ENACOM in Argentina has accredited another lab, LENOR S.R.L. Laboratory, to test cellular interfaces on January 3, 2022. Since there are now three accredited laboratories in Argentina to test 2G/3G, and two laboratories in Argentina to locally test LTE, all Wireless Wide Area Network (WWAN) devices must be tested locally starting February 23, 2022.

Department of Telecommunication , MTCTE ( Mandatory Testing and certification of Telecommunication Equipment has issued a new notification on amended rules for phase 3 and phase 4 products on 31/01/2022.
The main highlights are:
Mandatory dates of certification – Phase products 3 remains same for phase 4 products the date has been extended to 1/7/2022.
ILAC report acceptance date – 30/6/2022 (but it comes with some conditions)
Phase 3 product list –
ILAC reports accepted with exception to safety and EMC. Need to check the annexure II of the document, as the product categories mentioned there, the technical parameters can have ILAC reports only if they are not border sharing countries with India.

It is expected that the Department of Telecommunication , MTCTE ( Mandatory Testing and certification of Telecommunication Equipment) will issue notification from January 1st, 2023 for phase 5 products, including: Server, Hypervisor, IP Terminal, 5G RAN, 5G Core unit, C-MSAAE, 5G User Equipment, and Broadcasting Equipment- Hybrid Set-Top Box.
The Communications and Information Technology Commission (CITC) of Saudi Arabia has published “WLAN Regulations” on January 1, 2022. This document is now in effect and replaces the document “Wireless Local Area Networks (WLAN/Wi-Fi) Usage Regulations.” 5925-7125 MHz (6 GHz) frequency band is opened for license-exempt use – WiFi 6E.
On 15 February 2022, the South Korean Ministry of Trade, Industry and Energy (MOTIE) issued an amendment to the E-Standby Program Application Regulation. The amendment primarily removes computers and monitors from Products Subject to Reduction of Standby Power. The said products would be designated and managed as Products Subject to Efficiency Management(MEPS). Relevant efficiency standards and labeling items etc would be provided in the MOTIE Notice on Energy Efficiency Labeling and Standards.
The Notice entered into force on 15 February 2022. However, the previous provisions may apply before the effective date of the MOTIE Notice on Energy Efficiency Labeling and Standards which reflects changes on computers and monitors. On 8 February 2021, the South Korean Radio Research Agency (RRA) issued an amendment to the Criteria for Electromagnetic Compatibility.
As the number of smart appliances combining multimedia and communication functions increases, this amendment is related to KS C 9814-1, KS C 9814-2 which are household electrical appliances, reclassifies the range of electronic products covered by electromagnetic wave immunity tests prescribed in Annex 5 as follows to reflect the recent technological trends:
Devices without electrical control circuit,
Equipments with an internal clock frequency of 15 MHz or less,
Battery devices which are not included in the range of product 1,
Products with internal clock frequency exceeding 15MHz and below 200MHz,
Devices with internal clock frequency exceeding 200MHz.
The amendment also expands electromagnetic interference (EMI) measurement frequency bands from 30 MHz ~ 1 GHz to 30 MHz ~ 6 GHz, and further expands electromagnetic radiation immunity (EMS) test frequency bands by newly establishing the testing frequencies for the product range 3 to 5.
The Notice will enter into force on 7 February 2022.
on February 22, 2022, The Bureau of Standards, Metrology and Inspection (BSMI) announced that the requirements of Headphones are implemented from January 1, 2024. There are two procedures for applicants to choose: RPC Scheme(Modules II+III) or TABI Scheme. BSMI started to accept application from the announcement date.
On February 22, 2022, The Bureau of Standards, Metrology and Inspection (BSMI) announced the
amendments to the legal requirements for “printing or copying machines and 30 other commodities “&“Electric Pencil Sharpeners and 21 Other Commodities“ with immediate effect. The revised inspection standards are the latest version of the electrical safety specifications, electromagnetic compatibility and related inspection standards: CNS15598-1: 2020 and CNS15936: 2016, to bring our regulations into line with the international standards to ensure consumers’ safety.

On 20 January 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 8 to approve Mercosur Technical Regulation on Minimum Safety and Energy Efficiency Requirements for Gas Appliances along with requirements for conformity assessment of domestic gas stoves and ovens.
The Portaria applies to gas cookers and ovens for domestic use, including those with electric grills, electric grills and induction hobs as accessories, of the following types:
gas cookers for domestic use;
household gas ovens;
household gas cooktops;
any combination of the three products above.
This Portaria will enter into force on 01 February 2022 and will repeal Portarias No. 400/2012 and No. 496/2013.
On December 2, 2021, the Chilean Superintendency of Electricity and Fuels (SEC) published Resolution No. 9708 approving Protocol PE No. 1/19:2021. This Protocol establishes the procedure for certification of domestic space heaters, in accordance with the scope and field of application of Standard IEC60335-2-30: 2009 + AMD1: 2016 + AMD2: 2021.
Per Article 2 Resolution No. 9708, manufacturers and importers shall have their products certified in accordance with PE No. 1/19:2021 from 30 November 2022. Batches of products that were certified in accordance with Protocol EP No 1/19:2015 before the date of application of Protocol PE No. 1/19:2021 may be marketed in the country while supplies last. Manufacturers are producers, however, are encouraged to use the new protocol immediately.
The Certification Body will reject the product in the event that these instructions are not followed.
Resolution No. 9708 came into force on December 2, 2021.
Protocol PE No. 1/19: 2021 will be applicable from 30 November 2022.
On December 2, 2021, the Chilean Superintendency of Electricity and Fuels (SEC) published Resolution No. 9709 approving Protocol PE No. 1/11:2021. This Protocol establishes the certification procedure (Chapter III, incl. testing) for kitchen machines for domestic use and similar purposes in accordance with the scope and field of application of IEC 60335-2-14:2016+AMD1:2019 CSV.
Manufacturers and importers shall have their products certified in accordance with PE No. 1/11:2021 from 30 March 2023. Batches of products that were certified in accordance with Protocol PE No. 1/11:2012 before the date of application of PE No. 1/11:2021 may be marketed in the country while supplies last.
The Resolution came into force on December 2, 2021.
The date of application of Protocol PE No. 1/11:2021 is 30 March 2023.
The Chilean Superintendency of Electricity and Fuels (SEC) enacted Resolution No. 9710 of 2021 approving Protocol PE No. 1/12:2021 on 2 December 2021, about safety testing and certification of certain household liquid heating appliances.
The followings are examples of products in scope:
Espresso coffee makers;
Livestock water/feed heaters;
Electric Kettles and other appliances for boiling water with a rated capacity not exceeding 10 litres;
Cooking pots (rice cookers, slow cookers);
Bain-marie glue heaters.
The Protocol describes the requirements and methodology for achieving certification and provides that products in scope must be certified in accordance with IEC 60335-2:2018-11.
Manufacturers and importers shall have their products certified in accordance with Protocol PE No. 1/12:2021 from 30 November 2022. Batches of products that were certified in accordance with Protocol PE No. 1/12:2014 before the date of application of PE No. 1/12:2021 may be marketed in the country while supplies last.
Protocol PE No. 1/12:2021 applies from 30 November 2022 and repeals Protocol PE No. 1/12:2014.
This circular is to provide clarification regarding the testing and certification requirements for water dispensers under the Consumer Protection (Safety Requirements) Regulations (CPSR).
Existing requirements in the CPSR information booklet
The requirements for testing and certification of water dispensers under the CPSR as stated in our information booklet are as follows: a. Hot water dispenser which has below boiling temperature shall be tested to either IEC 60335-2-21 (storage type) or IEC 60335-2-35 (instantaneous type).
Testing to IEC 60335-2-24 shall be required if the water dispenser is incorporated with compressor for dispensing cold water.
Clarifications regarding the existing requirements
The Consumer Product Safety Office (CPSO) is aware that there are misinterpretations regarding these requirements, and would like to clarify on the interpretations, in line with decisions laid down by the International Electrotechnical Commission (IEC).
IEC’s Committee of Testing Laboratories (CTL) decision sheet DSH 579 provides the following clarification on the use of IEC standards for testing and certification of water dispensers: a. IEC 60335-2-15 shall apply if hot water boils
IEC 60335-2-21 shall apply if hot water does not boil
IEC 60335-2-35 shall apply if the water heater is instantaneous, and the water does not boil
III. IEC Technical Committee 61 (TC 61) has clarified in July 2021 that ‘water boiling’ as mentioned in DSH 579 refers to water reaching 100 °C at 1 atmosphere

Existing registered water dispensers
A grace period will be extended until 1st March 2023 for renewal of hot water dispensers that were registered using a non-applicable IEC standard
From 1st March 2023 onwards, all currently registered hot water dispensers may only be renewed using the appropriate IEC standard.
Hot water dispensers which can heat water to 100 °C at 1 atmosphere may only be renewed upon providing valid IEC 60335-2-15 test report
Hot water dispensers which cannot heat water to 100 °C at 1 atmosphere may only be renewed upon providing valid IEC 60335-2-21 and/or IEC 60335-2-35 test report
New registrations of water dispensers
Please be reminded that the following requirements shall continue to be in effect for all new registrations:
Hot water dispensers which can heat water to 100 °C at 1 atmosphere shall be tested to IEC 60335-2-15.
Hot water dispensers which cannot heat water to 100 °C at 1 atmosphere shall be tested to IEC 60335-2-21 and/or IEC 60335-2-35.
Protocol No. 5/19:2021, approved by Resolution No. 9874 on 10 December 2021, sets out the requirements for the safety certification procedure applicable to floodlights.
The Protocol applies to floodlights on supply voltages not exceeding 1 000 V to be used for projection lighting, when the light is directed by reflection and/or refraction, to be used with electrical light sources such as incandescent, fluorescent, discharge lamps, LED, Induction or other technologies, according to the scope and field of application of the Standards IEC 60598-2-5: 2015-08.
Protocol No. 5/19:2021 does not apply to the following products:
luminaires only for mining use;
luminaires only for indoor use;
LED projector luminaires of 12, 24, 36 or 48 direct current voltage, which work with solar energy through autonomous photovoltaic panels and batteries, without being connected to the distribution network of the electric company;
projector luminaires to be used exclusively in explosion-proof areas.
Resolution No. 9874 was published on 10 December 2021, approving an application date for Protocol No. 5/19:2021 of 28 February 2023.
Note: consignments of products whose monitoring was carried out per Protocol PE No. 5/19 of 2013, before the date of application of protocol PE No. 5/19: 2021, may be marketed in the country while supplies last. Manufacturers and importers interested in using protocol PE No. 5/19:2021 before its entry into application may do so when there are Certification Bodies authorized for such purposes.
Issued on 26 January 2021 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 344-2562 on Lampholders for Tubular Fluorescent Lamps and Starterholders, in accordance with the Industrial Product Standards Act.
The Standard sets out the technical and dimensional requirements for lampholders for tubular fluorescent lamps and for starterholders, and the testing methods to be used in determining the safety and the fit of the lamps in the lampholders and the starters in the starterholders.
The standard consists of scope, definitions, general requirements, testing, marking, dust resistance, moisture and insulation resistance, electrical strength, resistance to heat and fire, etc.
The standard will be of mandatory application with effect from 28 January 2022.
Update to the introduction of Air Conditioner Determination – above 65 kW The date for the introduction of energy efficiency requirements for air conditioners above 65 kilowatt (kW) has been postponed by six months to 1 October 2022.
From 1 October 2022, registrants who supply or import air conditioners covered by the new Determination must register all models of their products with the GEMS Regulator through the Energy Rating Product Registration System.
On 11 February 2022, the Eurasian Economic Commission published Decision No. 23 to approve a list of products in respect of which the customs declaration is accompanied by the conformity assessment document.
Annexed to the Decision is a list of products in respect of which the submission of a customs declaration must be accompanied by a document attesting conformity assessment with the requirements of the technical regulations of the Eurasian Economic Union on energy efficiency for electrical and electronic equipment (EAEU TR 048/2019).
The list includes 18 items, the EAEU HS code is indicated for each group.
Two types of conformity assessment are possible for the products in the list: mandatory certification and mandatory declaration of conformity, depending on the products groups and the HS code.
The Decision shall enter into force on 13 March 2022. EAEU TR 048/2019 comes into force on Sep. 1st, 2022.
The Government of the Russian Federation has approved new lists: the Unified List of Products Subject to Mandatory EAC Certification and to EAC Declaration.
The new list of products subject to EAC certification includes 26 product groups, including oil products, pipes and fittings, cement, radiators, civilian and service arms and cartridges, and mining equipment. In turn, 67 product groups are subject to EAC declaration, including in particular crockery, mineral and phosphate fertilizers, household chemicals and paints and varnishes, batteries and rechargeable batteries and disinfectants.
Information is added to the lists of products contained in Resolution No. 2425, specifying requirements for these products, rules and methods of tests, as well as the necessary rules for selecting samples. In addition, the products contained in these lists are identified by the customs tariff number.
Resolution No. 2425 will come into force on September 1, 2022, except for the requirements for objects of mandatory conformity assessment, which were included in the lists for the first time, for which the effective date is set for September 1, 2023. This gives product manufacturers and suppliers the opportunity to prepare for the implementation of binding requirements, and certification bodies and testing laboratories to receive appropriate accreditation for working with new items of conformity assessment. Resolution No. 2425 is valid until September 1, 2028.
The Resolution of the Government of the Russian Federation of December 1, 2009 No. 982 “On approval of a single list of products subject to mandatory EAC certification and a single list of products whose Conformity is confirmed in the form of an EAC declaration” is valid until September 1st, 2022. Previously issued certificates of conformity and declarations of conformity for products are valid until the expiry date specified therein, but no longer than September 1st, 2025.
On 13 January 2022, the Serbian government issued this Regulation concerning the conditions, appearance, and manner of affixing the Serbian conformity mark to products. The Regulation was issued pursuant to Article 14(5) of the Law on Technical Requirements for Products and Conformity Assessment.
Article 3 of the Regulation states that the Serbian mark of conformity is the only mark that confirms the compliance of a product with the specific technical requirements applicable to it. This provision will however cease to be valid on the date of entry into force of the ACAA (Agreement on Conformity Assessment and Acceptance of industrial products) with the EU or, if this agreement is not concluded, from the date of entry into force on the accession of the Republic of Serbia to the European Union. Thereafter, the CE mark will be the only mark that confirms a product is compliant with the relevant EU regulation, upon which Serbia’s requirements are based.
Article 6 stipulates that the mark of conformity must be affixed in a way that is visible, legible and indelible, and to a place that is easily accessible for inspection. If it is not possible to place the mark on the product itself, then it can be printed on the packaging or, failing that, printed on the product documents.
Per Article 11 the Serbian mark of conformity can be placed on imported products based on a decision from the competent authority, or on the basis of a certificate of conformity that is issued by an approved body.
This Regulation entered into force on 14 January 2021, and applies from 1 May 2022.
All certification projects submitted to Ukraine CAB are currently put on the hold, taking into account recent news and situation in Ukraine.
At the moment the certification bodies are off work for indefinite time.
