巴西ANATEL發佈關於手機充電器的Act 5155法案

ANATEL 發佈了新的 5155 號法案，其中包含手機充電器 (含插牆式，車充，無線充及行動電源等)的測試新要求。 該新法案將於 2024 年 10 月 14 日生效，取代實際的第 5159 號法案。

Following a public consultation on the new mobile phone charger by the Brazilian Telecommunications Agency (ANATEL) on September 6, 2023, ANATEL published a new regulation, Act 5155, on April 17, 2024, containing guidelines and test scopes for this product type, which will enter into force on October 14, 2024. The ACT 5155 Act defines safety and EMC testing requirements for DC/DC, AC/DC, and inductive mobile phone chargers. The new Act replaces Act No. 5159 issued in 2022 and Act No. 3481 issued in 2019.

Brazil ANATEL issued Act 2921_2024 – New requirements for Personal Mobile Service Radio Frequency Repeaters with 4G LTE and 5G NR technology.

Recently ANATEL published the Act 2921, defining the new technical requirements for Personal Mobile Service Radio Frequency Repeaters with 4G LTE and 5G NR technology, which is already in force in Brazil.

This new regulation defines the new testing standards for 4G and 5G technologies.

Chile智利

智利將PE No. 1/38協議 (用於家用和類似用途的外部電池充電器和/或電池的認證程式) 的適用日期延長 6 個月，於2024年9月30日起適用

On 26 March 2024, the Chilean Superintendence of Electricity and Fuels (SEC) published Resolution No. 24063 on extending the date of application of Protocol PE No. 1/38 regarding the safety certification procedure for external battery chargers and/or batteries for household and similar purposes.

This Resolution approves an extension of 6 months of the date of application of Protocol 1/38, approved by Resolution No. 14224 of 2022, with the purpose of granting companies appropriate time to carry out the certification process.

Therefore, Protocol 1/38 will be applicable from 30 September 2024. From this date, manufacturers, importers and marketers must obtain the safety approval certificates prior to placing their products on the national market.

In partial modification to Notification No. 5-2/2021-TC/TEC/165 dated 23.06.2023 on the subject cited above, the last date for acceptance of test reports issued by labs accredited by International Laboratories Accreditation Cooperation (ILAC) signatories from non-border sharing Countries has been extended by one month i.e. from 30.06.2024 to 31.07.2024, for the technical parameters of the products notified under Phase V of MTCTE as per Annexure-I.

The mandatory certification date for the said products mentioned in Annexure-I remains same i.e. 01.07.2024.

On 27 March 2024, the Indonesian Directorate General of Resources and Equipment of Post and Information Technology adopted Decree No. 109 of 2024 concerning the designation of overseas test centres for the purpose of telecommunications equipment and/or devices certification.

Appendix I, which forms an integral part of this decree, designates the test laboratories as Overseas Test Centres for cellular phones, handheld computers and tablet computers. Appendix II, which also forms part of this decree, establishes the test laboratories for telecommunications equipment and/or devices other than the aforementioned. The scope of testing that may be conducted by a designated centre includes the testing of radio frequency (RF), electromagnetic compatibility (EMC) and electrical safety.

Among the key measures, Article 2 provides that a test report issued by a Overseas Test Centre shall be recognized for use in the certification procedure in accordance with the provisions of relevant laws and regulations. Pursuant to Article 3, the recognition of such test report is based on the fulfilment of the following conditions:

• The testing is carried out by the Overseas Test Centres at the laboratory locations as specified in Appendix I and Appendix II; and
• In the event that an Overseas Test Centre undertakes to subcontract either for all or part of the testing, such subcontract may only be offered to another Overseas Test Centre that has also been designated by this decree.

It should be noted that, as expressly stated in Article 6, the lists of designated Overseas Test Centres will be evaluated by the Directorate General periodically every year, and at any time based on the report submitted by a Overseas Test Centre concerning any changes as referred to under Article 5(e).

The decree is scheduled to enter into force on 1 April 2024 and will cease to be effective from 31 December 2024. Upon commencement, Decree No. 11 of 2021 on the same matters will be repealed and replaced in its entirety.

The Indonesian Ministry of Communication and Information Technology has enacted a new decree (No. 177/2024) setting stricter Specific Absorption Rate (SAR) limits for cellphones and tablets.

The decree implements new limits in a two-phase approach starting April 1, 2024. Additionally, mandatory SAR test reports will be required for certification with provisions in place for re-testing non-compliant devices.

On 23 February 2024, KOMINFO published regulation NOMOR 3 TAHUN 2024, which replaces NOMOR 16 TAHUN 2018. The mandatory date of the regulation is 90 days after the date of issue, i.e. May 23, 2024. The main updates are as follows:

• The report is valid for 5 years;
• It is clarified that QR codes and warnings are part of the label, and although the 2018 version of the regulations has QR code and warning requirements, they are not part of the label. Examples of label text, QR codes and warnings are as follows:

• In addition to the certificate number and company code required by the 2018 version of the regulations, the QR code also requires the product brand, product type and other data elements reflected in the certificate;
• It is clear that the series of products of the same product type and RF specifications produced by the same brand manufacturer, and the power is less than 10mW, can be certified via family approval.

澳門：CTT針對6 GHz頻段發佈第64/2024號指令，開放Wifi 6E

2024年4月15日，澳門郵電局在澳門特別行政區政府網站發佈第64/2024號指令，修訂關於低功率短程無線電通信設備的第198/2014號指令。 主要內容有兩個：

• 工作在5925-6425 MHz頻段的SRD產品免於政府授權
• 無線電導航和無線電定位衛星系統接收機使用的頻段不再受到限制

On 15 April 2024, the Macao Post and Telecommunications Bureau (CTT) published Directive No. 64/2024 on the website of the Macao SAR Government, amending Directive No. 198/2014 on low-power short-range radiocommunication equipment. There are two main contents:

• SRD products operating in the 5925-6425 MHz band are exempt from government authorization
• the frequency bands used by radionavigation and radiolocation satellite system receivers are no longer restricted.

自2024.6.1起，新加坡不再接受安全標準IEC62368-1:2014

由於時間將近，提醒所有製造商注意，自2024.6.1起，新加坡不再接受安全標準IEC62368-1:2014，而只接受IEC60950-1:2005+A1+A2 /IEC60065:2014和IEC62368-1:2018。

It is worthwhile to pay attention that from 2024.6.1, safety standard IEC62368-1:2014 will no longer be accepted, while only IEC60950-1:2005+A1+A2 /IEC60065:2014 and IEC62368-1:2018 are accepted.

 

Trinidad and Tobago 千里達和多巴哥

千里達和多貝哥TATT 正式允許Wi-Fi 6E設備

On April 11, 2024, the Telecommunications Regulatory Authority of Trinidad and Tobago (TATT) issued an announcement updating the list of devices and technical requirements for 5925-6425MHz in the form of a revised device category. These devices can be divided into two categories, and the requirements are as follows:

Class 1 device: End-user or CPE device with a maximum output power of 24 dBm

Class 2 equipment: Base station equipment with a maximum output power of 30 dBm, currently only allowed for indoor use.

On 29 March 2024, the Vietnamese Ministry of Information and Communications published Circular 02/2024/TT-BTTTT to update the list of potentially unsafe products and goods under the management responsibility of the Ministry of Information and Communications.  The circular updates the references to several standards in the list to provide for the most recent versions.  It also delays the extreme conditions testing requirements for certain short range devices subject to QCVN 55:2023/BTTTT until June 30, 2025.

The Circular stipulates the list of group 2 products and goods and their management principles and updates the technical standard of products and goods exempted from certification of conformity, declaration of conformity and quality inspection.

In particular, the Circular applies to products and goods with HS codes and the descriptions of such products are outlined in the list of group 2 products and goods. Domestic organizations and individuals engaged in the manufacture, sale and use of products and goods listed in the list should comply with the provisions of the Circular.

The Circular divides the group 2 products and goods into two categories:

1. The list of specialized information and communication technology products and goods that require regulation conformity certification and announcement as specified in Annex I;
2. The list of specialized information and communication technology products and goods subject to regulation conformity announcement as specified in Annex II.

Article 4 prescribes the products and goods of group 2 must undergo certification of conformity, declaration of conformity and quality inspection in accordance with the regulations.

In addition, Article 5 specifies the list of products and goods which are exempted from certification of conformity and declaration of conformity and provides their conditions. The exempted products and goods shall comply with the provisions in Circular No. 30/2011/TT-BTTTT.

Article 6 clarifies the following circumstances of voluntary application of the technical regulations:

• If the products and goods outlined in the Annexes are discontinued, the partial or full application of the technical regulation is not required until 30 June 2025,
• The products and goods specified in the above are encouraged to implement the certification of conformity and declaration of conformity from the effective date of this Circular until 1 July 2025;
• By 1 July 2025, such products which have undergone conformity certification and declaration of conformity during the period of 15 July 2025 to 30 June 2025 and continue to be produced and marketed must conduct the certification processes according to the new technical regulations.

Furthermore, certificates of conformity that have been issued from 15 July 2023 to the effective date of this Circular continue to be valid until their expiration date.  Producers and importers may elect to complete the registration for quality inspection and announcement of regulation conformity from 1 January 2024 to the effective date of this Circular.

The Circular enters into force on 15 May 2024 and at the same time, the Circular abolishes Circular No.02/2023/TT-BTTTT on the same matter.

On 28 March 2024, The Ministry of Industry and Commerce of the Kingdom of Bahrain issued the draft of “Refrigerators, Refrigerator-Freezers and Freezers-Energy Performance, Testing and Labeling Requirements “, Proposed for adoption in the third quarter of 2024.

 

China中國

國家認證認可監督管理委員會 (CNCA) 發佈《強制性產品認證實施規則  家用和類似用途設備》，自2024年7月1日起施行

2024年4月8日，國家認證認可監督管理委員會 (CNCA) 發佈了《強制性產品認證實施規則  家用和類似用途設備》。依第八條規定，CCC證書的有效期限為5年。 獲得認證的產品應加貼第九條所示的CCC標誌。

本實施細則自2024年7月1日起施行，同時廢止實施細則CNCA-C07-01:2017。On 8 April 2024, the Chinese National Certification National Certification and Accreditation Administration (CNCA) published implementation rules on compulsory product certification of household and similar appliances.

The rules apply to household and similar electrical appliances, including:

• refrigerators and freezers;
• electric fans;
• air conditioners;
• clothes washing machines;
• electric water heaters;
• indoor heaters;
• vacuum cleaners;
• personal care equipment for skin and hair;
• irons;
• induction cookers;
• electric ovens (portable grills, toasters and similar cooking appliances);
• electric food processing appliances (food processors and kitchen appliances);
• microwave ovens;
• electric stoves;
• stoves;
• ovens and similar appliances (standing electric ovens, fixed grills and similar cooking appliances);
• range hoods;
• water heaters, cold/hot water dispensers;
• electric rice cookers;
• electric blankets, heating pads and similar appliances for flexible heating; and
• electronic toilet appliances.

The rules lay down the applicable national standards on the safety and electromagnetic compatibility of the products subject to certification. It also sets out the relevant rules on certification modules, certification applications, certification implementation, post-certification supervision, CCC certificates, use of CCC labels, certification fees, etc.

According to Article 8, the CCC certificate is valid for 5 years. Products that have been certified shall be labelled with the CCC label displayed in Article 9.

The implementation rules become effective on 1 July 2024 and at the same time implementation rules CNCA-C07-01:2017 will be abolished.

菲律賓推出電風扇 (EF) PELP線上產品註冊並調整洗衣機 (CWM) 線上註冊時間

菲律賓從2024年3月25日開始接受PELP電風扇 (EF) 線上產品註冊。所有電風扇的進口商、製造商和分銷商都必須通過PELP系統（https://pelp.doe.gov.ph/）註冊各自的產品型號。

對於洗衣機，PELP線上產品註冊模組的推出時間將推遲到2024年4月29日。

DOE started to accept PELP Online Product Registration for Electric Fans (EF) from 25 March 2024. All Importers, Manufacturers and Distributors of Electric Fan are enjoined to register their respective product models through the PELP System (https://pelp.doe.gov.ph/).

For Clothes Washing Machines, the launching of the PELP Online Product Registration Module will be moved to 29 April 2024. The adjustment was made to ensure the system’s integrity and to further improve our service to our stakeholders.

泰國發佈電熨斗的強制安全要求修訂草案

On 29 March 2024, the Thai Ministry of Industry issued a revised draft Ministerial Regulation on Electric Irons under the Industrial Product Standards Act.

The revised draft primarily requires all electric irons to meet Thai Industrial Standard TIS 60335 Part 2(3) – 2024 Household and Similar Electrical Appliances – Safety – Part 2-3: Particular Requirements for Electric Irons which covers safety of electric dry irons and steam irons.

It is to be noted that this industrial product standard is an identical adoption of IEC 60335-2-3 Edition 7.0 (2022-10).

Interested parties may submit their comments before 27 May 2024.

Bahrain巴林

巴林發佈照明產品的能源效率、功能和標籤要求技術法規

2024 年3 月17 日，巴林發佈技術法規，規定特定燈類型、能夠操作這些燈的控制裝置 (鎮流器)、定向/非定向集成燈具 (配有不可更換的燈) 投放市場的要求，包括整合到其他能源使用產品的產品。

說明手冊應以阿拉伯語和英語提供。 網站上也必須提供英文說明。

本技術法規將於 2025 年 3 月 14 日，經過一年過渡期後生效。

On 17 March 2024, Bahrain published Technical Regulation, establishing requirements for placing on the market of specific lamp types, control gears (ballasts) capable of operating these lamps, directional/non-directional integrated luminaires (provided with non-replaceable lamps), including those integrated into other energy-using products.

The following products are within the scope of this measure:

• Lamps and luminaires with a luminous flux above 60 lumens
• Incandescent lamps with a luminous flux above or equal to 12,000 lumens
• Halogen lamps with a luminous flux above or equal to 12,000 lumens
• Compact fluorescent lamps with integrated ballast (CLFi) with a luminous flux above or equal to 12,000 lumens
• Compact fluorescent lamps without integrated ballast (CFLni)
• Fluorescent Lamps (all types)
• High-Intensity Discharge Lamps, including Mercury Vapor Lamps, High/Low-Pressure Sodium Lamps, Quartz Metal Halide Lamps, and Ceramic Metal Halide Lamps.
• LED Lamps, including ‘retrofit LED lamps’ with a luminous flux above or equal to 12,000 lumens.

The Regulation covers several parameters, including energy efficiency, functionality, marking information, energy efficiency labelling and hazardous substances restrictions. It should however be noted that the coverage of certain parameters varies for different product types.

Instruction manuals should be supplied in Arabic and English. Instructions must also be made available, in English, on the website.

Maximum hazardous substances limits according to Annex I must be observed for products listed in both Annex A.1 and Annex A.2. Restrictions are not however applicable to all products.

Products listed in Annex A.1, along with ballasts/control gears, are excluded from the energy labelling requirements. Products listed in Annex A.2 must either have a label printed or a sticker placed on the individual packaging of the product.

All products within this Regulation including the exempted/excluded ones shall be registered according to Clause 5.

This Technical Regulation will enter into force after a transitional period of one year, on 14 March 2025.

 

Bolivia玻利維亞

玻利維亞發佈LED 燈具合格評定和認證程式

2024 年 2 月 21 日，玻利維亞部長會議發佈了第 5121 號最高法令，即建立 LED 燈具合格評定程式以及頒發技術法規樣品證書 – CRTM 和符合技術法規證書 – CCRT。

CRTM 和 CCRT 將在上述技術法規批准後 240 個日曆日 (即 2024 年 11 月 7 日) 由國家海關強制執行。在CCRT規定的提交日期之前運往國家關稅區的貨物將根據進口開始時的現行法律結束其進口程式。運往第三國的國際海關過境貨物不在本最高法令的範圍之內。

生效日期為公佈日期。

On 21 February 2024, the Bolivian Council of Ministers published Supreme Decree No. 5121 on establishing the procedures for the conformity assessment of LED lamps and for the issuance of the Certificate of Sample Technical Regulation – CRTM and the Certificate of Compliance with Technical Regulations – CCRT.

Therefore, it is approved that the Ministry of Productive Development and Plural Economy is the competent authority, through IBMETRO, to issue the CRTM for the Conformity Evaluation Document for LED Lamps and the CCRT for the commercialization of national production and import of goods, under the following tariff classification:

• Electrical incandescent or discharge lamps and tubes, including “sealed” lamps or units, and ultraviolet or infrared lamps and tubes, arc lamps; light-emitting diode (LED) light sources; lamps with power greater than or equal to 3 W but less than 50 W.

For the Conformity Assessment Document, IBMETRO will issue the CRTM for scoped products. For this purpose, importers must provide at least 10 units for sampling within a period of no more than 15 business days after customs clearance. In the event of non-compliance, the importer will not be able to request the issuance of a new CRTM.

The requirements for the issuance of the CCRT are established in the Technical Regulation on Minimum Energy Efficiency Standards for LED Lamps, approved in March 2024.

The CRTM and the CCRT will be enforceable by the National Customs, 240 calendar days after the approval of the aforementioned Technical Regulation, that is 7 November 2024. Goods shipped to the national customs territory until before the required date of presentation of the CCRT, will conclude their import process in accordance with the legislation in force at the beginning of the import.

Goods in international customs transit destined for a third country are excluded from the scope of this Supreme Decree.

The date of entry into force is the date of publication.

 

Bolivia玻利維亞

玻利維亞發佈LED 燈最低能效標準技術法規

2024年3月12日，玻利維亞生產發展和綜合經濟部發佈了關於室內照明LED燈最低能源效率標準技術要求的監管標準，無論是國產還是進口。

遵守最低能源效率標準是進口商和國內製造商的責任，他們必須根據第 7 條和第 8 條中所述的程式持有玻利維亞計量研究所 (IMETRO) 頒發的技術法規符合證書 (CCRT)。

本標準自2024年11月7日起施行。

On 12 March 2024, the Bolivian Ministry of Productive Development and General Economy published a Regulatory Standard on the technical requirements regarding the Minimum Energy Efficiency Standards for LED lamps for interior lighting, whether nationally produced or imported, in order to protect the environment and prevent practices that may mislead the consumer.

This Standard includes minimum criteria for the following parameters, which are defined in article 5 and include but is not limited to:

• Useful life;
• Color quality;
• Energy Efficiency;
• Labeling;
• Sustainability;
• Environmentally friendly.

This Standard also sets out packaging and labelling requirements, as described in its Article 6. All the information on values and minimum energy efficiency standards reported on the product or on the web pages of each manufacturer must be supported by test reports issued by accredited or designated laboratories.

Compliance with the Minimum Energy Efficiency Standards is of the responsibility of importers and national manufacturers, which must have the Technical Regulation Compliance Certificate (CCRT) issued by the Bolivian Institute of Metrology (IBMETRO), in accordance with the procedure described in Articles 7 and 8. Failure to comply with the Regulation may result in the sanctions established in Article 11.

This Standard will enter into force on 7 November 2024.

 

China中國

中國發佈帶照明功能之電動幹衣架的強制性產品認證要求 (2024年第4號公告)

2024年4月3日，中國國家認可監督管理委員會發佈關於對具有照明功能的電動幹衣架強制產品認證要求的公告。

公告明確規定如果產品的照明部分符合強制性產品認證目錄描述和定義表中對“燈具”的描述，並且該元件作為燈獨立工作，則電動幹衣架中的照明元件應執行CCC認證。

製造商應儘快申請CCC認證，並且必須在2025年1月1日之前獲得此類產品的CCC認證，然後才能發貨、進口、銷售或使用。

On 3 April 2024, the Chinese National Certification and Accreditation Administration published an announcement on compulsory product certification requirements for electric clothes dryer racks with lighting functions.

The announcement clarifies that the lighting component in the electric clothes dryer racks shall implement CCC certification if the lighting part of the product meets the description of “lamps” in the Compulsory Product Certification Catalogue Description and Definition Table, and the component works independently as a lamp.

Manufacturers should apply for the CCC certification as soon as possible and in any event must obtain the CCC certification of such products by 1 January 2025 before the products are shipped, imported, sold, or used.

[法規草案] 泰國發佈LED 模組交流/直流供電電子控制設備的強制性要求修訂草案

2024 年 3 月 29 日，泰國工業部發佈了部長級法規修訂草案，根據《工業產品標準法》規定了 LED 模組控制設備的強制性安全要求。

該草案要求所有用於 LED 模組的直流或交流電源電子控制裝置符合工業標準 TIS 3002-2562。

該草案適用於獨立式、內建式、整體式LED模組採用直流或交流電源的電子控制裝置，不包括電子元件。草案還涵蓋了額定電壓不超過 1000 V (50 Hz 或 60 Hz 交流電) 的燈具的配套設備。

目前該草案正在搜集意見中，至2024年5月27日。

On 29 March 2024, the Thai Ministry of Industry issued a revised draft Ministerial Regulation laying down mandatory safety requirements for controlgear for LED modules, in accordance with the Industrial Product Standards Act.

The draft ministerial regulation requires all DC or AC-supplied electronic control devices for LED modules to comply with Industrial Standard TIS 3002-2562.

The draft ministerial regulation applies to electronic control devices used with a direct current or alternating current power supply for independent type, built-in type and integral type LED modules and does not include electronic components. The draft ministerial regulation also covers accompanying devices with luminaires that use a rated voltage of not exceeding 1000 V (AC at 50 Hz or 60 Hz).

The draft ministerial regulation particularly defines electronic control devices:

• Control devices for independent type LED modules;
• Control devices for built-in type LED modules; and
• Control devices for integrated type LED modules.

Industrial Standard TIS 3002-2562 is an identical adoption of IEC 61347-2-13 Ed. 2.1.

If enacted, the draft ministerial regulation will enter into force 180 days after its official publication.

Comments on the draft can be submitted until 27 May 2024.

2024年2月7日，國家發展改革委等相關部門發佈了2024年版重點用能產品設備能效先進水準、節能水準和准入水準等級公告。

本公告自2024年4月1日起施行，同時廢止2022年第1719號公告。

On 7 February 2024, the Chinese National Development and Reform Commission and other relevant departments published an announcement on the 2024 edition of the advanced, energy saving and access energy efficiency levels of key energy-using products and equipment.

The announcement aims to promote energy conservation through the use of advanced technologies, achieving carbon reduction and neutrality and accelerating the improvement of energy-saving standards for products.

The announcement outlines the following provisions:

• Expand the coverage of key energy-consuming products by adding 23 products including data centres, industrial boilers, photovoltaic modules, etc. and dividing the products into 6 categories:
  • Industrial equipment,
  • Information and communication devices,
  • Transportation equipment,
  • Commercial equipment,
  • Household appliances, and
  • Lighting appliances.
• Improve the requirements for energy conservation and carbon reduction and enhance the research and development of indicators for carbon emissions for assessing the energy efficiency level of related key energy-consuming products and equipment;
• Encourage enterprises to carry out renovation on products and implement recycling measures for key energy-consuming products;
• Priorities the purchase of products and equipment with advanced energy efficiency levels by establishing product green zones, enforcing proprietary carbon labelling and carrying out environmental product declarations;
• Increase the supervision and inspection of the enforcement of energy conservation guide units to conduct energy efficiency surveys on key energy-consuming products and encourage enterprises to eliminate outdated products and equipment; and
• Strengthen policies that support the implementation of the energy efficiency level for products and equipment, accelerate and formulate mandatory standards on energy efficiency and refine standards for green procurement and low-carbon products.

The Announcement enters into force on 1 April 2024, and will repeal Announcement No. 1719, 2022.

• 額定電壓450/750V及以下橡皮絕緣、聚氯乙烯絕緣阻燃電線電纜；
• 電子坐便器；
• 電動自行車乘員頭盔；
• 建築產品；
• 可燃氣體探測器​​； 和
• 商用燃氣燃燒器具

自2024年11月1日起，低壓電器在出廠、銷售、進口或營運前將經過協力廠商認證並獲得CCC認證標誌。指定認證機構將接受低壓電器新認證方式，低壓電器產品不再實施自我聲明程式。 已獲得有效CCC自我聲明的企業應於2024年11月1日前完成CCC認證轉換。

On 7 April 2024, the Chinese State Administration for Market Regulation published an announcement to add several commercial products to the list of compulsory product certification management.

The announcement applies to the following product categories:

• Rubber and PVC insulated flame-retardant cables with a rated voltage of 450/750V and below;
• Electronic toilets;
• Helmets for e-Bike users;
• Building products;
• Combustible gas detectors; and
• Commercial gas cooking appliances (previously known as “household gas appliances”).

The CCC certification for the products listed in Annex 1 will be implemented from these dates:

From 1 May 2025, electric bicycle helmets, explosion-proof lamps and their control devices must undergo CCC certification and be marked with the certification mark before they are shipped, sold, imported or used;

Designated certification agencies will accept the CCC certification of the electric bicycle helmets, explosion-proof lamps and their control devices from May 1, 2024 onwards;

From 1 July 2025, commercial gas appliances, flame retardant wires and cables, electric toilets, combustible gas detectors and alarm products and water-based interior paints must undergo CCC certification and be marked with the certification mark before they are shipped sold, imported or used;

Designated certification agencies will accept the CCC certification of commercial gas appliances, flame retardant wires and cables, electric toilets, combustible gas detectors and alarm products and water-based interior paints from July 1, 2024 onwards;

From 1 November 2024, low-voltage electrical appliances will be certified by third parties and obtain CCC certification mark before they are shipped, sold, imported or operated;

Designated certification agencies will accept the new certification methods of low-voltage electrical appliances and these products will no longer follow the self-declaration procedure. Enterprises that have obtained valid CCC self-declarations should complete the conversion of the CCC certification by 1 November 2024. However, products that have been shipped and are no longer produced will not require certification conversion.

哥倫比亞礦業和能源部於 2024 年 4 月 2 日發佈的第 40117 號決議，基本目的是修訂 2013 年電氣裝置技術法規RETIE，以納入太陽能板、風力渦輪機、儲能裝置的要求和測試用於電池充電的電池、逆變器、調節器或電壓控制器以及電動車的電池充電器。

根據 2013 年第 90708 號決議，產品合格證書的授予和更新流程可以持續到 2025 年 7 月 13 日。

該決議並廢除了 2013 年第 90708 號決議頒佈的條例的一般附件。

The basic purpose of the Resolution No. 40117 of 2 April 2024, issued by the Colombian Ministry of Mines and Energy, is to amend the 2013 Technical Regulations for Electrical Installations -RETIE- to include requirements and tests for solar panels, wind turbines, storage batteries, inverters, regulators or voltage controllers for battery charging and battery chargers for electric vehicles.

Likewise, processes of granting and renewal of the product conformity certificate as per the Resolution 90708 of 2013, can be carried out until 13 July 2025.

Finally, the Resolution repeals the General Annex of the Regulation issued by Resolution 90708 of 2013.

The GCC Standardization Organisation (GSO) has issued an announcement regarding Updated Requirements on Recognition of Test Reports for G-Mark Certification.

Key points of this announcement include:

• Limitation of acceptance period for test reports to 3 years for all Notified Body certification procedures required by GSO Technical Regulations (Toys, Low Voltage Equipment, Water Efficiency Label).
  Note: For Low Voltage Equipment this constitutes a significant change, as previously no such period was defined in the scheme rules.
  Effective Date: 30^th July 2024
• Traceability of the test reports to the products applied for certification.
• Detail requirements for acceptance of “Product Identity Declarations” (PID) or “Declarations of Identity” (DOI)

泰國將電動獨輪車指定為標籤控制產品

2024年4月5日，泰國消費者保護委員會 (OCPB) 發佈公告，將電動獨輪車指定為標籤管制產品。

受標籤管制的商品必須包含以泰語或泰語附有外語的標籤，準確的陳述、圖形或標記，以解釋標籤的內容。標籤要求不適用於為出口而生產且不在泰國銷售的標籤控制產品。

該公告自2024年8月3日起實施。

On 5 April 2024, the Thai Office of the Consumer Protection Board (OCPB) published an announcement on designating electric unicycles as label-controlled products.

Label-controlled products must contain a label that specifies the accurate statement, figure or marking in the Thai language or a foreign language which is accompanied by the Thai language in order to explain the contents of the label. However, labelling requirements do not apply to label-controlled products manufactured for export and not sold in Thailand. According to Article 4, the label must be marked in a conspicuous manner and contain the following information:

1. Name and type of product;
2. Name or trademark registered as a manufacturer;
3. Name or trademark registered as an importer;
4. Manufacturing country;
5. Address of manufacturer or importer;
6. Product dimensions, volume and weight;
7. Technical specification of the laser components;
8. Methods of use;
9. Usage or storage instructions;
10. Precautionary warnings, contraindications, etc;
11. Product instructions, manuals, etc;
12. Day, month and year of manufacture; and
13. Product price in Thai currency and also other currencies.

The notification stipulates the font size and design requirements of the content of the labels.

If the labels specified in Articles 3 and 4 are not displayed completely, then the labels must be marked on the product packaging, containers or in any documents or manuals included with the product.
