Argentina 阿根廷

阿根廷國家通信局ENACOM於2023年 5月初發佈Resolution 586/2023，針對RAMATEL標籤要求進行了修訂。基於舊版854/2020，主要補充如下幾點要求：

(1) 如果產品本體上無法體現RAMATEL標籤，製造商可以申請放置在產品手冊，快速指南或者外包裝箱上。

(2) 如果認證的設備是安裝在汽車裡面，法規標籤不可見，這種情況下，標籤需要放置在說明書以及隨車檔上，或者公佈在汽車製造商/進口商官網上。

(3) 如果選擇E-labeling電子標籤方式，須在產品手冊或者快速指南書或其它隨車文件上引導消費者如何讀取電子標籤內容，或者在外包裝箱或汽車製造商/進口商官網上提供相關說明。

ENACOM issued Resolution 586/2023 in early May 2023, revising the RAMATEL labelling requirements. Based on the old version 854/2020, the following requirements are mainly added:

• If marking cannot be placed directly on product for construction, size, or packaging reasons, the marking must be printed in the user manual, quick start guide, and/or the corresponding packaging.
• If the approved device is installed inside a vehicle and its regulatory identification is not visible, the marking must be printed in manuals and documents accompanying the vehicle, or be published on the official website of the vehicle’s manufacturer or importer.
• If e-labelling is chosen, instructions on how to access the e-label must be readily available in the user manual, quick start guide (or other documents accompanying the device), on the packaging, and/or on the official website of the device’s manufacturer or importer.

ACMA 已批准新供應商的符合性聲明 (表格 C02)，取代網站上以前的表格。

在進行供應商的符合性聲明時，必須採用 ACMA 批准的形式。 或者，供應商也可以創建自己的符合性聲明，其中包括表格 C02 所需的所有資訊。

供應商必須在貼合規標籤之前完成合規聲明。

The ACMA has approved a new supplier’s declaration of conformity (form C02). It replaces the previous form on the website.

This is the ACMA-approved form for a supplier’s declaration of conformity under the Radiocommunication Equipment (General) Rules 2021 and the Radiocommunications Labelling (Electromagnetic Compatibility) Notice 2017.

When making a supplier’s declaration of conformity, it must be in the form approved by the ACMA. Alternatively, the supplier may also create their own declaration of conformity that includes all the information required by form C02.

This also serves as a sample declaration of conformity form made by the ACMA under the Telecommunications (Labelling Notice for Customer Equipment and Customer Cabling) Instrument 2015.

Suppliers must complete a declaration of conformity before applying a compliance label.

 

Chile智利

[法規草案] 2023 年 6 月 6 日，智利電力和燃料監管局 (SEC) 向 WTO 通報了一份關於家用和類似用途的手動工具、草坪和園藝機械電池充電器安全認證程式的議定書草案 (DRAFT PE N°1/40:2023)。

範圍如下：

1. a) 外部電池充電器，其電池用於手動工具、草坪和園林機械的內部或外部充電；
2. b) 電池充電器，無論是作為配件或備件單獨出售，還是與手動工具、草坪和園藝機械一起出售；
3. c) 所有在市場上銷售、即便沒有特定用途但也用於為手動工具、草坪和園藝機械的電池充電的電池充電器。

如果產品包含的公插頭的配置不同於標準化表 S10、S11、S16、S17、SPA11、SPA17、SPB11、SPB17 (CEI 23-50) 或 2.5 A CEI EN 50075 (CEI 23- 34)，適配器必須隨產品一起提供，並通過當前適配器協議認證。

目前該草案正在搜集意見中。

On 6 June 2023, the Chilean Superintendence of Electricity and Fuels (SEC) notified the WTO of a draft protocol PE N°1/40:2023 on the safety certification procedure for battery chargers for hand tools, lawn and garden machinery, for domestic use and similar purposes.

Scope:

1. a) External battery chargers, whose batteries are charged inside or outside the hand tools, lawn and garden machinery;
2. b) Battery chargers, both when sold independently, as an accessory or spare part, or when sold together with hand tools, lawn and garden machinery;
3. c) All battery chargers that are marketed without a specific purpose but that are also used to charge batteries for hand tools, lawn and garden machinery.

Labelling of the battery chargers must be in accordance with Chapter IV of this Protocol.

Testing must be carried out as per clause 5.8 of IEC 60335-1:2016 Standard.

The components of the product must be registered according to the format of Annex A.

If the product incorporates a male plug with a configuration different from that indicated in Standardization Sheets S10, S11, S16, S17, SPA11, SPA17, SPB11, SPB17 (CEI 23-50) or S1 of 2.5 A CEI EN 50075 (CEI 23-34), an adapter must be provided together with the product which is certified by the current Adapter Protocol.

For type approval, all the analysis and/or tests established in TABLE A, of Chapter II of this Protocol must be carried out.

At least one unitary sample per family of the certified product in trade will be verified by the Certification Body by carrying out an analysis and/or trial established in point 1.2.1.1 of Chapter III of this Protocol.

The manufacturer will be audited at least once a year, as per Article 5 of Decree No. 298/ 2005.

 

EAEU 歐亞經濟聯盟

[法規草案] 2023 年 6 月 9 日，歐亞經濟委員會發佈了一項修訂第 526 號決定的提案，該決定包含歐亞經濟聯盟制定強制性要求的產品清單。

草案建議增加第68段: 運動器材和庫存。

目前該草案正在徵詢意見中，截止日期為 2023 年 7 月 10 日。

On 9 June 2023, the Eurasian Economic Commission issued a proposal to amend Decision No. 526, which contains the list of products for which mandatory requirements are established in the Eurasian Economic Union.

The draft proposes to add paragraph 68 with the following content:

• Sports equipment and inventory.

The proposed date of entry into force of this draft amendment is 30 days after its official publication.

The deadline for comments is 10 July 2023.

電信部MTCTE (電信設備強制測試和認證) 發佈了關於第三階段和第四階段產品修訂規則的新通知，並於2023年6月23日宣佈了第五階段產品。

主要內容:

• 第三階段、第四階段產品中的32種產品認證強制日期再延長3個月，由2023年7月1日至2023年10月1日
• 第三階段、第四階段產品中的12種產品強制認證日期再延長6個月，由2023年7月1日至2024年1月1日
• ILAC 測試報告的有效期僅自發佈之日起 2 年，需僅來自與印度非邊境共用國家。 受理日期由2023年6月30日延長至2023年12月31日
• 從 2024 年 1 月 7 日起，強制將第五階段產品作為 MTCTE 的一部分。 ILAC第五階段產品測試報告的有效期僅自發佈之日起最多2年，需僅來自與印度非邊境共用國家。 接受日期截至 2024 年 6 月 30 日
• 將 IP 路由器、Wi-Fi CPE 的強制性安全測試和認證再延長 6 個月，由2023年7月1日至2024年1月1日

Department of Telecommunication, MTCTE (Mandatory Testing and certification of Telecommunication Equipment) has issued a new notification on amended rules for Phase-III & IV products and also implemented the phase V products on 23/06/2023.

The main highlights are:

• Mandatory dates of certification of 32 products for Phase-III & IV products got extended for another 3 months from 01/07/2023 to 01/10/2023(Refer Annexure-I in the attachment)
• Mandatory dates of certification of 12 products for Phase-III & IV products got extended for another 6 months from 01/07/2023 to 01/01/2024(Refer Annexure-II in the attachment)
• ILAC test report validity of only up to 2 years from the date of issue for technical parameter only from non-border sharing countries with India. Acceptance date extended from 30/06/2023 to 31/12/2023(Refer Annexure-III in the attachment)
• Mandating the Phase V products as part of MTCTE from 01/07/2024(Refer Annexure-I in the attachment). ILAC test report for phase V products validity of only up to 2 years from the date of issue for technical parameter only from non-border sharing countries with India. Acceptance date up to 30/06/2024.
• Extension of mandatory security testing and Certification of IP Router, Wi-Fi CPE for another 6 months from 01/07/2023 to 01/01/2024 under MTCTE.

South Africa南非

2023 年 5 月 23 日，南非獨立通信管理局 (ICASA) 發佈了修訂《無線電頻譜條例》附件 B 的通知。該修正案已經生效，它為無線電本地接入網路 (RLAN) 和 Wi-Fi 應用開放了較低的 6 GHz 頻段 (5925-6425 MHz)。

此外，還為非特定短程應用添加了 122-246 GHz 頻段。

On May 23, 2023 the authority Independent Communications Authority of South Africa (ICASA) published a notice to amend Annexure B of the Radio Frequency Spectrum Regulations.

The amendment has already entered into force and it opens the lower 6 GHz frequency band (5925-6425 MHz) for Radio Local Access Networks (RLAN) and Wi-Fi applications.

In addition the 122-246 GHz frequency band has been added for Non-Specific Short-Range applications.

On 27 June, 2023, the Korean Agency for Technology and Standards (KATS) issued a Notice No.2023-0180《Electric Appliances and Household Appliances Safety Management Act Operation Guidelines Amendment Notice》revision, the revised contents are as follows:

Appendix 5: Safety Confirmation type 5 “Electric Skateboards” add details item 5 (Low-speed Electric Two-wheeled Vehicles) and item 6 (Other Electric Personal Mobility Devices)

Appendix 13: Add the above two item in series model classification guideline.

This Notice entered into force on 27 June, 2023.​

越南 MIC 於 2023 年 5 月 31 日發佈了第 04/2023/TT-BTTTT 號通告。該通告將取代02/2022/TT-BTTTT通告並於2023年7月15日生效，根據新通告，型式認可證書必須更新為新標準，並更新安規或EMC測試報告。尤其是對陸地移動終端設備、智慧手機的新關鍵要求進行了重大更新。

Vietnam MIC has released Circular No. 04/2023/TT-BTTTT on 31st May 2023. According to the new Circular, type approval certificates must be updated to the new standard and get test reports for the new Safety or EMC standards. This circular introduce the new list of wireless and ICT products under MIC ICT Type Approval and Self-assessment DoC scope. The circular 04/2023/TT-BTTTT shall replace the Circular No. 02/2022/TT-BTTTT and take effect from July 15, 2023 with significant updates on new QCVN test standards, new critical requirements for land mobile terminal devices, smart phones.

Summary of the MIC circular 04/2023/TT-BTTTT:

1. MIC has updated new national technical standards (QCVN) to the list

(1) QCVN 18:2022/BTTTT (National technical regulation on electromagnetic compatibility for radio communication equipment) replaces QCVN 18:2014/BTTTT

(2) QCVN 130:2022/BTTTT (National technical regulation on electromagnetic compatibility of wireless audio equipment in the frequency range 25 MHz to 2000 MHz)

(3) QCVN 131:2022/BTTTT (National technical regulation on NB-IoT devices, LTE Cat M)

(4) QCVN 132:2022/BTTTT (National technical regulation on electrical safety for telecommunications and information technology terminal equipment)

2. New critical requirements for land mobile terminal equipment and mobile phones

(1) Terrestrial mobile communication terminals imported or manufactured in Vietnam after June 30, 2024 are required to integrate 4G LTE technology as of June 30, 2024.

(2) The type approval certificate for terrestrial mobile communication terminals that do not integrate LTE technology will automatically become invalid on June 30, 2024.

(3) The certificate of conformity for 5G mobile communication terminals that only lists one of the two standards QCVN 127:2021/BTTTT and QCVN 129:2021/BTTTT will automatically become invalid  from 30/06/2024. This means that 5G terrestrial mobile communication terminals (5G NR) will be required to support both SA and NSA from July 01, 2024.

3. Update HS codes of goods according to Circular No. 31/2022/TT-BTC

The list of products and goods of group 2 has been updated with HS codes and descriptions of goods according to the contents of Decision No. 2125/QD-BTTTT dated November 21, 2022 of the Ministry of Information and Communications on the adjustment of some HS codes on the List of potentially unsafe products. In this circular 04/2023/TT-BTTTT, new HS codes (or changed HS codes) are included in the list for convenience in searching and applying. New products (new HS codes) shall be fallen under mandatory scope.

4. Some other small adjustments to the list of products and goods of group 2

(1) Additional notes applicable to QCVN 47:2015/BTTTT; QCVN 132: 2022/BTTTT.

(2) Changed electrical safety standards applicable to DECT phones from QCVN 22:2010/BTTTT & QCVN 22:2021/BTTTT to apply QCVN 132:2022/BTTTT.

(3) The list of products of group 2 adds the E-UTRA narrowband IoT terminal at section 1.1.16 (applying the newly issued QCVN 131:2022/BTTTT), and the personal FM radio device is removed at section 2.10 (equipment not imported for many years).

(4) NFC moved from Annex 1 to Annex 2 (was proposed in the draft version of this circular). It means now NFC is not under Type Approval certification scheme, but under SDoC scheme only

5. Taking effect date of the circular 04/2023/TT-BTTTT on the list of group 2 products and goods

The circular 04/2023/TT-BTTTT shall take effect and replace Circular No. 02/2022/TT-BTTTT from July 15, 2023.

DOE has started accepting PELP Company Registration applications starting 20 June 2023. All Importers, Manufacturers and Distributors of Electric Fan and Clothes Washing Machines are enjoined to register through the PELP System (https://pelp.doe.gov.ph/)

 

Taiwan 台灣

[法規草案] 2023 年 5 月 26 日，WTO 發布了通知 G/TBT/N/TPKM/523，涉及對冷凍櫃法定檢驗要求的修正案。

現行已列檢內容積 400 公升以下之直立式冷凍櫃，惟商用直立式冷凍櫃之內容積有所增加，內容積700 公升以下的立式冷凍櫃於市場上漸趨流行。此外，臥式冷凍櫃近期也開始受到消費者的青睞。考量消費者使用安全，BSMI擬將內容積700 公升以下的立式和臥式冷凍櫃納入應施檢驗品目，修正後新增列檢之商品自 2025 年 1 月 1 日起強制實施。

WTO 通知截止日期為 2023 年 7 月 25 日。

On 26 May 2023, the WTO published Notification G/TBT/N/TPKM/523 relating to a proposal for Amendments to the Legal Inspection Requirements for Freezers.

At present, only upright freezers of which the storage volume does not exceed 400L are in the scope of mandatory inspection of BSMI. However, the storage volume of commercial upright freezers has increased. Upright freezers with storage volume not exceeding 700L become popular in the market. In addition to that, horizontal freezers are also getting popular among consumers recently. As a result of risk assessment, BSMI proposes to add upright and horizontal freezers with storage volume not exceeding 700L into the scope of legal inspection.

The WTO Notification deadline is 25 July 2023, 60 days from notification.

 

Taiwan 台灣

[法規草案] 2023年6月5日，世貿組織發佈了關於移動式空氣調節機法律檢查要求提案的G/TBT/N/TPKM/525號通知。世貿組織通知截止日期為2023年8月4日。

考慮到移動式空氣調節機與已經受BSMI監管的傳統空調具有類似的風險，BSMI建議將移動式空氣調節機納入法律檢查範圍，自2025年1月1日強制列檢。

On 5 June 2023, the WTO published Notification G/TBT/N/TPKM/525 relating to a proposal for Legal Inspection Requirements for Portable Air Conditioners. The WTO Notification deadline is 4 August 2023.

Portable air conditioners are gaining popularity among consumers. Considering that they share similar risks with conventional air conditioners, which are already regulated by BSMI, BSMI proposes to add portable air conditioners into the scope of legal inspection.

Proposed Date of implementation: 1 January 2025.

South Africa南非

南非NRCS移除VC 9091 (單端螢光燈) 及VC 8043 (白熾燈) 的安全強制規範，並以VC 9110 (一般照明燈) 取代。一般照明燈除了需符合安規VC 9110的規範，也需符合能效VC 9109的要求。

安規VC 9110規範將於2024 年 5 月 23 日開始強制，而能效VC 9109規範會分為以下兩個強制階段:

1. a) 第一階段: 最終通知發佈後12個月，為期2年，意即 2024 年 5 月 23 日至 2026 年 5 月 23 日。
2. b) 第二階段: 最終通知發佈後36個月，意即 2026 年 5 月 24 日。

The Department of Trade, Industry and Competition withdrew the compulsory specification for single-capped fluorescent lamps (VC 9091) and the compulsory specification for incandescent lamps (VC 8043), and replace them with the compulsory specification for safety requirements of general service lamps with (VC 9110) regulation on May 23, 2023. These requirements should be read together with those of the compulsory specification for energy efficiency and functional performance requirements of general services lamps (VC 9109).

The compulsory specification for safety requirements of general service lamps (VC 9110) shall be effective twelve months after the publication of this notice, which is May 23, 2024.

The compulsory specification for energy efficiency and functional performance requirements of general services lamps (VC 9109) shall be effective with the following phases:

1. a) Phase 1:

Twelve months after the publication of the final notice for the duration of two years, which is May 23, 2024 to May 23, 2026.

1. b) Phase 2:

Thirty-six months after the publication of the final notice, which is May 24, 2026.

 

 

能源效率要求 Energy Efficiency Requirements

Costa Rica哥斯大黎加

2023 年 5 月 24 日，哥斯大黎加環境和能源部發佈了第 007-2023-DE 號決議，旨在將 ANSI/AHAM HRF-1- 2008 製冷設備能源和內部容積的標準等同於哥斯大黎加冰箱和冷櫃能源效率的技術法規 RTCR 482：2015。

現在允許出於認證目的互換使用這兩個法規。任何通過 ANSI/AHAM HRF-1-2008 認證的產品都必須符合 INTE E11-2：2021“能源效率、家用冰箱和冷櫃、標籤“，才能在全國範圍內銷售。

On 24 May  2023, the Costa Rican Ministry of Environment and Energy published Resolution No. 007-2023-DE with the aim of granting the equivalence of the ANSI/AHAM HRF-1- 2008 standard on Energy and Internal Volume of Refrigerating Appliances to Costa Rican Technical Regulation RTCR 482:2015 on energy efficiency of refrigerators and freezers.

Interested parties are now allowed to use both regulations interchangeably for certification purposes. Any product certified under ANSI/AHAM HRF-1-2008 must comply with INTE E11-2:2021  “Energy efficiency. Household refrigerators and freezers. Labelling” to be able to be marketed in the national territory.

The equivalence will have an indefinite validity. Any derogations or annulment of the technical regulation will require a new equivalence process.

現在允許出於認證目的互換使用這兩個法規。任何通過 CSA-C300-15 認證的產品都必須符合 INTE E11-2：2021“能源效率、家用冰箱和冷櫃、標籤”才能在全國範圍內銷售。

On 22 May 2023, the Costa Rican Ministry of Environment and Energy published Resolution No. 0005-2023-DE with the aim of granting the equivalence of the Canadian CSA-C300-15 standard on Energy performance and capacity of household refrigerators, refrigerator-freezers, freezers, and wine chillers to Costa Rican Technical Regulation RTCR 482:2015 on energy efficiency of refrigerators and freezers.

在允許出售舊存貨的各個生效日期後將有一年的調整期。

改革適用於以下電器：空調、冰箱、洗衣機、乾衣機、洗碗機、烤箱、微波爐、電視機、照明燈具、燈泡、信息技術設備和音頻設備。

On 30 May 2023 The Knesset’s Economy Committee approved repealing Israel’s current energy source regulations to align with the European Union and adopted the European regulation exclusively for the import of electrical appliances to Israel.

For now, it will be possible to market an electrical appliance imported or manufactured in Israel in accordance with either the Israeli regulation or the European regulation until the date of the repealing of Israeli Regulations.

The date of repealing the Israeli regulations will enter into force 30 days after its publication in the gazette (except for air conditioners, which will take effect in a year). After this date, it will be possible to import and manufacture an electrical appliance solely according to the European regulation.

There will be an adjustment period of one year after the respective effective dates in which old inventory will be allowed to be sold.
The reform applies, among other things, to the following electrical appliances: air conditioners, refrigerators, washing machines, clothes dryers, dishwashers, baking ovens, microwave ovens, televisions, lighting fixtures, light bulbs, information technology equipment and audio equipment.

越南總理發布新的第 14/2023/QĐ-TTg 號決定，列出並更新了越南能效認證的受監管產品/標準。

Vietnam Prime Minister issued a new Decision 14/2023/QĐ-TTg that listed and updated the regulated products/standards under EE approval in Vietnam.

2023 年 6 月 13 日，泰國標籤委員會發布通知，延長 2022 年 12 月 26 日 (B.E. 2022) 關於標籤管製商品標籤特徵的第 3 號通知的生效日期。

第3號公告新施行日期為2023年10月15日，本公告規定的新標籤過渡期截止至2024年2月12日。

該修正案主要改進了管制產品標籤上必須顯示的信息內容。 標籤必須包含以下信息：

• 產品類別或類型的名稱；
• 在泰國註冊並在泰國銷售的製造商的名稱或商標；
• 訂購或進口產品到泰國進行銷售的人在泰國註冊的名稱或商標；
• 如果是進口商品，則為製造國名稱；
• 製造商/進口商的位置；
• 產品的大小、尺寸、數量、容量或重量 (視情況而定)，其中計量單位可以採用全名、縮寫或符號；
• 產品用途的描述；
• 使用或儲存的安全說明；
• 與背景顏色形成對比的顏色的警告、禁止或註意；
• 製造日、月、年；
• 到期日、月、年 (如果適用)；
• 價格以泰銖或其他貨幣表示。

產品標籤的內容必須清晰可見、可辨認。 標籤上顯示的字體高度必須至少為 2 毫米。 但是，面積小於 35 cm2 的標籤的字母高度可以至少為 1.5 mm。

Thailand extends the enforcement date of 2022 Notice on Characteristics of Label on Label-Controlled Goods.

On 13 June 2023, the Thai Committee on Labels issued a Notice extending the effective date of Notice No. 3 on Characteristics of Label on Label-Controlled Goods dated 26 December 2022 (B.E. 2022).

The new effective date of Notice No. 3 is 15 October 2023, and the transitional period for new labels under this Notice ends on 12 February 2024.

The amendment primarily improves the content of information that must be displayed on the label of controlled products. The labels must contain the following information:

• Names of categories or types of products;
• Names or trademarks registered in Thailand of manufacturers for sale in Thailand;
• Names or trademarks registered in Thailand of the persons who ordered or imported the products into Thailand for sale;
• In the case of imported goods, the name of the country of manufacture;
• Manufacturers/importers’ location;
• Size, dimension, quantity, capacity, or weight of the product, as the case may be, where the unit of measurement can be used by full name or abbreviation or symbol;
• Description of what the product is used for;
• Safety instructions for use or storage;
• Warnings, prohibitions, or cautions in colors contrasting with the background color;
• Day, month, year of manufacture;
• Day, month, year of expiration (if appropriate);
• Price in BAHT or other currencies.

The content of the product label must be clearly visible and legible. The height of the font displayed on the labels must be at least 2 mm. However, labels with an area of ​​less than 35 cm2 may have a letter height of at least 1.5 mm.
