Kindly be noted that these products are already covered under BIS-CRS scheme.

Considering the unavailable testing infrastructure and challenges the industry is facing in getting their product complied with some of the testing parameters, TEC has issued a generic exemption from getting the products tested against:
- Tunneling (as per RFC 4213)- Exempted from all the ERs
- Radio Conformance Requirement- Exempted from Non-Cellular Radio Equipment i.e. MRTS, and PTM PMP Microwave fixed radio systems
- Technical and protocol requirements- Exempted from MPLS TP CEN Switch and Private Automatic Branch Exchange
The exemption will be valid till November 5th, 2022, or till further orders, whichever will be earlier.
TEC has issued a notification which is with respect to Radio broadcast receiver and Tracking devices in automotive industry.
RBR and tracking device which are integral part of completely build units i.e complete vehicles whether comes fitted with imported vehicles or imported / sourced locally for fitment in locally manufactured vehicles, shall not be covered under MTCTE. Genuine service parts sourced locally or imported as replacement are also not part of MTCTE.
RBR and tracking devices which will be sold separate and standalone unit ( neither integral part of the vehicle nor as genuine service part for replacement) will be covered under MTCTE program.

This Gazette supersedes the existing GSR 680E dated 12.09.2012 for “Use of low power devices or equipment for indoor applications for frequency band 433 to 434 MHz and GSR 698(E) dated 16.09.2015 for “Use of Very Low Power Radio frequency devices or equipment including Radio Frequency Identification Devices for frequency band 433 to 434.79MHz.
G.S.R. 347(E) is for “Use of Low Power Radio Frequency Devices in the frequency band 433.05 to 434.79MHz which will come into effect from the date of publication of this official Gazette.

On 18 April 2022, the South Korean Radio Research Agency (RRA) issued a draft amendment to the Notice on Electromagnetic Compatibility (EMC) Test Methods for Conformity Assessment.
The draft was issued to reflect changes in the revised KS national standards related to electromagnetic compatibility. Specifically, the draft would replace the electromagnetic compatibility test methods for certain devices, such as electrical equipment and measuring instruments, including wireless chargers which previous test standard is KN17, plans to be included in the KS C 9814-1:2022 and KS C 9814-2:2022 test standards.
Per the document, the standards applied to household electrical and electric equipment are as follows:
- interference prevention test method- KS C 9814-1:2022,
- immunity test method – KS C 9814-2:2022.

Approving National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment, Draft Circular, April 2022.
On 21 April 2022, the Vietnamese Ministry of Information and Communications published a Draft Circular that approves the National Technical Regulation on Electromagnetic Compatibility for Radio Communication Equipment.
Together with related product specifications, this Standard specifies the requirements for EMC test measurements, test methods, limits and performance criteria. In the event of a discrepancy (e.g. special conditions, definitions, abbreviations) between this Standard and the provisions of Standard EN 301 489 series, Standard EN 301 489 would be relevant.
EMC test arrangements and individual test results suitable for each type of radio equipment are specified in the relevant sections of the EN 301 489 series of standards.
In the absence of specific conditions for a particular radio service/ equipment, for example in the case of a new radio service, this Standard may be used in conjunction with the information provided by the equipment manufacturer to verify the EMC requirements as outlined in this Regulation.
The deadline for comments on this Draft is 21 June 2022.
This Draft Circular is proposed to enter into force on 1 July 2023 upon which it will repeal Circular No. 21/2014/TT-BTTTT.

On 30 April 2021, China’s Standardization Administration (SAC) and the China State Administration for Market Regulation (SAMR) jointly approved a national standard on the safety technical specification for lithium-ion cells and batteries used in stationary electronic equipment.
This standard only considers the most basic safety requirements for lithium-ion batteries and battery packs and does not incorporate performance and functional characteristics. For the purposes of the Standard, hazards caused by lithium-ion batteries and battery packs refers to leaking liquid, fire, explosion, overheating and electric shock. Safety of lithium-ion batteries and battery packs is related to their material selection, design, production process, transportation and use conditions. The use conditions include normal use conditions, foreseeable misuse conditions and foreseeable failure conditions, as well as environmental conditions that affect safety, such as temperature, altitude and other factors.
The Standard applies to lithium-ion batteries and battery packs for stationary electronic equipment. Stationary electronic equipment within the scope of this standard includes, but is not limited to:
- Stationary information technology equipment (IT equipment);
- Stationary audio and video equipment (AV equipment) and similar equipment;
- Stationary communication technology equipment (CT equipment);
- Stationary measurement control and laboratory electronic equipment and similar equipment.
Uninterruptible power supply (UPS), emergency power supply (EPS), and other lithium-ion batteries and battery packs are also applicable to this standard.
This standard will enter into force on 1 May 2022.

BSMI released the stipulation of “Requirements of Implementing Voluntary Product Certification for Cells and Battery Systems of Energy Storage System”
For energy storage system of the batteries, cell and battery for small household use, the testing standard is CNS 62619 and CNS 63056.
The conformity assessment procedures – Product testing with Declaration of Conformity / Product testing with factory inspection.
The listed product should include battery management system (BMS).
The regulations shall be taking into effective from 16th, May 2022.

[法规草案] 2022 年 5 月 2 日，泰国工业部发布了关于微波炉强制性安全要求的部级法规草案。
该草案主要要求所有微波炉，包括组合微波炉，符合工业标准 TIS 60335 第 2(25) 部分 – 2565 家用和类似用途电器 – 安全 – 第 2-25 部分：微波炉的特殊要求，包括组合微波炉。
在 2022 年 6 月 24 日之前，可以通过在线方式提交对该草案的意见。
On 2 May 2022, the Thai Ministry of Industry issued a draft Ministerial Regulation on Mandatory Safety Requirements for Microwave Ovens.
The draft primarily requires that all microwave ovens, including combination microwave ovens, comply with Industrial Standard TIS 60335 Part 2(25) – 2565 Household and Similar Electrical Appliances – Safety – Part 2-25: Particular Requirements for Microwave Ovens, Including Combination Microwave Ovens.
Draft standard TIS 60335 Part 2(25), setting out safety and labelling requirements, as well as test conditions, etc. has also been issued along with this draft Regulation. The draft standard is identical to IEC 60335-2-25:2020.

照明电器 (10照明设备) 产品CCC强制性认证依据标准GB/T 17743-2021《电气照明和类似设备的无线电骚扰特性的限值和测量方法》(以下简称“新版标准”)，已于2021年12月31日发布，将于2022年7月1日起实施，替代GB/T17743-2017 (以下简称“旧版标准”)。
The standard GB/T 17743-2021 “Limit and Methods of Measurement of Radio Disturbance Characteristics of Electrical Lighting and Similar Equipment” (hereinafter referred to as “the new version of the standard”) which is applicable to the CCC certification of lighting appliances (10 lighting equipment) was released on December 31, 2021. This standard will come to force from July 1st, 2022, replacing GB/T17743-2017 (hereinafter referred to as the “old version of the standard”).
From July 1, 2022, new applications for certification shall be certified according to the GB/T 17743-2021 standard and issue a new version of the certificate. For products that have been certified according to the old version of the standard, the license holder should submit the application for the conversion of the new version of the standard in time, and complete the certification conversion according to the relevant resolutions of TC10 after the implementation date of the standard and before the end of the first follow-up inspection. All the certificate conversion of the old version of the standard should be completed by July 1, 2023 at the latest. For certified products that have been shipped from the factory, put on the market and are no longer in production before July 1, 2022, no certificate conversion is required.
能源效率要求 Energy Efficiency Requirements
2022 年 4 月 20 日，巴西国家计量、标准化和工业质量研究所 (INMETRO/CONMETRO) 发布第 179 号协议，对关于空调合格评定和能源标签技术要求的第 269 号 协议进行修订。该协议于 2022 年 5 月 2 日生效。
On 20 April 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 179 to amend Portaria No. 269 on Technical Requirements for Conformity Assessment and Energy Labelling of Air Conditioners.
This Portaria amends the Conformity Assessment Requirements of Ordinance No. 269 to establish the criteria for the use of the optional test point in the calculation of the Seasonal Cooling Performance Index (IDRS) and for the acceptance of the results of maintenance tests.
This Portaria will enter into force on 02 May 2022.

On 3 May 2022, the Brazilian Ministry of Mines and Energy published Resolution No. 1 approving the new targets program for air conditioners in the form contained in the Annex to this Resolution.
Equipment in scope are those referenced in Ordinance MME/MCT/MDIC No. 02, of 31 July 2018, Annex I, Article 2: monoblock air conditioners, window or wall, single-body or split system hi-wall type, floor-ceiling and cassette, from a single evaporating unit to a single condensing unit, of national manufacture or imported, for commercialisation and use in Brazil.
The equipment indicated above is intended for operation in alternating current of 60 Hz and rated voltages of 127V, 220V, 380V and 440V, or voltage ranges that encompass the rated voltages mentioned, in single-phase and three-phase systems.
Air Conditioners with water-cooled condensers are excluded from scope. Air conditioners that include, in addition to cooling, the capacity for heating the environment, are within scope.
The Energy Efficiency Index to be used is the Seasonal Cooling Performance Index (IDRS), which must be calculated considering the Technical Standard ISO 16358-1.
The Resolution entered into force on the date of its publication, 3 May 2022.
2022 年 4 月 27 日，韩国贸易、工业和能源部 (MOTIE) 发布了《能源效率管理设备条例》修正案，修订增加了部分效率管理设备的能效标准，并为这些产品设定了中长期目标消耗效率。
本通知自 2022 年 4 月 27 日起实施。但洗衣机和电动加热以及制冷设备的效率标准变更将于 2022 年 11 月 1 日起实施，泡菜冰箱和显示器的要求将于 2023 年 5 月 1 日起实施。
On 27 April 2022, the South Korean Ministry of Trade, Industry and Energy (MOTIE) issued an amendment to the Regulation on Energy Efficiency Management Equipment.
The amendment increased the energy efficiency standards of certain equipment subject to efficiency management and established mid-long term target consumption efficiency for those products.
The key changes of the amendment include:
- Kimchi refrigerators:
- increase in efficiency grade and MEPS;
- addition of energy efficiency target for years of 2026 and 2029 by products type;
- Washing machines:
- improvement of efficiency grade and MEPS;
- addition of energy efficiency target for years of 2025 and 2028 by general washing machines and drum washing machines;
- changes items to be indicated on the energy grade label from “power consumption per kg” to “power consumption for one washing”, and from “water consumption per 1 kg of washing” to “water consumption per washing”;
- Electric air conditioners:
- increase in efficiency grade and MEPS;
- addition of energy efficiency target for years of 2025 and 2028 by products type;
- separate indication of cooling and heating efficiency on energy grade label etc.
The amendment relaxes existing labelling requirements to allow certain items such as electric refrigerators and kimchi refrigerators to bear the efficiency rating label on the side of the product (and not on the front of the apparatus as previously required).
Additionally, the document designates monitors as Subject to Efficiency Management and adds labelling/consumption efficiency requirements as well as testing methods, etc. for those products. Applicable products are monitors with a diagonal screen length of 153 cm or less for the visible screen and are provided in Annex 1.
This Notice entered into force on 27 April 2022. However, changed efficiency standards for washing machines and electric heating and cooling equipment will come into effect on 1 November 2022, and requirements for kimchi refrigerators and monitors will become effective on 1 May 2023.

On April 22, 2022, Swiss Federal Office of Energy (SFOE) notified to WTO a draft Energy Efficiency Ordinance.
The notified draft ordinance will set out stricter (1-6) or novel (7-8) minimum energy performance standards (MEPS) for
1. household refrigerators;
2. household tumble driers;
3. household dishwashers;
4. professional refrigerated storage cabinets;
5. electric hot water storage heaters;
6. centralized and decentralized electric heaters;
8.professional cooking appliances;
Products not meeting these requirements will not be allowed to be placed on the Swiss market. A one-year transition period will allow the selling of non-compliant appliances that have been placed on the market before the date of entry in force.
Final date for comments is June 21, 2022, 60 days from notification.
Proposed date of adoption: October 3, 2022
Proposed date of entry into force: January 1, 2023

News collection and reminder – Starting from 2023.01.01, BSMI has the following requirements:
1. Seven household appliances with secondary cells/batteries are required to be inspected, and the secondary cells/batteries are required to provide BSMI certificates (CNS 15364：2013& CNS CNS 62133-2：2018) or CB certificates and reports (IEC 62133 series)
– vacuum cleaners & water-suction cleaners
– electric food grinders
– electric food mixers
– electric juice extractors/ fruit squeezers
– electric hair setting curlers
– electric massage appliances
For the submitted products that should be inspected and have secondary cells/batteries inside, the new application or applying for renewal (expire after 3 years) must provide the certificate or report of the secondary cells/batteries.
2. Newly added home appliance product Fabric Steamers with CNS 60335-2-85 is a commodity subject to inspection
3. New energy efficiency requirements for microwave ovens (CNS 60705 & CNS 62301) were added to the original inspection products, and those who have obtained BSMI certificates must update
4. Newly added energy efficiency requirements (CNS 16098:2019) for the original commercial air purifiers, those who have obtained the BSMI certificate must update.
