The Kingdom of Bahrain has published in its Official Gazette Issue No. 3709 of Nov. 9, 2023 the following two regulations which have been approved per Ministerial Decree:

Oman阿曼

Recently, TÜV Rheinland Hong Kong has been designated by Oman’s Directorate General for Standards and Metrology (DGSM) as a Notified Body (NB) for Energy Efficiency Labeling for Refrigerators, Washing Machines, and Water Heaters providing technical approval and registration services to manufacturers and importers. This expansion of our authorization builds upon our existing accreditation as Energy Efficiency Notified Body for Air Conditioners since 2019.
The DGSM, as an entity under the Ministry of Commerce, Industry & Investment Promotion of the Sultanate of Oman, published in June 2023 the list of products for phase two of the Omani Conformity Scheme. Corresponding energy efficiency regulations for newly added products are energy efficiency and labeling requirements for electric washing machines (OS 1651/2022), electric storage-type water heaters (OS 1652/2022) and refrigerators and freezers (OS 1653/2022).
The program aims to provide consumers with information on the energy efficiency of various products so that they can make informed choices and contribute to energy conservation efforts. In the future, relevant products intended to be exported to Oman must pass tests and prove that their energy efficiency performance meets the minimum standard requirements before they can apply for registration and obtain the Omani Energy Efficiency Label.

On 7 November 2023, the Indonesian Directorate General of Resources and Equipment of Post and Information Technology proposed a draft regulation on technical standards for low power wide area network non-cellular telecommunications equipment.
The draft regulation proposes to ensure connectivity in telecommunications equipment and impose technical standards on low power wide area network (LPWAN) non-cellular telecommunications equipment manufactured, assembled or imported, and used in the country.
Article 2 specifies that the LPWAN non-cellular telecommunications equipment must be permanently factory-locked so that the equipment can only operate on radio frequency bands.
The draft regulation proposes to outline the following provisions:
• Definition and abbreviations outlined in the Annex;
• Power supply requirements;
• Non-ionising tradition requirements;
• Electrical safety requirements;
• Electromagnetic compatibility (EMC) requirements;
• Radio frequency requirements, operating in the frequency bands 433.05-434.79 MHz, 920-923 MHz and 2400-2483.5 MHz;
• Filter requirements; and
• Testing methods for electrical safety, EMC and radio frequency.
The test report for the LPWAN non-cellular telecommunications device prepared before the effective date of the draft regulation may be submitted for the certification process of telecommunications equipment and/or telecommunication devices.
If approved, the draft regulation will enter into force on its official promulgation.

Japan日本

2023 年 11 月 10 日，日本總務省發佈了《無線電法實施細則》(1950 年第 14 號條例)、《無線電設備條例》(1950 年第 18 號條例)和頻率分配表計畫 (2020 年第 411 號公告)的修正案。
該修正案旨在擴大 DECT 和 TD-LTE 數字無線電話的頻段。 上述條款中的1895.616MHz頻率改為1885.248MHz。

On 10 November 2023, the Japanese Ministry of Internal Affairs and Communications issued amendments to the Radio Act Enforcement Regulations (Ordinance No. 14, 1950), the Radio Equipment Regulations (Ordinance No. 18, 1950), and the Frequency Allocation Tables Plan (Notice No. 411, 2020).
The amendments aim to expand the frequency band of DECT and TD-LTE digital cordless telephones.
The frequency of 1895.616MHz in above Articles shall be replaced with 1885.248MHz.
The amendment shall enter into force on 10 November, the date of its publication.

The Nepal Telecommunications Authority (NTA) published a notification announcing the following updates:
•UWB devices will now be allowed in the 6-8.5 GHz frequency band.
•The 865 MHz band will now be allowed.
•Nepal is continuing with 5G trials.
•Consumer Premises Equipment supporting the bands indicated in Table 1 (page 18) and Table 4 (page 21) is waiting for NTA’s decision for the ability to be type approved.
•The 6 GHz band is not allowed for Wi-Fi 6E.

Sauidi Arabia沙烏地阿拉伯

The Technical Regulation for Electromagnetic Compatibility, was finalized and published in the Saudi Gazette on November 17, 2023 Article (3):
This technical regulation aims to determine the basic requirements for electromagnetic compatibility of equipment, and to determine the conformity assessment procedure that suppliers must comply with, in order to ensure that these products comply with the basic requirements that aim to preserve the environment and the health and safety of their users and facilitate market survey procedures.
To fulfil the requirements of this Regulation, the supplier must meet the following requirements:
The electromagnetic interference caused by the equipment shall not exceed the level that affects the operation of radios, telecommunications equipment or other equipment as required. The equipment shall have equipment to protect against the expected electromagnetic interference risk upon use, making it work well without unacceptable risks when used for the purposes for which it is intended.
Implementation date :15 May 2024 – 180 days from the date of its publication in e official gazette. (as per customs clearance date).

From 1 January 2024,Vietnam MIC will mandate electrical safety standard – QCVN132:2022. This standard shall be required for products of item 1 to item 7 of below table. Full test of standard of QCVN132:2022 shall be conducted locally in Vietnam. CB test reports will no longer be accepted by MIC. For item 8 and item 9, the mandatory date is yet to be decided by MIC.

South Korea韓國

2023年10月19日，韓國技術標準局 (KATS) 發布了《電器與消費品安全控制法操作公報》修正案。此次修訂將額定容量在300千瓦時以下的電池模組和電池系統改造後的電器產品納入安全檢查範圍，其中包括在 30V AC 和 42V DC 下使用的產品。 此外，再利用電池模組僅限於用於該法案執行規則附件 7-2 中指定用途後處理的再利用電池系統中使用的模組。修正案並在附件25中增加了新的安全標準KC 10031 (含有鹼性或其他非酸性電解質的二次電池和電池組-二次鋰電池重新利用廢棄鋰電池的安全要求)，該產品必須符合該標準。
該修正案於2023年10月19日生效。
On 19 October 2023, the South Korean Agency for Technology and Standards (KATS) issued an amendment to the Operation Bulletin of Electrical Appliances and Consumer Products Safety Control Act.
The amendment primarily introduces provisions implementing a safety inspection system for “electrical appliances subject to safety inspection”, reflecting changes to the amendment (No. 19005 of 2022) to the said Act.
Specifically, the amendment designates electrical appliances subject to safety inspection which repurpose battery modules and repurposed battery systems with a rated capacity of 300 kWh or less.
These include products that are used under 30V AC and 42V DC. Also, repurposed battery modules are limited to those used in the repurposed battery systems processed after being used for the purposes specified in Annex 7-2 of the Enforcement Rules of the Act.
The amendment also requires products that have passed the safety inspection to be marked according to Article 55-8 (1) of the Enforcement Rules before being released and provides the criteria for granting safety inspection numbers for those products in Annex 8.
Lastly, the amendment adds a new safety standard KC 10031 (Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for secondary lithium batteries to repurpose used lithium batteries) to Annex 25 to which the above products must comply.
The amendment entered into force on 19 October 2023.

The Chilean Superintendence of Electricity and Fuels (SEC) published Resolution N°20378 on 24th Nov 2023 to approve a new SEC Protocol PE N°1/26:2023 for Household or similar used air conditioners. The standards requested to be used are IEC 60335-1:2016 Ed.5.2; IEC 60335-2-40:2018 Ed.6.0 or IEC 60335-2-40:2022 Ed.7.0 + dimension of plug according to CEI 23-50. The entry in force is June 30, 2025.

Bolivia玻利維亞

[法規草案] 2023年10月25日，玻利維亞生產發展和綜合經濟部發佈了《LED燈具最低能源效率標準技術法規草案》。 該法規將適用於表1所列關稅子目中用於外部和內部照明的LED燈具，無論是國產還是進口，以及在玻利維亞生產或進口LED燈具的國內或外國、公共或私人公司，無論產品的原產地或目的地如何。此範圍的產品需要申請獲得IBMETRO簽發的符合性證書。法規也對產品及包裝的標識做出了規定。

On 25 October 2023, the Bolivian Ministry of Productive Development and General Economy published a Draft Technical Regulation on Minimum Energy Efficiency Standards for LED Luminaires, with the main objective of protecting the environment and preventing practices that may mislead consumers.
The Regulation would apply to LED Luminaires for exterior and interior lighting, whether domestically produced or imported, included in the tariff subheadings listed in Table No. 1, and to companies, national or foreign, public or private, that produce or import LED luminaires in Bolivia, regardless of the product’s place of origin or its destination.
With regard to energy labelling, importers and national producers of LED Luminaires for interior lighting must comply with Energy Efficiency – LED Lighting – Specifications and Labelling, NB/COPANT Standard No. 1737.
Importers and national producers of LED Luminaires for outdoor lighting must comply with LED lighting sources for public outdoor roads and areas – Requirements and test methods, NB Standard No. 87006.
Table No. 6 lists the information required on the packaging and the product.
All information on minimum energy efficiency values and standards reported on the product or on the websites of each producer or importer must be supported by test reports issued by accredited or designated laboratories.
The QR code must contain a link to a website of the producer or importer of the luminaire. The website must have product-specific information (e.g. regulatory requirements, additional business information, producer and importer information, etc.), organized by country for easy navigation.
Chapter III covers the conformity assessment procedure. Importers and national producers of LED Luminaires for interior and exterior lighting must submit a test report to the Bolivian Institute of Metrology (IBMETRO) to obtain a conformity certificate.
Table No. 7 lists the accepted criteria and test methods to verify compliance.
This Draft Regulation is proposed to enter into force 180 days after its approval and publication in a newspaper of national circulation.

香港機電工程署 (機電署) 發出經修訂的《產品能源標籤工作守則》(第5版)。
根據 2023 年第 29 號最新修訂令，本次修訂闡明了 2008 年第 11 號條例第 598 章《能源效率(產品標籤)》中對發光二極體 （LED） 燈、燃氣灶具和燃氣即熱式熱水器的新要求。
該守則的修訂自 2023 年 9 月 1 日，與 2023 年 L.N. 29 號修訂令同一天生效。
The Hong Kong Electrical and Mechanical Services Department (EMSD) has issued a revised Code of Practice on Energy Labelling of Products (version 5).
This revision clarifies the new requirements for light-emitting diode (LED) lamps, gas cookers, and gas instantaneous water heaters that are added to Energy Efficiency (Labelling of Products), Ordinance 11, Chapter 598, 2008 by virtue of the latest amendment Order L.N. 29, 2023.
The Code also explains the textual amendments to the requirements to be complied with by the energy label for compact fluorescent lamps in clause 9.10.
This revision of the Code is effective from 1 September 2023 on the same day as the amendment Order L.N. 29, 2023 entered into force.

Singapore新加坡

新加坡可持續發展與環境部長批准了以下節能法修正案：
• 第 S 710/2023 號命令：修訂節能 (規定管制商品) 第 S 747/2017 號命令
• S 711/2023 號法規：修訂節能 (管制商品和註冊供應商) S/ 748/2017 號法規
這些變化實質上增加了對可擕式空調 (PAC)、某些 LED 燈的新要求，並修改了與電視和冰箱相關的要求。
第 S 710/2023 號修訂令擴大了受管制產品的範圍，自 2024 年 4 月 1 日起包括以下產品：
1. 製冷能力為12千瓦或以下的任何單相可擕式一體式單風道空調 (可擕式空調 (PAC)；
2. LFL燈 (不含整合式鎮流器的線性雙端螢光燈)，直徑為16毫米 (目前為26毫米)
3. 線性LED燈 (以前不受管制)
這些新產品必須符合 2012 年《能源節約法》中對受管制產品的要求，包括註冊、標籤和最低能源性能標準。
對於冰箱，該變更自2024年1月1日起生效，但對於2024年1月1日之前進口或製造的冰箱，允許到2024年12月31日的過渡期。 對於LED燈和PAC空調，該要求從2024年4月1日起適用，但到2025年3月31日為止有一個過渡期，以消化2024年4月1日之前進口或製造的現有庫存。
The Singapore Minister for Sustainability and the Environment has approved the following amendments to energy conservation laws:
• Order No. S 710/2023 amending the Energy Conservation (Prescribed Regulated Goods) Order No. S 747/2017
• Regulation No. S 711/2023 amending the Energy Conservation (Regulated Goods and Registered Suppliers) Regulation No. S/ 748/2017
The changes essentially add new requirements for portable air conditioners (PAC), certain LED lamps, and revise requirements relating to televisions and refrigerators.
Amendment Order No. S 710/2023 extends the scope of regulated products to include the following products from 1 April 2024:
1. Any single phase portable unitary single duct air conditioner with cooling capacity of 12 kW or lower (Portable Air-Conditioners (PAC).
2. LFL lamps (linear, double capped fluorescent lamp without integrated ballast) with a diameter of 16 mm (this currently is 26mm)
3. Linear LED lamps (not previously regulated)
These new products must comply with the requirements under the Energy Conservation Act, 2012 for regulated products including registration, labelling and minimum energy performance standards.
The specific energy efficiency requirements for new covered products including the new energy labels for lamps and PAC air conditioners are set out in the Amendment Regulation No. S 711/2023. This defines the applicable test standards to be used for PAC air conditioners as ISO 18326 (2018) and for Linear LED lamps as IEC 62612 (2013) or IEC 62612 (2018).
From 1 April 2024, the passive standby mode for televisions with a resolution less than 33,177,600 pixels must be ≤ 0.50 Watts.
Also, testing standards for certain lamps, refrigerators and televisions must also be updated to newer revised versions of the standards.
Finally, Order No. S 710/2023 also amends the definition of the adjusted volume of refrigerators. It reduces the adjusted volume correction factor for the chill compartment from 1.13 to 1.07, and for the cellar compartment from 0.75 to 0.71 for covered refrigerators. It requires the compartment/section type must be defined in accordance with Section 5.1 of Standard IEC 62552‐3:2015 (rather than Section 3.3 of the Standard ISO15502:2005). This change is effective from 1 January 2024; however a transitional period of 31 December 2024 is allowed for refrigerators imported or manufactured before 1 January 2024.
For LED lamps and PAC air conditioners, the requirements apply from 1 April 2024, however there is a transitional period until 31 March 2025 to clear existing stock imported or manufactured before 1 April 2024.

UAE 阿聯酋

阿拉伯聯合大公國工業和先進技術部 (MoIAT) 於11月中旬通知各發證單位ECAS\EQM證書的新要求。對於所有具有條碼的產品，將產品條碼包含在 ECAS\EQM證書中 (在產品描述或條碼欄位中)，旨在促進產品追蹤和加強市場檢查。若官方公佈更多資訊將會再進行更新。
In middle of November Ministry of Industry and Advanced Technology (MoIAT) of the United Arab Emirates informed Notified Bodies the new requirements for ECAS\EQM certificates – to include product’s barcode in ECAS\EQM certificates (in products description or barcode field) for all products that have a barcode.
This is a government mandate aiming at facilitating product tracking and market inspection.
If there is any further information from MoIAT, it will be updated accordingly.
