EESS更新过渡期实施指引:CTF 3 CTF 4测试报告不可用于 EESS 认证的 IECEE CB 测试报告

澳大利亚官方机构SCO发布更新过渡期实施指引,对用于 EESS 认证的 IECEE CB 测试报告,CTF 3 和 CTF 4 不可接受。   过渡期如下:

对于那些正在使用 CTF3 测试报告进行认证的工作,

– CTF 3 测试报告-在 2024 年 6 月 30 日之前,可使用 CTF3 测试报告获得认证。

– CTF 4 测试报告 – 不适用过渡期,因为不允许使用 CTF 4 测试报告进行认证。

注意:过渡期结束后,任何认证程序 (包括证书更新或修改) 都不接受 CTF 3 或 CTF 4 测试报告,即使最初的认证是使用 CTF 3 测试报告获得的。

在本指导文件发布之前颁发的所有现有认证 (使用 CTF 3 测试报告) 在其认证期限内仍然有效,除非因安全相关问题而提前取消 (使用这些证书的任何相关设备注册在其注册期限内有效,除非因安全相关问题而提前取消)。

本信息公告适用于 EESS 的认证要求。

 

STANDING COMMITTEE OF OFFICIALS (SCO) published general guidance about IECEE CB test reports acceptance – customer testing facilities (CTF)

This general guidance document is to provide information on suitability of IECEE CB test reports, particularly when testing in customer testing facilities (CTF) is used by the CB Test laboratory. This guidance re-confirms suitable test reports for IECEE CB scheme within EESS.

As industry are affected by this clarification, a transition period for those who have work underway that may be using CTF3 test reports for certification is as follows:

 

  • CTF 3 test reports – Up to 30 June 2024 certification (including modifications to existing certificates and renewals) can be obtained using CTF3 test reports (subject to usual review for correctness, suitability, details as required etc) under the terms of: o The certificate applicant can show they received the test reports prior to, or within 2 months of, this v2.0 of this information bulletin being published; or

o The certificate applicant can show they had engaged a test facility to conduct the tests prior to, or within 2 months of this v2.0 of this information bulletin being published; and

o the test reports are submitted with a certification application to a certifier before the transition period ends.

  • CTF 4 test reports – no transition period is applied as there is no allowance for use CTF 4 test reports for certification.

 

NOTE: after the transition period ends no test reports for CTF 3 or 4 will be accepted for any certification process (including renewal or modifications to certificates), even if original certification was obtained using a CTF 3 test report.

All existing certification (that used CTF 3 test reports) issued prior to this guidance document being issued remain valid for their period of certification unless otherwise cancelled sooner due to a safety related issue (and any related equipment registration using these certificates is valid for its period of registration unless otherwise cancelled sooner due to a safety related issue).

India issues Requirement of documents/exemption against certain parameters of ER of ‘PON Family of Broadband Equipment’ under MTCTE, in continuation to this office letter No. 5-5/2021-TC/TEC dated 20.07.2023, the status of acceptance of Exemption/ Test Reports /Self-Declaration of Conformity against the following parameters of ER of ‘PON Family of Broadband  Equipment’ under MTCTE is as link:

  • Protocol Test for any PON Interface (as per standards mentioned in ER): Exempted till 30 June 2024
  • Automatic Laser Shut Down & Automatic Power Shut Down (as per IUT-T G.664.IEC 60825 Annex-A1): Self-declaration of Conformity by Applicant is acceptable.
  • ECR (as per TEC 74046 Annex-R): Acceptable Test Reports are with ECR values calculated by OEM in-house lab or NABL.
  • Interoperability test for GPON Int. (as per ITU-T G.984.x G.988 & BFF- TR 255 Annex-J5): Acceptable Test Reports should be of OEM in-house lab or NABL with sub-parameters.

印度尼西亚低功耗广域网非蜂窝电信设备技术标准,2024年第5号法令

2024年1月3日,印度尼西亚通讯与信息科技部透过部长令颁布了《低功率广域网非蜂窝电信设备技术标准》。 此技术标准旨在确保电信设备的连接性,并对在该国制造、组装或进口和使用的低功率广域网(LPWAN)非蜂窝电信设备实施技术标准。其中一项重点是部长令第2条规定,LPWAN非蜂窩電信設備必須永久鎖定工廠,以便設備只能在規定的無線電頻段上運行。

该部长令自颁布日,即2024年1月3日起生效。

On 3 January 2024 through Ministerial Decree, the Indonesian Ministry of Communications and Information Technology promulgated the Technical Standards for Low Power Wide Area Network Non-cellular Telecommunications Equipment.

The technical standards aim to ensure connectivity in telecommunications equipment and impose technical standards on low power wide area network (LPWAN) non-cellular telecommunications equipment manufactured, assembled or imported, and used in the country. The full content of the technical standards is set out in the Annex which is an integral part of this Ministerial Decree.

Among the key matters, Article 2 of the Ministerial Decree specifies that LPWAN non-cellular telecommunications equipment must be permanently factory-locked so that the equipment can only operate on the prescribed radio frequency bands.

Article 3 provides that compliance with the technical standards must be demonstrated by a certificate of telecommunications equipment and/or telecommunications devices in accordance with relevant laws and regulations. Article 6 clarifies that test reports for the LPWAN non-cellular telecommunications equipment generated before the effective date of the Ministerial Decree may still be submitted for the certification process of telecommunications equipment and/or telecommunication devices provided that they do not conflict with this Ministerial Decree.

The Ministerial Decree entered into force on the day of promulgation, namely 3 January 2024.

接续二月国际市场准入信息发布过的韩国《无线电法》法规草案,韩国科学、信息技术和未来规划部于2024年1月23日,正式发布《无线电法》第 20067 号修正案。

该修正案旨在将自我符合性确认引入合格评定体系,并确立海外制造商指定国内代理商和报告不合格设备的要求,该修正案将于2024年7月24日生效。

This news is to follow TUV Rheinland Market Access monthly news of February, about the draft regulations on the Radio Act in South Korea.

On 23 January 2024, the Korean Ministry of Science, Information Technology and Future Planning issued an amendment to the Radio Act.

This amendment aims to introduce self-conformity confirmation into the conformity assessment system and establish requirements for overseas manufacturers to designate domestic agents and report non-conforming equipment.

Anyone who intends to manufacture, sell or import equipment that has a low risk of causing harm to the radio environment or broadcasting communication network shall undergo self-confirmation or a test by a designated testing agency to confirm and disclose that the equipment complies with the conformity assessment standards (Article 58-2).

Violations may result in administrative measures and fines.

For an overseas manufacturer to undergo conformity assessment, it is stipulated that a person with a domestic address or business office must be designated as an agent, and making a false designation may lead to the cancellation of the conformity assessment (Article 58-13).

The amendment shall enter into force on 24 July 2024.

On 15 February 2024, the National Radio Research Agency(RRA) issued announcement No. 2024-12.

According to the provisions of Article 4, Paragraph 3 of the “Notice on Conformity Assessment of Broadcasting and Communication Equipment, etc.”, several standard versions of electromagnetic compatibility test methods are modified, including the following:

1) KS C 9815:2020: Limits and methods of measurement of radio disturbance characteristics of electrical lighting and similar equipment revision to version KS C 9815:2023

2) KS C 9832:2019: Electromagnetic compatibility of multimedia equipment — Emission requirements revision to version KS C 9832:2023

3) KS C 9610-6-3:2017: Electromagnetic compatibility (EMC) — Part 6-3: Generic standards — Emission standard for residential, commercial and light-industrial environments revision to KS C 9610-6-3:2023

This announcement enters into force On 19 February 2024.

坦桑尼亚通信管理局TCRA于2023年11月发布了新版电子通信设备型式核准指南,新指南自发布之日起即时生效,涉及的要点如下:

  1. 型式核准应使用新的在线平台TANZANITE PORTAL提交申请;
  2. 对于所有连接蜂窝网络的机顶盒和终端电子通信设备,需要向TCRA 提交一台样品进行测试或评估。其他设备仅根据要求才提交样品;
  3. 关于模块认证,主机产品仍应获得型式认证即便模块已有该认证。
  4. 新增TCRA标签要求,内容和样式如下图。 其中XXXXXX/XXX/XXXX为证书编号,标签应使用Arial字体 (字号最小为5)。允许使用电子标签。

The TRCA (Tanzania Communications Regulatory Authority) has published in November 2023 new guidelines on the Type Approval of Electronic Communications Equipment.

With the enforcement of the new guidelines, labelling has become mandatory.

智利电力和燃料监管局于 2024 年 1 月 15 日发布了第 23152 号决议。该决议修订了 2022 年第 14337 号决议中公布的关于使用可燃气体的便携式和固定式户外烹饪器具的安全测试和认证的 PC 第 49/2 号议定书。

该修正案将议定书的适用日期从目前的 2024 年 2 月 1 日延长至 2024 年 5 月 2 日。在《议定书》生效后,决议中确定的产品的国家制造商、进口商和销售商必须获得相应的批准证书,然后才能将产品推向市场。

在 2025 年 2 月 2 日之前,2022 年 10 月 7 日的 49/2 号协定和 2007 年 8 月 1 日的旧 49/2 号协定将共存。在此之后,旧协议将从2025年起被新协议废除。

该决议于2024年1月17日生效。

 

Resolution No. 23152 was issued by the Chilean Superintendence of Electricity and Fuels on 15 January 2024. The resolution amends Protocol PC No. 49/2 on Safety Testing and Certification of Portable and Stationary Outdoor Cooking Appliances Using Combustible Gases, published in Resolution No. 14337 in 2022.

The amendment extends the application date of the protocol from currently 01.02.2024 to 02.05.2024. After the Protocol becomes applicable, national manufacturers, importers and marketers of the products identified in the resolution must obtain the corresponding approval certificates before bringing the products onto the market.

Until 02.02.2025, the protocol 49/2 from 07.10.2022 and the old protocol 49/2 from 01.08.2007 will coexist. After this, the old protocol will be repealed by the new protocol from 2025.

The resolution entered into force on 17 January 2024.

Israel: Revision of Official National Mandatory Standard on Safety of Household Electrical Appliances and Similar Devices: Requirements for Dishwashers, Notice, February 2024

This Notice was published in the Israeli Gazette on 07 February 2024 and announces that instead of Standard SI 900 Part 2.5 – Safety of Household Electrical Appliances and Similar Devices: Requirements for Dishwashers, November 2015:

 

“Standard SI 900 Part 2.5 – Safety of Household Electrical Appliances and Similar Devices: Requirements for Dishwashers, January 2024,” will be official, excluding:

(1) Section 7 – Instructions and Marking, sub-sections 7.201 to 7.205;

(2) Section 10 – Current and Input Power, sub-sections 10.201 to 10.203;

(3) Section 204 – Energy Consumption, Water Consumption, Disposal Quality, and Drying Quality – in accordance with the manufacturer’s statement;

(4) Section 205 – Power Consumption in Standby Mode.

 

This Notice comes into effect on the day of publication.

Standard SI 900 Part 2.5 – Safety of Household Electrical Appliances and Similar Devices: Requirements for Dishwashers, November 2015, will continue to apply for a period of six months, alongside the revised standard, until 7 August 2024.

此外,该决议推迟了 2021 年第 40420 号决议第 2 条和第 3 条规定的商业用途大功率炊具、冰箱和/或冰柜的能效值的制定。

该决议于2024年1月19日在哥伦比亚政府公报上公布,自发布之日起生效。

 

On 29 December 2023, the Colombian Ministry of Mines and Energy issued Resolution No. 40772 to extend the suspension of the commencement of the new values for the energy efficiency of air conditioning equipment, previously established as 1 January 2024, in accordance with Resolution No. 40247 of 2020 and Resolution 40420 of 2021. The suspension remains valid until the Ministry of Mines and Energy defines a new date of entry into force.

Additionally, this Resolution postpones the establishment of energy efficiency values fro high-power cookers, refrigerators and/or freezers for commercial use as set out in Articles 2 and 3 of Resolution 40420 of 2021.

This Resolution was published in Colombia’s Official Gazette on 19 January 2024, with application from the date of its issuance.

DOE will launch the PELP Online Product Registration Modules for Electric Fans (EF) and Clothes Washing Machines (CWM). PELP Product Registration applications will be accepted starting 25 March 2024. All Importers, Manufacturers and Distributors of Electric Fan and Clothes Washing Machines are enjoined to register their respective product models through the PELP System (https://pelp.doe.gov.ph/).

The National Environment Agency (NEA) of Singapore is seeking feedback on the introduction of Minimum Energy Performance Standards (MEPS) and Mandatory Energy Labelling Scheme (MELS) for:

  1. Water heaters (WHs)
  2. Commercial Storage Refrigerators (CSRs)

The consultation exercise will start on 12 January 2024 and end on 3 February 2024.

MELS and MEPS have been effective in improving the energy efficiency of appliances. The Government will progressively expand the MELS and MEPS to cover an increasing variety of appliances and is planning to implement MELS and MEPS to water heaters and commercial storage refrigerators starting from 1st April 2025.

When this proposal is adopted, applicable water heaters and commercial storage refrigerators will be regulated under the Energy Conservation (Regulated Goods and Registered Suppliers) Regulations (“EC(RG&RS)R”) and such goods will be required to:

  1. a) Be registered;
  2. b) Meet MEPS, and
  3. c) Be labelled with an Energy Label

Published on 25 January 2024, the Ukrainian Order No. 991 approves Technical Regulations which establish requirements for the labelling of, and the provision of supplementary product information on, electric mains-operated household washing machines and electric mains-operated household washer-dryers including those which can also be powered by batteries and including built-in household washing machines and built-in household washer-dryers.

The TR are modelled on Regulation (EU) 2019/2014 of 11.3.2019 supplementing Regulation (EU) 2017/1369 of the European Parliament and of the Council with regard to energy labelling of household washing machines and household washer-dryers.

This Order enters into force at the same time as the Resolution of 7 August 2013 No. 702 “On the approval of technical regulations on energy labelling” expires, but not earlier than six months from the date of its official publication.

近日澳大利亚官方机构SCO发布公告界定三层绝缘线 (TIW) 的合规标准公告, 明确在评估与提供 SELV 输出的灯具控制装置相关的变压器中使用的三层绝缘线 (TIW) 的合规标准。

此类变压器应符合控制装置标准中的要求,而不是音频/视频和信息技术标准中的要求。灯具控制装置标准 (AS/NZS 61347.1) 的附件 L 提到了 IEC 61558-1 要求此类绕组线需符合规定。

STANDING COMMITTEE OF OFFICIALS (SCO) published general guidance document to provide clarity on which standard should be applied when assessing compliance criteria for triple insulated wire (TIW) used in transformers associated with lamp controlgear providing SELV outputs. Such transformers should comply with the requirements referred to in the controlgear standard not the Audio/ Video and Information Technology standard. Annex L in the lamp controlgear standards (AS/NZS 61347.1) refers to clause 19.12 of IEC 61558-1. Clause 19.12.3 b) requires such winding wire to comply with Annex K.

2023年12月28日,中国国家标准化管理委员会 (SAC) 批准了关于光源安全要求的强制性国家标准GB 43471-2023。本标准适用于光源产品,包括电光源、灯具、LED模块、OLED面板等类似产品。

该标准计划于2026年1月1日生效。

On 28 December 2023, the Standardisation Administration of China (SAC) approved mandatory national standard GB 43471-2023 concerning the safety requirements for light sources. The electronic version of the full text was made available by the SAC in Announcement No. 21 dated 25 January 2024.

This standard applies to light source products including electric light sources, lights, LED modules, OLED panels and other similar products.

The standard differentiates light sources into 3 main categories: (i) light sources for general lighting purposes; (ii) light sources for special lighting purposes; and (iii) light sources for non-visual tasks, and further classifies light sources into levels 1-3. It stipulates the safety requirements for each category of light sources, outlining the general requirements and specific requirements as regards the following:

  • labelling
  • electrical safety
  • temperature
  • mechanical safety
  • abnormal conditions
  • malfunction
  • end-of-life safety
  • humidity prevention and dust prevention
  • photobiological safety
  • other technical requirements directly related to the protection of human health as well as the safety of life and property

In addition, the standard sets out the applicable test methods, the test standards of which are prescribed in Appendix A.

The standard is scheduled to become effective on 1 January 2026.

2023年12月28日,中国国家标准化管理委员会 (SAC) 发布了强制性国家标准GB 43472-2023,涉及电气照明产品控制装置及其他辅助设备的安全要求。

该标准适用于电光源的控制装置及其组件,直流电低于 1000V,交流电低于 1000V,频率为 50Hz 或 60Hz。

该标准计划于2026年1月1日生效。

On 28 December 2023, the Standardisation Administration of China (SAC) published mandatory national standard GB 43472-2023 concerning the safety requirements for controlgear and other auxiliaries for electric lighting products.

The standard applies to controlgear and its components for electric light sources, with direct current below 1000V and alternating current below 1000V at 50Hz or 60Hz. The standard differentiates the controlgear into 3 main categories:

  • built-in controlgear for light sources
  • independent controlgear for light sources
  • intergral controlgear for light sources

The standard is scheduled to become effective on 1 January 2026.

中国标准GB 43630-2023:塔式机架式服务器能效和能效等级最低允许值

2023年12月28日,中国国家标准化管理委员会和国家市场监督管理总局发布了强制性标准GB 43630-2023《塔式机架式服务器能效最低允许值和能效等级》。

该标准规定了塔式和机架式服务器的能效等级和能效限值,并进一步概述了适用的测试方法。

GB 43630-2023 将于 2025 年 1 月 1 日起施行。

 

On 28 December 2023, the Chinese Standardization Administration and the Chinese State Administration for Market Regulation published mandatory Standard GB 43630-2023 on Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Tower and Rack Servers.

The Standard specifies energy efficiency grades and energy efficiency limit values for tower and rack servers and further outlines the applicable test methods. The Standard applies to 1-channel and 2-channel tower and rack servers used for general purposes. The Standard does not however apply to servers equipped with auxiliary processing accelerators.

GB 43630-2023 will become effective on 1 January 2025.

In line with the implementation of Philippine Energy Labeling Program (PELP), all stakeholders are to be reminded that Enforcement activities for Lighting Products, Air Conditioners, Refrigerating Appliances and Television Sets Activity will start by March 2024. Under the PELP Implementing Guidelines, enforcement, monitoring and verification (EMV) activities, such as on-site inspections and tagging of market samples, will be conducted to ensure compliance to PELP Guidelines. All PELP Registered Companies (Lighting Products, Air Conditioners, Refrigerating Appliances and Television Sets), Dealers and Retailers (online and onsite) are enjoined to give their support and full cooperation in the conduct of these activities.

2024年1月22日,韩国技术与标准局 (KATS) 提出了对《关于需要安全确认的家居用品安全标准的通知》的修正案

 

该修正案旨在修订关于电池安全标准的附件5。修订的主要变化包括:

  • 在附件中增加锂原电池的安全标准。标准包括适用范围、安全要求、试验方法、展示项目等。
  • 增加纽扣式锂原电池儿童防护包装的测试方法和说明。

一般标签应按照5.5.1进行。每个电池都必须通过在容易看到的表面上打印或贴上贴纸来用韩语标记。

目前该草案正在收集意见中,至2024年3月31日。

On 22 January 2024, the Korean Agency for Technology and Standards (KATS) proposed an amendment to the Notice on Safety Standards for Household Items Subject to Safety Confirmation.

This amendment aims to revise Annex 5 on safety standards for batteries.

The main changes in the amendments include:

  • Add safety standards for lithium primary batteries to the Annex. The standards include the scope of application, safety requirements, test methods, and display items.
  • Add test methods and instructions for child protection packaging for button-type lithium primary batteries.

 

General labelling should be conducted in accordance with 5.5.1. Each battery must be marked in Korean by printing or applying a sticker on a surface that is easily visible, with the following information:

  1. a) A combination of the symbol for the type of electrochemical system and the symbol for the shape and dimensions
  2. b) Manufacturing date or week or recommended use expiration date
  3. c) Polarity
  4. d) Nominal voltage
  5. e) Manufacturer’s name
  6. f) Name of country of manufacture
  7. g) Name of importer (where applicable)
  8. h) Address and telephone number
  9. i) Precautions for use.

Special labelling requirements would apply to swallowable batteries.

中国2024年第3号公告:调整电子电气产品有害物质检测方法

中国国家认证认可监督管理委员会 (CNCA) 宣布,自2024年3月1日起,中国RoHS项下适用的合格评定体系测试方法将发生变化。《电气电子产品有害物质限制使用合格评定制度》试验方法标准,现为GB/T 26125,正在被修改为GB/T 39560系列物质测定标准。GB/T 39560系列对应IEC 62321系列标准。

根据中国RoHS标准,只有第一批合规管理目录中所列的电气和电子产品,以及2019年11月1日之后制造或进口的电气和电子产品,才必须进行合格评定。这可以通过两种方法完成,即自愿认证或自我声明,由制造商/供货商自行决定。在最近的公告之前,产品必须按照GB/T 26125进行测试。

China’s National Certification and Accreditation Administration (CNCA) has announced a change in the applicable conformity assessment system testing methods under China RoHS, effective from 1 March 2024.

In order to be consistent with international standards for testing methods of hazardous substances in electrical and electronic products, the testing method standard for the conformity assessment system for restricted use of hazardous substances in electrical and electronic products, currently GB/T 26125, is being modified to the GB/T 39560 series of standards for the determination of substances, specifically the following 8 standards:

 

GB/T 39560.1 Determination of certain substances in electrical and electronic products—Part 1:Introduction and overview

GB/T 39560.2 Determination of certain substances in electrical and electronic products—Part 2: Disassembly, disjointment and mechanical sample preparation

GB/T 39560.301 Determination of certain substances in electrical and electronic products—Part 3-1: Screening lead, mercury, cadmium, total chromium and total bromine by X-ray fluorescence spectrometry

GB/T 39560.4 Determination of certain substances in electrical and electronic products—Part 4: Mercury in polymers, metals and electronics by CV-AAS, CV-AFS, ICP-OES and ICP-MS

GB/T 39560.5 Determination of certain substances in electrical and electronic products—Part 5: Cadmium, lead and chromium in polymers and electronics and cadmium and lead in metals by AAS, AFS, ICP-OES and ICP-MS

GB/T 39560.6 Determination of certain substances in electrical and electronic products—Part 6: Polybrominated biphenyls and polybrominated diphenyl ethers in polymers by gas chromatography-mass spectrometry (GC-MS)

GB/T 39560.702 Determination of certain substances in electrical and electronic products—Part 7-2: Hexavalent chromium—Determination of hexavalent chromium [Cr()] in polymers and electronics by the colormetric method

 

The GB/T 39560 series corresponds to the IEC 62321 series of standards.

It will be recalled that under China RoHS conformity assessment is mandatory only for electrical and electronic products listed in the first batch of the Compliance Management Catalogue and manufactured or imported after 1 November 2019. This can be done through two approaches, either voluntary certification or self-declaration, at the discretion of manufacturers/suppliers. Until this recent announcement, products were required to be tested in accordance with GB/T 26125.

 

The transition is being implemented as follows:

  • Starting from 1 March 2024, the testing methods for conducting conformity assessment activities for the restricted use of hazardous substances will be implemented in accordance with the GB/T 39560 series of standards.
  • Before 1 March 1 2024, if the conformity assessment is completed in accordance with GB/T 26125, the standard conversion will be completed through normal transition methods such as expiration of certificate renewal, product change, etc.
  • Products that have been shipped or imported before 1 March 2024 do not need to undergo standard conversion.

Other planned revisions to China’s RoHS are in progress, including the addition of four phthalates (DEHP, BBP, DBP and DIBP) to the hazardous substance list of China RoHS and development of a mandatory standard for hazardous substances restriction and labelling, effectively combining existing Standards SJ/T 11364 and GB/T 26572.

2024年2月12日,中国国家标准化管理委员会 (SAC) 和国家市场监督管理总局 (SMAR) 向世贸组织通报了拟议的强制性国家标准《家用和类似用途电器节能环保规范》。

该标准草案适用于家用和类似用途电器的节能和环保,涵盖其生产、安装、回收和再利用等不同阶段。除其他外,“家用及类似用途电器”的定义是指非专业人士在家庭、公寓和类似处所 (如商店、轻工等) 中使用的电器,单相交流供电电器的额定电压不超过250 V,其他电器的额定电压不超过480 V,其中可能包括直流供电或电池供电的电器。

目前该草案正在收集意见中。

On 12 February 2024, the Standardization Administration of China (SAC) and State Administration for Market Regulation (SMAR) notified the WTO regarding the proposed mandatory national standard entitled Household and Similar Electrical Appliances – Energy Saving and Environment Protection Specification.

The draft standard applies to the energy saving and environmental protection of household and similar electrical appliances, covering different stages including their production, installation, recycling and reuse. Among other things, “household and similar electrical appliances” are defined so as to refer to electrical appliances used by non-professionals in homes, apartments and similar premises (such as shops, light industry and etc.) with a rated voltage not exceeding 250 V for single-phase alternating-current-powered appliances, and 480 V for other appliances, which may include direct-current-powered or battery-operated appliances.

Any feedback and/or comments on the draft standard shall be submitted to the WTO before 12 April 2024. Upon approval, the standard is scheduled to enter into force after 36 months.

标准草案规定了家用和类似用途电器健康安全的一般原则、基本安全要求、健康保护功能、标签要求、使用说明要求以及相应的试验方法。该标准草案涵盖了家用和类似用途电器的设计、生产、检验、使用、安装、维护和维修。

除其他外,“家用及类似用途电器”的定义是指非专业人士在家庭、公寓和类似处所 (如商店、轻工等) 中使用的电器,单相交流供电电器的额定电压不超过250 V,其他电器的额定电压不超过480 V,其中可能包括直流供电或电池供电的电器。

目前该草案正在收集意见中。

On 12 February 2024, the Standardization Administration of China (SAC) and State Administration for Market Regulation (SMAR) notified the WTO regarding the proposed mandatory national standard entitled Household and Similar Electrical Appliances – Health Safety Specification.

The draft standard specifies the general principles, basic safety requirements, health protection functions, labelling requirements, instructions for use requirements, and corresponding test methods relating to the health safety of household and similar electrical appliances. The draft standard covers the design, production, inspection, use, installation, maintenance and repair of household and similar electrical appliances.

Among other things, “household and similar electrical appliances” are defined so as to refer to electrical appliances used by non-professionals in homes, apartments and similar premises (such as shops, light industry and etc.) with a rated voltage not exceeding 250 V for single-phase alternating-current-powered appliances, and 480 V for other appliances, which may include direct-current-powered or battery-operated appliances.

Under Article 5, basic safety concerns the requirements regarding ultraviolet (UVC) leakage, product noise emission, electromagnetic fields (EMF), ozone leakage, TVOC concentration, hygienic safety of food contact materials, and bacteriostatic ring.

Appendix A outlines the noise limit requirements for various types of electrical appliances. Appendix B describes the requirements on sterilisation function of the products.

Any feedback and/or comments on the draft standard shall be submitted to the WTO before 12 April 2024. The Upon approval, the standard is scheduled to enter into force after 36 months.
