Argentina 阿根廷

阿根廷ENACOM重新定義移動衛星頻譜
2025 年 4 月 30 日，阿根廷國家通信管理局 (ENACOM)通過第 640/2025 號決議重新定義了移動衛星頻譜，以減少對個人通信服務 (PCS) 的干擾。這一變化直接影響在阿根廷國家網路內運營的電信和衛星運營商。重新定義後的頻譜為：

On April 30, 2025, the Argentine National Communications Authority (ENACOM) redefined the mobile satellite spectrum through Resolution No. 640/2025 to reduce interference to personal communication services (PCS). This change directly affects telecommunications and satellite operators operating within the Argentine national network. The redefined spectrum is:
– 1990-2025 MHz for ground-to-space transmission;
– 2170-2200 MHz is used for air-to-ground transmission.

Australia 澳洲

澳洲重制2015年無線電通訊 (無線電控制模型) 類別授權

[法規草案] 2015 年無線電通訊 (無線電控制模型) 等級許可證 (RCM 等級許可證) 授權使用無線電通訊設備在規定條件下控制模型飛機、模型陸地船舶和模型船舶。該條約將於 2025 年 10 月 1 日到期。

The Radiocommunications (Radio-controlled Models) Class Licence 2015 (the RCM Class Licence) authorises the use of radiocommunications devices to control model aircraft, model landcraft and model watercraft under set conditions. It is due to sunset on 1 October 2025.
It is believed that the RCM Class Licence forms a useful part of regulatory framework, so ACMA proposed to remake it with minor changes.
Proposed changes to the RCM Class Licence:
– Improving definitions and cross-references
– Clarifying frequency ranges and EIRP limits
– Complying with standards, equipment rules and EME exposure limits
– Setting the commencement date
– Making consequential changes to the Equipment Rules
The consultation close date is 26 May 2025.

 

Bermuda 百慕達

On February 14th, 2025, the Regulatory Authority of Bermuda has granted type approval for radio apparatus devices operating solely on Bluetooth and/or Wi-Fi radio frequencies (the frequency ranges and no more than the powers listed below)
Nevertheless, manufacturers and importers are responsible for ensuring that such devices fully comply with all applicable technical and regulatory standards established by the following governing bodies including markings/labels for lawful operation within Bermuda
• the Federal Communications Commission of the United States of America (FCC)
• the Canadian Standards Association International (ISED)
• the United Kingdom/European Union (ETSI)

 

Brazil 巴西

The National Telecommunications Agency approved the Regulatory Simplification project on April 03, which brings about a significant regulatory reform in the telecommunications sector.
One of the main objectives of the proposal is to consolidate regulatory acts into a single regulation, which includes the approval of the General Regulation for Telecommunications Services (RGST) and the Regulatory Experimental Environment Regulation, the update of the Regulation for Temporary Use of Radio Frequencies, and adjustments to internal rules. The initiative aims to repeal obsolete rules and update definitions and rules for services of collective and restricted interest, in addition to creating a unified glossary to facilitate understanding of the rules.

Burkina Faso 布吉納法索
布吉納法索宣佈採用新的國家頻段分配計畫 (NFAP)

The Autorité de Regulation des Communications Électroniques et des Postes (ARCEP) announced the adoption of a new National Frequency Band Allocation Plan (NFAP) on January 9, 2025. This plan includes the allocation of the 6425-7125 MHz frequency band for IMT and the 3600-3800 MHz frequency band for 5G and next-generation mobile services.
Additionally, on April 29, 2025, ARCEP published Decision No. 2025-011/ARCEP/CR, which defines the categories and conditions for the use of stations exclusively composed of low-power and short-range devices. This decision includes the 5945-6425 MHz frequency band for WAS/RLAN use.

Chile 智利

智利SUBTEL修訂了短距離設備 (SRDs) 技術標準

Subsecretaría de Telecomunicaciones (SUBTEL) in Chile published Resolución 737 Exenta on May 22, 2025, which modifies Resolución N° 1985 Exenta de 2017 on Technical standards for short range devices (SRDs). Beginning February 22, 2026, SUBTEL will no longer issue approval certificates for Low Power Devices (LPDs), with the exception of medical applications.. Instead of a certificate, manufacturers or local importers must include a QR code (minimum size 1 cm x 1cm ) on the packaging of every product which leads to a Spanish language website featuring product and manufacturer information, technical specifications, test report(s) and a declaration of conformity specifically drafted for Chilean regulations.
Resolución 737 Exenta will come into effect on February 22, 2026.

China 中國

自本通知施行之日起，各級無線電管理機構不再受理和審批使用40-50吉赫茲 (GHz) 頻段固定業務中點對點無線接入系統、移動業務中寬頻無線接入系統設備的無線電發射設備型號核准以及新的頻率使用許可，已依法設置、使用的無線電臺可以使用至報廢為止。
本通知自2026年1月1日起施行。

MIT has decided to cease two notifications about 40GHz -50GHz:
– MIIT Notification No.(2013)500
– MIIT Notification No.(2013)502
From the date of implementation of this notice, radio management agencies at all levels will no longer accept and approve the use of 40-50 GHz frequency band point-to-point wireless access systems in fixed services and broadband wireless access systems in mobile services. Approval of radio transmission equipment models and new frequency use licenses, radio stations that have been set up and used in accordance with the law can be used until they are scrapped.
This notice shall take effect on January 1, 2026.

Indonesia 印尼

Kementerian Komunikasi dan Digital (Komdigi) of Indonesia issued Decree No. 45 of 2025 concerning Technical Standards for Telecommunication Equipment and/or Cellular Mobile Telecommunication Devices Based on Global System for Mobile Communications and International Mobile Telecommunications-2000 Technology Standards. Updates to the Technical Standards include an additional 850 MHz frequency band for GSM. Test reports issued referencing PERDIRJEN SDPPI No. 5 may still be used provided they do not conflict with the provisions laid out in the Technical Standards. The Decree will come into effect on August 18, 2025.

Japan 日本

Japan proposed a WTO notification about radio equipment compatible with 3GPP standards on satellite NB-IoT for communications by relaying Inmarsat satellite stations.
The objective of the amendment is to enable the introduction of Inmarsat IoT-type systems that use Inmarsat satellites compatible with 3GPP standards on satellite NB-IoT, based on requests from domestic and foreign operators. The regulations regarding the license conditions and the technical standards, etc. for the Inmarsat IoT-type systems, that use Inmarsat satellites compatible with the 3GPP standards on satellite NB (Narrow Band)-IoT, will be established.

New Zealand 紐西蘭

On 09 April 2025, New Zealand published a WTO document about External power supplies.
The proposed policy options for External power supplies (EPS) for supply (sale, lease, hire, or hire-purchase) will improve their energy efficiency and ensure that inefficient products are not available for supply in New Zealand.
The notified consultation document presents policy options to:
• Increase the Minimum Energy Performance Standards (MEPS).
• Widen the scope of external power supplies covered.
• Reference international test standards.
Three MEPS levels are considered in the consultation document:
• International Efficiency Marking Protocol (IEMP) III (current MEPS)
• International Efficiency Marking Protocol (IEMP) VI
• US levels, proposed International Efficiency Marking Protocol (IEMP) VII
Widening the scope considered in the consultation document:
• Include USB Power Delivery devices which automatically change their output voltage depending on the External Power Supply end device.
The international test standards considered are:
• EN 50563:2011+A1:2013 External a.c. – d.c. and a.c. – a.c. power supplies – Determination of no-load power and average efficiency of active modes.
• United States Code of Federal Regulations, Title 10, Part 430, Subpart B, Appendix Z Uniform Test Method for Measuring the Energy Consumption of External Power Supplies.

New Zealand 紐西蘭

On 09 April 2025, New Zealand published a WTO document about three phase electric motors.
The proposed policy options for three phase electric motors for supply (sale, lease, hire, or hire-purchase), including those contained within machines will improve their energy efficiency and ensure that inefficient products are not available for supply in New Zealand.
The notified consultation document presents policy options to:
• Increase the Minimum Energy Performance Standards (MEPS) to align with levels in the EU.
• Widen the scope of the regulations to cover smaller and larger motors.
• Introduce information disclosure requirements.
• Add in an additional international test Standard.Three MEPS levels and scope considered in the consultation document (using the IEC Efficiency Classes):
1. Introduce MEPS for small motors at IE2 levels, 0.12kW (inclusive) to less than 0.75kW.
• Increase MEPS for medium motors (already regulated) to IE3 levels, 0.75kW (inclusive) to less than 185kW.
• Introduce MEPS for large motors at IE3 levels, 185kW (inclusive) to less than 375kW.
2. After a period of 2 years increase MEPS for a range of motors to IE4, 75kW (inclusive) to 200kW (inclusive) in 2, 4 and 6 pole configurations.
The policy options propose introducing information requirements similar to those in EU 2019/1781, which requires certain information about the three phase electric motor to be visibly displayed on in the following places:
• technical data sheet or user manual supplied with the three phase electric motor, and
• manufacturers, importers, and authorised representative websites, and
• technical data sheet supplied with the product which contains a regulated three phase electric motor.
It is also proposed that the IEC 60034-2-1 (Edition 3):2024 Method 2-1-1B be added as a test standard to show compliance.

Malaysia 馬來西亞

The Updated Guidebook reflects the recent amendments made to Licensing Regulations1 which came into force on 15 April 2025.

Mauritania 茅利塔尼亞

L’Autorité de Régulation (ARE) of Mauritania published an updated National Frequency Allocation Table (NFAT) on April 28, 2025.

Niger 尼日

尼日ARCEP發佈新規定調整電子通訊產品認證要求

On 18 February 2025, Niger ARCEP has reduced the validity of new certificates from 10 to 3 years.
Existing certificates remain valid until their original expiration dates.
Also “NEW” certificates will include additional details like manufacturer, importer information, and frequency range.
There are plans to implement local testing in future.

Paraguay 巴拉圭

巴拉圭 CONATEL 推出針對低功耗無線存取系統的 Resolución Directorio 1035/2025 “巴拉圭國家電信委員會（CONATEL）於2025年4月23日發佈了第1035/2025號決議，制定了5.925 – 6.425 MHz頻段低功耗無線接取系統的技術法規。

The Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay issued Resolución Directorio 1035/2025 on April 23, 2025, which establishes the technical regulations for low-power wireless access systems in the 5.925 – 6.425 MHz band.
The use of the 6425–7125 MHz frequency band is prohibited. Therefore, all Wi-Fi 6E devices must have this sub-band disabled.
For already approved products, manufacturers or importers may submit a request to modify the existing certificate to include Wi-Fi 6E functionality.

Peru 祕魯

South Korea 韓國

韓國將擴大220V電壓標準容差

On April 7, 2025, the Ministry of Trade, Industry and Energy (MOTIE) issued a draft partial amendment to revise Enforcement Rules of the Electric Utility Act.
This amendment proposes to change the allowable voltage deviation for the standard voltage of 220 Volts from ‘±13 Volts’ to ‘±22 Volts’ to align with the national standard.

South Africa 南非

UAE 阿拉伯聯合大公國

The Ministry of Industry and Advanced Technology (MOIAT) has announced changes to the ECAS and EQM certification processes. Certificates featuring open model numbers (e.g., “*” or “X”) will soon be deemed non-compliant and canceled.
Manufacturers must ensure that all listed models on Certificates of Conformity (COCs) are specific and accurately identify individual product models.
Although no official deadline has been set, MOIAT encourages immediate compliance.

Vietnam 越南

越南發佈第02/2025/TT-BKHCN號通函，關於71-76 GHz和81-86 GHz固定頻段營運的調頻頻道規劃

Vietnam’s Ministry of Science and Technology has issued Circular 02/2025/TT-BKHCN, titled “”Radio Frequency Channel Allocation Planning for Fixed Services in the 71-76 GHz and 81-86 GHz Bands.”” This regulation governs the allocation of radio frequency channels in these specific bands for fixed services, aiming to optimize high-speed, point-to-point communication systems, including telecommunication backhaul and microwave networks.
The Circular applies to organizations and individuals involved in the management, use, or production of radio frequency equipment within Vietnam. It will come into effect on May 15, 2025.

工信部公告 SJ/T 11364-2024 《電器電子產品有害物質限制使用標識要求》行業標準。該標準於 2025 年 4 月 1 日實施。
該標準規定了電器電子產品中有害物質含有資訊的標識方法和要求，主要修改內容包括：新增4種有害物質，有害物質總數由6種增至10種；取消了生產日期的標注方式規定；引入了二維碼的標注方式和要求；增加了使用網頁作為展示媒介的要求；增加了有害物質含量資訊表的技術文檔保存要求。”

The Ministry of Industry and Information Technology of China issued SJ/T 11364-2024 “”Requirements for the Restriction of Hazardous Substances in Electronic and Electrical Products””.
The main amendments in SJ/T 11364-2024 include the addition of four new hazardous substances, increasing the total from six to ten, the removal of regulations regarding the display method of production dates, the introduction of QR code-based labeling methods and requirements, the addition of requirements for using web pages as display media, and the inclusion of technical documentation storage requirements for hazardous substance content information tables.

There are changes coming to how dishwashers, clothes washers and dryers are tested and labelled for sale in Australia.
The changes reflect recent advances, improved testing and new trends for these products and help promote energy efficient appliances that can reduce energy use, household bills and greenhouse gas emissions.
Registrants and suppliers must adopt the new requirements from Saturday 4 October 2025, 12 months since the new regulations were registered. The specific changes include new:
– testing and labelling requirements for dishwashers, clothes washers and dryers
– Minimum Energy Efficiency Performance Standards for dishwashers and clothes washers.
Suppliers can choose to adopt the new requirements now or continue to sell existing registered models for the duration of their registration.

On 3 March 2025, the Greenhouse and Energy Minimum Standards (GEMS) Commercial Ice-makers Determination 2025 was registered on the Federal Register of Legislation. This follows an agreement by the Energy and Climate Change Ministerial Council to regulate these appliances for their energy efficiency in January 2024.
The determination introduces minimum energy performance standards (MEPS) for commercial ice-makers. The decision was made to regulate ice-makers after identifying that their energy and water use is significantly higher than it should be. Introducing MEPS will increase the:
– energy efficiency of ice-makers supplied in Australia
– help business save energy, reduce their operating costs, and reduce greenhouse emissions.
Commercial ice-maker models that meet the new requirements must be registered by 3 March 2026. Suppliers should determine if their models meet the requirements in the determination and register in scope models using the Energy Rating Product Registration system.

On 22 April 2025, the National Institute of Metrology, Quality and Technology (Inmetro) published Ordinance No. 223/2025, which changes the Conformity Assessment Requirements for refrigerators and similar equipment, regulated by Inmetro Ordinance No. 332/2021.
The main new feature published in the Official Gazette of the Union (DOU) is the inclusion of a specific standard consumption curve for models that have automatic ice (ice maker) and water and ice dispensers built into the door.
The measure adopted by Inmetro is fully aligned with successful international references and, at the same time, strengthens the Brazilian market for high-performance home appliances.
The new equation takes into account the specific characteristics of these models, making the comparison with other refrigerators fairer and more balanced.
Previously, models with automatic ice makers and water and ice dispensers on the door were assessed using the same formula as standard models – which resulted in a major technical barrier for the industry.
The measure improves the accuracy of energy labeling, provides better guidance to consumers and promotes fairer competition between manufacturers.

The notified Protocol establishes the safety certification procedure for the following electronic audio and video products:Television sets, defined as any equipment whose main function is to broadcast television programmes (audio and video) and which has a built-in tuner. This includes television sets that use the following display technologies: CRT, LCD, LCD-LED, OLED, QLED, QNED, Mini LED, AMOLED, ULED, NanoCell, Neo QLED or similar. Products with a diagonal measurement of 65″” or less and products with external power sources are included.Exceptions:• Products that operate at a voltage of up to 12 VDC and that do not have a voltage adapter to connect them to the AC power supply;• Products that operate at a voltage of up to 12 VDC and that have rechargeable batteries and a voltage adapter (AC to DC) to connect to the mains power supply;• PC monitors with a tuner, but whose main function is to display images from the PC.

The major differences between the old standard and this proposed revision are due to the new editions of the adopted standards.
Proposed date of entry into force is to be determined. Generally, 60 days after publication in Israel Official Gazette, Section of Government Notices.Furthermore, both the old and the new proposed standards will apply from the date of entry into force for this revision for a transition period of two years. During this time, products are required to comply with either the old or the new standards.

On April 24, 2025, the Thai Bureau of Standards (TISI) added the air conditioner standard TIS 2134-2565 (2022) for cooling power not exceeding 12000W and the safety standard for hot and cold water dispensers TIS 2461-2565 (2022) to the TISI mandatory standards list, with mandatory dates of April 4, 2026 and October 1, 2025 respectively. TIS 2134-2565 (2565) is an upgrade of the original TIS 2134-2553 (2010) standard.

The Resolution was published on 08 May 2025 and will enter into force on 01 September 2026.The Resolution also establishes that the placing on the market and/or use of refrigeration appliances with a direct sales function, which were put into circulation before the entry into force of this Resolution, may not be prohibited or restricted due to non-compliance with the requirements of the Technical Regulations approved by this Resolution.

據工業和資訊化部稱，該標準名為《電動汽車用動力蓄電池安全要求（GB38031-2025）》。
修訂內容包括更新電池熱擴散測試，進一步明確了溫度要求、觀察時間和車輛測試條件。
新增了底部衝擊測試，用於評估電池在底部受到衝擊時的保護能力。此外，還增加了快速充電迴圈後的安全測試，要求在300次快速充電迴圈後進行外部短路測試，確保電池不起火或爆炸。
修訂版明確指出，該標準適用於電動汽車動力電池，不包括非驅動電池。

An updated mandatory national standard on the safety of electric vehicle batteries in China is set to take effect on July 1, 2026.
The standard is titled “”Safety Requirements for Power Batteries Used in Electric Vehicles (GB38031-2025),”” according to the Ministry of Industry and Information Technology.
The revisions include updates to thermal diffusion testing of batteries, further clarifying the temperature requirements, observation time, and vehicle testing conditions.
A new bottom impact test has been introduced to assess the protective capabilities of the battery upon impact to its base. A new safety test following fast charging cycles has also been added, which requires external short circuit testing after 300 fast charge cycles, mandating no fire or explosion.
The revised version clearly states that the standard applies to power batteries for electric vehicles, excluding non-propulsion batteries.

On 19 May, 2025, DPIIT published the 《Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025》, superseding the QCO of 2024. This new order will mandate ISI certification for a wide range of 90 product categories. It shall apply to all electrical appliance intended for household, commercial or similar application with rated
voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances including direct current supplied
appliances and battery operated appliances.
All these products must comply with IS 302 (Part 1): 2024 / IEC 60335-1: 2020. The QCO will come into force on March 19, 2026.

23項電器產品的安全標準內容正式修訂

韓國於2025年5月22日發佈第2025-088號正式公告，依據《電器與生活用品安全管理法》第5條第3項、第15條第4項及第23條第4項的規定，
公告修訂以下電器產品的安全標準內容。
一、修訂原因
為配合國際協議 (如WTO/TBT、IECEE)，更新電器產品安全標準，使其與國際規範一致。
二、主要內容
1) 本次共修訂 23項電器產品的安全標準:如KC 60332-2-4/5/9/14/29/51/56/75/81/90/97/101/103、KC 60745-2-11/12、KC 60799、KC 60884-1、KC 60064、KC 60901、KC 60968、KC 61199、KC 61347-2-1/-2 2) 本公告自發布日起立即生效。
原有的安全標準 (即原版) 將與新標準並行適用至2026年5月22日為止 (過渡期一年)。

1. Reason for Revision
To align with international agreements (such as WTO/TBT and IECEE), the safety standards for electrical products have been updated to comply with international norms.
2. Main Content
1) A total of 23 safety standards for electrical products have been revised, including the following standards:
KC 60335-2-4 / -2-5 / -2-9 / -2-14 / -2-29 / -2-51 / -2-56 / -2-75 / -2-81 / -2-90 / -2-97 / -2-101 / -2-103,
KC 60745-2-11 / -2-12, KC 60799, KC 60884-1, KC 60064, KC 60901, KC 60968, KC 61199, KC 61347-2-1 / -2-2. 2) This announcement shall take effect immediately upon its date of publication.
The existing safety standards (i.e., the original versions) will remain applicable alongside the new standards until May 22, 2026 (a one-year transition period).

電動車與電動車充電器標準UAE.S 2698:2024自 2025 年 5 月 31 日起在UAE將被視為強制性技術標準 2024 年第 (50) 號決議涉及阿聯酋電動車技術要求 UAE.S 2698:2024，其中包括電動車充電器的標準，自 2025 年 5 月 31 日起在阿拉伯聯合大公國將被視為強制性技術標準。

 

The Resolution No. (50) of 2024 concerning the technical requirements for electric cars UAE.S 2698:2024, which includes EV charger’s standard shall be deemed a mandatory technical standard starting from 31st May 2025 in United Arab Emirates.

– TIS 60335 第 2(13)-2564 部分 (2021)：最大油量不超過 5 公升的油炸鍋和煎鍋：2025 年 10 月 1 日
– TIS 1436 第 3 -2564 部分(2021)：供普通人操作的配電板 (DBO)：2025 年 10 月 1 日
– TIS 60335 第 2(25)–2565 部分 (2022)：微波爐 (包括組合微波爐)：2025 年 12 月 30 日
– TIS 866 第30(101)-2561部分 (2018)：交流三相感應電動機的效率等級：2026年4月18日

Below Thai Industrial Standard will enter into force this year:
– TIS 60335 Part 2(23)-2564 (2021): skin or hair care: 1 October 2025
– TIS 60335 Part 2(13)-2564 (2021): deep fat fryers having a maximum quantity of oil not exceeding 5 l and frying pans: 1 October 2025
– TIS 1436 Part 3 – 2564 (2021): distribution boards intended to be operated by ordinary persons (DBO): 1 October 2025
– TIS 60335 Part 2(25)–2565 (2022): microwave ovens (including combination microwave ovens): 30 December 2025
-TIS 866 Part 30(101)-2561 (2018) : Efficiency classes of AC three phase induction motors: 18 April 2026
