In 2025, TÜV Rheinland proudly celebrates a remarkable milestone — 70 years since it conducted its first toy safety test, marking the beginning of a legacy that has safeguarded generations of children across the globe and helped shape the global toy safety landscape

How Toy Safety Began at TÜV Rheinland

The story began in 1955, when TÜV Rheinland conducted its first toy safety test for a Sandspiel (sandbox playset) in Germany. Motivated by post-war recovery and rising concerns over consumer safety in mass-produced goods, this test laid the foundation for a globally recognized system of toy compliance — one that ensures toys meet the highest expectations in mechanical integrity, flammability resistance, and chemical safety.

Nuremberg: Toy Capital of Europe and TÜV Rheinland’s Testing Stronghold

Nuremberg’s identity as the “Toy Capital of Europe” is no coincidence. Dating back to the 19th century, it was home to many of Germany’s historic toy manufacturers and has hosted the world’s largest international toy fair — the Spielwarenmesse — since 1950. Recognizing this significance, TÜV Rheinland established Europe’s largest toy testing laboratory in Nuremberg. The lab offers full-scope testing and certification aligned with global standards including EN 71, ASTM F963, ISO 8124, and REACH.

Toy Safety Evolves: Regulation, Market, and Mindset

As the toy industry evolved, so did safety expectations:

  • 1950s–1960s: Toy safety in Germany relied largely on voluntary testing. TÜV Rheinland led mechanical and material assessments in the absence of formal laws. The tests were based on adapted product tests and standards, for example from the field of industrial plant testing.
  • 1970s: Public awareness grew due to media reports and consumer advocacy, prompting early DIN standards like DIN 66070-1 and DIN 66070-2 Toys Safety requirements and Toy testing
  • 1980s: Since the launched of the electrical toys, German Standardization Institutes released DIN  57700-210 Safety of electrical toys
  • 1988: The European Commission launched the Toy Safety Directive (88/378/EEC) — the first harmonized framework across EU member states. TÜV Rheinland played a key role in helping manufacturers align with these new legal obligations, marking its transformation into a strategic global compliance partner.

A Trusted Partner in the World’s Toy Manufacturing Powerhouse

As global toy production shifted to  China emerged as industry strongholds, now accounting for over 70% of the world’s toy output. TÜV Rheinland acted early, establishing a comprehensive testing network across Greater China to support manufacturers aiming to export to regulated markets.

  • The first TÜV Rheinland toy lab in Hong Kong was established in the 1990s, followed by key facilities in Shenzhen, Shanghai, Ningbo and Qingdao
  • These labs provide a full suite of testing services for chemical, mechanical, electrical, flammability, usability, and smart/connected toys.
  • Services include pre-compliance assessments, risk mitigation, voluntary certifications and regulatory workshops for local QA teams.

New Investment: Strengthening East and South China Testing Capacity

In response to growing demand, TÜV Rheinland invested further in 2024 by launching our company largest state-of-the-art toy testing hub at the Yangtze River Delta Operation Hub in Taicang (Jiangsu) near Shanghai, and expanding toy testing capacity in Shenzhen Greater Bay Area (Shenzhen) Operation Hub to better serve South China’s manufacturing base.
