Argentina阿根廷

阿根廷發佈新的合格評定規則

阿根廷工貿部於2025年2月25日發佈第 16/2025 號決議,為在阿根廷銷售的電氣設備制定了新的基本品質和安全要求。

產品範圍

該法規涵蓋的產品列於附件二,分為四大類:

  • 電源和電池充電器
  • 家用電器
  • 照明設備
  • ITE、A&V、辦公設備

範圍內的所有產品必須符合附件一中詳細列出的基本品質和安全要求。

The Secretaría de Industria y Comercio in Argentina has recently published Resolución 16/2025, which establish new essential quality and safety requirements for electrical equipment marketed in Argentina.

This Resolution, along with its annexes, form an integral part of the regulatory framework introduced by Resolution No. 237/2024, which set forth a new general conformity framework for products requiring certification under a Technical Regulation.

Scope of Products

The products covered under this regulation are listed in Annex II and fall into four categories:

  • Power supplies and chargers
  • Household electrical appliances
  • Lighting devices
  • Electronic, audio, and video equipment

All products within the scope must meet the essential quality and safety requirements detailed in Annex I.

 

澳洲 Australia

澳洲對無線通訊 (低干擾設備) 類別證書的諮詢意見

[法規草案] 2015 年無線通訊 (低干擾設備) 類別許可證將於 2025 年 10 月 1 日到期。

為了促進新技術的使用,ACMA 發佈了重新制定 LIPD 類別證書的諮詢意見,將於 2025 年 5 月 16 日結束。

The Radiocommunications (Low Interference Potential Devices) Class Licence 2015 is due to sunset on 1 October 2025.

To introduce minor changes and facilitate the use of emerging technoligies, ACMA published the consultation to remake the LIPD class licence​.

The consultation will close on May 16, 2025.

 

澳洲 Australia

澳洲/紐西蘭標準即將修訂AS/NZS 4417.2並納入新增產品種類

澳洲標準局/紐西蘭標準局即將發佈對 AS/NZS 4417.2 的修訂。該修訂把以下產品納入 EESS 2/3 級設備:

– 電動車供電設備 (EVSE): 3級

– 電池儲能系統 (BESS) 設備: 3級

– 電源線延長配件: 2級

– 熱泵熱水器: 2級

– 可擕式儲能電源: 3級
產品除 IEC 標準外,還須符合 AS/NZS 60335.1 第 30.2 條。耐火需求將作為澳洲/紐西蘭偏差添加到 AS/NZS 標準。

本修正案公佈後,以下要求將有12個月的過渡期:

– EESS 2 級設備:必須有測試報告證明符合要求,必須在 EESS 資料庫上註冊並需繳納註冊費

– EESS 3 級設備:必須具有COA核准證書,必須在 EESS 資料庫中註冊並需繳交註冊費

Standards Australia Limited/Standards New Zealand will publish an amendment to AS/NZS 4417.2 soon. The amendment will include the following products as EESS Level 2/3 equipment:

  • Electric Vehicle Supply Equipment (EVSE): Level 3
  • Battery Energy Storage System (BESS) Equipment: Level 3
  • Cord Extension Set: Level 2
  • Heat Pump Water Heater: Level 2
  • Portable Power Station: Level 3

In addition to the IEC standards (Standard Australia is in the process of adopting IEC standards as AS/NZS standards for EVSE products), the product must also comply with Clause 30.2 of AS/NZS 60335.1. The Resistance to Fire requirements will be added in the AS/NZS standards as Australian/New Zealand deviations.

Once this Amendment is published, there are 12 months transition period for the following requirements to take effect.

  • EESS Level 2 Equipment: Must have a test report to show compliance, must be registered on EESS database and registration fees apply;
  • EESS Level 3 Equipment: Must have a Certificate of Approval, must be registered on EESS database and registration fees apply.

On 31 October 2024, the Australian Communications and Media Authority (ACMA) launched a public consultation on the reformulation of the Telecommunications (Labelling Notice for Customer Equipment and Customer Cabling) Regulations 2015, and seven telecommunications standards, and the Telecommunications Disability Standard. The ACMA published the results of this public consultation on 20 March 2025. The Disability Standards and 7 technical standards have entered into force on March 30, 2025, and the Telecommunication Labeling Notice has entered into force on March 31, 2025. The seven technical standards are:

  • Telecommunications (Analogue Interworking and Non-interference Requirements for Customer Equipment for Connection to a Switched Telephone Network – AS/CA S002) Technical Standard 2025
  • Telecommunications (Requirements for Customer Access Equipment for Connection to a Telecommunications Network – AS/CA S003) Technical Standard 2025
  • Telecommunications (Voice Performance Requirements for Customer Equipment – AS/CA S004) Technical Standard 2025
  • Telecommunications (Requirements for Customer Cabling Products – AS/CA S008) Technical Standard 2025
  • Telecommunications (Requirements for Customer Equipment with Hierarchical Digital Interfaces – AS/ACIF S016) Technical Standard 2025
  • Telecommunications (Requirements for DSL Customer Equipment for Connection to a Switched Telephone Network – AS/CA S041) Technical Standard 2025

Chile智利

智利發佈移動設備使用 USB-C 埠作為充電標準的草案

[法規草案] 2025年4月16日,智利公佈了關於移動資訊和電信設備及充電器的WTO諮詢文件。該法規建立了移動設備及其充電器之間的互通性,要求某些設備 (例如手機、平板電腦和筆記型電腦) 使用 USB-C 埠作為充電標準。同時,該法規定義了基於國際標準的技術規範,並要求供應商明確說明是否附帶充電器以及設備的充電規格。

On 16 April 2025, Chile published a WTO consultation document about mobile information and telecommunications devices and chargers. The regulation establishes common interoperability between mobile devices and their chargers, mandating that certain devices, such as phones, tablets, and laptops, use the USB-C port as a charging standard. It also defines technical standards based on international standards and requires suppliers to clearly state whether they include a charger and the device’s charging specifications.

The deadline for submission of comments is 60 days from notification. The proposed adoption date and proposed effective date are not determined yet.

[法規草案] 2025年3月13日,中國發佈關於投影機能效限定值及能源效率等級的WTO通報。本標準規定了投影機的能效等級、能效限定值及測試方法,適用於以投影為主要功能,以高壓汞燈、雷射、LED燈為光源的液晶顯示 (LCD) 和數位光處理 (DLP) 投影機。採用矽基液晶 (LCOS) 作為顯示器件的投影機可參考本文件執行。

本檔不適用於由投影螢幕和投影機組成的一體化投影單元。

On 13 March 2025, China published a WTO Notification about minimum allowable values of energy efficiency and energy efficiency grades for projectors.

This document specifies the energy efficiency grades, minimum allowable values of energy efficiency, and testing methods for projectors.

This document applies to liquid crystal display (LCD) and digital light processing (DLP) projectors with projection as the main function and high-pressure mercury lamps, lasers, and LED lamps as light sources. Projectors using liquid crystal on silicon (LCOS) as display devices can refer this document for implementation.

This document does not apply to integrated projection units consisting of projection screens and projectors.

Regarding Submission of Source code by OEMs and issue of Pro Tem Certificate under ComSec scheme, NCCS has issued a memorandum and approved the the submission of Source Code and the issue of Pro Tem Certificate under the ComSec scheme.

Device/Equipment involved: IP Routers, WiFi CPEs, Routers, IP, 5G SMF, OLT, ONT

Source code submission or internal test report generated from the tool with no paraphrasing/transposition will be accepted till 31.12.2025; compliance to ITSAR supported by test result or undertaking for Pro-Tem certificate valid for 6 months. Source code submission is mandatory for devices submitted for testing w.e.f. 01.01.2026

The National Centre for Communication Security (NCCS) has issued a notification concerning the Security Certification of Optical Network Terminal (ONT) and Optical Line Terminal (OLT) products under the ComSec scheme. This new notification replaces the one issued on December 6th, 2024.

Key Points of this notification:

  • Voluntary Security Certification (VSC) regime has been extended till 31st August 2025.
  • No administrative or Security Test Evaluation Fee will be levied during this period.
  • Date for Mandatory Security Certification has also been extended. Starting 1st September 2025, mandatory certification for compliance to ITSAR under the ComSec scheme will apply to these products.

OEMs, importers, dealers, and users of telecom equipment can apply for the Voluntary Security Certificate via the online portal. This is a crucial update for ensuring compliance and security within the telecom industry.

印度BIS公告類比式監控攝影機(Analog CCTV Camera 不需符合《CCTV安全基本要求》(ER 01:2024)及其相關更新作法

印度BIS公告類比監控攝影機(Analog CCTV Camera 不需符合《CCTV安全基本要求》(ER 01:2024),類比型之外的CCTV camera皆須符合IS 13252 -1+ER:01。

  • 針對現有類比式監控攝影機,製造商需在2025年4月9日前透過線上模組提交自我聲明。逾期未聲明或不符合規定的型號將從許可範圍中移除。
  • 未來所有CCTV camera的測試報告,都必須清楚註明是否為類比式型號。

此外, 自2025年4月9日起,所有CCTV camera設備必須符合《CCTV安全基本要求》(ER 01:2024),以強化公共與私人監控系統的資安防護。已持有相關BIS認證 (IS 13252 (Part 1)的製造商,也必須在2025年4月9日前完成所有符合性測試,並線上提交檢測報告。2025年4月9日之後,不合規的型號將自許可範圍中刪除。若未能在 2025 年 4 月 9 日之前採取必要措施,或所有模型均不符合要求,則證書將被取消。

Indian BIS announced Security ER:01 is non-applicability to Analog CCTV Cameras. Other than Analog type of CCTV camera, it need to comply IS 13252-1+ER:01

  • For existing Analog CCTV cameras, manufacturers must submit a self-declaration through the online module by April 9, 2025. Models not declared or not compliant with requirements after this date will be removed from the scope of the license.
  • All future test reports for CCTV cameras must clearly indicate whether the model is Analog.

Furthermore, after April 9, 2025, all CCTV camera equipment must comply with the “Essential Requirement(s) for Security of CCTV Order” to strengthen the security protection of public and private surveillance systems.

From April 9, 2025, all new manufacturers applying for India BIS safety certification must fully comply with the above regulations. Manufacturers that currently hold relevant BIS certification (IS 13252 (Part 1): 2010 / IEC 60950-1:2005) must also complete all compliance tests before April 9, 2025 and submit test reports online. After 09 April 2025, non-compliant models shall be deleted from the scope of License. If the Licensee fails to take necessary action by 09 April 2025 or if none of the models are complying, License shall be liable for cancellation.

MEITY had notified “Television Sets to comply with additional Indian Standard IS 18112: 2022” under CRO VI which was given the date 26th April, 2025 to come into effect.
After discussing with stakeholders, MEITY hereby notified that the date of implementation of the Order stands extended to 26th October, 2025.

On 13 April 2025, Iraq’s Communications and Media Commission (CMC) launched a public consultation on draft regulations for short-range wireless devices (SRDs) and ultra-wideband (UWB). The SRD equipment regulation contains several series of wireless devices, which refers to the corresponding EU technical standards without version. For Wi-Fi 6e, the standard is EN 303 687 , the frequency band is 5925-6425MHz, the power limit is 200mW, and it is only for indoor use.

The comment period is until 13 May 2025.

 

Israel以色列

The Standards Administration publishes a notice to the importing public regarding the removal of the standards   “SI 32 Part 1.1” and “SI 32 Part 2.5” from the track for compliance with European regulations.

With the beginning of the “What’s good for Europe is good for Israel” reform, standards were defined: “SI 32 Part 1.1” and “SI 32 Part 2.5” as suitable for the alignment track with the European regulation.

However, after further in-depth examination, it emerged that regarding the electrical safety of the products covered by these standards, there is no uniform regulation at the European level and the products are subject to the national legislation of each country.

Furthermore, the LVD Directive (Annex II) explicitly states that plugs and sockets are not covered by the Directive.

In light of this, it was decided to cancel the European regulatory compliance track for these products.

On April 3, 2025, Japan’s Ministry of Internal Affairs and Communications (MIC) solicited public comments on the draft report of the Committee on Next-Generation Mobile Communications Systems on the technical requirements for 5G mobile communication systems (26 GHz band/40 GHz band). The comment period is until May 7 2025.

On March 25, 2025, Japan’s Ministry of Economy, Trade and Industry (METI) and the Information Technology Promotion Agency (IPA) announced the launch of the Japan Cybersecurity Technology Assessment Requirements (JC-STAR) voluntary certification label program. This program applies to Internet of Things (IoT) devices that can use IP to send and receive data over the internet, as well as IoT devices that are indirectly connected to the internet. The program is divided into four product categories, STAR-1 and STAR-2 labels can be granted through self-declaration, and STAR-3 and STAR-4 labels are awarded after third-party laboratory testing and evaluation.

The JC-STAR label contains a QR code that links to the labeled product’s website via IPA with details such as supplier information, product information, label information, safety information (any updates or vulnerabilities to the product), and contact information. An example of a label that contains a QR code is as follows:

The JC-STAR STAR-1 label is valid for 2 years, and the IPA will publish a list of labeled products in early May 2025. Conformance standards are currently being developed for STAR-2, STAR-3 and STAR-4 products.

On April 2, 2025, Mexico government published IFT-017-2023 errata updating the Video Bandwidth (VBW) entry for Section 5.7.2. The minimum channel bandwidth required for the 5725 MHz – 5850 MHz band is “≥ 3 x RBW”.

On October 2, 2024, Mexico’s Federal Telecommunications Agency (IFETEL) approved modifications to the the guidelines for the use of the type approval guide and the IFT seal. The revised guidelines for the use of the IFT sealwere originally scheduled to go into effect on July 1, 2025. IFETEL launched a public consultation on 11 April 2025 on the effective date and scope of the revised guidelines for the use of the IFT seal, postponing the original effective date from 1 July 2025 to 1 July 2027.

An initiative has been presented in the Senate regarding chargers for electronic devices.

The proposed initiative seeks to amend Article 191 of the Federal Telecommunications and Broadcasting Law to include a new provision (Section XXII).

This amendment aims to mandate the use of USB-C chargers for all electronic devices.

The initiative is currently in the public consultation stage. If accepted, it is expected to enter into force the day after its publication. In addition, a period of 180 days would be ordered to issue the corresponding NOM.

 

Paraguay巴拉圭

Paraguay CONATEL Publishes Resolución Directorio N° 0148-2025

The Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay modified the Plan Nacional de Atribución de Frecuencias (PNAF) on January 22, 2025, through Resolución Directorio N° 0148-2025. According to the Resolution, the 3300-3700 MHz will be allocated for 5G, however no carriers have been assigned this band yet.

The procedures for type approval and customs clearance for ICT devices will be conducted through the “Saber Platform” starting from February 12, 2025. As a result, suppliers must now register their ICT products on SABER to obtain the necessary compliance certifications.

Singapore Enterprise released a new edition of the Consumer Protection (Safety Requirements) Registration Scheme (CPS) Information Booklet on February 1, 2025. Added are new requirements to test standards for medium-risk controlled goods with effect from June 1, 2024/2025 (chapter 4.1).

On April 25, 2025, the National Radio Research Agency (RRA) of Korea issued Notification No. 2025-2 on the Conformity Assessment of Broadcasting and Communication Equipment. The main amendments are as follows, which took effect on the same day.

[法規草案] 2025年3月13日,TISI發布關於要求便攜式浸入式加熱器符合泰國工業標準的法規草案。該草案要求便攜式浸入式加熱器符合泰國工業標準 TIS 60335 第 2(74)-2565(2022)《家用及類似用途電器 – 安全 – 第 2-74 部分: 便攜式浸入式加熱器的特殊要求》。

該草案適用於家用和類似用途的便攜式電浸入式加熱器,其額定電壓不超過250V。

On 13 March 2025, TISI published a WTO document about draft Ministerial Regulation that mandates portable immersion heaters to conform to the Thai Industrial Standard TIS 60335 Part  2(74)-2565(2022) Household and Similar Electrical Appliances – Safety – Part 2-74: Particular Requirements for Portable Immersion Heaters.

This draft Ministerial Regulation applies to portable electric immersion heaters for household and similar purposes, their rated voltage being not more than 250 V.

Ofcom 與民航局 (CAA) 發表聯合聲明,關於使用 978 MHz 頻譜作為無人機安全設備

2025 年 3 月 11 日,Ofcom 與民航局 (CAA) 發表了一份聯合聲明,關於使用 978 MHz 頻譜作為無人機安全設備。

這些安全裝置 (通用接入收發器) 使其他飛機知道無人機的位置。有了這種設備,無人機可以檢查風力渦輪機和電力線,看是否需要維修。

On 11 March 2025 , Ofcom has published a joint statement with the Civil Aviation Authority (CAA) on the use of 978 MHz spectrum for safety devices on drones.

These safety devices (Universal Access Transceivers) make other aircraft aware of a drone’s position. They are required for some important applications, for example enabling innovation and efficiency in managing critical infrastructure. With this equipment, drones can, for instance, inspect wind turbines and power lines to see if repairs are needed.

This new authorisation will be incorporated in existing drone licence from 11 March 2025 . Most consumer drones do not need any Ofcom licence as they typically use licence-exempt spectrum. However, most commercial or advanced users, especially those wanting to use drones at long distance, need a licence from Ofcom and likely from the CAA.

The 978 MHz spectrum is used for drones internationally, and in the UK these frequencies have been shared between aeronautical use and low-power radio microphones in programme making and special events (PMSE) since 2016.

From 11 March 2025 , Ofcom no longer licenses 978 MHz spectrum for PMSE users in outdoor settings, but they can continue to use it indoors, and Ofcom is expanding the range of other frequencies that are available to PMSE users both indoor and outdoor (including 1015-1016 MHz, 1044-1045 MHz, 1075-1076 MHz and, 1104-1105 MHz). As a result, PMSE users will have more spectrum than before.

Ukraine approves amendment to the List of National Standards for the Purposes of Applying the Technical Regulations for Low-Voltage Electrical Equipment.

The amendment happens in order to align with EU DECISION (EU) 2024/2764, involved prducts are threaded lampholders, boxes and housings for electrical accessories, stationary circulators, toilets and electric vehicle charging systems.

2025年3月31日,由原始通訊與媒體部 (MIC) 和科學技術部 (MOST) 合併而成的越南新科學技術部 (MST) 發佈了編號為01/2025/TT-BKHCN的公告,對2021年10月14日發佈的08/2021/TT-BTTTT公告進行了修訂。此修訂將原有的326.5kHz-340kHz無線充電頻段擴展至315kHz-400kHz,增加並更新了更多與6GHz頻段WLAN相關的技術需求。

本公告生效日期為2025年5月15日。

On 31 March 2025, the new Ministry of Science and Technology (MST) of Vietnam, which was formed by the merger of the former Ministry of Communications and Media (MIC) and the Ministry of Science and Technology (MOST), issued an announcement numbered 01/2025/TT-BKHCN amending the announcement 08/2021/TT-BTTTT issued on October 14, 2021. The revision expands the original 326.5kHz-340kHz wireless charging frequency band to 315kHz-400kHz, and adds and updates more technical requirements related to WLAN in the 6GHz frequency band.

The effective date of the announcement is May 15, 2025.

同時,此決議針對體系1認證的後續出貨抽樣測試的樣板要求也進行了修訂:

用於條款27.5和30的測試樣板,由原來的2個單位樣板要求改為1個單位的樣板要求。

On 24 April 2025,Chile SEC published Resolution N°31835 to extend the entry in force of PE N°1/17:2023 for refrigerator/ freezer to January 1st, 2026

In addition, the same resolution modifies the QTY of samples for follow up testing in System 1: Replace in PE Protocol No. 1/17:2023, in CHAPTER II, Numeral 1.2.1.2, Table B, column 5, where it reads 2 units, with the following:

“1 unit, i.e. for Clause 27.5 and 30 tests are performed on one unit, they are not additional samples to those indicated in the Table”.

BEE released the “Guideline on proper display of BEE Star Labels for appliances on E-commerce platforms and other point of sales”.  It applies to all mandatory and voluntary appliances under BEE Star energy efficiency scheme.

Enforcement of Energy Labels for Electric Fans and Clothes Washing Machines

Philippines Department of Energy would like to inform all dealers and retailers of Electric Fans and Clothes Washing Machines that enforcement activities for these products will begin two (2) years after the start of registration. Since PELP Product Registration for Electric Fans and Clothes Washing Machines started on 25 March 2024, enforcement activities will commence tentatively by March 2026. This timeline may change depending on the availability of local testing facilities or DOE-Recognized Testing Laboratories or if there are major stakeholder concerns.

​The Department of Energy (DOE) will issue an official advisory at least six (6) months before the start of enforcement activities to ensure that all concerned parties are properly informed and prepared.

Uruguay updated of the energy efficiency labelling of refrigeration appliances and air conditioners.

Uruguay published Resolutions establishing a transition period in the implementation of the current rules and provide for public consultation of technical regulations that will define the new evaluation and certification criteria in the coming years.

The Ministry of Industry, Energy and Mining has defined guidelines for updating the technical regulation of energy efficiency labelling of Domestic Use Refrigeration Apparatus through Resolution S/N of 30 December 2024, and air conditioners and heat pumps through Resolution S/N of 30 December 2024.

As the main aspects to be considered, the Resolutions state that:

Cooling equipment:

The conformity assessment of refrigeration equipment will continue to be carried out according to UNIT 1138:2011 until the EMI establishes otherwise, a fact that will not happen before 1 January 2027.

Within 12 months of 30 December 2024, the draft Technical Regulation of Electrical Refrigeration Apparatus for Domestic Use shall be put in public consultation, which shall establish the time limits and the forms for updating the conformity assessment procedure in accordance with UNIT 1138:2023.

Air conditioners:

Conformity assessment will continue to be carried out under UNIT 1170:2009 until the EMI establishes otherwise, a fact that will not happen before 1 July 2027.

Within 18 months, from 30 December 2024, the draft Technical Regulations on Air Conditioners and Domestic or Similar Heat Heat Permits shall be made available, which shall establish the time limits and ways for updating the conformity assessment procedure in accordance with UNIT 1170:2023.

阿根廷發佈了WTO檔G/TBT/N/ARG/459/Add.1,根據工業和貿易秘書處 (SIyC) 第26/2025號決議,對文件G/TBT/N/ARG/459中的第438/2024號決議進行修訂,取代第三條、第七條、附件一及附件五。

本技術法規規定了需要使用電源運行或使用時消耗能源的新產品或電器的能源效率標籤的基本要求和特性。

Argentina published a WTO document G/TBT/N/ARG/459/Add.1, pursuant to Resolution No.  26/2025 of the Secretariat for Industry and Trade (SIyC), SIyC Resolution No. 438/2024, notified in document G/TBT/N/ARG/459, was amended, replacing Articles 3 and 7, Annex I and Annex V.

This Technical Regulation establish essential requirements and characteristics for the energy efficiency labelling of new products or appliances that require the use of a power source for their operation, or which consume energy for their use.

On 13 March 2025, China published a WTO Notification about minimum  allowable  values  of  energy  efficiency  and  energy efficiency grades for electric vehicle charging piles.

This document specifies the energy efficiency grades, minimum allowable values of energy efficiency, and testing methods of electric vehicle charging piles.

This document applies to off-board conductive power supply equipment with current control and/or  voltage control, including direct current (DC) power supply equipment (Mode 4, Connection Method C) and alternating current (AC) power supply equipment (Mode 3, Connection Method B or C), with a rated voltage not exceeding 1000 V (AC) on the power supply network side and a rated maximum voltage not exceeding 1000 V (AC) or 1500 V (DC) on the electric vehicle side.

This document does not apply to:

  • Power supply equipment that only provides direct current (DC) power on the power supply network side;
  • In-Cable Control and Protection Devices (IC-CPD) for Mode 2 charging;
  • Integrated charging and energy storage devices that do not have charging functions when the energy storage function is disabled;
  • Power supply equipment for automatic charging or top-contact charging.

Colombia recently released the Proyecto de Resolución Modificación RETIQ – 2025, adding ovens and televisions, and revising the testing, market access and labeling requirements for the original controlled products (air conditioners, refrigerators, washing machines, gas water heaters, etc.).

 

Taiwan

修正「吹風機節能標章能源效率基準與標示方法」等12項行政規則

經濟部能源署於2025年3月21日公布修正「吹風機節能標章能源效率基準與標示方法」等12項行政規則,自即日生效。其中包括:

  • 吹風機:能源效率值 (UER) 須達5%
  • 燃氣爐:熱效率需達 49%,CO 不可超標
  • 燃氣熱水器:熱效率 83%以上,CO 限制同上
  • 電熱水器:限制每日熱損耗,依容量計算
  • 組合音響:待機功率不得超過 1W
  • 浴室排風扇:須符合指定能源效率值

每項產品都需標示測試結果與製造資訊,方便消費者辨識。標章申請需附測試報告; 未達標產品不得貼節能標章。詳情請參考此連結

On 21 March 2025, ENERGY ADMINISTRATION, MOEA Order is hereby given, for the revision of some 12 criteria and methods. The Bureau of Energy, MOEA, has updated the energy label requirements for the following six product categories:

  • Hair Dryers: Must achieve a UER (useful energy ratio) of at least 19.5%.
  • Gas Cooktops: Thermal efficiency must be ≥ 49%. Carbon monoxide (CO) emissions must not exceed limits.
  • Gas Water Heaters: Thermal efficiency must be ≥ 83%. CO emissions must meet safety standards (same as cooktops).
  • Electric Water Heaters: Daily heat loss is limited, calculated based on tank capacity.
  • Compact Audio Systems: Standby power consumption must not exceed 1W.
  • Bathroom Ventilation Fans: Must meet the specified energy efficiency requirements.

All products must display test results and manufacturer/importer information to ensure transparency for consumers. Applications for the energy label must include relevant test reports. Products that do not meet the standards may not bear the energy label.

主要亮點:

1) IS 14286 (第 1 部分): 2023 / IEC 61215-1: 2021

  • 定義了 IS 14286 系列中包含的所有類型太陽能光電模組的一般要求,作為整個系列的主要參考標準。
  • 根據 MNRE 的新 QCO,太陽能光電模組在標準測試條件 (STC) 下進行測試時必須滿足最低效率等級。因此,實驗室必須根據「模組構造描述」下的 QCO 指定模組的輸出 (以 W 為單位)、面積 (m²) 和計算效率 (以 % 為單位)。

2)IS 16270:2023

  • 最大充電電流 I10A
  • 包含鋰電池類型和其他電化學
  • 納入鋰電池和電池組標準
  • 納入長期容量
  • 納入額定容量的容量需求

所有製造商必須在規定的時間內 (2025 年 7 月 27 日) 實施修訂後的標準和新的 QCO。

3) IS 16169 : 2014/ IEC 62116 : 2008

Accordingly, Labs must specify the module’s output (in W), area (m²), and calculated efficiency (in %) as per the QCO under the “Description of Module Construction.”

2) IS 16270:2023:

  • Maximum Charge Current I10A
  • Inclusion of Lithium Battery Type and other electrochemistry
  • Inclusion of standards for Lithium Cells and Batteries
  • Inclusion of long-duration capacity
  • Inclusion of capacity requirement of rated capacity

All manufacturers are required to implement the revised standards and the new QCO within the stipulated timeline (July 27, 2025).

3) IS 16169 : 2014/ IEC 62116 : 2008

  • Addition of IS/IEC 61683: 1999 (Procedure for measuring efficiency) with the existing standard IS 16221 (Part 2): 2015/ IEC 62109-2: 2011.
  • The last date of implementation with the new standard is 27 July 2025.
  • Power inverters for photovoltaic systems must be tested as per IS/IEC 61683:1999, with a separate test report provided.

  1. a) 安裝電動車充電系統所需的手冊標準與規範;
  2. b) 允許的充電器模式;
  3. c) 需要合資格人員負責安裝 EVCS;

  5. e) 預防性維護程序。

Malaysia issued Guideline on electric vehicle charging system (EVCS). These Guidelines describes the following:

(a) manual standard and specification required for the installation of electric vehicle charging system;

(b) the permissible charger mode;

(c) requirement of competent person for EVCS installation;

(d) requirement for manufacturer, importer, person who displays, seller and advertiser; and

(e) procedures for preventive maintenance.

TISI發布關於抽水馬桶的電動馬桶座圈必須符合泰國工業標準的法規草案

[法規草案] 2025年3月13日,TISI發布抽水馬桶的電動馬桶座圈必須符合泰國工業標準的法規草案 。該草案規定抽水馬桶的電動馬桶座圈必須符合泰國工業標準 TIS 60335 第 2(84)-2566(2023)《家用及類似用途電器 – 安全 – 第 2-84 部分: 衛生間電器的特殊要求》。

該草案適用於抽水馬桶電動馬桶座圈和馬桶座蓋。

On 13 March 2025, TISI published a WTO document about draft Ministerial Regulation that mandates electric toilet seat for water closet to conform to the Thai Industrial Standard TIS 60335 Part 2(84)-2566(2023) Household and Similar Electrical Appliances – Safety – Part 2-84: Particular Requirements for Toilet Appliances.

This draft Ministerial Regulation applies to electric toilet seat for water closet and toilet seat cover.

烏克蘭批准對《機械法規協調標準清單》進行修訂。

此次修訂是為了與歐盟第 2024/1329 號決定保持一致。協調標準適用於潛在爆炸性環境中的爆炸預防和保護、雷射設備、控制系統的安全相關部件、塑膠和橡膠製造機械、垃圾車、飛機地面支援設備、自行式工業貨車及其係統、電動自行車、冬季運動或旅遊用傳送帶、步行控制貨車、用於榫接和成型的木工機械、農業和林業拖拉機、商用包裝設備、商用空調包裝設備、商用空調和手動設備。

Ukraine approves amendment to Harmonised Standard List of Machinery Regulation. The amendment happens in order to align with EU DECISION (EU) 2024/1329.

The harmonised standards are for explosion prevention and protection in potentially explosive atmospheres, laser equipment, safety-related parts of control systems, plastics and rubber manufacturing machines, refuse trucks, aircraft ground support equipment, self-propelled industrial goods vehicles and their systems, electric bicycles, conveyor belts for winter sports or tourism use, pedestrian-controlled goods vehicles, woodworking machines for tenoning and profiling, agricultural and forestry tractors, commercial vacuum packaging equipment, commercial refrigeration and ice makers, grass shears and hand-operated motorised garden machinery.

越南提出電動車充電設備國家技術法規

[法規草案] 該國家技術法規草案規定了用於為電動道路車輛充電的電動汽車傳導供電設備的安全要求,其額定供電電壓高達交流 1000 V 或直流 1500 V,額定輸出電壓高達交流 1000 V 或直流 1500 V。電動道路車輛 (EV) 包括所有道路車輛,包括插電式混合動力道路車輛 (PHEV),其全部或部分能量來自車載可充電儲能系統 (RESS)。該國家技術法規草案適用于在越南從事電動車供電設備生產、組裝、進口和貿易的組織和個人。

該草案正在徵求意見。擬採用日期為2025年4月28日,擬實施日期為2025年6月15日。

Vietnam proposes National technical regulation on electric vehicle charging equipment.

This  draft  national  technical  regulation  stipulates  the  safety requirements for EV conductive supply equipment used for charging electric road vehicles, with a rated supply voltage up to 1 000 V AC or up to 1 500 V DC, and a rated output voltage up to 1 000 V AC or up to 1 500 V DC. Electric road vehicles (EV) include all road vehicles,  including  plug-in  hybrid  road  vehicles  (PHEV),  that  derive  all  or  part  of  their energy from on-board rechargeable energy storage systems (RESS). This draft national technical regulation applies to organizations and individuals involved in production, assembly, import, and trading of EV conductive supply equipment in Vietnam.

The draft is recieving comments. The proposed adoption date is Apr-28 of 2025, proposed implementation date is Jun-15 of 2025.
