- As the Electrical Supply Track Systems for Luminaires are added to electrical appliances subject to safety assurance, the draft brings changes to the Annexes as follows:

- For the products that have completed the self-declaration in accordance with the old version of the standard, the new version of the standard self-declaration change should be completed within one year. Products that have been shipped, put on the market, and are no longer produced before the implementation of the new version of the standard do not need to carry out the new version of the standard self-declaration.

On 2020-01-20, the Algerian Republic published the JOURNAL OFFICIEL DE LA REPUBLIQUE ALGERIENNE N°05
The new list of Characteristics of short-range devices used in the establishment of private internal radio networks has been published.
The maximum allowed Output Power / maximum magnetic field level has been defined for several frequency bands from 9 kHz – 246 GHz considering different applications like inductive, RFID, medical, general ISM applications, and Radars.
Now the 77 GHz Band with a limitation of 1W maximum output power is possible.
ANATEL published on Jan 5th, 2020 the new Act 77. This act approves the Cyber Security Requirements for Telecommunications Equipment. This new Act will become in force after 180 days of its publication.
Here are some of the main points:
This act is applicable to all terminal devices with connection to internet and telecommunications network infrastructure equipment.
According to item 4.1, when requesting the approval of devices under the scope of this act, ANATEL will request a Declaration Letter from the applicant with the following content:
a)indicating that the product was developed in compliance with the principle of security by design
b)relating to which requirements of this document the equipment and its supplier meet at that moment; and
c)Recognizing that they are aware that cybersecurity requirements are subject to updates, including regulatory and administrative ones, in line with technological development, with the emergence of new threats or vulnerabilities.
According to item 4.2, when ANATEL implements the Market Surveillance program, they can assess whether the product and its supplier maintain compliance with the requirements of this Act.

2021年1月20日，ANATEL宣佈5G NR技術評估相關測試的部分 – 截至2021年3月31日之前，仍可以接受國外測試報告。
On January 20, 2021, the Agência Nacional De Telecomunicações (ANATEL) in Brazil informed through an official letter that the deadline for providing complementary tests reports related to the evaluation of 5G NR technology has been extended (from January 31) to March 31, 2021.
There are currently two laboratories in Brazil that can test for 5G NR technology. However, manufacturers have the option to provide test reports issued by foreign test labs to support the homologation of their 5G NR devices before March 31, 2021.
Two more local laboratories are expected to be available by the end of March 2021. Then, after 31st March 2021, it is expected that local testing for 5G NR will be mandatory in Brazil.

SEC has issued the SEC Resolution N°33811 launching the new SEC Protocol PE N°8/10:2020 for external power supplies for computers (laptops and desktops), tablets, and mobile phones.
This SEC protocol replaces the use of IEC 60950-1 by IEC 62368-1:2014 or IEC 62368-1:2018.
According to SEC, the current SEC Protocols PE N°8/08:2016 (battery charger for mobile phones) and PE N°8/9:2019 (external power supplies for computers (Laptops and Desktops)) will be still valid after the new SEC Protocol PE N°8/10:2020 enters into force. It is estimated that there will be a grace period (maybe 1 or 2 years) until the manufacturers and importers change to the new SEC Protocol PE N°8/10:2020.

According to the Russian Federation Government Regulations (№478 dated July 31, 2020, №877 dated December 30, 2020, and №1856 dated November 18, 2020), when enterprises outside Russia apply for EAC CoC or DoC, the Global Location Number (GLN) and/or Global Trade Item Number (GTIN) must be provided. The mandatory dates for GLN numbers are as follows:

Although the GTIN number is not mandatory, if the GTIN number of the product is shown in the label or any cargo shipping documents, the number should be provided in advance when applying for DoC or CoC so that the Certification Body or local agent can register the number in FGIS database.
Some products, such as cameras, perfume, and toilet water, shoes, some types of clothing, etc., have special labeling requirements. For these products, GTIN numbers are also mandatory.
On 2 February 2021, the Indian Department of Telecommunications issued a Circular Regarding misuse of the Approval Certificate issued by TEC as “Proof of Manufacturer”.
It has come to the notice of TEC that the Approval Certificate may be misused as a “Proof of Manufacturer”.
In this regard, it is clarified that:
a) Approval Certificates issued by TEC are not proof of Manufacturing location/capabilities, ownership details, claim regarding local content of the product, etc., and are issued subject to Terms and Conditions mentioned overleaf in the Certificate.
b) In all future certificates, the type of Applicant (Trader/Manufacturer) shall also be mentioned to distinguish the trader from the manufacturer clearly.
The above annotation is applied to the existing valid and future Certificates to be issued.
However, if any such case is noticed/established regarding misuse of the Certificate, TEC reserves the right to cancel/suspend the Certificate.

Telecommunications ministry (SDPPI) has released an official announcement regarding the extension of the telecommunications equipment certification process through document evaluation.
Previously telecommunications ministry (SDPPI) regulated the document evaluation process in Kepdirjen 124/2020 which ended on January 23rd, 2021. In that regulation, the list of accredited labs for HKT products is 16 labs and for non-HKT products is 72 labs.
Based on that expired regulation, SDPPI decides to extend the document evaluation process for HKT and Non-HKT products. SDPPI has released the Kepdirjen 11/2021, in this new regulation, SDPPI sets 39 accredited labs for HKT products and 126 accredited labs for Non-HKT products.
Thus, the test report from the attached list of labs can be accepted by SDPPI to process certification. This regulation is valid for 6 months from the stipulation date.

On 31 January 2021, the Kuwait Communication and Information Technology Regulatory Authority (CITRA) issued this guidance document that includes a list of various technical standards related to ICT equipment connected to the public telecommunication network.
The Government of Kuwait has established a type approval process for all ICT equipment used within the country. The standards applied in Kuwait include standards that are also used for European ICT equipment and commonly applied across the GCC. Hence, the Current ETSI standards as used under the new RED type approval process in Europe are considered technical standards applied in Kuwait. CITRA is in the process of establishing a type approval lab. Once done, a new type of approval process will be approved and published.

On January 7, 2021, MCMC/SIRIM announced that User Equipment (UE) operating in the 3GPP Band 20 (800MHz) shall now be certified.
The UE must comply with the standard ETSI EN 301 908-13 (proven through submission of test report). All other scopes of products must comply with the related MCMC Technical Code (e.g. 2G, LTE, WiFi, etc.) as stated in the Certification Requirement document.

On 8 February 2021, the South Korean Radio Research Agency (RRA) issued an amendment to the Criteria for Electromagnetic Compatibility.
As the number of smart appliances combining multimedia and communication functions increases, this amendment reclassifies the range of electronic products covered by electromagnetic wave immunity tests prescribed in Annex 5 as follows to reflect the recent technological trends:
1: Devices without electrical control circuit
2: Equipment’s with an internal clock frequency of 15 MHz or less
3: Battery devices that are not included in the range of product 1
4: Products with internal clock frequency exceeding 15MHz and below 200MHz
5: Devices with internal clock frequency exceeding 200MHz.
The amendment also expands electromagnetic interference (EMI) measurement frequency bands from 30 MHz ~ 1 GHz to 30 MHz ~ 6 GHz and further expands electromagnetic radiation immunity (EMS) test frequency bands by newly establishing the testing frequencies for the product range 3 to 5.
The Notice will enter into force on 7 February 2022.

On 8 February 2021, the South Korean Radio Research Agency (RRA) issued an amendment to the Electromagnetic Compatibility (EMC) Test Methods for Conformity Assessment.
The amendment was issued to change certain KN test methods, which are in the annexes of the Notice on EMC Test Methods for Conformity Assessment to the National Standards (KS), with the introduction of the new national standard operating system.

On 1 February 2021, the South Korean Agency for Technology and Standards (KATS) issued a draft amendment to the Operation Bulletin of Electrical Appliances and Consumer Products Safety Control Act.
The draft would add a new Annex 30 on non-face-to-face sampling and factory inspection standards in order to introduce non-face-to-face evaluation and audit methods for KC safety certification, in cases when the on-site factory inspection is not possible due to natural disasters or pandemic disease.
Also, the draft would add notebook PCs to the list of products for which electronic-labelling can be made as per Article 59.

On 1 February 2021, the South Korean Ministry of Trade, Industry, and Energy (MOTIE) issued a draft amendment to the Electrical Appliances and Consumer Products Safety Control Act Enforcement Rules to reduce the corporate burden by reviewing the level of risk for products subject to safety management.
The draft would changes the level of safety management for audio processors and video processors from products subject to safety assurance to the supplier’s assurance of conformity.
The draft further improves the model classification by EEE subject to safety control, by changing the location of items and deleting unnecessary model categories, in Annex 1.
Interested parties are required to submit their comments online before 15 March 2021.

This Announcement issued with immediate effect on 21 January 2021 by the Thai Ministry of Industry, establishes Industrial Standard TIS 62368 (1) – 2564 on Audio/video, Information and Communication Technology Equipment – Part 1: Safety Requirements, in accordance with the Industrial Product Standards Act.
The Standard was issued based on IEC 62368-1 and provides for safety characteristics of electrical and electronic equipment within the field of audio, video, information and communication technology, and business and office machines with a rated voltage not exceeding 600 V. The standard does not include requirements for performance or functional characteristics of the equipment.
It also classifies energy sources, prescribes safeguards against those energy sources, and provides guidance on the application of, and requirements for, those safeguards.
Lastly, the Standard consists of general provisions, principles of product safety standards, scope, reference documents, definitions, general requirements, injury caused by electricity, a fire caused by electricity, and injuries caused by hazardous substances, etc.

Ministry of Commerce and Industry published the official “Refrigeration Appliances (Quality Control) Order, 2020″ ”which will be forced into effect from 2022/01/01.

There have been some changes in the quality control order which postpone the implementation date from 2020/06/01 to 2022/01/01.
Temperature Sensing control devices, which were part of the initial regulation will stand omitted from the regulation when it is implemented after 2022/01/01.
New regulation update No. 58 years 2020 regarding the SNI mandatory standards for Kitchen machines and Heating liquid appliances. This regulation is issued under the Ministry of Industry authorities and will be officially implemented from December 22nd, 2021.

On 22 January 2020 the Panamanian Ministry of Trade and Industry published Resolution No 04/2021 to amend Resolution No. 31/2018 on Approving Technical Regulation DGNTI-COPANIT 105:2017 on Energy Efficiency and Labelling Requirements of Refrigerators and Freezers.
This Resolution amends Point 2 (Scope) of Technical Regulation DGNTI-COPANIT 105:2017 in order to provide a precise indication of the appliances that are excluded from the scope of the requirements:

On 12 January 2021, the South Korean Ministry of Trade, Industry, and Energy (MOTIE) issued a draft amendment to the Electrical Appliances and Consumer Products Safety Control Act Enforcement Rules.
The draft was issued for a more rational operation of the household goods safety management system, primarily changing the safety control level of ice machines to “products subject to the supplier’s assurance of conformity” from “products subject to safety assurance”.

On 11 February 2021, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) published Portaria No. 78/2021 which approves the Technical Regulation for Electronic Ballasts for Straight, Circular, and Compact Tubular Fluorescent Lamps.
The Regulation applies to electronic ballasts powered by the alternating current for straight, circular, and compact tubular fluorescent lamps, marketed separately or as part of luminaires and marketed as part of a kit with compact tubular fluorescent lamps when there is the possibility of using the ballasts separately.
Suppliers of electronic ballasts shall comply with the provisions of this Regulation. Products manufactured, imported, distributed, and marketed in the national territory must be safe for the user and the environment.
Accordingly, Article 5 establishes that manufacturers and importers must ensure that the products placed on the market, free of charge or not, meet all the requirements of this Regulation. Also, the other participants in the production and supply chain must maintain the integrity of the product and its markings, thus preserving compliance with the requirements of this Regulation.
All products in scope must comply with Brazilian technical standards ABNT NBR 14417:2011 AC supplied electronic ballasts for tubular fluorescent lamps – General and safety requirements and ABNT NBR 14418:2011 AC supplied electronic ballasts for tubular fluorescent lamps – Performance requirements. The certification of the products by an accredited body by Inmetro may facilitate proof of compliance with the minimum safety requirements.
Furthermore, ballasts certified in line with the provisions of Article 7(1) cannot bear the Conformity Identification Seal provided for by Portaria No. 267/2009. However, products manufactured and imported prior to 6 July 2020, certified in accordance with Portaria No. 267/2009, maybe marketed bearing the Conformity Identification Seal until the end of the stock.

On 24 December 2020, the Russian Federation Government issued Resolution No. 2255 to approve energy efficiency requirements for lighting devices and electric lamps used in AC circuits for lighting purposes.
The Resolution provides requirements on the energy efficiency of general lamps, and certain types of fluorescent lamps, incandescent lamps, LED lamps, and high-pressure lamps, as well as performance requirements for the said products.

In accordance with Article 31, product conformity should be demonstrated by test reports from authorized laboratories or through a declaration by the manufacturer.
The Resolution entered into force on 1 January 2021 and ceases to be valid 24 months after the date of entry into force of TR EAEU 048/2019.

The Egyptian Ministry for Trade and Industry has announced that the transitional period for Egyptian Standard ES 7823/2020 on Energy Efficiency Requirements for Lamps and Luminaries has been extended by one year until 3 February 2022, or until the Standard is amended, whichever comes first.
In the meantime, producers and importers can continue to follow the Egyptian Standard 7823/2014 Energy Efficiency Requirements for Electrical Lamps.

On 5 February 2021, the South Korean Ministry of Trade, Industry, and Energy (MOTIE) issued a draft amendment to the Electrical Appliances and Consumer Products Safety Control Act Enforcement Rules.
Considering that Electrical Supply Track Systems for Luminaires are added to the list of products subject to safety control, this draft adds the said products to the luminaire section of Annex 1 on the model classification of electrical appliances.

As shown below picture, regarding the form of coin type, if it is a soft type the same as below, it needs to be KC certified. However, if it is made of metal and has the same shape like a coin type, it is not subject to KC certification; it can be also proceeded with a CB certificate and test report like other projects.

This Announcement published in the Gazette with immediate effect on 21 January 2021 by the Thai Ministry of Industry, establishes Industrial Standard TIS 61982-2563 on Secondary Batteries (Except Lithium) for the Propulsion of Electric Road Vehicles – Performance and Endurance Tests, in accordance with the Industrial Product Standards Act.
The Standard is based on IEC 61982:2012 and is applicable to performance and endurance tests for secondary batteries used for vehicle propulsion applications. Its objective is to specify certain essential characteristics of cells, batteries, monoblocks, modules, and battery systems used for propulsion of electric road vehicles, including hybrid electric vehicles, together with the relevant test methods for their specification.
The tests may be used specifically to test batteries developed for use in vehicles such as passenger vehicles, motorcycles, commercial vehicles, etc. However, the Standard does not apply to battery systems for specialist vehicles such as public transport vehicles, refuse collection vehicles, or heavy-duty vehicles, where the battery is used in a similar way to the industrial vehicles.
The test procedures are defined as a function of the vehicle requirements of the performance. The standard is applicable to lead-acid batteries, Ni/Cd batteries, Ni/MH batteries, and sodium-based batteries used in electric road vehicles.
The Standard consists of scope, definitions, general test requirements, rated capacity, dynamic discharge performance test, dynamic endurance test, and performance testing for battery systems, etc.

2021年1月29日，EEC理事會決定將EAEU TR 048/2019《能耗設備能效要求技術法規》 延遲到2022年9月1日實施。
On January 29, the EEC Council decided to postpone enactment of the Union’s Technical regulation “On requirements for energy efficiency of power-consuming devices “(EAEU TR 048/2019)” to September 1, 2022. This initiative was put forward by the Russian party.
The effective date was postponed to grant manufacturers extra time to ensure a smooth transition to the requirements of the unified technical regulation. Besides the decision appreciates the necessity for measures aimed at normalizing the business environment and restoring business activities in light of the gradual removal of restrictions associated with the spread of new coronavirus infection.
Furthermore, the same document has established a deferred standard for energy efficiency marking of vacuum cleaners as well as postponed the date of entry into force of decision adopted by the EEC Council establishing the forms of labels for various types of power-consuming devices and their drafting rules to March 1, 2022; individual requirements set out in Annexes Nos. 3, 5, 6, 9, 12, 13 and 14 to the technical regulation, for a year.
The Ukrainian Ministry of Energy adopted Order No. 676 approving the energy labelling requirements for local space heaters.
The Technical Regulations are modelled on the criteria contained in EU Regulation No. 1186/2015. This Order establishes the requirements for the energy labelling of local heaters with a nominal heat output ≤ of 50 kW.
This Order enters into force on 28 December 2021.
On 26 October 2020, the Ukrainian Ministry of Energy adopted Order No. 683 approving Technical Regulations (TR) establishing energy labelling requirements for professional refrigerated storage cabinets.
The Technical Regulations are modelled on Commission Delegated Regulation (EU) 2015/1094 of 5 May 2015 supplementing Directive 2010/30/EU with regard to the energy labelling of professional refrigerated storage cabinets.
They establish requirements for the labelling and the provision of supplementary product information of professional refrigerated storage cabinets. They shall apply to electric mains-operated professional refrigerated storage cabinets, including those sold for the refrigeration of foodstuffs and animal feed.
The Technical Regulations provide a six-month transitional period for the marketing of all non-compliant devices put into circulation before the entry into force of this Order.
This Order enters into force on 4 July 2021.
