TÜV Rheinland Argentina office has officially obtained certification qualification for refrigerators and air conditioners under the Technical Regulations of the Central American Countries (RTCA) in six Central American countries. This signifies that TÜV Rheinland can now provide localized, one-stop testing and certification services for home appliance manufacturers exporting to Central American countries such as Guatemala, Honduras, Nicaragua, Panama, El Salvador, and Costa Rica.
About the Central American Technical Regulations (RTCA): The RTCA, short for “”Reglamentos Técnicos Centroamericanos,”” is a series of technical regulations jointly developed by Central American countries (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama). Its core objectives are to unify regional standards, facilitate trade, and ensure that products meet requirements in terms of quality, safety, consumer health, and environmental protection.
The certification qualifications obtained by TÜV Rheinland this time primarily cover the following specific product energy efficiency requirements under the RTCA regulations:

In December 2025, the Technical Review Committee of Cambodia (TRC) officially launched an online system for searching information on “”certified importers and type-approved equipment””.
The launch of this system enables users, enterprises and other relevant parties to check the information of compliant importers and type approval status of various telecom equipment more conveniently on the official website of TRA, which further ensures the compliance and safety of telecom equipment.

原有的型式认证流程仍仅适用于医疗用途的短距离设备,此次修订未发生变化。
On November 24, 2025, the Chilean Telecommunications Authority (SUBTEL) issued Resolution 2219, which makes several important amendments to the regulatory framework for short-range devices introduced by Resolution 737. The resolution removes the power spectral density requirement, retains the equivalent omnidirectional radiated power requirement, and makes the following updates to the QR code requirement:
Relax the requirements for the posting location of QR codes: in principle, they should be affixed to the outer packaging of the equipment, but if the equipment is not packaged or does not meet the conditions, it can also be directly attached to the device itself, or attached to the accompanying paper documents (such as manual or warranty card);
The QR code must link to a web page in Spanish and its content must meet the information requirements listed in the specification;
A special transitional arrangement is made for devices that have been submitted and certified before February 21, 2026: the QR code webpage only needs to display the certification document, without the need to re-disclose the full technical specifications or test information.
The original type approval process still applies only to short-range equipment for medical use, and this requirement remains unchanged in this revision.

指定认证机构和获证企业应在执行《强制性产品认证标志管理要求》基础上,在试点产品CCC标志图案的右侧标注追溯二维码,两者紧邻且不可分割,图案应清晰、完整。追溯二维码应符合《强制性产品认证证书管理要求》中认证证书二维码规则或《标准规格CCC标志追溯编码规则》。
2026年3月1日起,试点产品领域新获CCC认证证书的产品,应根据公告要求标注CCC追溯二维码后,方可出厂、销售、进口或者在其他经营活动中使用。
2027年3月1日起,试点产品领域对应的全部获证产品,应根据公告要求标注CCC追溯二维码后,方可出厂、销售、进口或者在其他经营活动中使用。
2027年3月1日前已按现行要求加施CCC标志并出厂、销售、进口或者在其他经营活动中使用的试点领域获证产品,不做标志变更要求。

On December 1, 2025, India’s National Centre for Communication Security (NCCS) released version 2.0 of the Indian Telecom Security Standard (ITSAR) for Wi-Fi CPE and IP routers.
This new version provides clearer device coverage:
Wi-Fi CPE: Now explicitly applicable to all types of APs, gateways, and home router products. Any Wi-Fi product with routing, NAT, or packet filtering is classified as a CPE.
IP Routers: Available for all SDN, Cloud-Native Network Functions (CNF), Virtual Network Functions (VNF) types, and all deployment modes. All IPv4 requirements also apply to IPv6.
The security certification exemption period for Wi-Fi CPE and IP routers is only until March 31, 2026.

• 罚则机制:严重违规者可能面临保证金被没收、暂停型号注册或处以罚金 。
On December 26, 2025, Bureau of Energy Efficiency of India released the 《Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026》
General Information
• Effective Date: The regulations will come into force on January 1, 2026.
• Objective: To establish a comprehensive framework for energy labeling, application procedures, and compliance monitoring for electrical appliances in India.
2. Labeling Requirements & Display
• Mandatory Permission: Manufacturers or importers must obtain written permission from the BEE before displaying energy labels on any appliance model.
• Validity: Permission to use a label is generally valid for a period of 3 years.
• Label Content: Labels must include the brand name, model year, energy performance parameters, Star Level, country of origin, and the BEE logo.
• QR Code Integration: A QR Code must be placed alongside the label to allow consumers to access product details. This must be visible at both physical retail points and on e-commerce platforms.
• Packaging: Energy labels must also be printed or affixed to the external product packaging.
3. Compliance & Enforcement
• Check Testing: The BEE will conduct random sampling from the market or manufacturing units to verify if the appliance meets the claimed energy performance.
• Non-Compliance Actions: If a product fails testing, the permittee is required to:
o Publish a notification of the failure in national newspapers and on social media/BEE website.
o Withdraw all non-compliant stocks from the market.
o Correct the Star Level on existing and new products.
• Penalties: Serious violations, such as the use of forged labels, may lead to legal action, forfeiture of security deposits, and suspension of model registration.

Japan will amend the Regulation for Radio Equipment to add the advanced Fixed Wireless Access (FWA) system(22GHz band).
With the full-fledged arrival of the 5G era, a significant increase in traffic is expected in the future. In order to meet the anticipated increase in demand, the 26GHz and 40GHz bands will be allocated to mobile networks, necessitating the frequency migration of existing radio systems currently using these bands. As the number of radio stations for the Fixed Wireless Access (FWA) system (22GHz band) is small compared to other frequency bands, the 22GHz band is a candidate for the frequency migration of existing radio systems. Japan will establish technical standards necessary for the “”advanced”” FWA system (22GHz band) to maintain stable transmission speed regardless of weather conditions as the 22GHz band is susceptible to rain and fog.

On November 5, 2025, Japan’s Ministry of Economy, Trade and Industry (METI) and the UK’s Department of Science, Innovation and Technology (DSEIT) signed a Mutual Recognition Agreement (MRA) for cybersecurity testing and certification.
According to the Mutual Recognition Agreement:
– Products that have been certified by PSTI for cybersecurity and have provided an online self-declaration are considered to have met the technical requirements of JC-STAR Level 1 when applying for JC-STAR Level 1, and a simplified procedure will be applied;
– Products that have been assessed as having passed JC-STAR Level 1 and have adopted the certification mark are considered to have met the PSTI requirements.

La Agencia de Transformación Digital y Telecomunicaciones (ATDT) in Mexico published the General Cybersecurity Policy on December 17, 2025. This Policy is now in effect. The goal of this policy is to establish a common comprehensive framework on Cybersecurity which will safeguard digital rights, protect government information and infrastructure, and allow for resilience and continuity of digital services. ATDT Will issue Technical Guidelines, compliance criteria, and official formats for policy implementation within 180 calendar days from December 18, 2025. Agencies and entities of Administración Pública Federal must also formally designate the Institutional Head of Cybersecurity and appoint their Assistant within 60 calendar days from December 18, 2025.

Radio Spectrum Management has published a new Wireless Electronic Counter Measure (WECM) Prohibition Notice in the New Zealand Gazette.
New WECM notice formally replaces and supersedes the previous Radio Jammer Prohibition Notice, which is no longer in effect.
WECM devices are designed to block or interfere with radio, mobile, or GPS signals, including equipment commonly referred to as cell phone or GPS jammers. These devices can disrupt emergency communications, compromise public safety, and interfere with critical national infrastructure.
Under the Radiocommunications Regulations 2001, it remains illegal to manufacture, import, sell, supply, or use WECM equipment in New Zealand unless the individual or organisation is recognised as a permitted person.
The updated Gazette notice provides clearer and more current definitions of prohibited equipment to support industry understanding and compliance.

On November 18, 2025, the Nicaraguan Telecommunications Authority (TELCOR) published updated telecommunications equipment regulatory provisions in the Official Gazette No. 215. Important updates are as follows:
All products entering Nicaragua are required to obtain a No Objection Certificate (NOC), which is usually processed at the same time as the certification process;
Exemption list (Article 9): According to Article 9 of Chapter 2, Section 1 of the “”Conformity Assessment and Certification of Telecommunications Equipment””, TELCOR will publish an official list of exemption certification for telecommunications equipment in the future; Exempt list products do not require type approval, but must hold a certificate of no objection;
Mandatory labeling (Article 12): Article 12 (Labeling of certified telecommunications equipment) specifies mandatory labeling for telecommunications equipment. Certified devices are subject to black labels, and QR codes and electronic labels will not be accepted. The label format is as follows:

On November 5, 2025, the Ministry of Science and ICT issued Circular No. 2025-56, requiring that from November 5, 2026, the following 13 categories of devices that charge via wired or simultaneously charge and transfer data via wired charging must be equipped with a USB Type-C port: mobile phones, tablets, digital cameras, headphones, headsets, portable game consoles, portable speakers, e-book readers, keyboards, mice, portable navigation devices, earbuds, and laptops.
Annex 1 of the notice specifies the specific specifications for the mandatory use of the USB Type-C interface, specifying only the physical dimensions, and its requirements are consistent with IEC/EN 62680-1-3.

On December 5, 2025, the National Radio Research Agency (RRA) of Korea issued Notice No. 2025-9 to revise the Specific Absorption Rate (SAR) Measurement Standard. The announcement will be officially implemented on April 1, 2026, and existing equipment that complies with the old standard can continue to be considered compliant.
The revised standard takes the national standard KS C 3350 as the core, replacing the original KS C 3370-1 and KS C 3370-2 for the head and body/limbs, respectively, and unifies the SAR measurement method into a comprehensive measurement procedure based on IEC/IEEE 62209-1528:2020. At the same time, it is clear that this standard is applicable to SAR measurement stipulated in Article 4 of the “”Electromagnetic Wave Human Protection Standard””, and the names and provisions of the quoted standardization organizations are re-aligned.

On November 25, 2025, Brazil’s National Telecommunications Authority (ANATEL) issued Ato. No. 18086, which updates the import rules related to conformity assessment, which will come into force on May 25, 2026.
Import of product samples for certification testing: According to the new rules, importers can bring product samples into Brazil, but only for the number of samples required for the test, and any remaining samples will be retained until the final certificate of conformity is issued; Sample release requires a formal service agreement between the importer (or subsequent certificate holder) and an ANATEL designated certification body or authorized testing laboratory. The agreement must clearly specify the product model, manufacturer, and the exact quantity to be evaluated; Even products transported by post or courier are subject to compliance checks by ANATEL and the Brazilian Federal Tax Agency.
Import of approved products for commercialization: Only the certificate holder or his legal representative can import approved telecommunications products into Brazil. Each product must be affixed with the ANATEL certification mark in accordance with the relevant marking procedures; Import documents must be filled with the product’s certificate number in the “”Additional Information”” column to ensure smooth customs clearance and supervision.

This guideline is the first technical document from the newly established Inmetro Center for Artificial Intelligence (CIAI), founded under Decree No. 99/2025.

1. 修订理由
因应第五代 (5G) 行动通讯的宽带电波对月台安全门 (PSD) 传感器造成误作动之情形,为保障国民安全,强化月台安全门使用之雷射传感器 (或光达传感器) 对宽带辐射的抗干扰能力,故部分修订《电磁波兼容性标准》。
2. 主要内容
甲. 在《多媒体设备之电磁波兼容性标准》中,于机壳埠的抗干扰标准中新增「宽带辐射性RF电磁场」之抗干扰标准(参照附表12第2号 甲目)。

1. Reason for Amendment
Due to malfunctions of Platform Screen Door (PSD) sensors caused by wideband 5G radio waves, and as a public safety measure, part of the standard is amended to ensure the wideband radiated immunity of laser sensors (or LiDAR sensors) used in PSD systems.

A. In the “”Electromagnetic Compatibility Standards for Multimedia Equipment””, add radiated immunity requirements for “wideband radiated RF electromagnetic fields” to the enclosure port immunity standards (Annex 12, Item 2, Sub-item A).
B. Implementation date of this notice and amendments to other related notices (Supplementary Provisions, Articles 1 and 2). Supplementary Provisions (No. 2025-22, December 31, 2025)
Article 1 (Effective Date)
This notice shall take effect six months from the date of issuance.
Article 2 (Amendment of Other Notices)
① In the “”Notice on Conformity Assessment of Broadcasting and Communication Equipment (NRRA Notice)””, new clauses are added to Sub-item D of Article 10 Paragraph 1 Item 2 and Item 3 in [Annex 4] User Instructions. In [Annex 1], Sub-item 6 of Item 11 Section D is renumbered as 7, and the revised Sub-item 6 is provided.
② In the “”Notice on Designation and Management of Testing Laboratories for Broadcasting and Communication Equipment (NRRA Notice)””, [Annex 1] regarding the test items by designated fields (related to Article 3) is revised to newly include test item codes “”342-3, 342-4″” under the detailed classification.

On 12th November 2025,The Ministry of Science and ICT announced a legislative notice for the enactment of the Enforcement Decree of the “”Framework Act on the Advancement of Artificial Intelligence and the Establishment of Trust.””
– To support the sound development of artificial intelligence (AI) and establish a foundation of trust, thereby protecting the rights and dignity of citizens.
– To improve the quality of life for citizens and enhance national competitiveness.

2025年10月20日,台湾标准检验局 (BSMI) 发布了《太阳能光伏逆变器和监控单元安全测试技术规范》(文件编号:11440013080)。
该技术规范已刊登于《行政院公报》(第031卷,第197期),并于2025年10月20日正式生效。
On Oct. 20, 2025, the Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan published the Technical Specifications for Security Testing of Solar Photovoltaic Inverters and Monitoring Units (Document No. 11440013080).
The technical specification was published in the Executive Yuan Gazette (Volume 031, Issue 197) and took effect on Oct. 20, 2025.

On Oct. 1, 2025, the National Cyber Security Agency (NCSA) released the AI Security Guidelines: Guidelines for the Secure Use of Artificial Intelligence. The core of the guidelines is to integrate security into the “Artificial Intelligence System Lifecycle” framework.

泰国内政部根据《能源产业法》实施新的光伏屋顶规定
自2025年11月17日起,泰国内政部根据修订后的《能源产业法》实施新的光伏屋顶安装规定。 对容量不超过10 kW且不接入国家电网的屋顶光伏系统,免除 原有的许可证和审批要求,但须满足每平方米载荷不超过20公斤等建筑结构安全条件。
On November 17, 2025, Thailand put into effect new solar-rooftop installation regulations under a revision of the Energy Industry Act, issued by the Ministry of Interior. Systems up to 10 kW that are not connected to the national grid are exempt from license and permit requirements, provided they meet structural‑safety conditions such as panel weight limits (no more than 20 kilograms) per square metre.

The Department for Private Enterprise and Collective Economy Development under the Ministry of Finance of Vietnam recently released a report on AI and its impact on the dual transformation of Vietnamese SMEs. The report provides an in-depth analysis of the current status of digital and green transformation of Vietnamese enterprises, esp. SMEs, identifies opportunities and challenges of Vietnamese enterprises, and proposes specific solutions suitable to capacity and resources.
The report consists of 5 parts — Part 1: Global and Vietnamese dual transformation context; Part 2: Overview of AI and applications in dual transformation; Part 3: Application of artificial intelligence in dual transformation for Vietnamese SMEs; Part 4: Efforts of the Department for Private Enterprise and Collective Economy Development in supporting Vietnamese SMEs in dual transformation; and Part 5: Appendix.
