On 28 May 2025, the Algerian Regulatory Authority of Post and Electronic Communications (ARPCE) published a list of 633 equipment items exempt from homologation requirements. The list includes networking devices, firewalls, industrial control modules, servers, storage solutions, and medical equipment. Manufacturers listed include Cisco, Huawei, Dell, Fortinet, HIKVISION, Siemens, Schneider Electric, Phoenix Contact, Esaote, and Person Medical. The exemption applies to specific models across various technical categories such as switches, access points, firewall appliances, industrial automation modules, and imaging devices. The published list serves as a reference for market operators to identify equipment not subject to ARPCE’s prior approval process.

Instituto Angolano das Comunicações (INACOM) has issued important updates to the application process for new applications and renewals in order to protect the Type Approval system’s integrity and prevent fraudulent practices. Updates include the following items:
•Effective immediately, INACOM requires a mandatory due diligence check to verify the authenticity of existing certificates within its internal system prior to submission for renewal. Only after this is verified may renewal documents be submitted for INACOM approval.
•Local agents are now required to perform a due diligence review of all documents submitted by the applicant for new applications. Applications will undergo a document compliance check prior to being officially submitted to INACOM.
•Delays may be expected during the ANGOTIC 2025 event for processing and issuing new approvals. Once the event has concluded, regular processing activities will resume.

The Secretariat of Innovation, Science, and Technology published Resolution 58/2025 in the Official Gazette on April 8, 2025, approving the new General Regulations for Management and Satellite Services and repealing Resolutions 2325/1997 and 3609/1999 of the former Secretariat of Communications. The recitals of the Resolution state that the Regulation was approved to simplify, optimize, and provide transparency to the administrative procedures associated with the provision of satellite facilities and to the provision of satellite services.
The purpose of the Regulation is to regulate the provision of satellite facilities and satellite services of artificial satellites, both geostationary and non-geostationary orbit, to be provided in Argentina, and operating in the bands allocated to the Fixed Satellite Service (FSS), Mobile Satellite Service (MSS), and Broadcasting Satellite Service (BSS), in accordance with the provisions of the Radio Regulations of the International Telecommunication Union and the Table of Frequency Band Allocations of the Argentine Republic (CABFRA). Thus, the new Regulation replaces and unifies the regulations on this matter that the previous (and now repealed) resolutions included.

The Government of Burundi has enacted Ministerial Order No. 580/01 (April 17, 2025), requiring all telecom and radio devices to undergo mandatory type approval by ARCT before import, sale, or use. The regulation targets manufacturers, importers, distributors, and operators, aiming to block unsafe or counterfeit equipment. Approved devices must meet international standards, be registered in a national database, and sellers must hold a valid ARCT certificate.
The main revised contents of the new regulations are as follows:
1. Applicants for type approval must now be entities authorized by the ARCT.
2. Certified devices will bear a certification label adopted by the ARCT for importation and confirmed by the standards and revenue office.

In a significant move to modernize the regulatory framework for India’s rapidly evolving telecommunications sector, the Central Government has introduced the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025. Enacted under the Telecommunications Act, 2023, these rules aim to establish a clear, transparent, and structured process for setting technical standards and ensuring compliance through conformity assessment. They officially come into force on the date of publication in the Official Gazette.

Indonesia 印尼

Indonesia’s Ministry of Communication and Digital issued Ministerial Decree No. 43 of 2025, updating technical standards for Free Space Optics (FSO) equipment, effective May 18. It sets strict laser safety rules, limits high-risk lasers to controlled areas, mandates Automatic Power Reduction, and requires IEEE 802.3 Ethernet and ITU-T SDH interoperability. Equipment must pass electrical safety and EMC tests. The decree modernizes Indonesia’s digital infrastructure, replacing the 2022 rules and ensuring safer, standardized FSO deployment.

In 2025, the Directorate General of Digital Infrastructure (DJID) — formerly known as SDPPI Kominfo — will officially require EMC immunity testing according to CISPR 35 standards for various telecommunication devices submitted for certification in Indonesia. This regulation is part of the government’s effort to harmonize national certification standards with international best practices and to ensure devices are resistant to electromagnetic interference (EMI) in real-world environments.

-Enhancing the optimal use of the spectrum utilized for Program Making and Special Events (PMSE) applications.
-Aligning with international uses of spectrum for Program Making and Special Events.
-Managing spectrum use for Program Making and Special Events through a clear, transparent, and comprehensive mechanism that looks to the future without discrimination.
-Improving the quality of wireless applications used in Program Making and Special Events held in the kingdom.

On June 5, 2025, the National Radio Research Agency (RRA) of South Korea issued an announcement numbered 2025-41 regarding the partial revision of the EMC test method. The announcement involves version updates to several EMC standards, with highlights including:
– General EMC standard for wireless communication products: KS X 3124:2020 (ETSI EN 301 489-1:2017) updated to KS X 3124:2024 (ETSI EN 301 489-1:2019);

泰國NBTC宣佈終止 2G 和 3G 設備型式核准及進口
NBTC 已宣佈將於 2025 年 6 月 9 日終止 2G 和 3G 設備型式核准及進口。此舉將影響所有僅搭載 2G 或 3G 設備的新產品。
此公告的生效日期為 2025 年 6 月 30 日。
摘要：
1. NBTC 將僅在 2025 年 6 月 30 日之前為 2G 和 3G 設備頒發型式核准證書（即 B 類證書）。此日期之後，將不再為 2G 和 3G 設備頒發型式核准憑證。
2. NBTC 將僅允許進口 2G 和 3G 設備，有效期至 2025 年 6 月 30 日。
3. NBTC 將於 2025 年 6 月 30 日起停止授權 2G 和 3G 設備進行自貼標和購買標籤。
補充說明：

NBTC has announced a notification to terminate type approval and importation for 2G and 3G only equipment on 9th June 2025.
This will affect all new product that have only 2G or 3G Equipment
Effective Date of this announcement is 30th June 2025.
Summary:
1. NBTC will issue type approval certificate (i.e. class B) for 2G and 3G only equipment only up to 30 June 2025. After this date, type approval certificate will not be issued for 2G and 3G only equipment anymore.
2. NBTC will allow importation of 2G and 3G only equipment only up to 30 June 2025.
3. NBTC will stop authorization for self labeling and label purchase for 2G and 3G only equipment on 30 June 2025.
Additional note:
– In case of equipment with 2G/3G together with other cellular technology e.g. 4G/5G, NBTC will still continue to issue type approval certificate as usual.
– Previously certified 2G/3G only equipment in Thai market or at Thai users can still be sold/used in market. The announcement is only effective to new model or products to be imported after effective date.

The Ministry of Digital Transformation of Ukraine has approved an updated methodology for calculating electromagnetic compatibility, which should ensure the smooth operation of various devices, from smartphones to airfield radars.
This solution is designed to make communications less susceptible to interference and maintain the stability of mobile networks and the Internet. According to the new rules, before introducing new radio equipment, it is necessary to check its impact on existing systems. This will help avoid disruptions in the operation of key technologies used in various industries.
Although the changes may be imperceptible in everyday life, they should ensure more reliable operation of radio networks and improve the quality of communication services in Ukraine.

Options being considered include both non-regulatory and regulatory approaches. The Regulatory Impact Analysis supporting this consultation identifies a range of policy options and the associated costs and benefits.
This consultation is being conducted with knowledge of the recent regulation of commercial ice makers for Minimum Energy Performance Standards (MEPS) under the Greenhouse and Energy Minimum Standards Act 2012. The implementation of MEPS will enable the voluntary declaration of commercial ice maker potable water use and condenser water use (in the case of water-cooled ice makers). Any potential regulation of commercial ice makers in relation to water efficiency (e.g. mandatory water efficiency disclosure or minimum water efficiency standards) would occur under the WELS Act.

On 18 June 2025, China notified WTO about the draft National Standards of the minimum allowable values of energy efficiency and energy efficiency grades for household and similar range hoods and A.C.electric ventilating fans.
This document specifies the energy efficiency limits, energy efficiency grades, test methods, and inspection rules for range hoods for household and similar purposes, AC ventilating fans (hereinafter referred to as “”ventilating fans””), and multi-functional appliances with ventilating functions.
This document applies to external exhaust range hoods installed on top of household cooking stoves, cookers, or similar appliances with a rated voltage not exceeding 250V, as well as ventilating fans driven by electric motors and multi-functional appliances with ventilating functions that meet the following conditions: single-phase rated voltage not exceeding 250V, rated ventilating input power not exceeding 500W, impeller diameter not exceeding 500mm.

Israel proposed first amendment to the Mandatory Standard, SI 900 part 2.5, dealing with dishwashers. This draft amendment deletes the following from the standard’s national deviations detailed in the Hebrew section:
-Deletes one of the normative references detailed in Section 2 ;
-Deletes the national deviations to Section 7 – Marking and instructions, including its sub-sections 7.201 to 7.205, Figure 201 and all its footnotes;
-Deletes the national deviations to Section 10 – Power input and current;
-Deletes Section 204 included in the national deviations dealing with energy consumption, water consumption, washing quality and drying quality – adjustment to the manufacturer’s declaration;
-Deletes Section 205 included in the national deviations dealing with power consumption in standby mode

Mauritius 模裡西斯

Mauritius’ Energy Efficiency (Minimum Energy Performance Standards) Regulations 2025 came into effect on March 1, 2025. The regulations provide for a six-month suspension period to allow importers and manufacturers to adjust their product lines and logistics. The suspension period will end on August 31, 2025. This means that Mauritius will enforce air conditioning energy efficiency on September 1, 2025.
Other energy efficiency regulated products are listed in the Energy Efficiency (Minimum Energy Performance Standards) Regulations 2017, including household electric dishwashers, household electric ovens, household refrigeration appliances, electronic display screens, household tumble dryers, household washer-dryers, etc.

In a significant step toward EU integration, the Republic of Moldova is streamlining access to its market for products already certified under the European Union’s CE marking system. On June 18, 2025, the Moldovan government approved a draft amendment to Law No. 235/2011 on Accreditation and Conformity Assessment Activities, aiming to recognize conformity assessments carried out by EU Notified Bodies. The proposal is now pending parliamentary approval.

本公告為配合「經濟部能源局」改制為「能源署」，修正空氣清淨機與電鍋之能源效率分級標示圖，並更新機關名稱與徽章。新增條文規定，已核准產品之舊版標示圖自公告日起一年內有效。同時調整能源效率抽測與複測規定，明訂不符者處理方式與資訊公開原則。公告自即日生效。

This announcement updates the energy efficiency labeling regulations for air purifiers and electric cookers in response to the reorganization of the Bureau of Energy into the Energy Administration. The labeling graphics have been revised to reflect the new agency name and emblem. A new provision allows previously approved products to use the old labeling for up to one year from the effective date. Rules for sampling and re-testing of energy efficiency have also been updated, including handling of non-compliance and information disclosure requirements. The announcement takes effect immediately.

主要修正內容包括：調整能源因數值(E.F.) 之計算方式與基準、更新能源效率分級表、明確申請分級標示所需文件與作業流程、規範能源標示圖張貼位置，以及更新抽測與複測的執行與處理規定。

In response to technological advancements and global trends in energy conservation and carbon reduction, this announcement revises the energy efficiency grading standards for refrigerators to enhance differentiation and encourage the development of high-efficiency products. The revised regulations will take effect on January 1, 2027.
Key updates include: adjustments to the calculation and benchmarks of the Energy Factor (E.F.), an updated efficiency grading table, clarified application procedures and required documents for system registration, placement requirements for the energy efficiency label, and revised rules for product sampling and re-testing.

There are changes to how light emitting diode (LED) lamps, incandescent lamps, ballasts for fluorescent lamps, transformers and electric step-down converters for extra low voltage (ELV) halogen lamps are regulated for sale in Australia.
– LED lamps suppliers must meet requirements under the Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025 by 3 March 2026.
– Incandescent lamps suppliers must meet requirements under Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024from 4 October 2025.
From 4 October 2024, the following products were no longer regulated under the Equipment Energy Efficiency Program within Australia:
1) ballast for fluorescent lamps
2) transformers and electric step-down converters for ELV halogen lamps.

On April 17, 2025, Standards Australia and Standards New Zealand published standard AS/NZS CISPR 15:2025. This standard specifies requirements for the emission (radiated and conducted) of radiofrequency disturbances from lighting equipment, the lighting part of multi-function equipment, UV and IR radiation equipment, advertising signs, decorative lighting and emergency signs.

On March 20, 2025, the Moroccan Institute of Standardization (IMANOR) issued Decision No. 433-25 approving new Moroccan Standards, including NM 14.2.303:2025 for energy labeling of electrical products and household appliances – requirements for lamps and luminaires. This decision was published in the 7388th issue of the Moroccan Official Gazette.

The certification process of Low-voltage switchgear which is under Scheme X , notified on 9th May,2023 by BIS. Scheme X, which replaced the earlier Scheme II which originally notified on 11th November, 2020, aims to enhance safety and compliance with Indian standards, particularly the IS 60947 series.
The Ministry of Heavy Industries has extended the date of implementation for the following product categories from May 10th , 2025 to November 10th, 2025.
The other product categories notified will follow the date of implementation as mentioned in the Electrical Equipment (Quality Control) Second Amendment Order, 2024.

On May 20, 2025, DPIIT released the《Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025》in supersession of the 2024 version. Now, it set to be implemented from 1st October 2025—extended from its original date of 1st April 2025.
Exemptions :
• Export Goods – Products manufactured in India exclusively for export are exempt from the scope of this Order.
• R&D Exemption – Manufacturers of electric appliances for commercial dispensing and vending are allowed to import up to 50 units per year for research and development purposes, provided these goods are not sold commercially, are disposed of as scrap, and year-wise records are maintained and submitted to government authorities upon request.

Starting 1st June 2025, manufacturers and traders can apply through the BEE Star Label Portal.

On May 30, 2025, BIS issued the《Guideline for Implementation of Amendment No.1 to IS 16333 (Part 3): 2022》. The significant changes in the amendment are “”Each mobile phone handset shall have an instruction manual either in a printed form or in digital mode (online user guide and/or QR code) to furnish the following information in addition to the information given in 5.1 of IS 16333 (Part 1). The provision to access the information in digital mode shall be given on the packaging.
The standard without Amendment No. 1 will remain in force until 19 September 2025.
All registered manufacturers and applicants are requested to inform BIS changes incorporated in the mode of the instruction manual, if any.
