電子產品及安全附件 (08/09)、照明電器 (1001/1002)、家用和類似用途設備 (07) 強制性產品認證依據的標準GB 17625.1-2022《電磁相容 限值 第1部分：諧波電流發射限值 (設備每相輸入電流≤16A)》(以下稱“新版標準”)，已於2022年12月29日發佈，將於2024年7月1日起實施並替代GB 17625.1-2012 (以下稱“舊版標準”)。

中國品質認證中心已開展標準換版工作，自即日起至2024年6月30日，企業可自願選擇按照新版標準或舊版標準實施認證。自2024年7月1日起，應採用新版標準實施認證並出具新版標準認證證書，不再頒發舊版標準認證證書。

The standard GB 17625.1-2022 “Electromagnetic compatibility limits for harmonic current emissions (equipment input current ≤16A per phase) (hereinafter referred to as the “new standard”) for the China CCC certification of electronic products and safety accessories (08/09), lighting appliances (1001/1002), household and similar equipment equipment (07) has been published on December 29, 2022, and will be implemented and replace GB 17625.1-2012 (hereinafter referred to as “Old Standard”) from July 1, 2024.

From now until June 30, 2024, enterprises can voluntarily choose to implement certification according to the new or old standards. From July 1, 2024, the new version of the standard should be used to implement certification and issue a new version of the standard certification certificate, and the old version of the standard certification certificate will no longer be issued.

 

South Korea韓國

2023年4月17日韓國國家無線電研究機構(RRA)更新《廣播及通信設備等合格評定公告》部分修改通知內容如下:

1. 針對已發證的適合認證(Certification)產品，放寬允許添加新功能的無線器材也可作為技術變更申報。

舉例來說: 原先證書是按照Wi-Fi 6(2.4GHz, 5GHz頻段)獲證的筆電(equipment code: LARN5, LARN8)，如欲增加無線功能Wi-Fi 6e (6GHz頻段)(equipment code: LARN5B)，以前只接受新案申請，自2023年4月18日之後可以申請變更申報。

2. 不能做技術變更申報的例子:

原先按照適合登錄(registration)發證的無線產品，比如RFID用的無線設備(13.56MHz)的器材(equipment code: RFID3)，如果想增加無線功能RFID (900MHz)(equipment code: RFID1)功能申請技術報備，由於900MHz屬於適合認證(Certification)分類，所以不能做技術變更申報，也就是說原先獲證為適合登錄(Rigistration)的產品不能更新為適合認證(Certification)，需要按照新案件申請證書。

3. 製造日期除了直接標示年月之外，改進為可以用其它方式標示，例如lot number等製造商識別製造年月的方式代替。但是，若製造商標示的製造年月方式不能被韓國消費者知道製造時期的資訊時，製造商必須在使用手冊或外包裝或產品網站標注年月或可證明生產年月的資訊

該公告自2023年4月18日起實施。

On 17 April 2023,  National Radio Research Agency(RRA) announced (Conformity Assessment of Broadcasting and Communications Equipment) revision as following:

1. For certified products which under certification type, RRA allows addition new function of wireless equipment can do technical modification change.

For example: The original laptop computer certificate is according to Wi-Fi 6 (2.4GHz, 5GHz frequency band) (equipment code: LARN5, LARN8), if you want to add wireless function Wi-Fi 6e (6GHz frequency band) (equipment code: LARN5B), it can apply for modification change after April 18, 2023.

2. Examples of cannot accept modification technical change case:

Original certified wireless product which under registration type, such as RFID wireless equipment (13.56MHz)(equipment code: RFID3), if you want to add wireless function RFID (900MHz) (equipment code: RFID1) function, since 900MHz belongs to the category of certification type, so, it cannot accept to do modification, in other words, products which were certified as registration type cannot be accepted to change to certification type, need to apply for a new case.

3. Manufacturer date accept mark “Year-Month” or other method such as lot number or any similar way to marking, but if manufacturer date cannot easily understand by Korea consumer, manufacturer need to put clear manufacturer date on user manual or package or product website or provide details to proof product manufacturer month and year.

This announcement will come into effect on April 18, 2023.

[法規草案] 2023 年 4 月 15 日，埃及標準化和品質組織 (EOS) 發起了一項公眾諮詢，通知有關各方其計畫通過一項家用和類似用途電動洗衣機 (用於洗滌衣物和紡織品) 安全性的標準草案。

該草案公開徵求意見截至2023年6月15日。

On 15 April 2023 the Egyptian Organization for Standardization and Quality (EOS) launched a public consultation informing interested parties that it intends to adopt a draft standard on the safety of electric washing machines for household and similar use, that are intended for washing clothes and textiles.

The consultation is open for comments until 15 June 2023.

 

India印度

[法規草案] 工業和內部貿易促進部 (DPIIT) 發布了“吊頂式電風扇”的草案命令。根據《印度標準局(合格評定)條例, 2018》，將會納入Scheme-1 of Schedule-II (ISI mark)，強制使用該局的標準標誌​。

該命令可稱為《吊頂式電風扇 (質量控制) 命令, 2023》

擬通過日期：在電子公報上公佈的日期

擬生效日期：自其在電子公報中通知之日起六個月

Deparment for Promotion of Industry and Internal Trade (DPIIT) released the DRAFT order of “Electric Ceiling Type Fans” which will be the compulsory use of standard mark from the Bureau as per Scheme-1 of Schedule-II  (ISI mark) of the《Bureau of Indian Standards (Conformity Assessment) Regulations, 2018》.
The order may be called the《Electric Ceiling Type Fans (Quality Control) Order, 2023》

Montenegro黑山共和國

黑山共和國投資部於2022 年 12 月 5 日批准了第 14 號規定，關於投放市場的製冷設備生態設計的技術要求。該規定適用於總容積在 10 至 1500 升之間的連接市電的製冷設備。

該規定於 2023 年 1 月 13 日生效，但將從 2023 年 6 月 1 日起適用。

On 5 December 2022, the Montenegrin Ministry of Capital Investments approved Pravilnik No. 14. It prescribes technical requirements for the ecodesign of refrigerating appliances placed on the market.

The Pravilnik applies to refrigerating devices that are powered from the electrical network with a total volume between 10 and 1500 litres.

The Pravilnik does not apply to:

• professional refrigerating cabinets and rapid coolers, except for professional chest freezers;
• refrigerating appliances with a direct sales function;
• mobile refrigerating appliances;
• appliances the primary function of which is not the preservation of food products through refrigeration.

The Pravilnik is modelled on Regulation (EU) 2019/2019 on Ecodesign Requirements for Refrigerating Appliances and Regulation 2021/341, amending the 2019/2019 Regulation.

The Pravilnik entered into force on 13 January 2023, however, it will apply from 1 June 2023.

Pravilnik No. 1677 of 2017 will be repealed on the date of application of this Pravilnik.

 

Taiwan 台灣

[法規草案] 2023 年 4 月 10 日，經濟部台灣能源局發布「通風機容許耗用能源基準、標示事項及檢查方式」草案。本公告草案適用於額定功率為0.75kW (1HP) 至200kW (270HP)、風量為10立方米/分鐘 (m3/min) 至3000m3/min的三相交流電動風扇。

目前該草案正在搜集意見中。

On 10 April 2023, the Taiwanese Ministry of Economic Affairs published a draft announcement on the minimum energy performance, energy efficiency rating labelling and inspection of fans.

The draft announcement applies to three-phase AC motor-driven fans with rated power 0.75kW (1HP) to 200kW (270HP) and a capacity of 10 cubic metres per minute (m3/min) to 3000 m3/min as shown in Annex 1 of Part I, which includes:

• Axial flow fans;
• Forward tilt centrifugal fans;
• Radial centrifugal fans;
• Backward tilt centrifugal fans (with housing);
• Backward tilt centrifugal fans (without casing); and
• Mixed-flow fans.

The fans should be tested in accordance with CNS 7778 or ISO 5801 or AMCA 210 for the measure of the energy efficiency values.

Furthermore, Annex 2 specifies the benchmark for the allowable energy consumption for fans and the product shall be at least 95% of the labelled value.

The deadline for comments is on 9 June 2023.

Montenegro黑山共和國

2023年1月5日，黑山共和國投資部發佈家用洗碗機能效標識規定。

該規定適用於帶電源 (包括內置電源) 的家用洗碗機、可由電池供電的電動洗碗機；不適用於《機器安全規則手冊》中包含的洗碗機，也不適用於可以通過單獨購買的 AC 到 DC 轉換器連接到電源的電池供電的家用洗碗機。

本規定自2023年1月13日起生效，自2023年6月1日起施行。

On 5 January 2023, the Ministry of Capital Investments published rules on the energy efficiency labelling of household dishwashing machines.

The rules apply to household dishwashers with power supplies (including built-in power supplies), dishwashers and electric dishwashers with mains power that can be powered by batteries. They do not apply to dishwashers included in the Rulebook on Machine Safety or battery-powered household dishwashers that can be connected to the mains with a separately purchased AC to DC converter.

These rules entered into force on 13 January 2023 and shall apply from 1 June 2023. Furthermore, the previous rules from 2016 shall be repealed.

 

Uruguay烏拉圭

[法規草案] 2023 年 3 月 22 日，烏拉圭工業、能源和礦業部發佈了關於 LED 燈能效標籤技術法規的第二次也是最後一次公眾諮詢的部長級決議草案，該部長級決議草案規定了將 LED 燈納入國家能效標識系統。

目前該草案正在搜集意見中。

On 22 March 2023 the Ministry of Industry, Energy and Mining of Uruguay published a draft Ministerial Resolution regarding the second and final public consultation on the Technical Regulations for the Energy Efficiency Labelling of LED lamps.

This Draft Ministerial Resolution regulates the Incorporation of LED Lamps into the National Energy Efficiency Labelling System by which the modalities are defined, the classification of lamps LED and terms of application of the labelling, this will begin the transitional stage of voluntary adhesion of conformity assessment for the energy efficiency labelling of LED lamps based on the UNIT 1218:2020 technical standard, which will apply to all types (shapes and finishes) of lamps LED to then move on to the mandatory definitive Stage established in points 2.1 and 3 of this Resolution and which will be mandatory according to the established deadlines:

Phase 1: 1 July 2024

Phase 2: 1 January 2025

Phase 3: 1 July 2025.

Contributions to this Public Consultation will be received until 21 May 2023.

 

South Korea韓國

2023年3月20日韓國科技標準局KATS發布《電器及家用電器安全管理操作指南》及《電器安全標準》修訂管理正式通知。KC62619新版標準及安全管理操作指南法規修訂內容重點如下:

1. 擴大ESS Batteries KC 62619涵蓋範圍，新增移動式儲能電池及添加額定容量下限範圍500 Wh and not over than 300 kWh
2. 修訂KC 62619標準版本至Ed 2.0
3. 將原先在safety confirmation管控對象的兩項產品”DC供電的Electric Heating Cushion, Foot warmer”轉移至SDoC scheme
4. 名詞修正: 將Transformer, power converter for ESS use, electric vehicle charger的電器型號分類詳細標準中的”額定容量修正為額定輸出”

該公告及KC 62619 Ed 2.0新版標準自公告日2023年3月20日起實施。

On 20 March 2023,  KATS (Korean Agency for Technology and Standards) announced some amendments to electrical appliance safety standards delegated by the Enforcement Decree and Enforcement Rules of the Act such as the 「Electrical Appliances and Household Appliances Safety Management Act」 and the matters necessary for their implementation.

Hilights:

1. Expand the coverage of ESS Batteries KC 62619, add mobile energy storage batteries and add a lower limit of rated capacity of 500 Wh and not over than 300 kWh.
2. Revise KC 62619 standard version to Ed 2.0.
3. Transferred the two products “DC-powered Electric Heating Cushion, Foot warmer” that were previously under the control of safety confirmation to the SDoC scheme.
4. Noun correction.
