澳大利亚关于更新电信客户设备监管规定的提案

[法规草案] 澳大利亚通信和媒体管理局 (ACMA) 于2026年7月20日开启的电信客户设备监管更新提案:
《2025年电信 (客户设备与客户布线标签公告) 文书>修订草案标注汇编版》
《2026年电信 (移动设备空中接口) 技术标准》
《2026年电信 (客户设备安全) 技术标准》
侧重于以下3个关键领域:
1. 延长《电信产品通知》(TLN) 下标准合规的记录保存期限。
2. 限制针对手机标准合规的“既得权利”安排,并在6个月或12个月的过渡期内,强制要求符合有关紧急呼叫接入的最新行业标准。
3. 采用修订后的客户设备安全行业标准(AS/NZS 62368.1:2026),并引入相关条款以消除重复的合规义务。

Focuses on 3 key areas:
1. Extending record-keeping timeframes for standards compliance under the TLN.
2. Limiting the grandfathering arrangements in relation to standards compliance for mobile phones and, subject to a 6-month or 12-month transition period, mandating compliance with the latest industry standard for emergency call access.
3. Adopting a revised industry standard (AS/NZS 62368.1:2026) for the safety of customer equipment and introducing a provision to remove duplicative compliance obligations.
Any feedback is welcome by 17 September 2026.

The Australian Telecommunications Alliance (ATA) published the following standards on June 30, 2025:
-AS/CA S042.1:2025 Requirements for connection to an air interface of a Telecommunications Network – Part 1: General
-AS/CA S042.4:2025 Requirements for connection to an air interface of a Telecommunications Network—Part 4: IMT-2000 and IMT-Advanced Customer Equipment
-AS/CA S042.5:2025 Requirements for connection to an air interface of a Telecommunications Network—Part 5: IMT-2020 Customer Equipment
These standards supersede the following standards: AS/CA S042.1:2022, AS/CA S042.4:2022, and AS/CA S042.5:2022.
On June 26, 2026, ATA published an amendment to AS/CA S042.1:2025, which renames the National Messaging System (NMS) to AusAlert.

澳洲EESS对于有夹伤风险的设备新增评估要求

It has been identified some equipment (microwave ovens for example) have design that include types with driven doors for opening and closing. These driven doors or other driven parts of a microwave oven may have an entrapment risk to be addressed that AS/NZS 60335.2.25 may not fully address. Similarity the standards for equipment that have not traditionally had driven doors may not have criteria to fully address the risk of entrapment of an automatic or semi-automatic moving part.
Where a relevant standard may not address all the risks related to the particular equipment or particular
design additional tests from other standards may need to be applied.
As an example, for Microwave ovens certification requirements, in addition to full compliance with AS/NZS 60335.2.25, microwave ovens with driven doors or other driven parts that open or close automatically, and that are accessible to the end user during normal operation, are required have evidence the driven function is assessed to not be a risk of entrapment or other injury.
AS/NZS 60335.2.25 does not currently have a clear assessment requirement for driven doors. Until AS/NZS 60335.2.25 is amended to include a requirement, a method to assess this risk could be to apply
requirements no less than the requirements of AS/NZS 60335.2.31 clause 20.101.
For other equipment a method to apply requirements no less than the requirements of AS/NZS 60335.2.31 clause 20.101 could apply where the specific equipment safety standard does not have its own tests to assess entrapment or other injury from a driven part.
For EESS certification the test report to this TEST CRITERIA requirement does not need to be a formal accredited report but must come from a test facility which has accreditation that includes AS/NZS 60335.2.31 (or IEC 60335.2.31) (and not be CTF3 or CTF4 if an IECEE CB report).

The National Telecommunications Agency (Anatel) has adopted Resolution No. 789, approving the updated National Frequency Allocation and Designation Framework (PDFF) and amending the channelization and conditions of use applicable to radiofrequency bands.
The resolution, passed alongside 2026 military spectrum allocations, defines technical conditions for frequency use and establishes boundaries between primary and secondary service categories.

Brazil 巴西

巴西 ANATEL 拟建立行动装置认证产品之实体及数字识别防伪制度

Brazil ANATEL Public Consultation No. 26 proposes a new operational procedure for identifying ANATEL-certified mobile phones, lithium batteries, and mobile phone chargers through a secure authentication system combining physical security labels and unique digital identifiers.
The proposal requires each certified product unit to have a traceable “Physical-Digital Identity,” linked to ANATEL’s official validation database, enabling consumers, retailers, and regulators to verify authenticity and helping prevent counterfeiting, tampering, and unauthorized sales.
It also introduces requirements for online marketplaces to display a digital certification identifier for regulated products and allows ANATEL to monitor listings and take administrative action against non-compliant products or advertisements.

Chile 智利

Chile’s SUBTEL issued Exempt Resolution No. 1,247 on July 10, 2026, establishing new technical regulations for low-power/short-range radio devices (SRDs) and replacing Resolution No. 1,985 of 2017. In addition to updating the technical requirements, such as frequency bands and power limits, the new resolution strengthens the compliance requirements for exempt devices, including test reports, Declarations of Conformity, and QR-code-based disclosure of product information.

印度电信工程中心 (TEC) 于 2026 年 6 月 30 日发布 Notification No. 5-2/2024-TC/TEC,延长在 MTCTE 制度下接受 ILAC 测试报告的期限。
根据通知,来自非与印度接壤国家、由 ILAC Signatory 认可且具 ILAC MRA Mark 使用资格之实验室所出具的测试报告,可继续用于下列 4 类 ER 的相关技术参数,至 2026 年 12 月 31 日:
1 )蜂窝网络基站 (Base Station for Cellular Network) – 有源天线系统 – OTA、5G NR Type 1-O 基站、5G NR Type 2-O 基站、5G NR Type 1-H 基站、GSM 基站 (BTS) 及混合有源天线系统 (Hybrid Active Antenna System)

3) VHF/UHF 无线电设备系统 – 所有型号

On 30 June 2026, the Telecommunication Engineering Centre (TEC) issued Notification No. 5-2/2024-TC/TEC, extending the acceptance of ILAC test reports under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) scheme.
Under the notification, test reports issued by laboratories accredited by ILAC signatories and authorized to use the ILAC MRA Mark, located in non-border sharing countries, will continue to be accepted for relevant technical parameters of the following four ERs until 31 December 2026:
1) Base Station for Cellular Network – Active Antenna System-OTA, Base Station 5G NR Type 1-O, Type 2-O, Type 1-H, BTS for GSM, and Hybrid Active Antenna System
2) SIM – All variants
3) VHF UHF Radio Equipment System – All variants
4) E-band Fixed Radio Relay Systems – All variants

India’s Telecommunication Engineering Centre (TEC) has extended the exemption from submission of test reports for the PON (Passive Optical Network) family of Broadband Equipment until 31 December 2026. During the exemption period, eligible PON broadband equipment will remain exempt from the submission of applicable test reports.

印度 BIS 发布 ⟪Guidance on product categories under Compulsory Registration Scheme (CRS) ⟫,明确规范穿戴式眼镜与 XR 装置的 BIS CRS 认证分类

印度 BIS 于 2026/08/13 发布 ⟪Guidance on product categories under Compulsory Registration Scheme (CRS) ⟫,明确规范穿戴式眼镜与 XR 装置的 BIS CRS 认证分类,核心规则为依功能精准归类且一品名一证照。
核心重点:
•严禁跨类混报:眼镜若含相机或屏幕,不得再归类为一般无线耳机。
•强制单独认证:表格内每个指定产品名称 (Product Name) 皆须单独申请一张 BIS 证照。
•严格区分形态 (Glasses vs. Headset vs. Other):BIS 明确将「眼镜形态 (Glasses)」、「头戴装置 (Headset)」与「其他装置 (Other)」独立拆分,形态不同即代表不同的 Product Name,必须分开开证。
•「 Other 类」为保底分类:若产品不属于标准眼镜或常见头盔形态 (例如特定单眼夹扣或特殊工业用 XR 装备),须划入 Other AR Devices 或 Other MR Devices 申请。
•AR/MR 眼镜的优先判定原则:只要眼镜带有迭加显示屏幕 (Overlay Display),不论是否包含相机或音频功能,一律优先归类至 XR 类别 (AR/MR Glasses),不可再报为一般的 Smart Glasses。
•功能决定规费与测试:相机功能 (拍照 vs 录像) 直接影响归属类别 (Digital Camera vs Video Camera),送测前须确认规格。
请注意2025 年 12 月 5 日起,Extended Reality Products (包含所有 AR、VR、MR 等 ) 已纳入 CRS强制列管产品。 自2026 年 05 月 01 日,所有旧标准(IS 13252-1 / IS 616) 发出的证书皆失其效力,所有新旧申请案皆强制全面采用最新的 IS/IEC 62368-1:2023 标准。

On August 13, 2026, the Indian Standards of Industry and Information Technology (BIS) released the “”Guidance on product categories under Compulsory Registration Scheme (CRS)”” ⟫, clearly regulating the BIS CRS certification classification for wearable glasses and XR devices. The core rule is precise categorization based on function, with one certificate per product name.
Key points:
• Strictly prohibit cross-category reporting: Glasses containing cameras or screens cannot be classified as general wireless headphones.
• Mandatory separate certification: Each specified product name in the form must apply for a separate BIS certificate.
• Strict distinction between forms (Glasses vs. Headset vs. Other): BIS clearly separates “”Glasses,”” “”Headset,”” and “”Other”” into independent categories. Different forms represent different product names and must be certified separately. • “”Other”” is a safety net category: If the product is not a standard pair of glasses or a common helmet (e.g., a specific monocular clip-on or special industrial XR equipment), it must be classified as Other AR Devices or Other MR Devices.
• Priority for AR/MR glasses: As long as the glasses have an overlay display, regardless of whether they include camera or audio functions, they will be prioritized for classification as XR (AR/MR Glasses) and cannot be reported as general Smart Glasses.
• Functionality determines fees and testing: Camera functionality (photography vs. video recording) directly affects the category (Digital Camera vs. Video Camera). Specifications must be confirmed before submission for testing.
Please note that as of December 5, 2025, Extended Reality Products (including all AR, VR, MR, etc.) have been included in the CRS mandatory product list. From May 1, 2026, all certificates issued under the old standards (IS 13252-1 / IS 616) will be invalid, and all new and old applications will be required to fully adopt the latest IS/IEC 62368-1:2023 standard.

Paraguy 巴拉圭

The Telecommunication National Commision (CONATEL) of Paraguy approved amendments to the National Frequency Allocation Plan (Plan Nacional de Atribución de Frecuencias – PNAF) and officially changed its name to the National Frequency Plan (Plan Nacional de Frecuencias – PNF).
The resolution states that the existing plan already contained sufficient technical, regulatory, and frequency-allocation elements to serve as a full national frequency plan, while incorporating guiding principles for access to the radio spectrum, including spectrum use, administration and control, integration, specialization, competition and equal opportunity, technological neutrality, and transparency.
It also provides that all references to the PNAF in legal instruments, regulations, technical standards, publications, reports, and general documentation are to be understood as references to the PNF, and it instructs CONATEL to implement and periodically update the plan in accordance with ITU Radio Regulations, international developments, technological evolution, and emerging services.

Philippines 菲律宾

菲律宾为SRD增加77-81 GHz频段

菲律宾国家电信委员会 (NTC) 已于 2026 年 6 月 29 日正式颁布 Memorandum Circular No. 004-06-2026,修订了原本 MC No. 03-05-2007 的规范,正式开放 77–81 GHz 频段用于运动检测与警报设备 (Equipment for Detecting Movement and Alert),并限制最大射频输出功率为 50 mW EIRP。

On June 29, 2026, the Philippine National Telecommunications Commission (NTC) officially issued Memorandum Circular No. 004-06-2026, revising the original specification MC No. 03-05-2007, officially opening the 77–81 GHz band for equipment for detecting movement and alarm devices, and limiting the maximum radio frequency output power to 50 mW EIRP.

Singapore 新加坡

新加坡 IMDA 更新住宅网关网络安全要求,强化最低安全标准

新加坡资讯通信媒体发展局 (IMDA) 于 2026 年 6 月发布新版 《Security Requirements for Residential Gateways》Issue 2,更新住宅网关 (Residential Gateway) 的网络安全要求,取代 2020 年发布的 Issue 1。
新版要求配合 Cybersecurity Labelling Scheme (CLS) Level 2,进一步强化住宅网关在密码安全、登录验证、凭证管理、固件更新及数据保护等方面的安全控制,并要求符合相关测试及验证项目。

In June 2026, Singapore’s Infocomm Media Development Authority (IMDA) published Issue 2 of the Security Requirements for Residential Gateways, replacing Issue 1 published in 2020.
The updated requirements align with Cybersecurity Labelling Scheme (CLS) Level 2 and strengthen security controls for residential gateways, covering password security, authentication, credential management, firmware updates, and data protection.

The Independent Communications Authority of South Africa announces the publication of an updated National Radio Frequency Plan (NRFP) 2026 in accordance with section 34 of the Electronic Communications Act, 2005 (Act No 36 of 2005), following its approval by the Minister of Communications and Digital Technologies.

South Korea 韩国

韩国 RRA 优先实施固定卫星业务地球站无线设备符合性评估测试方法修订

韩国国立电波研究院 (RRA) 宣布,将优先实施《无线设备符合性评估测试方法》(KS X 3123) 的部分修订,自 2026 年 7 月 7 日起生效。
此次修订将原适用于低地球轨道卫星通讯用无线设备的符合性评估测试方法,修订为适用于《电波法施行令》第21条第2款所规定的固定卫星业务地球站用无线设备。
在相关国家标准修订正式完成前,上述修订内容将优先适用。

The Radio Research Agency (RRA) has announced the priority implementation of a partial amendment to the Test Methods for Conformity Assessment of Radio Equipment (KS X 3123), effective July 7, 2026.
The key change revises the scope of the test method from Low Earth Orbit Satellite Communications radio equipment to fixed-satellite service earth station radio equipment in accordance with Article 21(2) of the Enforcement Decree of the Radio Waves Act.
This amendment will remain in effect on a priority basis until the formal revision of the national standard (KS X 3123) is completed.

韩国RRA发布关于KS C 3350取代KS C 3370-1及KS C 3370-2标准通知

韩国国立电波研究院 (RRA) 发布第 2026-6 号公告,<KS C 3370-1靠近耳朵使用之可携式无线设备的电磁波吸收率测量程序>及<KS C 3370-2靠近人体使用之可携式无线设备的电磁波吸收率测量程序>废止,两者皆整合并由其它标准 <KS C 3350靠近人体使用之无线通信设备的电磁波吸收率评估测量程序>取代,本公告自发布之日2026年8月26日起施行。

The Radio Research Agency (RRA) issued Notice No. 2026-6, announcing the withdrawal of KS C 3370-1, “Measurement Procedure for the Specific Absorption Rate (SAR) of Portable Wireless Equipment Used in Close Proximity to the Ear,” and KS C 3370-2, “Measurement Procedure for the Specific Absorption Rate (SAR) of Portable Wireless Equipment Used in Close Proximity to the Human Body.”
Both standards have been consolidated and replaced by KS C 3350, “Measurement Procedure for Evaluating the Specific Absorption Rate (SAR) of Wireless Communication Devices Used in Close Proximity to the Human Body.”
This Notice takes effect from the date of issuance, August 26, 2026.

[法规草案] 韩国技术标准院 (KATS) 发布国家技术标准院公告 第2026-248号《电器用品及生活用品安全管理运用要领》及 1 项《电器用品安全标准》(KC 62133-2) 修正草案行政预告: 1) 对品项「电池」新增适用之安全标准KC 62368-1 2) 修正 KC 62133-2 (携带型设备用密闭式锂二次电池安全标准) 包括:
* 明确化适用范围
* 修正部分用语与定义
* 修正部分标示事项等 该草案意见搜集至2026年9月16日。

The Korean Agency for Technology and Standards (KATS) issued KATS Notice No. 2026-248, announcing the proposed revisions to the Operating Guidelines for Safety Management of Electrical Appliances and Consumer Products and one Electrical Appliance Safety Standard (KC 62133-2):
1) KC 62368-1 is newly added as an applicable safety standard for the product ) category “Battery.”
2) KC 62133-2 (Safety Standard for Portable Sealed Secondary Lithium Cells and Batteries) is proposed to be revised, including:
-Clarification of the scope
-Revision of certain terms and definitions
-Revision of certain marking/information requirements, etc.
This is currently a draft proposal, and public comments will be accepted until September 16, 2026.

South Korea 韩国

韩国发布修订Tablet PC跟Smartphone的定义分类范围修订

韩国技术标准院 (KATS) 发布国家技术标准院公告 《电器用品及生活用品安全管理运用要领》修正公告第2026-191号。
1. 主要修正内容:
A. 修正平板计算机(Tablet PC)的分类范围从屏幕对角线长度≥ 17 公分变成≥20cm并定义Tablet PC跟Smartphone的分类范围;
B. 修正单电池(Cell)自行检查之测试项目。
本公告自 2026年11月1日 起施行。 关于部份安全确认(safety confirmation)对象电器用品变更为供货商符合性确认(SDoC)对象电器用品之过渡措施:
1. 在本運用要領施行前,依原《附表2》第10號「타」屬於安全確認對象電器用品 (안전확인대상전기용품),且已依《電器用品及生活用品安全管理法》第15條第1項完成安全確認申報,或依第17條第1項接受安全檢查者;以及依第16條取得安全確認申報豁免者,均視為已依修正後規定,作為供應商符合性確認對象電器用品 (공급자적합성확인대상전기용품),分別完成第23條規定的供應商符合性確認,或取得第24條規定的供應商符合性確認豁免。
2. 在本运用要领施行前,依原《附表2》第10号「타目」属于安全确认对象电器用品,且已依第15条第1项申请安全确认申报,或依第17条第1项申请安全检查,目前相关程序仍在进行中者,视为已依修正后规定,作为供货商符合性确认对象电器用品,完成或申请第23条所规定的供货商符合性确认等相关程序。

The Korea Agency for Technology and Standards (KATS) issued KATS Notice No. 2026-191, announcing amendments to the “Operational Guidelines for Safety Management of Electrical Appliances and Consumer Products.”
1. Key Amendments:
A. Revise the classification criteria for Tablet PCs by changing the minimum screen diagonal length from ≥ 17 cm to ≥ 20 cm, and clarify the classification criteria for Tablet PCs and smartphones.
B. Revision of the self-inspection test items for cells
The amended notice will take effect on November 1, 2026.
Transitional measures for certain electrical appliances that are being changed from Safety Confirmation to Supplier’s Declaration of Conformity (SDoC):
1. For electrical appliances that were subject to Safety Confirmation under Item “타” of No. 10 of the previous Annex 2 before the effective date of these amended Guidelines:
If a Safety Confirmation declaration was completed pursuant to Article 15(1) of the Electrical Appliances and Consumer Products Safety Control Act, or a safety inspection was conducted pursuant to Article 17(1); or
If an exemption from Safety Confirmation declaration was granted pursuant to Article 16,
such products shall be deemed to have completed Supplier’s Declaration of Conformity (SDoC) pursuant to Article 23, or to have received an exemption from SDoC pursuant to Article 24, respectively, under the amended provisions.
2. For electrical appliances that were subject to Safety Confirmation under Item “타” of No. 10 of the previous Annex 2 before the effective date of these amended Guidelines, and for which a Safety Confirmation declaration pursuant to Article 15(1) or a safety inspection pursuant to Article 17(1) has already been applied for and is still in progress, such products shall be deemed to have completed or applied for the relevant SDoC procedures under Article 23 in accordance with the amended provisions.

The Turkish Ministry of Trade published an amendment (Product Safety and Inspection: 2026/36) in the Official Gazette on 11 July 2026, revising the import inspection rules for radio equipment.
The amendment separates the previously combined customs tariff entry for smartwatches and wireless Bluetooth earphones into two separate codes:
-8517.62.00.90.11 for smartwatches; and
-8518.30.00.90.11 for wireless earphones.
The communiqué entered into force on the date of its publication and is administered by the Minister of Trade.

The Turkish Ministry of Trade published an amendment (Product Safety and Inspection: 2026/37) in the Official Gazette on 11 July 2026, revising the import inspection rules for certain products required to bear the CE marking (2026/9).
The amendment adds a new entry, 8536.50.80.00.10 – “Those with motion detection feature – LVD,” after row 238 in Annex 2, and updates the existing entry for “Household switches” to exclude switches with motion detection features, which are now covered under the new separate entry.
The communiqué entered into force on the date of its publication and is administered by the Minister of Trade.

Vietnam’s Ministry of Science and Technology (BKHCN) issued Circular No. 43/2026/TT-BKHCN on July 20, 2026, establishing the channel allocation and frequency-use plan for FM broadcasting in the 87–108 MHz band.
The Circular divides the band into 209 channels, with center frequencies ranging from 87.1 MHz to 107.9 MHz at 100 kHz intervals, and specifies frequency-use plans for Vietnam Voice (VOV) and provincial broadcasting organizations.
The Circular will take effect on September 5, 2026, replacing Circular No. 37/2017/TT-BTTTT. The measure primarily concerns radio-frequency spectrum planning and management, rather than introducing new product certification requirements for FM radio equipment.

This draft UAE technical regulation specifies the energy efficiency and energy labeling requirements for computer monitors placed on the UAE market. It applies to desktop computer monitors, professional graphics monitors, gaming monitors, and the display component of all-in-one computers, while excluding products such as projectors, laptops, tablets, medical displays, virtual reality headsets, security displays, industrial control panels, and interactive displays.The draft establishes:
•Maximum energy consumption limits for On Mode, Off Mode, Standby Mode, and Networked Standby Mode;
•Requirements for Automatic Brightness Control (ABC), peak white luminance, and automatic standby functionality;
•A methodology for calculating the Energy Efficiency Index (EEI) and classifying products into energy efficiency classes;
•Additional power allowances for high-resolution and high-refresh-rate monitors; and
•Energy labeling requirements, including the design and content of the energy label, such as the EEI, star rating, energy consumption, screen size, resolution, QR code, and model identification.
The draft is based on IEC 62087-1:2015 and IEC 62087-7:2018 for the measurement of power consumption of computer monitors. Its objective is to improve energy efficiency, provide consumers with clear and comparable energy performance information, reduce electricity consumption, and support the UAE’s energy conservation and sustainability objectives.

•Energy consumption calculation methods based on display technology, screen area, and additional allowances for high-resolution (4K/8K) and HDR displays;
•Requirements for automatic power-down functionality;

•Verification testing requirements; and
•Mandatory energy labeling requirements, including the design and content of the energy label, such as the energy efficiency class, QR code, energy consumption values, screen size, screen resolution, and other product information.
The draft is based on IEC 62087-1:2015 and GSO IEC 62087-3:2024 for measuring the power consumption of televisions and electronic displays. Requirements for front opening doors have been added to both AS/NZS 60335.2.7:2024 clause 20.106 and AS/NZS 60335.2.7:2020 amendment 1 clause 20.106 to address issues to prevent inadvertent entrapment of child in the washing machine drum.
The requirements in the standard are for drum sizes exceeding 60dm3:
– If door size is >200mm diameter there is no hazard if machine is stopped and door is not opened and machine is restarted without two operations required
– If door size is >200mm diameter there is no hazard if machine is stopped and door is locked and so cannot be opened and machine is restarted without two operations required
– If door size is a small ancillary door (and is <200mm diameter) there is no hazard if the washing machine is subject to a pause in operation, and that door is able to be opened and closed without two sperate actions to restart machine
Noting that irrespective of drum size or door opening size sound engineering principles of safe design should be followed.

Requirements for vibration test and other tests to address fire risks for portable air conditioners and portable dehumidifiers have been included in AS/NZS 60335.2.40: 2023 and AS/NZS 60335.2.40:2025.
The compressor vibration test requirements are currently under review because the same test criteria may not be appropriate for both fixed-speed and variable-speed compressors. Until that review is completed, the interim approach set out in this bulletin is considered acceptable for portable air conditioners and portable

On May 15, 2026, the Ministry of Mining and Energy (MoME) issued a new regulation on ecodesign requirements for water heaters and hot water tanks (Official Gazette of the Republic of Serbia No. 45/2026-81) to improve energy efficiency, standardize performance measurement, and align with European Union energy policies. The regulation entered into force on May 23, 2026, and will apply from June 1, 2027.
This rulebook aligns with all principles and essential requirements of Commission Regulation (EU) No 814/2013 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for water heaters and hot water tanks, as well as Commission Regulation (EU) 2016/2282.

Peru’s MINEM Launches Public Consultation to Expand Energy Efficiency Labeling for 11 Product Categories
On July 21, 2026, the Minister of Energy and Mines of Peru signed Ministerial Resolution No. 285-2026-MINEM/DM, officially initiating a 90-day public consultation process for the “”Draft Supreme Decree modifying and incorporating provisions into Supreme Decree No. 009-2017-EM.””
The proposed regulation aims to update the Technical Regulation on Energy Efficiency Labeling by introducing mandatory energy efficiency labeling requirements for 11 new product categories (Annexes 10 to 20):
Televisions, Induction hobs, Microwave ovens, Electric ovens, Portable electric ovens, Pedestal/wall fans, Ceiling fans, Dishwashers, LED lighting and control gear, Gas cooking appliances, Standby power consumption for electrical, electronic, and office equipment

The Brazilian Management Committee for Energy Efficiency Indicators and Levels (CGIEE) issued Resolution No. 2/2026 on 25 June 2026, establishing new minimum energy efficiency requirements for LED lamps and LED luminaires in Brazil. The implementation will take place in two phases. From 1 January 2028, the calculation of the minimum energy efficiency indices will use a luminous efficacy limit of 120 lm/W. From 1 January 2030, this value will be increased to 140 lm/W. The regulation also provides transitional deadlines for manufacturing, importation, and commercialization. The requirements apply to products within the defined scope and operate together with the existing INMETRO conformity assessment and labeling regime, subject to the exclusions set out in the regulation.

Standards Australia published AS/NZS 61347.1:2016 Amd 3:2026 on 24 July 2026, updating Lamp controlgear, Part 1: General and safety requirements. The standard is currently listed as Current, with the version incorporating Amendment No. 3 now published.
The amendment incorporates relevant provisions of IEC 61347-1:2015 Amendment 1:2017 into AS/NZS 61347.1:2016 and introduces several updates to the safety requirements for lamp controlgear, including SPD (Surge Protective Device) requirements, SELV marking, creepage and clearance requirements, terminal requirements, MCPCB insulation classification, and heating/temperature-rise test conditions.
Manufacturers should ensure that products assessed against AS/NZS 61347.1:2016 for the Australian/New Zealand markets meet the requirements introduced by Amd 3:2026, and should confirm with their certification body how the amendment will be applied to existing certificates and new applications.

On June 23, 2026, Colombia’s Ministry of Mines and Energy (Ministerio de Minas y Energía) issued Resolution No. 40286 of 2026, amending the Technical Regulation for Lighting and Public Lighting (RETILAP). The Resolution entered into force on July 1, 2026.
The amendments mainly revise provisions, definitions, scope of application, and certain technical and conformity assessment requirements under the updated RETILAP. They also correct editorial errors and remove or clarify certain testing and compliance requirements to facilitate implementation.
For product certification, as of January 1, 2026, new conformity assessment procedures may no longer be conducted under the previous Resolution No. 180540 of 2010. Relevant products must comply with the updated RETILAP requirements. Existing certificates issued under the previous regulation remain subject to the applicable transitional provisions.
The amendment mainly affects manufacturers, importers, and conformity assessment bodies of lighting products. Companies should review their existing RETILAP certificates and ensure that future product certifications comply with the updated requirements.

Ecuador 厄瓜多尔

The Ministry of Production, Foreign Trade and Investments has notified the draft Second Revision of Ecuadorian Technical Regulation PRTE INEN 069 (2R), “Lighting Equipment for Public Lighting.”
According to the draft, the proposed technical regulation would apply to the following products, whether of domestic origin or imported, when marketed in Ecuador:
– High-pressure sodium vapor luminaires and their components, including high-pressure sodium vapor lamps, ballasts, starters (igniters), capacitors, photocontrols, photocontrol receptacles, and switching relays; and
– LED luminaires and floodlights and their components, including LED drivers, surge protective devices (SPDs), LED modules, short-circuit caps, photocontrols, and photocontrol receptacles.
The draft technical regulation would not apply to:
– Integrated solar luminaires for public lighting and their components; and
– Floodlights that simultaneously meet all of the following conditions: rated power of less than 200 W, IP rating of less than 66, IK rating of less than 0.9, and CRI of less than 80.
The draft is currently open for public comment.

On 6 July 2026, the Bureau of Indian Standards (BIS) extended the implementation deadline for certain revised IS 10322 (Part 5) Series: 2026 standards covering LED luminaires under the Compulsory Registration Scheme (CRS).
The affected products include fixed general-purpose and recessed LED luminaires, road and street lighting luminaires, LED flood lights, hand lamps, lighting chains, and emergency lighting luminaires.
The concurrent-running period for the existing and revised standards has been extended from 2 August 2026 to 2 February 2027. Manufacturers and BIS licensees therefore have an additional six months to complete testing and transition to the revised standards. After 2 February 2027, compliance with the applicable revised standards will be mandatory.

Detect and obstacle avoid requirements for civil unmanned aircraft;

韩国公布电动车充电器相关操作指南与多项电气产品测试标准草案

[法规草案] 韩国技术标准院 (KATS) 预告将制定并修订与电动车 (EV) 充电器相关的操作指南和五项电气产品安全标准。主要修订内容包括在操作指南中新增电动车充电器安全标准,并支持推出诸如路边停车充电器等新产品。此次修订旨在使韩国国家安全标准 (KC) 与国际标准(IEC 61851 和 IEC 62196 系列)接轨。

The Korean Agency for Technology and Standards (KATS) is pre-announcing the establishment and revision of operational guidelines and five electrical product safety standards related to electric vehicle (EV) chargers. The key changes include adding new EV charger safety standards to the operational guidelines and supporting the launch of new products such as parking curb chargers. The revisions also aim to align Korea’s national safety standards (KC) with international standards (IEC 61851 and IEC 62196 series).

[法规草案] 韩国技术标准院 (KATS) 预先宣布对《家用电器及家用产品安全管理操作指南》进行部分修订,以确保电器产品安全管理系统的顺利运作。主要修订内容包括:为新指定的安全认证机构指派新的认证代码;更新区域和海外国家名称;以及重新整理安全标准清单。这些修订主要涉及行政管理和规范性更新,旨在维持操作指南的时效性和准确性。

The Korean Agency for Technology and Standards (KATS) is pre-announcing a partial amendment to the Operational Guidelines for the Safety Management of Electrical Appliances and Household Products to ensure the smooth operation of the electrical product safety management system. The key changes include assigning new certification codes to a newly designated safety certification body, updating regional and overseas country names, and reorganizing the safety standards list. These are primarily administrative and housekeeping updates to keep the operational guidelines current and accurate.

New Zealand 新西兰

新西兰正就电动车充电器的提议要求征求公众意见

[法规草案] 新西兰政府已同意对最大输出功率超过 2.4kW 的电动车充电器进行监管,以确保其具备智能功能并符合能源效率信息要求。能源效率与节能管理局 (EECA) 负责制定和执行拟议的技术要求。
能源效率与节能管理局 (EECA) 发布了一份咨询文件,就新西兰电动车充电器的提议要求征求公众意见。
公众意见征集截止日期为 2026 年 9 月 4 日。

New Zealand Government has agreed to regulate EV chargers with a maximum output power above 2.4kW for smart functionality and energy performance information requirements. EECA is responsible for developing and enforcing the proposed technical requirements.
Energy Efficiency Conservation Authority (EECA) has released a consultation paper seeking feedback on proposed requirements for EV chargers supplied in New Zealand.
The consultation paper is open to public comments till 04 September 2026.

China Taiwan 中国台湾

台湾发布《应施检验储能装置类之放置型锂储能装置等商品之相关检验规定》预告修正

[法规草案] 经济部标准检验局 (BSMI) 预告修正「应施检验储能装置类之放置型锂储能装置等商品之相关检验规定」,扩大放置型锂储能装置及二次锂储能电池组/电池系统之检验容量范围,并更新CNS 62619、CNS 63056、CNS 16280等相关安全及并网标准。检验方式采型式认可逐批检验或验证登录双轨并行,并新增延烧试验、功能性安全及RoHS标示等要求。既有VPC证书可透过差异测试转换为型式试验报告。
强制日期:依电池容量分阶段实施:
20 kWh以下:2026年7月1日
20~100 kWh:2027年7月1日
100~360 kWh:2028年7月1日
道路车辆动力用二次锂电池组:2027年7月1日

To support the energy transition policy and ensure the safe deployment of large-scale energy storage systems, the BSMI proposes to expand the scope of mandatory inspection for stationary lithium energy storage systems and secondary lithium batteries intended for use in such systems. Products with a rated energy capacity of 100 kWh or below are already subject to mandatory inspection. Under this proposal, the maximum rated energy capacity covered by mandatory inspection requirements would be increased from 100 kWh to 360 kWh. In addition, the technical requirements for stationary lithium energy storage systems would be revised to align the cyber security and grid interconnection requirements with newly published CNS standards. Secondary lithium battery packs for road vehicle propulsion would remain subject to the existing mandatory inspection requirements, and their inspection scope and technical requirements would not be changed under this proposal.

台湾发布《电力转换系统 (PCS) 及太阳光电变流器相关检验规定》预告修正 “[法规草案] 经济部标准检验局 (BSMI) 预告修正电力转换系统 (PCS) 及太阳光电变流器相关检验规定,将PCS检验容量上限由100 kW扩大至360 kW,并更新安全、EMC、并网及资安等适用标准,包含CNS 16280、CNS 16281及相关资安要求。检验方式采型式认可逐批检验或验证登录双轨并行,并同步调整RoHS标示及既有证书转换规定。
强制日期:
PCS ≤20 kW:2026年7月1日
PCS >20~100 kW、太阳光电变流器 ≤100 kW:2027年7月1日
PCS >100~360 kW:2028年7月1日

To support the goal of achieving net-zero carbon emissions by 2050, renewable energy power generation
equipment and energy storage systems are expected to be increasingly deployed not only at outdoor sites but also in indoor environments, including households and factories. As Power Conversion Systems (PCS) and Photovoltaic (PV) inverters are critical components for energy conversion, system control, and stable operation of energy storage and solar photovoltaic systems, their safety and reliability are essential to protecting users and maintaining system stability. In view of these developments, the Bureau of Standards, Metrology and Inspection (BSMI) proposes to expand the mandatory inspection scope for PCS and PV inverters to cover models with a rated capacity not exceeding 360 kW. This measure is intended to strengthen product safety management, ensure consumer safety, and enhance the safe and stable operation of renewable energy and energy storage systems. Applicants may choose either of the following two conformity assessment procedures: Registration of Product Certification (RPC) or Type-Approved Batch Inspection (TABI).
