阿根廷國家網路安全中心於 2026 年 5 月 11 日頒布第 1/2026 號規定（DI-2026-1-APN-CNC#JGM），並於 2026 年 5 月 13 日刊登於官方公報。該規定核准一項技術法規，該法規確立國家公共部門應急計畫政策和備用資料處理中心開發與實施的基本要求和特徵。

Provision 1/2026 (DI-2026-1-APN-CNC#JGM), enacted on May 11, 2026, and published in the Official Gazette on May 13, 2026, approves the Technical Regulation establishing the essential requirements and characteristics for the development and implementation of contingency plan policies and alternative data processing centers for the National Public Sector.
The regulation aims to strengthen digital resilience and protect critical state infrastructure, to be aligned with international best practices such as NIST and ISO.

On April 30, 2026, Brazil’s National Telecommunications Authority (ANATEL) issued Decree No. 5885, which approved the technical requirements and technical conformity assessment testing procedures for internal signal enhancement products (i.e., repeaters) used for personal mobile services (SMP). This decree came into effect on April 30, 2026, replacing Decree No. 2271.
Chile 智利
智利SUBTEL更新短距離設備技術標準
2026 年 5 月 27 日，智利電信主管機關 SUBTEL 發布第 966 號決議，更新 2017 年第 1.985 號短距離設備（SRD）技術標準。主要修訂內容包括：
• 調整 QR Code 合規標籤要求：為便於應用於更多元的設備，放寬 QR Code 的尺寸與設計限制。不再強制限定特定形狀或固定尺寸，大小與形式改由責任方自行決定，但須確保其符合正確讀取與運作的最低必要條件（建議符合 ISO/IEC 18004 標準）。
• 優化保密測試報告提交方式：新增替代提交管道，允許透過虛擬收件辦公室提交保密版測試報告，並可透過官方電子郵件寄送相關編號與設備資訊，以加速審查流程。
• 新增醫療設備頻段規範：導入工作於 9–315 kHz 頻段、極低功率的「主動式植入醫療設備」技術規範，並限制 10 公尺處的電場強度不得超過 30 dBµA/m（或等效的 dBµV/m）。
On May 27, 2026, Chile’s SUBTEL issued Resolution No. 966, updating the technical standard for short-range devices (SRD) No. 1.985 of 2017. The main revisions include:
• Adjusting QR code compliance labeling requirements: To facilitate application on more diverse devices, QR code size and design restrictions have been relaxed. No longer mandatory restrictions on specific shapes or fixed dimensions; sizes and forms are now determined by the responsible party themselves, but must ensure they meet the minimum requirements for correct reading and operation (recommended compliance with ISO/IEC 18004);
• Optimized submission method for confidential test reports: Added alternative submission channels, allowing submission of confidential test reports via virtual receiving offices, and sending related serial numbers and device information via official email to speed up review;
• New medical device frequency band specification: Introduces technical specifications for “active implantable medical devices” operating in the 9-315 kHz frequency band at extremely low power, limiting the electric field strength at 10 meters to no more than 30 dBμA/m (or equivalent dBuV/m).

中國工業和資訊化部發布《電器電子產品有害物質限制使用達標管理目錄（2026 年版）》公告
《電器電子產品有害物質限制使用達標管理目錄（2026 年版）》（以下簡稱《達標管理目錄》）及《達標管理目錄限用物質應用例外清單（2026 年版）》（以下簡稱《例外清單》）自 2026 年 5 月 28 日起實施。工業和資訊化部 2018 年第 15 號公告發布的《電器電子產品有害物質限制使用達標管理目錄（第一批）》及《達標管理目錄限用物質應用例外清單》，自本公告發布日起廢止。
納入《達標管理目錄》的產品，其有害物質含量應依目錄所列要求時程，符合電器電子產品有害物質限制使用要求之相關標準，並納入電器電子產品有害物質限制使用合格評定制度管理範圍。列入《例外清單》的項目，則可依清單所列相應要求執行。
The ‘Compliance Management Catalogue for the Restriction of Hazardous Substances in Electrical and Electronic Products (2026 Edition)’ (hereinafter referred to as the ‘Compliance Management Catalogue’) and the ‘List of Exceptions to the Restricted Substances in the Compliance Management Catalogue (2026 Edition)’ (hereinafter referred to as the ‘List of Exceptions’) shall come into force on 28 May 2026. The “Catalogue for Compliance Management of the Restriction of Hazardous Substances in Electrical and Electronic Products (First Batch)” and the “List of Exceptions for the Application of Restricted Substances in the Compliance Management Catalogue”, issued in Announcement No. 15 of 2018 by the Ministry of Industry and Information Technology, shall be repealed as of the date of publication of this Announcement.
For products included in the *Compliance Management Catalogue*, the content of hazardous substances shall comply with the relevant standards on the restriction of hazardous substances in electrical and electronic products by the deadlines specified in the Catalogue, and such products shall be subject to the conformity assessment system for the restriction of hazardous substances in electrical and electronic products. Products listed in the *List of Exceptions* may be managed in accordance with the corresponding requirements set out in the List.

古巴MIC實施1/2026號及2/2026號決議
2026 年 6 月 2 日，古巴通訊部（MIC 或 MINCOM）正式頒布第 1/2026 號及第 2/2026 號決議，全面取代舊有法規，並明確區分個人用途與商業用途之設備進口規範。主要內容包括：
• 新法規明定，用於轉售、商業化或在地製造的電信及無線產品（如手機、雷達、廣播接收器等，詳見通知附件 I），必須取得型式認可（Homologation）證書及技術授權證書。
• 型式認可證書為技術授權證書的前置條件。針對測試、展示或個人使用的樣品，可豁免型式認可證書，但須於入境前 30 天申請臨時技術授權，有效期為 3 個月。
• 原則上須於當地實驗室進行測試；但針對超出當地測試能力的設備，MIC 允許接受製造商或國際實驗室出具的測試報告。
• 付清費用並完成測試後，核准證書將於 10 個工作日內核發，有效期為 5 年。
• 新規亦指定無線電話的工作頻段為 45/48 MHz、1.9 GHz、2.4 GHz 及 5.8 GHz。
On June 2, 2026, the Cuban Ministry of Communications (MIC or MINCOM) officially issued Resolutions 1/2026 and 2/2026, fully replacing the old regulations and strictly distinguishing between the import of personal and commercial equipment. The main contents include:
• The new regulations specify that telecommunications and wireless products used for resale, commercialization, or local manufacturing (such as mobile phones, radars, broadcast receivers, etc., see Annex I of the notice) must obtain type approval (Homologation) certificates and technical authorization certificates;
• Type approval certificates are prerequisites for technical authorization certificates. For testing, display, or personal use samples, the type approval certificate can be exempted, but temporary technical authorization must be applied for 30 days before entry, valid for 3 months;
• In principle, testing must be conducted in local laboratories, but for equipment beyond local testing capacity, MIC allows acceptance of manufacturer or international laboratory test reports;
• Approval certificate is issued within 10 working days after payment and testing is completed, with a validity period of 5 years;
• The new regulations also specify the operating frequency bands for cordless telephones as 45/48MHz, 1.9GHz, 2.4GHz, and 5.8GHz.

印度 MeitY 將獨立硬碟納入 BIS 管制範圍

On May 5, 2026, India’s Ministry of Electronics and Information Technology (MeitY) issued Announcement S.O. 2204(E) in the Government Gazette of India, amending the 2021 Electronic Information Technology Products (Requirement for Compulsory Registration) Order (CRO). This revision explicitly incorporates standalone hard disk drives (HDDs) into the mandatory registration framework managed by the Bureau of Standards of India (BIS). The external hard drive with the original USB interface remains within the current BIS regulatory framework. The revised regulatory requirements for standalone hard disk drives (HDDs) will take effect on November 5, 2026.

India issued a notification on April 16, 2026, revising the following standards for telecommunications equipment:
• TEC 40162602 – Standard for Essential Requirements – SIM
• TEC 34732602 – Standard for Essential Requirement – IP Security Equipment
The current and revised standards will both remain in force for 90 days. Starting July 15, 2026, only the revised standards will be in force.

印度 DoT 豁免 77–81 GHz 頻段雷達（SRD）系統許可要求

On June 11, 2026, the Indian Ministry of Telecommunications (DoT) issued regulations for vehicle-mounted radar systems operating in the 77–81 GHz band. When such systems are installed on vehicles for radio positioning purposes, licensing procedures are exempted. Provided technical limitations are met, these systems can be used, sold, or leased without separate licenses. This regulation sets limits on power, transmit bandwidth, and stray emissions. Unless the same model has already been approved for the same model, the device model approval must be applied for through the Ministry of Telecommunications (DoT) portal. The system must comply with applicable Indian standards or relevant international standards. If interference occurs, users may be required to reduce power, adjust equipment position, or take other corrective actions.

On May 28, 2026, the Information and Communication Technology Authority (ICTA) of Mauritius issued a press release announcing plans to phase out 3G services in Mauritius. Mobile network operators have begun phasing out 3G networks and confirmed that 3G mobile services will no longer be offered after 2028. ICTA calls on the public to stop importing and using devices that only support 3G, and encourages the adoption of newer technologies such as 4G LTE and 5G.

馬來西亞 SIRIM 修訂通訊設備認證協定
2026 年 6 月 3 日，SIRIM 於其官網發布編號 SQASI/CMCS/1/26/0005 公告，宣布修訂《通訊、多媒體及混合設備合規審批認證協定》（eTAC/DOC/01-1），重點更新「轉讓（Assignment）」條款。新規已於 2026 年 6 月 1 日生效。
原申請人已簽署的舊版協定仍然有效；但所有新申請人必須透過官網下載最新版，並將兩份已簽署的紙本正本郵寄或親送至 SIRIM QAS 辦公室。
On June 3, 2026, SIRIM published an announcement on its official website numbered SQASI/CMCS/1/26/0005, announcing revisions to the “Communication, Multimedia, and Hybrid Equipment Compliance Approval and Certification Agreement” (eTAC/DOC/01-1), with a focus on updating the “Assignment” clause. The new regulations took effect on June 1, 2026. The old agreement signed by the original applicant remains valid, but all new applicants must download the latest version from the official website and mail or present two signed original paper documents to the SIRIM QAS office in person.

The Malaysian Communications and Multimedia Commission (MCMC) and the Malaysian Technical Standards Forum (MTSFB) released a draft technical regulation entitled “TECHNICAL CODE – SECURE AND AUTHORISED TV BOXES FOR STREAMING AND CONTENT DELIVERY” in May 2026.
This Technical Code specifies the minimum requirements for the technical specifications, security, and compliance of TV boxes to ensure secure and authorised streaming and content delivery. It also aims to prevent such devices from supporting, enabling, or facilitating illicit access to content services.

墨西哥發布《2026–2030 年國家無線電頻譜規劃》，確立以高效、公平且具包容性的方式管理無線電頻譜之公共政策優先事項，旨在擴大全國電信、廣播、寬頻及網際網路接取服務。

Mexico published the National Radio Spectrum Program 2026–2030, establishing public policy priorities for efficient, equitable and inclusive management of the radio spectrum to expand telecommunications, broadcasting, broadband and internet access nationwide.
The Program sets three main objectives: promote infrastructure deployment and connectivity, support sustainable telecom and broadcasting services for Indigenous and Afro-Mexican communities, and modernize spectrum management through new technologies, shared/dynamic spectrum use, satellite services, regulatory sandboxes and stronger monitoring against harmful interference.

沙烏地阿拉伯 SASO 修訂並以新標準 SASO 3114:2026 取代 CST 規範 GEN002
沙烏地阿拉伯標準組織（SASO）已修訂相關規範，並以新標準 SASO 3114:2026《特定資訊與通訊技術設備要求》取代 CST 規範 GEN002。
依據上述規定，相關產品必須符合更新後標準 SASO 3114:2026 的實施要求，寬限期至 2026 年 10 月 31 日止。
寬限期結束後，自 2026 年 11 月 1 日起，本通知涵蓋的產品若未符合更新後要求，將不再核發任何合格證書。
另請注意，依據標準編號 SASO CITC GEN-002 簽發的有效合格證書及出貨證書，將於 2027 年 3 月 31 日前停止使用。
SASO has revised and replaced the CST specification GEN002 with the new Saudi Standard SASO 3114:2026 – Requirements for Specific ICT Equipment.
Based on the above, relevant products are required to comply with the implementation of the updated standard specification SASO 3114:2026, with a grace period granted until October 31st, 2026.
After the end of the grace period, no issuance of any certificate of conformity for the products covered by this circular unless they meet the updated requirements, starting from 01/11/2026.
Please be informed that the Certificates of Conformity and Shipment Certificates that are valid and issued based on Standard No. (SASO CITC GEN-002) shall be discontinued no later than 31/03/2027.

提醒：自 2027 年 1 月 1 日起，塞爾維亞將直接認可無線電設備的 CE 標誌及歐盟符合性聲明（DoC），不再需要塞爾維亞國家 RATEL 符合性證書（CoC）及 3A 標誌。
Recently Serbia publishes English version of Regulation on Radio Equipment. There is no update for the regulation itself. Just English version for reference.
Reminder: Starting from Jan-1 of 2027, Serbia directly accepts CE Marking and EU DoC for radio equipment, the Serbia National RATEL CoC and 3A marking will be no longer required for radio equipment.

This revision will raise mandatory cybersecurity requirements for Residential Gateways to safeguard both the Communication Networks and the home IoT devices from security threats on the Internet.
新加坡發布《資訊通訊媒體發展局法》擬議修正案
【法規草案】2026 年 5 月 6 日，《資訊通訊媒體發展局法》（IMDA 法）擬議修正案已提交國會。這些擬議修正案旨在強化媒體產業的競爭與消費者保護監理框架，並使其與電信產業的監理框架一致。修正案將強化資訊通訊媒體發展局（IMDA）的監理力道，以確保媒體產業公平競爭、維護消費者權益，並為產業利害關係人提供更明確的監理指引。
主要修正案包括：
• 擴大對媒體產業所有權及控制權變更的監理範圍
• 賦予主管機關更即時的介入權限，以確保公平且高效的市場行為

Proposed amendments to the Info-communications Media Development Authority Act (“IMDA Act”) were tabled in Parliament on May 06, 2026. The proposed amendments are a targeted set of updates to help strengthen the competition and consumer protection regulatory framework for the media sector and align it with that for the telecommunication sector. The amendments will enhance regulatory oversight by the Infocomm Media Development Authority (IMDA) to ensure fair competition in the media sector, safeguard consumers’ interests and offer greater regulatory clarity to industry stakeholders.
The key amendments include:
• Broadening the oversight of ownership and control changes in the media sector
• Powers for more timely intervention to ensure fair and efficient market conduct
• Streamlined treatment of immaterial transactions
• Related amendments to the Telecommunications Act (TA)
Amendments will also be made to the TA for alignment purposes. Terminology and cross-references will be updated to be consistent with changes to the IMDA Act.
South Africa 南非

On May 22, 2026, ICASA (Independent Communications Authority of South Africa) published its final regulations on dynamic spectrum access and opportunistic spectrum management in the 3800–4200 MHz and 5925–6425 MHz bands. This reform aims to promote broadband access, encourage innovation, improve spectrum sharing, and facilitate the entry of new market players.
Although the regulation has been published, it has not yet entered into force. The effective date will be announced later by ICASA in an official notice. Furthermore, even in the license-exempt 6 GHz band, equipment will still need to be certified, and operators will have to comply with registration and coordination requirements via the USS.

On May 31, 2026, the Ministry of Science and Technology (MST) of Vietnam issued two circular notices regarding the adjustment of mobile communication spectrum, which are:
• Circular No. 27/2026/TT-BKHCN will take effect from July 16, 2026. The circular allocated 470-606 MHz to terrestrial digital TV services; MST may approve applications or extensions for terrestrial digital TV business licenses within the 606-694 MHz band, but the latest is December 31, 2028. The mandatory national standard GB 47372—2026, ‘Technical Specifications for the Safety of Portable Power Banks’, has been published and will come into force on 1 April 2027. The changes to the certification implementation rules are as follows:
1. GB 47372—2026 has been added as the standard for CCC certification of power banks, lithium-ion batteries for power banks, and battery packs.
2. The ‘Implementation Rules for Compulsory Product Certification: Power Banks, Lithium-ion Batteries and Battery Packs (Trial)’ have been revised and published.
3. From 1 April 2027, CCC certification activities shall be conducted in accordance with the new version of the Implementation Rules. The Republic of Chile informs that Decree No. 60 of the Ministry of Economy, Development and Tourism, issued on July 31, 2025, has been published.
The notified Regulation establishes common interoperability between mobile devices and their chargers, requiring certain equipment such as phones, tablets and laptops to use the USB-C port as the standard for charging.
It also defines technical rules based on international standards and requires providers to clearly indicate whether a charge is included and the device’s charging specifications.

自 2026 年 5 月 1 日起，中國 1,071 項國家標準開始實施。其中包括行動通訊終端可靠性技術要求、燃氣輸配設備安全、家用電動洗衣機、全新風除濕機、教育機器人、行動學習終端等重要國家標準，將為引領及規範新興產業與未來產業發展、保障公共安全、保護消費者權益等面向提供標準支撐。
From May 1, 2026, 1701 national standards start to take effect. For example:

中國新能源汽車動力電池溯源資訊平台正式上線
中國新能源汽車動力電池國家溯源資訊管理平台正式上線。
該平台旨在滿足《新能源汽車廢舊動力電池回收管理暫行辦法》第五章中關於「資訊管理」的要求。
平台正式啟用後，動力電池供應鏈上的所有利害關係人，均須上傳涵蓋電池全生命週期的資料，包括製造、車輛安裝、銷售、報廢、回收及再利用等環節。平台透過為每個動力電池單元分配唯一識別碼（ID），確保整體流程具備完整可追溯性。

The National Platform for Traceability Information Management of New Energy Vehicle Traction Batteries has been officially launched.
This platform was developed to meet the “”Information Management”” requirements specified in Chapter 5 of the Provisional Measures for the Administration of Recycling and Utilization of Waste Traction Batteries from New Energy Vehicles.
With the platform now in operation, all stakeholders within the traction battery supply chain must upload data covering the entire life cycle of the batteries, including manufacturing, installation in vehicles, sales, retirement, recycling, and reuse. By assigning unique identification codes (IDs) to each traction battery unit, the platform ensures comprehensive traceability throughout the entire process.

南非出口前符合性評定計畫（PVoC）新方案
南非出口前符合性評定計畫（PVoC）新方案已於 2026 年 3 月 20 日以第 54374 號政府公報正式啟動。
該計畫要求自指定國家進口至南非的特定非管制產品，必須檢附符合性證書，以確認其符合適用的南非國家標準（SANS）。強制執行將自 2026 年 9 月 20 日開始，第一階段適用於自中華人民共和國進口的產品。
該計畫特別適用於未列入國家強制性規範監理機構（NRCS）強制執行之強制性規範範圍內的產品。
South Africa New Scheme – Pre-Export Verification of Conformity Programme (PVoC) is launched as Government Gazette No. 54374 published on 20 March 2026.
It requires that specified unregulated products imported into South Africa from designated countries be accompanied by a Certificate of Conformity confirming compliance with applicable South African National Standards (SANS). Mandatory enforcement begins 20 September 2026. Phase 1 applies to imports from the People’s Republic of China.
It applies specifically to products that do not fall under compulsory specifications enforced by the National Regulator for Compulsory Specifications (NRCS).
