澳洲發佈2024年網路安全法草案

[法規草案] 澳洲於2024年10月10日發佈網路安全法草案。根據該草案，責任實體將被要求在澳洲製造和/或供應智慧型設備，遵守指定設備的相關安全標準，另外責任實體可能還必須提供合規聲明。

The proposed Australian Cyber Security Bill establishes the power for the relevant Minister to make mandatory security standards for smart devices, also known as Internet of Things (IoT) devices, under Ministerial rules. To ensure international alignment, Australia will define these  devices as relevant connectable products, consistent with the UK definition per section 5 of the Product Safety and Telecommunications Act 2022.

Under the Cyber Security Bill, responsible entities will be required to manufacture and/or supply smart devices in Australia in compliance with the relevant security standard for the specified device. Responsible entities will be required to provide a statement of compliance if requested by the Secretary of the Department of Home Affairs.

Standards made under Ministerial rules could apply to all devices that meet the definition of relevant connectable product, or be limited to a subset, type, or class of devices, which will be defined in the relevant security standard under rules.  All security standards introduced as rules under the proposed Cyber Security Bill will be subject to a 28 day consultation period prior to being introduced under this Bill.

The Bangladesh Telecommunication Regulatory Commission (BTRC) published a Circular on September 15, 2024, announcing that the 5925-6425 MHz frequency band of the 6 GHz band was been approved by the Commission for shared use in the cellular mobile network for Wi-Fi, IoT and WLAN devices.

ANATEL 通知將不再允許更新過期超過 180 天 (6 個月) 的證書

近期，ANATEL向OCD委員會傳達了關於證書續訂的重要更新，宣佈將嚴格執行2019年第715號決議中關於證書過期超過180天 (即6個月) 後無法續訂的規定。

對於過期超過 180 天的證書，現在必須提交新的專案申請，包括新的測試和新的 ANATEL ID 號碼。對於 OCD 已經簽約的正在進行的續約項目，ANATEL 目前正在評估是否接受其續約。 ANATEL 做出最終決定後，我們將立即通知您最新情況。

ANATEL informed the OCD’s committee that it will no longer allow the renewal of certificates that have been expired for more than 180 days (6 months).

For certificates expired for more than 180 days, it will now be mandatory to submit a new project application, including new testing and a new ANATEL ID number.

For ongoing renewal projects that OCDs have already been contracted for, ANATEL is currently evaluating whether to accept their renewal. We will keep you updated as soon as a final decision is made by ANATEL.

2024年10月7日，ANATEL 發佈了新的 14430 號法案。該法案是第 36/2024 號公眾諮詢後的最終標準，該標準提議要求新產品不可只僅僅使用 3G 或更低技術運行，因為巴西將在未來最終關閉 2G 和 3G 技術。

Last week, ANATEL issued the new Act 14430. This Act is the final standard after Public Consultation No 36/2024 that proposes to obligate new products to not operate only with 3G technologies or lower, for an eventual shutdown of 2G and 3G technologies in Brazil in the future.

The new standard will be into force on April 06th 2025, and includes the following requirements:

1. Addition to Act No. 3151:

• 4.4: Certification of modules or final products classified as Personal Mobile Service Access Terminal Stations, which are compatible only with 3G or lower technologies, is not permitted.
• 4.5: Modules or final products classified as Personal Mobile Service Access Terminal Stations capable of making voice calls must support VoLTE (Voice over LTE) technology, including emergency calls, and for exchanging SMS over IMS (IP Multimedia Subsystem).

2. Addition to Act No. 3152:

• 4.5: Certification of mobile phones compatible only with 3G or lower technologies is not permitted.
• 4.6: Mobile phones must support voice calls using VoLTE (Voice over LTE) technology, including emergency calls, and for exchanging SMS over IMS (IP Multimedia Subsystem).

3. Equipment compatible only with 3G or lower technologies, approved before this Act takes effect, can maintain their certifications without needing to adjust to the new requirements.

Meity宣佈關於監視攝影機安全的基本要求的實施日期將延後至2025年4月9日

The Indian Ministry of Electronics and Information Technology (Meity) has announced a delay in the implementation of the “Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021” regarding the essential security requirements for CCTV. Originally scheduled to take effect on October 9, 2024, the new implementation date is now April 9, 2025. This extension provides businesses with additional time to comply with the new safety standards for electronic products sold in the Indian market.

日本總務省制定相容多張SIM卡的手機的新規定

為了確保緊急呼叫的互通性，日本總務省(MIC)將針對緊急呼叫未接通時的行為制定有關相容多張SIM卡的手機的新規定。當一張SIM卡無法撥打緊急電話時，相容多SIM卡的手機必須具備自動切換SIM卡並嘗試再次撥打電話的功能。

此外，總務省也將制定相容多張SIM卡的手機的測試方法。

In order to ensure the interoperability of emergency calls, new provisions about mobile phones compatible with multiple SIM will be established for behavior in the event that an emergency call is not connected.

When an emergency call cannot be made with a SIM, mobile phones compatible with multiple SIM will be obligated to have the function to switch SIMs automatically and try to make another call again.

In addition, Ministry of Internal Affairs and Communications will establish testing methods for mobile phones compatible with multiple SIMs.

IFT seal將從 2025 年 7 月 1 日起成為強制性要求

With new guidelines set to take effect on July 1st, 2025, manufacturers and distributors need to understand the updated requirements to ensure compliance for approved products. These updates outline new rules for the IFT label, its application, and the associated homologation certification number.

Key Changes to the IFT Labeling Requirements:

Starting on July 1st, 2025, all approved products must comply with the updated IFT labeling rules. Specifically, the main changes include:

• Label Formats: The IFT label must be printed, digitized, or reproduced in one of the following color formats:
• 100% positive black
• 100% negative black
• 100% positive grey
• 100% negative grey
• Visibility and Legibility: The IFT label must be legible without magnification and easily visible to the end-user. As a result, this ensures clear communication of product certification.
• Dimensions and Protection Areas: Manufacturers must adhere to the minimum protection areas and dimensions specified in the guidelines. This is critical for ensuring the IFT label’s clarity and effectiveness when printed, scanned, or reproduced.
• Homologation Number: In addition to the IFT label, products must include the prefix “IFT” in capital letters, along with the Homologation Certificate number, as per the Thirty-eighth guideline of the Homologation Guidelines.

Products Exempt from the New Labeling Rules:

While the new guidelines will be mandatory starting from July 1st, 2025, several exceptions apply. The following products will not need to include the new IFT label:

• Approved Products Prior to July 1st, 2025: Products that have already received approval and an IFT Certificate before the enforcement date are exempt from the updated labeling requirements.
• Ongoing Approval Processes: Products currently undergoing homologation will not be required to comply with the new label guidelines if their approval process is not completed by July 1st, 2025.
• Specific Request Exemptions:
• Products that have submitted a Request for Reissue of an IFT Certificate issued before the guidelines take effect.
• Products that have applied for an extension of a Type A IFT Certificate for a family of product models or IoT devices, provided the original certificate was issued before the guidelines take effect.
• Products that have filed a Report on changes in the Product for Type A IFT Approval, as long as they have a valid Approval Certificate issued prior to July 1st, 2025.

To ensure products are fully compliant by July 1st, 2025, manufacturers must:

• Update Product Labels: Ensure all new products include the required IFT Seal, Homologation Certificate number, and prefix “IFT” in capital letters, following the new design guidelines.
• Check Existing Certifications: Verify whether your current products qualify for exemption or if you need to start the homologation process under the new guidelines.
• Review Documentation: Keep all homologation documentation up to date to ensure smooth certification processes moving forward.

韓國環境部宣佈修訂《電氣電子設備和車輛資源循環法實施細則》

此次修訂的產品組調整方式與《電氣電子設備及車輛資源流通法施行令》附錄5產品組調整相同，擴大了電子產品收集、轉移、處置的強制對象。

徵求意見的最終日期：2024 年 11 月 4 日。

South Korea released Notice of Legislation on Partial Amendment to the Enforcement Decree of the Act on Resource Recycling of Electrical and Electronic Products and Automobiles

Ministry of Environment announces amendment of Enforcement regulation of the Act on Resource Circulation of Electrical and Electronic equipment and Vehicles.

The product group was adjusted in the same way as the product group adjustment in Appendix 5 of the Enforcement Decree of the Act on Resource Circulation of Electrical and Electronic equipment and Vehicles, and the expansion of the mandatory target of electronic product collection, transfer, and recycling and the realization of recycling methods and standards according to the development of recycling technology.

Final date for comments: November 04, 2024.

BSMI 預計於2026年7月1日起新增7項 充電式商品

經濟部標準檢驗局於113年9月24日召開「增修訂充電式電捕昆蟲器等7項商品納入應施檢驗範圍」說明會，預計於2026年7月1日起新增7項 充電式商品。

BSMI held a briefing on “Added and revised 7 products such as rechargeable electric insect traps to be included in the scope of inspection” on September 24, 2026. It is expected that 7 new rechargeable products will be added into mandatory product scope from July 1, 2026.

韓國環境部宣佈修訂《電氣電子設備和車輛資源循環法實施令》。

此次修訂擴大了有害物質限制使用的項目範圍，對目前49種產品以外的所有電氣電子產品強制限制有害物質的使用 (不包括工業設備和運輸等例外)。

徵求意見的最終日期：2024 年 11 月 4 日。

South Korea released Notice of Legislation on Partial Amendment to the Enforcement Decree of the Act on Resource Recycling of Electrical and Electronic Products and Automobiles.

Ministry of Environment announces amendment of Enforcement decree of the Act on Resource Circulation of Electrical and Electronic equipment and Vehicles.

This amendment expands the scope of items subject to restrictions on the use of hazardous substances, thereby considering the impact on the human body and the environment by limiting the content of hazardous substances in electrical and electronic products, facilitating recycling, and actively responding to international standards in domestic laws by reflecting the recent revisions to the EU RoHS II Directive.

Regulatory content: Expansion of all products subject to restrictions on the use of hazardous substances

– Imposing mandatory restrictions on the use of hazardous substances on all electrical and electronic products other than the current 49 products (excluding exceptions such as industrial equipment and transportation)

巴林提出電動洗衣機能效要求的公眾諮詢

[法規草案] 2024年10月24日，巴林王國BSMD向WTO提交了“電動洗衣機 – 能源性能、測試和標籤要求”的公眾諮詢，管控洗衣能力不超過25kg的洗衣機，及洗烘一體機洗衣部分。

公眾諮詢截止通知後的60天,，建議2024年底通過，強制時間待定。

Bahrain BSMD submitted a draft regulation to WTO for consultation. This regulation specifies the Minimum Energy Performance Standard (MEPS) and testing requirements of electric clothes washing machines with capacity up to 25 kg, that operate in AC single-phase of 230V with a frequency of 50 Hz according to GSO 1899. Washing machines with additional function (dryer) are included in this regulation (this regulation covers washing function only).

Note: This regulation does not specify safety requirements, which are covered by GSO IEC 60335-2-11 or GSO IEC 60335-2-43

2024年9月13號，智利能源部發佈了第35號豁免決議，批准家用製冷器具能效標籤的最終技術規範並建立相應的能效標籤。該決議適用於家用冰箱、冷櫃和冷藏冷凍箱等品類，不包括使用非壓縮機製冷技術的設備、商業展示櫃酒櫃等特定產品。

On September 13, 2024, the Chilean Ministry of Energy issued Exemption Resolution No. 35, approving the final technical specifications for energy efficiency labels for household refrigeration appliances and establishing corresponding energy efficiency labels. The resolution applies to appliances such as household refrigerators, freezers and refrigerator-freezer combinations, and excludes specific products such as equipment using non-compressor refrigeration technology, commercial display cabinets and wine cabinets.

埃及發佈通知附錄，關於遵守管道式空調和多分體系統空調標準的過渡期

本附錄涉及第 445 /2024 號部長法令的通知，該法令給予生產商和進口商六個月的過渡期，以遵守埃及標準 ES 5072「管道式空調和空氣對空氣熱泵 — 測試和績效評級」，以及遵守埃及標準 ES 8898「多分體系統空調和空氣對空氣熱泵 —性能測試和評級」。

On 08 October 2024, Egypt released addendums concerning the notifications of the Ministerial Decree No.445 /2024 that gives the producers and importers a six-month transitional period to abide  by the Egyptian Standard ES 5072 for “ducted air-conditioners and air-to-airheat pumps —Testing and rating for performance” and to abide  by  the  Egyptian Standard ES 8898 for “Multiple split-system air conditionersand air-to-air heat pumps —Testing and rating for performance “.

Public Authority for Industry (PAI) has adopted 4 new technical regulations as below:

KWS 1897:2023	Rotating electrical machines – Efficiency classes of AC operated motors.
KWS 1898:2023	Electric Clothes Driers – Energy performance requirements and labeling
KWS 1899:2023	Electric Clothes Washing Machines – Energy and water performance requirements and labeling
KWS 1900:2023	Refrigerators, refrigerators-freezers and freezers – energy performance, testing and labeling requirements

These new technical regulations were originally scheduled to take effect on 8^th of October 2024, and the official transition policy will be released in the near future.

TISI發佈家用洗衣機安全標準更新草案

[法規草案]泰國TISI於10月4號發佈家用洗衣機安全標準更新草案，計畫引用至最新的IEC 60335-2-7:2024版本。同時厘清了ISO 10472-2工業用洗衣機及IEC 60335-2-122純商用定義洗衣機不在該標準管控範圍。該法規草案將在政府公報公佈之日起180天后生效。

The Thai Industrial Standards Institute (TISI) has proposed to withdraw TIS 1463– 2556 (2013) Clothes Washing Machines for Household Use: Safety Requirements and replace it with TIS 60335 Part 2(7)–25XX(20XX). This addendum is to inform that this draft Ministerial Regulation mandates electric washing machines for household and similar use to conform to the Thai Industrial Standard TIS 60335 Part 2(7)–25XX(20XX) Household and Similar Electrical Appliances – Safety – Part 2-7: Particular Requirements for Washing Machines.

This revised standard applies to electric washing machines for household and similar use, that are intended for washing clothes and textiles, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other three-phase appliances.

This draft Ministerial Regulation will come into force after 180 days following the date of its publication in the Government Gazette.

This document specifies the energy efficiency grades, energy efficiency limits, and testing methods for LED luminaires for road and tunnel lighting.

This document applies to LED luminaires for road and tunnel lighting with rated voltage not exceeding 1000V (including LED light source and its control device, excluding independently installed interconnected control components or other functional accessories that are not related to lighting).

India BEE established the implementation date as Jan-1 of 2025 for QR code implementation for LED lamp under energy standards and labelling program.

Australia Energy and Climate Change Ministers recently expanded and remove some product categories, and also updated current product regulations (standards).

• Ministers agreed to increase the Minimum Energy Performance Standards (MEPS) that apply to televisions and computer monitors and to introduce energy efficiency requirements for digital signage displays.
• Updated MEPS for the following products were published:
• mains voltage halogen lamps – which will effectively phase out this lighting technology (Improving the energy efficiency of light bulbs and phasing out incandescent lamps
• dishwashers
• washing machines
• rotary clothes dryers.
• Streamlining regulation for refrigerated cabinets
• Consultation open: introducing minimum energy performance standards for commercial ice-makers
• Three GEMS appliances no longer require registration: In a decision reached by Energy and Climate Change Ministers on Friday 19 July 2024, the following products will no longer be regulated under the Greenhouse and Energy Minimum Standards Act 2012:
• set top boxes
• ballasts for fluorescent lamps
• and transformers and electronic step-down converters for extra low voltage (ELV) lamps.

BEE通知併網太陽能逆變器製造商可根據自願制度啟動併網太陽能逆變器的星級標籤計劃

能源效率局 (BEE) 已於 2024 年 3 月 15 日根據附表 38 的自願制度啟動併網太陽能逆變器的星級標籤計劃。 MEPS 表的認可評級適用於 2024 年 3 月 15 日至 2025 年 12 月 31 日。

線上門戶將於 2024 年 4 月 9 日開始運作。

BEE 於9月20日通知所有併網太陽能逆變器製造商都可以根據NISE的測試報告，根據附表38中提到的模型註冊過程標準，在星計劃中註冊。

Bureau of Energy Efficiency (BEE) has launched the Star Labelling Program for Grid Connected Solar Inverter under the voluntary regime of schedule 38 on March 15 2024.  The endorsement rating for MEPS table is applicable from 15 March 2024 to 31 December 2025.

The online portal will be active w.e.f  April 9 ,2024.

On September 20, BEE inform that all manufacturers of Grid Connected Solar Inverter can register in the star program based on the test report from NISE per standard mentioned in schedule 38 for the model registration process.

PAI通過科威特合格評定計劃 (KUCAS) 實施 GCC 節水產品技術法規

公共工業管理局 (PAI) 已授權通過科威特合格評定計劃 (KUCAS) 實施 GCC 節水產品技術法規。

2025 年 3 月 29 日當天或之後抵達科威特港口和邊境的 GCC 節水技術法規涵蓋範圍內的商品貨件應附有技術檢驗報告 (TIR)，以避免產品在抵達時需另外進行當地合規流程。

符合 G-Mark技術法規將成為 GCC 節水產品技術法規範圍內所有產品申請 TIR 的基本要求。

Public Authority for Industry (PAI) has mandated the implementation of GCC Technical Regulation for Water-consumption Conservation Products through the Kuwait Conformity Assessment Scheme (KUCAS).

Shipments of products covered under the scope of GCC Technical Regulation for Water-consumption Conservation Products arriving at Kuwait ports and borders on or after March 29th 2025 should be accompanied by Technical Inspection Reports (TIR) to avoid local compliance process on arrival.

Conformity to G-Mark technical regulation is going to be an essential requirement for issuance of TIR for shipments of all products within the scope of GCC Technical Regulation for Water-consumption Conservation Products.

ECAS標誌即將改版

UAE阿拉伯聯合大公國於2024年9月16日發佈第137號決議，將採用更新版的國家合格標誌和能效環境標籤。

自發佈日起，將予以製造商和供應商下述過渡期以變更標籤樣式:

實施日期	過渡期	採取措施	備註說明
2025年3月15日	自發佈日起6個月	通關進入阿聯酋的產品必須採用新的標籤設計。	製造商可以生產和供應帶有舊標籤的產品，前提是這些產品在 2025 年 3 月 15 日之前到達並進入阿聯酋。但是製造商需要確保在 2025 年 9 月 15 日或之前這些單位已售罄或標籤已更換為新設計。
2025年9月15日	自發佈日起1年	通關進入阿聯酋的產品且當地市場現有的產品必須採用新的標籤設計。

改版標誌眾多，部份標誌如下所示:

特別注意:

• 新的ECAS Compliant Mark不包含發證機構代碼。
• 為避免各種不同產品所適用的最小尺寸要求的問題，尺寸沒有特別限制。
• 基本要求清晰可見可辨識，必須維持官方公告的Compliant Mark顏色配置及符合相應比例。
• 其他更多使用規範仍需待官方公佈，若有消息會儘快更新。

MoIAT announced Ministerial Resolution No. 137 of 2024 adopting the updated national conformity marks and performance labels on 16 September 2024.

Manufacturers and Suppliers are given a transition period to comply with the changes in accordance with the timetable mentioned below beginning from the date of the resolution’s publication:

15-March-2025	6 Months from the date of publication	Products trying to cross the border into the UAE must have the new label designs.	Manufacturers can still produce and supply products with the old labels provided that they reach and enter the UAE before 15-March-2025. However, manufacturers will need to make sure that those units are either sold out or the labels are replaced with the new design on or before 15-September-2025.
15-September-2025	1 Year from the date of publication	Products trying to cross the border into the UAE and products existing in the local market must have the new label designs.

There are many types of conformity marks after the update, some are shown as below:

Remarks:

• Notified Body’s Number is not including in a new ECAS Compliant Mark.
• The dimensions of the artworks will no longer be published or needed to avoid additional issues with regards to the minimum size applicable in varying products.
• Color configurations must be maintained, and proportions of the artwork must be followed accordingly.
• Further usage policy of Compliant Mark will be released by MoIAT soon. Update information will be provided accordingly.
