- 新增型號機制:如需將採用相同 SoC-SDK 組合之新客製化型號納入既有證書,OEM 製造商須透過 MTCTE 入口網站申請證書變更,並提交更新後之 SDoC,涵蓋既有與新增型號。該變更可於無須額外測試之情況下核准。
- SoC 或 SDK 更新:依據安全認證程序第 7 節規定,對 SoC 或 SDK 的任何更新都將被視為軟體更新。
- Mandatory Security Testing: Security testing is required only for unique SoC–SDK combinations; additional variants using the same combination are automatically covered without separate testing.
- Self Declaration of Conformity (SDoC): A Self Declaration of Conformity (SDoC) detailing all variant customisations and their software hash values must be submitted during the application process as per the defined format.
- Adding New Variants: To add new customised variants with the same SoC–SDK combination to an existing certificate, OEMs must apply for certificate modification via the MTCTE portal and submit an updated SDoC (Annexure-I) covering both existing and new variants. The modification will be approved without any additional testing.
- SoC or SDK Updates: Any update to the SoC or SDK will be treated as a software update, in line with Section 7 of the Security Certification Procedure.

- Existing Certificate Handling: Old certificates (based on Resolución 41012 de 2015) are valid for 12 months, after which recertification is required according to the new regulations.
- Laboratory Requirements: Testing is permitted using ONAC-accredited or internationally recognized laboratories, ensuring testing accessibility.
- Effective Date: The resolution takes effect 6 months after its publication in the official gazette.
- Repealed Regulations: Several previous related resolutions (such as Resolución 41012 de 2015 and its amendments) are explicitly repealed to ensure regulatory uniformity.

The Indonesia Ministry of Energy and Mineral Resources has issued Decree of the Minister of Energy and Mineral Resources no. 87.K/EK.01/MEM.E/2025 concerning Energy Efficiency Rate and Label for water dispenser products.
According to the Decree of the Minister of Energy and Mineral Resources no. 95.K/EK.07/DJE/2025, TUV Rheinland Indonesia is appointed as Certification Body and Laboratory for EER Water Dispenser.
This regulation is applicable for drinking water dispensers, which are stand-alone appliances equipped with heating function, or stand-alone appliances equipped with heating and/or cooling functions using compressor or thermoelectric system, utilizing bottled water as the water source with bottle capacity up to 20 liters.
The applicable water dispenser products operating with electrical power supply up to 230V AC under the following HS Codes:
a. HS 8516.10.11;
b. HS 8516.10.19;
c. HS 8418.69.30; and
d. HS 8418.69.90
or its amendment.
This decree was issued on 6 March 2025, and will be implemented 12 months afterwards (6 March 2026).

Consultation paper: Additional assurance measures for the coexistence of wireless broadband services and radio altimeters
The interim mitigations for coexistence between radio altimeters, operating in the 4200–4400 MHz band, and wireless broadband systems, operating in the 3700–4000 MHz band, will expire in March 2026. In addition, new radio altimeter operational requirements are being considered by the Civil Aviation Safety Authority (CASA).
ACMA has considered the operating environment after the interim mitigations are lifted and are proposing new voluntary assurance measures that will apply to wireless broadband services after the interim mitigations end.
Feedback is welcome by 5 pm (AEDT) on Friday 6 February 2026.

Brazil ANATEL notified WTO a draft documennt about contributions for updating the operational procedure for marking the Anatel Homologation Identification on Telecommunications Products, approved by Act No. 4088, 31 July 2020.
The idea is to hinder the actions of fraudsters and prevent the entry of untested equipment into the country using more complex visual elements, special inks, encrypted data, and other security mechanisms in seals and other marking procedures, such as direct printing, QR codes, and electronic labels (e-labels).

On December 29, 2025, the Telecom Engineering Centre of India (TEC) issued three notices to postpone the implementation of a series of certification requirements, the main contents of which are as follows:
– Following the notice on June 26, 2025 that the deadline for receiving ILAC test reports from non-border sharing countries for four types of products, including cellular network base stations, was extended to December 31, 2025, this time it was extended by half a year to June 30, 2026.
– Similar to the above, extend the PON Series broadband device exemption period from December 31, 2025 to June 30, 2026.

1. The competent authority has accorded approval for issuing Pro Tem certificates with a 2-year validity instead of current 6 months’ validity.
2. For Pro Tem Certificates issued after 05th December, 2025, the validity will be for 2 years.
3. For existing Pro Tem certificates, which are getting expired and if the applicants apply for their renewal on the MTCTE portal, then the renewed certificate will be issued with a validity of the remaining period of two years from the date of first issue of Pro Tem certificate.
4. All other terms and conditions will remain the same as per the notifications cited under references.
5. The policy of two-year validity period for Pro Tem certificates will be reassessed after one year.

On January 1, 2026, BIS announced that the implementation date for upgrading the IS 16103 (Part 1):2012 standard to IS 16103 (Part 1):2025 / IEC 62031:2018 for LED modules, originally scheduled for January 26, 2026, would be postponed to July 21, 2026, in response to industry requirements and to provide a buffer for manufacturers and importers.
After this date, BIS will only accept certification based on the IS 16103 (Part 1):2025 standard.

VI. 相同 IP 等級:系列內產品之防塵防水(IP)等級須一致。
3) 標示要求:
若產品出貨時未隨附外部電源供應器,須於產品本體或產品型錄中清楚標示外部電源來源(如電源轉接器或行動電源等)之詳細規格與額定值。
請注意,XR 產品標準之過渡期即將結束。自 2026 年 5 月 1 日起,舊版 IS 13252 (Part 1): 2010 與 IS 616: 2017 將正式失效,屆時僅能依 IS/IEC 62368-1: 2023 進行認證。
Meity has announced the Series Guidelines for Extended Reality (XR) products (item 65) under the CRS scheme.
1) Product Category and Model Limit:
• Classification Principle: Same type of products may be clubbed together in a series (Separate series to be formed for AR product, VR Product and MR product).
• Model Limit: Maximum 10 models can be accommodated in a series (1 Lead Model + up to 9 Series Models).
2) Series Grouping Factors:
• I. Same energy source and safeguard system: Same energy source (Power Adapter, Mains Operated, Battery Operated) and safeguard system. Models with different battery capacities can come in series, provided the lead model is tested with the highest battery capacity.
• II. Same class of construction: Same class of construction.
• III. Same enclosure: Same enclosure (The same enclosure material must be used, with an exception for differences that are purely decorative (e.g., colour, minor styling variations).
• IV. Same PCB layout design: Same PCB layout design.
• V. Same type of Display: Same type of Display (LED/LCD/AMOLED etc).
• VI. Same IP Rating: Same IP Rating.
3) Marking Requirement: In cases where an external energy source is not supplied with the product, the specifications and ratings of the external energy source (e.g., power adapter, power bank, etc.) shall be clearly stated on the product/catalogue.
Please note: The period of concurrent running for standards IS 13252 : Part 1: 2010 and IS 616: 2017 with IS/IEC 62368 : Part 1 : 2023 shall be permitted until 1st May, 2026. After this date, only IS/IEC 62368-1 : 2023 shall be used for certification.

According to the BIS circular dated 21 January 2026, the last date of implementation of revised IS 302 (Part 1): 2024/IEC 60335-1:2020 for Adapters for Household and Similar Electrical Appliances has been extended till 23 February 2027. Other terms and conditions of circular ref IS 302 (Part 1) dated 27 November 2024 remains the same. This decision further extends the previous deadline of 23 February 2026.

On December 19, 2025, the Indonesian Ministry of Communication and Digital (KOMDIGI) issued Circular 569/2025 with amendments to Circular 352/2024 which is a technical regulation for LTE and NR products. The amendment will take effect on January 19, 2026. Since B41/n41 is an additional band in the new regulation, products that have already been certified will need to be recertified if they want to activate the band.

In order to reflect the contents of the latest version of CISPR 11, which is the international standard for the limits and measurement methods of disturbance from ISM equipment, in domestic regulations and to review the system for Equipment Utilizing High Frequency Current, the related Ministerial Ordinances and Public Notices will be revised.

This is a formal notice of the UK’s intention to lay regulations under the Energy Act 2023 (s.239-244). The regulations introduce a smart mandate for relevant electrical heating appliances. The regulations will also revoke The Electric Vehicles (Smart Charge Point) regulations 2021 and incorporate, with some planned amendments, existing electric vehicle smart charge points requirements (including the smart mandate). The regulations also impose minimum functionality, cyber, and grid stability requirements on in-scope energy smart appliances (EVSCPs, electrical heating appliances, and smart battery energy storage systems).

On December 31, 2025, the Ministry of Science and Technology (MST) of Vietnam issued Circular No. 52/2025/TT-BKHCN, promulgating the National Standard for Electromagnetic Compatibility of Terminal Equipment and Auxiliary Equipment for Mobile Communication Systems (QCVN 86:2025/BKHCN), aiming to standardize the technical requirements for electromagnetic compatibility of equipment related to the field of information technology and telecommunications. The international standard corresponding to this standard is ETSI EN 301 489-52 V1.3.1. The new standard will come into effect on February 15, 2026, replacing the QCVN 86:2019/BTTTT standard issued by the former Ministry of Communication and Information. According to the provisions of the transition period, appicants can voluntarily choose to conduct testing and compliance declarations according to the new or old standards before December 31, 2026; From January 1, 2027, the new standards must be fully implemented for relevant equipment. For devices with specific HS codes (e.g., 8517.13.00, 8517.14.00, 8517.62.59), the new standard will replace the original QCVN 86:2019/BTTTT or QCVN 18:2022/BTTTT (EMC standard for wireless communications). It is worth noting that from September 16, 2026, the relevant technical requirements for GSM (2G and 2.5G) technology will no longer apply, marking the gradual phase-out of traditional communication technologies and promoting technological upgrading in Vietnam.

The Customs Law in Mexico has undergone crucial changes in 2025-2026, focused on technological modernization, greater control and oversight, and a restructuring of responsibilities for customs agents, seeking to digitize processes, strengthen traceability with real-time monitoring systems (video surveillance, connected inventories), toughen sanctions, and eliminate exclusions of liability for agents, as well as implement the electronic customs file and compliance obligations for companies, with full effect from January 1, 2026.
Main Changes and Reforms (Effective 2026)
1.Technological Modernization and Digitization:
Implementation of state-of-the-art electronic systems, video surveillance, and real-time monitoring.
System interoperability for continuous access by authorities.
Mandatory electronic files for all operations, with remote access and online information consolidation.
2.Customs Brokers and Agencies: Validity and Recertification:
Licenses are no longer lifetime licenses, valid for 20 years and renewable, subject to recertification every 3 years.
Full Joint and Several Liability: Exclusions of liability for customs brokers in all operations are eliminated.
Client File: Obligation to maintain and submit client files, verifying identity and infrastructure.
Customs Council: Created to issue rulings on licenses, with participation from the Ministry of Finance and Public Credit (SHCP), the Tax Administration Service (SAT), and the National Customs Administration (ANAM).
3.Increased Controls and Sanctions:
Increased Oversight: Continuous auditing and monitoring using artificial intelligence and full traceability.
Increased Fines: High penalties (up to 250-300% of the value) for classification errors, undervaluation, and other non-compliance.
Compliance with Mexican Official Standards (NOMs): Non-compliance with Mexican Official Standards may result in immediate precautionary seizure.
In this sense the most representative modification that impacts our sector is Rule 3.7.20. RETENTION AND FINE FOR LACK OF LABELING (ANNEX 26)
3-7-20 Fine for lack of labeling (Annex 26)
For the purposes of Articles 151, Section II, and 176, Section II, of the Law, when at the time of customs inspection, it is not proven that the goods comply with the Official Mexican Standards (NOMs) indicated in Annex 2.4.1,
numeral 3 of the “Agreement by which the Ministry of Economy issues General Rules and Criteria on Foreign Trade,” published in the Official Gazette of the Federation (DOF) onMay 9, 2022, and its subsequent amendments, and the data related to the commercial information established in Annex 26 is omitted or inaccurate, the interested party may prove compliance with the corresponding NOM within thirty days following notification of the inspection report and make the payment of the fine referred to in Article 176, Section II, of the Law. Law 43, 46, 151, 176, Federal Tax Code 153, Agreement by which the Ministry the Ministry of Economy issues Rules and General Criteria on Foreign Trade (Annex 2.4.1, RGCE 1.2.2., Annexes 2 and 26)
4.Obligations for Companies and Operators:
Mandatory Electronic File: 100% digitization of documents and online storage.
CFDI with Bill of Lading Supplement: Mandatory incorporation. Inventory Systems: Permanent and real-time connection with the authorities.
Document Review: Greater rigor in tariff classification, origin, and value of goods.
5.Courier and Parcel Services:
Risk analysis systems and online access for the authorities.
General Objective of the Reform
To clean up customs, increase revenue collection, combat illicit activities (such as tax evasion), and modernize Mexican foreign trade by raising compliance and control standards for all stakeholders.

Administrative notice of revision to Annex 72 (electric board) of the Safety Standards for Consumer Goods Subject to Safety Confirmation
The revision aims to address safety concerns caused by users illegally modifying electric scooters to exceed the current maximum speed limit of 25 km/h by updating and strengthening the safety standards.
– The updated standards will prohibit any modifications to increase the maximum speed and ban the provision of any methods to alter the speed limit.
– Products must include clear labeling to confirm that the maximum speed cannot be modified by consumers.
– The term “”single-rider”” will be removed from the preface of the safety standards, and related clauses will be updated accordingly.

Notice of Partial Revision of the Handling Standards for Non-Compliance with Electrical Appliance Safety Standards
The revision aims to update the non-conformance handling standards for electrical product safety to align with international standards and reflect current practices.
– Alignment with Safety Standards: Updated terminology to ensure consistency between safety standards and test item names, such as ”creepage distance,”“clearance,” and ”solid insulation.”
– Updates to Product Categories: Adjusted the list of regulated items, including the removal of “electric vehicle accessories and connectors” and the addition of “automotive adapters” as a new category.
– Adjustment of Lighting Equipment Categories: Revised product names to align with updated standards.

UAE published Cabinet Resolution No. (175) of 2025 regarding the technical regulations for the requirements of electric vehicle charging devices.
The provisions of this Resolution shall apply to electric vehicle chargers (EVSEs) that are powered by alternating or continuous current and used in public places or commercial locations to provide charging service for a fee, whether they are operated by government entities, the private sector, or licensed operators.
Electric vehicle chargers intended for domestic or private uses that are installed and operated by individuals in their private residences are excluded from the application of this Resolution, even if electricity consumption bills are issued for them by the main service provider, unless these devices are used to provide a charging service for a fee to others.

Vietnam submitted WTO TBT notification (G/TBT/N/VNM/383) on Dec. 4, 2025, imposing mandatory safety and performance standards for traction batteries used in electric motorcycles and mopeds.
Applicable Scope: Covers lead-acid, NiMH, and lithium-ion batteries (removable/non-removable) produced, assembled locally, or imported into Vietnam.
Core Requirements:
-Labeling & Structure: Clear marking of positive/negative terminals, rated voltage/capacity (permanent), and intact casing.
-Electrical Performance: NiMH/lithium-ion batteries must retain ≥80% rated capacity (stricter than international standards).
-Safety Tests: Rigorous mandatory tests (drop, water immersion, vibration, short circuit, etc.) with no leakage, fire, explosion, or structural damage allowed.
Certification & Documentation: Local testing (4 samples per model at Vietnam-accredited labs; international certifications like CB/UN38.3 are reference-only); submission of technical specs, bilingual (Vietnamese/English) user manuals, conformity declarations, and Vietnamese importer registration; labels/docs must be in Vietnamese (English supplementary acceptable).
Key Timelines: Public consultation period (Dec 4, 2025 – Feb 2, 2026); products need a Quality and Safety Certificate from Vietnam’s Registration Authority for customs clearance and market entry.
Impact: Enterprises face compliance costs for local testing, certification, and documentation.
