2024年6月8日起，製造商須確保範圍內產品完成註冊並在產品及產品外包裝加貼能效標籤，方可進入市場銷售。對於階段一和階段二已經進入阿曼市場的產品，製造商可將標籤發予當地進口商或貿易商完成加貼。

Further to DGSM communication regarding the enforcement phases published on Gulf Committee Platform on 5th of December 2023 for the new scope of products included in the DGSM Energy Efficiency (EE) labeling program:

– Electrical Clothes Washing Machines (OS 1651:2022)

– Refrigerators, Refrigerator-Freezers and Freezers (OS 1653:2022)

The above three product regulations have been implemented on December 8, 2023. Manufacturers should promptly submit energy efficiency registration applications to designated agencies (such as TÜV Rheinland NB 0007). The Registration is valid for 2 years and can be updated upon expiration. After receiving the registration document and energy efficiency label issued by the designated agency, the energy efficiency label should be affixed to the product and its outer packaging in accordance with regulatory requirements.

From 8^th June 2024, the manufacturer takes responsibility to affix the registered Energy Efficiency label generated by Hazm platform to the products being manufactured, imported, and sold in Oman once receiving the deliverables from the Notified Body.

– For registered products during Phase 1 & Phase 2:

Adhere EE label generated by Hazm platform on product(s) and packaging, according to the requirements of applicable OS standard, or in cooperation with local traders in Oman if a consignment of the product(s) arrived during Phase 1 & Phase 2.

– For registered products during Phase 3:

Adhere EE label on product(s) and packaging according to the requirements of applicable OS standard.

Brazil 巴西

ANATEL 發佈了 429/2023 號官方信函，確認所有測試報告 (在巴西或國外完成) 必須遵循並滿足 4083 號法案的要求，包括可追溯性資訊。其中最重要的內容是，自即日起在OCD驗證追溯信並同意開始檢測之前，不可能接受國外的檢測報告。

開始測試之前，製造商或申請人必須正式向OCD (ANATEL認可發證機構) 提交以下資訊:

• 生產樣品的製造單位
• 提交測試樣品的可追溯性

這樣，外國實驗室也必須在 OCD 批准後才能開始測試。

ANATEL released Official Letter 429/2023 confirming that all testing reports (done in Brazil or abroad) must follow and meet the Act 4083 requirements, including the traceability information.

The most important fact of this letter is that from now on, it is not possible to accept testing report done abroad before OCD validates the traceability letter and agrees to start testing.

As known, according to Act 7280, ANATEL accept foreigner report for some specific products, such as non-RF Network switch for corporative/industrial use, OLT, Digital Multiplexer, Coaxial cables, some types of Optical cables, Satellite transceivers and some others.

Act 4083 stipulates in item 6.3.1.5 that before starting the test, the manufacturer or applicant MUST formally communicate to the OCD (ANATEK Certification Body) the following:

• The manufacturing unit where the sample was produced; and
• The traceability of the sample submitted for testing.

Due to this new information, foreigner laboratory must only start testing after OCD approval.

 

Brazil 巴西

ANATEL 發佈了 463/2023，464/2023 和466/2023號官方信函，主要內容是:

2. 關於Act7971即IPV6測試法規執行日期延期至2024年12月14日

ANATEL published today three new Official Letters 463/2023, 464/2023 & 466/2023. Main content as below:

1. postpone the implementation of new safety standard (Act 17087) to March 27^th, 2024
2. postpone the implementation of IPv6 testing (Act 7971) to December 14^th, 2024

 

India印度

繼該部門於 2012 年 1 月 25 日和 2012 年 8 月 17 日發佈的有關行動電話比吸收率 (SAR) 值的 OM No. 18-10/2008-IP 後，特此通知以下修訂指南：

1. 有關SAR值和安全預防措施的資訊也應通過線上方式以數位方式提供，例如線上連結、電子標籤、二維碼等。
2. 行動製造商必須在六個月內監控通過線上管道訪問資訊的客戶量。 隨後，該資料應提交給該部門進行評估。

In continuation to the Department’s OM No. 18-10/2008-IP dated 25.01.2012 and 17.08.2012 regarding Specific Absorption Rate (SAR) value for mobile phones, the following revised guidelines are hereby notified:

1. The information concerning SAR values and safety precautions should also be made available digitally through online means, such as online links, e-labels, QR codes, etc.
2. Mobile manufacturers are required to monitor, for a period of six months, the volume of customers accessing information through online channels. Subsequently, this data should be submitted to this Department for evaluation.

Based on the findings, a decision will be made regarding the possibility of solely digital or online display of SAR values and safety precautions.

Previous mandated guidelines by DoT

• The SAR value of each mobile phone must be conspicuously printed on its respective handset box.
• Each mobile handset box, including the mobile phone and its accessories, shall contain a booklet detailing the SAR value and essential safety precautions.

This revised version aims to maintain clarity while outlining the directives in a more organized manner.

 

South Korea韓國

2023 年 12 月 8 日，韓國無線電研究機構 (RRA) 發佈了《電信服務射頻傳輸設備技術標準》修正案。 該修正案於 2023 年 12 月 8 日 (即發佈之日) 生效。詳請請參考英文版內容。

On 8 December 2023, the Korean Radio Research Agency (RRA) issued an amendment to the Technical Standards for Radio Frequency Transmission Equipment for Telecommunications Services.

This amendment aims to revise certain provisions in Article 4 concerning standards for mobile communication radio equipment.

The amendment replaces the term “occupied frequency bandwidth” with “classification” in several provisions.

Furthermore, the amendment specifies the frequency range for adjacent channel leakage power in Item 4: Conditions for the mobile station transmitter of Article 4⑥ on technical standards for narrowband Internet wireless equipment used in mobile communications employing frequency division duplexing.

This amendment specifies the portion previously denoted as the “occupied frequency bandwidth” as 300kHz.

As the result of this revision, adjacent channel leakage power shall be a value where the power leaked within the required frequency bandwidth is 37㏈ lower than the average power of the fundamental frequency, at frequencies 300kHz outward from the lowest and highest designated frequencies.

Lastly, the amendment modifies the out-of-band emission conditions table for the following mobile communication radio equipment to comply with international standards (ITU/3GPP).

• 5GHz band mobile communication radio equipment that utilizes time division duplexing (Article 4⑧Item 6)
• Wireless equipment for 4.7GHz band mobile communications utilizes time division duplexing (restricted to operating a wireless station solely within a building, etc.) (Article 4⑩Item6)

The amendment shall enter into force on 8 December 2023, the date of its publication.

 

Thailand泰國

泰國消費者保護委員會辦公室 (OCPB) 於2023年6月發佈“個人電腦和電腦設備為標籤管制商品”的聲明。

此聲明適用於電腦和電腦設備，規範其標籤必須體現消費者保護法要求的特定資訊，並以泰語或配有泰語注釋的外語清晰展示，以避免消費者產生任何誤解。但在泰國製造後出口、不在泰國銷售的產品則不在此標籤要求的範圍內。

該聲明已自2023年11月1日起開始實行。

The Office of the Consumer Protection Board (OCPB) of Thailand published an Announcement in the Royal Gazette on July 4, 2023, that personal computers and computer equipment are label-controlled goods. The Announcement outlines the information that labels must contain in Thai language and/or Thai and another international language, and specifies that these requirements do not apply to manufactured products for export that are not sold in Thailand. The Announcement will come into effect on November 1, 2023.

Chile智利

2023年 12月14日智利電力和燃料監管局 (SEC)於發佈第21358號決議, 審批了第5/31:2023號議定書，針對家用和商用型的通用燈具 (含帶電源和非帶電源兩種) 制定了認證程序和測試要求，產品需滿足 IEC 60598-2-1:2020; IEC 60598-1:2020 標準要求。並計畫於 2025 年 2 月 1日(非帶電源類通用燈具) 及 2026年2月1日 (帶電源類通用燈具) 起開始實施。目前第5/31:2023號議定書尚未正式公佈，具體的通用燈具產品範圍以議定書規定的為准。

On December 14th. 2023. The Chilean Superintendence of Electricity and Fuels (SEC) published Resolution N°21358 to approve a new SEC Protocol PE N°5/31:2023 for General purpose luminaires for household and/or commercial use.  The standards requested to be used are IEC 60598-2-1:2020; IEC 60598-1:2020. The entry in force for luminaires for domestic and/or commercial used without EPS is Feb 01, 2025. And with EPS is Feb 01, 2026.  Currently the new SEC Protocol PE N°5/31:2023 has not been officially released yet, the specific definition of product scope shall be subjected to the provisions of the Protocol.

Brazil巴西

涵蓋60Hz交流和直流127V或220V 電壓範圍工作的上述類別。

本決議的規定分兩個階段實施。設備在第一階段必須滿足85.5%的能效/最大消耗，在第二階段必須滿足90%。各階段的指標按照規定計算Portaria 332/2021 的標準，第1階段基於IEC 62552:2007自2023 年 12 月 31 日開始，第2 階段基於IEC 62552:2020 自2025 年 12 月 31 日開始。

On 8 December 2023, the Brazilian Ministry of Mines and Energy published Resolution No. 2 on approving the energy efficiency target program for refrigerators and freezers.

This Resolution is based on Law No. 10.295 of 2001 which establishes the National Policy for Conservation and Rational Use of Energy, and led to the approval of several regulations implementing the policy. Amongst them, Portaria No. 1 of 2018 previously established the target program for the energy efficiency of refrigerators and freezers, and will be applicable until the dates established in this new Resolution.

The provisions of this Resolution apply to the same categories of refrigerators and freezers for domestic use established in Portaria No. 1 of 2018, as follows:

• Minibars;
• Refrigerators;
• Frost-free refrigerators;
• Combined;
• Combined frost – free;
• Side by side;
• Vertical freezers;
• Frost-free vertical freezers;
• Horizontal freezers.

The above categories are covered when operating on an alternating current of 60 Hz and nominal voltages of 127 V or 220 V, or voltage ranges that encompass the same, or direct current operation.

The provisions of this Resolution apply in two stages. The Energy Efficiency Indexes are established in Table 2, according to which the equipment must meet 85,5% of energy efficiency/maximum consumption on Stage 1, and 90% on Stage 2. The Indexes are calculated for each stage in accordance with the provisions of Portaria 332/2021 and based on IEC 62552:2007 for Stage 1 and IEC 62552:2020 for Stage 2.

Companies must comply according to the following deadlines:

For Stage 1:

Manufacturing and import: 31 December 2023

Marketing by manufacturers and importers: 31 December 2024

Marketing by wholesalers and retailers: 31 December 2025

For Stage 2:

Manufacturing and import: 31 December 2025

Marketing by manufacturers and importers: 31 December 2026

Marketing by wholesalers and retailers: 31 December 2027

Until these dates, equipment must meet the maximum consumption levels established in Portaria No. 1 of 2018.

This Resolution will come into force on 15 December 2023.

 

Malaysia馬來西亞

2023 年 11 月 1 日，馬來西亞能源委員會 (Suruhanjaya Tenaga (ST) 或 Energy Commission) 發布了新的指南，提供電烤箱貼附能效標籤時需符合的最低性能標準 (Minimum Energy Performance Standards, MEPS) 之技術要求。該指南將於 2024 年 11 月 1 日生效。

• 對應的性能測試標準: IEC 60350-1:2016
• 至少須達到 2 星評級的電烤箱才能獲發 ST COA 認可

On 1 November 2023, the Energy Commission of Malaysia (Suruhanjaya Tenaga (ST) or Energy Commission issued new guidelines to provide the technical requirements for the Minimum Energy Performance Standards (MEPS) to be met when applying energy efficiency labels to electric ovens. The guidelines will go into effect on November 1, 2024.

• Performance test standard: IEC 60350-1:2016
• An electric oven with a minimum 2-star rating is required to be ST COA approved.

徵求意見截止日期為 2024 年 1 月 26 日。

On 13 December 2023 and 14 December 2023, the WTO published four Notifications relating to draft Implementing Guidelines of the Philippine Energy Labeling Program:

• Notification G/TBT/N/PHL/314 relating to draft Implementing Guidelines of the Philippine Energy Labeling Program for Display Monitors.
• Notification G/TBT/N/PHL/318 relating to draft Implementing Guidelines of the Philippine Energy Labeling Program for Television Sets.
• Notification G/TBT/N/PHL/317 relating to draft Implementing Guidelines for the Philippine Energy Labelling Program for Air Conditioners.
• Notification G/TBT/N/PHL/316 relating to draft Implementing Guidelines of the Philippine Energy Labeling Program for Lighting Products.

The WTO Notification deadline is 26 January 2024.

修正案規定了以下條款:

• MEPP 應由 PELP 技術工作小組 (TWG) 成員每 3 年或在需要時更早進行審查，對 MEPP 的任何調整應始終根據能源效率的提高或產品能源性能的改善
• MEPP涵蓋的能源消耗產品應遵守附件A中規定的能源性能標準，其中涵蓋定速和變速RAC、燈具、製冷器具、電視、節能裝置、洗衣機； 和顯示器/監視器
• 對違反 MEPP的行為處以附件 B 規定的行政罰款和處罰

該草案的徵求意見截止日期為2024年1月26日。

On 14 December, the Philippine Department of Energy issued a Draft Circular proposing to amend the Minimum Energy Performance of Products (MEPP) Guidelines (DC 2020-06-0016).

More specifically, the amendments provide for the following provisions:

• the MEPP shall be reviewed by the members of the Technical Working Groups (TWG) of the PELP every 3 years, or sooner when required, and any adjustment to the MEPP shall always be pursuant to an increase in energy efficiency or improvement in energy performance of products (amendment to section 8);
• MEPP-covered energy consuming products shall adhere to the energy performance standards provided in Annex A (amendment to section 9), which covers fixed-speed and Variable-speed RACs, lamps, refrigerating appliances, televisions, energy saving devices, clothes washing machines; and displays/monitors;
• the imposition of administrative fines and penalties as per Annex B, upon violation of the MEPP (amendment to section 11).

The final date for submitting comments to the WTO regarding this Draft Circular is 26 January 2024.

If enacted, this Draft Circular shall take effect fifteen (15) days following its publication in at least two newspapers of general circulation.

 

Uruguay烏拉圭

烏拉圭已發佈2023版空調和冰箱能效新標準，預計將在批准後一年內公佈強制時間。

• UNIT 1138:2023 (能源效率-家用製冷設備): 將取代UNIT 1138:2011，該標準的測試方法基於IEC 62552-1/2/3:2015+AMD1:2020。

Uruguay has released the 2023 version of new energy efficiency standards for air conditioners and refrigerators. The mandatory time is expected to be announced within one year after approval.
