[法規草案] 2024年1月5日，世貿組織發佈了國家認證認可監督管理委員會 (CNCA) 關於低壓電器和低壓組件強制性產品認證實施規則的公告G/TBT/N/CHN/1792。 本規則草案適用於工作電壓範圍為交流電1000V及直流1500V及以下的低壓元件產品，包括開關控制設備及電器保護設備產品類型。

草案規定了認證產品安全要求適用的國家標準。 也概述了認證模組、認證申請、認證實施、獲證後監督、CCC證書、CCC標誌使用、認證費用等方面的規則。

依第八條規定，CCC證書的有效期限為5年。 獲得認證的產品應加貼第九條所示的CCC標誌。

一旦通過，該規則草案將取代現行實施規則CNCA-C03-02:2014。 建議生效日期為 2024 年 3 月 1 日。

On 5 January 2024, the WTO published a Notification G/TBT/N/CHN/1792 concerning the implementation rules for compulsory product certification of low voltage electrical appliances and low voltage components proposed by the Certification and Accreditation Administration of China (CNCA).

The draft rules apply to low voltage component products with an operating voltage range of 1000V AC and 1500V DC and below, including switch control equipment and appliance protection equipment product types, such as:

• low voltage circuit breakers
• low voltage switches, isolators, disconnectors and fuse combinations of electrical appliances
• low voltage electromechanical contactors and motor starters
• circuit control appliances and switching components.
• AC semiconductor motor controllers and starters
• switch control and protection equipment
• proximity switches
• switch transition electrical appliances
• circuit breakers for equipment
• electromechanical contactors for household and similar purposes
• overcurrent protection circuit breakers for household and similar places
• residual current operated circuit breakers with overcurrent protection for household and similar purposes
• residual current operated circuit breakers without overcurrent protection for household and similar purposes
• residual current devices
• residual current operated relays
• low voltage fuses

Appliances with an operating voltage of 1140V AC may also refer to the draft rules.

The draft lays down the applicable national standards on the safety requirements of products subject to certification. It also outlines the rules relating to certification module, certification application, certification implementation, post-certification supervision, CCC certificate, use of CCC label, certification fees and etc.

According to Article 8, the CCC certificate is valid for 5 years. Products that have been certified shall be labelled with the CCC label displayed in Article 9.

Once adopted, the draft rules will replace the existing Implementation Rules CNCA-C03-02:2014. The proposed date of entry into force is 1 March 2024.

 

China 中國

中國工業和資訊化部於2023年12月27日發佈了《民用無人駕駛航空器無線電管理暫行辦法》(工信部無〔2023〕252號)，相關要點如下：

1. 通過直連通訊方式實現遙控、遙測、資訊傳輸功能的民用無人駕駛航空器通訊系統無線電台，應當使用下列全部或部分頻率：1430-1444 MHz、2400-2476 MHz、5725-5829 MHz。
   其中，1430-1444 MHz頻段頻率僅用於民用無人駕駛航空器遙測與資訊傳輸下行鏈路；1430-1438 MHz頻段頻率專用于警用無人駕駛航空器通訊系統或警用直升機，1438-1444 MHz頻段頻率用於其他單位和個人民用無人駕駛航空器通訊系統。
2. 微型民用無人駕駛航空器通訊系統實現遙控、遙測和資訊傳輸功能，只能使用2400-2476 MHz、5725-5829 MHz頻段頻率。
3. 通過雷達實現探測、避障等功能的民用無人駕駛航空器，應當使用24-24.25 GHz頻段的微功率短距離雷達設備。
   該辦法自2024年1月1日起施行，《工業和資訊化部關於無人駕駛航空器系統頻率使用事宜的通知》(工信部無〔2015〕75號) 同時廢止。

工業和資訊化部印發《民用無人駕駛航空器無線電管理暫行辦法》 (miit.gov.cn)

The Ministry of Industry and Information Technology (MIIT) of China issued Interim Measures for the Radio Management of Civilian Unmanned Aircrafts on December 27, 2023. These Interim Measures aim to clarify the scope of management and refine the management requirements.

 

India印度

電信部MTCTE於2023年12月27日發佈了關於第三階段和第四階段產品修訂規則的新通知，主要內容是:

• 將 MTCTE 第三和第四階段涵蓋的 12 個產品 (ER) 的強制日期從 01/01/2024 延長至 01/04/2024 (再延長 3 個月)，其他產品與 01/01/2024 保持相同和不變。
• 將 MTCTE 下 IP 路由器和 Wi-Fi-CPE 的強制安全測試日期從 01/01/2024 延長至 01/04/2024 (再延長 3 個月)。

Department of Telecommunication, MTCTE (Mandatory Testing and certification of Telecommunication Equipment) has issued a new notification on amended rules for Phase-III & IV products on 27/12/2023. The main highlights are –

• Extension of Mandatory dates for 12 products (ER’s) covered under Phase-III & IV of MTCTE from 01/01/2024 to 01/04/2024 for another 3 months. Other products remain the same and unchanged as on 01/01/2024.
• Extension of Mandatory Security testing dates of IP Router & Wi-Fi-CPE under MTCTE from 01/01/2024 to 01/04/2024 for another 3 months.

India announces an Exemption Pertaining to Various Parameters/ Interfaces of Essential Requirements (ERs) under MTCTE until 30 June 2024

2024年1月1日，工業和國內貿易促進部發布《電氣附件 (品質管制) 2023》

在印度製造或進口用於銷售或使用的產品必須在 2024 年 7 月 1 日 (= 6 個月) 後根據印度標準獲得 ISI 認證。

On 01 January 2024, DPIIT released 《Electrical Accessories (Quality Control),2023》

The manufactured or imported for sale or use in India must be ISI Certified under the Indian Standard after 2024/07/01 (= 6 months)

India印度

BIS 於 2022 年 12 月 19 日發布了平行測試指南，並將手機做為前導計畫。2023年6月，清單中還新增另外兩種產品目錄: 1) 無線耳機和頭戴式耳機； 2) 筆記型電腦/平板電腦。

2024年1月9日BIS公布 平行測試計畫已轉變為永久性計劃，凡CRS計劃下的「所有產品類別」都可以選擇平行測試。

平行測試本質上是自願的，製造商仍然可以選擇依照順序來申請CRS註冊。

BIS has released the guidelines for Parallel Testing for Mobile Phones on 19th December 2022. Later on along with Mobile Phones two more products were added to the list- 1) Wireless Earphone and Headphones; 2)Laptop/Notebook/Tablet.

Now this Pilot project is converted into a Permanent Scheme and now BIS has decided that “All the product Categories” under CRS Scheme can opt for Parallel Testing.

Parallel testing is Voluntary in Nature, and the manufacturer will still have the option to process with submitting sequential applications.

Indonesia印尼

印尼郵政和資訊資源與設備總局 (SDPPI) 從 2024 年 1 月 1 日起開始強制執行完整的 EMC 測試要求。SDPPI並未就此事發佈公告，涉及的主要變化如下：

• 輻射發射30－1000 MHz (不變)
• 輻射發射1－6 GHz (從原有1GHz擴充到6GHz)
• 直流/交流主埠傳導發射 (不變)
• 電信埠 (如RJ11、RJ45、SFP 埠) 的傳導發射 (增加此要求)

Directorate General of Posts and Information Resources & Equipment (SDPPI) started to mandate full EMC testing parameters from January 1, 2024.
SDPPI did not issue public announcement on this matter, due to the EMC parameters is already stated in the technical standards.

The full EMC testing parameters are as follows:

• Radiated Emission 30－1000 MHz
• Radiated Emission 1－6 GHz
• Conducted Emission at DC/ AC main port
• Conducted Emission at telecommunication port (such as RJ11, RJ45, SFP ports)

 

Mexico墨西哥

2023 年 12 月 26 日，墨西哥電信監管機構 “IFT” 發佈了在批准的電信或廣播產品、設備或裝置上使用 IFT 印章的最終指南。通過在官方公報上發佈此資訊，IFT 正式實施其機構標誌 (IFT 標誌) 作為認證產品的強制性要求。

1. 本辦法自2024年9月9日起生效 (2023年12月26日後約180個工作日) 。
2. 僅適用於上述生效日期後獲得的 IFT 證書，對於 9 月 9 日之前已認證的先前產品不強制要求，不具有追溯力，但先前的產品應顯示 IFT ID。
3. 如果標誌/徽標未正確使用，IFT 證書將被取消。
4. 新標誌的指引要求除了現有的 “IFT：XXXXXXXXXXXXX” 之外，還必須添加IFT標誌。

On December 26th, 2023, the Mexican Regulator for Telecommunications ‘IFT’ published their final guideline for the use of the IFT Seal on approved products, equipment, devices, or apparatus intended for telecommunications or broadcasting.

With this publication on the Official Gazette, the IFT makes official the implementation of their institutional logo (IFT Mark) as a mandatory requirement for homologated products.

1. This will be effective from Sep 09th 2024 (approx. 180 working days after Dec 26th 2023).
2. ONLY for the IFT certificates obtained after the above effective date, is not mandatory for previous products already certified prior Sep 09th, it is not retroactive, but the previous ones shall display the IFT ID.
3. If the mark / logo is not properly used the IFT certificate will be cancelled.
4. The guidelines for the new logo require that the IFT mark is placed in addition to the existing “IFT: XXXXXXXXXXXXX”, either vertically or horizontally.

The guideline contains the details about how to implement the permanent marking or labelling of the IFT Seal, while the vector graphics can be requested directly to the regulator.

IFT marking for products with a certificate of homologation is a mandatory requirement according to the Article 38 of the Homologation Guidelines and with this publication, the IFT adds their institutional logo, reinforcing this requirement.

Morocco摩洛哥

摩洛哥國家電信監管機構 (ANRT) 發佈了新決定，規定終端設備和無線電裝置型式核准的技術規範。

新決定主要涉及：

• 增加了新的類型核准技術規範 (6GHz WiFi 6E、GPON、GNSS、..)
• 增加了電磁相容性 (EMC)、低壓電氣安全 (LVD) 和人體射頻暴露 (健康) 的新要求
• 採用 4G (LTE) 技術作為具有蜂巢式介面的使用者設備的最低要求
• 支援5G技術的使用者設備，必須相容於5G SA (獨立)

5G SA 即將在摩洛哥推出 (2024 年初)。 一旦 5G SA 推出，所有蜂窩設備 (遠端資訊處理、蜂窩電話等) 的最低要求將至少為 4G。 所有 2G 和 3G 設備將無法獲得認證，並且不再允許在摩洛哥使用。

Morocco National Telecommunications Regulatory Agency (ANRT) has published a new decision ANRT/DG/N°12/23 of 2 kaada 1444 (22 May 2023) setting the technical specifications for type approval of terminal equipment and radio installations.  This decision cancels and replaces Decision ANRT/DG/No. 04/14 of 17 February 2014 setting the technical specifications for type approval of terminal equipment and radio installations.

The main new features of the new decision concern:

• The addition of new type approval technical specifications (6GHz WiFi 6E, GPON, GNSS, ESIM,…)
• The addition of new requirements regarding electromagnetic compatibility (EMC), low-voltage electrical safety (LVD) and Human RF exposure (Health)
• Adoption of 4G (LTE) technology as a minimum requirement for user equipment with a cellular interface
• User equipment supporting 5G technology, must be 5G SA (standalone) compatible

5G SA will be launched soon ( beginning of 2024) in Morocco. Once 5G SA is launched minimum requirement for all cellular devices ( Telematics , Cellular phones and others )  will required to have minimum 4G. All 2G and 3G only devices will not be able to certified and not be allowed to use in Morocco anymore.

 

South Korea 韓國

[法規草案] 2023 年 12 月 19 日，韓國科學、資訊科技和未來規劃部發佈了一項法案，提議修訂 1961 年第 924 號《無線電法》。

擬將第五十八條之二增加如下：任何打算製造、銷售或進口對無線電環境或廣播通信網路造成危害風險較低的設備的人，必須經過自我確認或指定測試機構的測試，以確認和披露設備符合合格評定標準。建議引入這方面的制度，同時採取行政措施和對相關違法行為的罰款。

建議增加新的第58條之13如下： 境外製造商接受合格評定，必須指定境內有地址或營業機構的人員為代理人，如指定不實，可採取取消合格評定等措施。

該法案擬於頒佈六個月後生效。

On 19 December 2023, the Korean Ministry of Science, Information Technology and Future Planning published a Bill which proposes to amend the Radio Act, No. 924, 1961.

The following paragraph is proposed to be added to Article 58-2:

Anyone who intends to manufacture, sell, or import equipment that has a low risk of causing harm to the radio environment or broadcasting communication network must undergo self-confirmation or a test by a designated testing agency to confirm and disclose that the equipment complies with the conformity assessment standards. A system for this is proposed to be introduced along with administrative measures and fines for related violations.

A new Article 58-13 is proposed to be added as follows:

For an overseas manufacturer to undergo a conformity assessment, it is stipulated that a person with a domestic address or business office must be designated as an agent and that if a false designation is made, measures such as cancellation of the conformity assessment can be taken.

This Bill is proposed to enter into force six months after its promulgation.

 

South Korea韓國

韓國無線電研究所(National Radio Research Agency- RRA)於2023 年12 月29 日發佈第2023-24號公告官方連結，依無線電法第五十八條之二至第五十八條之四及該法施行令第七十七條之二至第七十七條之八規定，現修訂《關於廣播通訊設備等合格評定公告》並公告如下。

一、修改原因: 以再出口為目的進口的設備可以豁免，無需辦理豁免確認程序。完善判斷資訊提供與分類制度，明確是否屬於合格評定主體。

二、主要內容:

1. 放寬合格評定免稅設備的豁免確認程序 (第19條第4項-新增第5款)

– 為再出口目的而進口到南韓的設備免予合格評定，改進後無需驗證流程即可免除進口要求

1. 完善合格評定設備管控產品清單的明確性 (全面修訂附錄1第11號)

– 提供判斷訊息，重新整理分類體系(增加管控產品細節描述於小分類、重整設備代碼)，加強明確判斷電磁相容領域設備之不明確的目標設備進行合格判定。

三、實施日期: 本通知自發佈日起六個月後實施，預計2024年6月30日起實施，但第19條第4項-新增第5款自本公告之日起施行。

過渡期措施:

1. a) 本公告施行時，已依先前規定完成合格判定的設備，仍依先前規定執行。
2. b) 本公告施行時收到及正在申請中的設備仍可照先前的規定執行。

The Korean National Radio Research Agency(RRA) issued the announcement No. 2023-24 on December 29, 2023. In accordance with Articles 58-2 to 58-4 of the Radio Act and the Act Article 77-2 to Article 77-8 of the Implementation Order stipulate that the “Announcement on Conformity Assessment of Broadcasting and Communication Equipment, etc.” is hereby revised and announced as following:

1. Reason for revision: Equipment imported for the purpose of re-export can be exempted and does not need to go through the exemption confirmation procedure. Improve the judgment information provision and classification system to clarify whether it is a conformity assessment subject.
2. Main contents:
3. Relaxation of the exemption confirmation procedure for conformity assessment tax-exempt equipment (Article 19, paragraph 4 – add new paragraph 5)

– Equipment imported to South Korea for re-export purposes is exempt from conformity assessment and will be exempted from import requirements without the need for a verification process after improvements

1. Improve the clarity of the list of products controlled by conformity assessment equipment (Comprehensive revision of Appendix 1 No. 11)

– Provide judgment information, reorganize the classification system (add detailed descriptions of controlled products in small category, update equipment code), and strengthen the judgment of unclear target devices in the field of electromagnetic compatibility for qualification judgment.

3. Implementation date: This notice will be implemented six months from the date of issuance(June 30, 2024), However, Article 19, item 4 – the new paragraph 5 will be effective from the date of this announcement.

Transition period:

1. a) When this announcement comes into effect, previous certified devices can still follow previous regulations.
2. b) When this announcement comes into effect, devices under application can still be implemented according to the previous regulations.

 

 

家用電器 House Appliances

On 5 January 2024, the WTO published Notification G/TBT/N/CHN/1788 concerning the implementation rules for compulsory product certification of household and similar appliances proposed by the Certification and Accreditation Administration of China (CNCA).

The draft rules apply to household and similar electrical appliances, including:

• household refrigerators and freezers
• electric fans
• air conditioners
• household clothes washing machines
• electric water heaters
• indoor heaters
• vacuum cleaners
• personal care equipment for skin and hair
• irons
• induction cookers
• electric ovens (portable grills, toasters and similar cooking appliances)
• electric food processing appliances (food processors and kitchen machines)
• microwave ovens
• electric stoves
• stoves
• ovens and similar appliances (standing electric ovens, fixed grills and similar cooking appliances)
• range hoods
• liquid heater, cold/hot water dispensers
• rice cookers
• electric blankets, heating pads and similar appliances for flexible heating
• electronic toilet appliances (including electrical equipment used in conjunction with regular toilets) with a rated voltage not exceeding 250V for single-phase appliances and not exceeding 480V for other appliances.

The draft lays down the applicable national standards on the safety and electromagnetic compatibility of the products subject to certification. It also sets out the relevant rules on certification module, certification application, certification implementation, post-certification supervision, CCC certificate, use of CCC label, certification fees, etc.

According to Article 8, the CCC certificate is valid for 5 years. Products that have been certified shall be labelled with the CCC label displayed in Article 9.

Once approved, the draft rules will replace the existing Implementation Rules CNCA-C07-01:2017. The proposed date of entry into force is 1 March 2024.

 

 

燈具 / LED Luminaiaries/LED

Taiwan 台灣

2023年12月18日，經濟部能源局發佈修正「筒燈暨嵌燈節能標章能源效率基準與標示方法」。該筒燈和嵌燈應符合 CNS 14335、14115 及 15592 規定。 該命令將於2025年12月1日生效，同時廢止2016年第10605005290號命令。

On 18 December 2023, the Taiwanese Bureau of Energy, Ministry of Economic Affairs published an order on the energy efficiency criteria and labelling method for energy label qualified for downlights and recessed luminaires.

The order aims to revise the previous order no. 10605005290, 2017 on the same matter.

The order applies to downlights that are generally installed in the surrounding ceilings to direct light into a narrow beam. The order also covers recessed luminaires which are mounted wholly or partially into the hollow opening in a ceiling and the light fixture has a rated luminous flux of less than 4000 lumens.

The order specifies that downlight and recessed luminaires shall comply with the requirements under CNS 14335, 14115 and 15592.

The order shall enter into force on 1 December 2025 and at the same time, it will abolish order no. 10605005290, 2016.

 

Taiwan 台灣

2023年12月18日，經濟部能源局發佈訂定「雙燈帽LED燈管節能標章能源效率基準與標示方法」。 該LED燈管應符合CNS 16027「雙燈帽LED燈管-性能要求」試驗。該命令於 2023 年 12 月 18 日生效。

On 18 December 2023, the Taiwanese Bureau of Energy, Ministry of Economic Affairs published an Order on the energy efficiency criteria and labelling method for energy label qualified for double-capped LED lamps.

The Order applies to double-capped LED lamps that comply with the regulations on the mandatory commodity inspection rules including restricted substance labelling for double-capped LED lamps.

The order outlines the following provisions for double-capped LED lamps:

• Conditions and test methods for determining the energy efficiency;
• Energy efficiency criteria; and
• Commonality requirements for the energy efficiency test results.

Furthermore, the Order stipulates that the double-capped LED lamps should conform to the labelling requirements as follows:

• The name and address of the label user should be clearly declared on the product or its packaging;
• If the label user is a distributor, then the name and address of the manufacturer of the product shall be displayed on the product or its packaging.

The Order entered into force on 18 December 2023.

 

 

能源效率要求 Energy Efficiency Requirements

Brazil巴西

2023年12月18日，巴西眾議院發佈第488號法案，提議暫停批准冰箱和冰櫃能源效率目標計畫的第2/2023號決議。該立法令如頒佈將自公佈之日起生效。

On 18 December 2023, the Brazilian Chamber of Deputies issued Bill No. 488 which proposes to suspend Resolution No. 2/2023 which approved the Target Program for Energy Efficiency of Refrigerators and Freezers.

If enacted, the Legislative Decree will enter into force on the date of its publication.

 

Chile智利

[法規草案] 智利能源部於2023年12月發佈關於待機功耗能效標籤設計的法規草案。該提案將依據IEC 62301:2011測試標準，確立家用電器待機模式功耗的測試方法以及能源效率標籤的特性。該法規草案計畫適用於含待機模式的、由市電供電及其它操作模式供電的家用設備或器具 。

智利能源部於2023年12月26日起正式徵求有關該提案的意見和公眾諮詢，截止日期為 2024 年 3 月 15 日。

Chile Ministry of Energy launched a public consultation Design of the Energy Efficiency Label for Standby Consumption, Draft Specification, in December 2023

This proposal would indicate the test method to determine the power consumption in standby mode for domestic appliances, along with the characteristics of the energy efficiency label, with reference to IEC 62301:2011.

It might apply to mains-powered domestic equipment or appliances that contain standby mode apart from other operating modes. The public consultation started on Dec 26, 2023 and will be closed on March 15, 2024.

In order to declare the energy efficiency of the appliance in standby mode, it must meet a consumption value specified in Table 1, ‘Standby Energy Efficiency Classes’.

Labelling requirements are prescribed in Article 6 and must be adhered to declare the energy efficiency grade of the product.

The label must:

• be visible and attached or printed on either the front, side or top of the appliance
• remain on the product and only be removed by the end consumer. Durability testing should be carried out as per Article 6.2
• be printed legibly and contain all the information indicated in Figure 1 (attached)
• correspond to the dimensions and colours displayed in Figure 1
• conform to the label fields using the type and size of letters as indicated in Article 6.6.

Chile’s Ministry of Energy is inviting comments on the proposal until 15 March 2024.

該公告概述了修訂後的實施細則：

• CEL 043-2023：焊接機；
• CEL 044-2023：LED 平板燈具；
• CEL 045-2023：商用電磁爐；
• CEL 018-2023：交流接觸器；和
• CEL 014-2023：顯示器

該規則將從以下日期起生效：

自2024年6月1日起 (對於在生效日期之前製造或進口的現有庫存，可以延遲至2026年6月1日)：

本規定生效前生產或進口的產品可給予兩年過渡期 (分別為2026年1月1日或2026年6月1日) 加貼能效標籤。

五種產品能源效率標識實施細則有效期為五年，有效期如下：

• CEL 043-2023：焊接機有效期至 2029 年 6 月 1 日；
• CEL 044-2023：LED 平板燈具有效期至 2029 年 6 月 1 日；
• CEL 045-2023：商用電磁爐有效期至2029年6月1日；
• CEL 018-2023：交流接觸器有效期至 2029 年 1 月 1 日；和

On 14 December 2023, the Chinese National Development and Reform Commission (NDRC) published an Announcement on the catalogue of Products subject to energy efficiency labelling (16th Batch).

The Announcement outlines the following revised implementation rules:

• CEL 043-2023: Welding Machines;
• CEL 044-2023: LED Flat Panel Luminaires;
• CEL 045-2023: Commercial Induction Cookers;
• CEL 018-2023: AC Contactors; and
• CEL 014-2023: Displays.

The rules will enter into force from these dates:

From 1 June 2024 (can be delayed for existing stock manufactured or imported before the date of entry into force until 1 June 2026):

• CEL 043-2023: Welding Machines;
• CEL 044-2023: LED Flat Panel Luminaires;
• CEL045-2023: Commercial Induction Cookers;

From 1 January 2024 (can be delayed for existing stock manufactured or imported before the date of entry into force until 1 January 2026):

• CEL018-2023: AC Contactors

From 1 June 2024 (can be delayed for existing stock manufactured or imported before the date of entry into force until 1 June 2026):

• CEL014-2023: Displays

Products that are manufactured or imported before the effective date of these rules are granted a transitional period of two years (1 January 2026 or 1 June 2026 respectively) to add the energy efficiency label.

The implementation rules of the energy efficiency labelling of the five products will be valid for five years with the following expiration dates:

• CEL 043-2023: Welding Machines will be valid until 1 June 2029;
• CEL 044-2023: LED Flat Panel Luminaires will be valid until 1 June 2029;
• CEL 045-2023: Commercial Induction Cookers will be valid until 1 June 2029;
• CEL 018-2023: AC Contactors will be valid until 1 January 2029; and
• CEL 014-2023: Displays will be valid until 1 June 2029.

Furthermore, the Announcement provides that the rules on the energy efficiency labelling of AC contactors and computer monitors specified under Announcement No. 14, 2016 will be repealed on 1 January 2024 and 1 June 2024 respectively.

印尼國家標準局於2023年12月22日提交了一份 SNI 實施計畫清單<Program Nasional Regulasi Teknis (PNRT) Tahun 2024>，作為相關部委/非部委政府機構制定技術法規的優先事項並妥善使用。

Indonesian National Bureau of Standards (BSN) submitted a list of SNI Implementation Plan <Program Nasional Regulasi Teknis (PNRT) Tahun 2024> on December 22, 2023 as a priority for the development of technical regulations by relevant ministries/non-ministerial governmental agencies and used appropriately.

The PNRT identified by BSN can be added or subtracted by the relevant ministries/non-ministerial government agencies according to their needs.

On 21 December 2023, the Indonesian Ministry of Energy and Mineral Resources issued a Decision on the adoption of minimum energy performance standards and energy efficiency labelling requirements for televisions.

The Decision applies to liquid crystal display (LCD) and light-emitting diode (LED) televisions of up to a size of 55 inches according to the HS codes as follows:

8528. 8528.72.92;
8529. 8528.72.99.

The rules set out do not apply to televisions that have CRT, Plasma, OLED, Mini-LED, QLED, QNED or 4K technology.

This Ministerial Decision entered into force on the date of its adoption, namely 21 December 2023. A transitional period of 1 year will apply to enable affected parties to prepare adequately for implementation of the measures, which will be mandatory with effect from 21 December 2024.

The detailed minimum energy performance standards and labelling requirements are specified in the Annex attached to the Decision. Among the key measures, it is specified that the minimum energy performance standard value for televisions is an energy consumption value equivalent to Ec= 211 x A-0’23 Wh/cm2/year where A refers to the television screen area in cm2. The affixation of the Energy Efficiency Label originating from imported products must be carried out in the country of origin. The label must be affixed to the back of the product and packaging or attached with materials that are not easily lost.

 

Kuwait 科威特

科威特 PAI 已啟動 EER 系統上所有註冊空調的能源標籤生成新功能。

申請人應通過以下連結使用申請人 ID 和證書註冊號生成 EER 標籤：

生成的標籤將具有唯一的序號，只能用於一台設備，因此必須為每個空調設備訂購不同的標籤。

根據科威特交通部第 7/2023 號決議，工業公共管理局 (PAI) 將開始對每個生成的標籤收費。

根據 PAI 的指示，這一新要求必須立即對所有註冊的空調機組實施，包括仍具有有效註冊證書的舊註冊型號。

Kuwait PAI has activated new feature for energy label generation for all registered Air conditioners on EER system.

Applicant should generate EER labels using applicant ID and Certificate registration number through below link:

The generated label will be having a unique serial number which can be used for one unit only, therefore different label must be ordered for each AC unit.

According to Kuwait MoC resolution number 7/2023, the Public Authority for Industry (PAI) will start charging for each generated label.

As per the instruction of PAI, this new requirement must be implemented immediately for All registered AC units Including the old registered models which still has valid registration certificates.

烏克蘭宣佈通過烏克蘭社區、領土和基礎設施發展部 2023 年 9 月 8 日第 796 號 “關於批准製冷設備能源標籤技術條例 “的命令。

該命令於 2023 年 11 月 2 日在烏克蘭司法部登記，並於 2023 年 12 月 13 日公佈。

Ukraine notifies the adoption of the Order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine No. 796 “On Approval of the Technical Regulation for Energy Labelling of Refrigerating Appliances” of 08 September 2023.

The Order was registered in the Ministry of Justice of Ukraine on 02 November 2023 and published on 13 December 2023.

 

Vietnam越南

2023年11月3日，越南工業和貿易部發布了關於應用越南能源效率測試和能源標籤標準的第7750/BCT-TKNL號文件。 除此之外，該部還發布了適用於性能測試和能源標籤的越南標準清單。 值得注意的是，自2025年4月1日起，工業企業使用的冰箱、冰櫃、爐灶、電磁爐、儲水式熱水器、無管道空調、電視、筆記型電腦、鍋爐等必須依照新版本進行能源效率測試和評估下列適用標準，詳情請參照英文版內容。

On 3 November 2023, Vietnam’s Ministry of Industry and Trade issued Document No. 7750/BCT-TKNL on the application of Vietnamese Standards for energy efficiency testing and energy labelling.

Along with the document, the Ministry issued a list of Vietnamese standards applicable to performance testing and energy labelling.

It is to be noted that, from 1 April 2025 refrigerators, freezers, hobs, induction cookers, storage water heaters, ductless air conditioners, televisions, laptops and boilers used in industrial enterprises must be tested and evaluated for energy efficiency according to the new versions of the applicable standards indicated below.

Storage water heaters

Standard to apply until 1 April 2025: TCVN 7898 : 2009

Standard to apply after 1 April 2025: TCVN 7898 : 2018

Ductless air conditioners

Standard to apply until 1 April 2025: TCVN 7830 : 2015

2023年12月28日，國家標準化管理委員會、國家市場監督管理總局發佈公告，批准發佈23項強制性國家標準。標準全文將於本公告發佈日起20個工作天后公佈。 也指出了新出版物所取代的標準以及新規定的實施日期。

On 28 December 2023, the Chinese Standardisation Administration and the Chinese State Administration for Market Regulation published an Announcement approving and issuing 23 Mandatory National Standards. The following standards, among others, are included in this Announcement:

• GB 5083-2023: General rules for designing production facilities in accordance with safety and health requirements;
• GB 30077-2023: Requirements on emergency rescue materials equipment for hazardous chemical enterprises;
• GB 17799.3-2023: Electromagnetic compatibility (EMC)—Generic standards—Part 3: Emission standard for equipment in residential environments;
• GB 17799.8-2023: Electromagnetic compatibility (EMC)—Generic standards—Part 8: Emission standard for professional equipment in commercial and light-industrial locations;
• GB 43471-2023: Light sources—Safety requirements;
• GB 43473-2023: Controlgear and other auxiliaries for electric lighting products—Safety requirements;
• GB 43630-2023: Minimum allowable values of energy efficiency and energy efficiency grades for tower and rack servers.

The full text of the standards will be available after 20 working days from the publication of this Announcement. Standards replaced by the new publications are also indicated, along with implementation dates of the new provisions.

The Announcement was made available on the official website on 3 January 2024.

 

India印度

新能源和可再生能源部針對太陽能產品發布了“2017年太陽能光伏、系統、設備和組件商品 (強制註冊要求) 命令”，由於測試設施較少，該命令及時延長。 容量超過100kW的太陽能逆變器再次延長一年，即至2024年12月31日。

請注意該命令只針對容量大於100kW的逆變器；最高容量 100 kW 的逆變器已於2024 年 1 月 1 日實施 w.e.f.。

Ministry of New and Renewable Energy under Bureau of Indian Standards had released “Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017” for Solar products which were extending with timely manner due to less availability of Test Facilities. And once again the solar Inverters with capacity more than 100kW is extended for a period of year i.e., till 31^st December 2024.

Important: Only the Inverters of capacity >100kW has extension.   The inverters of the capacity up to 100 kW stands implemented w.e.f. 01.01.2024.
