Botswana波札那

波札那發佈通知，某些類別的設備自即日起不受 BOCRA 型式核准範圍的約束。

以下是相關設備：

• 個人電腦、筆記型電腦、平板電腦、物聯網等，內嵌 WiFi 收發器、CERTIFIED™ WiFi收發器、藍牙收發器；
• 僅接收設備 (FM/MW/SW 收音機、電視、衛星解碼器、機上盒)；
• 車輛嵌入式 RTTE (藍牙、導航、遠端感測器、汽車鑰匙等)，但應確保 RTTE 在適當的頻段運作
• 以及帶有“ITU”標誌的 GMPCS 行動衛星終端。

Botswana Communications Regulatory Authority (BOCRA) has announced that some categories of devices are exempted to the scope of type approval in BOCRA.

Below are the devices concerned:

• Personal Computers, laptops, Tablets, IoT etc., embedded with WiFi transceivers, Bluetooth transceivers, with the provision that the Wi-Fi transceiver, Wi-Fi5 CERTIFIED™;
• Receive only Equipment (FM/MW/SW Radios, Television, Satellite decoders, Set-top Boxes);
• Vehicle embedded RTTE (Blue tooth, navigation, remote sensors, Car Keys etc), should however ensure that RTTE operate in the appropriate frequency bands.
• And GMPCS Mobile Satellite Terminals with “ITU” mark.

 

China 中國

中國工信部於10月13日發佈- 工信部無〔2023〕174號 – 《工業和資訊化部關於在無線電發射設備型號核准中開展對無線局域網設備支援IPv6協議能力測試有關事宜的通知》，給出了無線局域網設備支援IPv6協議能力技術要求和測試方法。本通知自2023年12月1日起施行。在此之前生產或進口的無線局域網設備可以繼續銷售和使用到報廢為止。工業和資訊化部關於在無線電發射設備型號核准中開展對無線局域網設備支援IPv6協議能力測試有關事宜的通知 (miit.gov.cn)

China MIIT Announces IPv6 Testing Requirement for WLAN Devices

The Ministry of Industry and Information Technology (MIIT) of China released a Notice on October 13, 2023 announcing that WLAN equipment with public network IP address allocation function must now support IPv6 protocol prior to being imported or sold within China. The Notice will come into effect on December 1, 2023. WLAN devices that are manufactured or imported prior to December 1, 2023 may still be sold and used.

2023年9月27日，MTCTE發佈關於第三階段和第四階段產品修訂規則的新通知，將 MTCTE 第三階段和第四階段涵蓋的 32 種產品 (ER) 的強制日期從 2023 年 10 月 1 日延長至 2024 年 1 月 1 日。

On September 27 2023, Department of Telecommunication, MTCTE (Mandatory Testing and certification of Telecommunication Equipment) issued a new notification on amended rules for Phase-III & IV products.

The main highlight is – Extension of Mandatory dates for 32 products(ER’s) covered under Phase-III & IV of MTCTE from October 1 2023 to January 01 2024 for another 3 months.

 

Indonesia印尼

The Direktorat Jenderal Sumber Daya dan Perangkat Pos dan Informatika (SDPPI) of Indonesia Regulation Nomor 43 Tahun 2023 on September 19, 2023, on Types and Tariffs of Non-Tax State Revenues that are applicable to the Ministry of Communication and Information. This Regulation comes into effect on November 18, 2023.

澳洲家電產品的主要標準，AS/NZS 60335.1:2020+A1將於2023年11月26日取代舊版標準並正式執行。
符合舊版標準的澳洲證書在其5年有效期內將持續有效，但仍建議證書持有人儘快升級至新版標準以符合技術法規要求。

Australia’s main standard for home appliances, AS/NZS 60335.1:2020+A1, will replace the old standard and be officially implemented on November 26, 2023.

Australian certificates that comply with the old version of the standard will continue to be valid during their 5-year validity period, but certificate holders are still recommended to upgrade to the new version of the standard as soon as possible to comply with technical regulatory requirements.

 

Egypt埃及

埃及: 埃及標準ES 6575的強制性應用: 家用和類似用途電器的安全要求-洗碗機的特殊要求，公告，2023年

該通知已由埃及標準化和品質組織於 2023 年 9 月 20 日傳達給世界貿易組織, 並將於2024年7月6日強制執行。

該通知為生產商和進口商提供了過渡期 (到2024年6月6日)，以遵守埃及標準ES 6575: 家用和類似用途電器的安全要求 – 洗碗機的特殊要求。該標準取消並取代了2008年的最後一版，並且與EC 60335-2-5：2012 + AMD1：2018的修改相同。

Egypt: Mandatory Application of Egyptian Standard ES 6575: Safety requirements of Household and similar electrical appliances – Particular requirements for dishwashers, Announcement, 2023

This notification was communicated to the World Trade Organisation on 20 September 2023 by the Egyptian Organization for Standardization and Quality. The Enforcement date will be 6^th July,2024.

The notification includes an addendum to Egyptian Ministerial Decree No. 197/2023 and it gives the producers and importers a transitional period (till 6th June 2024) to abide by the Egyptian Standard ES 6575: Safety requirements of household and similar electrical appliances – particular requirements for dishwashers. This standard cancels and supersedes its last edition in 2008, and it is identical with modification to IEC 60335-2-5:2012+AMD1:2018.

2023年9月25日，DPIIT發布《2023年自給式飲用水冷卻器 (品質管制) 令》。 印度所有自給式飲用水冷卻器必須在 2024 年 3 月 25 日 (= 6 個月) 之後根據印度標準 IS 1475 (第 1 部分): 2001 年獲得 ISI 認證。

On 2023/9/25, DPIIT released 《the Self- Contained Drinking Water Cooler (Quality Control) Order, 2023》. All Self-contained Drinking Water Coolers in India must be ISI Certified under the Indian Standard IS 1475 (Part 1):2001 after 2024/3/25 (= 6 months).

 

Taiwan 台灣

2023年09日27日，BSMI頒布 一般家用電器冷凍櫃商品之相關檢驗規定修正案，自 2025年1月1日起，表列商品檢驗方式採型式認可逐批檢驗或驗證登錄雙軌並行。

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) released the amendment of  Legal Inspection Requirements for Freezers.At present, only upright freezers of which the storage volume does not exceed 400L are in the scope of mandatory inspection of BSMI. However, the storage volume of commercial upright freezers has increased. Upright freezers with storage volume not exceeding 700L become popular in the market. In addition to that, horizontal freezers are also getting popular among consumers recently. As a result of risk assessment, BSMI proposes to add upright and horizontal freezers with storage volume not exceeding 700L into the scope of legal inspection.

The two kinds of conformity assessment schemes for the commodities are as follows:

1. Registration of Product Certification (RPC) Scheme (Module II + III)
2. Type-approved Batch Inspection (TABI) Scheme

Date of implementation: 1st Jan. 2025

2023年09日27日，BSMI頒布 移動式空氣調節機商品之相關檢驗規定，自 2025年1月1日起，表列商品檢驗方式採型式認可逐批檢驗或驗證登錄雙軌並行。

The Bureau of Standards, Metrology and Inspection of the Ministry of Economic Affairs (BSMI) released the Legal Inspection Requirements for Portable Air Conditioners. Portable air conditioners are gaining popularity among consumers. Considering that they share similar risks with conventional air conditioners, which are already regulated by BSMI, BSMI proposes to add portable air conditioners into the scope of legal inspection.

The two kinds of conformity assessment schemes for the commodities are as follows:

1. Registration of Product Certification (RPC) Scheme (Module II + III)
2. Type-approved Batch Inspection (TABI) Scheme

能源效率要求 Energy Efficiency Requirements

India印度

2023 年 9 月 12 日，BEE發布公告，暫時停止要求製造商和授權持有者在Frost Free and Direct Cool兩類冰箱設備使用 QR code，直到另行通知。

On September 12, 2023, BEE (Bureau of Energy Efficiency) made an announcement regarding refrigerators (both Frost Free and Direct Cool) registered under their Standards and Labelling program.

In this announcement, BEE has temporarily suspended the requirement for manufacturers and permittees to use QR codes on their appliances until further notice.

 

Indonesia印尼

2023 年 10 月 3 日，印尼能源和礦產資源部發佈了一項決定，規定了製冷展示櫃(RDC)  的最低能源績效標準和能源標籤要求。

該決定適用於根據以下HS編碼容量為150至300升的立式製冷展示櫃：

8418. 8418.30.90;
8419. 8418.50.19;

約8418.50.99;

8418. 8418.69.10;和
8419. 8418.69.90.

使用能源的RDC的印尼國內生產商和進口商必須執行最低能源績效標準，在其產品上貼上能源標籤。

On 3 October 2023, Indonesia’s Ministry of Energy and Mineral Resources published a Decision prescribing minimum energy performance standards and energy labelling requirements for refrigerated display cases (RDCs).

The Decision applies to upright type refrigerated display cases with a capacity of 150 to 300 litres according to the following HS codes:
a. 8418.30.90;
b. 8418.50.19;
c. 8418.50.99;
d. 8418.69.10; and
e. 8418.69.90.

Domestic producers and importers of energy-using RDCs energy-using must implement minimum energy performance standards by the inclusion of energy labels on their products.

Energy labels should be printed on products and packaging using letters that are easy to read and proportional and are printed or attached to materials that are not easily lost.

Energy labelling with regard to imports should be carried out in the country of origin.

Domestic producers and importers of RDCs are required to submit reports on the implementation of minimum energy performance standards to the Directorate General of New and Renewable Energy and Energy Conservation (EBTKE) every three months, containing the following information:

1. Brand name
2. Type, class, or model
3. Power

Domestic and imported RDCs are required to be tested by a testing laboratory appointed by the Minister and in collaboration with LSPro.

A transition period will run until 3 October 2024, to allow time to adjust to the new requirements.

This Decision entered into force on 3 October 2023.

 

Kuwait科威特

2023年10月8號，科威特工業部 (PAI) 公佈了4項新技術法規:

KWS 1897:2023 – 旋轉電機 – 交流電機的能效等級

KWS 1898:2023 – 電動乾衣機 – 能效要求和標籤

KWS 1899:2023 – 電動洗衣機 – 能效水效要求及標籤

KWS 1900:2023 – 冷藏箱、冷藏冷凍箱、冷櫃 – 能效、測試和標籤要求

這些新的技術法規將於2024年10月8日生效。

On October 8, 2023, Public Authority for Industry (PAI) of Kuwait published 4 new technical regulations:

KWS 1897:2023 – Rotating electrical machines – Efficiency classes of AC operated motors.

KWS 1898:2023 – Electrical Clothes Dryers – Energy performance requirements and labeling

KWS 1899:2023 – Electrical Clothes Washing Machines – Energy and water performance requirements and labeling

KWS 1900:2023 – Refrigerators, refrigerators-freezers and freezers – energy performance, testing and labeling requirements

These new technical regulations will enter into force by 8th of October 2024.

Korea Energy Agency公告自2023年10月10日起實施以下12項產品MEPS執行自動註冊，等於案件不用通過KEA官員審核，進口商登錄系統輸入測試結果及產品資訊，系統收到資料驗證無誤後將直接發行MEPS證書，縮短發證時間。

MEPS 實施自動批准的產品:

• 空氣清淨機 (air purifiers)
• LED lamp with built-in converter
• LED lamp with external converter
• 瓦斯熱水器 (gas water heaters)
• 電視機 (TV)
• 電動吸塵器 (electric vacuum cleaners)
• 電冰箱 (electric refrigerators)
• 電鍋 (electric rice cookers)
• 除濕機 (dehumidifiers)
• 泡菜冰箱 (kimchi refrigerators)
• 電冷熱水器 (electric hot and cold water heaters)
• 瓦斯鍋爐 (household gas boilers)

On 10 October 2023, Korea Energy Agency announced a Decision that the following 12 products will be automatically registered for MEPS, which means that the project don‘t need to be reviewed by KEA officials. Importers log in to the system to enter test results and product information. After the system receive the information and verifies that it is correct, it will be issue MEPS certificate directly, it is shorten the issuance time.

12 products for MEPS registration automatically:

• Air purifiers
• LED lamp with built-in converter
• LED lamp with external converter
• Gas water heaters
• Television sets
• Electric vacuum cleaners
• Electric refrigerators
• Eelectric rice cookers
• Dehumidifiers
• Kimchi refrigerators

Taiwan 台灣

2023年10月19日，台灣經濟部發布第11204030300號命令，宣布廢止以下兩項公告:

1. 1995 年電冰箱能源因數值基準; 和
2. 2006 年除濕機能源效率基準

該廢除自 2023 年 10 月 19 日起生效。

On 19 October 2023, the Taiwan Ministry of Economic Affairs published Order No. 11204030300 to announce the repeal of the following two Notices on:

1. Minimum Energy Efficiency Requirements for Refrigerators, of 1995; and
2. Minimum Energy Performance Requirements for Dehumidifiers, of 2006.

The repeal is effective from 19 October 2023.

 

Ukraine烏克蘭

[法規草案] 2023 年 10 月 11 日，烏克蘭國家能源效率與節能局提出了一份包含電子顯示器能源標籤技術法規的命令草案。

擬議的技術法規以 (EU) 2019/2013 為藍本。 此指令適用於技術顯示器，包括電視和顯示器。

如果獲得通過，該命令將與廢除2017年關於電視機能源標籤技術法規的第359號決議的命令同時生效。該命令不會在其發佈之日之前生效。符合第359號決議要求並在新命令生效前投放市場的電子顯示器不會因不遵守新法規而受到限制。

On 11 October 2023, the Ukrainian State Agency on Energy Efficiency and Energy Saving proposed a Draft Order containing technical regulations on energy labelling of electronic displays.

The proposed technical regulations are modelled on Commission Delegated Regulation (EU) 2019/2013 on the energy labelling of electronic displays. The Order applies to technical displays, including TVs and monitors. It does not apply to the following displays:

• electronic displays with a screen area less than or equal to 100 cm2;
• projectors
• universal video conferencing systems;
• medical displays;
• virtual reality headsets;
• electronic displays that are components or assemblies as defined in Article 5 (16) of the Technical Regulations approved by Resolution No. 804;
• broadcast displays;
• security system displays;
• digital interactive whiteboards;
• digital photo frames;
• certain digital scoreboards/ control displays.

If adopted, the Order will enter into force simultaneously with an Order to repeal Resolution No. 359 from 2017 on the technical regulation for energy labelling of televisions. The Order will not enter into force before the date of its publication. Electronic displays that meet the requirements of Resolution No. 359 and that were placed on the market before the entry into force of the new Order are not restricted due to non-compliance with the new regulations.

澳洲新南威爾士州發佈最新公報，變更匯總如下:

• 礙於實驗室測試有關的標準要求具有困難，因此允許 AS/NZS 60335.2.41 使用 ISO 4892-2 或 ISO 4892-3 作為 ISO 4892-4 的替代標準，用於測試抗紫外線標籤。
• 取消了對電動汽車專用充電插頭、插座和充電電纜的相關要求
• 刪除了“逆變器”弧焊機類型特定類別規範 (但仍是Declared需申報類別); 對於草坪護理器具，合併了兩個修剪器的子類別。
• 多個已生效的適用日期的修正，標準更新以及刪除等。

Australia NSW issued updated Gazette. Summary of changes:

• Granted an allowance for AS/NZS 60335.2.41 to allow ISO 4892-2 or ISO 4892-3 as alternatives to ISO 4892-4 for the testing of UV resistant labels due to the difficulty for test labs to test to this requirement.
• Removed requirements for EV specific charging plugs, socket outlets and charging cables that are inadvertently captured
• Removed ‘inverter’ arc welder type specific class spec (still declared). For lawn care appliances, merged the two trimmer sub-classes
• Multiple various date amendments, updating standards, removing dates of application already in effect etc.

 

Gulf Countries 海灣聯盟

關於G-Mark電子證書 (E-certificate) 的通知

海灣國家合作理事會標準組織(GSO)宣佈於2023年10月1日正式啟用G-Mark電子證書 (E-certificate) 服務。認證機構在系統輸入相關資訊和上傳資料後，自動生成電子證書 (E-certificate)。

現階段GSO公告機構可以繼續使用各自的證書範本或者使用電子證書 (E-certificate)，自2023 年 12 月 30 日起，認證機構將不再使用原有的證書範本簽發證書，統一使用電子證書。

The GCC Standards Organization (GSO) has officially announced the launch of the e-certificates platform starting from October 1, 2023. After the certification bodies enters relevant information into the system, an electronic certificate (E-certificate) will be automatically generated.

At this stage, GSO Notified Bodies can continue to use their own certificate templates or use E-certificate. Staring from December 30, 2023, GSO Notified Bodies will use E-certificates uniformly and will no longer use their own certificates templates to  issuance certificates.
