TÜV Rheinland Hong Kong Ltd. has been designated by Bahrain Testing and Metrology Directorate (BTMD) as a Notified Body for Energy Efficiency Labelling and MEPS for air conditioners, thereby able to provide technical approval and registration services to manufacturers and importers.
The regulation is defined in Bahrain’s ministerial decree No.70/2015 and has been in force since 20 February 2016. Previously all registrations could only be submitted by the local vendor (importer) in Bahrain to the EWA (Electricity and Water Authority). Starting now the registration scheme is open to designated 3rd party Notified Bodies. Overseas Manufacturers can now directly apply to the Notified Body, providing a more efficient integrated process which can combine multiple approvals together with the Bahrain Energy Efficiency Registrations, such as G-mark, Oman Energy Label etc.
The scope of the regulation covers single-package (such as window type) and split-system non-ducted air conditioners using air- and water-cooled condensers and heat pumps employing air-cooled condensers and ducted air-conditioners using air-to-air heat pumps for the residential, commercial and industrial sector.
Cooling capacities up to 70,000 Btu/h (20 kW) are considered.

亞塞拜然驗證中心 (Azerbaijan Accreditation Center, AZAK) 於2020年12月底以正式信函表明，目前該國EMC核可驗證單位僅有一家”PROBO LLC”。以往發證單位 AzeSERT(AZS) 核發的證書都包含EMC，自今年起若產品為Safety及EMC強制專案，需申請兩張證書，Safety證書由”AZS”核發，EMC 證書由”PROBO, LLC”核發。
At the end of December 2020, Azerbaijan Accreditation Center confirmed in an official letter, that Certification body “AzeSERT (AZS)” didn‘t have the accreditation to issue EMC approval anymore.
Previously, certification body “AZS” issued certificates that covered both safety and EMC. From this year, the only certification body that has accreditation to issue EMC certificate is “PROBO, LLC”.
If manufacturers have Safety approval from “AZS”, it is therefore necessary to get an additional approval from “PROBO LLC” that covers the EMC requirement for compliance in Azerbaijan.

ANATEL publish the new Act nº 1630 (Test Procedures For Evaluating the Specific Absorption Rate (SAR) for Telecommunications Products) and it replaced the previous Act 955 (Feb 8th, 2018).
Below we list the main changes. For complete details please check the Act 1630 annex.
1.Changing the applicable frequency range from 300 MHz to 6 GHz to 4 MHz to 6 GHz.
2.Separation Distance between Manikin and the Portable Terminal up to 15 mm from any part of the human body. Before it was accepted up to 20 cm.
3.For portable devices sold with two or more batteries that have differences related to (to): load capacity, physical dimensions or protection circuit, the tests must be carried out, in full, with the battery with the greatest capacity. The remaining batteries can only be used in tests to determine the highest SAR value in each radio frequency band. Before ANATEL required to do full SAR testing in all batteries.
4.Only accessories with metallic/conductive parts must be tested along with the portable device. Accessories with other non-conductive materials (such as silicone, plastic, etc.) does not need to be tested. The accessories must be tested in the configuration of technology and RF range that has the highest SAR value of the portable device measured without accessories. Before it was required to do SAR testing with all accessories, including non-conductive.
5.Inclusion of new procedure of SAR measures for Non-Simultaneous Signals.
6.Inclusion of new procedure of Average Time Interval for Time-Averaging SAR – TAS.
7.Inclusion of new procedure to determine the maximum SAR in the spatial average of a portable devices.

The Ministry of Industry and Information Technology is seeking comments on new draft regulation “Interim Provisions on the Radio Management of Automotive Radars (Draft for Solicitation of Comments)”.
Main points of the draft: to reinstate type approval for radars in the range of 76-79 GHz and to stop approval of 24.25-26.65 GHz band vehicle radar equipment entirely from 1 January 2024.

Israel MoC Expands Exemption List
The Minister of Communications, Binyamin (Benny) Ganz, signed the Wireless Telegraph Regulations (Exemption from Licensing), 5781 – 2021.
The new regulations reduce the families of products that require approval from the Ministry of Communications for commercial import to Israel. These respites came after a period in which an exemption on personal imports was granted, in order to examine the risk of bringing the product families in question into the country without oversight. This is a significant update in the regulation, which will encourage competition in the wireless products market, communication products and “smart home” equipment, in that commercial imports of some of such equipment will be exempt from licensing.

On 1 March 2021 the Mexican Secretariat of Economics published Bulletin DGN 418.01.2021.572 to clarify the requirement that NOM-208-SCFI-2016 certificates must be issued to the importer of record.

The Instituto Federal de Telecomunicaciones (IFT) has opened a public consultation for the 57–64 GHz frequency band. Comments may be submitted to IFT until 20 April 2021 via mail to firstname.lastname@example.org.
Subject to this public consultation is the amendment of the technical conditions for motion sensors as well as the management of efficient use of the radioelectric spectrum in the 57–64 GHz band.
Furthermore, IFT would like to increase the harmonization in the use of the radio electric spectrum for motion sensors in this band and encourage technological modernization in the country by granting access to the spectrum for testing and examination of new apparatus or technologies.
By this public consultation, IFT would like to encourage competition for the 57–64 GHz band for further development.
Pakistan Telecommunication Authority (PTA) has enacted new Type Approval regulations 2021 which include below key changes:
1. Changes to the exempt devices list
The new list contains only the below exempt categories:
1- Networking equipment (switches, firewalls, servers, storage devices)
2- Laptops/desktops (non-sim based only)
3- GPS only devices
As a comparison, below two categories previously exempt have now been removed from the exempt list:
1- Tablet PC with Wifi only Functionality (Non-Sim based devices)
2- Smart watches with Bluetooth/Wifi functionality only (Without Sim or tracking features)
It is critical to highlight that given these changes, all Wifi, Bluetooth and RFID equipment will now require Pakistan Type Approval.
Please note that SRDs are already subject to Pakistan Type Approval.

While the process of amending VC 8055 to refer to the newly adopted standard is still underway, the NRCS – CEO has approved the recognition of SANS/IEC 62368-1 as an equivalent standard to SANS/IEC 60065 and SANS/IEC 60950. This therefore means, effective 1st April 2021, the Electrotechnical Business Unit of the NRCS, accepts Test Reports that refer to SANS/IEC 62368-1 without issuance of a declaration of equivalence by applicants.

On March 11, 2021 the National Broadcasting and Telecommunications Commission (NBTC) of Thailand released the New Technical Standard NBTC TS 1038-2564 applicable to Unmanned Arial Vehicle (UAV).
It was already allowed the use of some frequencies (433.05 – 434.79MHz, 2400 – 2500MHz, 5725 – 5850MHz) for UAVs, through SdoC application.
However, this new standard introduces the use of freq. 24.05 – 24.25GHz range for this type of products and under NBTC Class A type approval. With a permitted maximum output power of 100 mW EIRP.
The new standard became effective on March 12, 2021.
On 25 March, the Turkish Ministry of Industry and Technology published a total of 14 Communiqués on ecodesign and energy labelling in the Official Gazette in an effort to further transpose EU legislation into national law.
9 of the Communiqués are based on the Turkish Regulation on Ecodesign of Energy Related Products whilst 5 are based on the Regulation on Framework for Energy Efficiency Labelling.

On 10 March 2021, the Ukrainian Cabinet of Ministers adopted Resolution No. 195 to amend Resolution No. 1184 regarding the description and application rules of the national mark of conformity.
Marks of conformity may now be flat and made in two contrasting colours or they may be embossed and made in one colour. Marks of conformity may also deviate from the prescribed proportions up to 20% due to the technological features of its application.

The Resolution becomes effective on 1 May 2021.
On 20 November 2020, the Cabinet of Ministers of Uzbekistan approved Resolution No. 737 introducing mandatory digital identification marking requirements for certain types of products.
Annex I to this Resolution contains the list of product types, identified by their customs tariff codes, for which mandatory digital marking will be required starting from 2021-2022.
Mandatory digital identification marking will be required for certain appliances identified under the following custom tariff codes: 8403 ; 8404 ; 8405, 8414, 8415, 8416, 8418, 8419, 8422, 8423, 8424, 8450, 8508, 8509, 8510, 8513, 8516, 8518, 8519, 8521, 8522, 8525, 8527, 8528.
The date from which the digital identification mark shall be affixed to the above types of appliances is to be determined by the Cabinet of Ministers.
Annex 2 contains a roadmap of regulatory changes that will have to be implemented by responsible government bodies to enforce the requirements of this Resolution.
This Resolution came into force on 21 November 2021.

Below are the new standards and equivalences for reference:
– QCVN 54:2020/BTTTT (local RF standard for Wifi 2.4GHz) – equivalent to ETSI EN 300 328 v2.2.2
– QCVN 63:2020/BTTTT (local standard for DVB-T2 function)

These new standards will take effect from July 01, 2021. From that date, the local importer has to use the local test report, type approval certificate under the new standards for the importation process.
Besides, there are also some new standards which are still in draft and will take effect in the near future:
1) National technical regulation on radio access equipment (Wi-Fi) in the 5 GHz band: QCVN 65:2021/BTTTT will take effect on July 01, 2022
2) National technical regulation on radar equipment operating in the band 76 GHz to 77 GHz for ground transport: QCVN 124:2021/BTTTT, the effective date is not fixed yet.
3) National technical regulation on short range radio equipment in the frequency band 40 GHz to 246 GHz: QCVN 123:2021/BTTTT, the effective date is not fixed yet.
4) National technical regulation on 5G mobile communication base station equipment – Radio access section.: QCVN 128:2021/BTTTT will take effect on July 15, 2021
5) National technical regulation on the quality of Internet access services on 5G terrestrial mobile networks.: QCVN 126:2021/BTTTT will take effect on August 15, 2021
6) National technical regulation on 5G mobile communication terminal equipment – Radio access section.: QCVN 127:2021/BTTTT will take effect on August 15, 2021

On 25 March 2021, Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 144 to approve the Technical Quality Regulation establishing the conformity assessment and technical requirements to be met by centrifugal clothes dryers that are manufactured, imported, sold or distributed for the Brazilian market.
Article 5 underlines the obligations and responsibilities of entities in the production chain for centrifugal dryers and determines that the national manufacturer and the importer must manufacture and make appliances available in accordance with this Regulation, with other entities in the production and supply chain, physical or virtual, obliged to maintain the integrity of the product and mandatory markings.
The products must bear the ENCE, the National Energy Conservation Label, visible to the consumer, without its visualisation being obstructed by any other information attached by the suppliers.
As for virtual commerce, the site administrator must provide the ENCE and/or the information contained therein in text format on all the pages where the product is offered or displayed, in an ostensible, clear and unequivocal manner together with the image or identification of the product model.

Per item 6.1, instructions for use must be provided with the appliance so that it can be used safely, including information regarding the mass of dry material for which the appliance is designed and alerts to potential dangers present when the extractors operate by compression.
Suppliers are also required to declare the performance of the device in terms of its centrifugation capacity, cycle time, electricity consumption, centrifugation efficiency and energy efficiency.
Centrifugal dryers manufactured, imported, distributed and marketed shall be compulsorily submitted to conformity assessment through certification, and shall also be registered with Inmetro, which will allow the use of the Conformity Identification Mark on certified products and their availability on the domestic market. The criteria for conformity assessment are detailed in Annex II.
This Portaria will enter into force 01 April 2021.

On 08 March 2021, Panama published Resolution No. 28, 2021, that approves the Panamanian Standard DGNTI-COPANIT ISO 5149-1:2014 on refrigerating systems.
The Standard specifies the requirements related to safety and environmental protection and establishes procedures for the operation, maintenance, and repair of refrigerating systems and the recovery of refrigerants.
This Resolution is effective from publication, on 8 March 2021.

The Taiwan Bureau of Energy intends to draft the ”Requirements on Minimum Energy Performance Standard, Energy Efficiency Indication, and Inspection for Microwave Ovens” to strengthen the energy efficiency supervision and the inspection.
The microwave ovens refer to those meeting the definition
of microwave ovens in CNS 60705 and promulgated by the Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs (MOEA) as products requiring inspections.
However, this does not apply to the microwave ovens of the following conditions:
(1) Microwave ovens with diameter of load ≤200mm, or height of load ≤120mm
(2) Rated power input 3300W

On 24 March 2021, the South Korean Ministry of Trade, Industry and Energy (MOTIE) issued a draft amendment to the Regulation on Promotion and Supply of High Energy Efficient Equipment.
The draft primarily expands the scope of products subject to certification of smart LED lighting to include single lighting equipment, such as lamps and luminaires.
These include LED lamps with built-in converter for general lighting that are capable of dimming control for energy saving through wired/wireless communication at AC 220 V, 60 Hz, and apply an integrated LED light source and the base specified in KSC 7651.
Luminaires with integrated or built-in LED light source that are capable of dimming control for energy saving by wired/wireless communication at AC 220 V, 60 Hz are also in scope.
The draft also establishes provisions that allow non-face-to-face factory inspections in cases where site visits are difficult due to infectious diseases, etc., and alignes the reference standards and terminology of luminaires and LED lamps with the revised KS standards.

On 8 April 2021, the WTO published Notification G/TBT/N/ZAF/244 regarding a draft compulsory specification which covers the energy efficiency and functional performance for general lighting directional and non -directional lamps of all shapes and finishes; using incandescent, halogen, fluorescent, light emitting diode (LED), and other light source technologies (not including high- intensity discharge lamps).
The WTO Notification Deadline is 7 June 2021, 60 days from notification.

On 31 March 2021, the State Administration for Market Regulation (SAMR) notified the WTO that GB 31241-2014 was undergoing revision. The draft standard would only consider the basic safety requirements of lithium-ion batteries and battery packs such as leaking liquid, fire, explosion and overheating to provide safety protection, without involving performance and functional characteristics.
In furtherance of the production of safe products, when determining which design scheme to use for a battery or battery pack, the following priorities must be observed:
—materials with high safety, and avoiding the use of materials that are prone to thermal runaway;
—if the above principles cannot be implemented, then protection devices need to be designed to reduce or eliminate the possibility of danger;
—if none of the above schemes and other measures can completely avoid the occurrence of dangers, measures to identify and explain the remaining dangers should be taken.
The draft applies to lithium-ion batteries and battery packs used in portable electronic products. Examples of portable electronic products that fall within scope are as follows:
a) Portable office products: notebook computers, tablet computers, etc.;
b) Mobile communication products: mobile phones, cordless phones, walkie-talkies, etc.;
c) Portable audio/video products: portable TVs, portable audio/video players, cameras, camcorders, voice recorders, Bluetooth headsets, portable speakers, etc.;
d) Other portable products: electronic navigators, digital photo frames, game consoles, e-books, mobile power supplies, portable energy storage power supplies, portable projectors, wearable devices, etc.
Note however that the list above is indicative and not exhaustive, such that products not listed are not necessarily outside the scope of the draft standard.
General safety requirements can be read in Section 5, with various testing procedures outlined in further sections.
The WTO is accepting comments on the proposal until 30 May 2021.

越南市場上銷售的用於筆記型電腦、平板、智慧手機這三類終端產品裡的鋰電池必須按照新的技術法規QCVN 101：2020 / BTTTT更新測試報告，以確保認證有效性。對於之前已經簽發的報告，如果客戶在法規更新後仍出售這類產品的電池，是需要重新送樣到越南測試取得新標準的報告才能繼續銷售。
From July 1st, 2021, new standard for lithium battery (QCVN 101:2020/BTTTT) will replace the existing standard (QCVN 101:2016/BTTTT).
After this update, all batteries used for mobile phone, tablet & notebook, will need to get test report according to new standard to import to Vietnam.
能源效率要求 Energy Efficiency Requirements
On 05 March 2021, the Argentine Ministry of Productive Development published Resolution No. 208/2021 in order to suspend the validity of Resolution No. 800/2019 on technical requirements for energy efficiency labelling of electric water pumps.
The suspension, which is due to due to a lack of recognised certification bodies and laboratories with testing capacity, will be for 365 administrative business days, starting from 7 March 2021.
This Resolution entered into force on 5 March 2021.

On 8 April 2021, the WTO published Notification G/TBT/N/CHN/1586 regarding a draft standard specifies the energy efficiency grades, minimum allowable values of energy efficiency and test methods of desktop microcomputers, integrated desktop microcomputers with display function (referred to as all-in-one computers) and portable computers (all above collectively referred to as microcomputers).
This document will replace GB 28380-2012 “Limited Values and Energy Efficiency Grades of Microcomputers” once approved.

On 7 April 2021, the China Standardization Administration (SAC) and the China State Administration for Market Regulation (SAMR) notified the WTO on Minimum allowable values of energy efficiency and energy efficiency grades for servers.
The Standard specifies the energy efficiency grade, minimum allowable values of energy efficiency, testing and calculation methods for servers.
This Standard is applicable to 1-way and 2-way general-purpose tower and rack servers. Elastic servers, computer servers with integrated auxiliary processing accelerator, full fault-tolerant servers, storage equipment (including blade storage) and network equipment are excluded from scope.
By way of transition, products shipped or imported before implementation may continue to be sold for a period of 12 months.
The WTO Notification deadline is 6 June 2021.

Malaysia Suruhanjaya Tenaga (ST) announced the enforcement of Minimum Energy Performance Standards (MEPS) to Freezer on 1st March 2021. This requirement was enforce by 1st of March 2021 with a grace period of 1 year. By 1st March 2022 all freezers that are exported to Malaysia will need to comply with this requirement.

On 18 March 2021, the Certification and Accreditation Administration of China (CNCA) approved a notice on integrating compulsory product certification units and procedures.
This notice, addressed to designated certification bodies for compulsory product certification, aims to simplify procedures and reduce the time and cost of applying for certification.
Certificate holders can choose to combine CCC certificates. The procedures for making changes to certificates shall be simplified, and the declaration of changes which do not affect product safety is not required.
On 26 March 2021, Colombian Ministry of Mines and Energy approved Resolution No 40099 to amend Resolution No 41012/2015 on Technical Regulation for Labelling of End-Use Electrical and Fuel Gas Equipment (RETIQ).
In order to improve the implementation of the RETIQ, this amendment includes examples of labels for precision-type air conditioners and for multiple outlet system condensers and, also, updates a number of label examples included in the Resolution 40247 of 2020 to show how the final label would look.
This amends the fifth paragraph of article 22 on the transitional nature of the entry into force of equipment included for the first time in the regulation regulatory scope. It states that where new equipment is added, a transitional period of one year will be provided in order for the equipment to comply unless otherwise stated in the text.
The application of Standard ISO 16358-1: 2013 as a mandatory standard for testing the sound pressure level in air conditioners is suspended until the Ministry carries out a study on possible alternatives and until it is guarantees that technical tools are available for the correct implementation of this standard. This amendment suspends the entry into force of the requirements in Article 8 for Air Conditioner with Cooling Capacity > 10,540 and up to 17,580 watts.
The Ministry must also prepare a regulatory impact analysis to establish whether motor pumping equipment should be included in the scope.
This amendment entered into force on 26 March 2021.

Pursuant to Sections 15 and 16 of the Energy Efficiency and Conservation (EE&C) Act, the Department of Energy (DOE) issued the Department Circular No. (DC) DC2020-06-0015 or the Philippine Energy Labelling Program (PELP) Guidelines, which mandates that all importers, manufacturers, distributors and dealers of electrical appliances shall provide information, particularly on Energy-Consuming Products (ECPs) such as air conditioners, refrigerating appliances, television sets, and lighting products (Compact Fluorescent Lamps, Linear Fluorescent Lamps, Single-Capped Fluorescent Lamps, Lamp Ballasts, Light Emitting Diodes), to promote the use of energy efficient products and help guide consumers in making informed choices at the point of sale.
The Energy Utilization Management Bureau of the DOE has drafted the implementing guidelines (IG) for PELP, which includes the Particular Product Requirement (PPR), Code of Practice (COPE) and other technical requirements for the four (4) ECPs covered by PELP, as well as the guidelines for PELP registration, Enforcement, Monitoring and Verification (EMV), and compliance mechanism. After the presentation of the refined IG during the recently concluded 2nd virtual public consultation held last 26 February 2021, the DOE is again open for additional inputs and recommendations from the stakeholders on the following proposed Implementing Guidelines:

This Circular, issued by the Vietnamese Ministry of Science and Industry on 30 December 2020, provides details on measures to implement the provisions of the Product and Goods Quality Decree No. 132/2008/ND-CP relating to the use of codes and barcodes by products, services and organisations.
This Circular describes the obligations of individuals and organisations that use codes and barcodes and the procedure for issuing Code and Barcode Use Right Certificates.
The attribution of codes and barcodes is subject to compliance with the provisions of Decree No. 132/2008/ND-CP relating to the control of product and goods quality.
Certificates may only be granted to applicants who register and submit the requested information to the one-stop-shop department of the General Department of Standards, Metrology and Quality or the online database of the National Public Service Portal of the Ministry of Science and Technology.
Code and barcodes shall be printed on the product and its packaging to ensure compliance with International standards ISO/TEC 15426-1 and ISO/IEC 15426-2.
The Circular further provides that organisations or individuals whose certificates were issued before 1 July 2018 have until 1 April 2024 to register for a new certificate in accordance with the provisions of this Circular.
This Circular is scheduled to enter into force on 1 April 2021.
