On February 9, 2022, the Agência Nacional de Telecomunicações (ANATEL) in Brazil has published Act 2271, with the objective to establish technical requirements for the conformity assessment of “Signal Boosters” for Personal Mobile Service (SMP).
Compliance with these technical requirements will be mandatory from August 8, 2022.
The maximum transmission power of the Internal Signal Booster in the uplink must comply with the limit established for each channel and radio frequency band used. Although if the regulations do not establish an emission limit then, in uplink, the internal signal amplifier must not exceed the maximum conducted power of 30 dBm.
At downlink the maximum conducted power output must not exceed the value of 17 dBm. Power spectral density is limited to 10 dBm/5 MHz.
Under the MTCTE Scheme, TEC has issued a notification, mandating Energy Consumption Rating (ECR) test report submission from January 1st, 2023 for all Essential Requirements (ERs). The parameter name and the standard to be tested shall be added to the ERs and made available for the OEMs and labs in preparation.

On 16th February 2022, Pakistan Telecommunication Authority (PTA) has issued a Regulatory Framework for Short Range Devices (SRD) & Terrestrial Internet of Things (IoT) Services. The framework is created and introduced as a regulatory tool that facilitates IoT service operations. PTA shall start accepting Class Low-Power Wide-Area Network (LPWAN) Licensing applications from 31st March 2022.
The framework provides a regulatory mechanism for the industry, to enable the development of IoT eco-system in Pakistan. This framework aims to accelerate the growth of IoT services to facilitate digital transformation creating IoT-enabled systems in different sectors to automate operations and render electronic services to citizens.
IoT is one of the major technologies of the Fourth Industrial Revolution (Industry 4.0); it is used to run smart city systems and digital services such as smart homes, smart meters, transportation etc., thereby, supporting Government’s vision of Digital Pakistan.
This regulatory frame work had include all allowed spectrum bands and output power ranges. With notification of this regulatory framework, all such devices operating in these frequency bands shall now require a mandatory type approval certification.
Philippines Revised the Mandatory Standard for Television Receivers and Video Monitors.
The Department of Trade and Industry’s Bureau of Philippine Standards (DTI-BPS) recently published PNS 378:2021 – Television Receivers and Video Monitors – Viewing Screen Dimensions – Method of Measurement as Philippine National Standard (PNS).
This standard which cancels and replaces PNS 378:2000, specifies procedures in measuring the dimensions of the viewing screen of television receiver and video monitor products. The main change with respect to the previous edition is the deletion of cathode ray tube technology.
In the Official Gazette Special of February 16, 2022, RURA (Rwanda Utilities Regulatory Authority) has recently announced a suspension of regulation No. 011/R/STDICT/RURA/2020 governing importation, supply and type approval for electronic communications equipment.
The key change in the new provisional law is the introduction of processing fees. Please be advised that due to the ongoing implementation of the platform, processing might take some time.
It is also to be mentioned that RURA introduces two options for type approval applications: either a simplified procedure or a standard one.

On 16 February 2022, the Mexican Secretariat of Economics issued a Notice on the recognition of certificates issued under NOM-015-ENER-2012 on Energy Efficiency Requirements for Refrigerators and Freezers.
The Notice aims to advise the Customs Authority that the import of products with certificates of compliance issued in accordance with NOM-015-ENER-2012 which are still valid must be accepted.
On 18 March 2022 Taiwan’s Bureau of Standards and Inspection of the Ministry of Economic Affairs announced that the designated code for the purpose of revealing the commodity inspection mark on instantaneous water heaters should include a two-dimensional (QR) barcode, with effect from 1 October 2022.
An application for the QR code should be made to BSMI before a certificate is issued or when applying a registration of declaration of conformity. For those who have been granted product registration certificates prior to 1 October 2022, the application for the QR code should be made before the products are imported or transported out of the manufacturing sites.
Issued on 26 January 2021 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 1462−2562 on Washing Machines for Household Use – Energy Efficiency Requirements in accordance with the Industrial Product Standards Act.
The standard covers clothes washing machines for household and similar purposes, with rated voltage not exceeding 250 V for single-phase AC supply, with or without heating devices and for hot and/or cold water supply, having standard washing capacity not exceeding 30 kg. It also deals with appliances for water extraction by centrifugal force and is applicable to appliances for both washing and drying textile. Excluded from the scope are washing machines for industrial use and washing machines used in special or unusual conditions such as environmental conditions that are corrosive or potentially explosive.
The standard will be mandatory with effect from 27 February 2022.

The Ministry of Industry and Advanced Technology (MoIAT) informs the new implementation dates for the enforcement of the 2019 version of the UAE.S 5010-1:2019 “Labeling – Energy efficiency label for electrical appliances – Part 1: Household Air Conditioners” with regard to EER limits for the equipment.
The MoIAT notes that it gives a one-year transitional period for implementation of more rigorous limits for air conditioners that are subject to UAE.S 5010-1:2019. Thus, the following new EER limits for household air-conditions must be applicable starting from January 2023:

Please pay attention that current ECAS/EQM certificates of conformity will be valid until their expiry date or until December 31, 2022, whichever comes first. Starting from January 1, 2023, to get access to the UAE market household air conditioners must show the compliance to the new EER limits that should be reflected in the new ECAS/EQM certificate of conformity.
On 25 February 2022, Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 69 to approve the Technical Regulation on Quality and Conformity Assessment Requirements for LED Lamps with Integrated Control Gear.
The Technical Regulation, attached in the Annex to this Portaria, establishes mandatory requirements related to the performance, electrical safety and electromagnetic compatibility of LED Lamps with control gear integrated into the base. This new decree Replaces decrees 389/2014, 143/2015, 144/2015, 76/2016, 221/2016 and 167/2018, and is inforce since March 03rd, 2022.
On 24 February 2022, Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 62 to approve the Technical Regulation on Quality and Conformity Assessment Requirements for luminaires for public street lighting. This new decree replaces decrees 20/2017, 404/2018, 239/2019 and 308/2019, and is inforce since March 03rd, 2022.
On 24 February 2022, the Egyptian Ministry for Trade and Industry issued Decision No. 85/2022 amending Decision No. 171/2020 on compliance with standards on household and similar electrical appliances, footwear and its parts, toys, and others.
This amendment is specific to Egyptian Standard ES 7823 Energy efficiency requirements for electrical lamps and luminaries. It extends the compliance deadline for this standard by a year, or until the current version of the standard is amended – whichever comes first. The 2014 version of the standard is valid until that time.
This Decision entered into force on 25 February 2022.

On 17 March 2022, the Mexican Secretariat of Economics published a Declaration of validity of Standard NMX-I-J-324-NYCE-ANCE-2022 on Lighting – Integrated Light Emitting Diode (LED) Lamps for General Lighting – Safety requirements and Test Methods.
The Standard establishes the safety and interchangeability requirements, test methods and conditions that are required to show compliance of integrated LED lamps, which are intended for residential applications and for similar general lighting purposes, with:
a) A nominal power of up to 150 W;
b) A nominal voltage greater than 50 V and up to 277 V; and
c) Caps according to Table 1.
The Standard is modelled on IEC 62560, except for the modifications set out in the table of this Declaration.
This Standard will enter into force on 13 September 2022 (180 calendar days after the publication of this Declaration of Validity in the Official Gazette).
Recently SIRC announced two updated standards about general requirements for luminaires:

These two updated standards will be mandatory from September 22, 2022.
SASO IEC 60598-2-1:2021 is equivalent to IEC 60598-2-1:2020; SASO IEC 60598-1:2021 is equivalent to IEC 60598-1:2020. From September 22, 2022, SIRC certificates must be issued based on IEC 60598-2-1:2020 and IEC 60598-1:2020.
EAEU TR 048/2019 is planned to come into force on Sep. 1st, 2022. However, considering the significant time required to complete the coordination and approval of the requisite documentation for implementation of the technical regulation, and lack of lack of infrastructure base (testing laboratories, reference samples, etc.), the coming-into-force date for EAEU TR 048/2019 may be postponed from 1 September 2022 to 1 September 2023. Currently the draft decision is collecting public comments.
On 11 March 2022, the Saudi Arabian Standards, Metrology and Quality Organisation (SASO) issued a list of adopted standards related to various sectors. The list was approved in the SASO board of directors’ meeting 183, and the standards are largely derived from international (ISO, IEC and ASTM) standards.
The application of the following updated standards, among others, is mandatory 6 months after publication in the official gazette:

On March 11th, 2022, KATS release announcement of revision of safety standards for household products subject to safety verification (portable laser products).
Expand the scope of application of safety standards from laser pointers and toys to portable laser household products (wavelength range: 400-700 nm). Products for industrial, business, performance, and military use are excluded.
