澳大利亚ACMA颁布新的LIPD设备法规要求

The Australian Communications and Media Authority (ACMA) previously held a public consultation on March 19, 2025, to remake the Low Interference Potential Devices (LIPD) class license, which was scheduled to sunset on October 1, 2025. ACMA published the Outcome on September 5, 2025, and the Radiocommunications (Low Interference Potential Devices) Class Licence 2025 came into effect on October 1, 2025. This new class license includes updates for the following devices:
•Wireless Audio Transmitters using Wireless Multi-Channel Audio System (WMAS) in 520–694 MHz
•Frequency-Hopping Radiocommunications Transmitters in the 5925–6425 MHz frequency band
•Digital Modulation Radiocommunications Transmitters in the 5150–5250 MHz frequency band
•RLAN Radiocommunications Transmitters in the 6425–6585 MHz frequency band
•Radiodetermination Radiocommunications Transmitters in the 13.4-14 GHz frequency band, and 76-77 GHz frequency band.

 

Brazil 巴西

ANATEL has published Act No. 14158, which introduces several important updates to the Technical Requirements for Radio Frequency Devices originally defined under Act No. 14448/2017 and the Test Procedures under Act No. 237/2022.
The new Act was published on October 8, 2025, and will become mandatory starting April 6, 2026. Until then, projects may continue to follow the current requirements, but new certifications are encouraged to align with the updated rules as soon as laboratory capacity becomes available.
Key updates include:
1. New definition for “Vehicle Radar System (radar veicular)”
2. Wireless Audio Systems (microphones, IEMs, PMSE):
3. Radar Systems (76–81 GHz and above):
New provisions regulate the use of vehicle radars and airport-related radars:
•Operation of radars in airport areas and on-ground aircraft is now explicitly allowed;
•Vehicle radars (76–81 GHz) remain covered by their specific technical limits.
4. New Frequency Section – 116 GHz to 246 GHz (Section 25)
A new Section 25 has been created for systems operating between 116–123 GHz, 174.8–182 GHz, 185–190 GHz, and 244–246 GHz.
•Defines EIRP limits (40 dBm average / 43 dBm peak; up to 82 / 85 dBm for fixed outdoor P2P links);
•Establishes measurement bandwidth (RBW = 100 kHz) and spurious limits (≤ 90 pW/cm²) above 40 GHz;
•Prohibits use of these bands on aircraft or satellites.
5. Revisions for the 5 GHz Wi-Fi Bands
The new Act introduces a complete restructuring of the 5 GHz UNII bands, clarifying power and emission limits, creating new sub-items, and aligning the Brazilian requirements with the ETSI and FCC frameworks.
6. Updates for 57–71 GHz Devices (Article 8 – Item 17 revised)
The section on 57–71 GHz has been completely rewritten, expanding from the previous 57–64 GHz range and modernizing the rules for Field Disturbance Sensors (FDS) and other devices.
7. Updates to Test Procedures for 6 GHz Wi-Fi (Article 18 – Amendments to Act 237/2022)

On October 15, 2025, BIS announced that the mandatory implementation date for Uninterrupted Power Supply (UPS) was extended by one year, until November 19, 2026.
All UPS manufacturers are required to implement the revisions/amendments in the standard IS 16242 (Part 1): 2025 / IEC 62040-1: 2017 +AMD1: 2021 +AMD2: 2022 CSV before this final date to keep their licenses active.

On September 16, 2025, the Jordanian Telecommunications Regulatory Commission (TRC) issued Instructions No. 2 of 2025 – Conditional Instruction on Approval Procedures for Importing Telecommunications Equipment and Telecommunications Equipment.
Updates to the guidance include:
•Reports from laboratories accredited by ILAC-MRA accreditation bodies should be used;
•New applications for local companies that have obtained type approval on behalf of other companies are valid for 1 year;
•The renewal application is valid for 1 year, calculated from the date of issuance of the new certificate;
•The list of exempt products has been expanded to include scanners, data displays, and projectors that do not contain high-power radio communication functions or components; Laptops that do not contain high-power radio communication functions or components; Wireless mice, wireless keyboards, wireless headphones (Wi-Fi, Bluetooth), wireless chargers, cables and wires, empty cabins, remote short-range control using infrared rays, hard disks and storage devices, GPS navigation equipment (without any high-power radio communication functions or parts), and production electronic parts without any radio communication functions or parts.

On 10 October 2025, the Malaysian Technical Standards Forum Berhad (MTSFB) launched a public consultation on the following technical specifications:
•Satellite Earth Station Terminal Specification, citing EN 301 441, EN 301 681 and EN 301 489 series standards;
•Free Space Optical Communication (FSO) specification;
•specification for amateur radio equipment, citing EN 300 086, EN 300 113, EN 301 166 and EN 301 783

On Friday, October 17, the IFT was dissolved. The CRT assumed its functions, with its five commissioners appointed by the presidency and ratified by the Senate.
The transition period to the new Telecommunications Regulatory Commission begins, administrative procedures and processes have been suspended for various periods, as follows:
Approval procedures (homologations): Suspended for an immediate period of 5 business days.
Other regulatory procedures: Suspension for 15 business days.
Ongoing administrative and regulatory procedures: Suspended for 60 business days.
The existing legal instruments and procedures remain valid and are assumed by the new authorities.

 

Moldova 摩多瓦共和国

Effective February 28, 2026, a new law in Moldova will simplify market access for electrical and electronic devices.
If the radio equipment and other devices are already CE-marked and accompanied by an EU Declaration of Conformity (DoC), they can now be placed on the Moldovan market without an additional local certificate.
However, a Moldovan Declaration of Conformity (SM DoC) in the national language is still required until March 1, 2026.

On October 6, 2025, the Ministry of Science and Technology (MST) of Vietnam solicited public comments on the Draft Circular on the Draft National Technical Regulations on Electromagnetic Compatibility of Terminals and Auxiliary Equipment, the Draft Announcement of Conformity Certification (QCVN) and the Instructions. This new draft EMC standard will apply to 2G, 3G, 4G, 5G NR, and LTE NB-IoT. The new standard QCVN 86:2025/BKHCN will be equivalent to EN 310 489-52 V1.3.1 (2024-11) and will come into force on January 1, 2026.
Between January 1, 2026 and December 31, 2026, devices using 2G, 3G, and/or 4G technologies can use QCVN 86:2019/BTTTT or QCVN 86:2025/BKHCN for SDoC processes; Devices using 5G NR and/or LTE NB-IoT technology can use QCVN 18:2022/BTTTT or QCVN 86:2025/BKHCN for SDoC processes. From January 1, 2027, all of the above devices will be required to apply for QCVN 86:2025/BKHCN to complete the SDoC process.

No. 131 of 2025- BZS 35: 2025 BELIZE STANDARD SPECIFICATION FOR ENERGY LABELLING AND REQUIREMENTS FOR AIR CONDITIONERS. These standards will come into effect on October 1, 2025.

Ministry of Energy has released the Resolution N°65/23.09.2025 applicable for refrigerators, freezers and refrigerators-freezers.
This regulation establishes the minimum energy efficiency classification acceptable for the products mentioned above, obtained under the process stated on SEC Protocol PE N°1/17/2:2022.
The entry in force will be July 1st, 2026 and there will be 2 stages for the implementation.
Implementation Schedule
The minimum energy efficiency standard will be established using the Energy Efficiency Index (EEI) calculated in accordance with EP No. 1/17/2:2022, or any subsequent amendment.
The standard will be established gradually based on the following schedule:
Stage 1: Starting July 1, 2026, Certificates of Approval may only be issued for electrical refrigerators, freezers, and refrigerator-freezers with an Energy Efficiency Index of 145 or less.
Stage 2: Starting July 1, 2032, Certificates of Approval may only be issued for electrical refrigerators, freezers, and refrigerator-freezers with an Energy Efficiency Index of 106 or less.

The updated MEPS standard for Household Refrigerators is published – GB 12021.2-2025 Maximum allowable values of energy consumption and energy efficiency grade for household refrigerating appliance, and will come into force on June 01, 2026.

The East African Community has adopted regional Minimum Energy Performance Standards (MEPS) for refrigerating appliances and air conditioners, a crucial step towards reducing energy consumption by promoting energy-efficient appliances and strengthening the regulation of the energy efficiency market. The EAC Principles and Procedures for the Development and Harmonisation of EAC Standards guided this process. National consultations and regional harmonisation meetings were conducted in EAC Partner States under the guidance of the East African Standards Committee (EASC). The EAC energy labels were integrated into the regional MEPS for refrigerating appliances and air conditioners to help energy users assess the energy efficiency of products in the market.
The region is still a dumping ground for inefficient products due to limited compliance with standards. Following their adoption, the MEPS for cooling appliances will be accompanied by a moratorium period, allowing EAC partner states to transition to energy-efficient refrigerating appliances and air conditioners. Additionally, the ongoing development of the EAC Energy Efficiency Policy, Regional Compliance Framework, and Energy Performance Label will play a critical role in supporting the enforcement of the MEPS for both lighting and cooling appliances. This development aligns with the East African Centre of Excellence for Renewable Energy and Efficiency (EACREEE)’s efforts to foster an enabling environment for renewable energy and energy efficiency markets and investments, contributing to improved energy security and climate change mitigation
The development of these MEPS was supported by the United Nations Environment Programme-United for Efficiency (UNEP-U4E), United Nations Industrial Development Organisation (UNIDO), and East African Centre of Excellence for Renewable Energy and Efficiency. The newly adopted MEPS carry the following reference numbers;
• EAS 1213:2025, Air conditioning appliances for household and similar use-Minimum Energy Performance Requirements (1st edition).
• EAS 1214:2025, Refrigerating appliances for household and similar use-Minimum Energy Performance Requirements (1st edition).

Israel notified WTO a notification about household and similar electrical appliances – Safety: Particular requirements for appliances for skin exposure to optical radiation.
All requirements of the existing Israel Standard, SI 60335 part 2.27, dealing with electrical appliances for skin exposure to optical radiation, shall be declared mandatory. This declaration aligns with the objective of mandatory standardization to protect public health.This standard adopts the International Standard IEC 60335-2-27 – Edition 6.0: 2019-05, with a few necessary national deviations that are noted in the standard’s Hebrew section.

India publishes notice on Implementation of QR Code Mapping with Production Data for Frost-Free and Direct Cool Refrigerators.
In continuation of the QR code implementation for Frost-Free and Direct cool refrigerators, the Bureau of Energy Efficiency (BEE) hereby notifies all manufacturers and permittees that the QR code of each registered unit shall be mapped with the corresponding production data.
It is further informed that the functionality of QR code mapping with production data shall come into effect from 1st October, 2025, under the mandatory phase.

The Bureau of Energy Efficiency (BEE) has extended the validity of the existing star rating table of Microwave Ovens and Air Compressors ( voluntary scheme). The new validity periods are as follows:
• Air compressor: The new validity period will be effective from 8th March 2019 to 31st December 2026
• Microwave ovens: The new validity period will be effective from 11th January 2021 to 31st December 2026
All manufacturers/permittees who wish to continue with their existing BEE-approved models must apply for the Model Continuation applications before 30th November 2025.

Pursuant to the Electrical Appliances and Household Products Safety Control Act, its Enforcement Decree, and Enforcement Rules, and in accordance with matters delegated or necessary for the implementation of the Act, the following amendments to the Operational Guidelines for the Safety Management of Electrical Appliances and Household Products are hereby announced.
Purpose of Revision:
In response to the establishment of the Safety Standard for Portable Ethanol Stoves (announced on August 26, 2025), these amendments to the Operational Guidelines for the Safety Management of Electrical Appliances and Household Products have been made as follow-up measures.

245/2025号部长令为生产商和进口商提供了12个月的过渡期,以遵守埃及标准ES 7825。该标准规定了灯具的一般要求,包括电源电压高达1000 V的电光源。本文件也包含半灯具的要求。值得一提的是,该标准在技术上与IEC 60598-1/2024完全相同。

Egyptian Organization for Standardization and Quality published the Ministerial Decree No. 245/2025 mandating the Egyptian Standard ES 7825 “”Luminaires – General requirements and tests.
The Ministerial Decree No. 245/2025 gives the producers and importers a twelve-month transitional period to abide by the Egyptian standard ES 7825 which specifies general requirements for luminaires, incorporating electric light sources for operation from supply voltages up to 1000 V. Requirements for semi-luminaires are included in this document. Worth mentioning is that this standard is technically identical with IEC 60598-1/2024.

With the development of the lighting industry, the design and variety of luminaires have become increasingly diverse, and international safety and electromagnetic compatibility standards have been updated successively. To protect consumer rights and ensure product safety, the BSMI proposes to update the inspection requirements for luminaires. Additional performance requirements for desk luminaires intended for study tasks will be introduced. Furthermore, motion-sensor luminaires, camping luminaires, and rechargeable luminaires are proposed to be included within the scope of mandatory inspection. The conformity assessment procedures will remain unchanged.

With the advancement of the lighting industry, LED light sources have gradually replaced traditional
sources such as fluorescent lamps. As a result, the use of dedicated power devices, namely LED lamp controlgear, has become increasingly common. To protect consumer rights and ensure product safety, the BSMI proposes to include LED lamp controlgears in the scope of mandatory inspection. The conformity assessment procedure will be the Registration of Product Certification Scheme (Modules II+III).

In August 2025, Standards Australia and Standards New Zealand jointly released the AS/NZS CISPR 15:2025 standard. This latest standard officially came into effect on August 17, 2025, marking a significant step forward for both countries in the management of electromagnetic compatibility (EMC) of lighting equipment. The new standard adopts and modifies the international standard CISPR 15:2018, establishing more stringent and comprehensive technical specifications for EMC control in the lighting industry.

Korea Energy Agency (KEA) Announcement — Expansion of the “Batch Additional Model Reporting” Function for Energy Efficiency Management Equipment
To enhance the convenience for manufacturers and importers when reporting additional models of energy efficiency management equipment,
the Korea Energy Agency has introduced a “Batch Reporting for Additional Models” function starting October 15.
Previously, submitting three additional models required three separate applications and approval procedures.
With this new function, companies can now report and obtain approval for multiple additional models in a single application process.
– System Update Date: October 15, 2025 (Wednesday)
– Applicable Processes: Grade Application, Grade Addition
– Applicable Products: 34 items subject to automatic approval
Note: Items not subject to automatic approval:
Incandescent lamps, Three-phase induction motors, Window sets, Multi-type Electric Heat Pump (EHP) systems, Adapters and chargers, Computers.

经济部预告修正「商品检验标识使用办法」部分条文,新增经指定公告商品须申请流水号,并简化防火门商品检验标识的申请核发与使用规定,改由报验义务人自行印制。此外,也放宽业者恢复预购标识的资格条件 (由连续三批五倍量合格改为连续三批合格) ,并删除报验义务人缴还检验标识时发给缴还凭单的规定,以符合实务。民众可于公告刊登公报隔日起六十日内陈述意见或洽询标准检验局。

The Ministry of Economic Affairs (MOEA) pre-announced draft amendments to the “Regulations Governing the Use of Product Inspection Marks”. Key changes involve simplifying the inspection mark process for goods like fire doors, allowing businesses to self-print them. It also eases conditions for vendors to regain the right to pre-purchase marks (from five-fold quantity to three consecutive passes) , and removes the requirement for issuing a return certificate when marks are returned. Public comments are accepted for sixty days.

On 19 September 2025, the Greenhouse and Energy Minimum Standards (GEMS) Regulator agreed to a change that allows suppliers to use sodium percarbonate as an alternative in detergent when testing washing machines.
This change makes it easier for suppliers to comply with GEMS requirements by allowing the option to use a less hazardous bleaching agent for energy efficiency testing and ensures alignment with the latest industry practices and testing methodologies.
