Argentina阿根廷

阿根廷ENACOM批准用於固定和陸地移動服務的米波和十米波發射、接收和收發設備的技術標準ENACOM- Q2 -60.21 V24.1

阿根廷國家通信機構 (ENACOM) 於2024年12月20日發佈Resolución第1268/2024號，批准了用於固定和陸地移動服務的米波和十米波發射、接收和收發設備的技術標準ENACOM- Q2 -60.21 V24.1，取代之前的CNT-Q2-60.10和CNT-Q2-60.11標準。本決議自2025年3月24日起實行。

Ente Nacional de Comunicaciones (ENACOM) in Argentina published Resolución No. 1268/2024 on December 20, 2024, which approves the Technical Standard ENACOM-Q2-60.21 V24.1 for metric and decametric wave transmitter, receiver, and transceiver equipment for fixed and land mobile services. Devices that were previously registered under CNT-Q2-60.10 and CNT-Q2-60.11 standards, including those with digital modulations registered under SC Resolution No. 784/87, will maintain their registration numbers without needing to submit additional tests. Additionally, certain technical requirements for Portable Systems Stations for family use have been repealed, and their measurement methodology has been adapted. This Resolution will come into effect on March 24, 2025.

玻利維亞發佈新決議，關於延長證書有限期限以及經核准的證書將公佈於官網

玻利維亞通信與運輸監管局 (ATT) 發佈了第 ATT-DJ-RAR-TL LP 539/2024 號決議，自 2024 年 12 月 1 日起生效。

主要更新內容：

1. 核准證書的有效期從 5 年延長至 10 年。對於已核准的證書，此更改僅適用證書續期後
2. 經核准的證書將公佈於 ATT 官網，有些地區可能會遇到訪問限制

The Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes (ATT) issued Resolution ATT-DJ-RAR-TL LP 539/2024, effective December 1, 2024.

Key updates:

1. Type Approval Certificate validity is extended from 5 to 10 years. For approvals already granted, this applies only upon renewal of the certificate.
2. Approved certifications are published on the ATT website, though access may be restricted depending on your location.

2024年12月18日，國家無線電管理辦公室在工信部官網發佈了《關於進一步明確車聯網直連通訊無線電發射設備有關技術要求的通知》，主要其內容如下:

1.車聯網直連通信車載或便攜無線電發射設備可以工作的通道頻寬為10MHz (5905-5915MHz) 或20MHz (5905-5925MHz)。

2. 車聯網直連通信路邊無線電發射設備可以工作的通道頻寬為10MHz (5915-5925MHz) 或20MHz (5905-5925MHz) 頻道頻寬。

3.車聯網直連通信無線電發射設備使用管理及其他技術要求，仍依《管理規定》執行。

On December 18, 2024, the National Radio Office issued the “Notice on Further Clarifying the Relevant Technical Requirements for Radio Transmission Equipment for Direct Connected Communication of the Internet of Vehicles” on the official website of the Ministry of Industry and Information Technology, the main contents of which are as follows:

In October 2018, the Ministry of Industry and Information Technology took the lead in the world in promulgating the “Regulations on the Management of the Use of 5905-5925MHzMHz Frequency Bands for Direct Communication of Internet of Vehicles (Intelligent Connected Vehicles)” (Ministry of Industry and Information Technology [2018] No. 203, hereinafter referred to as the “Management Regulations”). In order to promote the development of China’s Internet of Vehicles direct communication, the technical route has been clarified, and the spectrum resource guarantee has been provided, which has played a positive role in promoting the research and development of related products, the formulation of standards, the maturity of the industrial chain, and the testing and verification.

In order to further implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, better promote the high-quality development of the Internet of Vehicles industry, meet the needs of the industry, and continuously optimize the allocation of spectrum resources, the relevant technical requirements for the direct connection of the Internet of Vehicles to communication radio transmission equipment are as follows:

1. The channel bandwidth that can be used by vehicle-mounted or portable radio transmission equipment for direct communication is 10MHz (5905-5915MHz) or 20MHz (5905-5925MHz).
2. The direct communication roadside radio transmission equipment of the Internet of Vehicles can work on the channel bandwidth of 10MHz (5915-5925MHz) or 20MHz (5905-5925MHz).
3. The management of the use of radio transmission equipment and other technical requirements for direct communication of the Internet of Vehicles are still implemented in accordance with the “Management Regulations”.

中國澳門將停止 3G 服務

2024年12月5日，澳門郵電局宣佈將在四家行動通訊服務業者的3G牌照於2025年6月4日到期後停止其3G服務。使用3G服務的使用者應考慮儘快升級到4G、5G服務。

On December 5, 2024, Macao Post and Telecommunications Bureau (CTT) announced that the Macao SAR Government will stop 3G services for four mobile communication service operators after their 3G licenses expire on June 4, 2025. To ensure a smooth transition, CTT encourages users who are still using 3G services to consider upgrading to 4G and 5G services as soon as possible.

From April 1, 2025, these products must pass the ITSAR mandatory certification under the ComSec program.

On January 1, 2025, the Telecommunication Engineering Centre (TEC) of India issued a notice to accept RF test reports issued by ILAC accredited laboratories from non-border sharing countries for some product technical parameters under the MTCTE framework, which is valid until June 30, 2025. Only test reports within two years of the date of issue will be accepted.

Related products include:

• MTCTE Phase III: Base station up to 4G;
• MTCTE Phase IV: SIM & VHF UHF Wireless System;
• MTCTE Phase V: 5G Bbase sation and E-Band Fixed Wireless Relay System (Note: E-band is the 71-86GHz band).

On January 2, 2025, the Directorate General for Digital Infrastructure (SDPPI) of Indonesia issued a notice on its official website announcing the expiration of Decree No. 109 of 2024 on the authorization of foreign testing laboratories for the certification of telecommunications equipment in Indonesia (the expiration date of the regulation is December 31, 2024). In the notice, SDPPI made the following requests:

Reports issued by foreign laboratories from January 1, 2025 cannot be used for certification until the foreign laboratory is re-accredited in accordance with the latest regulations;

Reports issued before January 1, 2025 will still be available for certification for the next 6 months.

Since October 30, 2024, when SDPPI closed the new round of laboratory qualification applications, SDPPI has not issued new regulations for the authorization of foreign testing laboratories for this application yet. Based on the communication with SDPPI by the platform, the relevant regulations are still in the process of being signed within the Indonesian Ministry of Communications and Digital Affairs; In addition, when the new regulations on laboratory authorization are issued, SDPPI will recognize the reports issued by laboratories authorized by the new regulations from January 1, 2025 to the date of publication of the regulations.

On December 18, 2024, Japan’s Ministry of Internal Affairs and Communications (MIC) announced on the WTO TBT platform that it intends to amend the Radio Equipment Ordinance (i.e., the Radio Law) to promote the widespread use of WLAN systems in the 5.2GHz band, especially for aerial applications.

墨西哥IFT 開放 64-71 GHz 頻段

On December 16, 2024, Mexico’s Federal Institute of Telecommunications (IFETEL) issued a press release announcing the classification of the 64-71 GHz band as free spectrum, the use of which does not require an IFETEL license or authorization.

Equipment, equipment, or products using the 64-71 GHz band must be approved in accordance with Title XIII of the Federal Telecommunications and Broadcasting Act and other applicable regulatory and administrative provisions, and may not be used on satellites. These equipment, equipment and radiocommunication systems must also comply with the technical operating conditions for this frequency band, as outlined in Annex 1 of the protocol published in the Official Federal Gazette (DOF), which will enter into force on December 18, 2024.

Under current IFETEL regulations, equipment using these frequency bands needs to be certified through a Class B or C route and is subject to an “expert audit”.

因此，在2026年1月1日之前，申請人可針對兩項性能標準 IEC 62680-1-2 和 IEC 62680-1-3 自我宣稱，聲明TYPE C 充電埠滿足此兩項性能標準的要求。

2026 年 1 月 1 日開始，必須提供性能標準 IEC 62680-1-2 和 IEC 62680-1-3 的測試報告。

SASO has postponed the need for test reports to show compliance for the Type-C charging port / power delivery requirement as per below standards to 01 January 2026.

• SASO IEC 62680-1-2:2023
• SASO IEC 62680-1-3:2023

During 2025, SASO accepts self-declaration for these requirements. The applicant can provide a self declaration on the two performance standards IEC 62680-1-2 and IEC 62680-1-3 stating that the charging port type-C is complied with the two standards (this has been started in January 2025).

From 01 January 2026, it will be mandatory to provide the test report for the performance standards IEC 62680-1-2 and IEC 62680-1-3.

 

South Korea韓國

電磁相容性試驗方法部分修訂通知

韓國無線電研究所 (National Radio Research Agency- RRA) 於2025年1月6日發布《電磁相容性試驗方法》的部分修訂內容。修訂的主要目的是反映國家標準 (KS) 的變更，並對試驗方法進行更新以提高適用性和準確性。

主要修訂內容:

1. 適用標準的更新
   • 將現行標準 KS C 9832:2023 修訂為 KS C 9832:2024。
   • 允許在視頻埠測試中新增使用 TV 測試圖案，並將導電輻射測量中電壓探針的阻抗允許誤差從5 歐姆放寬至 131 歐姆。
2. 過渡規定的新增
   • 為避免測試機構及相關單位因標準更新而產生混亂或損失，明確規定第4條第14項的修訂規定自 2023年8月17日 起適用。

Notification of Partial Amendment to Electromagnetic Compatibility (EMC) Testing Methods.

The National Radio Research Agency has announced partial amendments to the Electromagnetic Compatibility (EMC) Testing Methods. The primary purpose of the amendments is to reflect changes in national standards (KS) and to update the testing methods to improve applicability and accuracy.

Main Amendments:

1. Update to Applicable Standards
   • The current standard, KS C 9832:2023, has been revised to KS C 9832:2024.
   • The revision includes allowing the use of a TV test pattern for video port testing and relaxing the permissible impedance error margin for voltage probes in conducted emission measurements (from 148.5 ohms to 131 ohms).
2. Addition of Transitional Provisions
   • To prevent confusion or harm to testing institutions and related organizations, the amendment explicitly states that the revised provision of Article 4, Clause 14 will take effect on August 17, 2023.

The Korean Agency for Technology and Standards (KATS) has issued an administrative notice regarding the revision of safety standards for electrical appliances. This draft, announced on January 10, 2025, aims to align more closely with international electrical safety management agreements (WTO/TBT, IECEE). It informs the public and related businesses of the upcoming changes to safety standards and seeks public feedback.

BSMI 預計於2026年7月1日起新增7項 充電式商品

經濟部標準檢驗局預告「應施檢驗一般家用電器商品之相關檢驗規定」修正草案，充電式電捕昆蟲器等7項商品納入應施檢驗範圍，修正前檢驗標準自2026 年7 月1 日起停止適用。

In response to the safety concerns of secondary batteries which resulted in increasing incidents of explosion, BSMI proposes to include products with secondary cells/batteries in the inspection scope based on a staged approach. In addition to that, handheld insect swatters using secondary batteries are also getting popular among consumers recently. As a result of risk assessment, BSMI proposes that electric insect killers (including insect swatters) and 6 other electrical appliances and the secondary lithium cells/batteries used by these products shall comply with CNS 15364:2013 and Sections 7.3.8.1 “vibration” and 7.3.8.2 “mechanical shock” of CNS 62133-2: 2018.

It is expected that 7 new rechargeable products will be added into mandatory product scope from July 1, 2026.

Tunisia issued a Decision on December 10, 2024, which allows the 5925-6425 MHz frequency band for Radio Indoor Networking Equipment for Data Transmission, allowing for the use of Wi-Fi 6 and Wi-Fi 6E technology.

越南MIC正式發佈SAR標準及相關強制實施要求

2025年1月1日，越南MIC 發佈第19/2024/TT-BTTTT號法規和技術標準QCVN 134:2024/BTTTT《手持和可擕式無線電設備的特定吸收率》。

法規和標準實施的具體要求如下：

• 該法規將於2025年2月15日生效，相關測試、認證和符合性聲明應依照QCVN 134:2024/BTTTT標準進行
• 對於行動電話，強制日期為2026年7月1日
• 對於適用 QCVN 134:2024/BTTTT 的其他產品，強制日期為 2027 年 7 月 1 日

On January 1, 2025, the Ministry of Communications and Media (MIC) of Vietnam issued the regulation No.19/2024/TT-BTTTT and technical standard QCVN 134:2024/BTTTT the specific absorption rate of handheld and portable radio equipment. The specific requirements for the implementation of regulations and standards are as follows:

• This regulation will come into force on February 15, 2025, and the relevant testing, certification and declaration of conformity shall be in accordance with the QCVN 134:2024/BTTTT standard
• For mobile phones, the mandatory date is July 1, 2026
• For other products to which QCVN 134:2024/BTTTT applies, the mandatory date is July 1, 2027.

Great Britain released a consultation regarding proposals to update and improve ecodesign and energy labelling requirements for space heaters and combination heaters (delivering both space and water heating).

The aim of these proposals is to increase the efficiency of space heaters, thereby reducing both carbon emissions and consumer bills, along with driving efficiency within the space heater market and increasing consumer clarity when choosing products.

2024年12月16日，國家認證認可監督管理委員會 (CNCA) 正式發佈了電動汽車供電設備(EVSE) 強制性認證實施規則，規定電動汽車充電器等EVSE產品必須符合強制性CCC認證要求。電動汽車充電器/供電設備的CCC認證 (中國強制性認證) 申請，自2025年3月1日起開始接受。自2026年8月1日起，未獲得CCC標誌和認證的電動汽車充電器/供電設備將不允許在中國製造、進口、供應或使用。

On December 16, 2024, the National Certification and Accreditation Administration (CNCA) officially released the implementation rules for the mandatory certification of electric vehicle supply equipment (EVSE), which mandates that EVSE products like chargers for electric vehicles comply with compulsory CCC certification requirements.

Application for CCC approval(China Compulsory Certification) for Electric Vehicle Chargers/ Supply Equipment, can be accepted from March 01, 2025.

From August 01, 2026, Electric Vehicle Chargers/ Supply Equipment​ withou CCC mark and approval, will not be allowed to be manufactured, imported,supplied or used in China.

自2026年9月1日起，俄羅斯聯邦1992年7月2日第2300-1號《關於保護消費者權益》的法律修改將生效。此次變動只針對俄羅斯境內，並且只針對網路上販售的商品

自2026年9月1日起，所有產品在網路上販售的產品，不管是在批准範圍內或批准範圍外，都必須有明確的說明:

• 對於需要強制批准 (認證/聲明) 的產品: 網頁上的產品敘述必須有連結至官方網頁上的該產品證書或聲明

Russian Federation released amendments to the Law on the Protection of Consumer Rights.

From September 1, 2026, changes to the Law of the Russian Federation of 02/07/1992 No. 2300-1 “On the Protection of Consumer Rights” will come into force. The procedure for providing consumers with information about certificates and declarations is being clarified.

From September 1, 2026, sellers of internet marketplaces are required to provide the technical capability. The sellers have to place in the product description a link to a record of the permit document in the Unified Register of Certificates of Conformity and/or Declarations of Conformity.

If the product is out of scope, the seller is required to provide information that products are not subject to mandatory conformity assessment, and the marketplace is obliged to provide such a technical capability to the consumers.

These provisions do not apply to cases of concluding a purchase and sale agreement in a retail facility, in which consumers are provided with the opportunity to familiarize themselves with information on the mandatory confirmation of conformity of goods.

以色列發布《標準法》修正案，自 2025 年起多種產品將能夠通過歐洲路線進口和放行商品

以色列於2024年12月31日發布《標準法》第 19 號修正案，自 2025 年 1 月 1 日起生效，將能夠通過歐洲路線進口和放行商品，並遵守為商品設定要求的已採納的歐洲法規的要求。每個商品組的實施日期詳見《標準法》附錄 5，這是為了在以色列法律中採用盡可能多的歐洲法規，以促進根據這些法規製造的產品的進口、生產和使用。

Following the enactment of the “What’s Good for Europe” reform made as part of Amendment No. 19 to the Standards Law, 5773-1953, as of Jan 1, 2025, it will be possible to import and release products for through the European route and in accordance with the requirements of the adopted European regulations that set requirements for them. Enforcement date for each product groups are detailed in 5th appendix of the Standards Law
