Israel’s Ministry of Communication proposed a new amendment to  the  Wireless  Telegraphy  Regulations.  The  regulations  set  the  requirements  for  the manufacture,  trade,  installation,  operation  or  possession  of  a  wireless  device.  The proposed  amendment  expandsthe  exemption  from  import  licensing  for  the  following wireless devices as detailed in Regulation 2:

• Household or office  projectors,  complying  with  the  Radio  Equipment  Directive (2014/53/EU) and bearing a CE mark;
• Gaming Console, complying  with  the  Radio  Equipment  Directive  (2014/53/EU) and bearing a CE mark;
• Wireless chargers, complying with the Radio Equipment Directive (2014/53/EU) and bearing a CE mark;
• Cochlear implants (hearing aid)

 

Jordan約旦

約旦TRC自9月15日起實行新規，證書有效期縮短至1年，並引入具體的標籤要求

約旦TRC宣佈從9月15日正式實行新規，主要內容為證書有效期縮短至1年，並引入具體的標籤要求。

產品標籤必須包含關鍵資訊: 製造商名稱、品牌、型號、銷售品名，內含Cellular 模組的產品必須放IMEI 碼在標籤上。標籤可以是實體或電子標籤的方式，實體標籤放置在產品、外包裝、使用者手冊，電子標籤可放在產品的作業系統內。

部分產品可以豁免認證: 印表機、影印機、顯示器、桌上型電腦、沒有高功率無線功能的相機、支持藍牙的短距離設備、衛星電視接收器和沒有無線模組的有線電話。

The Telecommunications Regulation Commission (TRC) of Jordan has announced a new Type Approval Regulation effective from September 15, 2024. The key adjustments include shortening the certificatevalidity period to 1 year and introducing specific labeling requirements to enhance compliance with regulatory standards. Labels on products must now feature critical information such as Manufacturer Name, Brand, Model, Marketing Name, and IMEI for devices with a cellular module. These labels should be placed physically or electronically in various locations, including on the product, outer packaging, user manual, and within the device’s operating system.Certain products are exempt from these regulations, such as printers, copiers, monitors, desktop computers, cameras without high-power radio functionality, Short-Range Devices supporting Bluetooth, satellite television receivers, and wired phones without a radio communications module.

烏克蘭發布《電子顯示器生態設計要求技術法規》，將取代第 735-2019 號決議《電視生態設計要求技術規定》。

在電子顯示器生態設計要求法規生效之前，電子顯示器生態設計要求應符合現行的《電視生態設計要求》法規。

《電子顯示器生態設計要求技術法規》的生效日期尚未確定。

Ukraine published Technical Regulation on Ecodesign Requirements for Electronic Displays. It will replace Resolution No.735-2019 Technical Regulations on Ecodesign Requirements for TVs.

Before entering into force of regulation on ecodesign requirements for electronic displays, the ecodesign requirements for electronic displays shall comply with current regulation on Ecodesign Requirements for TVs.

The enter into force date for Technical Regulation on Ecodesign Requirements for Electronic Displays is not determined yet.

MEPS 將分兩個階段實施， 第一階段將於 2026 年 1 月 1 日開始實施，第二階段將於兩年後的 2028 年 1 月 1 日開始實施。

On August 20, Australia DCCEEW (GEMS, Department of Climate Change, Energy, the Environment and Water) released a public consultation on MEPS of commercial ice marker.

MEPS will be introduced in two stages to reduce the disruption to the market.  The first stage will be introduced on 1 January 2026 and the second level will come into effect two years later, on 1 January 2028.

On 27 August 2024, China released a draft document for refrigeration and air conditioning equipment. This document specifies the general safety requirements for refrigeration and air conditioning equipment, and the safety technical requirements for all aspects of the life cycle including materials, design, manufacturing, installation, use, and maintenance.

This document does not apply to refrigeration and air conditioning equipment used in automotive air conditioning and marine conditions.

The Bureau of Energy Efficiency (BEE) has extended the validity of the existing star rating table of UHD TV/4K TV, Air Conditioner (Fixed and Variable AC), Color TV and Ceiling Fan. The new validity periods are as follows.

On 29 August 2024, the Bureau of Energy Efficiency (BEE) proposed amendments to the Energy Label Regulation on Electric Ceiling Fans.

The proposed amendments aim to enhance the information provided on ceiling fan labels, making it easier for consumers to compare energy efficiency and make informed purchasing decisions.

The draft amendments receive pubic comments till Sep-28 of 2024.

The notified draft Mexican Official Standard establishes the minimum seasonal energy efficiency ratio (SEER) for central air-conditioners with variable refrigerant flow.  It  also  specifies  the  testing  methods  which  must  be  used  to  verify compliance, and defines the public information labelling requirements.

It applies to ducted central, package and split-type air-conditioners, powered by electricity, with nominal cooling capacities of 5,275W to 19,050W, which operate by  mechanical  compression  and  include  an  air-cooling  evaporator  coil,  an  air-cooled  condensing  coil  and  a  single-speed  (fixed  capacity)  compressor,  an inverter  (variable  refrigerant  flow  or  frequency)  compressor  or  a  multi-stage (staged  capacity)  compressor,  with  or  without  reverse  cycle,  which  are manufactured, imported or marketed in Mexico.

The following are excluded from the scope of this draft Mexican Official Standard:

1) Split-type,  free  air  discharge,  non-ducted  air-conditioners  (known  as

mini-split  and  multi-split),  which  operate  with  a  single-speed  (fixed capacity) compressor or a variable frequency (inverter) compressor.

2) Precision equipment.

3) Equipment  covered  by  other  Mexican  Official  Standards  on  energy efficiency.

DRAFT Mexican Official Standard PROY-NOM004ENER2024 published on Sept.5, 2024

• The notified draft Mexican Official Standard establishes the maximum Pump Energy Index (PEI) value for clean water motor pump assemblies and motor pumps. It also establishes the testing and calculating method for verifying compliance with this index, as well as the information required on labels and the conformity assessment procedure.
• The notified draft Mexican Official Standard applies to clean water motor pump assemblies and motor pumps using single-phase squirrel-cage induction motors, with a power rating of 0.149 kW (1/5 HP) to 1.492 kW (2 HP), which are imported, manufactured or marketed in Mexico.
• Final date for comments: 60 days from notification

The Uruguay Ministry of Industry, Energy and Mining (MIEM) has taken a significant step to promote energy efficiency by establishing energy efficiency labelling for LED lamps and tubes – the Technical Regulation on energy efficiency of LED lamps.

This Technical Regulation shall apply to all types (shapes and finishes) of LED lamps, intended for general lighting, that meet the following requirements:

1. They are designed to operate on a 230V and 50Hz alternating current network.
2. In the case of non-tubular LED lamps, they have a base: B15d, B22d, Ell, E12, E14, E17, E26, E27, E40, G4, G9, GU10, GZ10, GX53, GX5.3 or GU5.3
3. In the case of double-cap tubular LED lamps (also called ‘LED tubes’), they have a base: G5 or G13.

According to MIEM, implementation will be carried out in three phases, starting from July 5, 2025.

The labelling will provide details on performance, consumption and energy efficiency parameters, allowing consumers to make informed decisions when purchasing LED lamps and tubes.

On 27 August 2024, China released a document for children’s  ride-on  and  activity  articles for public consultation. This document specifies the general safety requirements for children’s ride-on and activity articles, including mechanical and physical properties, thermal hazard and flame retardant requirements, chemical safety, electrical safety, product identification, radiation safety, etc.

This document applies to all children’s ride-on and activity articles designed or intended for children under 14 years of age.

中國發佈電動玩具新標準GB/T 19865-2024，取代GB 19865-2005

2024年7月24日，國家標準化管理委員會 (SAC) 宣佈發佈電動玩具安全標準修訂版－GB/T 19865-2024。修訂後的標準取代GB 19865-2005，新標準預計自2026年8月1日起生效。

On 24 July 2024, Standardization Administration of China (SAC) published new standard for electric toys – GB/T 19865-2024, replacing GB 19865-2005.

On July 24, 2024, the Standardization Administration of China (SAC) announced the publication of a revision to the safety standard for electric toys – GB/T 19865-2024. The revised standard replaces GB 19865-2005, and it has an effective date set for August 1, 2026. The revised standard is based on the International Standard IEC 62115:2017.

China released draft General Implementation Rules of China Compulsory Certification for EV energy transfer equipment. This document specifies the following issues on China Compulsory Certification (CCC) of EV energy transfer equipment:  scope of application, base standards, certification mode, certification unit classification, application for certification, implementation of certification, post-certification supervision, CCC certificate, CCC mark, fees, and certification responsibilities, among others. This document applies to the implementation of mandatory product certification for EV energy transfer equipment.

DPIIT released the《Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2024》into ISI mandatory scheme.  The test standard is IS 302 (Part 1) : 2008

This order will come into effect six months after its publication in the Official Gazette, which is expected to implement after March 17, 2025.

The QCO shall apply to all electrical appliance intended for household, commercial or similar application with rated voltage not exceeding 250V single phase alternating current or 415V three phase alternating current and which do not fall under the scope of any other Quality Control Order issued under the Bureau of Indian Standards Act.

韓國貿易、工業和能源部公佈關於部分修改《能源利用合理化法》實施細則的立法通知。

根據多功能印表機和坐浴盆的能源使用合理化法實施條例中需要調整的目標項目，規劃從待機功耗目標項目轉移到效率評級系統目標項目。

South Korea Ministry of Trade, Industry and Energy announces the Notice of Legislation on Partial Amendment to the Enforcement Regulations of the Energy Utilization Rationalization Act.

There need to be adjusted for target items in the Enforcement Regulations of the Energy Use Rationalization Act. according to the Multifunction printers and Bidets are scheduled to be transferred from Standby power reduction target items to Efficiency rating system target items.

經濟部標準檢驗局預告「應施檢驗電力轉換系統商品之相關檢驗規定」草案, 自 2025年7月1日起，表列商品檢驗方式採型式認可逐批檢驗或驗證登錄雙軌並行。

BSMI released a draft to commence a period of public comments for drafting “Legal Inspection Requirements for Power Conversion System”.
To achieve net-zero carbon emissions by 2050, it is expected that renewable energy power generation equipment and energy storage systems will gradually be installed not only at outdoor sites but also in indoor households and factories. Considering that the Power Conversion System (PCS) is a critical component of energy storage systems, the BSMI proposes to include PCS in the mandatory inspection scope to ensure consumer safety. Two alternative conformity assessment procedures are made available for the choice of applicants, i.e. Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI). Notification deadline is 12th Aug., 2024, 60 days from Notification.
