- Starting 15 October 2024, the designated certification bodies will start accepting CCC certification commissions for lithium-ion batteries and chargers used in electric bicycles. The certification process will be carried out according to the corresponding mandatory product certification implementation rules and applicable standards.
- Starting 1 November 2025, before leaving the factory and being placed in the market, the products in question (lithium-ion batteries and chargers for electric bicycles) must have passed the CCC certification and bear the CCC certification mark.

On 28 June 2024, the Brazil National Telecommunications Agency (ANATEL) published Act No. 9960 to approve Technical Requirements for Conformity Assessment of Interactive Screens for Educational Use.
It also updates the Telecommunications Products Reference List published by Act No 7280/2020 to include in the table of its Annex, within the product family “RF Equipment (excluding broadcasting),” the product type “Interactive screen for educational use.” The conformity assessment modality will be “Certification,” and the conformity assessment model will be “Certification based on Type Testing with Periodic Evaluation of the Product and the Manufacturing Management System every 2 (two) years.”

On 28 June 2024, the Ecuadorian Standards Institute proposed a draft resolution on Technical Regulations for Low Voltage Power Supply. The Draft Resolution proposes to revise and repeal Resolution No. 14364, 2014.
The Draft Resolution applies to low voltage switch-mode power supplies (SMPS), powered by voltage sources up to 1000 V AC or 1500 V DC providing AC and/or DC outputs.
It does not apply to:
The Draft Resolution entails requirements for the safety of the product, referencing IEC 60950-1 and IEC 61204-7.
Furthermore, products must be labelled in accordance with Article 5. The label must be provided in Spanish and entail inter alia information on the brand, nominal voltage range and frequency, warnings, country of origin, company name and the Single Taxpayer Registry (RUC) number. In addition, the manufacturer must provide an instruction manual in Spanish with adequate information to allow the products to be operated safely and clear information on their installation, use and maintenance.
The draft resolution furthermore entails provisions on the testing and certification of the product. In accordance with the provisions of the Ecuadorian Quality System Law, the product’s compliance must be demonstrated through a certificate of conformity issued by a certification body prior to the marketing of the product.
If enacted, the revision will enter into force 6 months after its official publication.

On 18 July 2024, the National Radio Research Agency – RRA of Korea issued Notice No. 2024-12 on partial revisions to the “Notice of Conformity Assessment of Broadcasting and Communication Equipment, etc.” The main revisions as following:
– Target equipment: equipment that under self-conformity confirmation + lighting equipment (see the Notice on Conformity Assessment of Broadcasting and Communication Equipment [Appendix 1] for details)
– Testing: The manufacturer conducts its own testing or designate testing laboratory or MRA laboratory and ILAC testing laboratory. The relevant reports and documents are required to be keep for 5 years.
Overseas manufacturers need to have a domestic agent who can respond to the follow-up management by the certification body and agency RRA. The agent is separate from the registered applicant, and the applicant(license holder) still accept overseas manufacturers.

The deadline, previously advanced to August 1, 2024, has now been reinstated to January 1, 2025.

On 20 June 2024, the Costa Rican Ministry of Environment and Energy published Resolution No 0012-2024-DE, which approves the normative equivalence between international standard AHRI Standard 210/240-2017 on “Performance Rating of Unitary Air-conditioning & Air-source Heat Pump Equipment” and Costa Rican Resolution No 451-2021 (COMIECO-XCVIII) of 17 December 2021 and its Annex: “Central American Technical Regulation RTCA 01.23.78:00 Electrical Products. Split-type, Free-flow, Ductless Inverter Air Conditioners with Variable Refrigerant Flow. Energy efficiency specifications.
The following certification numbers are associated with the validity of this equivalence:
Interested parties are now allowed to use both regulations interchangeably for certification purposes as per Section 5.5 of Decree No. 44037, 2023.

On 20 June 2024, the Costa Rican Ministry of Environment and Energy published Resolution No 0014-2024-DE, which approves the normative equivalence between CSA-C358-03 “Energy Consumption Test Methods for Household Electric Ranges” and Decree No 43524/Costa Rican Technical Regulation (RTCR) No 503:2021.
This regulatory equivalence will expire when either of referenced standards are updated or the identified products are covered by another regulatory document.
Per 5.4 of Decree No. 38849-MEIC, once the Resolution is published, any other interested party may use the recognised equivalence for the purposes of the declaration of conformity, without requiring authorisation from any of the parties that gave rise to the equivalence.

The minimum energy efficiency requirements are to be calculated as per Article 7 of the draft and will be implemented in 3 phases:
Producers and importers must certify their products according to one of the certification schemes indicated in Article 9 and submit their corresponding certification of conformity to the Ministry of Production. The certification of conformity will be valid for three years with annual surveillance.
If enacted, the proposed Regulations will enter into force the following day of its publication in the Official Gazette, per Peruvian rule of Law.
Comments on the draft are accepted by the Ministry of Energy and Mines until 21 September 2024.

On 19 June 2024, the Philippine Department of Energy (DOE) published the Implementation Guidelines of the Philippine Energy Labeling Program for Lighting Products 2024, 1st Edition.
The document outlines the requirements for energy performance, mandatory labelling, product verification testing and registration under the Philippine Energy Labeling Program (PELP) for lamps across residential, commercial, and industrial settings. Specifically, the scope of the Guidelines cover Self-Ballasted Compact Fluorescent Lamps (CFL), Linear Fluorescent Lamps (LFL) or Double-Capped Fluorescent Lamps (DFL), Single-Capped Fluorescent Lamps (SFL) and Light Emitting Diodes (LED).
The Guidelines provides information on the minimum energy performance (MEP) requirements and energy efficiency performance rating (EEPR) specifications. Also included are the methods of calculating and testing the energy efficiency performance of the lamps and relevant labelling requirements.
The Guidelines has been entered into force on 3 July 2024.

On 26 June 2024, the WTO published Notification G/TBT/N/SGP/71 relating to draft Key Amendments to the Mandatory Energy Labelling Scheme (MELS) and Minimum Energy Performance Standards (MEPS) Requirements under the Energy Conservation Act (ECA).

擬議的一項關鍵變更是要求標籤上的資訊採用西班牙語，而不是目前允許的英語或西班牙語。
作為過渡，由認可、認可或指定的認證機構根據 RTE INEN 137:2014 (修訂版) 和 RTE INEN 173:2016 (第一修訂版) 頒發的合格證書或產品測試報告將被接受自本技術法規生效起最長期限為六個月，前提是合格證書或測試報告有效。

Notified to the WTO on 18 June 2024, this Ecuadorian draft is the first Revision of the Technical Regulation on hand-held electric grinders, originally approved by Resolution No.14349 of 2014.
This draft proposes a revision to the requirements on manual and semi-fixed power tools powered by an electric motor, intended to protect the safety of consumers, as well as prevent misleading practices.
The scope of application would change from fixed, semi-fixed and portable electric grinders such as cutting grinders, semi-fixed and combined bench grinders, as well as angled, straight and vertical grinders, to include:
The technical regulation would not apply to:
– saws used for food preparation and processing.
– saws used for medical purposes.
Section 4 would be updated to list the IEC standards to be applied to satisfy product requirements, in addition to Section 5, to include labelling requirements. A key proposed change is the requirement for the information on the label to be in the Spanish language, as opposed to the current provision which permits either English or Spanish.
By way of transition, certificates of conformity or product test reports under RTE INEN 137:2014 (as amended) and RTE INEN 173:2016 (First Revision) (as amended) issued by accredited, recognized or designated certification bodies, will be accepted for a maximum period of 6 (six) months from the entry into force of this technical regulation, provided that the certificates of conformity or test reports are valid.
WTO Notification Deadline: 17 August 2024.
