Brazil 巴西

2022 年 3 月 31 日，巴西國家計量、標準化和工業品質研究所 (INMETRO/CONMETRO) 發佈了 第148號協議，批准家用電器合格評定技術要求。已於 2022 年 5 月 2 日獲得認證的家用和類似器具必須在 2027 年 5 月 2 日之前根據附件中規定的適用條件和安排，在產品上採用合規標識印章。本協議於 2022 年 5 月 2 日生效。

On 31 March 2022, the Brazil National Institute of Metrology, Standardisation and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 148 to approve Technical Requirements for Conformity Assessment of Household Electrical Appliances.

This Portaria approves the safety and labelling rules for household and similar appliances, in the form of the Conformity Assessment Requirements and the Specifications for the Conformity Identification Mark, contained in Annexes I and II.

Families of household and similar appliances that are already certified on 2 May 2022 must adopt, by 2 May 2027, the Compliance Identification Seal, affixed on the product, according to the applicable conditions and layout established in Annex II.

Manufacturers and importers of families of household appliances that are already certified must adapt, by 2 May 2025, the certification processes in order to meet, on the packaging, the label conditions and layout established in Annex II.

This Portaria will enter into force on 02 May 2022.

Note: until 31 December 2024, ABNT NBR NM 60335-1:2010 – Safety of Home Appliances and Similar, Part 1: General Requirements – and their respective particular rules; and IEC 60335-1:2006 (Ed. 4.2) – Household and similar electrical appliances – Safety – Part 1: General Requirements, and their respective particular standards, may be followed. After 31 December 2024, only IEC 60335-1:2016 (Ed. 5.2) and its corresponding particular standards, listed in sub-item 3.1, will be accepted.

On 19 January 2022, Brazil’s National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 9 to approve the requirements for Conformity Assessment of Adapter Plugs and Sockets.

The Portaria applies to plug and socket adapters, or any equipment that performs the function of a plug and socket adapter including the so-called “Benjamin” or “T”, for household and similar use, for voltages up to 250V and current up to 20A, with or without shutters, with or without fuses, and for exclusive use in alternating current.

Manufacturers and importers of plug and socket adapters families that have already been certified shall have 36 months, counted from the abovementioned date, to adapt the certification processes in order to meet, on the packaging, the applicable conditions and layout of the Conformity Identification Seal.

In addition, the Regulation establishes criteria and conformity assessment procedures for plug and socket adapters, through the certification mechanism, certification steps, identification mark and other details focused on safety, aiming at the prevention of accidents in its use.

This Portaria will come into force on 1 February 2022 and will repeal Portarias No. 324/2007, No. 82/2008 and No. 251/2009.

 

Malaysia 馬來西亞

2022 年 3 月，SIRIM/MCMC 公佈所有IMT-2020 (第五代) – 蜂窩助推器設備和全球移動通信和長期演進系統的新申請和續訂申請程序。

SIRIM and Malaysian Communications and Multimedia Commission (MCMC) has approved and published Technical Codes for IMT-2020 (FIFTH GENERATION) – CELLULAR BOOSTER EQUIPMENT and GLOBAL SYSTEM FOR MOBILE COMMUNICATIONS AND LONG-TERM EVOLUTION – CELLULAR BOOSTER EQUIPMENT last year August.

On March 2022 , SIRIM/MCMC had announce the procedure for the new application and Renewal application for all related product. Below are the information:

New Application

Pursuant to that, all GSM, LTE and 5G CBE that are to be imported, distributed, and/or used in Malaysia shall be certified in accordance with these Technical Codes. Thus, all new applications which fulfill the Technical Code and Certification Requirements for Compliance Approval (Type Approval) on Communication, Multimedia and Hybrid Equipment, eTAC/DOC/01-1.1 (“Certification Requirements”) will be granted full approval and are allowed for a maximum validity period of five (5) years.

Renewal Application

Renewal application for existing approval of GSM, LTE and 5G Booster Equipment are no longer allowed. These existing applications will be expired effective immediately. A new application (Normal Application) is required, and it shall meet the new technical code requirements for Cellular Booster Equipment.

 

Malaysia 馬來西亞

自 2022 年 2 月 1 日起，馬來西亞能源委員會受監管的電氣和天然氣產品實施新的 SIRIM-ST 標籤和二維碼。申請人可以完成現有 SIRIM-ST 標籤的庫存，直到收到帶有 QR 碼的新 SIRIM-ST 標籤。 貼在產品上的沒有二維碼的 SIRIM-ST 標籤仍然有效。

Effective 1 Feb 2022, SIRIM QAS International has implemented new SIRIM-ST labels with QR code for regulated electrical and gas products under the Energy Commission (Suruhanjaya Tenaga or ST) of Malaysia.

SIRIM and ST have introduced this type of label to assist consumer in accessing information of the products through SIRIM Mobile Apps easily and conveniently. It is also one of the methods to confirm authenticity of certification status of the products.

With this implementation, applicants are allowed to finish up stock of existing SIRIM-ST labels until receipt of new SIRIM-ST labels with QR Code. SIRIM-ST labels without QR code which were affixed of the products remain valid.

Note: The new label with QR Code applied to both Consignment and PCS.

 

Mexico 墨西哥

2022 年 6 月 25 日，IFT 將對合格評定程序 (PEC) 進行一些修改。應該注意的是：

1. CoC 可轉讓，這允許當地墨西哥進口商使用來自其他當地公司的 CoC
2. 檢測報告的有效期由60天延長至120天，以防止其在認證過程中失效
3. 測試過程中需要的樣品數量不同

On June 25, 2022, the IFT will make effective some modifications in the Conformity Assessment Procedure (PEC).

Among the changes it should be noted that:

1. The CoC becomes transferable. This allows local Mexican importers to use CoCs from other local companies.
2. The validity period of the test report is extended from 60 days to 120 days, this to prevent its validity from expiring during the homologation process.
3. The number of samples required during the tests changes.

 

Paraguay 巴拉圭

巴拉圭工業和商業部於 2021 年 12 月 29 日批准第 931 號決議，關於進口行動電話和行動電話設備的要求。該決議自 2022 年 4 月 1 日起生效，至 2022 年 9 月 30 日屆滿。

On 29 December 2021 Resolution No. 931 which establishes a compliance regime for certain articles of Resolution No. 410/2017 was approved by the Paraguayan Ministry of Industry and Commerce.

The Resolution:

1. Changes point 5.8 of article 5 of Resolution No. 410/2017 to determine the digital presentation for each application for import license for mobile cellular telephone devices of:

1) Certificate of Approval for Cell Phone Devices granted by CONATEL; or

2) Proof of submission of the approval certificate application to CONATEL.

2. Suspends item 9 of article 5 and item 4 of article 7 of Resolution No. 410/2017 on CONATEL’s proof of the IMEI listing record and prior license for the importation of mobile phone devices and non-integrated mother boards of mobile phones, respectively.

This Resolution will enter into force from 1 April 2022 and expire on 30 September 2022.

 

Thailand 泰國

泰國工業部於 2022 年 4 月 4 日發佈制定關於音訊/視頻、資訊和通訊技術設備的工業標準 TIS 62368/3-2564 – 第 3 部分：在安全方面通過通訊電纜和端口傳輸直流電。

本公告自 2022 年 4 月 4 日起生效，即在政府公報上發佈之日。

Published on 4 April 2022 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 62368/3-2564 on Audio/Video, Information and Communication Technology Equipment – Part 3: Safety Aspects for DC Power Transfer Through Communication Cables and Ports, in accordance with the Industrial Product Standards Act.

The Standard covers equipment intended to supply and receive operating power through communication cables or ports. It provides safety requirements for circuits designed to transfer DC power from the power sourcing equipment (PSE) to the powered device (PD).

This Announcement is effective from 4 April 2022, the date of publication in the Government Gazette.

 

UAE 阿拉伯聯合大公國

自 2022 年 1 月起，阿拉伯聯合大公國電信和數字政府監管局 (TDRA) 向註冊的電信設備製造商或進口商提供的型式批准制度符合性標誌已更改。

The Type Approval Regime Conformity Mark that is provided by The Telecommunications and Digital Government Regulatory Authority (TDRA) of the United Arab Emirates to a registered manufacturer or importer of telecommunications equipment has been changed from January 2022.

The United Arab Emirates TDRA notifies that information on the label should correspond to the information that is displayed after scanning the relevant QR code. Moreover, the QR code should lead to the actual landing page, where users can receive both information on the product and a copy of its valid certificate.

The Type Approval Regime Conformity Mark must be affixed on the equipment box and under the display platform of telecommunications equipment in retail stores. It should be clear, readable, and non-removable. If the product is to be sold over the internet, the mark should be available on the website as well.

 

Yemen 葉門

葉門 MTIT (電信和資訊技術部) 在過去幾個月暫停頒發證書後終於又開始頒發型式批准。即日起頒發的型式認證有效期為 2 年，當局已撤銷有效期為 3 年的初步決定。

Yemen MTIT (Ministry of Telecom & Information Technology) finally started to issue and release type approvals after suspension of issuance for the last few months.

Here is a summary of the changes:

Type approvals will be issued from now on with a validity of 2 years. (The initial decision from the authority with a validity of 3 years has been revoked.

 

Vietnam 越南

2022年3月消息，越南資訊和通信部 (MIC) 發佈了通知草案2022/TT-BTTTT，後續可能會取代第11/2020/TT-BTTTT號通告和第01/2021/TT-BTTTT號通告。該通告預計於2022年7月1日起施行。

Vietnam MIC has released draft Circular xx/2022/TT-BTTTT to replace the Circular 11/2020/TT-BTTTT and Circular 01/2021/TT-BTTTT stipulating the new list of products under MIC Type Approval and Self-assessment DoC scope which shall take effect from July 01, 2022.

New Changes of the draft Circular xx/2022/TT-BTTTT of Vietnam MIC is as per below :

(1) QCVN 22:2021/BTTTT (for safety of ICT product)

(2) QCVN 65:2021/BTTTT (RF for WLAN 5GHz)

(3) QCVN 123:2020/BTTTT (RF for 40GHz ~ 246GHz SRD)

(4) QCVN 124:2021/BTTTT (RF for 76GHz ~ 77GHz vehicle radar)

(5) QCVN 127:2021/BTTTT (RF for 5G NR SA mobile terminal)

(6) QCVN 129:2021/BTTTT (RF for 5G NR NSA mobile terminal)

A large number of products have been moved from Annex 1 – List of products under TA and DOC list to Annex II – List of products under DoC only including 76~77GHz radar, like RFID 13.56MHz, walkie-talkie, and SHF.

 

 

家用電器 House Appliances

Brazil 巴西

2022 年 3 月 30 日，巴西國家計量、標準化和工業品質研究所 (INMETRO/CONMETRO) 發佈了第121號協議，批准家用洗衣機的合格評定要求。

本協議於 2022 年 5 月 2 日生效。

On 30 March 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 121 to approve the conformity assessment requirements for household washing machines.

The conformity assessment requirements and the specifications for the Conformity Identification Seal, in the form of the National Energy Conservation Label (ENCE), are established, respectively, in Annexes I and II.

This Regulation applies to household washing machines of the following types:

• automatic household washing machines with a top opening (top load);
• automatic domestic washing machines with front load;
• automatic domestic washing machines and tumble dryers with top load;
• semi-automatic domestic washing machines;
• automatic washer-dryers with front load;

Industrial or commercial washing machines are excluded from this Regulation.

According to Article 12, manufacturers and importers are accorded a period of 12 months from the effective date of this Portaria to adapt to the provisions of Article 7, as well as to the layout of the Compliance Identification Seal, as established in Annex II.

This Portaria will enter into force on 2 May 2022.

 

Thailand 泰國

2022 年 4 月 4 日，泰國工業部制定了工業標準 TIS 60335/2(90)-2564，關於家用和類似用途電 -安全 – 第 2-90 部分：商用微波爐的特殊要求。

該標準基於 IEC 60335-1，對用於商業用途的微波爐提供安全要求，該微波爐具有腔門，單相器具的額定電壓不超過 250 V，其他器具的額定電壓不超過 480 V。

本公告自 2022 年 8 月 2 日起生效，自政府公報上公佈之日起 120 天。

Published on 4 April 2022 by the Thai Ministry of Industry, this Announcement establishes Industrial Standard TIS 60335/2(90)-2564 on Household and Similar Electrical Appliances – Safety – Part 2-90: Particular Requirements for Commercial Microwave, in accordance with the Industrial Product Standards Act.

The Standard, based on IEC 60335-1, provides safety requirements for microwave ovens intended for commercial use that have a cavity door and a rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances.

This Announcement is effective from 2 August 2022, 120 days from the date of publication in the Government Gazette.

South Korea 韓國

2022 年 4 月 8 日，韓國技術與標準局 (KATS) 批准了《電器和消費品安全控制法操作公告》的修正案。燈具的供電軌道系統被添加到受安全保證的電器清單中，補充現有的固定式燈串、可充電可擕式燈、泛光燈和鹵素燈具清單。

該通知自2022年10月1日起生效。

On 8 April 2022, the South Korean Agency for Technology and Standards (KATS) approved an amendment to the Operation Bulletin of Electrical Appliances and Consumer Products Safety Control Act.

Electrical Supply Track Systems for Luminaires are added to the list of electrical appliances subject to safety assurance, and as a result the amendment brought changes to the Annexes as follows:

• Adding the said products to the detailed items of lighting equipment subject to safety assurance in Annex 2 (supplements existing list of chain lighting fixtures, rechargeable portable lights, floodlight luminaires and halogen luminaires);
• Adding the model classification and its detailed criteria of the said products to Annex 10;
• Adding a list of parts subject to safety control of the said products to Annex 20;
• Adding safety standard KC 60570 for the products to Annex 25.

The Notice enters into force on 1 October 2022.

澳洲能效管理機構GEMS近日公佈：從 2022 年 10 月 1 日起銷售或供應的所有游泳池泵都需要顯示能源等級標籤並符合測試要求。 這將幫助消費者通過減少游泳池用電量和減少溫室氣體排放來節省資金。

游泳池泵的供應商和零售商可以在 2022 年 10 月 1 日之前註冊其產品。在此日期之後未在 GEMS 監管機構註冊的產品可能不再在澳洲境內銷售或供應。 我們將與行業、泵供應商、零售商、泳池建造商和其他專業人士合作，就變化和要求進行溝通。

New mandatory standards and labelling requirements for swimming pool pumps

GEMS recently announced: All swimming pool pumps sold or supplied from 1 October 2022 will need to display an energy rating label and meet testing requirements. This will help consumers to save money by reducing the amount of electricity used by their swimming pools and to reduce greenhouse gas emissions.

Suppliers and retailers of swimming pool pumps may register their products prior to 1 October 2022. Products not registered with the GEMS Regulator after this date may no longer be sold or supplied within Australia. We will be working with the industry, pump suppliers, retailers, pool builders and other professionals to communicate the changes and requirements.

 

EAEU 歐亞經濟聯盟

TR EAEU 048/2019《關於耗能設備能效要求的技術法規》，生效日期將延遲三年至2025年9月1日。

The EEC Council, at the suggestion of the Russian side, decided to postpone the entry into force of the EAEU technical regulation “On requirements for the energy efficiency of energy-consuming devices” to September 1, 2025.

The decision was made as part of the implementation of the list of measures to increase the stability of the economies of the member states of the Eurasian Economic Union, including ensuring macroeconomic stability, approved by Order of the Council of the Commission dated March 17, 2022 No. development and adoption of acts of the second level necessary for the implementation of technical regulations – a list of standards and labels for the energy efficiency of energy-consuming devices.

By the same decision of the EEC Council, the date of entry into force of the decision of the Council of the Commission establishing the forms of labels for energy-consuming devices of various types and the rules for their design was postponed to March 1, 2025. And also the deadline for the entry into force of certain requirements established in Annexes No. 3, 5, 6, 9, 12, 13 and 14 to the technical regulations has been postponed for three years.

 

India 印度

BEE發佈通知, 調整現行房間空調 (定速和變速) 能耗標準的有效期至2022年6月30日。

依據修訂後的能耗標準，自 2022 年 7 月 1 日起適用，有效期至 2024 年 12 月 31 日。

因此，新標籤上顯示的有效期應為 2022 年 7 月 1 日至 2024 年 12 月 31 日。

請注意，所有現有型號僅在 2022 年 6 月 30 日之前有效，有效期屆滿後自動失效。

BEE release the notice regarding the validity of the existing energy consumption standards of Room Air Conditioners (Fixed speed and Variable speed) is valid till 30 June 2022.

In accordance with the provisions of the amendment notification of Room Air Conditioners vide S.O. 4634 (E) dated 10 November 2021, the revised energy consumption standards would be applicable from 1 July 2022 and would be valid till 31 December 2024.

Therefore, the revised validity period to be displayed on the new label shall be from 1 July 2022 to 31 December 2024.

Please note that all the existing models are valid only till 30 June 2022 and will be expired automatically after the expiry of the validity period.

 

India 印度

​BEE 要求 BEE 強制性標準和標籤計畫涵蓋的所有冰箱 (現有無霜冰箱、直冷冰箱類別和即將推出的對開門冰箱類別) 的所有許可證持有者，從2023年1月1日起，在印度生產、進口或銷售的每台冰箱都必須貼上二維碼和BEE星級標籤。

​BEE request all permittees of Refrigerators (existing Frost free refrigerators, Direct Cool refrigerators categories and upcoming side-by-side refrigerator category) covered under BEE’s mandatory Standard & Labelling program are hereby informed that it will be obligatory to affix QR code along with BEE star label on each unit of refrigerator being manufactured, import or sold in India w.e.f. 1st January, 2023.

澳洲 Australia

今年6月將開始執行最新的插頭與插腳標準AS/NZS 3112:2017 +A1:2021。

現時提交的任何證書變更申請或標準升級，都需要同時符合這個最新標準。

The latest plug and pin standard AS/NZS 3112:2017 +A1:2021 will be implemented in June this year.

Any currently submitted certificate for modification or standard upgrades must also comply with this latest standard.

 

Brazil 巴西

2022 年 3 月 25 日，巴西國家計量、標準化和工業品質研究所 (INMETRO/CONMETRO) 發佈第102號協定，批准了《用水設備品質和合格評定要求技術法規》。本協議於 2022 年 4 月 1 日生效。

On 25 March 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 102 to approve Technical Regulation on Quality and Conformity Assessment Requirements for Water Consumption Equipment.

The Regulation for Water Consumption Equipment was approved in the form of Technical Regulation on Quality, Conformity Assessment Requirements and Specifications for the Conformity Identification Mark, contained in Annexes I, II and III.

This Regulation applies to water consumption equipment of the following types, regardless of the technology applied:

electrical equipment with water cooling and without water quality improvement;

electrical appliances without water cooling and with water quality improvement;

electric equipment with water cooling and water quality improvement;

all non-electrical equipment that has the characteristic of improving the quality of water for human consumption.

The following products are excluded from the application of this Regulation:

equipment that supplies water without cooling and without performing water quality improvement;

filtering elements or water quality improvement devices, which are replacement components;

products intended to improve water quality through a suction process, such as squeeze bottles, straws, among others;

products intended for the treatment of non-potable water;

equipment for the production of ice;

coolers containing a container and/or hydraulic systems for supplying water and ice;

equipment exclusively intended to supply water for the production of tea, coffee, soups, juices and soft drinks.

The equipment is also under a non-automatic import licensing system, and the importer must obtain consent from Inmetro.

This Portaria entered into force on April 1, 2022.

 

Malaysia 馬來西亞

2022 年電子煙設備的商品說明 (認證和標記) 令已於 2022 年 4 月 5 日在憲報刊登。本地製造或進口的電子煙裝置應在 2022 年 8 月 3 日之前符合商品說明。所有電子煙設備都必須根據 MS 2716:2019 進行測試和認證，其中包括電氣、機械、化學、無線連接 (如適用)、EMC 和功能測試。經認證的電子煙裝置必須貼上 SIRIM MS 標誌，方可銷售和提供給市場。

According to The Ministry of Domestic Trade and Consumer Affair (KPDNHEP) of Malaysia, the Trade Description (Certification and Marking) of Electronic Cigarette Devices (vape device) Order 2022 was gazetted on April 5, 2022 under the Trade Description Act 2011.

Locally manufactured or imported e-cigarette device shall comply with the Trade Descriptions by August 3, 2022.

All e-cigarette devices must be tested and certified according to MS 2716:2019 which includes tests of electrical, mechanical, chemical, wireless connectivity (if applicable), EMC and functional.

The certified e-cigarette device shall be labelled with SIRIM MS mark before it can be sold and offered to the market.
