澳洲近日發佈音訊/視頻，資訊和通訊技術設備 安全要求新版標準，AS/NZS 62368.1:2022 (基於IEC 62368-1:2018 版本3.0)。

EAEU 歐亞經濟聯盟

2022 年 6 月 14 日，歐亞經濟委員會發佈第 90 號決定，關於修訂關於低壓設備安全 (LVE) 技術法規的第 768 號決定，擴大了技術規則不適用的設備清單。該決定將於 2022 年 12 月 11 日生效。

On 14 June 2022, the Eurasian Economic Commission published a Decision No. 90 on Amendments to Decision No. 768 on Technical Regulations on Safety of Low Voltage Equipment (LVE).

The Decision introduced a new edition of Article 1(2), extending the list of equipment to which the Technical Regulations does not apply, adding:

• second-hand low-voltage equipment;
• low-voltage equipment included in the scope and subject to confirmation of compliance with the requirements of the technical regulations of the Customs Union “On the safety of machinery and equipment” (TR CU 010/2011), “Safety of elevators” (TR CU 011/2011) and “On the safety of equipment for operation in explosive environments” (TR TS 012/2011), except for cables, wires, cords;
• low-voltage equipment manufactured by legal entities and individuals registered as individual entrepreneurs, not intended for circulation in the customs territory of the Union, transfer free of charge, rental, hire or lease;
• defence products to ensure the interests of defence and security, including those supplied under the state defence order;
• low-voltage equipment components (assemblies, components and components) supplied by the manufacturer of this low-voltage equipment on a contractual basis, provided that these components cannot be available to the consumer (user) except as built-in low-voltage equipment for which they are intended;
• components of low-voltage equipment (assemblies, components and components), the safety of which is partially or completely determined by how these components are built into other electrical equipment, and cannot be assessed (tested) otherwise than as part of this equipment (for example, connectors, winding wires, printed circuit boards, microswitches, relays, integrated circuits, discrete semiconductor devices, capacitors, inductors, resistors, filters and other components for mounting on printed circuit boards or otherwise inside housings or protective shells.

The Decision also adds new definitions to Article 2 and establishes marking and operational documentation requirements is also amended in Article 5.

The Decision will enter into force 180 calendar days from the date of official publication, on 11 December 2022.

On 14 June 2022, the Eurasian Economic Commission published a Decision No. 91 amending Technical Regulations on Electromagnetic Compatibility.

The Decision introduced the following changes:

• New edition of Article 2 adding technical means to which this technical regulation does not apply: specially designed to ensure safety in the field of the use of atomic energy; used technical means (exploited); medical devices; defense products which ensure the interests of defense and security, including those supplied under the state defense order;
• Adding new definitions;
• Letter trademarks, proper names, names of settlements and other names and details in operational documents may be given in other languages;
• Units of measurement may be given using their international designation;
• If the amount of information provided for in paragraph 4 of the Article 5 allows, then it is allowed not to draw up operational documents, but to indicate the information on the technical tool itself or on its packaging;
• Adding system blocks and cash registers, including those operating in conjunction with a computer to the list of technical means subject to confirmation of conformity in the form of certification (Annex 3, Part 3);
• Adding copiers (including multifunction devices) to the list of technical means subject to confirmation of conformity in the form of certification (Annex 3, Part 4).

The Decision will enter into force 180 days after its official publication, on 11 December 2022.

Hong Kong 香港

2022 年 4 月，香港通訊事務管理局 (OFCA) 發佈了新的類別牌照、新的技術標準 HKCA1081 並更新了標籤指引 HKCA3211。隨著新法規的通過，通訊辦現在允許 WLAN 設備部分使用 6 GHz 頻譜。

In April 2022, the Office of the Communications Authority (OFCA) in Hong Kong published a new Class Licence, new Technical Standard HKCA1081 and update the labeling guideline HKCA3211.

With the adopted new regulations the OFCA allows now WLAN devices to utilize the 6 GHz spectrum partially:

• “Client devices” are exempted from mandatory type approval processes, while “6 GHz Access Points” are expected to be subject to obligatory conformity assessment and labelling requirements.
• Allowed Frequency band: 5.925 – 6.425 GHz
• The maximum output power shall not exceed the limits indicated below:

Location of Use	Output Power (EIRP)
Indoor	24 dBm
Outdoor	14 dBm

• All radiocommunications apparatus operating in the 6 GHz band shall meet the technical requirements in the ETSI EN 303 687 harmonised standard.
• However, indoor devices are allowed to diverge from the mentioned EU requirements, namely:
• Power Output Limit has been increased to 24 dBm EIRP;
• PSD has been increased from 10 dBm/MHz to 11 dBm/MHz.

 

India 印度

國家通信安全中心機構於 2022 年 6 月 20 日發佈關於 MTCTE體系下電信產品的 ITSAR認證(Indian Telecom Security Assurance Requirements) 的新通知。

National Centre for Communication Security body has issued a new notification on ITSAR requirements for telecom products under MTCTE (Mandatory Testing and certification of Telecommunication Equipment) Scheme on 20/06/2022

The highlights are:

• Start of Voluntary Security Certification of IP Router, Wi-Fi CPE and UICC (SIM) Equipment in Q3/Q4 of Financial Year 2022-23.
• Mandating the security certification as part of MTCTE from 01-Apr-2023.

Due to unavailability of the testing infrastructure, generic exemption has been announced by TEC for testing against below set of testing parameters for Radio Broadcast Receivers and PTP PMP Microwave Fixed Radio Systems:

為減輕行業和企業的合規負擔，電信設備定期強制性測試和認證 (MTCTE) 證書的有效期已從 5 年延長至 10 年，即日起生效。

The validity of Regular Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) certificate has been enhanced from 5 years to 10 years with immediate effect with a view to reduce the compliance burden on industries and businesses.

 

South Korea 韓國

2022 年 5 月 31 日，韓國無線電研究機構 (RRA) 批准了對《電磁相容性標準通知》的修訂。

該文件在某些電磁相容標準的輻射干擾限值中增加了 3m 容差限值，以便可以選擇性地應用 10m 或 3m 限值。本通知自2023年1月1日起實施。

On 31 May 2022, the South Korean Radio Research Agency (RRA) approved an amendment to the Notice on Criteria for Electromagnetic Compatibility.

The amendment aims to align certain national EMC standards with international standards.

The document adds 3m tolerance limits to radiation disturbance limits of certain electromagnetic compatibility standards so that either 10m or 3m limit can be applied selectively. The improved electromagnetic compatibility standards include:

• EMC standards for household electrical devices and electric devices;
• EMC standards for lighting equipment;
• EMC Standards for wireless equipment;
• EMC standards for multimedia devices, etc.

The document also amends EMC standards for low voltage switchgear and control gear, by expanding frequency range for radiated immunity test for circuit-breakers, relay, contactors and motor-starters, etc.

Lastly, the amendment introduces editorial changes, such as KN test methods referenced in Annexes to KS standards.

This Notice will enter into force on 1 January 2023.

BSMI頒布修正「應施檢驗無線充電器商品之相關檢驗規定」，自 2022年8月1日起，表列商品檢驗方式採型式認可逐批檢驗或驗證登錄（型式試驗模式加符合型 式聲明模式）雙軌並行。

In response to the concerns raised about high non-compliance rate of wireless chargers, which are allowed to complete the conformity assessment procedure (Registration of Product Certification, RPC) before they are placed on the market, the Bureau of Standards, Metrology and Inspection (BSMI) is revising the time of completing the conformity assessment procedure to before the products are imported or transported out of the production premises. The procedure of Type-Approved Batch Inspection (TABI) will also be provided as an alternative to RPC. Business operators may choose the appropriate procedure depending on their needs. A specific Commodity Classification Code (C.C.C. Code) is assigned to wireless chargers for customs clearance for this purpose.

Taiwan 台灣

[法規草案] BSMI頒布「應施檢驗資訊商品數位攝影機及數位相機之相關檢驗規定修正草案」，草案預定將於2025年1月1日生效。表列商品原檢驗方式採符合性聲明者，自2025年1月1日起原符合性聲明失其效力。

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) proposes to change the conformity assessment procedure of digital cameras due to the high rate of noncompliant market surveillance results. The new conformity assessment procedure will be Registration of Products Certification (Modules II+III) or Type-approved Batch Inspection (TABI). The amendments will take effect from 1 January 2025. The import regulation code of the commodity is assigned as C02.

Taiwan 台灣

德國萊因台灣已完成BSMI安規與EMC新標準資質認證，可以開始受理CNS 15598-1與CNS 15936當地測試案件，以及CB IEC 62368-1: 2018轉CNS 15598-1案件。若要使用IEC 62368-1:2014，則需要另外評估或者補差異，才可接受轉CNS 15598-1。

TÜV Rheinland Taiwan has completed to extend scope accreditation of BSMI Safety and EMC.

It is now possible to apply local testing for CNS 15598-1 (or base on standard IEC 62368-1: 2018) and CNS 15936 through TÜV Rheinland Taiwan. However, if the clients use the CB test report with second edition (IEC 62368-1:2014), there is a need to do pre-evaluation or addition difference.

 

Thailand 泰國

​泰國工業標準協會( Thai Industrial Standards Institute, TISI)於2022年6月24日正式宣佈20種音視頻、資訊和通訊技術設備應符合最新標準TIS 62368 Part 1-2563。舊標準的證書將於2022年12月21日自動失效。

新標準強制實施日:

(A) 2022年12月21日：以下管制產品 (1) ~ (19)

(B) 2023年10月17日：以下管制產品 (20)

注意: 所有列出舊標準TIS 1195-2536的證書將會在2022年12月21日自動失效。

特別提醒:  TISI新標準的採用擴大了認證產品的類別–新增管制產品第 (20) 項: Electrical power supplies for mobile phones and tablets (手機/平板充電器)。也就是說，手機充電器，平板充電器，自2023年10月17日起將強制TISI認證。

As a result of this new standard implementation, all certificates under current standard TIS 1195-2536 will be automatically withdrawn on 21 December 2022.

 

 

電池 Batteries

Australia 澳洲

鈕扣電池和含鈕扣電池產品的四項強制性標準已於 2022 年 6 月 22 日在零售層面生效。

The four mandatory standards for button batteries and products containing button batteries are due to come into effect on 22 June 2022 at retail level.

Under the mandatory safety and information standards, products must have secure battery compartments to prevent children from gaining access to the batteries. Manufacturers must undertake compliance testing, supply batteries in child-resistant packaging, and place additional warnings and emergency advice on packaging and instructions.

The National Retail Association urges businesses who supply button batteries, or products that are powered by them, to review their product lines and ensure compliance with the standards ahead of the 22 June deadline.

 

 

家用電器 House Appliances

Panama 巴拿馬

2022 年 5 月 18 日，巴拿馬貿易和工業部發佈第 49 號決議，廢除了 DGNTI COPANIT 104-2017 技術法規和 DGNTI COPANIT 509-2017 技術標準，並承認經巴拿馬 2022 年第 23 號決議批准的中美洲技術法規 RTCA 23.01.78.20 (關於具有可變製冷劑流量的無管分體式空調)，該新技術法規將於 2022 年 12 月 17 日生效。

該決議確認巴拿馬標準和工業技術總指導 (DGNTI) 在 2022 年 3 月 1 日之前根據技術法規 DGNTI COPANIT 104:2017 頒發的證書將在其到期日之前有效。

該決議規定，2022 年 3 月 1 日之後頒發的證書自頒發之日起有效期為 1 年。有效期為 2022 年 12 月 17 日的證書將自簽發之日起延期 1 年。

On 18 May 2022, the Panamanian Ministry of Trade and Industry published Resolution No. 49 setting out the transitional periods that will apply as Panama transitions from Technical Regulation DGNTI COPANIT 104-2017 and Technical Standard DGNTI COPANIT 509-2017 to the application of Central American Technical Regulation RTCA 23.01.78.20 on Ductless Split Type Air Conditioners with Variable Refrigerant Flow.

This Resolution repeals Technical Regulation DGNTI COPANIT 104-2017 and Technical Standard DGNTI COPANIT 509-2017 and recognises the ratification of Central American Technical Regulation RTCA 23.01.78.20 as approved by Panama Resolution No. 23, 2022 (published in the Official Gazette 29473 dated 9 February 2022) which will come into force on 17 December 2022.

It confirms that certificates issued by the Panama General Direction of Standards and Industrial Technology (DGNTI) prior to 1 March 2022 in accordance with Technical Regulation DGNTI COPANIT 104:2017 will be valid until their expiry date.

It provides that certificates issued after 1 March 2022 will be valid for 1 year from their date of issue.

Certificates issued with an expiry date of 17 December 2022 will be extended for a period of 1 year from their date of issue.

Finally, it confirms that the labelling of existing stock in the national market in accordance the Technical Regulation DGNTI COPANIT 104:2017 will be accepted until 31 December 2024.

This Resolution entered into force on 18 May 2022.

 

Phillippines 菲律賓

6月1號,菲律賓DTI發佈了補充指引DAO 22-01。

以冰箱為例 (產品安全更新了範圍，能效/性能更新與PELP計畫一致)，容積超過567L (到600L) 冰箱應該在2023年9月5號前申請強制性安全認證；當地庫存能效產品應在2023年9月5號到2024年3月5號之間向BPS申請認證。

2024年3月5號開始進行市場監督，只有帶有PS標識、IC貼紙及BPS認證標識的能效產品才能在市場上進行流通/銷售。

On June 1, the DTI of the Philippines issued supplementary guidance DAO 22-01.

Take refrigerators as an example (the scope of product safety has been updated, and the energy efficiency/performance updates are consistent with the PELP plan), refrigerators with a volume exceeding 567L (to 600L) should apply for mandatory safety certification before September 5, 2023; locally stocked energy efficiency products should apply to BPS for certification between September 5, 2023 and March 5, 2024.

Market supervision will begin on March 5, 2024. Only energy-efficient products with PS logo, IC sticker and BPS certification logo can be circulated/sold in the market.

 

South Korea 韓國

2022 年 6 月 10 日，韓國技術與標準局 (KATS) 宣佈修訂 3 KC 電器安全標準:

• KC 60335-1 家用和類似用途電器-安全第1部分：一般要求；
• KC 60335-2-40 家用和類似用途電器-安全第2-40部分：電動熱泵、空調和除濕機的特殊要求；
• KC 60335-2-65 家用和類似用途電器 – 安全第 2-65 部分：空氣淨化器具的特殊要求。

這些標準主要將針對UV-C輻射的非金屬材料和內部佈線的耐候性測試專案從強制性規定改為參考。 該通知自2022年6月10日起生效。

On 10 June 2022, the South Korean Agency for Technology and Standards (KATS) announced the revision of 3 KC safety standards for electrical appliances in order to mitigate the burden on electronic manufacturers.

The revised safety standards are as follows:

KC 60335-1 Household and similar electrical appliances – Safety Part 1: General requirements;

KC 60335-2-40 Household and similar electrical appliances – Safety Part 2-40: Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers;

KC 60335-2-65 Household and similar electrical appliances – Safety Part 2-65: Particular requirements for air-cleaning appliances.

These standards primarily change the weather resistance test items for non-metallic materials and internal wiring against UV-C radiation, from mandatory regulations to references.

The Notice enters into force on 10 June 2022.

 

 

能源效率要求 Energy Efficiency Requirements

Brazil 巴西

2022 年 6 月 3 日，巴西國家計量、標準化和工業品質研究所 (INMETRO/CONMETRO) 發佈第 230號協議，以修訂2021第 269號協議，關於空調合格評定和能源標籤的技術要求。

第 230號協定部分空調期限推遲了12個月，該協議已於 2022 年 7 月 1 日生效。

On 03 June 2022, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 230 to amend Portaria No. 269, 2021 on Technical Requirements for Conformity Assessment and Energy Labelling of Air Conditioners.

This Portaria adds Article 13-A to Portaria No. 269/2021 in order to determine that for cassette-type conditioners of any cooling capacity and other devices with a capacity equal to or greater than 36 thousand Btu/h, the deadlines mentioned in Article 12 and its sole paragraph, as well as in Article 13, are postponed by 12 months, as follows:

Article 12: extension of compliance deadline to 31 December 2023;

Article 12 single paragraph: extension of compliance deadline to 30 June 2024;

Article 13: extension of compliance deadline to 30 June 2025.

The dates are adjusted owing to the impossibility of determining the energy consumption and the Seasonal Performance Index (IDRS) of cassette devices and split-types above 36 thousand Btu/h per ISO 16358-1:2013 due to the absence of a third-party accredited laboratory.

This Portaria will come into force on 1 July 2022.

 

Central America 中美洲

中美洲技術法規 RTCA 23.01.80:21 規定了某些無管分體式空調設備的能效要求，範圍包括壓縮機系統配備空氣冷凝機且製冷量不超過 19050 Wt (65 000 BTU)的空調。

該決議將於 2022 年 8 月 17 日對薩爾瓦多、宏都拉斯和尼加拉瓜生效，於 2022 年 12 月 17 日對巴拿馬、哥斯大黎加和瓜地馬拉生效。

This Central American Technical Regulation RTCA 23.01.80: 21 establishes energy efficiency requirements for certain ductless split-type air conditioning equipment.

This Regulation establishes the minimum energy efficiency ratio (SEER) level, test method, conformity assessment procedure and labelling requirements for ductless split type air conditioners with variable refrigerant flow which are imported or marketed in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The type of air conditioners in scope are those using electrical air-cooled condensers with a nominal cooling capacity of up to 19050 Wt (65 000 BTU) and operating by mechanical compression.

The Technical Regulation recognizes the validity of the following test methods for determining the performance of air conditioners:

• ANSI/ASHARE 37-2009 Methods of testing for rating Unitary air conditioning and heat pump equipment. The American Society of Heating, Refrigerating, and Air-Conditioning Engineers, Inc. 2.
• ARI 210/240- (2017) Performance Rating of Unitary Air-conditioning & Air-source Heat Pump Equipment;
• NOM-026-ENER-2015 Energy efficiency in split type air conditioners (Inverter) with variable refrigerant flow, free discharge and ductless air conditioners (Mexican Standard).

In relation to labelling, all equipment shall bear the energy efficiency label set out in Annex B. The energy label shall:

• be attached to the device or affixed by means of a sticker;
• be affixed in a visible manner on the surface of the product;
• contain, in legible and indelible form, in “Arial” font, the minimum information listed in section 11.3 of this Regulation;
• comply with the dimension requirements as specified under section 11.4.

This Resolution will enter into force on 17 August 2022 for El Salvador, Honduras e Nicaragua and on 17 December 2022 for Panama, Costa Rica and Guatemala.

 

Chile 智利

2021 年 5 月 28 日，智利電力和燃料監管局 (SEC) 發佈了第 34635 號決議，批准適用於微波爐的能源效率測試協議 PE No. 1/18/2:2021。 本議定書規定了家用微波爐能效認證的測試程序，包括帶有電子控制式和機械控制式的微波爐。家用微波爐的製造商、進口商和貿易商必須根據該協定對其產品進行認證，並確保從 2022 年 1 月 31 日起，持有由認證機構頒發的能效批准證書及產品貼上能效標籤才能進入市場銷售。

On 28 May 2021, the Chilean Superintendence of Electricity and Fuels (SEC) published Resolution No. 34635 to approve Energy Efficiency Testing Protocol PE No. 1/18/2:2021 for microwave ovens.

This Protocol establishes the procedure for the performance of tests for the certification of energy efficiency of microwave cooking ovens for domestic use. This includes ovens with digital control and mechanical control. Microwave ovens which cannot accept loads with diameters ≥ 200 mm or with a height ≥ 120 mm. a height ≥ 120 mm are excluded from the scope of this Protocol.

Microwave ovens must be certified in accordance with this protocol to be placed on the market and have an Energy Efficiency Approval Certificate issued by a certification body and an energy efficiency label placed on the product.

This testing protocol is based on:

1. Standards IEC 60705:2014 Microwave ovens for domestic use – Methods for performance measurement
2. IEC 62301:2011 Electrical appliances for domestic use – Standby power measurement, and
3. Resolution No. 20, 2021 on technical specifications for the design of the energy efficiency label.

This Resolution determines the date of application for this Protocol PE No. 1/18/2:21 is 31 January 2022.

Manufacturers, importers and traders of household microwave ovens must have their products certified in accordance with this protocol and ensure that they all carry the energy efficiency label from 31 January 2022.

 

Japan 日本

2022 年 5 月 31 日，日本經濟產業省 (METI) 發佈了對《空調能耗性能評估標準通知》（1999 年第 190 號）的修訂。自2027年4月1日起適用於製冷量為4.0kW及以下的直吹式壁掛式家用空調。 自 2029 年 4 月 1 日起，其他家用空調以及將兩台或多台室內機連接到一台室外機並單獨控制室內機運行的所有多連線家用空調也適用。

On 31 May 2022, the Japanese Ministry of Economy, Trade and Industry (METI) issued an amendment to Notice of Evaluation Criteria for Energy Consumption Performance of Air Conditioners (No.190, 1999). The amendment aims to add new numerical standards for household air conditioners.

The amendment deletes Table 1 and makes changes to the numerical order of the tables. It further adds Table 4 which provides the required energy performance for household air conditioners.

This standard shall apply from 1 April 2027 to household air conditioners that are direct-blown and wall-mounted and have a cooling capacity of 4.0 kW or less.

It also shall apply from 1 April 2029 to the other household air conditioners, and all multi-type household air conditioners that connects two or more indoor units to one outdoor unit and controls the operation of the indoor units individually.

Section 1-2 provides the exceptions to the criteria, that even if the standard energy consumption efficiency of air conditioner has not been achieved, it is considered to have been achieved if certain standards are met.

BEE公布現行自願制度下的吊扇能耗標準有效期至2022年6月30日。 在強制性制度下，標籤有效期為2022年7月1日至2024年12月31日。

BEE decided the existing energy consumption standards of Ceiling Fan under voluntary regime is valid till 30 June,2022.  Under the mandatory regime,the label validity period will be from 1 July,2022 to 31 December,2024.

It covers every electric ceiling type fan operated by induction motors and Brushless Electric Motors of all the standard sweep sizes that work on single phase alternating current supply up to and including 250V, 50Hz.  For the purpose of determining the star level, the ceiling-type fans shall be tested as per the standards IS 374:2019 with all amendments.

BEE 將推新logo納入標準和標籤 (S&L) 計劃。BEE 自願標籤計劃下的器具/設備樣本標籤中的 BEE 新標識已被納入; 但強制性器具中的標識將分別在修訂通知發佈時納入。

BEE is in process of incorporating its new logo in the sample label of all the appliances covered under Standards & labelling (S&L) program. The new logo of BEE in the sample label of appliances/equipment under BEE’s Voluntary labelling program have been incorporated. However, the logo in mandatory appliances will be incorporated as and when the amendment notification is published respectively.

Singapore 新加坡

新加坡 CPSO (消費品安全辦公室) 將更新中度風險受控商品所需的安全標準。

新要求的生效日期如下：

• 從 2024 年 6 月 1 日起 – 用於受控商品的新註冊
• 從 2025 年 6 月 1 日起 – 續展註冊

值得注意的是，從2024.6.1起，不再接受安全標準IEC62368-1:2014，而只接受IEC60950-1:2005+A1+A2 /IEC60065:2014和IEC62368-1:2018。

Singapore CPSO (Consumer Product Safety Office) wishes to state that, for the purpose of testing and certification for registration under the Consumer Protection (Safety Requirements) Regulations (CPSR), the required safety standards for medium risk Controlled Goods will be updated.

The new requirements will have the following effective dates:

• From 1st June 2024 – for new registrations of Controlled Goods
• From 1st June 2025 – for renewal of registration

It is worthwhile to pay attention that from 2024.6.1, safety standard IEC62368-1:2014 will no longer be accepted, while only IEC60950-1:2005+A1+A2 /IEC60065:2014 and IEC62368-1:2018 are accepted.

2022 年 5 月 31 日，韓國技術與標準局 (KATS) 批准《關於需要安全確認的家居用品安全標準的通知》的修正案。 此次修訂主要改變對電動自行車的安全要求。根據文件，電動自行車所需電機額定輸出功率由“350W以下”改為“500W以下”。 本通知自2022年12月1日起施行。

On 31 May 2022, the South Korean Agency for Technology and Standards (KATS) approved an amendment to the Notice on Safety Standards for Household Items Subject to Safety Confirmation. The amendment primarily changes safety requirements for e-bikes. According to the document, the required motor rated output of electric bicycles has been changed from “350W or less” to “500W or less”.

This Notice will enter into force on 1 December 2022.

On 23 May 2022, the Thai Chairman of the Board on Labelling issued an Announcement on Category of Labelling Controlled Products, in accordance with the Notice on Characteristics of the Label on Label-Controlled Goods (B.E. 2541, 1998).

In order to protect consumers by allowing them to obtain accurate and complete information about the product, some goods are assigned as label-controlled goods in Thailand.

This Announcement include following categories:

• Household products
• Personal products
• Paper products and stationary
• Electrical appliances and components (electric kettle, coffee machine, blender, food mixer, image screen, computer equipment, radio receivers, audio equipment, microphones, speakers, lamps (not including medical lamps), freezers (excluding medical freezers), electric stove, microwave ovens, electric iron, LED lamps)
• Vehicles and equipment
• Agricultural equipment
• Construction materials
• Other (e.g. sewing machines, mobile phones, watches, batteries used for watches, calculators or cameras).

This Announcement will come into force on 21 August 2022, 90 days after its publication.

 

Uzbekistan 烏茲別克斯坦

烏茲別克斯坦發佈《家用電器強制性數位識別碼制度介紹》

2022年4 月2日，烏茲別克斯坦共和國內閣公佈了關於引入家用電器強制性數位標記系統以防止家用電器非法進口、生產和銷告的第 148 號決議以確保家用電器的合法流通。識別條碼需要放罝在產品上，並將用於跟蹤目的。

家用電器和電子產品的標籤分階段進行：

a) 第一組: 吸塵器，洗衣機，冰箱和冰櫃，電視和顯示器 – 從2022年4月15日開始強制標記;

b) 第二組: 家用燃氣灶，抽油煙機，烤箱和爐灶，微波爐，熨斗，熱水器 – 從2022年8月1日開始強制標籤;

c) 第三組: 熱水器，空調，內置電動機的電器 (榨汁機，攪拌機，咖啡研磨機，絞肉機)，所有類型的燈具 – 從2022年11月1日開始強制貼標。

製造商和進口商有權向運營商訂購標記代碼，並使用數位識別工具生產這些產品用於其包裝。

In order to radically improve the mechanisms of accounting for the production, import and turnover of home appliances, to prevent illegal import, production and sale of home appliances, as well as to ensure the legal circulation of home appliances, the Cabinet of Ministers of Uzbekistan published Resolution of the Cabinet of Ministers “On the introduction of a system of mandatory digital marking of certain types of products” dated November 20, 2020 No 737 National information system for marking and tracking of products “Original mark” ”MAT) and designation of“ CRPT TURON ”LLC as the operator of this system.

Development of mechanisms for digital marking of household appliances in accordance with the Resolution of the Cabinet of Ministers No. 322 of May 20, 2021 “On measures to implement pilot projects to expand the list of products subject to mandatory digital marking” for information on the implementation of the pilot project.

To approve the proposal of the State Tax Committee and the Ministry of Finance of the Republic of Uzbekistan on the gradual introduction of a system of mandatory digital marking by means of identification, taking into account the division of household appliances into groups.

a) the first group – vacuum cleaner, washing machine, refrigerator and freezer, TV and monitor – from April 15, 2022;

b) the second group – household gas stove, kitchen hood, oven and stove, microwave, iron, water heater – from August 1, 2022;

c) the third group – water heaters, air conditioners, built-in electric home appliances (juicer, blender, mixer, coffee grinder, meat grinder), all types of lamps – from November 1, 2022.
