巴西ANATEL批准教育用交互式屏幕合格评定的技术要求

On 28 June 2024, the  Brazil National Telecommunications Agency (ANATEL) published Act No. 9960 to approve Technical Requirements for Conformity Assessment of Interactive Screens for Educational Use.

It also updates the Telecommunications Products Reference List published by Act No 7280/2020 to include in the table of its Annex, within the product family “RF Equipment (excluding broadcasting),” the product type “Interactive screen for educational use.” The conformity assessment modality will be “Certification,” and the conformity assessment model will be “Certification based on Type Testing with Periodic Evaluation of the Product and the Manufacturing Management System every 2 (two) years.”

These criteria apply to interactive screens designed for educational purposes, suitable for installation in classrooms or similar settings, and possessing the following features:

• a touch-sensitive display that can be used with a finger, a specific pen, or other objects;
• wireless internet capability;
• an operating system with multidisciplinary applications that meet the pedagogical, technological, and accessibility standards set by the Ministry of Education and the National Common Core Curriculum;
• the ability to install additional applications.

This Act entered into force on 28.06.2024 and its annex will be mandatory from 25.12.2024

On 10 June 2024, the Brazil National Institute of Metrology, Standardization and Industrial Quality (INMETRO/CONMETRO) launched a Public Consultation regarding Portaria No. 6 to amend the Technical Regulation for Low Voltage Electrical Devices, Portaria No. 497/2021.

This Draft aims to expand the supplementary documents mentioned in Annex I, item 2 of the Technical Regulation to include the following standards:

• ABNT NBR NM IEC 60335-1:2010 – Safety of Household Appliances.
• ABNT NBR IEC 60061:1998 – Lamp caps, holders, and gauges for the control of interchangeability and safety – Part 1: Lamp caps.
• ABNT NBR IEC 60998-1:2004 – Connecting devices for low-voltage circuits for household and similar use – Part 1: General requirements.

Additionally, it amends Item 3 concerning marking and instruction requirements regarding mandatory information that must be included on low-voltage electrical devices.

On 28 June 2024, the Ecuadorian Standards Institute proposed a draft resolution on Technical Regulations for Low Voltage Power Supply. The Draft Resolution proposes to revise and repeal Resolution No. 14364, 2014.

The Draft Resolution applies to low voltage switch-mode power supplies (SMPS), powered by voltage sources up to 1000 V AC or 1500 V DC providing AC and/or DC outputs.

It does not apply to:

• Electrical equipment and systems for railway applications and electric vehicles,
• Linear power supplies,
• Uninterruptible Power Supplies (UPS),
• Step-down converters,
• Built-in power supplies,
• Step-down converters,
• Power supplies incorporated or intended to be incorporated into apparatus before being offered to end users,
• Transformers that are in the scope of IEC 61558-1.

The Draft Resolution entails requirements for the safety of the product, referencing IEC 60950-1 and IEC 61204-7.

Furthermore, products must be labelled in accordance with Article 5. The label must be provided in Spanish and entail inter alia information on the brand, nominal voltage range and frequency, warnings, country of origin, company name and the Single Taxpayer Registry (RUC) number. In addition, the manufacturer must provide an instruction manual in Spanish with adequate information to allow the products to be operated safely and clear information on their installation, use and maintenance.

The draft resolution furthermore entails provisions on the testing and certification of the product. In accordance with the provisions of the Ecuadorian Quality System Law, the product’s compliance must be demonstrated through a certificate of conformity issued by a certification body prior to the marketing of the product.

If enacted, the revision will enter into force 6 months after its official publication.

Testing and Certification of telecom & networking equipment notified under Phase-III, IV & V of MTCTE regime, the following amendments are hereby notified with immediate effect: a) Date of mandatory certification of following 05 products (ERs) notified under MTCTE Phase-III, IV & V has been extended as mentioned below:

The test reports issued by ILAC signatories (other than border sharing countries) should not be older than two years on the date of submission on MTCTE Portal.

MEITY has assigned Software Technology Parks of India (STPI) once again to fulfil the market surveillance duties for the products notified under Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.
In the notification, all the registered manufacturers are requested to cooperate to complete the surveillance activities in a time-bound manner to avoid penal actions as per the provisions of BIS Act, 2016.
Please note the following key points:

1. Cost of Surveillance: The cost of surveillance will be borne by the manufacturer/licensee.
2. Sample Selection Process: Samples for surveillance will be selected using a random sample selection process. These samples will be purchased from the open market and submitted to designated BIS-recognized laboratories for testing by STPI.
3. Execution Instructions: Detailed instructions regarding the execution of surveillance will be issued to registered manufacturers, their authorized representatives, and designated BIS-recognized test labs at the time of issuance of Surveillance Orders. These orders will be specific to selected Registration Numbers.

2. 报告不合格设备的程序修订
3. 指定国内代理人

对于海外制造商需有国内代理人能响应发证机构RRA进行的后续管理，该代理商与注册之申请者(持证者)是分开的, 申请者仍可接受海外制造商。

4. 合格评定显示方法KC label标示位置从原产品本体”及”外包装，变成产品”或”外包装，并补充电⼦标签（e-labelling）⽅法和程序说明

On 18 July 2024, the National Radio Research Agency – RRA of Korea issued Notice No. 2024-12 on partial revisions to the “Notice of Conformity Assessment of Broadcasting and Communication Equipment, etc.” The main revisions as following:

1. Implementation and requirements of self-conformity confirmation

– Target equipment: equipment that under self-conformity confirmation + lighting equipment (see the Notice on Conformity Assessment of Broadcasting and Communication Equipment [Appendix 1] for details)

– Testing: The manufacturer conducts its own testing or designate testing laboratory or MRA laboratory and ILAC testing laboratory. The relevant reports and documents are required to be keep for 5 years.

2. Revision of procedures for reporting non-conforming equipment
3. Designation of domestic agent

Overseas manufacturers need to have a domestic agent who can respond to the follow-up management by the certification body and agency RRA. The agent is separate from the registered applicant, and the applicant(license holder) still accept overseas manufacturers.

4. The conformity assessment display method changes the position of the KC label from the product body “and” packaging become to the product “or” packaging, and adds an explanation of the

E-labelling method and procedure.

On 13 May 2024, the Indonesian Minister of Communications and Informatics issued a new regulation on technical standards for telecommunications equipment and/or short range devices.

The regulation establishes the technical standards for telecommunications equipment and short range devices to ensure compliance and proper use within the territory of the Republic of Indonesia.

The regulation applies to the following telecommunications equipment and short range devices:

• Bluetooth IEEE 802.15.1;
• Near field communication (NFC);
• Radio frequency identification (RFID);
• Ultra wide band (UWB);
• Low rate wireless personal area network (LR-WPAN) IEEE 802.15.4;
• Cordless Telephone;
• Wireless power transmission (WPT);
• Intelligent transport system (ITS);
• Devices with transmitting power below 10 mW;
• Other short range devices (SRD).

The regulation takes effect 90 days from the date of issuance.

The Instituto Federal de Telecomunicaciones (IFETEL) of Mexico has opened the following 2 public consultations:

Preliminary Draft Agreement through which the Plenary Session of the Federal Telecommunications Institute modifies the Guidelines for the approval of products, equipment, devices or apparatus intended for telecommunications or radio broadcasting

The main goals of this Preliminary Draft Agreement are to modify the approval Guidelines for telecommunications or broadcasting equipment to expressly reference the requirement of the IFT Seal as an additional element in labeling, and to expand the printing options for the IFT Seal to be done physically or electronically. The anticipated enforcement date of the Draft Agreement after the consultation period is March 31, 2025. SASO于今年7月再次修改手机、鼠标、键盘、音箱、相机和摄像机、GPS 设备以及路由器等7类产品统一使用USB  type-C接口实施日期。由前版提前至2024年8月1日，再次维持为2025年1月1日。

In July of this year, SASO made a second revision to the implementation date for the mandatory use of USB Type-C charging ports requirement for 7 product categories, including Mobile phones, Mouse, Keyboards, Speakers, Cameras & Video Cams, GPS devices and Routers. The deadline, previously advanced to August 1, 2024, has now been reinstated to January 1, 2025.

中国市场监督总局于2024年7月2日发布第26号公告，规定电动自行车用锂离子蓄电池和充电器实施强制产品认证（CCC认证）。

1. 自 2024 年 10 月 15 日起， 指定认证机构将开始接受电动自行车用锂离子蓄电池和充电器的CCC认证委托。认证过程按照相应的强制性产品认证实施规则和适用标准进行。
2. 自 2025 年 11 月 1 日起，电动自行车锂离子电池、充电器应当经过CCC认证并标注CCC认证标志后，方可出厂、销售、进口或者在其他经营活动中使用。。
3. 认证机构和实验室的指定将另行规定。

电动自行车用锂离子电池必须执行GB 43854，而电动自行车用充电器必须执行GB 42296。

本公告自2024年7月2日起施行。

Announcement No. 26, published by SAMR on 2 July 2024, establishes the implementation of compulsory product certification (CCC certification) for lithium-ion batteries and chargers used in electric bicycles.

1. Starting 15 October 2024, the designated certification bodies will start accepting CCC certification commissions for lithium-ion batteries and chargers used in electric bicycles. The certification process will be carried out according to the corresponding mandatory product certification implementation rules and applicable standards.
2. Starting 1 November 2025, before leaving the factory and being placed in the market, the products in question (lithium-ion batteries and chargers for electric bicycles) must have passed the CCC certification and bear the CCC certification mark.
3. The designation of the certification bodies and laboratories will be done by separate regulation.

GB 43854 must be applied with respect to lithium-ion batteries for electric bicycles, and GB 42296 for chargers used in electric bicycles.

This Announcement entered into force on 2 July 2024.

On 20 June 2024, the Costa Rican Ministry of Environment and Energy published Resolution No 0012-2024-DE, which approves the normative equivalence between international standard AHRI Standard 210/240-2017 on “Performance Rating of Unitary Air-conditioning & Air-source Heat Pump Equipment” and Costa Rican Resolution No 451-2021 (COMIECO-XCVIII) of 17 December 2021 and its Annex: “Central American Technical Regulation RTCA 01.23.78:00 Electrical Products. Split-type, Free-flow, Ductless Inverter Air Conditioners with Variable Refrigerant Flow. Energy efficiency specifications.

The following certification numbers are associated with the validity of this equivalence:

• AHRI Certified Reference Number: AHRI 210135429
• AHRI Certified Reference Number: AHRI 209482326
• AHRI Certified Reference Number: AHRI 210135430

Interested parties are now allowed to use both regulations interchangeably for certification purposes as per Section 5.5 of Decree No. 44037, 2023.

This regulatory equivalence will expire when either of referenced standards are updated or the identified products are covered by another regulatory document.

On 20 June 2024, the Costa Rican Ministry of Environment and Energy published Resolution No 0014-2024-DE, which approves the normative equivalence between CSA-C358-03 “Energy Consumption Test Methods for Household Electric Ranges” and Decree No 43524/Costa Rican Technical Regulation (RTCR) No 503:2021.

This regulatory equivalence will expire when either of referenced standards are updated or the identified products are covered by another regulatory document.

Per 5.4 of Decree No. 38849-MEIC, once the Resolution is published, any other interested party may use the recognised equivalence for the purposes of the declaration of conformity, without requiring authorisation from any of the parties that gave rise to the equivalence.

On 19 June 2024, the Panamanian Ministry of Trade and Industry published Resolution No. 92 to approve COMIECO Resolution No. 488-2024 Amending Resolution No. 475-2023 on RTCA 97.01.81:22 on Energy Efficiency Specifications for Electrical Appliances (Refrigerators and Freezers).

The Resolution only changed the day of entry into force of Resolution No. 475-2023, as follows:

• El Salvador: 5 December 2023
• Panama and Honduras: 5 June 2024
• Guatemala, Costa Rica, and Nicaragua: 5 December 2024

The Resolution entered into force on 19 June 2024.

最低能效要求依草案第七条计算，分三个阶段实施：

• 第2 阶段- 生效24 个月后最低效率设定为70 Im/W。
• 第3 阶段- 自生效后36 个月起，最低效率设定为85 Im/W。

生产商和进口商必须根据第9条规定的认证方案之一对其产品进行认证，并向生产部提交相应的合格证明。符合性认证有效期限为三年，并依照《能源设备能源效率标签技术法规》附件法进行年度监督。

拟议条例将根据秘鲁法治在官方公报上发布的第二天生效。

On 23 June 2024, the Peruvian Ministry of Energy and Mines published the Draft Regulations on Energy Efficiency for Lighting Products.

The products in scope are listed in Article 2(1), and table 2.2 namely:

• Incandescent, fluorescent, and LED;
• Lighting sources included in Annex 1 of the Technical Regulation on Energy Efficiency Labelling for Energy Equipment, approved by Supreme Decree No. 009-2017-EM.

On the other hand, the following lighting sources are excluded from the scope of the draft:

• Lighting with a luminous flux of less than 30 lumens and those greater than 6500 lumens;
• Lighting marketed for use with other energy sources such as batteries or other off-grid sources;
• Lighting for special applications such as insect control, medical, research, ultraviolet or infrared radiation light sources, black light lamps, transportation, signalling, mining, plant growth, aquarium, anti-fragmentation, traffic light, entertainment, photo projection, medical or therapeutic use;
• Lamps marketed as part of a product whose main purpose is not illumination, except for lamps sold separately (e.g., as a spare part).

The minimum energy efficiency requirements are to be calculated as per Article 7 of the draft and will be implemented in 3 phases:

• Phase 1 – Minimum efficiency set in 40 Im/W from 12 months after the entry into force.
• Phase 2 – Minimum efficiency set in 70 Im/W from 24 months after the entry into force.
• Phase 3 – Minimum efficiency set in 85 Im/W from 36 months after the entry into force.

Producers and importers must certify their products according to one of the certification schemes indicated in Article 9 and submit their corresponding certification of conformity to the Ministry of Production. The certification of conformity will be valid for three years with annual surveillance.

If enacted, the proposed Regulations will enter into force the following day of its publication in the Official Gazette, per Peruvian rule of Law.

Comments on the draft are accepted by the Ministry of Energy and Mines until 21 September 2024.

On 19 June 2024, the Philippine Department of Energy (DOE) published the Implementation Guidelines of the Philippine Energy Labeling Program for Lighting Products 2024, 1st Edition.

The document outlines the requirements for energy performance, mandatory labelling, product verification testing and registration under the Philippine Energy Labeling Program (PELP) for lamps across residential, commercial, and industrial settings. Specifically, the scope of the Guidelines cover Self-Ballasted Compact Fluorescent Lamps (CFL), Linear Fluorescent Lamps (LFL) or Double-Capped Fluorescent Lamps (DFL), Single-Capped Fluorescent Lamps (SFL) and Light Emitting Diodes (LED).

The Guidelines provides information on the minimum energy performance (MEP) requirements and energy efficiency performance rating (EEPR) specifications. Also included are the methods of calculating and testing the energy efficiency performance of the lamps and relevant labelling requirements.

The Guidelines has been entered into force on 3 July 2024.

摩尔多瓦以欧盟能效为蓝本的多产品节能标签要求

2024 年 6 月 23 日，政府决定第 HG189/2024 号生效。每个产品范围的要求均以欧盟能源标签要求法规为蓝本，并附有具体的标签规定在修正案所附的五个附录中列出:

• 冷冻器具
• 洗衣机和干衣机
• 光源
• 洗碗机
• 电子显示器

On 23 June 2024, Government Decision No. HG189/2024 came into affect. The requirements for each product scope, which are modeled on the EU Energy Labeling Requirements regulations with specific labelling requirements are set out in the five appendices attached to the amendment as follows:

• Refrigerating appliances
• Laundry washing machines and laundry drying machines
• Light sources
• Dishwashers
• Electronic Displays

Each product has specific labelling requirements that are set out in the annex documents linked at the end of each products amendment.

 

 

South Korea韩国

韩国能源署(Korea Energy Agency, KEA) 发布效率管理设备运作规定规则第2024-120号

韩国能源署(Korea Energy Agency, KEA) 于2024年7月18日发布效率管理设备运作规定规则第2024-120号部份修订，主要修改内容针对电冰箱、电动空调、电视机的中长期目标效率标准实施日期变更，该版法规于发布之日起实施。

On 18 July 2024, the Korea Energy Agency (KEA) issued a partial revision of the Efficiency Management Equipment Operation Regulations No. 2024-120. The main revisions focus on the medium and long-term target efficiencies of refrigerators, electric air conditioners, and televisions. The regulations will be implemented from the date of published.

菲律宾发布显示器、制冷器具、与电视机的能源标签计划产品实施指南更新

2024 年 6 月 5 日，菲律宾共和国能源部批准了以下产品的实施指南:

• 显示器
• 制冷器具
• 电视机

实施指南是能源标签计划 (PELP) 的一部分。本通告的目的是为所有相关人员提供信息和指导，并帮助制造商、进口商、分销商、经销商、零售商和其他市场活动参与者遵守上述产品强制能源标签的要求。

On 5 June 2024, the Department of Energy of the Republic of the Philippines approved the implementing guidelines for below products:

• display monitors
• refrigerating appliances
• television sets

The implementing guidelines are part of the energy labelling program (PELP). They are issued for information and guidance of all those concerned and for compliance by manufacturers, importers, distributors, dealers, retailers, and other stakeholders regarding the requirements for mandatory energy labelling of above-mentioned products.

 

Singapore新加坡

新加坡发布《节能法》强制性能效标签计划 (MELS) 和最低能标准 (MEPS) 要求修正案草案
[法规草案] 2024年6月26日，世贸组织发布了关于《节能法》(ECA) 规定的强制性能源标签计划 (MELS) 和最低能源绩效标准 (MEPS) 要求的关键修正案草案的G/TBT/N/SGP/71号通知。

世贸组织通知截止日期为2024年8月25日，即通知后60天。

On 26 June 2024, the WTO published Notification G/TBT/N/SGP/71 relating to draft Key Amendments to the Mandatory Energy Labelling Scheme (MELS) and Minimum Energy Performance Standards (MEPS) Requirements under the Energy Conservation Act (ECA).

The WTO Notification deadline is 25 August 2024, 60 days from notification.

Ecuador厄瓜多尔

厄瓜多尔发布手持式和携带型电动工具技术法规决议草案RTE INEN 137 (1R)

[法规草案] 厄瓜多草案于 2024 年 6 月 18 日向 WTO 通报，是手持式电动研磨机技术法规的首次修订。

拟议的一项关键变更是要求标签上的信息采用西班牙语，而不是目前允许的英语或西班牙语。

作为过渡，由认可、认可或指定的认证机构根据 RTE INEN 137:2014 (修订版) 和 RTE INEN 173:2016 (第一修订版) 颁发的合格证书或产品测试报告将被接受自本技术法规生效起最长期限为六个月，前提是合格证书或测试报告有效。

世贸组织通知截止日期为2024 年 8 月 17 日。

Notified to the WTO on 18 June 2024, this Ecuadorian draft is the first Revision of the Technical Regulation on hand-held electric grinders, originally approved by Resolution No.14349 of 2014.

This draft proposes a revision to the requirements on manual and semi-fixed power tools powered by an electric motor, intended to protect the safety of consumers, as well as prevent misleading practices.

The scope of application would change from fixed, semi-fixed and portable electric grinders such as cutting grinders, semi-fixed and combined bench grinders, as well as angled, straight and vertical grinders, to include:

• Hand-held circular saws and bench-mounted hand-held circular saws.
• Semi-fixed bench saws with a saw blade with a diameter of no more than 315 mm.
• Reciprocating saws (jigsaws and saber saws).
• Chain saws intended for cutting wood.
• Manual bandsaws.
• Semi-fixed bandsaws with a saw band of length not exceeding 2 700 mm and handwheels of tape with a diameter not exceeding 350 mm.
• Manual disc saws with reinforced bonded wheels, or one or more wheels with diamond cutting blades.
• Semi-fixed miter saws, with a blade diameter not exceeding 350 mm.
• Semi-fixed combination saws with a diameter saw blade not exceeding 315 mm.

The technical regulation would not apply to:

– saws used for food preparation and processing.

– saws used for medical purposes.

Section 4 would be updated to list the IEC standards to be applied to satisfy product requirements, in addition to Section 5, to include labelling requirements. A key proposed change is the requirement for the information on the label to be in the Spanish language, as opposed to the current provision which permits either English or Spanish.

By way of transition, certificates of conformity or product test reports under RTE INEN 137:2014 (as amended) and RTE INEN 173:2016 (First Revision) (as amended) issued by accredited, recognized or designated certification bodies, will be accepted for a maximum period of 6 (six) months from the entry into force of this technical regulation, provided that the certificates of conformity or test reports are valid.

WTO Notification Deadline: 17 August 2024.
