GSO IEC 60335-2-24:2024 (家用製冷設備、霜淇淋設備和制冰機) 新版標準執行時間通知

海灣阿拉伯國家合作委員會標準化組織 (GSO) 發佈通知，於2024年1月31日正式採用新版標準IEC 60335-2-24:2020 (家用製冷設備、霜淇淋設備和制冰機) 。其對應的GSO標準為GSO IEC 60335-2-24:2024，並將於2026年2月1日強制實施。

基於舊版標準獲取的G-Mark證書有2 年過渡期，並須在2026年1月31日之前完成更新。未依規定在時間內完成更新的證書將被暫停直至完成標準更新。

GSO has announced the adoption of IEC 60335-2-24:2020 (Edition 8) standard.  GSO has officially adopted the standard as GSO IEC 60335-2-24:2024, effective from 31st January 2024.

GSO IEC 60335-2-24:2024 will become mandatory on 1st February 2026 after a 2-year transition period. G-Mark certificates obtained based on the old standard must be updated before January 31, 2026. Certificates that are not updated within the specified time will be suspended until the standard update is completed.

巴西ANATEL法案第2436號，於2024年3月10日生效

CPE類產品的資訊安全評估於2024年3月10日開始強制，對於測試報告的強制日期延遲到7月6日。在3月20日，ANATEL發佈官方通知，專門用於企業使用的CPE設備豁免該法規。

ANATEL Act nº 2436 with cyber security requirements for assessing the conformity of CPE (Customer Premises Equipment) became in force on March 10th, 2024. This Act establishes a set of mandatory cybersecurity requirements CPE devices used to connect to the Internet service provider’s network, such as:

1. a) Cable modem;
2. b) xDSL modem;
3. c) ONU, ONT;
4. d) Router or modem intended for fixed wireless access (FWA – Fixed Wireless Access);
5. e) Router or modem for fixed broadband access via satellite;
6. f) Wireless router or access point.

There are some main topics  to the Official Letter nº 83 released by ANATEL on March 9th:

• ANATEL will accept to homologate new devices and renew certificates without the Cyber security testing, as long as the applicant approved formally the project to OCD (give the formal acceptance to OCD proposal) until Mar 9th. In these cases, applicant will need to present the cyber security testing report until July 6th, 2024. If applicant fail to present the report until this date, ANATEL will suspend the certificate.
• This exception is an alternative to applicants and if this option is adopted, the applicant will need to sign a declaration letter committing to present the cyber security report until the deadline defined by ANATEL and, in case of failure during the testing, remove all units sold to Brazil market or arrange a recall of those units, according to the conditions described in the Brazilian Consumer Law.
• Reinforce that new approvals or renewals started as for Mar 10th will need to present the cyber security testing report without any exception to obtain the ANATEL approval

On March 20th，ANATEL released the Official Letter nº 100 explaining that the cyber security testing does not apply to devices exclusively for use in corporative environmental.

[法規草案] 巴西發佈教育用互動螢幕認證要求，第9號公眾諮詢

2024 年 2 月 26 日，巴西國家電信局 (ANATEL) 發佈了關於教育用互動式螢幕認證要求的第 9 號公眾諮詢，為歸類為教育用途互動式螢幕的設備的合格評定制定最低技術要求。

目前該草案正在搜集意見中，至 2024 年 5 月 5 日為止。

On 26 February 2024, the Brazil National Telecommunications Agency (ANATEL) published Public Consultation No. 9 on Requirements for Certification of Interactive Screens for Educational Use.

The Draft Act proposed by the Consultation aims to establish minimum technical requirements for conformity assessment of equipment classified as an interactive screen for educational use, according to the scope defined in item 3.

These requirements apply to products of the interactive screen type for educational use, for installation in classrooms or an environment of equivalent purpose, characterized as equipment with a screen that is sensitive to the touch of the finger, a specific pen or other object; wireless internet connection; with an operating system containing multidisciplinary applications following the pedagogical, technological and accessibility criteria established by the competent authority and which allows the installation of external applications.

Comments should be submitted by 05.05.2024.

TEC將MTCTE下Wi-Fi CPE和IP路由器的強制安全測日期試從2024年4月1日延長至2024年7月1日

TEC發佈通知，NCCS COMSEC 計畫下的安全測試的生效日期延長 3 個月。 對於所通知的產品類別，WiFi CPE 和 IP 路由器，目前的生效日期為 2024 年 7 月 1 日。

儘管強制日期已延長，但 NCCS 將接受製造商和申請人的自願安全認證 (VSC) 申請。

TEC extended the mandatory security testing of Wi-Fi CPEs and IP Routers under MTCTE from April 1, 2024 to July 1, 2024

TEC issued an announcement that the effective date for security testing under NCCS’s COMSEC scheme is extended for a period of 3 months. The effective date now stands on 1st July 2024 for the notified product categories, WiFi CPE and IP Routers.

Although the mandatory date has been extended, NCCS would be accepting voluntary applications for Voluntary Security Certification (VSC) from manufacturers and applicants.

Department of Telecommunication, MTCTE (Mandatory Testing and certification of Telecommunication Equipment) has issued a new notification on amended rules for Phase-III & IV products on 01 April 2024. The main highlight is – extension of Mandatory dates for 10 products (ER’s) covered under Phase-III & IV of MTCTE from 01 April 2024 to 01 August 2024 for another 4 months.

The Central Organization for Standardization and Quality Control of Iraq (COSQC) has implemented new labeling requirements for products entering the Iraqi market.

• Arabic labeling mandatory: As of May 14, 2024, all products sold in Iraq must be labeled in Arabic, either solely or alongside English.
• Applies to all product types: This requirement encompasses all products seeking access to the Iraqi market, regardless of category.
• Phased implementation: The new labeling rule applies to amendments of national and factory standards, lab specifications, and technical regulations issued before May 21, 2023.

 

Malaysia馬來西亞

馬來西亞MCMC發佈了新的2024年第1號Class assignment

主要變化為新增衛星廣播接收頻段和更新49MHz感應設備的功率限值。

Malaysia MCMC had issued the new Class Assignment which is No 1 of 2024.

This Class Assignment replaced the previous Class assignment which is No1 of 2023 that was issued in August of 2023.

The main changes for this 2024 are on nineteenth schedule.

There are also some minor changes on twenty-seventh schedule.

Nineteenth Schedule changes (Satellite Broadcasting Receiver Device )

Newly added receiver frequency   12.443 GHz to 12.497 GHz and this is for Berjaya Construction Berhad. Previously it is for Smart Digital International Sdn. Bhd.  Under 12.568 GHz to 12.622 GHz.

Due to this the Space station (network Service provider) also change.

Twenty-Seventh Schedule changes (Inductive Applications Device)

Item no 16)   49 MHz the maximum power change from   -2.8 dBuA/m at 10 m to 18.02 dBμA/m at 10m.

In Summary, the changes won’t affect most of the type approval product for consumer and industrial use. The new assignment is mandated since March 2024.

– 醫用器材

– 輻射電磁場太低而不會與其他電磁場產生幹擾的設備

製造商可根據法規中提到的標準出具 DoC來驗證法規的符合性。

該法規的實施日期為2024年5月17日。

SASO has published the technical regulation of electromagnetic compatibility in official gazette. This TR will cover EMC requirements of all electrical products except below products.

Products out of scope :

-Radio Equipment and Telecommunication Terminal Equipment

-Aerial navigation devices & their spare parts

-Telecommunication devices used by amateurs

-Electronic boards used by experts for research & development purposes

-Medical equipment

-Equipment that their radiated electromagnetic field are too low to cause interference with other EM fields

Conformity of the regulation can be verified by manufacturer DoC as per mentioned standards in the regulation. Once issued, it will be an additional requirement to be considered during approval, similar to Rohs.

Implementation date will be May 17th 2024 .

沙特電子電器類產品能效參考引用了 歐盟 Lot 6 + Lot 26待關機指令 以及  (EU) 2019/2021 針對電子顯示類產品的指令內容。針對電子顯示類產品，Technical 內容可分為: 一般要求 (Lot 6 + Lot 26) + 針對此產品類別的特殊要求 (EU) 2019/2021，如有矛盾點，以特殊要求為准。

SASO has issued the technical regulation of standby, off-mode Electric power Consumption of Electrical and Electronic Equipment. The enforcement date is April 1^st, 2024.

Product Scope:

• Applicable products: electronic display products (including TVs and monitors)
• Exempted products: display products with a viewing area less than 100cm2, projectors, conference display systems/conference screens, medical monitors, VR products, control displays

Regulatory requirements:

The energy efficiency reference for Saudi electronic and electrical products refers to the EU directive  Lot 6 + Lot 26 Standby and odd-mode and the (EU) 2019/2021 directive for electronic display products.

For electronic display products, technical content can be divided into sections: General requirements (Lot 6 + Lot 26) + Special requirements for this product category (EU) 2019/2021. If there is any conflict, the special requirements shall prevail.

[法規草案] 泰國5.925 – 6.425 GHz頻段使用的電信設備技術標準草案 (NBTC MT 1039-256X)

2024 年 2 月 29 日，泰國國家廣播和電信委員會 (NBTC) 辦公室提議發佈關於 5.925 – 6.425 GHz 頻段使用的電信設備的強制性技術要求的公告。技術標準NBTC MT 1039-256X草案建議就同一事項修訂技術標準NBTC TU 1039-2566。

該標準草案適用於兩種類型的電信設備：基本單元/接入點和移動/可擕式單元。

標準草案擬修訂以下規定，但不限於：

• 使用寬頻無線接入技術以無線電局域網 (RLAN) 的形式添加新的電信頻段：

o 輸出功率必須具有等效各向同性輻射功率 (E.I.R.P.)，在建築物內外以及頻頻寬度小於 20 MHz 的輸出功率不得超過 25 mW。

• 同一部分還插入了12.5 mW/MHz的新最大功率譜密度值;和
• 在無線電頻譜接入協調標準上添加對 6 GHz WAS/RLAN 標準 ETSI EN 303 687 V1.1.1 的引用。

目前該草案正在搜集意見中，截止日期為 2024 年 5 月 1 日。如果獲得批准，該標準草案將在正式發佈之日生效，屆時技術標準NBTC TU 1039-2566將被廢除。

On 29 February 2024, the Thai Office of the National Broadcasting and Telecommunications Commission (NBTC) proposed an announcement on the mandatory technical requirements for telecommunications equipment used in the frequency bands 5.925 – 6.425 GHz. The draft technical standard NBTC MT 1039-256X proposes to revise the technical standard NBTC TU 1039-2566 on the same matter.

The draft standard applies to telecommunications equipment of both types: base unit/access point and mobile/portable unit.

The draft standard proposes to revise the following provisions but is not limited to:

• Add a new frequency band of telecommunications using Broadband Wireless Access technology in the form of Radio Local Area Network (RLAN):
  • output power must have an Equivalent Isotropically Radiated Power (e.i.r.p.) with not more than 25 mW inside the building and outside of the building and for those with frequency bands width less than 20 MHz.
• A new maximum power spectral density value of 12.5 mW/MHz has also been inserted in the same section; and
• Add the reference to the standard ETSI EN 303 687 V1.1.1 of 6 GHz WAS/RLAN on Harmonised Standard for Access to Radio Spectrum.

The deadline for comments is 1 May 2024. If approved, the draft standard will enter into force on the day of its official publication, whereupon technical standard NBTC TU 1039-2566 will be repealed.

阿拉伯聯合大公國電信和數字政府監管局 (TDRA) 於 2024 年 2 月 2 日發佈了高級移動定位技術規範 (TS FS 004,1.0 版)

本技術規範適用於用於公共移動無線電通信系統的行動終端以及蜂巢網路中的服務。高級移動定位 (AML) 用於協助緊急呼叫，所有行動電話都必須支持 AML 功能。

自 2024 年 3 月起，所有進入阿拉伯聯合大公國的手機都必須符合這些技術規範。

The Telecommunications and Digital Government Regulatory Authority (TDRA) in UAE published the Technical Specification on Advanced Mobile Location (TS FS 004, Version 1.0) on February 2, 2024. The Technical Specification applies to Mobile Terminals for use in the Public Mobile Radio Communication System as well as services in Cellular Networks. Advanced Mobile Location (AML) is used to assist with emergency calls, and all mobile handsets must support AML features.

Effective March 2024, all mobile handsets entering the UAE must be compliant with these Technical Specifications.

[法規草案] 韓國2024年第2024-167號通知草案：能效標籤和標準法規擬議修正案 – 關於擴大符合能效標準的產品，包括電動衣櫃、電鍋、電暖器、坐浴盆和電爐

2024年2月23日，韓國貿易、工業和能源部 (MOTIE)  提議對《效率管理機械、設備或材料條例》進行修訂。該修正案擴大了能源效率管理系統的目標，並加強了某些產品類別的能源效率標準。具體變更如下：

1. 將電動衣櫃(一種可乾燥, 除臭, 除皺的衣物管理設備)新增到能效評級系統(MEPS)目標產品，預計2025年7月1日實施。
2. 現有能效評級系統(MEPS)中的電鍋和電暖器加強能源效率標準要求，預計2025年1月1日實施。
3. 將待機功耗降低方案(E-Standby)中的電動坐浴盆轉移到能效評級系統(MEPS)體系，預計2025年7月1日實施。
4. 能效評級系統(MEPS)中的電爐新增消費效率等級應用，預計2025年1月1日實施。

目前該草案正在蒐集意見中，截止日期為 2024 年 3 月 31 日。

On 23 February 2024, the South Korean Ministry of Trade, Industry and Energy (MOTIE) proposed an amendment to the Regulations on Efficiency Management Machinery, Equipment, or Materials.

The amendment expands the targets under the energy efficiency management system and strengthens energy efficiency standards for certain product categories. The specific changes are as follows:

1. The amendment adds clothes management machinesto the targets for the energy efficiency rating system. The covered product categories include:

• Clothes management machines capable of drying textile products, removing wrinkles, and deodorizing them.
• These products shall display information such as one-time power consumption and annual energy cost on the front of the product.

The effective date of the revisions for the products above is 1 July 2025.

2. Energy efficiency standards for electric rice cookersand electric heaters, which are existing efficiency management equipment, would be strengthened as follows:

• Electric rice cookers:
  • Upward revision of minimum consumption efficiency standards and efficiency grade standards.
  • Improvement of efficiency measurement standards reflecting actual user environments.
• Electric heaters:
  • Changing the minimum consumption efficiency standard from 0.8 to 0.84.
  • Changing the label display item from power consumption to heating efficiency to facilitate easier comparison of efficiency between products.

The effective date of the revisions for the products above is 1 January 2025.

3. The amendments transfer electric bidetsand electric ranges, which were subject to standby power reduction and minimum consumption efficiency, to the energy efficiency rating system as follows:

• Electric bidets:
  • These products shall be transferred from the subject of the standby power reduction system to the consumption efficiency grading system.
  • Establishing standards for measuring power consumption in operating modes such as washing water discharge and electric heating standby mode.
• Electric ranges:
  • These products shall be transferred from the subject of the minimum consumption efficiency system to the consumption efficiency grading system.
  • Improvement of efficiency measurement standards reflecting actual user environments.

The effective date of the revisions for electric bidets shall be 1 July 2025, while the revisions for electric ranges shall take effect on 1 January 2025.

Opinions on this draft amendment may be submitted until March 31, 2024.

 

Saudi Arabia沙烏地阿拉伯

沙烏地阿拉伯SASO發佈大容量空調能效標準更新草案

沙烏地阿拉伯SASO於2024年3月4日向WTO提交了大容量空調標準SASO 2874的修訂草案的公眾諮詢, 並計畫在正式版發佈18個月後生效.

SASO submitted DRAFT OF UPDATING OF SASO 2874/0000-LARGE CAPACITY AIR CONDITIONERS – PERFORMANCE REQUIREMENTS AND METHODS OF TESTING to the WTO for public consultation on March 4, 2024, and will take effect 18 months after the release of the official version.

 

Serbia塞爾維亞

塞爾維亞494/2024號法案：家用烤箱、爐灶和抽油煙機的生態設計要求

2024 年 2 月 14 日，塞爾維亞能源和礦業部長通過了一項法案，規定了家用烤箱、爐灶和抽油煙機的生態設計要求。

該法案自 2024 年 2 月 22 日起生效，過渡期持續到 2024 年 9 月 1 日，之後應被視為必須遵守該法案。

On 14 February 2024 Serbia’s Minister of Energy and Mining adopted a Pravilnik prescribing ecodesign requirements for domestic ovens, hobs and cooker hoods.

This Pravilnik determines ecodesign requirements for the placing on the market or the putting into service of domestic ovens (including when incorporated in cookers), domestic hobs and domestic electric range hoods, including when sold for non-domestic purposes.

The provisions of this Pravilnik are modelled on Regulation (EU) No 66/2014. Specific ecodesign requirements are listed in Annex 1. Annex 2 determines methods for measurements and calculations of relevant parameters. For the purposes of conformity assessment and the procedure for verifying compliance with the requirements of this Pravilnik, measurements and calculations are carried out on the basis of Serbian standards, or on the basis of other reliable, accurate and repeatable methods.

Conformity assessment must be carried out by way of the procedure of internal design control or the management system procedure.

Effective since 22 February 2024, a transitional period runs until 1 September 2024, after which compliance with this Pravilnik should be regarded as mandatory.

 

Serbia塞爾維亞

塞爾維亞495/2024號法案：空調和舒適風扇的生態設計要求

On 5 February 2024 Serbia’s Minister of Energy and Mining adopted a Pravilnik prescribing ecodesign requirements for electric mains-operated air conditioners with a rated capacity of ≤ 12 kW for cooling, or heating if the product has no cooling function, and comfort fans with an electric fan power input ≤ 125W.

The provisions of this Pravilnik are modelled fully on Regulation (EU) No 206/2012. The ecodesign requirements for air conditioners and comfort fans are set out in Annex I, compliance with which should be measured and calculated in accordance with requirements set out in Annex II.

Conformity assessment must be carried out by way of the procedure of internal design control or the management system procedure.

Effective since 22 February 2024, a transitional period runs until 1 September 2024, after which compliance with this Pravilnik should be regarded as mandatory.

新加坡CPSO澄清可折疊電動洗衣機和可折疊電水壺均屬可折疊產品，屬於CPSR 的管控範圍

新加坡CPSO 於2024年2月15日發佈通知，澄清可折疊電動洗衣機和可折疊電水壺均屬可折疊產品，這些可折疊產品與傳統的不可折疊產品具有相同功能，落入CPSR 的管控範圍。

自2025年2月17日起，可折疊電動洗衣機和可折疊電水壺需要在CPSR下註冊並貼上安全標誌才能在新加坡供應。這些產品必須符合與傳統的不可折疊產品相同的註冊安全標準。

Singapore CPSO announced clarification regarding the testing, certification and registration requirements for collapsible electric washing machines and collapsible electric kettles under the Consumer Protection (Safety Requirements) Regulations (CPSR).

With effect from 17th Feb 2025, collapsible electric washing machines and collapsible electric kettles will need to be registered under the CPSR and affixed with the Safety Mark before they can be supplied in Singapore. These products shall comply with the same safety standards required for registration of their conventional, non-collapsible counterparts:

• Collapsible washing machines will need to comply with IEC 60335-2-7, which is the applicable IEC standard for registration of electric washing machines.
• Collapsible liquid heating appliances will need to comply with IEC 60335-2-15, which is the applicable IEC standard for registration of electric kettles.

阿拉伯聯合大公國發佈UAE.S 5010-3:2024家用製冷器具新能效標準，計畫於2025年2月1日起強制

阿拉伯聯合大公國MoIAT於2024年1月26日發佈1號法令，計畫在標準正式發佈 (2024年1月31日) 1年後強制使用新的家用製冷器具的能效標準UAE.S 5010-3:2024。

MoIAT through the technical program of committee has prepared the UAE Standard No. UAE.S 5010-3:2024: “Labeling – Energy Efficiency Label for Electrical Appliances – Part 3: Part 3: Household Refrigerating Appliances”.

This standard has been approved as Emirates Technical Regulation by Decree of UAE Cabinet No. 1/2024, issued on 26 January 2024.

Decree of UAE Cabinet No. 1/2024 related to adoption of the latest EER Standard for Household Refrigerating Appliances gives 365 days to update and comply with the latest UAE.S 5010-3:2024 standard.

The Kingdom of Bahrain has published in its Official Gazette Issue No. 3735 of Mar. 14, 2024 the following regulation:

Issuing the National Technical Regulations for Energy Efficiency of Lighting Products

– ENERGY EFFICIENCY, FUNCTIONALITY AND REQUIREMENTS FOR LIGHTING PRODUCTS Part 1 and Part 2

The enforcement dates have been set as 12 months starting from the publication in the Official Gazette.

The previous Resolution No. (3) of 2015 approving the regulation of non-directed home lighting lamps will be cancelled.

Transitional arrangements and detail implementation measures have not been announced at this time.

2024 年 3 月 12 日，越南科學技術部頒佈了第 367/QD-BKHCN 號決定，以修訂和補充附件中包含的採用 LED 技術的照明產品組。

《決定》對附件進行了修改，將科技部管理的多項採用LED技術的照明產品納入其中，納入了HS編碼、國家相關技術法規 (QCVN) 和進口貨物管理辦法。

產品包括：

• 在大於50V的電壓下工作，用於一般照明的內置鎮流器的LED燈泡;
• 設計用於取代直管螢光燈泡的雙頭LED燈泡;
• 可擕式LED電燈;和
• 固定普通LED電燈。

本決定於2024年3月12日生效。

On 12 March 2024, the Vietnamese Ministry of Science and Technology enacted Decision No. 367/QD-BKHCN to amend and supplement the group of lighting products with LED technology contained in the Annex.

The Decision amends the Annex to include a number of lighting products with LED technology under the management of the Ministry of Science and Technology, HS codes, relevant national technical regulations (QCVN) and management measures for imported goods.

The products include:

• LED bulbs with built-in ballasts for general lighting work at voltages greater than 50V;
• double-ended LED bulbs that are designed to replace straight tube fluorescent bulbs;
• portable LED electric lights; and
• fixed common LED electric lamps.

This Decision entered into force on 12 March 2024.

香港機電工程署於2024年3月8日發佈了新版<產品能源標籤實務守則 2024>，新版本守則旨在提高冷凍器具、洗衣機和儲水式電熱水器的能源效益標準，將在2024年6月30日生效。

Hong Kong has issued Circular No. 1/2024 – Mandatory Energy Efficiency Labelling Scheme Specified Person to Update Efficiency Labelling Grading.

This Circular supplement the gazette notice published on 8 March 2024 (G.N. 1313) regarding the issue of approved Code of Practice on Efficiency Labelling of Products (CoP) 2024 and the updating notice to specified persons of refrigerating appliances, washing machines and storage type electric type water heaters on 8 March 2024.

The effective date will be 30 June 2024.

[法規草案] 以色列能源法 擬議修正案 – 關於進口電氣產品，即使沒有符合歐洲進口要求的聲明

作為 2021 年 11 月 18 日生效的第 5749-1989 號能源法第 3 號修正案的一部分，尋求進口和銷售該法第三修正案中列出的電氣設備的進口商或製造商必須遵守歐洲關於能源效率和待機模式下的供應要求。該修正案簡化了進口商和製造商的流程，即使沒有符合歐洲合法進口要求的聲明，也允許進口電氣產品，前提是提供證明產品在歐洲合法銷售的文件。

The purpose of amending the law is to reduce the cost of living by reducing the regulation that applies to the import of electrical products. As part of the Energy Sources Law (Amendment No. 3), 2021 of November 18, 2021, which amended the Energy Sources Law, 1989, the possibility of importing electrical products through the “European route” was established. This route makes it possible to import products that meet the European import legal requirements regarding energy efficiency, by attaching the manufacturer’s statement.

The proposed amendment of the law seeks to create additional reliefs, by way of parallel routes, which will allow the import of electrical products, even in the absence of a declaration of compliance with the legal European import requirements, provided that documents are provided that testify to the legal marketing of the product in Europe.

Interested parties could provide their comments before 21 March 2024.

2024年3月12日，中國國家標準化監督管理總局 (SAC) 和中國國家市場監督管理總局 (SAMR) 通過中國工業和資訊化部 (MIIT) 的公告，提出了電動自平衡車和電動自平衡車和踏板車中使用的鋰離子電池和電池的安全技術規範標準草案。

如果獲得批准，標準草案應在正式發佈後12個月生效。原有標準GB/T 34668-2023和GB/T 40559-2021自實施日起廢止。

目前該草案正在搜集意見中，至 2024 年 5月 10日為止。

On 12 March 2024, the China Standardisation Administration (SAC) and the Chinese State Administration for Market Regulation (SAMR), through an announcement from the Chinese Ministry of Industry and Information Technology (MIIT), proposed a draft standard for the safety technical specification for electric self-balancing vehicles and for lithium ion cells and batteries used in electrical self-balancing vehicles and scooters.

If approved, the draft standard shall enter into force 12 months after its official publication. Upon commencement, the previous standards GB/T 34668-2023 and GB/T 40559-2021will be abolished.

The deadline for comments is 10 May 2024.

台灣2024年第11304000870號令: 軸流式風機節能標章能源效率基準與標示方法

2024年2月23日，台灣經濟部能源局發佈了《軸流式風機節能標章能源效率基準與標示方法令》。該命令適用於遵守有關最低能效、能效等級標籤和風機檢查公告的軸流式風機。該命令規定，範圍內的產品應符合CNS 7778或ISO 5801或AMCA 210的要求。風扇效率等級應根據 ISO 12557 計算。

該命令於 2024 年 7 月 1 日生效，同時將廢除 2013 年第 10205010211 號命令。

On 23 February 2024, the Taiwanese Bureau of Energy, Ministry of Economic Affairs published an Order on the energy efficiency criteria and labelling method for energy label qualified for axial fans.

The Order applies to axial flow fans which adhere to the announcement on the minimum energy performance, energy efficiency rating labelling and inspection of fans. The Order applies to axial fans with impeller diameters of 125mm to 2000mm, rated power ranging from 0.75 kW to 200 kW, static pressure of 147 Pa to 9807 Pa and airflow of 10 m3 per minute or 3000 m3 per minute, and those approved by the ministry.

The Order specifies that products in scope should comply with the requirements under CNS 7778 or ISO 5801 or AMCA 210. Fan efficiency grades shall be calculated in accordance with ISO 12557.

Additionally, the Order outlines the following provisions for axial fans:

Conditions and test methods for determining the energy efficiency;

The implementation date of energy efficiency labelling; and

Requirements for safety standards.

Furthermore, the Order stipulates that the axial fans should conform to the labelling requirements:

The name and address of the label user should be declared on the product or its packaging;

If the label user is a distributor, then the name and address of the manufacturer of the product shall be displayed on the product or its packaging;

Information on the rated power consumption (kW), power factor, impeller diameter and nominal airflow shall be marked on the product catalogue; and

The measurement of the impeller diameter is rounded off to the nearest 10 digits and other measurements for the specifications for the axial fans are rounded off to the first decimal point.

The Order enters into force on 1 July 2024 and at the same time will abolish Order No. 10205010211, 2013.

[法規草案] 歐盟與烏克蘭計畫締結工業產品符合性、評估和驗收協定，優先領域為: 低壓設備、電磁相容性和機械設備

根據歐盟-烏克蘭協會協定，將締結工業產品符合性、評估和驗收協定 (ACAA)。根據該協定，歐盟和烏克蘭將允許在ACAA附件中列出的符合性要求的工業產品在未經進一步測試或符合性程序的情況下投放市場。

目前，工業生產的三個優先領域為: 低壓設備、電磁相容性和機械設備，簽署ACAA的準備工作正在進行中。

烏克蘭與歐盟關於工業品合格評定和可接受性的協定 (即ACAA) 所涵蓋的領域的符合性標誌將是CE標誌，並附有歐盟委員會分配的合格評定機構的識別號。

Under the EU-Ukraine Association Agreement, an Agreement on Conformity and Assessment and Acceptance of Industrial Products (ACAA) will be concluded. Under this agreement, the EU and Ukraine will allow industrial products listed in the annexes of the ACAA and that fulfil the requirements of conformity to be placed on either market without further testing or conformity procedures.

Currently, work is underway on preparations for signing the ACAA in three priority sectors of industrial production – low-voltage equipment, electromagnetic compatibility and machinery.

The EU has carried out an inspection of the approximation of Ukrainian legislation in the field of technical regulation to the relevant acts of EU legislation. As a result, on 15 March 2024 Ukraine’s Ministry of Economy issued a draft Resolution to bring the provisions of the following Technical Regulations into accordance with the legislation of the EU in support of the conclusion of the ACAA in the identified priority sectors:

Approving Technical Regulation of Low Voltage Electrical Equipment, Resolution No. 1067, 2015

Approving Technical Regulations on Electromagnetic Compatibility, Resolution No. 1077, 2015

Approving Description and Application Rules of National Mark of Conformity, Resolution No. 1184, 2015.

The main change to be expected to the national measure of low voltage equipment is the requirement for manufacturers and importers to provide the market surveillance body, upon request, with information and documentation (in paper or electronic form) necessary to demonstrate the compliance of electrical equipment with the applicable requirements in a language that is comprehensible to officials exercising surveillance powers.

Resolution No. 1077, 2015 would be amended to clarify that product instructions and information, as well as any labelling, must be clear, understandable and legible. Again, such information and documentation would need to be provided in a language that is comprehensible to officials exercising state market surveillance.

As regards Resolution No. 1184, 2015, reference would be made to two marks of compliance, depending upon whether or not the ACAA has been extended to the industrial sector:

1. For sectors not covered by the agreement between Ukraine and the European Union on conformity assessment and acceptability of industrial goods;
2. For the sectors covered by the agreement between Ukraine and the European Union on conformity assessment and acceptability of industrial goods.

The mark of conformity for the sectors covered by the agreement between Ukraine and the European Union on conformity assessment and acceptability of industrial goods (i.e. the ACAA) would be the CE mark.

The image of the conformity mark can be flat or embossed. For sectors not covered by the agreement between Ukraine and the European Union on conformity assessment and acceptability of industrial goods, the image of the flat mark of conformity is made in two contrasting colours.

In the sectors covered by the ACAA, the conformity mark must be accompanied by the identification number of the conformity assessment body assigned to it by the European Commission.
