巴西ANATEL 发布供货商网络安全审核指南

巴西国家电信局 (ANATEL) 于 2024 年 11 月 26 日发布了第 16417 号协议，其中包括营运程序以及针对电信服务供货商的电信产品和设备供货商的网络安全政策进行审核的指南。该法案现已生效，并将于 2025 年 11 月 26 日起强制执行。

The Agência Nacional de Telecomunicações (ANATEL) in Brazil published Ato No. 16417 on November 26, 2024, which includes the Operating Procedure with guidelines for auditing suppliers of telecommunications products and equipment for telecommunications service providers on their cybersecurity policy. This Act is now in effect, and will be mandatory starting November 26, 2025.

Suppliers will undergo regular audits to ensure compliance with defined cybersecurity requirements. These audits will focus on critical areas such as:

• Risk Management
• Data Protection
• Incident Response
• Adherence to International Cybersecurity Standards

By identifying and addressing vulnerabilities, the regulation aims to safeguard the integrity of Brazil’s telecommunications networks and services.

埃及NTRA 在更新后的短距离设备指南中允许使用 6 GHz 频段

2024年11月24日，埃及国家电信监理局 (NTRA) 发布了短距离设备无线电频谱指南 (SRD) 1.3版。更新的 SRD 指南包括 5925-6425 MHz (6 GHz) 频段，仅限无线 LAN (WLAN) 室内使用。

On November 24, 2024, Egypt’s National Telecommunications Regulatory Authority (NTRA) published version 1.3 of the Radio Spectrum Guidelines for Short-Range Equipment (SRD). The updated SRD guidelines include the 5925-6425 MHz (6 GHz) band, which is limited to wireless LAN (WLAN) indoor use.

On November 29, 2024, India’s National Communications Security Centre (NCCS) issued a memorandum informing that cloud-implemented IP routers and Wi-Fi CPEs will be exempt from security certification until May 31, 2025.

BIS发布了《IS 302（第1部分）：2024 / IEC 60335-1：2020实施指南》和《2024年家用、商业和类似电器安全实施（质量控制）令》并修订了IS 302（第1部分) 1) : 2024/ IEC 60335-1 : 2020 》要求CRS方案下的「家用和类似用途电器的适配器」和ISI标志下的「家用、商业和类似用途电器」需要在 2026 年 2 月 23 日前， 将标准升级到IS 302 (Part 1 ) ) : 2024/IEC 60335-1 : 2020  (原公布的截止日期为 2025 年 2 月 23 日)。

BIS 为「现有被授权人和新申请人」提供实施指南，以确保平稳过渡。 详细流程、时间表和技术变更请参阅官方通知。

BIS issued the 《Guidelines for implementation of IS 302 (Part 1):2024 /IEC 60335-1:2020》and 《Implementation of Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2024 and revised IS 302 (Part 1) : 2024/ IEC 60335-1 : 2020 》to request the  “Adapters for Household And Similar Electrical Appliances” under CRS scheme  and “ Household, Commercial and Similar Electrical Appliances ” under ISI mark need to standard upgrade to IS 302 (Part 1) : 2024/IEC 60335-1 : 2020 before February 23, 2026, from the initial deadline of February 23, 2025.

BIS offers implementation guidance for “Existing Licensees and New Applicants” to ensure a smooth transition.  For detailed procedure, timeline and technical changes, please refer to the official notification.

On 28 November 2024, the Malaysian Communications and Multimedia Commission (MCMC) published the Guidelines for the Use of Unmanned Aircraft Systems (UAS) Radio Spectrum. These guidelines serve as a reference for radio frequency use, technical parameters, regulatory procedures, and radiocommunication information relevant to UAS operations.

沙特阿拉伯标准度量衡质量局 (Saudi Standards, Metrology and Quality Organization, SASO) 宣布将延长第一阶段产品USB Type-C 实施缓冲期至2026年1月1日。届时对于所有新型便携式电子产品等第一阶段产品的充电端口，制造商必须采用标准SASO IEC 62680-1-2:2023和SASO IEC 62680-1-3:2023中指定的USB Type-C或USB Power Delivery标准。

新加坡信息通信媒体发展局( IMDA) 发布了2项技术标准：

• TS CBS – 蜂巢式基地台和中继器系统技术规范
• TS CMT – 蜂巢式行动终端技术规范

Singapore IMDA had published 2 Technical Standards:

• TS CBS – Technical Specification for Cellular Base Station and Repeater System
• TS CMT – Technical Specification for Cellular Mobile Terminal

From now on it is necessary to follow the latest technical specifications for IMDA Certifications.

越南MIC 发布了针对地面移动无线电设备和地面无线电中继的 EMC 技术法规

越南发布关于地面移动无线电设备和地面无线电干线电磁兼容性国家技术法规的第13/2024/TT-BTTTT号通知，以取代先前的第39/2015/TT-BTTTT号通知，并将于2025年1月1日实施。

– 从 2025 年 7 月 1 日起，受管制产品必须符合新版法规 QCVN 100:2024/BTTTT

– 过渡期为2025年1月1日至6月30日，可选择遵守旧版法规QCVN 100:2015/BTTTT或新版法规QCVN 100:2024/BTTTT

Vietnam published Circular No. 13/2024/TT-BTTTT on National Technical Regulation on electromagnetic compatibility for terrestrial mobile radio equipment and terrestrial radio trunks to replace previous Circular No. 39/2015/TT-BTTTT, and it will be implemented on  2025 January 01.

– From Jul-1 of 2025, the regulated products must comply with new verison regulation QCVN 100:2024/BTTTT.

– Transition Period from Jan-1 till Jun-30 of 2025, it is allowed to optional comply with either old verison regulation QCVN 100:2015/BTTTT or new verison regulation QCVN 100:2024/BTTTT

A notice for Guidelines for building up the framework for Lithium Batteries Standards system, is published on Nov 15 by China MIIT.

The framework will include 6 sections of standards – 1)general requirement, 2)materials and components, 3)production and testing, 4)safety and performance, 5)recycle and 6)low carbon.

征求意见的最后日期: 2025年2月14日

On December 10 Belize submitted draft Belize standard specification for energy labelling and requirements for refrigerating equipment and draft Belize standard specification for energy labelling and requirements for air conditioner to WTO for public consultation.

Any comments should reach the Director, Belize Bureau of Standards no later than February 14th, 2025.

Qatar 卡塔尔

卡塔尔发布洗衣机能效及水效要求草案

[法规草案] 卡塔尔11月28向WTO提交了QS 05/ Final Draft of Standard / GSO 2738:2024 能效及水效要求的公众咨询。意见收集日期截止公告后60天，通过及生效日期待定。

On November 28, Qatar submitted QS 05/ Final Draft of Standard / GSO 2738:2024 Electrical Clothes Washing Machines – Energy and water performance requirements to WTO for public consultation.

The comment period is 60 days after the notice is published, adoption and effective date are yet to be determined.

阿根廷发布全新产品能效框架法规,11类产品迎来大变革

2024年11月26号，阿根廷经济工业贸易部发布了第438/2024号法规。该决议自 2026年3月5日起取代现行能效合规评定法规 (第319/1999 号决议及其相关规定)

第438/2024号法规将11类电能能效产品的能效标签设计及符合性规则进行了重塑。这11类产品包括:

1 冰箱/冷柜

2 洗衣机

3 空调

4 微波炉

5 储水式热水器

6 灯具

7 电视机

8 单相/三相感应电机

9 洗碗机

10 便携式/嵌入式烤箱

11 水泵

新的合格评定要求，制造商或进口商根据阿根廷官方认可测试实验室或者阿根廷以外如TUV莱茵的ILAC 认可实验室出具的测试报告做自我符合宣称即可。测试报告的有效期为 4年。

On November 26, 2024, the Ministry of economy secretariat of industry and commerce of Argentina released Regulation No. 438/2024. This resolution will replace the current energy efficiency compliance assessment regulations (Resolution No. 319/1999 and its related provisions) from March 5, 2026. Regulation No. 438/2024 reshapes the energy efficiency label design and compliance rules for 11 categories of electrical energy efficiency products. These 11 categories of products include:

1 Refrigerators, freezers and freezers

2 Electric washing machines

3 Air Conditioners

4 Microwave ovens

5 Electric storage water heaters

6 Lamps

7 Televisions

8 Induction motors (single-phase and three-phase)

9 Dishwasher

10 Electric ovens

11 Electric pumps

The new conformity assessment requirements require manufacturers or importers to make self-declaration of conformity based on the test report issued by the officially recognized testing laboratory in Argentina or the ILAC accredited laboratory outside Argentina such as TUV Rheinland. The test report is valid for 4 years.
