial tools.

Article 4 covers the obligations of suppliers placing on the market or using electronic displays, including:

• ensuring that each electronic screen that complies with the energy efficiency classes outlined in Annex 1.1 bears a printed label per Annex 2. The label should be printed on the packaging of the electronic screen or attached to the packaging;
• ensuring that the content of the label is in accordance with Annex 2, and its appearance and design follows Annex 2.2,
• ensuring that the label is printed on or attached to the packaging,
• making available the technical documentation for the product, as outlined in Annex 5, upon request of the competent authority.

The appearance and design of the electronic screen label, as well as the information displayed on the label are given in Annex 2. The contents of the product data sheet are outlined in Annex 4, while information contained in the technical documentation is in Annex 5. The information that needs to be provided with distance and online selling is outlined in Annexes 6 and 7. Market surveillance procedure is outlined in Annex 8.

This Pravilnik entered into force on 30 September 2021. Suppliers must fulfil the obligations that are outlined in Article 4 by 30 December 2021.

In addition, CNS 15598-1: 2020 was also revised to meet the ratification requirements of the Minamata Convention on Mercury to address the threat to human health and the environment.

For the video recording or reproducing apparatus, the standard to be adopted contains volume limits requirements to protect consumers from hearing loss.

Rechargeable electric pencil sharpener is added in the product scope for legal inspection.

Recently, the Ministry of Information and Communication (MIC) of Vietnam has issued followed new standards.

1) QCVN 65:2021/BTTTT: National technical regulation on radio access equipment operating in the 5GHz band

– QCVN 65:2021/BTTTT has been issued together with Circular 11/2021/TT-BTTTT dated October 28, 2021

– QCVN 65:2021/BTTTT shall take effect from May 01, 2022 and enforced (replace QCVN 65:2013/BTTTT) from July 01, 2023.

– Transmit power limit will depend on if the product has “transmit power control” (TPC) function or not.

– QCVN 65:2021 has been composed based on EN 301 893 V2.1.1 (2017-05)

This time the Vietnam MIC has spent a long grace period for organization and individual to update test report and Type Approval certificate from QCVN 65:2013/BTTTT to QCVN 65:2021/BTTTT. Organization and individual can apply for QCVN 65:2021 on voluntary basis during the period from May 01, 2022 to July 01, 2023 for convenience and readiness.

Unfortunately, WiFi 6E (6GHz) is still not allowed yet.

2) QCVN 123:2021/BTTT: National technical regulation on Short Range Device (SRD) – Radio equipment to be used in the 40 GHz to 246 GHz frequency range

– QCVN 123:2021/BTTT has been issued together with Circular 10/2021/TT-BTTTT dated October 28, 2021.

– QCVN 123:2021/BTTT  shall take effect from July 01, 2022.

– QCVN 123:2021/BTTT has been composed based on EN 305 550-1 V1.2.1 (2014-10) for test method and EN 305 550-2 V1.2.1 (2014-10) for limits

– QCVN 124:2021/BTTTT: National technical regulation on Radar equipment operating in the frequency range 76 GHz to 77 GHz for ground-based vehicle

– QCVN 124:2021/BTTT has been issued together with Circular 09/2021/TT-BTTTT dated October 20, 2021.

– QCVN 124:2021/BTTT  shall take effect from July 01, 2022.

– QCVN 124:2021/BTTT has been composed based on EN 303 396 V1.1.1 (2016-12) for test method and EN 301 091-1 V2.1.1 (2017-01) for limits

Since the QCVN 124:2021/BTTTT only cover Vehicle radar 76 ~ 77 GHz within its scope, if the radar can be operated at a frequency range lager than 76 ~ 77 GHz (eg: 76 ~ 81 GHz), then applicable regulation as below:

1) Vehicle radar 76 ~ 77 GHz need to comply with QCVN 124:2021/BTTTT and EMC QCVN 18:2014/BTTTT.

2) Vehicle radar having operating frequency higher than 40GHz other than 76 ~ 77 GHz need to comply with QCVN 123:2021/BTTTT and EMC QCVN 18:2014/BTTTT.

3) If the vehicle radar operating frequency range is larger than 76 ~ 77GHz (eg: 76 ~ 81 GHz), then it must comply to QCVN 123:2021/BTTTT, QCVN 124:2021/BTTTT, QCVN 18:2014/BTTTT.

4) At the beginning stage, due to limited capability of Vietnamese lab, the MIC may accept equivalent CE standards issued by ISO/IEC 17025 accredited oversea labs to replace QCVN 123:2021/BTTTT and QCVN 124:2021/BTTTT

EAEU 欧亚经济联盟

The technical regulation TR EAEU 037/2016 On restriction of the use of certain hazardous substances in electrical and electronic equipment will be changed

On October 25, 2021, a draft to amend TR EAEU 037/2016 “On restriction of the use of certain hazardous substances in electrical and electronic equipment” was published on the EAEU website. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration. The public discussion of the project is planned for the period from November 19, 2021 to January 21, 2022.

The changes serve to clarify and specify the provisions of the set of rules with regard to the expansion of the area of application with regard to measuring devices, chemical power sources and exceptions in the area of application. With the new version of the technical regulation, the requirements for the nomenclature of hazardous substances and the limitation of their content in electrical and electronic equipment are updated.

An important addition will be the inclusion of requirements for the disposal of products that have lost their consumer properties due to physical wear and tear or obsolescence. This supplement was created on the basis of the European Directive 012/19 / EU (WEEE-2).

The list of dangerous substances, the content of which in electrical and radio electronic products exceeds the permissible concentration in homogeneous materials

The list in Appendix No. 2 is supplemented by 4 new standardized indicators of dangerous substances:

Diethylhexyl phthalate

Butyl benzyl phthalate

Dibutyl phthalate

Diisobutyl phthalate

The permissible value for all four indicators is no more than 0.1 percent by weight.

In addition, some items in the list of special requirements for limiting the use of hazardous substances in electrical and electronic equipment (Appendix No. 3) are amended and supplemented. For example, the lead content in steel, including galvanized steel, in an amount of no more than 0.35% may only be for 3 years from the date on which the changes in EAEU TR 037/2016 come into force. After that, the requirements of § 7 of the regulations must be met.

Requirements for the disposal of electrical and electronic products

A large number of new terms that are anchored in the draft amendment of TR EAEU 037/2016 relate specifically to the disposal of electrical and electronic equipment. The following terms are added: “Waste from electrical and electronic equipment”, “Labeling with symbol for separate waste collection”, “Best available technologies” (concerns the collection, storage, transport, processing, disposal, neutralization, placement, disposal of waste from in electrical and electronic equipment), “Recycling of waste from in electrical and electronic equipment”, “Extended producer responsibility”, “Handling of waste from electrical and electronic equipment”, “Symbol of separate waste collection” and “Authority in the area of administration of Waste from electrical and electronic equipment ”.

The label for separate waste collection must be affixed to the product or the packaging and indicated in the accompanying operating documents. The license plate must have a minimum height of 7 mm.

Operating instructions for electrical and electronic equipment should also be supplemented with binding information:

A product that has lost its functional properties should not be disposed of with unsorted solid household waste, but should be collected separately from other waste

Information on the possible harmful effects of hazardous substances contained in electrical and electronic equipment on human health and the state of the environment

A product should be recycled when it is not in use in order to avoid damage to the environment

A separate Appendix No. 4 will appear in the regulations on the requirements for the recycling of electrical and electronic equipment.

Compliance with the specified requirements for the disposal of products is checked within the framework of state supervision.

Changes to the EAEU TR 037/2016 come into force after 180 days from the date of the official publication of the decision of the Council of the Eurasian Economic Union.

Indonesia 印度尼西亚

On 7 September 2021, the Indonesian National Standardisation Agency (BSN) issued an amendment to Regulation No. 6 of 2021 on Conformity Assessment Standards for the Electrotechnical, Telecommunication, and Optical Products Sector, to add certification standards for lithium ion power bank products.

According to this amendment, products covered by the Regulation include:

• battery-powered electric passenger cars and/or light commercial vehicles;
• L, M and N type electric vehicle battery packs;
• removable and exchangeable battery for category L electric motor vehicle;
• electromagnetic remote control switch;
• battery-based mopeds and/or electric motorcycles; and
• lithium ion power banks.

SNI certification standards for ion power bank products are provided in Annex 6 of the Regulation. This Annex can be used as a reference document for implementing the certification for the product safety of portable power bank products that use lithium ion secondary batteries as power storage.

Applicable lithium ion power bank products must meet the standard “SNI 8785:2019 Lithium Ion Power Bank – Part 1: General Safety Requirements”, and must be the low voltage type products with output voltage maximum 60 V or maximum energy 160 Wh. Products used for industrial purposes are excluded.

Annex 6 also provides the application procedure for certification, documents to be submitted including applicant/product/production process information, certification evaluation procedure, items to be included in the certificate, as well as material/safety/marking requirements and test methods.

The certificate is valid for 4 years, and must be re-certified 6 months before expiration.

The Regulation entered into force on 7 September 2021.

On 11 October 2021, the China Standardization Administration (SAC) and the China State Administration for Market Regulation (SAMR) approved standard on Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Commercial Induction Cookers.

This standard specifies the energy efficiency rating and technical requirements, test and calculation methods, and implementation of standards for commercial electromagnetic cooktops (hereinafter referred to as “induction cookers”).

This standard applies to induction cooktops with single or multiple heating units, where the rated power of a single heating unit does not exceed 35 kW and the rated voltage does not exceed 450 V.

This standard does not apply to household induction cookers, induction cookers intended to be used under special environmental conditions (such as corrosive environments or environments prone to explosions), outdoor induction cookers, etc.

This standard will enter into force on 1 November 2022.

 

Montenegro 黑山

On 7 October 2021, the Montenegrin Ministry of Capital Investments issued a Pravilnik regarding technical requirements for professional refrigerated cabinets, blast cooling or freezing cabinets, condensing units and process chillers. This Pravilnik establishes the technical requirements for eco-design for placing on the market for professional refrigerated cabinets, blast cooling or freezing cabinets, condensing units and process chillers.

This Pravilnik applies to mains-operated blast cooling or freezing cabinets and mains-operated professional refrigerating cabinets, including those sold for the refrigeration of foodstuffs and animal feed.

Professional refrigerated cabinets and blast cooling or freezing cabinets:

The technical requirements for ecodesign for professional refrigerated cabinets and blast cooling or freezing cabinets are set out in Annex 1. The compliance of the technical requirements of professional refrigerated cabinets with the technical requirements of ecodesign will be measured and calculated in accordance with the methods set out in Annexes 4 and 5. Verification of compliance of measurements with technical requirements of ecodesign for professional refrigerated cabinets and cabinets for blast cooling or freezing shall be performed in accordance with Annex 8.

Condensing units:

The technical requirements for ecodesign for condensing units are set out in Annex 2. The compliance of the technical requirements of condensing units with the technical requirements of ecodesign will be measured and calculated in accordance with the methods set out in Annex 6. Verification of compliance of measurements with technical requirements of ecodesign of condensing unit shall be performed in accordance with Annex 9.

Process chillers:

The technical requirements for ecodesign for process chillers are set out in Annex 3. The compliance of the technical requirements of process chillers with the technical requirements of ecodesign will be measured and calculated in accordance with the methods set out in Annex 7. Verification of compliance of measurements with technical requirements of ecodesign for process chillers is performed in accordance with Annex 10.

This Pravilnik entered into force on the eighth day after its publication in the Official Gazette of Montenegro, specifically on 29 October 2021.

On 10 November 2021, the China State Administration for Market Regulation notified the WTO on a mandatory national standard on safety requirements of luminaires and electrical supply track systems for luminaires.

The draft standard specifies safety requirements for the marking, mechanical construction, electrical construction and photobiology of luminaires incorporating electric light sources for operation from supply voltages up to 1,000 V, and electrical supply track systems for luminaires. This document is applicable to luminaires incorporating electric light sources for operation from supply voltages up to 1,000 V, and electrical supply track systems for luminaires.

Proposed Labelling Requirements

Lamps

The marks to be seen when changing the light source or other replaceable parts, the marks to be seen during installation, and the marks to be seen after installation should be clearly and persistently marked on the luminaire. The luminaire should provide detailed instructions necessary to ensure correct installation, use and maintenance.

Electrical Supply Track System
The markings to be seen during and/or after the installation of the rail system must be clearly and permanently marked on the electrical supply track system for the luminaire. Information and warnings necessary for proper use and maintenance must be given on the product or in the manufacturer’s instructions attached.

The list of compliance verification standards is provided in Appendix A.

The deadline for submission of comments to the WTO is 9 January 2022.

China notified the WTO of the Draft National Standard on energy efficiency grades, minimum allowable values of energy efficiency and test methods for self-ballasted fluorescent lamps, double-capped fluorescent lamps, single-capped fluorescent lamps, self-ballasted electrodeless fluorescent lamps and single-capped electrodeless fluorescent lamps used for general lighting in homes and similar situations.

According to the WTO Notification, this document is applicable to the self-ballasted fluorescent lamps, with rated voltage of AC 220V, rated frequency of 50Hz, rated power of 3W ~ 60W, Edison base or bayonet base, and integrated control parts that enable lamps to start and light stably. This document is not applicable to the self-ballasted fluorescent lamps with outer envelope.

This document is applicable to the preheat cathode lamps working in AC circuits with starter and on high-frequency line, as well as the preheat cathode lamps only working on high-frequency line. This document is applicable to the single-capped fluorescent lamps with preheating cathode equipped with internal starter or external starter. This document is applicable to the self-ballasted electrodeless fluorescent lamps with rated voltage of AC 220V, rated frequency of 50Hz, rated power of 10W ~ 60W, Edison base or bayonet base, and integrated control parts that enable lamps to start and light stably.

This document is applicable to the internal coupling or external coupling single-capped electrodeless fluorescent lamps with rated power of 30W ~ 400W.

The WTO notification deadline is 9 January 2022, 60 days from notification.

 

El Salvador 萨尔瓦多

On 27 October 2021, the El Salvadoran Agency for Technical Regulations (OSARTEC) notified the WTO of a Technical Regulation (RTS 29.02.01:21) laying down energy efficiency standards for lamps and luminaires which are manufactured, imported, used or marketed in the territory of El Salvador.

The requirements encompass minimum energy performance ranges, test methods, labelling and conformity assessment procedures. The Regulation also requires the registration of products prior to their importation or placing on the market.

These requirements apply to lamps intended for general lighting, LED modules and indoor/outdoor luminaires with electrical supply voltages between 100 V to 480 V a.c. at 60 Hz.

The selected certification body must be accredited by an accreditation body which is a signatory member of the MLA (Multilateral Recognition Agreement) of the Inter-American Accreditation Cooperation (IAAC) or the International Accreditation Forum (IAF) for Product Certification Bodies. The certification body must be recognised by the Organismo Salvadoreño de Accreditación (OSA).

In addition, the applicant shall register their products with the CNE prior to importing them or placing them on the market. The registration application shall contain the information specified in section 6.5.1 of this Technical Regulation.

This Technical Regulation is currently subject to a period of public consultation. Interested parties may submit their comments to the following address: consultasreglamento@osartec.gob.sv

The WTO notification deadline is on 26 December 2021.

This Technical Regulation shall enter into force 6 months after its publication in the Official Journal.

This standard is applicable to air-cooled or water-cooled multi-connected air-condition (heat pump) units, low ambient temperature air source multi-connected heat pump (air conditioning) units.

This standard will enter into force on 1 November 2022.

This standard specifies the energy efficiency rating and technical requirements, statistical scope, testing, and calculation methods of data centers.

This standard is applicable to newly built, renovated and expanded data centers, as well as to individual or modular units of data center buildings that use independent power distribution, air cooling, and electric air-conditioning, for energy consumption measurement, energy efficiency calculation and assessment.

This standard does not apply to edge data centers. Data centers using other non-electric air-conditioning equipment can refer to this standard.

This standard will enter into force on 1 November 2022.

Bureau of Energy Efficiency with the consultation from the Ministry of Power, has decided to extend the validity of the existing star rating table of Color TV, Air Conditioner (Fixed and Variable AC), and Refrigerator (Frost-Free Refrigerator and Direct Cool Refrigerator) up to June 30th, 2022. 阿根廷ENACOM近期公布Resolution 1248/2021，指定INTI国家实验室为医疗及使用移动通信技术的产品提供当地测试服务，并将于2022年3月1日开始强制实行。

The National Communication Agency in Argentina (ENACOM) published the Resolution 1248/2021 to officially assign the INTI National Lab as an Accredited Test Laboratory for the following RF Testing:

• Technical Standard ENACOM-Q2-60.15 V19.1 (Medical Devices)
• Technical Standard ENACOM-Q2-61.03 V17.1 (User Terminal for Mobile Communications Services)
• Technical Standard ENACOM-Q2-61.04 V17.1 (Radio Base Transceivers of Mobile Communications Transceivers)

This accreditation has revoked the use of Declarations of Conformity and has triggered the enforcement of mandatory local testing on medical devices and Radio base transceivers, whereas for cellular user terminals  the local testing would become mandatory only when International certification is not available.

This resolution has established an adaptation period of 180 days, hence local testing will be applicable since March 1 of 2022.

The Communication Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting, postal/courier services and cyber security. CA is also responsible for managing the country’s numbering and frequency spectrum resources as well as safeguarding interests of consumers of ICT services.

In furtherance of its responsibility on managing frequency spectrum resources, the Authority has developed draft guidelines on type approval of mobile signal repeaters.
The objective of this consultation is to give stakeholders and the public an opportunity to comment on the Authority’s proposal to authorize the use of static mobile phone signal repeaters subject to Type Approval. The technical conditions for Type Approval are contained in the consultation document.

Currently CA is collecting opinions to this draft guidelines.

 

Singapore 新加坡

IMDA 已发出通知延长住宅网关 (“RG”)/家用路由器的销售截止日期以符合标准。由于 IMDA 收到来自行业和 RG 供货商的延长合规时间表的请求，对于新的和现有的 RG/家用路由器型号，IMDA 已决定延长遵守现有 RG/家用路由器型号的技术规范的时间表至 2022 年 5 月 1 日。

这意味着从 2022 年 5 月 2 日起，不符合技术规范或尚未在 IMDA 注册的 RG/家用路由器型号将不再销售供本地使用，此类未注册型号只能由具有经销商个人许可证的经销商进口以用于再出口目的。

On 12 October, IMDA had sent out a notice on Extension of Deadline for Sale of Residential Gateways (“RGs”) / Home Routers to Comply with Standards.

Originally The Technical Specification for Security Requirements for Residential Gateways, IMDA TS RG-SEC (the “Technical Specification”), came into force on 13 April 2021. New RG/home router models shall comply with the Technical Specification before the equipment can be sold for use in Singapore. For existing RG/home router models that were registered before 12 Oct 2020, a one-year grace period was given to comply with the Technical Specification, by 12 Oct 2021.

But Since IMDA had received requests from industry and RG vendors for extension of the timeline for compliance, for both new and existing RG/home router models, IMDA has decided to extend the timeline for compliance with the Technical Specification for existing RG/home router models to 1 May 2022.

This means that from 2 May 2022, RG/home router models which do not comply with the Technical Specification, or not yet registered with IMDA, shall no longer be sold for local use. Such unregistered models may be imported for re-export purposes only, by dealers with a Dealer’s Individual Licence.

Please note that RGs/home routers that are compliant with the Technical Specification will qualify for Level 1 of Cyber Security Agency of Singapore (“CSA”)’s Cybersecurity Labelling Scheme (“CLS”). RGs/home routers that comply with the Technical Specification and registered with IMDA are required to have both the IMDA’s

Compliance label and the CSA’s Cybersecurity Label on the equipment or its packaging.

On 8 September 2021, the Thai Ministry of Industry announced the establishment of the Industrial Standard 2368-2564 on Electrical and Electronic Equipment that May Contain Hazardous Substances: Restriction of the Use of Certain Hazardous Substances.

This announcement cancels the previous announcement of the Thai Ministry of Industry on the establishment of the Industrial Product Standard TIS 2368-2551, dated 26 May 2008, on Electrical and Electronic Equipment that May Contain Hazardous Substances: Restriction of the Use of Certain Hazardous Substances.

The Standard applies to the electrical and electronic equipment listed in Annex A of TIS 2368-2564.

However, the Standard does not apply to the following products:

• military equipment used for national security;
• equipment designed to be launched into space;
• large industrial equipment;
• large stationary machines;
• unauthorized means of transport of persons or goods;
• non-road handheld machinery designed for professional use only;
• dental implants medical devices;
• solar panels installed by experts for use in designated areas;
• equipment specially designed for research and development purposes only, etc.

The Standard also provides scope, definitions and chemical restriction requirements, etc.

The Announcement enters into force on 6 January 2022.

On 06 October 2021, the Argentine Ministry of Productive Development published Resolution No. 1017 to implement Resolution No 319/1999 on Energy Efficiency of Electric Ovens, establishing the entry into force on that date of Resolution No. 319/1999 for electric ovens for domestic use.

The resolution establishes energy use requirements and conformity assessment processes, and refers to IRAM Standards 62414-1 and 62414-2. The Resolution specifies a labelling requirement for the ovens, and assigns to domestic manufacturers and importers the product safety liability for the electric oven products and for the documentation of certification of the products.

Revision of Safety Standards for Certain Electrical Appliances, KATS Notice No. 2021-453

On 12 October 2021, the Korean Agency for Technology and Standards (KATS) announced the revision of safety standards for certain electrical appliances, in accordance with the Electrical Appliances and Consumer Products Safety Control Act.

The revised standards and relevant changes are as follows:

• KC 60335-2-44 Household and Similar Electrical Appliances – Safety Part 2-44 : Particular Requirements for Ironers -onon-application of specific tests for motor-driven equipment for harmonisation with international conventions;
• KC 10018 Household and Similar Electrical Appliances – Safety – Particular Requirements for Electrical Warm-Water Mattresses and Beds -ochange of test method for electrical warm-water mattresses with removable cover;
• K 10020 Household and Similar Electrical Appliances – Safety – Particular Requirements for Heating Pads with Non-Flexible Heated Part -oimprovement of test conditions and methods for abnormal operation, including relaxation of surface temperature conditions during abnormal operation, etc.

The Notice entered into force on 12 October 2021.

[法规草案] 2021 年 9 月 24 日，中国工业和信息化部 (MIIT) 提出了 2021 年能效之星产品目录的修订版。更新后的目录包含约 370 款认证产品，以纳入能效之星计划。该清单包括消费和工业设备。

On 24 September 2021, the Chinese Ministry of Industry and Information Technology (MIIT) proposed a revised version of the Energy Efficiency Star Products Catalogue for 2021. The updated catalogue contains approximately 370 models of certified products for inclusion in the Energy Efficiency Star Program. The list includes both consumer and industrial equipment.

Once finalised, the updated list of Energy Efficiency Star Certified Products for 2021 would include, inter alia:

• Electric washing machines: automatic washing machines with wave wheels;
• Electric washing machines: drum washing machines;
• Water heaters: gas fast water heater;
• Water heaters: gas heating and hot water heater (dual-purpose type);
• Water heaters: heat pump water heaters (appliances);
• Room air conditioners: Heat pump type room air conditioners;
• Room air conditioners: low ambient temperature air source heat pump heaters;
• Heat pumps: low ambient temperature air source heat pump (chilled water) units;
• Heat pumps: multi-connected air conditioning (heat pump) units;
• Heat pumps: water (ground) source heat pump units;
• Rotary air compressors;
• Domestic refrigerators: wine storage cabinets;
• Domestic refrigerators-freezers;
• Domestic refrigerators with wine storage cabinet;
• Refrigerators (cabinets): self-contained condensing units commercial freezers;
• Cooker hoods;

• Electronic displays;
• Microwave ovens;

BEE延长储能式电热水器的星级标签。BEE 将强制性制的储水式电热水器星级表的有效期延长至 2022 年 12 月 31 日。对于希望使用批准的标签的注册制造商/许可证持有者，需于 2021年11 月12日前提交修改后的标签、预发票。

BEE extends the validity of existing star rating table for Storage type electric water heater under mandatory regime to 31 December, 2022.  For those registered manufacturer/permittees who wish to use the approed BEE start label need to submit revised label, proforma before November 12, 2021.

修正「微波炉节能标章能源效率基准与标示方法」，并自2021年9月24日即日生效。

本规范适用于符合CNS 60705 要求的家用微波炉，申请节能标章，需要附上微波炉测试样品描述及说明表。

微波炉节能标章能源效率标示，应符合下列规定：

(一) 标章用户之名称及地址，须清楚记载于产品或包装上

(二) 前款使用者若为代理商时，制造商之名称及地址须一并记载于产品或包装上。

(三) 产品型录上应标示产品之能源效率 (%)、待机模式耗电 (瓦，W)、关机模式耗电 (瓦，W)；组合式(复合型)微波炉除以上项目外，尚须标示烧烤能耗 (瓦时／摄氏温度，Wh/℃)。

(Voluntary) Amendment of “Energy Efficiency Criteria and Labeling Method for Label Qualified Microwave Ovens”

The Taiwan Bureau of Energy approved a new version of “Energy Efficiency Criteria and Labeling Method for Energy Label Qualified Microwave Ovens” on September 24 with immediate effective.

These rules apply to the microwave ovens that meet the requirements of Taiwan CNS 60705.

To apply for the Energy Efficiency label for microwave ovens, a description of the microwave oven test sample needs to be attached.

The product labeling requirement:

1. The name and address of the label user shall be clearly displayed on the product or product packaging.

2. If the label user is an agent, the name and address of the product manufacturer shall also be displayed on the product or product packaging.

3. The product’s energy efficiency(%), standby mode power consumption(W), and shutdown mode power consumption(W) need to be provided. In addition to the above items, combined microwave ovens must also indicate grill function energy consumption(WH/℃).

订定​「微波炉容许耗用能源基准、标示及检查方式」，自2021年1月1日生效。

Requirements on Minimum Energy Performance Standard, Energy Efficiency Indication and Inspection for Microwave Ovens

The Taiwan Bureau of Energy approved ”Requirements on Minimum Energy Performance Standard, Energy Efficiency Indication, and Inspection for Microwave Ovens” on September 17, 2021.

The microwave ovens refer to those meeting the definition of microwave ovens in CNS 60705 and promulgated by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA) as products requiring inspections.

However, this does not apply to the microwave ovens of the following conditions:

(1) Microwave ovens with diameter of load ≤200mm, or height of  load ≤120mm

(2) Rated power input 3300W

The testing and calculation methods shall comply with the following specifications:

•The rated output power shall be tested in accordance with the relevant provisions of CNS 60705 (Methods for measuring performance);

•The energy efficiency values shall be tested and calculated in accordance with CNS 60705;

•The standby power consumption shall be tested and calculated in accordance with CNS 62301(Measurement of standby power).

As per Article 3, the rated output power, rated standby power, and energy performance of the microwave shall appear on a label affixed to the product or its smallest packaging.

The minimum energy performance standard is set out in Schedule 1 and reads as follows:

根据能源政策，BSMI提案空气清净机应符合CNS 16098:2019。

依能源局已通过的能源效率及待机功率应符合“最低能效标准、能效等级要求”，该产品的合格评定程序保持不变，即产品认证注册 (RPC) 或型式逐批检验 (TABI)。

Proposal for amendments to the legal inspection requirements for air-cleaning appliances

In line with the energy policy, the BSMI proposes to require that air-cleaning appliances be subject to CNS 16098: 2019. The measured efficiency and standby power shall comply with the Table of “MEPS for Air Cleaners” as stated in “Requirements on Minimum Energy Performance Standard, Energy Efficiency Rating Labelling and Inspection for Air Cleaners” to be adopted by the Bureau of Energy, which was notified as G/TBT/N/TPKM/451.

The conformity assessment procedures for products subject to this notified measure remain the same, i.e. Registration of Products Certification (RPC) or Type-Approved Batch Inspection (TABI).

本次更新的要点如下：

• 需要强制性电气安全认证的 50V 以下电气产品的新范围，包括：

o LED 灯和 LED 模组 (从 2021 年 10 月 12 日起)

o 电力马达驱动的：电动工具、台式工具、园林工具(从 2022 年 10 月 11 日起)

o 用于皮肤和头发护理的手动产品 (剃须刀、按摩设备等) (从 2022 年 10 月 11 日起)

o 具有加热、切割、加工或混合食品或饮料功能的家用电器厨房设备 (从 2022 年 10 月 11 日起)

• 强制实施 S-Mark (模式5) 的产品列表已更新以引入新产品，并于 2022 年 7 月 8 日起强制实施。

• 证书模式的监管周期已修订：

o 对于型式认证模式 (模式 4) ，每 6 个月需要进行一次监管

o 对于 S-Mark 认证模式 (模式 5)，每 12 个月需要进行一次监管

On 12 October 2021, Secretary of Commerce has published Resolution 1038/2021 to introduce several changes to former Resolution 169/2018 for Electrical Safety Certification in Argentina.

The keypoints for this update are as follows:

• New scope of electrical products under 50V that will require mandatory Electrical Safety Certification including:

o Led lamps and led-mounted modules (from October 12th, 2021)

o Hand tools, transportable, and lawn and garden machinery, powered by electric motor (from October 11th, 2022)

o Manual products for skin and hair care (razors, massage equipment, among others) (from October 11th, 2022)

o Household electrical kitchen equipment that performs the functions of heating, cutting, processing or blending food or beverages (from October 11th, 2022)

• The list of products subject to mandatory S-Mark (System No. 5) Scheme has been updated to introduce new ones, being mandatory to be implemented from July 8th, 2022.
• The surveillance periodicity for certificates schemes have been revised:

o For S-Type (System No. 4) Certification Scheme surveillances will be required every 6 months

o For S-Mark (System No. 5) Certification Scheme surveillances will be required every 12 months

 

Australia 澳大利亚

澳大利亚于9月17日新发布的插头与插脚标准AS/NZS 3112:2017 +A1:2021，有9个月的过渡期，将于明年6月执行。

on 17 September 2021 Australia announced AS/NZS 3112:2017 Amd 1:2021 – Approval and test specification — Plugs and socket-outlets. There is a transition period of 9 months. AS/NZS 3112:2017 Amd 1:2021 will enter into force in June of 2022.

BIS公告 IS 1293: 2005 版“额定电压不超过 250 V 和额定电流不超过 16 A 的家用和类似用途的插头和插座”的修订版标准 IS 1293: 2019 实施日自2021/10/23 推迟至2022/10/23后执行。

Bureau of Indian Standard has released a notification where the IS 1293: 2005 is superseded by IS 1293: 2019, “Plugs and Socket-Outlets for household and similar purposes of rated voltage upto and including 250V and rated current upto and including 16 A” stand extended upto 23rd October 2022.

Ministry of Heavy Industries under Bureau of Indian Standards notified below 8 products under Electrical Equipment Quality Control Order 2020 on 11th November 2020.

1.Low – Voltage switchgear and controlgear: Circuit Breakers

2.Low – Voltage switchgear and controlgear: switches, disconnectors, switch disconnectors and fuse Combination units

3.Low – Voltage switchgear and controlgear: electromechanical contactors and motor Starters

4.Low – Voltage switchgear and controlgear: a.c semiconductor motor controllers and starters

5.Low – Voltage switchgear and controlgear: a.c. semiconductor motor controllers and contactors for non – Motor loads

6.Low – Voltage switchgear and controlgear: electromechanical control circuit devices

7.Low – Voltage switchgear and controlgear proximity switches

8.Low – Voltage switchgear and controlgear: electrical emergency stop devices with mechanical latching function

In pursuance of the Notification released, the Quality Control Order was coming into effect on 11th November 2021 but the timeline for implementation of this Quality Control order for the above said Products stands extended till November 11th 2022.

为符合现今信息科技发展趋势，以便于消费者可实时以数字判读方式获知商品检验合格与否的信息，为保障消费者权益，经济部标准检验局指定公告应施检样商品之检验标志应含有二维条形码试行草案要点：

一、二维条形码无须紧邻商品检验标识之基本图示、得于包装上单独呈现。

二、基于减轻制造商成本负担之考虑，由于不同商品造型各异，二维条形码之标示方式应更多元，以配合实际业务需要。

Draft amendment on Article 3 and 9 of “Regulations Governing the Use of Commodity Inspection Mark” with QR code

In order to comply with the current trend of information technology development, Taiwan government proposed to request the products inspected by the BSMI with BSMI logo should contain a QR code.  It will help the consumers to obtain the information of product and to identify whether it is qualified or not through digital interpretation, and to protect the rights and interests of consumers.  Since the QR code is the same property as the designated code of the identification number, both are the part of the product inspection mark.   QR code doesn’t need to be adjacent to the basic image of the product inspection mark; it can be presented separately on the package, and it is added according to the exceptions of item1 of article 3 of regulation that will help the manufacturers have the flexibility to place the QR code on the product.
