TÜV Rheinland Designated as Yemen Energy Efficiency Notified Body for Air Conditioners
TÜV Rheinland Hong Kong has been designated by the Yemen Standardization, Metrology & Quality Control Organization (YSMO) as a Notified Body for Energy Efficiency Labeling for air conditioners.
This designation enables TÜV Rheinland to provide technical approval and registration services to manufacturers and importers. This follows TÜV Rheinland’s previous approval as an energy efficiency notified body in Oman and Bahrain, further solidifying its expertise in the energy efficiency sector.
The implementation date for Yemen’s energy efficiency regulations is set for October 1, 2024, with assessment standards aligned with those in Oman, namely GSO 2530:2016. Products subject to these regulations must undergo energy efficiency registration and obtain the corresponding energy efficiency label, which is valid for a period of two years.
In addition to Yemen EER, TUV Rheinland Hong Kong is also the notified body for Oman EER, Bahrain EER, G-mark, and Oman LV products. We aim to support manufacturers in navigating regulatory requirements and ensuring their products meet the necessary standards for export to the Middle East market. This document specifies the technical requirements and test methods for power supplies converting AC voltage to low-voltage DC (not more than 60V) or low-voltage AC (not more than 42.4V) output voltage under the conditions of 220V and 50Hz power supply.
This document applies to external power supplies with rated output power of no more than 500W and internal power supplies with rated output power of no more than 3000W for microcomputer system equipment and servers.

NCCS (National Centre for Communication Security) Wi-Fi CPE产品说明指引

Several OEMs previously inquired about whether a Wi-Fi Access Point (AP) or their product falls within the scope of the Wi-Fi CPE ITSAR. NCCS has issued a document clarifying product classification under Wi-Fi CPE, providing the following guidance:
“Only complete-in-itself, standalone, independent equipment are tested and certified under the scheme. Equipment modules/ €components are not covered by the scheme. Further, combinations of independent equipment made to form systems are not certified under this scheme; instead, each independent equipment would need separate certification. Modules/components include both hardware and software.
Any Wi-Fi product having capability of static or dynamic routing or NATing functionality or any packet filtering functionality irrespective of product name assigned by OEM or the deployment scenario is covered under the scope of Wi-Fi CPE ITSAR.
Hence, Wi-Fi Access Point (AP) with any of the above functionalities falls under the category of Wi-Fi CPE”

The Malaysian Communications and Multimedia Commission (MCMC) issued a notice on 1 June 2024, announcing that the Class Assignment for Fixed-Satellite Service Earth Station(s) and Ultra-Wideband (UWB) Communication Device(s) that operate in the 3400-3700 MHz frequency band will be cancelled starting 1 June 2025.
As of 1 June 2025, these equipment and devices operating in the 3400-3700 MHz band will no longer be able to apply for approval or be used in Malaysia.

Malaysian Communications and Multimedia Commission(MCMC) opened a public consultation on New Communications Equipment Framework (NCEF).
Under the proposed NCEF, there are requirements for supplier and communications equipment registration, for example:
– Registration of supplier will be based on whether the supplier intends to use communications equipment for commercial or non-commercial activities.
– The registration of communications equipment will be based on the classification of communications equipment according to potential risks, which consists of scheme A (high-risk), scheme B (medium-risk) and scheme C (low-risk). In addition, communications equipment may also be subjected to special approval, exemption or prohibition.
– The proposed operating model of NCEF provides a clear demarcation of roles between MCMC and Certifing Agent.
– Proposed revision of the Communications and Multimedia (Technical Standards) Regulations 2000, to address certain challenges in dealing with the sales of communications equipment on ecommerce platform, potential false declaration of compliance by suppliers as well as enhancing market surveillance activities.

On 15 July 2024, the Thai Ministry of Industry published an announcement regarding the establishment of TIS 2879-2567(2024) on safety requirements for portable power banks.
TIS 2879-2567 replaces TIS 2879-2560, and sets out safety standards for portable power banks. These power banks are intended for charging electrical and electronic devices, with a direct current voltage output not exceeding 20V.
TIS 2879-2567 does not apply to:
(a) uninterrupted power systems (UPS);
(b) electrical equipment with a built-in battery capable of supplying power to other devices where the ability to supply power is not the primary function of the equipment, such as portable speakers with a power outlet and portable computers.
The Standard requires manufacturers and distributors of portable power banks to comply with specified safety standards regarding labelling, testing and manufacturing requirements aimed at preventing potential safety risks. Compliance with these standards is required for the products to be sold in the market.
This Announcement will enter force when TIS 2879-2567 is made mandatory by Ministerial Regulation.

On 26 July 2024, Bahrain Ministry of Industry and Commerce notified to WTO a draft technical regulation regarding Electrical Clothes Dryers – Energy Performance, Testing and Labelling Requirements.
This regulation specifies the Minimum Energy Performance Standard (MEPS) and testing requirements of clothes dryers with capacity up to 25 kg, that operate in AC single-phase of 230V with a frequency of 50 Hz according to GSO 1899.
This regulation shall not apply to:
– Combined washer – dryers.
– Spin extractors.

2024年7月15日，泰国工业部发布公告，制定有关电熨斗安全要求的工业标准TIS 60335-2(3)-2567。
该公告将于 TIS 60335-2(3)-2567 被部会级法规强制执行后生效。
On 15 July 2024, the Thai Ministry of Industry published an announcement establishing industrial standard TIS 60335-2(3)-2567 on safety requirements for electric irons.
Standard TIS 60335-2(3)-2567 specifies scope, reference documents, general terms and conditions for testing, classification criteria, and marking and labelling requirements for electric irons.
The standard applies to all dry and steam irons including electric irons with a water boiler or a separate water container with a capacity not exceeding 5kW and a rated voltage not exceeding 250V. These include both DC appliances and those that are battery-operated. Electrical irons not intended for residential use but which can be a source of danger to the public, for example commercial and store-based appliances, are also within scope. Electric irons intended for use in means of transportation are not included.
The announcement will take effect when TIS 60335-2(3)-2567 is made mandatory by ministerial regulation.

On 23 July 2024, the Thai Ministry of Industry published the announcement in the Official Gazette industrial on standard TIS 60335-2(84)-2566 on safety of electric toilet appliances having a rated voltage being not more than 250 V, in which excrement is stored, dried or destructed or which wash or dry parts of the human body.
The enforcement date is 24 July 2024.

On 15 July 2024, the Thai Ministry of Industry published an announcement establishing industrial standard TIS 60335-2(15)-2567 on safety requirements for APPLIANCES FOR HEATING LIQUIDS.
This standard applies to the following electrical appliances for heating liquids for household and similar purposes, their rated voltage being not more than 250 V: 1) Electric Kettles, electric thermo pots and other appliances for boiling water, having a rated capacity not exceeding 10L 2) Electric rice cookers 3) Electric boilers
The announcement will take effect when TIS 60335-2(15)-2567 is made mandatory by ministerial regulation.

On 12 August 2024, Turkey has released an energy efficiency upgrade draft for tumble dryers, and it has been submitted to the WTO for public consultation. It is planned to follow up with the EU upgrade on 1 July 1, 2025.
Household tumble dryers must meet the labelling and additional product information requirements when they are placed on the market or put into service, while also ensuring the free movement of these products within the Türkiye-EU Customs Union. This Communiqué fosters harmonization mandatory labelling and additional product information requirements for household tumble dryers.

This draft Ministerial Regulation applies to fixed general purpose luminaires for use with LED light sources for operation from AC supply voltages up to 1000 V, consisting of one of the following: 1) luminaires with driver; 2) luminaires with LED light sources; 3) luminaires with driver and LED light sources.
This draft Ministerial Regulation does not apply to blank luminaires.

Côte d’Ivoire published Energy Labeling Practical Guide version July 2024. This guide aims to describe the process to be followed by importers to receive the label model corresponding to their various orders. It also describes the interactions between the General Directorate of Energy (DGE), the General Directorate of Foreign Trade (DGCE) and the General Directorate of Customs in the context of the processing of label requests and the control of devices subject to the energy labeling entering Côte d’Ivoire.

On 1 July 2024, Vietnam published the list of items subject to energy performance testing and energy labelling under the management responsibility of the Ministry of Industry and Trade.
The generic product classes are as the following: Lighting products, Refrigerator, freezers, Rice cooker, Electric fans, Water heater, Video recorder, Air Conditioner, Washing machine, Printer, Copier, Monitor, Laptop, Desktop, Electric motor, industrial boiler, transformer.
It is implemented from 1 July 2024.

NSW Fair Trading has announced that from February 2025, new mandatory safety standards will apply to lithium-ion batteries used in e-mobility devices. The standards will enhance consumer safety by reducing the risk of fires associated with these products.
e-bikes, e-scooters, e-skateboards, self-balancing scooters and the lithium-ion batteries used to power these devices are now ‘declared electrical articles’ under the Gas and Electricity (Consumer Safety) Act 2017. This means that these products need to comply with the prescribed mandatory safety standards before they can be sold in NSW.
From February 2025, e-micromobility devices, such as e-bikes and e-scooters, sold in NSW must comply with the prescribed safety standards. These requirements have been introduced to ensure that only safe and compliant products are available in the market, reducing the risk of fires.

In March 2024, Israel Minister of Economy and Industry announced a draft amendment to Israel’s Standards Law. This amendment significantly reforms Israel’s import regime – Standards Law (Compliance with European regulation requirements).
This new amendment on the new import regime was published in Israel’s Book of Laws no. 3286 on 11 August 2024 and will enter into force gradually from publication date onward.

On June 21, 2024, Malaysia Suruhanjaya Tenaga (ENERGY COMMISSION) released update version of Guidelines for the Approval of Electrical Equipment.
Any person who manufactures, import, display, sell or advertise any consumer electrical equipment before the date of coming into operation of these Guidelines shall comply with the provisions of these Guidelines within one year from the date of coming into operation of these Guidelines.
Sri Lanka斯里兰卡
斯里兰卡发布《标准化和质量控制条例》
斯里兰卡公布了《标准化和质量控制条例》，161指定商品应符合相应的斯里兰卡标准 (SLS)。除部分商品将于2024年11月15日生效外，该法规立即生效。
指定货物的进口商必须向海关提供文件以证明其符合指定的 SLS。
The Ministry of Finance, Economic Stabilization and National Policies of Sri Lanka has published the Standardization and Quality Control Regulations under the Import and Exports (Control) Act, No.1 of 1969, while repealed the 2017 regulations on May 17, 2024. All 161 specified goods shall be conformed to the corresponding Sri Lanka Standards (SLS), and those that are not barred from sale, offer for sale, use or distribution. The regulations came into effect immediately, except for certain goods which will be on November 15, 2024. Comparing it to the 2017 regulations, the number of specified goods had increased from 122 to 161, and provisions regarding SLS conforming were clarified.
Importers of specified goods are required to provide documentation to prove compliance with the specified SLS to the Customs.
